The Wyoming GOP lawsuit against the state is absolutely correct. The government does NOT get to dictate who can speak and who has to keep quiet. Every other private organization can endorse candidates and spend money on their behalf but not political parties. However, just because a political party can doesn't mean they should always endorse candidates. There is a fine line, but that should be up to them not the state. Other governments do that, not this one.
