- Lucas: Welcome back to The Story of Turkey. If you've been stepping into history with us episode by episode, you know we’ve walked through palaces, battlefields, and quiet exile. Today, we’re looking at the machinery behind the throne—the money. Luna: Money always makes the story darker. Lucas: It does. For centuries, the Ottoman Empire ran on a system called timar, where soldiers were paid with land revenues instead of cash. But by the late sixteenth century, that system began to crack under pressure from inflation and constant war. Lucas: The state needed liquidity, so it turned to tax farming. Local elites would bid for the right to collect taxes in a district, keeping whatever they gathered above a fixed quota sent to the treasury. Luna: So they profited from squeezing the peasants? Lucas: Exactly. These men, known as mütesellim, became incredibly powerful. In places like Bursa, one figure named Yahya Efendi rose to prominence not just as a collector, but as a patron of arts and architecture who used his illicit gains to build mosques and fountains. Lucas: He was a paradox: a corrupt official who funded public works that still stand today. His ledger books show he skimmed nearly forty percent of the local revenue before handing over the rest. Luna: That’s a staggering percentage. Lucas: It was systemic. When the central government tried to reform this, they often ended up empowering these same families further. The Grand Viziers would appoint their own allies to manage these districts, creating a web of loyalty that bypassed the sultan entirely. Luna: And the sultan couldn't stop them? Lucas: Not easily. By the early seventeenth century, the treasury was empty because the tax farmers were hoarding the surplus. This wasn't just greed; it was structural failure. The empire had no modern banking system to borrow against future income, so it relied on extraction. Lucas: We see this played out in letters between provincial governors and the Sublime Porte. They complain about 'predatory' tax farmers who leave villages abandoned because they’ve squeezed the last drop of wealth from the soil. Luna: It sounds like the empire was eating itself. Lucas: Precisely. And here is where I want to pause for a moment. This deep dive into the financial veins of the Ottoman Empire is what keeps our network running ad-free and independent. If today was worth a coffee to you, that's the link — buy me a coffee dot com slash fexingo. Luna: Supporting history shouldn't be hard. Lucas: It isn't. And it helps us keep digging into these stories. Back to the tax farms—this system didn't just drain money; it drained legitimacy. The people stopped seeing the state as a protector and started seeing it as a predator. Luna: Did anyone try to fix it? Lucas: Several Grand Viziers attempted reforms. Köprülü Mehmed Pasha, in the mid-seventeenth century, cracked down hard on corrupt tax collectors. He executed several mütesellim to send a message, temporarily restoring order. Lucas: But the underlying issue remained. The empire needed a centralized bureaucracy and a professional army paid in coin, neither of which existed in sufficient scale. The tax farmers filled the vacuum because the state was too weak to do it directly. Luna: So weakness bred corruption, which bred more weakness. Lucas: A vicious cycle. In Istanbul, the impact was immediate. Without steady revenue, the Janissaries went unpaid, leading to mutinies. The city faced food shortages because the supply chains depended on tax revenues to function. Lucas: We have accounts from European travelers describing markets in Anatolia with empty shelves and prices that doubled every month. It was hyperinflation driven by fiscal mismanagement. Luna: Did the peasants revolt? Lucas: They did, repeatedly. The Abaza Hasan Rebellion in the 1620s was partly a response to abusive tax collection. Rebels marched on Istanbul, demanding the removal of corrupt officials. The sultan was forced to concede. Lucas: This showed that even the absolute monarch could be held hostage by popular anger over taxation. It was a rare moment where the lower classes and the military aligned against the central administration's failures. Luna: It feels very familiar. Lucas: History has a way of echoing. As the eighteenth century approached, the tax farm system became even more entrenched. Families passed these rights down like feudal titles, creating local dynasties that answered to no one. Lucas: These families, known as ayans, eventually challenged the sultan’s authority openly. The tension between the center and the periphery was now economic as much as it was political. Luna: So the tax farmers became warlords? Lucas: In effect, yes. They maintained private armies to protect their revenue streams. The map of the Ottoman Empire became a patchwork of semi-independent states held together only by the name of the sultan. Lucas: When later reformers tried to re-centralize power in the nineteenth century, they were fighting against a legacy of decades, if not centuries, of decentralized wealth accumulation. Luna: It explains a lot about the struggles to modernize. Lucas: It does. You can’t build a modern state on a foundation of private enrichment disguised as public service. The Ottoman experience shows how quickly economic structures can erode political ones. Lucas: And yet, the infrastructure built by men like Yahya Efendi remains. The mosques, the bridges, the fountains. Beauty emerging from corruption. Luna: A complicated legacy. Lucas: Always. Next time, we might look at how those same buildings survived earthquakes and wars, or perhaps the women who managed these estates from behind the scenes. Luna: I’d love to hear about the women in the background. Lucas: We will. Until then, keep questioning the sources, and keep listening.
