Latest / Early Edition with Ryan Bridge / Jacqui Southey: Save the Children Advocacy Director on OT makes privacy breaches
Transcript
- 0:00Speaker 1: Alan A Tamariki. They have still not fixed systems that
- 0:04Speaker 1: led to privacy breaches so serious that in at least
- 0:08Speaker 1: one case, a breach led to a woman being physically abused.
- 0:11Speaker 1: A recently made public review of OT's approach to privacy
- 0:16Speaker 1: found the organization has just been too casual with sensitive data.
- 0:19Speaker 1: In one case, there was a social worker who gave
- 0:21Speaker 1: the address of a child and their mother to the
- 0:23Speaker 1: child's father. The father was on bail at the time,
- 0:29Speaker 1: and he was on bail for rape charges. He should
- 0:31Speaker 1: never know that stuff. Jackie Soalthy is with the Child
- 0:34Speaker 1: Rights advocacy and research director it saved the children and
- 0:37Speaker 1: joins you now good mording to dear Jackie Andrew, why
- 0:41Speaker 1: can't this agency ever get it together?
- 0:45Speaker 2: Well, the privacy breaches that you've described are incredibly serious
- 0:50Speaker 2: and unacceptable by any measure, and we're very concerned that
- 0:55Speaker 2: there are continued examples and that the report that they
- 1:00Speaker 2: public does describe a plan that has been put together,
- 1:04Speaker 2: but we'd like to understand more about how that plan
- 1:06Speaker 2: is progressing and the way that it will support children
- 1:09Speaker 2: and filo to greater safety within the Au Tamabeti system.
- 1:15Speaker 2: The report shows that the breaches absolutely fail to uphold
- 1:18Speaker 2: children's rights to privacy and protection under the Convention of
- 1:21Speaker 2: the Rights of the Child, and unfortunately, children's privacy can
- 1:25Speaker 2: be seen as a secondary or secondary rights with the
- 1:28Speaker 2: discretion of adults, when in fact children are clearly accorded
- 1:32Speaker 2: their rights to privacy. They should be understood, respected and
- 1:34Speaker 2: ure held across the order in a tammidei system.
- 1:37Speaker 1: You say they have a plan, but they won't tell
- 1:38Speaker 1: us about the plan. Do they even want to? I mean,
- 1:40Speaker 1: this review was completed eleven months ago and the media
- 1:43Speaker 1: has been pestering for its release the whole time through
- 1:46Speaker 1: the Official Information Act. They to me just don't seem
- 1:49Speaker 1: to want to be accountable.
- 1:52Speaker 2: Well, I guess it's a difficult situation where sensitive information
- 1:56Speaker 2: is being shared publicly. And one of the problems when
- 2:01Speaker 2: these sorts of issues and I guess misconduct or greatest
- 2:06Speaker 2: breaches come to light is it takes where public trust
- 2:09Speaker 2: in government agencies such as aug tamodiki. And this is
- 2:13Speaker 2: incredibly important because if the public don't have trust in
- 2:16Speaker 2: auto Tamidiki, there's a struggle to for it to work effectively,
- 2:21Speaker 2: and that is to receive complaints of concern and the
- 2:23Speaker 2: trust that they'll be acted on appropriately and that children
- 2:26Speaker 2: and fina will be protected in their system. So it's
- 2:29Speaker 2: really important. It cannot be underestimated how critical it is
- 2:32Speaker 2: that they step up and really communicate how what they're
- 2:36Speaker 2: doing to rectify these issues and make the changes we
- 2:39Speaker 2: want to see.
- 2:40Speaker 1: I wonder whether they've even got our trust at all.
- 2:42Speaker 1: I mean there's been review after review, there's been report
- 2:44Speaker 1: after report, there's been outrage after outrage, and you know,
- 2:48Speaker 1: changes and plans and we don't get to hear about it.
- 2:51Speaker 1: Do you think they'll ever get round to it.
- 2:54Speaker 2: Well, it's essential that they do because they are the
- 2:56Speaker 2: government agency that is tasked it's one of the most
- 2:59Speaker 2: critical areas, and child protection the most critical area in
- 3:02Speaker 2: child protection. They are absolutely tasked with upholding the safety,
- 3:07Speaker 2: the rights of protection, and the futures of children and
- 3:09Speaker 2: families in incredibly fragile and vulnerable situations. We need this
- 3:14Speaker 2: agency to do well, to function effectively and to protect
- 3:16Speaker 2: our children.
- 3:18Speaker 1: Jackie Salley, I thank you so much for your advocacy.
- 3:20Speaker 1: Jackie's from Save the Children and a child rights advocacy
- 3:22Speaker 1: and research director.
