Speaker 1: despite this manual's requirement and the FBI's focus on domestic

Speaker 1: their Epstein investigation and until more than a year after

Speaker 1: the USAO was notified about the matter. Long after the

Speaker 1: cursory investigation was completed, the USAO had prepared a prosecution memorandum,

Speaker 1: the right to be reasonably protected from the accused and
• 7:04
Speaker 1: the right to be treated with fairness and with respect

Speaker 1: for the victim's dignity and privacy. Contrary to the USAO's

Speaker 1: manual express goal to reduce trauma to child victims and

Speaker 1: to the victims throughout the investigation as prostitutes instead of
• 7:27
Speaker 1: victims of child sexual abuse. and to the charges against
• 7:31
Speaker 1: Epstein as procuring prostitution of a minor, not child sexual abuse. Similarly,

Speaker 1: under the Attorney General Guidelines for Victim and Witness Assistance,

Speaker 1: responsibility to crime victims begin at the earliest opportunity after

Speaker 1: the detection of a crime, with investigative agencies providing reasonable

Speaker 1: and Witness Assistance required employees to to minimize the frustration

Speaker 1: and confusion that victims of crime endure in its wake.
• 8:06
Speaker 1: The 2005 Attorney General Guideline also imposed mandatory training on

Speaker 1: all employees with primary responsibilities, including crime victim contact. Upon

Speaker 1: information and belief, even though Maria had informed the FBI
• 8:20
Speaker 1: that Epstein and Maxwell threatened her, and other victims reported
• 8:24
Speaker 1: that Epstein was threatening them with loss of life and limb,
• 8:27
Speaker 1: at no time did the defendant offer Maria or any

Speaker 1: other victim protection from Epstein or his co-conspirators. Nor did
• 8:34
Speaker 1: they offer service, referrals, or other information as required by
• 8:38
Speaker 1: the USAO Manual, Attorney General Guidelines, VRRA, and CVRA. Instead,
• 8:44
Speaker 1: the FBI delivered false and misleading communication to victims, promising
• 8:49
Speaker 1: them that the Justice Department would make its best effort
• 8:52
Speaker 1: to protect their rights, including the reasonable right to confer

Speaker 1: the district court involving the plea. The victim notice further stated,

Speaker 1: at the time when the investigation was complete or nearly complete,
• 9:10
Speaker 1: at this time your case is under investigation. Q. The
• 9:14
Speaker 1: USAO's failure to enforce the NPA's terms or purpose. The
• 9:20
Speaker 1: basis of Epstein's NPA was the USAO's agreement to defer
• 9:24
Speaker 1: his prosecution in exchange for his compliance with the agreement.
• 9:30
Speaker 1: MPA 1 and 2 attached in OPR Report, Exhibit 3.
• 9:34
Speaker 1: These offenses shall be deferred in favor of prosecution by
• 9:37
Speaker 1: the state of Florida, provided that Epstein abides by the
• 9:40
Speaker 1: following conditions and the requirements of this agreement, set forth below.
• 9:45
Speaker 1: Per the NPA, this deferral would cease if Epstein violated
• 9:49
Speaker 1: any of the NPA's terms. The federal grand jury investigation
• 9:53
Speaker 1: and subpoenas would be revived, and the United States could
• 9:56
Speaker 1: terminate the agreement, investigate, and prosecute him. Upon execution of
• 10:02
Speaker 1: this agreement and a plea agreement with the state attorney's office,
• 10:05
Speaker 1: the federal grand jury investigation will be suspended, and all
• 10:09
Speaker 1: pending federal grand jury subpoenas will be held in abeyance
• 10:12
Speaker 1: unless and until the defendant violates any term of the agreement.
• 10:17
Speaker 1: Epstein asserts and certifies that each of these terms is
• 10:20
Speaker 1: material to the agreement, that a breach of any one
• 10:23
Speaker 1: of these conditions allows the United States to elect to
• 10:26
Speaker 1: terminate the agreement and to investigate and prosecute Epstein and
• 10:30
Speaker 1: any other individual or entity for any and all federal offenses.
• 10:37
Speaker 1: Epstein violated at least four key and material terms of
• 10:41
Speaker 1: the NPA, but the United States failed to terminate the
• 10:44
Speaker 1: NPA or take any other serious action. First, the NPA
• 10:48
Speaker 1: required Epstein to plead guilty to solicitation of prostitution of
• 10:52
Speaker 1: multiple minors. Epstein shall plead guilty to the solicitation of
• 10:56
Speaker 1: minors to engage in prostitution in violation of Florida Statute
• 11:01
Speaker 1: Section 796.03. However, Epstein pleaded guilty to solicitation of only
• 11:06
Speaker 1: one minor. In doing so, rather than Epstein pleading guilty
• 11:11
Speaker 1: to a pattern of abuse of multiple minors, Epstein admitted,
• 11:15
Speaker 1: only to procuring the prostitution in one isolated incident with
• 11:20
Speaker 1: one 16-year-old girl. Alright folks, we're going to wrap up
• 11:23
Speaker 1: right here, and in the next episode, we're going to
• 11:25
Speaker 1: pick up where we left off. All the information that
