Norfolk’s homicide rate has surged 65% this year, with 29 deaths by mid-year—mostly shootings—and police have made arrests in 13 of those cases. Meanwhile, rape reports jumped 25%, hitting 69 this year. Despite these spikes, overall violent crime is down 3%, driven by a 10% drop in aggravated assaults.
