Measure G recommendations on the County Executive delayed to January; cannabis zoning heads to the Board · LA County

Maya: On this week's episode: the Board of Supervisors puts the task force's recommendations on the elected County Executive on hold until January, picks a different option than the task force recommended for the measure's new agenda deadline, and the Regional Planning Commission sends cannabis zoning rules to the supervisors.
• 0:29
Maya: Five supervisors, nearly ten million people. Here's your weekly debrief.
• 0:35
Maya: Before Measure G, county voters turned down changes to how the county is governed in 1962, 1976, 1992 and 2000.
• 0:45
Theo: And in 2024 Measure G passed with just under fifty-two percent.
• 0:51
Maya: For decades the five supervisors were known as the five little kings. On Tuesday they spent hours on how they'll share power with an elected executive.
• 1:00
Theo: Tuesday also had a lighter moment. Supervisor Kathryn Barger mentioned that adoption fees at county animal care centers are waived all month for anyone who comes in to read to a shelter dog.

Maya: Our top story starts with the Board of Supervisors pressing pause. Two weeks ago we told you the Board had pushed back the task force's recommendations on the new county structure by two weeks. On Tuesday it pushed them to January.
• 1:34
Theo: Remind me what Measure G does.
• 1:36
Maya: It creates an elected County Executive and splits the executive and legislative work the Board now does alone. From the discussion, the executive takes office in December 2028. The Governance Reform Task Force brought proposals on what the executive would manage, which jobs move from the Chief Executive Office to a new budget director, and an independent County Legislative Analyst to serve the Board. That analyst's office would be up and running by October first, 2027.
• 2:06
Theo: How did the supervisors react?
• 2:08
Maya: They raised a lot of concerns. Supervisor Janice Hahn, of the Fourth District, supported giving the executive the job of evaluating department heads. Hahn said that having five bosses can mean having no boss. But Hahn opposed a national search to fill the analyst's office and wanted to hire from county staff. Hahn also proposed waiting until the incoming First District supervisor takes office in a few weeks. Holly Mitchell, the Chair Pro Tem, argued the new setup will add costs even though Measure G promised no new taxes, and asked where the money will come from. Kathryn Barger, of the Fifth District, argued an elected executive will reduce supervisors' ability to solve local problems, especially in unincorporated areas.
• 2:53
Theo: What would the executive be paid?
• 2:55
Maya: Under the charter, the Board sets the salary. The minimum is a dollar more than the highest-paid countywide elected official. And as for who can run: the District Attorney has to be a licensed lawyer. Here's a supervisor asking about the executive, and the Chief Executive Officer answering.
• 3:12
A supervisor (from the meeting): Are there similar requirements for county elected executive as it relates to what we're...
• 3:17
The Chief Executive Officer (from the meeting): I believe there's only a residency requirement supervisor for the county elected executive.
• 3:22
A speaker (from the meeting): So
• 3:22
A supervisor (from the meeting): since they have authority over the budget, will they need to have an accountant or be an accountant or otherwise licensed financial professional?
• 3:29
A speaker (from the meeting): I don't believe so.
• 3:32
Theo: Barger pledged not to run for County Executive and asked her colleagues to make the same pledge. Chair Hilda Solis said for the record that she isn't interested in the job.
• 3:42
Maya: The task force warned that waiting until January would force it to rework its 2027 plans. It said that would likely make the October 2027 date for the analyst's office impossible to meet. Chief Executive Officer Joseph Nicchitta said a delay isn't fatal for the budget, because money can be set aside. A demand letter arrived the night before, questioning whether parts of the executive provisions are legal. County Counsel Dawyn Harrison said that letter alone doesn't require a delay.
• 4:12
Theo: So what did the Board actually decide?
• 4:15
Maya: First it unanimously added an amendment from Solis. It asks for a public report within 120 days on services for unincorporated areas and on how the executive and Board offices will coordinate on constituent services. Then the Board continued the whole item to January 26, with four votes in favor and Supervisor Lindsey Horvath abstaining. Until then, the reports the item would order are on hold as well.
• 4:43
Maya: The Board settled one Measure G question on Tuesday. Measure G requires Board agendas to be posted at least 120 hours, or five days, before a meeting.
• 4:53
  Theo: How would that work?
• 4:55
Maya: The task force unanimously recommended what it called Option Two. The regular agenda would be posted eleven days before each meeting and the supplemental agenda six days before. Late additions would be limited to urgent ones. Agenda entries would be about 20 words where feasible, with a link to the full text.
• 5:14
Theo: Twenty words isn't much for some of these items.
• 5:16
Maya: Several supervisors agreed. Barger argued that shorter entries would cause misinformation and make the agenda less accessible. Solis doubted they would help residents who don't have internet access or don't use QR codes. A task force speaker said agendas that run past 100 pages are hard to navigate. Mitchell worried the public could get confused with two live agendas posted at the same time.
• 5:39
Theo: And how did it come out?
• 5:41
Maya: The Board voted unanimously for an amendment from Barger and Hahn that chose Option Three instead. That option keeps the current regular agenda schedule, and the supplemental agenda carries only revisions. A task force member said Option Three poses a risk of not complying with Measure G. County Counsel Harrison said she believes all three options comply. The 20-word standard is on hold for 90 days while County Counsel and the executive office prepare a report. A status report on how it's working is due within a year.
• 6:16
Maya: Our last top story is from Wednesday. The Regional Planning Commission took up the county's plan to allow licensed cannabis businesses in unincorporated areas.
• 6:26
  Theo: Where could they open?
• 6:28
Maya: As staff described it, only in some commercial, mixed-use and industrial zones. They would have to use existing buildings and operate entirely indoors. None would be allowed in residential or agricultural zones. They would have to be 600 feet from schools, parks, libraries, day cares, licensed arcades and drug treatment facilities. Storefronts would have to be at least 500 feet apart. Staff said there would be 90 licenses in all, and 25 would be storefronts. The storefronts would be split among the five districts, and social equity applicants would get the first half.
• 7:02
Theo: But the debate was really about shops that are already open.
• 7:05
Maya: Yes. A commissioner said every storefront seller in unincorporated areas right now is illegal. She said her community has at least 15 within four blocks on one boulevard. Staff said that law enforcement and County Counsel handle illegal operators, and the cannabis office oversees licensed ones. The head of the department that houses the cannabis office said it has asked for five million dollars in ongoing money for its law enforcement partners. County Counsel staff told the commission it can't make its recommendation depend on closing illegal shops.
• 7:36
Theo: And what did the public say?
• 7:38
Maya: Three people spoke, and all of them raised concerns. One asked for churches to be added to the buffers. In the end the commission voted unanimously to recommend the zoning rules with that change. It also asked that a letter from Sheriff Robert Luna on what enforcement would cost be attached, plus its own letter urging the Board to act on illegal shops right away. It separately recommended certifying the environmental report, but no tally was announced for that vote. The Board of Supervisors makes the final decision at a future hearing. Staff said the Board may take up separate licensing rules later.
• 8:15
Theo: Now a few shorter items from Tuesday's Board meeting.
• 8:19
Maya: On consent, the Board asked for a report within seven days on how to keep disaster case management going for Eaton and Palisades fire survivors if the federally funded program is interrupted. Options include shifting money from a legal services grant and from renter protection funds. It also directs letters urging FEMA to release the program's approved money, and asking the Governor for interim funding through January 2028. It passed four to nothing, with Solis abstaining. About five speakers opposed using renter protection or tenant legal money.
• 8:52
Theo: The Board unanimously approved a review of the community-based residential programs where youth leaving juvenile custody are placed. It includes an audit of all their contracts within 120 days. Renewals pause until the audit is done, but youth already in the programs stay put. About eleven people spoke. Several program operators asked for a formal role, and Solis added a task force that includes the providers.
• 9:16
Maya: Also on consent, and unanimous: the master plan and environmental report for the Los Angeles General Hospital campus. Speakers described housing, retail, services and open space. About eight supported it, and a couple of speakers urged strong enforcement terms in a community benefits agreement. A speaker said that agreement comes back next month.
• 9:36
Theo: And the Board unanimously directed the Department of Mental Health to hire a chaplain to work with faith-based partners and homeless services providers. Hahn said the job posting doesn't call for interfaith experience. County staff said hiring will emphasize an interfaith, nondenominational approach.
• 9:59
Maya: Before we go, here's what's on the calendar.
• 10:02
Theo: Next Tuesday, October twenty-seventh, the Board holds a hearing on year six of the Care First and Community Investment spending plan, which totals sixty-nine and a half million dollars. It also hears an appeal of the Planning Commission's approval of 104 detached condominiums on a former elementary school site in unincorporated Covina. Sixteen of them would be affordable. The chief executive is asking to push a progress report on closing Men's Central Jail to January twenty-sixth.
• 10:30
Maya: Next Wednesday, October twenty-eighth, the Planning Commission takes up a Lennox project with 12 new townhouse-style condominiums and three affordable units. It will also hear an appeal over a two-lot subdivision near Agoura Hills, in the Santa Monica Mountains, that was denied for inactivity.
