A federal judge has stepped in to overhaul Arizona’s prison healthcare system after years of constitutional violations and deadly neglect. Appointing Annette Chambers-Smith — a former Ohio prison chief known for transforming care and staff culture — the judge gives her sweeping powers to fix the system, including hiring/fire, budget control, and even overriding state laws blocking reform.
