- 1:07and Unfiltered. My name is Lee elc and on Fridays for the first hour,
- 1:11I get a chance to hang out with you. Christopher's down there in
- 1:15Dallas, Texas making it all go. Wayne will be here in exactly sixty
- 1:19minutes. We're going to start this hour off with a very special guest.
- 1:25I don't recall ever getting the honor to talk to my next guest, So
- 1:30this is a first for me. A great biographer, a historian, Lord
- 1:34Conrad Black's joining the conversation. He's got a well we're calling an ambitious project,
- 1:42The Political and Strategic History of the World, Volume one there's a lot
- 1:47there. Man, that's a that's a heavy title, sir, how are
- 1:49you today? I'm fine, thanks, and you're right it is. It's
- 1:53a heavy title. But my theory is, and the reason I'm doing it
- 1:59is that I think you can put it all out there, not in excruciating
- 2:04detail, but in you know, meaningful outline. So it's got a shape
- 2:08to it and in readable form by particularly emphasizing dramatic events and especially flamboyant personalities
- 2:20in three volumes, in each of about a thousand words. And I'm three
- 2:23quarters of the way through the second volume now, which will get us up
- 2:27almost to the American Revolution. But you know, look, the history of
- 2:30the world, there's a lot of history. And this makes no pretense to
- 2:36covering all of sociology and culture and various other human activities. We're really talking
- 2:42about how people developed from clans and tribes into coherent government, and how government
- 2:50developed and relations between governments developed. And it's not just a chronology, you
- 2:57know, in the two teen PC, so and so was elected consolely something.
- 3:05It's a you know, it follows the developments and influential personalities. In
- 3:12general. I think that people make history, and it's made by the most
- 3:17imminent personalities, and this book. The four people on the on the jacket
- 3:23of the book in the front of it are Moses, Socrates, Alexander the
- 3:29Great, and Julius Caesar. Now they weren't my choices, but they're representative
- 3:32choices, and they are all influential today in what they did then. So
- 3:38it doesn't go all the way back to when God says, let there be
- 3:42light. It picks up somewhere. Well, I only go back as far
- 3:46as what is verifiable history. You know, I don't get into urchaeology very
- 3:52much. I don't get into folklore very much, just what you can verify.
- 3:57And then in the sort of Old Testament. Here I do point out
- 4:02this is what the Old Testament says, but at various points I mentioned that
- 4:10this has to be handled with caution. It's a matter of faith and not
- 4:15deducible fact. You think, Oh, so, so where do you pick
- 4:18it up, though, where does it begin? Well, when it becomes
- 4:21accurate, I mean generally a summary of what happened in the case of Mesopotamia
- 4:30and the ancient Jews about two thousand BC, in the case of the Egyptian
- 4:35slightly before then, and all of the others come a bit after, and
- 4:41you know it's initially focused on the Middle East. I'm not getting into what
- 4:46you know, what happened else through. The other other founding places are India
- 4:48and China. I start them also in the second millennium BC, and then
- 4:58you collect them all together, take them forward, and this volume gets us
- 5:01up to the death of the Emperor, the first Emperor Augustus, which you
- 5:09know, he was the head of an amazing empire that had been built out
- 5:12of out of all this savagery and primitiveness. In those days, you could
- 5:16get a letter from Rome to what is now Istanbul and about the same time
- 5:21as it takes now, unless you use a courier. You know, you
- 5:25could travel from what is now Lisbon to Istanbul perfectly, safely on the roads
- 5:30that the Romans built. It was an amazing empire. Lord Conrad Black is
- 5:34our guest. The Political and Strategic History of the World, Volume one.
- 5:39As he was saying earlier, there are going to be three volumes. This
- 5:44one takes us up to the Revolutionary War, right, that's what you said.
- 5:47No, No, this one takes us up to the death of the
- 5:50Emperor Augusta in fourteen eighty. The second one that I'm working on now,
- 5:56I'm right at this time, I'm actually up to Elizabeth and the time of
- 6:01Shakespeare and Henry the Fourth in France. But I'll get it up to almost
- 6:06the American Revolution, Okay. But so I you know, we brought it
- 6:10a long way forward here, and I know again, prior to starting on
- 6:15this, I thought of you were talking about, you know, Henry the
- 6:18fifth and you know, once more into the Preach and so forth, you
- 6:23were not only in the Middle Ages, you were just an absurdly long time
- 6:28ago, and everything that happened prior to that you could summarize in fifty pages.
- 6:31But that's not quite how it happened. And I think it is very
- 6:38interesting how we got where we are, and a lot of it is from
- 6:42a very long time ago. How do you bring it all together? I
- 6:46mean, are you weaving stories about each of these individuals or the specific events?
- 6:50And you know, I've got when I used some basic texts like the
- 6:59Cambridge change in history in the Cambridge Medieval History and so on, where you
- 7:04get In the case of those two A series, you've got twenty volumes of
- 7:12about eight hundred pages each, and they put out all the known facts,
- 7:16and you know, I say, I take it from there. And of
- 7:21course the bibliography is immense for Cambridge. I don't put all that stuff in.
- 7:27I only put in things that are actual quotes or that, or where
- 7:30there's any contention about it, and you put in a reference. But the
- 7:36most history is generally agreed upon. And then you know, all historians have
- 7:43the right to a bit of interpretation, and I do mine too, But
- 7:47if it's speculative, I identified a sent It's the gap we're missing in journalism
- 7:56today, the one I used to enforce when I was in that and owned
- 8:00newspapers, is between reporting and comment. Well, here, as I tried
- 8:05to do when I was a newspaper publisher, you make a clear distinction.
- 8:09It is it is indisputable that Alexander the Great lived in these years and did
- 8:15these things, and I believe that the result of such and so was it
- 8:20was this and agency so. But you can, you know, you can
- 8:24see how people's concepts of what government should consist of grew. I mean,
- 8:31you had in Greek and Roman times you had some elements of democracy, h
- 8:37and you had, you know, some elements of a judicial system. Pretty
- 8:45rudimentary by best standards today, but still you had some and then it gradually
- 8:52you had some elements of education even but it was of course confined to a
- 8:58minority of people. Did it move from savagery to sort of civility? Is
- 9:03there a certain well in most of the world, you know, it came
- 9:07on a different timetable, and there's still parts of the world where you could
- 9:11make the case. We haven't quite made that job. I mean, the
- 9:16first stages of it were in India, China, and the Middle East up
- 9:26to point Mesopotamia and Egypt, and that would have been around one thousand BC.
- 9:33And then, as I say, by the time of the Emperor of
- 9:37Augustus and he and his adoptive father Julius Caesar, his great uncle, but
- 9:48Julius Caesar adopted him, the two together really governed the known world apart from
- 9:54India and China for nearly sixty well actually you're little over seventy years, which
- 10:01was astounding these two men. And they were very, very capable men.
- 10:05And by that time, you know, you had you had organized government all
- 10:13around the Mediterranean, all through France, through England up to the Scottish border
- 10:20in Egypt down to the border of Ethiopia and in the east as far as
- 10:26Iran. And you know, it was functioning government. So look it was.
- 10:35It wasn't a government that made an absolute principle that everyone could say anything
- 10:43they wanted, or that reviewed the leadership of the jurisdiction in completely democratic ways,
- 10:50but there was a process and in general it was enforced. His name
- 10:54is Lord Conrad Black, and he's got a brand new book he's putting out
- 10:58there for the Political and Strategic History of the World, Volume one, and
- 11:05Conrad, I want to keep you around one more segment. I've got a
- 11:07couple of things I want to throw at you, So if you don't mind
- 11:09stick around with us. My name is Lee Elsie. You can email me

- 17:15I've got a guest coming up in just a few minutes, Stephen Bouci
- 17:18from the Heritage Foundation. We'll dissect all things military and political with him.
- 17:22But for now, Lord Conrad Black again as our guest. We're talking about
- 17:26his latest endeavor, which again it's a three part thing, and this could
- 17:30be it's fascinating to me, the Political and Strategic History of the World,
- 17:33Volume one, and we're talking a little bit about that. I'm going to
- 17:37circle back to his media days before we run out of time here. But
- 17:41I'm sure this is a very pedestrian question I'll ask in any way. You
- 17:44probably get asked it all the time. But as you're digging through all this
- 17:45stuff, who's the one person in history that stands above and beyond everyone else?
- 17:51And then on the reverse side of that, who is the disappointment that
- 17:56we think more of them than they actually accompl in what they actually were for
- 18:02us? You mean in this first volume? Yeah, in the first volume.
- 18:04Yeah, Look, I think the can I can I give a couple
- 18:10of people. Of course, well, I think as the public, which
- 18:17I accept, most people aren't terribly preoccupied with the ancient world. No,
- 18:21and neither was I. But I think most people would if you ask them,
- 18:25say, well, you know the ones that are the most famous to
- 18:27me or Alexander the Great and Julius Caesar, and and that that would be
- 18:33reasonabhy. I'd add Caesar's as I say, his successor Octavian, Augustus the
- 18:40Emperor, Augustus Caesar. But those three would be the most arresting figures there.
- 18:47There were others, certainly, but it was astonishing what they accomplished.
- 18:52They were, uh, they were conquerors on the same scale as New Pollion,
- 19:00only they haven't suffered the the the you know, the problem that in
- 19:08the end they were defeated like Napoleon was so so they haven't been denigrated as
- 19:12he has been by you know, the British claimed he was an evil man.
- 19:17I personally don't think he was, but you can make that case.
- 19:21But the what they achieved was absolutely astounding. I mean, Alexander took over
- 19:29the little country of Macedonia, you know, which now just the southern part
- 19:33of the former Yugoslavia. I think he was technically born in what is now
- 19:37Albania, which is even more obscure. And he built up his empire that
- 19:42extended all the way to India, and he started them all out to learn
- 19:48Greek, which was the most advanced civilization, and he set them up as
- 19:53proper and you know, let's say, humanely governed jurisdic and there was no
- 20:00effort to throw him out because he won. He was not the sort of
- 20:04guy who got thrown out of things. But secondly, he gave much better
- 20:08government than they'd had before, and that was the secret of the Romans.
- 20:12They lowered taxes, facilitated travel and trade all around the Mediterranean in Western Europe,
- 20:21and governed more successfully and more fairly than what had been there before.
- 20:26Now, of course, there's some others who were in this narrative who are
- 20:30important for essentially at least not exactly non political reasons, but not for direct
- 20:37government reasons, like Moses, or if you say, or Socrates for example.
- 20:44Both of them were on the front jacket of the book. But you
- 20:48talked about people who are a bit surprising. I always assumed I'm a Christian
- 20:55but David and Solomon were unambiguously guarded by the Jewish people as very great leaders.
- 21:03But you know, there's great controversy about them. All sorts of people
- 21:07think they were absolute scoundrels, and I didn't know that until I got into
- 21:11this. I got to jump in because I'm going to run out of time,
- 21:14and I wanted to ask you. You know, your whole life revolved
- 21:15around the media for so long, and with newspaper publications and owning newspapers.
- 21:19I got to ask you, I mean, are you looking at the media
- 21:22landscape right now with incredible disappointment? Do you think they're even remotely doing what
- 21:26they're supposed to be doing? First question, yes, incredible disappointment. Second
- 21:33question, no, they're not doing what they're supposed to be doing. And
- 21:37I'll pose it'll answer question you didn't ask, and that is I think it
- 21:41is dangerous. I mean, all the polls show in the United States,
- 21:45but not uniquely in the United State. It's a similar trend throughout the Western
- 21:52world, which includes parts of Far East like Japan and Australian So they're is
- 22:00a majority of you that you can't trust the media, and they have earned
- 22:06that distrust and we can't run a democracy without a free press. We have
- 22:12to have it. And when the public doesn't trust it, it is indifferent
- 22:18about it, and that is dangerous. Ultimately, that is dangerous. Now.
- 22:23They upside of it is, you know, when I was a young
- 22:26person, and this would apply to I'm not that at all. This would
- 22:32apply to many of your listeners. The influential media in the United States consisted
- 22:37of three television networks, a couple of newspapers, a couple of magazines,
- 22:42and that was pretty much yet and they between them, they divided the entire
- 22:48market. Listen, it was a pleasure talking to you. Thank you.
- 22:51I appreciate it very much. And the pleasures mind. Thanks for inviting me.
- 22:53You got to have a great one. All right. That was good?

- 29:12find Stephen Bouccie on Twitter s Bucci on the well on the X Now,
- 29:15of course, you can go to Heritage dot org to find him there.
- 29:19Stephen, thank you for joining us. As always, last time we talked,
- 29:22we were getting into the kouthies and why we weren't responding. But since
- 29:26then we've been able to hit back, or have been hitting back. Can
- 29:30you give me your thirty thousand foot military view of our response to what's going
- 29:36on over in Yemen. Well, you know, I was happy they did
- 29:40what they did, the heck of a lot better than what they had done
- 29:42before, which was very little prior to that. I still think we're being
- 29:48a little tepid in you know, making sure we minimize the human damage.
- 29:56You know, these are guys who are trying to shoot randomly at ships and
- 30:00are terrorists, and you know, I don't think you really need to step
- 30:07that lightly with those sort of guys because they don't get it when you send
- 30:11nuanced messages. They're more akin you know, they prefer the spledge hammer to
- 30:17the scoutfel as far as their understanding. So I think we could do more.
- 30:22I was pleased when they shot back after that and we're shaking their fists
- 30:26that we went after them again, though not quite to the degree that we
- 30:30did in the initial one. So I think a much better response than what
- 30:36has been going on. But still I would be targeting more to hit their
- 30:40leadership and their i RGC COUDSE Force advisors. If we have the intelligence of
- 30:47their location, which I think we do at least a couple of cases,
- 30:51can you explain what the hierarchy is as far as the government goes and their
- 30:55connection to these rebels. The government in Yemen Is is kind of impotent.
- 31:00They're they're yemen Is almost an ungoverned space, and the Hussies are a major
- 31:07player in that space, acting independent of the government. Uh. When the
- 31:15Saudi's the Hoofi's big problem up to this point where the Saudi they don't think
- 31:21the Saudis are bad guys, and they were shooting at them. The Saudis
- 31:26came back at them hard. Uh, kind of with the permission of the
- 31:30Yemeni government. So uh, I'm guessing that we probably at least let Yemen
- 31:37know we were about to hit those targets. Uh. You know, we
- 31:41didn't announce it in public, but I don't think we just violated Yemen with
- 31:47absolutely no warning whatsoever. Because the Yemeni government, I'm sure there's some housy
- 31:52supporters in it, but they're not like working hand in hand together by enemy.
- 31:59Gotcha. Our guest is Stephen Bucci from the Heritage Foundation, And last
- 32:02week we started to talk about this but ran out of time. I want
- 32:06to ask you Defense Secretary Lloyd Austin under want the procedure or two or three
- 32:12and was out of the loop yet didn't tell anybody we talked about this,
- 32:15and then during that time we were actually going through some military action. So
- 32:20my question to you is, since you've been involved in that chain of command,
- 32:23does the president actually make these decisions? Do we need a defense Secretary
- 32:30is a part of the operational process? How does that whole thing work?
- 32:34Well, you know, there's more than one phone going from the Pentagon to
- 32:37the White House, so that you know, the Secretary's Defense is the only
- 32:42one who could send information to the building the White House, where there are
- 32:46lots of people at work. So you know, there's the National Military Command
- 32:51Center, banks ask to the operations Center, the ship room in the White
- 32:57House. There's people all over the Pentagon staff who talked to people on the
- 33:01National Security Council staff. However, all that said that this was a problem.
- 33:08You know, the when the sex death goes under a procedure, when
- 33:15they are are unavailable for a medical reason like this, there is supposed to
- 33:22be. There's a rule that you have to do a formal uh exchange of
- 33:28authority to have designated acting set DEBT. It's normally the Deputy Secretary of Defense
- 33:36UH and the UH and and everybody has to be notified. The President,
- 33:42the White House, all those people are supposed to be notified, all the
- 33:45primary subordinates of the sex DEBT, the Chairman of the Joint Chiefs of Staff,
- 33:51the Service Secretary, the do O D under secretaries who were you know,
- 33:57the main players. They are civilian wise, are all supposed to know
- 34:00that this is going on. I worked for Secretary Secretary rum Sell was very
- 34:07private about particularly his health issues. Uh, mostly because he hated having it.
- 34:13He just didn't like that. Uh. The old jos hit him,
- 34:16but they uh you know, but he understood the rules and he followed them.
- 34:22And we always had to do that. Even if you know, if
- 34:23you're going to do with something and this offense people, I'm sorry, if
- 34:27you have something like philostophy, right or colon colonoscopy, uh, you know,
- 34:32and you're you're really under the anesthetic for less than an hour, uh,
- 34:37but for that period, there has to be an acting Secretary of defense
- 34:42because you don't know what's gonna happen during that hour. Uh And and what
- 34:46they did, and we still don't know all the details who made the decision,
- 34:52who gave the order to not pass on the information. If if Austin
- 34:59said, don't tell anybody, nobody else needs to know this, I'm still
- 35:02in charge. I you know, it's not a big deal, then he
- 35:07potentially should be fired because that he knowingly violated the rules. If if this
- 35:13was the emergency situation, you know, if they did tell people on twenty
- 35:17two December that he had the original procedure, okay, that they did that
- 35:22right, but then when it turned into the emergency, as they got complications
- 35:29and he got rushed to the hospital in an ambulance, he's in the ICU,
- 35:34presumably not capable of doing what he's supposed to do. Uh. And
- 35:38they didn't tell anybody that that's the process. Stout. Somebody broke the rules,
- 35:45right, And if it was Austin who directed it, shame on him.
- 35:50If his chief the staff said, well, you know what, we
- 35:52could just cover this. Duff will do a you know like President Wilson thing
- 35:58where you don't tell anybody had a stroke for two years. Uh, you
- 36:00know, let let missus Wilson run things. We don't do that anymore,
- 36:05right Uh. And and so we need to know who made that decision,
- 36:09and whoever made that decision needs to pay a price for it. Whether you
- 36:14know, the president wants to accept Austin's uh resignation over it, that's the
- 36:20president's business. But somebody should that at least shoot out in public for what
- 36:25they did. Uh. And I'm not seeing that yet. How long does
- 36:30it take when you all decide on let's say, ye strike, do you
- 36:35have to you have to run it by all those entities that you had just
- 36:37mentioned, and eventually to the President of the United States, who would then
- 36:40give it a thumbs up or thumbs down. No that all those people don't
- 36:45need to know about that, but most of them do because they're part of
- 36:49the planning process. You don't do one of these, you know, the
- 36:52president or the set that doesn't say, you know what, let's go bog
- 36:55yam and all of a sudden planes are taken off. There's there's anything that
- 37:00has to go on. There's target selection, there's coordination for logistics. We
- 37:05can do it pretty fast, but it takes the knowledge of a lot of
- 37:08people. So yeah, it's the Ultimately, the set deaf or the acting
- 37:15sex Death and the president are supposed to be the ones who make the decision
- 37:20right and in this case, you know, I'm assuming the president did approve
- 37:25the strike. Who in DoD made the final recommendation to the president that this
- 37:32is the right thing to do. I mean, the Chairman of Joint Chiefs
- 37:37of Staff is supposed to be there. He's the primary uniformed advisor to the
- 37:42president. But the set death or the set depths official representative and the acting
- 37:47person is supposed to be involved in that process. How they get all that
- 37:52without Austin being around and no one's designated until like the fifth or sixth as
- 38:00the acting and the deputy sex defined case was in Puerto Rico on vacation,
- 38:05so she wasn't even in the building. Steven Bucci from the Heritage Foundation,
- 38:08let's switch gears. We've got an issue at the southern border where Texas Governor
- 38:13Glenn Abbott has basically blocked off an entrance point using his National Guard. The
- 38:20FEDS are not happy about it. You've got tensions rising. What's your thoughts
- 38:23on this? Uh, you know, we don't ever like to have this,
- 38:27you know, we like that cooperation between you know, at those points
- 38:31where the responsibility of the federal government and the state government touch each other foreign
- 38:37borders or one of those. Obviously the land on the border is part of
- 38:43the state. The state is responsible for it, but the federal government is
- 38:46supposed to be responsible for monitoring and managing issues between the two countries. There's
- 38:55been a lot of confusion and a lot of conflict with this administration and particularly
- 39:04the government of Texas, but some of the other border states as well.
- 39:07From the beginning. Uh. You know, when Texas decided they wanted to
- 39:12put up you know, those big floating barriers on the river so you couldn't
- 39:17ride boats across, uh or or swim across. That became an issue,
- 39:23uh, and that the federal government didn't just go take them down. They
- 39:28had to go to court they get permission to do that. Uh. Same
- 39:31thing with some of the barbed wire and stuff that they put up to block
- 39:36some of the passages that are illegal crossing points. They're not legal crossing points
- 39:42that the federal government runs. They're in between them. Uh. But there
- 39:46there's been some legal wrangling that's going on. And this is the latest version
- 39:52of that where the state took over a park that was fast becoming an illegal
- 39:59staging area on Testas Round right. More of these people that came across the
- 40:05river, they sit there, they set up ken and wait for the fence
- 40:08to come get them and uh and process them and send them on their way
- 40:14and the states and we're not gonna play that anymore. This is the Texas
- 40:16terrain. We control it. Ben, You're not doing it, so we're
- 40:22gonna take it over. And you guys are done here. And you know,
- 40:24Governor Abbott had several times in the last couple of years shown a pretty
- 40:30sift sine in doing what the FEO is in the interest of his constituents in
- 40:37the state of Texas. Steven, I gotta jump in. We're out of
- 40:40time. Thanks again. I appreciate it. Stephen Bouchies. Butchi on Twitter,

- 46:19roots, raw and unfiltered. All right, all, welcome back. You
- 46:29are listening to the USA Audio Network, all these great stations, dozens of
- 46:35stations from one coast to another. Now I am lucky enough to get a
- 46:38chance to broadcast from Long Island all the way out to California and everywhere in
- 46:44between. Christopher, our producer extraordinaries down in Dallas, Texas, pushing the
- 46:47buttons making it all go. I want to play you some audio, and
- 46:54this comes from a group of pro Palestinian protesters who are walking on New York's
- 47:05Upper East Side and they're approaching the Memorial Sloan Cattering Cancer Center. And inside
- 47:15that cancer center as these hundreds of people are walking by, in the windows
- 47:22are a group of sick kids, kids with cancer, kids that are fighting
- 47:28for their lives. And these protesters who are walking on the outside, all
- 47:36wearing their Palestinian colors. They have the Palestinian flags, they're signs that say
- 47:45end genocide, cease fire, enough is enough. They point their anger at
- 47:54this hospital and they point their anger at the children inside. I want you
- 48:02to listen to this audio. Another computing institution, a plan couttering good,
- 48:20she says, make sure they hear you. They're in the windows. And
- 48:24then the video pans to the hospital and it shows children in the windows.
- 48:34These are kids fighting for their lives, shaved heads, with drawn faces,
- 48:40with cancer, fighting to live. And these pieces of human trash out front
- 48:52went they're feign anger. They're complete classless move continue their rent on you.
- 49:12You support genocide Jews, all the folks with their he jobs on, all
- 49:21with their Muslim guard walking down a street in New York City. And one
- 49:28of my callers made a great point the other day, which was, try
- 49:32doing that in a Muslim country. Try having a protest in a Muslim country.
- 49:40See what happens. Then it's only in America, places like America or
- 49:45Israel where you could stand up for your rights. Free speech is a marvelous
- 49:52thing. It's a wonderful thing for a lot of different reasons. One of
- 49:58those reasons is it exposes the most terrible people among us. What kind of
- 50:07monster do you have to be to direct your rage at children dying of cancer?
- 50:20What kind of monster do you have to be to do that? These
- 50:28people are why it's impossible to support anything that flows through the Muslim community,
- 50:38or on two different wavelengths completely. You want to hear one more time.
- 50:45You want to hear people directing this fane outrage, this ignorant outrage at children
- 50:57or fighting for their lives, couttering shame on you, and the faces of
- 51:37the children in the windows are clearly visible. This is the kind of monster
- 51:44that you have aligned yourself with. Good luck with that despicable behavior. Awful.
- 51:52That's it for me. I gotta go Wayne Almen route has arrived and
