Transcript
- 0:00I am back from
- 0:00the UN Oceans
- 0:01Conference in
- 0:02Nice, France.
- 0:03Beautiful
- 0:04country, a lot of
- 0:05stuff announced,
- 0:06including a lot
- 0:07of money that was
- 0:08made for ocean
- 0:09conservation,
- 0:10but not enough to
- 0:12really protect
- 0:13the ocean. Quite
- 0:14a bit shy.
- 0:15We're also going
- 0:15to talk about a
- 0:16lot of
- 0:16announcements
- 0:17that were made in
- 0:17terms of high
- 0:18seas treaty,
- 0:19in terms of the
- 0:20global plastic
- 0:21pollution
- 0:21treaties and the
- 0:22commitments
- 0:23for that,
- 0:23as well as marine
- 0:25protected areas
- 0:25announcements.
- 0:26So we're going to
- 0:26talk all about
- 0:27that on today's
- 0:27episode of the
- 0:28How to Protect
- 0:28the Ocean
- 0:29podcast.
- 0:30Let's
- 0:30start the show.
- 0:33Hey everybody,
- 0:33welcome back to
- 0:34another exciting
- 0:34episode of the
- 0:35How to Protect
- 0:36the Ocean
- 0:36podcast.
- 0:36I'm your host,
- 0:37Andrew Lewin.
- 0:37This is the
- 0:38podcast where you
- 0:38find out what's
- 0:39happening with
- 0:39the ocean,
- 0:39how you could
- 0:40speak up for the
- 0:41ocean, what you
- 0:41can do to live
- 0:42for a better
- 0:42ocean by
- 0:43taking action.
- 0:44On today's
- 0:45episode, we're
- 0:45going to be
- 0:45talking about my
- 0:47trip to Nice,
- 0:47France, not my
- 0:4920th anniversary
- 0:49that I celebrated
- 0:50in these France
- 0:51with my wonderful
- 0:51wife, but we're
- 0:53going to be
- 0:53talking
- 0:53about the UN
- 0:54Oceans
- 0:55Conference, which
- 0:55is one of the
- 0:56things that I
- 0:56went to Nice for,
- 0:57not only spend a
- 0:58wonderful
- 0:58time with my
- 0:59wife, but also go
- 1:00to the
- 1:00conference, see
- 1:01what's happening,
- 1:02connect with
- 1:03friends, connect
- 1:04with colleagues
- 1:04and meet new
- 1:05people and new
- 1:06friends at these
- 1:07conferences,
- 1:08which I
- 1:08love to do.
- 1:09Now I'm going to
- 1:09just right off
- 1:10the bat, I'm
- 1:10going to say this
- 1:11was very
- 1:12different
- 1:12from the
- 1:12conferences that
- 1:13I normally go to.
- 1:14Now, normally
- 1:14there's science
- 1:14conferences that
- 1:15I go to, and
- 1:16this had a
- 1:16science component
- 1:17that was done the
- 1:18week before I
- 1:18went. I went from
- 1:19the 11th to the
- 1:2015th. This lasted
- 1:21basically from
- 1:21the second to the
- 1:2213th, but there
- 1:24was a lot of
- 1:24stuff that
- 1:24was said.
- 1:25There was a lot
- 1:25of stuff done and
- 1:26it was a little
- 1:26bit different in
- 1:27terms that
- 1:28normally
- 1:28when you go
- 1:29to a conference
- 1:30that I normally
- 1:30go to, it's at
- 1:31one hotel. Either
- 1:32you stay in that
- 1:33hotel or you
- 1:34just walk to it
- 1:35from a different
- 1:35Airbnb or a hotel
- 1:37and you spend
- 1:38most of the time
- 1:38in different
- 1:39rooms and
- 1:39sessions and
- 1:40workshops,
- 1:41speaking with
- 1:41people,
- 1:42connecting with
- 1:42individuals
- 1:43and friends
- 1:44and colleagues
- 1:44and so forth,
- 1:45maybe potentially
- 1:46collaborating on
- 1:46new projects. And
- 1:47when you talk
- 1:48with that and you
- 1:48network, this was
- 1:49a little bit
- 1:49different, not
- 1:50the networking
- 1:50part. There was a
- 1:51lot of that, but
- 1:52the way
- 1:52everything was
- 1:52dispersed across
- 1:53the city, it was
- 1:54a little bit
- 1:55hectic. There
- 1:55was a blue zone,
- 1:56which all the
- 1:56delegations were
- 1:58there, like all
- 1:58the government
- 1:59delegations and
- 1:59the big
- 2:00announcements
- 2:00were done, which
- 2:00I'll talk about
- 2:01in just a sec.
- 2:02And then there
- 2:02was a green
- 2:02zone, which was
- 2:03open to the
- 2:03public. This has
- 2:04never happened
- 2:05before. This is
- 2:05the third
- 2:06time this
- 2:06conference is
- 2:07done. It never
- 2:07happened before
- 2:08in Barcelona. So
- 2:09this was cool
- 2:10that they
- 2:10opened it
- 2:11to the public.
- 2:11There's drawings
- 2:12for kids. We
- 2:13could talk about
- 2:13startups. We
- 2:13talked about
- 2:14fishing. We
- 2:14talked about
- 2:15everything. There
- 2:15was a little
- 2:15presentations
- 2:16going around, but
- 2:16it was really
- 2:17cool. Show some B
- 2:18roll from some of
- 2:18the pictures and
- 2:19videos that I
- 2:20took the city of
- 2:21nice is
- 2:21absolutely
- 2:22gorgeous. There's
- 2:23a lot of water
- 2:23there to remind
- 2:24you to connect to
- 2:24the water. I got
- 2:25to jump in the
- 2:26water with my
- 2:27friend Angela
- 2:28Villa Gomez and a
- 2:29number of
- 2:29different people
- 2:29that I met there
- 2:30in the morning
- 2:31before my
- 2:32co-hosting
- 2:33session for the
- 2:34undertow that I
- 2:34co-founded
- 2:35started. And we
- 2:36had a great time
- 2:37there, but there
- 2:37were a lot of
- 2:38like, there's a
- 2:38green zone that
- 2:39you can go to.
- 2:39There was a lot
- 2:40of side events.
- 2:40So it made it
- 2:41pretty hectic to
- 2:42run around and it
- 2:42was hot. And so
- 2:43if you're wearing
- 2:44conference
- 2:44attire, it was
- 2:45very hot,
- 2:46very sticky.
- 2:47But it was a lot
- 2:47of fun to go to.
- 2:49But some of these
- 2:49announcements
- 2:50that I'm going to
- 2:50talk about, I'm
- 2:51going to
- 2:51interject as I
- 2:51recount these
- 2:52announcements
- 2:52were very
- 2:53interesting. I
- 2:54say to you, take
- 2:54it with a grain
- 2:55of salt. There's
- 2:56a lot of stuff
- 2:56that sounds
- 2:56really great, but
- 2:58don't hold your
- 2:58breath. A lot of
- 2:59what I've learned
- 3:00from a lot of
- 3:00these
- 3:00announcements by
- 3:01governments and
- 3:02different NGOs
- 3:02and stuff like
- 3:03that is like, I
- 3:04will believe it
- 3:05when I see it.
- 3:06And that's all
- 3:07I'm going to say
- 3:07there, but it is
- 3:08in a positive
- 3:09direction, which
- 3:09is great. So
- 3:10we're going to
- 3:10talk about that.
- 3:10I'm going to run
- 3:11through it pretty
- 3:11quickly. There
- 3:12was some heavy
- 3:13financial
- 3:13commitments,
- 3:14including 3
- 3:14billion euros
- 3:15from the European
- 3:16Investment
- 3:16Bank. And
- 3:17the European Asian Development
- 3:17Bank to tackle
- 3:18ocean plastic
- 3:19pollution through
- 3:202030, which is
- 3:21great. Not much
- 3:22detail in that,
- 3:23but that was
- 3:23great
- 3:23announcement. 2.5
- 3:25billion US from
- 3:26the US Bank of
- 3:26Latin America and
- 3:27Caribbean CAF for
- 3:29sustainable
- 3:29marine
- 3:30investments from
- 3:302025 to 2030.
- 3:32There's a 119
- 3:33million euro via
- 3:35World Bank for
- 3:36climate
- 3:36resilience in
- 3:37Guinea's coasts.
- 3:38There is 2
- 3:38million euro for
- 3:39Mediterranean
- 3:40ecosystems in
- 3:40North Africa and
- 3:411.8 million euro
- 3:43to reinforce
- 3:44marine protected
- 3:44areas in Costa
- 3:45Rica and in the
- 3:46Mediterranean.
- 3:47Which is great.
- 3:48And then we saw
- 3:48private
- 3:49investments when
- 3:49capital raised
- 3:50160 million euro
- 3:52towards the Swen
- 3:53Blue Ocean 2 fund
- 3:54targeted 300
- 3:56million euro for
- 3:57biodiversity
- 3:57focused startups,
- 3:59which is great to
- 3:59see. And then of
- 4:00course, bird life
- 4:01and philanthropic
- 4:02public investors
- 4:03committed to 8.7
- 4:05billion euro over
- 4:065 years for ocean
- 4:08conservation.
- 4:08Now, if I say
- 4:09this, despite
- 4:10that influx,
- 4:10which was great
- 4:11to see, it still
- 4:13falls short of
- 4:13the estimated 175
- 4:14billion dollars
- 4:15that are needed
- 4:16annually to
- 4:16protect the ocean.
- 4:17So that's the
- 4:18financial
- 4:18investments.
- 4:19Again, I'll
- 4:20believe that when
- 4:20I see all those
- 4:21investments be
- 4:22spent and all
- 4:23those projects
- 4:23come through, not
- 4:24all them will be
- 4:25successes, but at
- 4:25least there's
- 4:26money going into
- 4:26those projects.
- 4:28And for the high
- 4:28seas, the treaty
- 4:29advances. So the
- 4:30high seas treaty
- 4:30needs to be
- 4:31ratified. They
- 4:31need 60 countries
- 4:32to ratify those.
- 4:34At the end of
- 4:34this conference,
- 4:35there were 50.
- 4:36They added 12
- 4:36countries,
- 4:37bringing a total
- 4:38to 50. Just 10
- 4:39short of the 60
- 4:40needed to bring
- 4:41the high seas
- 4:42treaty into
- 4:42force. India did
- 4:44pledge to ratify
- 4:44soon, reinforcing
- 4:45the movement or
- 4:46momentum of the treaty.
- 4:47So they're going to be able to
- 4:47move forward with
- 4:48that. Once the 60
- 4:49are reached,
- 4:50there will be 120
- 4:51day countdown to
- 4:52an enactment with
- 4:53COP 1 scheduled
- 4:54within a year
- 4:55after that. The
- 4:56new marine
- 4:57protected areas
- 4:58and 30 by 30
- 4:59progress, the
- 4:59niece declaration
- 5:00of reaffirmed
- 5:01support for 30 by
- 5:0230. The target
- 5:03marking progress
- 5:04from 8% over 10%
- 5:06ocean protection.
- 5:08France, Costa
- 5:08Rica, Cabo Verde
- 5:10and others
- 5:10announced new
- 5:11marine protected
- 5:12areas including
- 5:12French
- 5:13Polynesians, 5
- 5:14million dollars
- 5:14square kilometer
- 5:16sanctuary. The
- 5:16world's largest
- 5:17MPA when I say
- 5:19this though, take
- 5:20it with a grain
- 5:20of salt. Some of
- 5:21these MPAs still
- 5:22allow fishing
- 5:23activities like
- 5:23trawling into it.
- 5:25The movie ocean,
- 5:25which I reviewed
- 5:26last week, really
- 5:27played an
- 5:27important role in
- 5:28the discussion of
- 5:29banning trawling
- 5:30within marine
- 5:31protected areas.
- 5:31That was brought
- 5:32up a number of
- 5:32times throughout
- 5:33UNOC, the United
- 5:34Nations Ocean
- 5:35Conference. And
- 5:35that was the
- 5:36purpose of the
- 5:36movie. It
- 5:37actually mentions
- 5:37the United
- 5:38Nations Ocean
- 5:38Conference at the
- 5:39end of that movie
- 5:40and the credits
- 5:40before the
- 5:41credits run. And
- 5:42so that was a big
- 5:43topic of
- 5:43discussion within
- 5:44that. I don't
- 5:45know what the
- 5:45announcements
- 5:46were around that.
- 5:47But the pressure
- 5:48was put on,
- 5:49especially on the
- 5:49UK for allowing
- 5:50that to happen.
- 5:51Deep sea mining
- 5:52caution. So a
- 5:53growing coalition
- 5:54of 37 countries
- 5:55called for
- 5:55moratorium on
- 5:56deep sea mining.
- 5:57Advocating a
- 5:58precautionary
- 5:58halt, pending
- 5:59better science
- 6:00and governance.
- 6:01French and
- 6:02international
- 6:02leaders
- 6:02underscore the
- 6:03need to pause on
- 6:04seabed mining. Because
- 6:05essentially we
- 6:05don't know a lot
- 6:06about the seabed.
- 6:07I think we've
- 6:08mapped 25% of the
- 6:09seabed. We still
- 6:09have a lot more
- 6:10to do. And we
- 6:12just don't know
- 6:12what we're gonna
- 6:12screw up. And
- 6:13we're really good
- 6:14at screwing
- 6:14things up. So
- 6:15that's something
- 6:15that we have to
- 6:16be careful of.
- 6:17Combating
- 6:17plastics and
- 6:18ghost gear. So
- 6:19the Declaration
- 6:19urges against
- 6:20plastic pollution
- 6:21and ghost gear
- 6:22pushing the
- 6:22fisheries and
- 6:23agricultural
- 6:23organization and
- 6:25other
- 6:25organizations to
- 6:26ramp up efforts
- 6:26to clean those
- 6:27up. Countries
- 6:28like Australia
- 6:28recommitted to a
- 6:29global plastic
- 6:30treaty, which was
- 6:31gone through the
- 6:32process over the
- 6:32last year and a
- 6:33half. We've
- 6:33covered it on the
- 6:34podcast here. It
- 6:35didn't come out
- 6:35great. I'm not
- 6:37sure we'll have
- 6:37to cover where
- 6:38the plastic
- 6:38treaty is now,
- 6:39but they've done
- 6:40all their
- 6:40meetings. And I
- 6:41don't know if it
- 6:42was actually
- 6:42agreed upon.
- 6:43We'll have to
- 6:43talk about that
- 6:44soon. Confirm
- 6:45support for the
- 6:45high seas
- 6:46protection
- 6:46Australia.
- 6:47And vowed to ban
- 6:47bottom trawling
- 6:48in 30% of its
- 6:49waters by 2030,
- 6:50which I assume
- 6:51that will be
- 6:51marine protected
- 6:52areas given the
- 6:5330 by 30 target.
- 6:54Improving ocean
- 6:55governance and
- 6:55finance. So
- 6:56investors voice
- 6:57concerns that
- 6:57unclear
- 6:58regulations and
- 6:59weak ocean data
- 7:00are limiting the
- 7:01private sector
- 7:02involvement. Take
- 7:03that with a grain
- 7:03of salt, because
- 7:04usually it's the
- 7:05private investors
- 7:06and private
- 7:06sector that are
- 7:07causing a lot of
- 7:08the problems. I'd
- 7:09love to see more
- 7:09investment from
- 7:10the private
- 7:10sector and
- 7:11getting them to
- 7:11help clear up
- 7:12these
- 7:12regulations. But
- 7:13a lot of times
- 7:14it's usually
- 7:15private sector
- 7:15that's working
- 7:16against the
- 7:17private sector.
- 7:17And so that's an
- 7:18interesting
- 7:18comment by some
- 7:20of the people who
- 7:20were talking
- 7:21about these are
- 7:21the big
- 7:21announcements.
- 7:22These investors
- 7:23call for stronger
- 7:24governance, which
- 7:25is absolutely
- 7:25needed subsidy
- 7:27reform, which is
- 7:27absolutely needed
- 7:28a lot of
- 7:28subsidies in
- 7:29terms of money
- 7:30goes towards
- 7:31fishing subsidies
- 7:31and more
- 7:33transparent
- 7:33frameworks to
- 7:34mobilize private
- 7:35capital. Now,
- 7:36just to go back
- 7:36to the subsidies.
- 7:37What I meant by
- 7:38fishing subsidies
- 7:38is giving it to
- 7:39the big
- 7:39industries, not
- 7:40the artisanal
- 7:42fishers. It's the
- 7:42big industries
- 7:43that usually get
- 7:44a lot of the
- 7:44subsidies and
- 7:45usually are the
- 7:46biggest problems.
- 7:47So now the NICE
- 7:49ocean action plan
- 7:50includes a
- 7:51political
- 7:51declaration and
- 7:52over 800 plus
- 7:53voluntary
- 7:54commitments from
- 7:54governments, UN
- 7:55agencies,
- 7:56scientists and
- 7:57NGOs, UN
- 7:58secretary
- 7:58general, I think
- 8:00that's how you
- 8:00pronounce the
- 8:01name, stress the
- 8:01shift from a
- 8:02plunder to
- 8:03protection, which
- 8:03is obvious. We
- 8:05need that shift.
- 8:05Urging world
- 8:06leaders to
- 8:06protect at least
- 8:0730% of their
- 8:08oceans by 2030.
- 8:10Will that happen?
- 8:12It doesn't look
- 8:12like it's likely. I'm hopeful that it will get close. Hopefully there'll be a big push. But will we worry about that?
- 8:25It's not going to
- 8:25be a paper MPa,
- 8:29it's got to be a
- 8:29proper MPa. It's
- 8:31got to work. It's
- 8:31got to be
- 8:31enforced. It's
- 8:32got to be managed
- 8:33properly. It's
- 8:34got to be done
- 8:34well. So bottom
- 8:36line is the nice
- 8:37conference achieve major boosts in financing, conservation targets and 3d progress. But funding is not going to help. It's got to be a way to deal with the
- 8:37achieve major
- 8:38boosts in
- 8:39financing,
- 8:40conservation targets, and
- 8:41treaty progress,
- 8:42but funding gaps
- 8:43still remain,
- 8:44and the
- 8:45scientists warned
- 8:45that the
- 8:46political
- 8:46decoration
- 8:47doesn't fully
- 8:48address damaging
- 8:49practices
- 8:49like harmful
- 8:50fishing,
- 8:51underwater noise,
- 8:52and the climate
- 8:53role of marine
- 8:54species.
- 8:55Still, global
- 8:55ambition is
- 8:56stronger,
- 8:57and with the high
- 8:57seas treaty
- 8:58nearing
- 8:59ratification,
- 9:00the world may
- 9:00finally
- 9:01be heading
- 9:02toward legally
- 9:02binding
- 9:03international
- 9:03ocean protection,
- 9:05which would be
- 9:05nice to see.
- 9:06I just don't know
- 9:07if that's
- 9:07gonna happen.
- 9:08So we're gonna
- 9:08have to see if
- 9:09that happens,
- 9:10but the biggest
- 9:10thing that you
- 9:11could do
- 9:11is talk to your
- 9:12government
- 9:12representative
- 9:13to say how
- 9:14important these
- 9:14announcements are
- 9:15and how important
- 9:16it is for the
- 9:17government
- 9:17to be transparent
- 9:18in their
- 9:18commitments
- 9:19if they committed
- 9:19during UNOC.
- 9:21So find out if
- 9:22your country's
- 9:22committed.
- 9:23It'd be
- 9:23nice to see.
- 9:24If your country
- 9:25hasn't ratified
- 9:25the high
- 9:25seas treaty,
- 9:26you can actually
- 9:26go, I'll put the
- 9:27link in the
- 9:27show notes.
- 9:28You can actually
- 9:28go to a website,
- 9:30highseasalliance.org,
- 9:31and there's a
- 9:32treaty
- 9:32ratification
- 9:32table
- 9:33that shows if
- 9:34your country's
- 9:35ratified.
- 9:35It's really cool
- 9:36to see the
- 9:37progress.
- 9:37We're 10 away
- 9:38from
- 9:38ratification,
- 9:39which will
- 9:39be great.
- 9:39It has to be done
- 9:40by, I believe,
- 9:41January, 2026.
- 9:43So we're still
- 9:44about six months
- 9:44away from it
- 9:45happening
- 9:45in 10 more
- 9:46countries.
- 9:47Canada, the US,
- 9:48Mexico have not
- 9:49done it in North
- 9:50America.
- 9:50That's a shame.
- 9:51I hope that
- 9:51they do it.
- 9:52I know Canada
- 9:52said they will.
- 9:53They'll sign,
- 9:54they signed onto
- 9:54it to agree to
- 9:55the treaty.
- 9:56They just haven't
- 9:56ratified it yet.
- 9:57And they just had
- 9:58an election.
- 9:58So hopefully
- 9:59they'll
- 9:59ratify it then.
- 10:00They've had a lot
- 10:01of political
- 10:01problems.
- 10:02Same with the US.
- 10:03And of course,
- 10:03all North America
- 10:05is just watching
- 10:06the US and see
- 10:06what it does.
- 10:07It's been fairly
- 10:08disruptive
- 10:08this year.
- 10:08So we'll see what
- 10:09happens.
- 10:10However,
- 10:10hopefully they
- 10:11will ratify it.
- 10:12It might be last
- 10:12minute, but
- 10:13hopefully they
- 10:13will ratify it.
- 10:14But that's the
- 10:15episode
- 10:15for today.
