The Justice Department has indicted U.S. Olympic canoeist David Hearn on charges of vandalism at the newly renovated Lincoln Memorial Reflecting Pool. Hearn was detained last month by National Guard members and Park Police after reaching into the water to touch a piece of the pool's peeling "American flag blue" liner.
