Speaker 1: What's up, everyone, and welcome to another episode of the
• 0:02
Epstein Chronicles. In this episode, we're getting right back to
• 0:06
the interview given by the Securities Corrections Captain at MCC
• 0:12
to the OIG investigators. Question Okay, all right, so that
• 0:17
was incorrect, all that stuff about the redacted thing, and
• 0:20
then it goes on to say redacted informally advised his
• 0:25
lieutenants that Epstein was not to be housed alone and
• 0:27
emphasized the need to be vigilant about thirty minute checks
• 0:31
and unannounced rounds. And that you said there were emails
• 0:35
about that as well as when you spoke with your
• 0:37
lieutenants and when you went to the shoes specifically, answer
• 0:42
uh huh. Question correct, all right, And you don't remember
• 0:45
the last time you did that, but between August, between
• 0:48
July thirtieth and August ninth, you at least did it
• 0:51
a few times answer right, question okay, And do you
• 0:55
think that you hit at least all three shifts between
• 0:58
that time? Answer correct, question okay, Answer I believe I did. Yeah.
• 1:05
Question all right. Inmates sell mats and are typically the
• 1:08
people that are assigned to the shoe are they in
• 1:11
those three shifts? Or you would have to hit the
• 1:13
people that are assigned between that time period. So point being,
• 1:17
maybe you don't remember specifically I had a conversation with
• 1:20
that person or that person or that person. But if
• 1:23
they're assigned to the Shoe, not a temporary duty assignment
• 1:26
like ot type of assignment, but the people that were
• 1:29
assigned there, that was their duty too. Answer. So, like
• 1:34
I remember specifically I hit daywatch redacted. I remember mister
• 1:39
Perry Percy or Perry, whatever his name. I remember those guys.
• 1:44
I know I spoke to or redacted. I know I
• 1:46
spoke to different guys the shoe staff that was always
• 1:48
up there. Question, but you just don't specifically remember talking
• 1:53
to Noel. Answer no question, Okay, answer. She might have
• 1:57
been in the background somewhere. She could have been there.
• 2:00
I don't know, but I don't remember. He gets cut
• 2:03
off by the investigator. But redacted should have spoken with her. Answer,
• 2:10
of course, because that's part of that's part of the
• 2:14
expectations of the unit. If I give you a guidance,
• 2:16
your guidance should have been disseminated down to the officers. Question. Okay,
• 2:21
how about the people. So we're going to get into
• 2:24
this later. But since we're conversing about it now. It
• 2:28
looks like Reyes was moved. I think his appointment with
• 2:30
court was at like a thirty, and I think he
• 2:33
was gone from the institution by like one fifty. Does
• 2:36
that sound right? Answer something like that. It could have
• 2:40
been question, so who was in the shoe at that time?
• 2:43
If he's gone from the institution by like one fifty,
• 2:46
who would have been who would have been there? Answer?
• 2:50
So that would have been all of your six to
• 2:52
two and your eight to four staff question. So I
• 2:57
guess let's go from the top. Who would have been
• 2:59
the person in charge at the top level? Answer that?
• 3:02
I mean as far as that would have been show one,
• 3:06
because he would have got the guys to notice that
• 3:09
he was supposed to move the other guys question and
• 3:11
who was at answer? And move the inmate? Question? And
• 3:14
who was at answer? It was redacted? Question redacted? And
• 3:19
what time was he working from? Answer? He was working
• 3:22
from eight to four question? So he was eight to
• 3:24
four and those times are accurate on there. And if
• 3:27
the lieutenant said, oh, we know it says zero to eight,
• 3:30
but we're actually ten pm, he gets cut off by
• 3:34
the guard. And that's true. The officers worked those prescribed shifts. Answer, okay, question,
• 3:40
the lieutenant was given those shifts because of their commutes.
• 3:43
Some of them were coming two hours out, so for
• 3:46
them to come from various parts of Jersey or a
• 3:48
long island, you know, as a consensus, we said, hey,
• 3:51
I'll continue because that was the previous administration. The previous
• 3:56
captain put that in for those guys. So you know,
• 3:59
with those conversations, you know, with the lieutenants, I said,
• 4:01
I'll keep that. I said, you know, you try to
• 4:04
do those things. Where I came from, we didn't do
• 4:06
those things, you know, as far as that. You know,
• 4:09
the captain ran a shift, whatever the shift was, you
• 4:11
did it. But when I came to Brooklyn, that was
• 4:14
a common practice in Brooklyn. That was common practice in Brooklyn.
• 4:18
You know, the captain would allow them when I was
• 4:21
a lieutenant, would allow us to know, to work those shifts.
• 4:24
And due to we've got staff that commute far out,
• 4:28
so that was just an incentive to get these guys
• 4:30
to come to work, you know. Answer sure, but the
• 4:35
time for these shoe staff, that's the actual hours that's
• 4:38
listed on that answer. But for the line staff, that
• 4:42
roster correctly imitates their schedule. Question perfect? So who then,
• 4:48
I guess you said they would be working until four pm?
• 4:51
Answer right? Question, so they would have at least two
• 4:55
hours to be able to do something. Answer right question?
• 4:58
And who was it was on that day? Answer? So
• 5:02
I had redacted, I had a joiner, I had redacted,
• 5:05
and I had redacted. Question and did you speak with
• 5:08
all of those individuals about the need for a cell mate? Answer?
• 5:12
I believe I did because they were daywatch. But like
• 5:15
I said, it wouldn't have been on August ninth, question right,
• 5:21
but just but they would have known that they need
• 5:24
to answer. They was in the unit for that quarter.
• 5:31
So once I got the guidance from mister redacted of
• 5:34
what he wanted me to do, I moved on and
• 5:36
did it. So I can't tell you, but I know
• 5:39
I spoke to the day watch shoe staff. There were
• 5:41
the first ones that I spoke to. Question So who then?
• 5:44
Out of their who would have the shoe staff reported
• 5:47
the matter to answer the what now question? So the
• 5:51
shoe staff that's in there, they now know that he
• 5:54
doesn't have a cell mate and the cell mate is
• 5:57
not coming back. Answer okay, So they would have known
• 6:03
that he wasn't coming back until probably evening. Watch question. Okay,
• 6:08
so you don't think that those guys would have known. Answer? No,
• 6:11
they wouldn't have known because I don't know when the
• 6:13
inmate left the institution. But what happens is when the
• 6:16
court line comes out. I believe that the inmate leave
• 6:19
the institution supposed to between six and eight or seven,
• 6:23
you know, let's say seven to nine. So between that
• 6:27
time those inmates are they're picked up, and then they're
• 6:30
transported to court. Question Okay, so what time did redacted work?
• 6:34
What was his shift? Answer? It was eight to four? Question.
• 6:38
So if we can, let's assume for this instance that
• 6:41
redacted knows that he needs a cell mate, what should
• 6:44
have been done? Answer? Probably wouldn't have known question. But
• 6:49
let's say for this instance he did know. Answer. So
• 6:52
if he knew he knew that he needed a cell mate,
• 6:55
and he knew that the cell maate wasn't coming back,
• 6:58
he probably wouldn't. But what I'm trying to tell you, sir,
• 7:01
he probably would have never known. Question. I know, but
• 7:04
in this instance, I'm just saying, let's just let's say
• 7:08
that he did answer. Okay, So the instance of what
• 7:12
would have happened. What would happen was he should have Okay,
• 7:16
this guy's not coming. He should have notified me. He
• 7:20
should have been like, hey, cap hey reys Epstein, cell mate,
• 7:23
he went to court, he's not coming back. Question and
• 7:26
he did not answer. No question, okay answers. No one
• 7:30
later informed me that that inmate ever went to court.
• 7:33
I didn't even know that he went to court because
• 7:35
guess what during the time this inmate is in court,
• 7:38
Epstein is in attorney, visiting all day question. Sure answer.
• 7:42
So nobody would have even thought about it, because, oh,
• 7:45
Epstein is an attorney visiting. His cellmate is not in there. Okay,
• 7:49
his cell mate went to court. Nobody would have even
• 7:52
been made aware that he didn't have a CELLI until
• 7:54
they went to put him physically in the cell. Question Okay,
• 8:00
So when do you think it would have been in
• 8:02
this instance, when do you think it would have come from? Answer?
• 8:05
As far as knowing he didn't have a SELLI question,
• 8:08
correct answer. Somebody should have known when he didn't come.
• 8:11
They should have been on evening watch. Question. So who
• 8:15
was on evening watch? Answer? So evening watch. Well, let's
• 8:19
see here you're talking about as the OIC question in
• 8:23
the shoe. Answer yeah, that would have been redacted. Question okay,
• 8:27
so redacted? Answer yeah. Question and who should have he
• 8:33
reported the matter too? Answer he would have reported it
• 8:36
to the operations lieutenant. Question and who was the operations
• 8:40
lieutenant at the time? Answer? I believe the lieutenant would
• 8:44
have been. That would have been redacted. Question all right?
• 8:48
And redacted? Again, you no one told you so obviously
• 8:51
you didn't tell anyone. Answer yeah, question so okay, And
• 8:56
would redact it have gone directly to redacted? Answer? Yeah,
• 8:59
he would have called. But guess what I was there.
• 9:02
I didn't leave that night until I ate I was
• 9:05
there until eight that night. Question right, and you did
• 9:08
not visit the shoe that night? Correct answer, I can't remember.
• 9:13
Question all right. Answer I'm going to say, did I
• 9:15
make the rounds that day or I didn't? I don't know,
• 9:19
but I know I didn't leave the institution until late
• 9:22
that night. Question And you know though that reyus, you
• 9:26
were never aware on that day that Rays had went
• 9:28
to court. You didn't even know that he went to court,
• 9:31
let alone that he was coming back. Answer correct question okay,
• 9:35
so redacted should have went direct to redacted? Answer correct?
• 9:39
Question all right, and is somebody that you did have
• 9:43
a conversation with regard to the need for the cell
• 9:46
maate Correct answer, I don't know if again, talking to
• 9:50
people in all three shifts, do I remember or redacted
• 9:52
working in the unit? Yeah, but as you're talking to people,
• 9:55
  I don't remember that. Hey, I talked. There's a certain
• 9:58
people that I can't remember that I spoke specifically too,
• 10:03
as opposed to some people you know could have been
• 10:06
  in the area. That's why I can't. I mean, I
• 10:08
know I talked to the daywatch shoe staff for sure.
• 10:11
As I mentioned those names, I talked to those guys.
• 10:15
Question so, but redacted should have certainly have told them?
• 10:19
Answer yes, question so he's the officer in charge? Who
• 10:24
else was on that day? Answer? You had Touvin Noel
• 10:29
and she was number two, and then you had redacted.
• 10:35
Question toven Ol correct answer, yeah, Noel, And then you
• 10:39
had m. Thomas was shoe three that day? And then
• 10:42
had the shoe four was not assigned? Question? Okay, so
• 10:45
those three people were in shoe. So was it ultimately
• 10:48
the officer in charges responsibility or should have the other
• 10:52
two redacted and Noel have taken any action? Should have
• 10:55
they contacted anyone. Answer, Well, if you're walking and you're
• 10:59
doing the unit, you would see especially at the four
• 11:03
pm count, because you need to know where all of
• 11:06
your inmates are. So at the four o'clock count, where's Epstein?
• 11:09
Epstein is at his attorney visiting, because he's going to
• 11:13
get a count slip from the attorney visit? Right where
• 11:16
is reys Reyes is out at court? Then somebody should
• 11:19
have called R and D where is this guy? Somebody
• 11:22
should have called R and D. That means the lieutenant
• 11:25
would have been notified because you can't clear the count,
• 11:27
where's the inmate at? So if you can't clear the count,
• 11:31
where's the inmate? The inmate went out? But it's now
• 11:34
four o'clock. But I did say that sometimes inmates don't
• 11:37
come back on the four o'clock so they call that ghosting.
• 11:41
Supposedly he's supposed to be at court. But did you
• 11:43
get a count slip from the court. No, When he
• 11:46
leaves out of the institution, that's on them. So that
• 11:49
means the institution number should have came down minus one.
• 11:54
Question so you believe that the shoe should have known
• 11:57
by the four pm during the four pm count? Answer? Yeah, question.
• 12:02
All right, And let's in this case, if they didn't
• 12:04
do account at four pm, should have someone known otherwise
• 12:08
after that? So would someone have contacted them and said, hey,
• 12:12
by the way, this guy's not coming back. Answer right?
• 12:15
So that means that the four pm count, when you're
• 12:18
going through the unit, he gets cut off by the guard.
• 12:21
But if they didn't do a four pm count, So
• 12:23
let's say in this instance that they didn't do a
• 12:25
four pm count, answer, nobody would know? Question? Would R
• 12:30
and D have called them? Answer? No question? So unless
• 12:34
they do the count, they don't even know that the
• 12:37
guy's not coming back. Answer that's right. Question. Okay, So
• 12:41
no one is calling them and saying, by the way,
• 12:44
your guy that went to court, he's not coming back.
• 12:47
Answer right? Question? Okay, answer because you would know because,
• 12:51
like I told you before, sometimes inmates go to court
• 12:54
and they don't come back. The only time you are
• 12:57
going to know is when these guys always come back
• 12:59
for court lined by four o'clock, but sometimes they don't
• 13:03
come back at four. All right, folks, we're gonna wrap
• 13:06
up right here and in the next episode dealing with
• 13:08
the topic, we're gonna pick up where we left off.
