#50 A MODERN DECLARATION · FROM THE INSIDE OUT by BETH ARNOLD

0:22
SPEAKER_00: Pull up a chair.
0:24
SPEAKER_00: I'm Beth Arnold and this is From the Inside Out, where American life, politics, and memory meet as we tiny specks in the cosmos try to make sense of it all.
0:35
SPEAKER_00: It's July 2nd and I'm reading a modern declaration.
0:42
SPEAKER_00: A modern declaration.
0:45
SPEAKER_00: Number one, we hold these truths.
0:49
SPEAKER_00: Thomas Jefferson gave us equality as a political proposition, and we've spent the next two and a half centuries discovering what that actually requires.
1:00
SPEAKER_00: Not merely that all people are created equal, but that every person possesses equal dignity, a dignity no government may erase.
1:10
SPEAKER_00: That no life is worth less because of skin color, race, sex, faith, origin, poverty, disability, age, vulnerability, or distance from power.
1:23
SPEAKER_00: That every person is entitled to the equal protection of the law, that no person is above the law.
1:31
SPEAKER_00: That truth matters, that truth is indispensable to liberty, that democracy depends on informed citizens, that law matters, it's what stands between freedom and fear, that cruelty is the opposite of strength, that blind loyalty to one man is not patriotism, that a nation cannot remain free when power is allowed to place itself above accountability, that freedom is essential, but freedom without accountability becomes domination.
2:11
SPEAKER_00: That government exists not to glorify rulers, enrich the powerful, punish enemies, or frighten the vulnerable, but to secure the common good of a free people, that government exists to protect the weak as surely as the strong.
2:29
SPEAKER_00: That American democracy must be inclusive or it is not democracy at all.
2:36
SPEAKER_00: We declare these truths because every generation is called to decide whether the promise will be enlarged or betrayed.
2:45
SPEAKER_00: A republic is preserved by correction.
2:48
SPEAKER_00: A free people do not worship the past.
2:51
SPEAKER_00: We meet the moment and answer it.
2:54
SPEAKER_00: So we begin here.
2:56
SPEAKER_00: No president is a king, no office is a throne, no citizen is a subject.
3:03
SPEAKER_00: No court, Congress, party, billionaire, militia, ministry, corporation, or media machine has the right to strip the people of their sovereignty.
3:14
SPEAKER_00: The government belongs to the people.
3:23
SPEAKER_00: The future belongs to the people.
3:26
SPEAKER_00: Public office is a public trust, never someone's private property.
3:31
SPEAKER_00: And when those entrusted with power turn against the people, when they lie, plunder, threaten, corrupt, silence, deport, degrade, abandon, and rule by fear, it becomes the duty of the people to say plainly what has been done and to declare what must be restored.
3:52
SPEAKER_00: Number two, the purpose of government.
3:56
SPEAKER_00: Governments are instituted among people for a reason.
4:00
SPEAKER_00: We create government because without it, power simply belongs to the strongest, the greediest, the richest, the most violent, the most calculating, or the least ashamed.
4:12
SPEAKER_00: A free people create government not to worship power, but to bind it.
4:17
SPEAKER_00: To bind power to law, to bind law to justice, to bind justice to the equal dignity of every person.
4:26
SPEAKER_00: Government exists because no one can secure liberty alone.
4:32
SPEAKER_00: Rights without enforcement are only wishes.
4:36
SPEAKER_00: Disputes without courts become contests of force.
4:40
SPEAKER_00: Public needs without public responsibility are left to charity, accident, or the market.
4:47
SPEAKER_00: There are things no citizen can build or protect alone.
4:52
SPEAKER_00: Schools, roads, bridges, clean water, public health, emergency response, national defense, and the basic peace that allows free people to live together.
5:05
SPEAKER_00: Public work is not weakness.
5:07
SPEAKER_00: It is civilization.
5:09
SPEAKER_00: It is the common good made visible.
5:12
SPEAKER_00: But government itself must be restrained.
5:16
SPEAKER_00: No branch should be able to rule alone.
5:18
SPEAKER_00: No office should be beyond review.
5:21
SPEAKER_00: No person should be beyond the law.
5:25
SPEAKER_00: The executive branch exists to carry out the law, not to rise above it.
5:31
SPEAKER_00: No president may turn public power into personal immunity.
5:36
SPEAKER_00: No office may become untouchable in a republic.
5:40
SPEAKER_00: This is the purpose of government, to protect rights, preserve liberty, keep the peace, provide for the common good, and make equal citizenship real.
5:52
SPEAKER_00: Its authority comes from the consent of the governed.
5:56
SPEAKER_00: But consent is not surrender, it is a trust.
6:00
SPEAKER_00: The people do not give power away, they lend it for public purposes, under law, for the good of the country, the protection of the vulnerable, and the freedom of all.
6:15
SPEAKER_00: When government serves that purpose, it is worthy of loyalty.
6:20
SPEAKER_00: When it betrays that purpose, when it lies, steals, threatens, corrupts, punishes, abandons, or places any person above the law, it breaks faith with the people.
6:31
SPEAKER_00: And when government breaks faith with the people, the people are not required to be silent.
6:37
SPEAKER_00: They are required to remember what government is for.
6:41
SPEAKER_00: Number three, the promise.
6:45
SPEAKER_00: America was not born innocent.
6:48
SPEAKER_00: It began by declaring a truth it was not yet willing to obey.
6:53
SPEAKER_00: The men who declared equality did not extend it to everyone.
6:58
SPEAKER_00: They left millions enslaved, they excluded women, they displaced native peoples, they built liberty on stolen land and stolen labor.
7:09
SPEAKER_00: That is part of the truth, but it is not the whole truth.
7:14
SPEAKER_00: The promise they wrote down did not remain theirs alone.
7:17
SPEAKER_00: It passed into the hands of those they excluded.
7:21
SPEAKER_00: It was taken up by abolitionists and suffragists, by freed people and laborers, by immigrants and veterans, by students and marchers, by disabled Americans, by gay Americans, by women, by poor Americans, by every generation that insisted the words must mean more than they had meant before.
7:44
SPEAKER_00: Again and again the country was forced to answer the same question.
7:49
SPEAKER_00: Do these truths belong to everyone or only to the powerful?
7:55
SPEAKER_00: The best of America has always answered everyone.
7:59
SPEAKER_00: Not all at once, not without restraint, not without blood, not without backlash, but the direction of the promise has been toward inclusion, toward wider liberty, toward equal citizenship, toward law that protects the vulnerable as well as the strong.
8:20
SPEAKER_00: Toward a government that belongs not to kings, not to parties, not to billionaires, not to mobs, but to the people.
8:28
SPEAKER_00: That is the American promise.
8:30
SPEAKER_00: Not perfection, not purity, not the lie that we have always been good.
8:37
SPEAKER_00: The promise is that we can tell the truth and still choose the republic, that we can face our failures and still enlarge our freedom.
8:47
SPEAKER_00: That the country is not finished, that a republic is not kept by inheritance, but by citizens willing to defend it.
8:57
SPEAKER_00: That each generation is responsible for the one that follows.
9:02
SPEAKER_00: We are responsible now for the promise is being broken in plain sight.
9:08
SPEAKER_00: Not by ordinary failures of a flawed nation, but by the deliberate acts of those who would narrow liberty, corrupt law, degrade truth, and turn government away from the common good.
9:22
SPEAKER_00: They have not merely failed the promise, they have attacked it.
9:27
SPEAKER_00: And so we set forth these grievances.
9:35
SPEAKER_00: The history of the present administration is a history of repeated injuries to the Republic, all tending toward the same end, the concentration of power in one man, the corruption of public trust, and the submission of a free people.
9:54
SPEAKER_00: He has treated public office as private property, using the presidency not as a trust, as a shield, a stage, and a source of personal enrichment.
10:06
SPEAKER_00: He has made lying a method of rule, teaching millions that truth is whatever power can repeat, reward, punish, or erase.
10:15
SPEAKER_00: He has degraded the rule of law by demanding loyalty from Congress, prosecutors, judges, lawyers, agencies, and public servants whose first duty is to the Constitution.
10:28
SPEAKER_00: He has treated justice as a weapon for enemies and a refuge for friends, turning prosecution, pardon, immunity, and punishment into instruments of political power.
10:41
SPEAKER_00: He has rewarded lawlessness when it serves him, making indictment, conviction, corruption, and violence into badges of loyalty.
10:51
SPEAKER_00: He has sought a power unshackled by law and expanded by fear, demanding a level of presidential authority that no free society can yield and remain free.
11:04
SPEAKER_00: Its apologists disguise this as the unitary executive.
11:10
SPEAKER_00: In truth, it is the reduction of an entire government into the absolute instrument of one man.
11:18
SPEAKER_00: It is the old dream of kingship dressed up in constitutional language.
11:24
SPEAKER_00: Agencies designed to serve the public are made to serve the president.
11:29
SPEAKER_00: Expertise is treated as disloyalty.
11:33
SPEAKER_00: Independence becomes insubordination.
11:36
SPEAKER_00: The civil service becomes a spoiled system by another name, filled with loyalists willing to bend government expertise to personal obedience, or make it disappear altogether.
11:49
SPEAKER_00: And behind this doctrine stands a movement that has long sought not merely smaller government, but captured government, courts, agencies, schools, women's bodies, ballots, and law itself brought under the command of a ruler and the worldview that sustains him.
12:08
SPEAKER_00: He has weakened the institutions and customs that stand between a free republic and one-man rule.
12:15
SPEAKER_00: Congress, the courts, federal agencies, inspectors general, the free press, and the peaceful transfer of power.
12:24
SPEAKER_00: He has tried to discredit, overturn, manipulate, or intimidate the electoral process whenever the people's judgment did not serve his will.
12:36
SPEAKER_00: He has excused, inflamed, and rewarded political violence, teaching his followers that power may be seized when it cannot be won.
12:46
SPEAKER_00: He has made vulnerable people into enemies of the nation, using immigrants, refugees, and asylum seekers as objects of fear, spectacle, and punishment.
12:59
SPEAKER_00: In his name, immigration enforcement has become an instrument of cruelty, tearing people from due process, family safety, and mercy.
13:11
SPEAKER_00: He has betrayed equal protection by sorting human beings into the protected and the disposable by race, origin, faith, sex, poverty, disability, vulnerability, or distance from power.
13:27
SPEAKER_00: He has empowered a movement that treats women's bodies as public property, and women's equality is something power may grant, limit, or evoke.
13:39
SPEAKER_00: He has attacked schools, universities, libraries, teachers, scholars, and students, knowing that free people cannot be ruled where truth is still taught.
13:51
SPEAKER_00: He has mocked silence, defunded or corrupted expertise in health, climate, research, data, and public safety, damaging loyalty where the republic truth and sacrificing public good to private profit.
14:10
SPEAKER_00: He has treated the sick, the disabled, the young, the old, and the medically vulnerable as expendable, turning survival itself into a privilege only for those who can afford it.
14:23
SPEAKER_00: He has governed for the powerful while asking ordinary people to bear the cost, abandoning the poor, the sick, the old, the hungry, the working, and the vulnerable.
14:35
SPEAKER_00: He has served a system in which money speaks louder than citizens and purchased influence distorts the will of the people.
14:45
SPEAKER_00: Around him, oligarchy has moved from the shadows into the open.
14:51
SPEAKER_00: As billionaires, tech lords, private empires, and men with power, no citizen ever granted, take their seats beside the state.
15:01
SPEAKER_00: He has welcomed false prophets and political priests who trade mercy for dominion, faith for access, and Christianity for power.
15:11
SPEAKER_00: He has attacked journalists, threatened media institutions, glorified propaganda, and taught the public to distrust any truth he cannot control.
15:23
SPEAKER_00: He has kept power by naming enemies, immigrants, journalists, judges, scholars, Democrats, cities, protesters, civil servants, and any citizen who refuses submission.
15:36
SPEAKER_00: He has taught Americans to suspect one another, despise one another, and abandon the shared reality without which no republic can endure.
15:48
SPEAKER_00: He has weakened America's fidelity to democracy beyond our borders, preferring strongmen, flattery, transaction, and spectacle to the defense of free peoples.
16:01
SPEAKER_00: He has treated suffering as strategy, foreign aid as weakness, disaster as leverage, and mercy as expendable.
16:12
SPEAKER_00: Above all, he has asked a free people to become obedient, to accept cruelty as strength, corruption as normal, lies as truth, and loyalty to one man as the measure of patriotism.
16:30
SPEAKER_00: Number five, the enablers.
16:33
SPEAKER_00: No man destroys a republic alone.
16:38
SPEAKER_00: He needs people around him willing to mistake his corruption for strength.
16:44
SPEAKER_00: He needs lawyers to invent excuses, legislators to look away, donors to fund the damage, and media voices to make the outrageous feel ordinary by repeating his lies until they sound like fact.
16:59
SPEAKER_00: He needs judges and a Supreme Court willing to open doors the Constitution was meant to keep closed.
17:06
SPEAKER_00: He needs tech oligarchs to turn private platforms into engines of propaganda, surveillance, intimidation, and control.
17:17
SPEAKER_00: Behind them stands the private power that wants government weak enough to buy, courts friendly enough to trust, workers quiet enough to use, and citizens divided enough to rule.
17:30
SPEAKER_00: Not all of them have to believe him.
17:33
SPEAKER_00: They only have to serve him.
17:37
SPEAKER_00: He needs the respectable people most of all, the ones who know better, the ones who understand the oath, the history, the danger, the bargain being made, the ones who can see the lie and still call it strategy, the ones who can see corruption and still call it governance, the ones who can see cruelty and still call it policy.
18:00
SPEAKER_00: A republic is not only lost through violence, it can be lost through accommodation, through lowered eyes, through careful language, through men and women who choose their place at the table over their duty to the country.
18:17
SPEAKER_00: Some enabled him because they wanted what he wanted.
18:21
SPEAKER_00: Some because they feared him, some because they thought they could manage him.
18:27
SPEAKER_00: Some because the tax cut, the judges, the ratings, the appointment, the pardon, the contract, the audience, or the next election mattered more than the Republic itself.
18:41
SPEAKER_00: Some because they didn't care what happened to anyone outside their own advantage class.
18:47
SPEAKER_00: They don't believe in the social contract, only in arrangements that protect them from it.
18:55
SPEAKER_00: And some because cowardice is easiest when everyone around you is practicing it.
19:01
SPEAKER_00: They will say they had no choice.
19:04
SPEAKER_00: They will say the moment was complicated.
19:06
SPEAKER_00: They will say they worked behind the scenes.
19:10
SPEAKER_00: They will say they were protecting the institution from something worse.
19:14
SPEAKER_00: They will say history should understand their position.
19:19
SPEAKER_00: But history has heard these defenses before.
19:22
SPEAKER_00: There is always a language for surrender.
19:26
SPEAKER_00: There is always a costume for ambition.
19:29
SPEAKER_00: There is always a decent sounding explanation for doing the indecent thing.
19:38
SPEAKER_00: The duty was not mysterious.
19:42
SPEAKER_00: Tell the truth, keep the oath, defend the law, refuse the lie, protect the vulnerable.
19:51
SPEAKER_00: Do not make yourself useful to tyranny.
19:55
SPEAKER_00: That was the duty.
19:57
SPEAKER_00: And those who failed it should not be allowed to disappear into the fog of process, party, procedure, or plausible deniability.
20:07
SPEAKER_00: The question is not only what one man did with power, it is who handed him the tools.
20:15
SPEAKER_00: And who, having seen what he created with them, kept handing him more.
20:23
SPEAKER_00: Number six, the charge to the people.
20:27
SPEAKER_00: A republic cannot save itself.
20:30
SPEAKER_00: It depends finally on the people who inherit it.
20:35
SPEAKER_00: Not on presidents alone, or courts alone, or Congress alone, not on parties, donors, platforms, pundits, or institutions that have too often mistaken access for duty and power for wisdom.
20:50
SPEAKER_00: It depends on citizens.
20:53
SPEAKER_00: A free people cannot outsource the work of freedom.
20:58
SPEAKER_00: We cannot wait for better leaders while refusing the burden of citizenship ourselves.
21:04
SPEAKER_00: We cannot condemn corruption and then reward it with our votes, our silence, our cynicism, or our exhaustion.
21:13
SPEAKER_00: We cannot say we love democracy and treat public life as someone else's problem.
21:21
SPEAKER_00: The charge is simple, but it's not small.
21:25
SPEAKER_00: Tell the truth, even when lies are easier.
21:29
SPEAKER_00: Defend the law when power wants exemption.
21:33
SPEAKER_00: Protect the vulnerable when cruelty calls itself strength.
21:38
SPEAKER_00: Refuse propaganda before it makes the outrageous feel ordinary.
21:44
SPEAKER_00: Do not let spectacle replace judgment or contempt become the common language of the country.
21:52
SPEAKER_00: Do not let any man persuade you that he alone is the nation.
21:58
SPEAKER_00: America belongs.
22:00
SPEAKER_00: To no ruler.
22:02
SPEAKER_00: It belongs to the people who build it, teach it, defend it, repair it, argue over it, grieve for it, and enlarge it.
22:11
SPEAKER_00: It belongs to the worker and the farmer, the teacher and the nurse, the immigrant and the veteran, the student and the elder, the parent and the child, the protester and the public servant, the citizen who stands in line to vote, the neighbor who refuses to look away.
22:29
SPEAKER_00: It belongs to all of us, or it belongs to none of us.
22:35
SPEAKER_00: The task before us is not nostalgia.
22:38
SPEAKER_00: We are not called to restore an imagined past.
22:42
SPEAKER_00: We are called to redeem a promise that has never yet been fully kept.
22:48
SPEAKER_00: That work is not sentimental.
22:50
SPEAKER_00: It is not easy.
22:52
SPEAKER_00: It requires courage without certainty, patriotism without idolatry, hope without innocence, and love of country honest enough to confront what threatens it.
23:05
SPEAKER_00: There will be no final victory over authoritarianism.
23:10
SPEAKER_00: There will only be citizens who recognize it early, name it plainly, and refuse to surrender their conscience to it.
23:18
SPEAKER_00: There will be no permanent rescue from oligarchy.
23:22
SPEAKER_00: There will only be people willing to insist again and again that government belongs to the governed, not to the richest, nor the loudest, nor the cruelest, nor the most powerful.
23:35
SPEAKER_00: And there will be no republic without repair.
23:39
SPEAKER_00: So we repair it.
23:41
SPEAKER_00: We vote because the Constitution has no power without the people.
23:46
SPEAKER_00: We speak plainly because truth needs witnesses.
23:50
SPEAKER_00: We organize because power rarely yields on its own.
23:54
SPEAKER_00: We teach memory as a public duty.
23:58
SPEAKER_00: We serve because citizenship is not a title but a trust.
24:04
SPEAKER_00: And we love this country enough to require better of it.
24:09
SPEAKER_00: And when they tell us nothing can be done, we remember that every enlargement of American freedom was once called impossible.
24:20
SPEAKER_00: Independence was impossible.
24:22
SPEAKER_00: Abolition was impossible.
24:24
SPEAKER_00: Women's suffrage was impossible.
24:27
SPEAKER_00: Civil rights were impossible.
24:29
SPEAKER_00: Marriage equality was impossible.
24:33
SPEAKER_00: Every right, now treated as inevitable, was made real by people who refused to accept the world as power had arranged it.
24:42
SPEAKER_00: They were not certain they would win.
24:45
SPEAKER_00: They were only certain that submission was not the same as peace, and silence was not the same as safety.
24:54
SPEAKER_00: So they marched, they organized, they voted, they taught, wrote, prayed, argued, resisted, rebuilt, and began again.
25:05
SPEAKER_00: That is the inheritance now placed in our hands.
25:09
SPEAKER_00: Not perfection, not innocence, not a country without sin, but a country with a promise large enough to condemn its failures and strong enough to call its people back to the work of repair.
25:26
SPEAKER_00: The Republic is not dead while its people still claim it.
25:31
SPEAKER_00: The promise is not dead while its people still enlarge it.
25:36
SPEAKER_00: The future is not lost while its people still have the courage to tell the truth, defend one another, and begin again.
25:48
SPEAKER_00: We hold these truths again.
25:52
SPEAKER_00: And this time we must live them.
25:57
SPEAKER_00: Thanks for pulling up a chair and listening.
26:00
SPEAKER_00: If this piece stayed with you, I hope you'll share it.
26:03
SPEAKER_00: And if these essays have been meaningful to you, consider becoming a paid subscriber.
26:09
SPEAKER_00: From the inside out is an entirely reader supported publication, and your subscription helps sustain this work week after week.
26:19
SPEAKER_00: Until next time, from one tiny speck in the cosmos to another.
