Latest / DEEP INSIGHT / Trumps National Guard deployment to Portland blocked by judge
Transcript
- 0:00Speaker 1: Was the President attempts to deploy more National Guard troops
- 0:03Speaker 1: in two US cities that he deems war zones. The
- 0:06Speaker 1: federal judge blocked two attempts by the administration to deploy
- 0:10Speaker 1: California and Oregon's National Guard into Portland. The White House
- 0:15Speaker 1: claims there are riots in the city.
- 0:18Speaker 2: What was unlawful with the Oregon National Guard is unlawful
- 0:22Speaker 2: with the California National Guard. The judge's order was not
- 0:27Speaker 2: some minor procedural point for the president to work around,
- 0:30Speaker 2: like my fourteen year old does when he doesn't like
- 0:32Speaker 2: my answers.
- 0:34Speaker 1: So as that hearing was unfolding, the Trump administration activated
- 0:38Speaker 1: a third States National Guard. Texas Governor Greg Abbott issued
- 0:42Speaker 1: a statement saying he quote fully authorized the President to
- 0:45Speaker 1: call up four hundred members of the Texas National Guard.
- 0:49Speaker 1: The plan is to send them to Oregon and also
- 0:51Speaker 1: to Chicago, where the situation is growing more tense by
- 0:54Speaker 1: the hour. Federal agents through tear gas at protesters over
- 0:58Speaker 1: the weekend. One woman shot by agents after allegedly ramming
- 1:02Speaker 1: her car into an ice vehicle. The Department of Homeland
- 1:05Speaker 1: Security also released this edited video promoting its raid of
- 1:10Speaker 1: a south Side apartment complex last week. The raid resulted
- 1:13Speaker 1: in thirty seven arrests and separated four American children from
- 1:18Speaker 1: their undocumented parents. Illinois governor says the raid was designed
- 1:23Speaker 1: to create panic.
- 1:26Speaker 3: What kind of a country are we living in? And
- 1:28Speaker 3: this raid at this building is emblematic of what Ice
- 1:32Speaker 3: and CBP and the President of the United States, Christy
- 1:35Speaker 3: Nome and Greg Bovino are trying to do. They want
- 1:38Speaker 3: mayhem on the ground. They want to create the war
- 1:40Speaker 3: zone so that they can send in even more troops.
- 1:43Speaker 3: Now they're claiming they need three hundred of Illinois's National Guard.
- 1:48Speaker 1: Joining me now in the group chat. Sarah Fisher, CNN
- 1:51Speaker 1: Senior media analyst and senior media reporter at Axios, Stephen
- 1:54Speaker 1: Collins and CNN Politics senior reporter, and Sabrina Rodriguez, national
- 1:59Speaker 1: politics reporter at the Washington Post. You guys, thank you
- 2:02Speaker 1: for helping me start the week. I know that was
- 2:04Speaker 1: a lot of jarring imagery, but I'm interested in it
- 2:07Speaker 1: because Chicago was one of those cities where you saw
- 2:11Speaker 1: a difference in voting patterns after the election. Latino voters
- 2:15Speaker 1: moved to drum. There were some black voters who stayed
- 2:17Speaker 1: home and now those very people right now are under
- 2:22Speaker 1: threat right based on what we're seeing from ICE. So
- 2:26Speaker 1: help me understand Sabrino. What is it that the administration
- 2:29Speaker 1: is trying to address here by drawing the National Guard
- 2:34Speaker 1: from all these different places.
- 2:36Speaker 4: Well, we see from the Trump administration their playbook in
- 2:38Speaker 4: recent months has been talking about deploying troops to cities
- 2:42Speaker 4: that the President deems are unsafe, have high crime rates.
- 2:47Speaker 4: He sort of has painted this picture of these as
- 2:49Speaker 4: very violent cities that you know, the troops need to
- 2:52Speaker 4: come in and get control it. You know. Is not
- 2:54Speaker 4: a coincidence, of course, that these are democratic led cities
- 2:57Speaker 4: that he has long you know, bashed the LEADLeadership of
- 3:01Speaker 4: even prior to his second term starting.
- 3:03Speaker 1: But you just sort of elevate someone like Pritzker right now.
- 3:06Speaker 1: I feel like I see Pritzker every week.
- 3:08Speaker 5: Yep, people co happen with Gavin Newsom. Part of his
- 3:10Speaker 5: political career now has been his ability to push back
- 3:13Speaker 5: on Trump and do it in a very national and
- 3:16Speaker 5: visible way. I also think this is the same problem
- 3:19Speaker 5: that we saw when they tried to do this in California,
- 3:21Speaker 5: when they did this in DC, which is that people
- 3:24Speaker 5: who voted for Donald Trump, Latinos and others. A lot
- 3:26Speaker 5: of them understand that immigration is a priority writ large,
- 3:29Speaker 5: it's the way that they go about it. And when
- 3:31Speaker 5: you see the type of dramatic imagery being shown on
- 3:34Speaker 5: national television of parents being separated from their children, of
- 3:38Speaker 5: people being rammed into cars, that does not support what
- 3:42Speaker 5: most people in any city want to see.
- 3:44Speaker 1: But does it support the idea that ice needs to
- 3:46Speaker 1: be protected and therefore you have to send more people in.
- 3:49Speaker 6: I think it supports the idea that what the president
- 3:51Speaker 6: is doing is try to impose power everywhere through the states,
- 3:55Speaker 6: in cities. It makes him look good to his supporters,
- 3:58Speaker 6: which is mostly he's done throughout the span of his
- 4:02Speaker 6: two presidencies. It's interesting how the administration seems to reserve
- 4:07Speaker 6: a lot of its more authoritarian moves for weekends when
- 4:12Speaker 6: people aren't watching. So you have all these court battles
- 4:15Speaker 6: unfolding late at night at the weekend. You have this
- 4:17Speaker 6: Trump appointed judge first of all, saying you can't send
- 4:21Speaker 6: you can't federalize the National Guide in Oregon. Then the
- 4:24Speaker 6: administration decides, okay, well we'll just send some troops from
- 4:27Speaker 6: California there. The same judge had to come out on
- 4:29Speaker 6: a Sunday night and have a hearing, and was pretty
- 4:32Speaker 6: exasperated because she was arguing the conditions for the deployment
- 4:36Speaker 6: of federal troops in a state that there is some
- 4:39Speaker 6: kind of rebellion against the federal government are not in
- 4:43Speaker 6: place here. So I think the question is does the
- 4:46Speaker 6: administration keep trying to push this you saw the troops
- 4:48Speaker 6: from Texas. Does it move a step further and invoke
- 4:50Speaker 6: the Insurrection Act which would create an even bigger legal
- 4:55Speaker 6: constitutional crisis arguing what they're doing.
- 4:58Speaker 1: I want to show you guys recent polling on this.
- 5:02Speaker 1: As always, I'm sort of interested in where independence are,
- 5:05Speaker 1: but they where. How you feel about Trump deploying National
- 5:08Speaker 1: Guard to US cities? I think partisan, it's pretty locked
- 5:12Speaker 1: in to what you would expect. But the overall total
- 5:15Speaker 1: is now at fifty eight percent, and for independence that
- 5:18Speaker 1: number is sixty seven percent. There's one other I want
- 5:20Speaker 1: to show you Trump administration focus on troop deployments to
- 5:24Speaker 1: US cities, just the idea that they're focusing too much
- 5:27Speaker 1: on it. This is cruising past fifty percent now. So
- 5:30Speaker 1: at a certain point does your promotion, say Christino, you know,
- 5:35Speaker 1: and I sort of posting imagery as a good thing.
- 5:38Speaker 1: Is the public receiving it that way?
- 5:40Speaker 5: I don't think so. And by the way, on the
- 5:42Speaker 5: concept of crime, one of the things we've found is
- 5:45Speaker 5: that crime is an issue that people really care about.
- 5:47Speaker 5: The challenge is this is not how people want the
- 5:50Speaker 5: government to be going about tackling crime. Particularly when the
- 5:53Speaker 5: troops came here in DC, one of the things that
- 5:55Speaker 5: was people were very vocal about is the places where
- 5:58Speaker 5: we have crime, we need you to work with local
- 6:00Speaker 5: law enforcement, don't unilaterally send in the National Guard troops.
- 6:03Speaker 5: And so I think when you see independents that are
- 6:05Speaker 5: pushing back like this, it's not broadly because people think
- 6:08Speaker 5: that tackling immigration is a bad idea. That's why a
- 6:11Speaker 5: big reason why Trump won the election. It's just the
- 6:13Speaker 5: way that he's going about it, and the images that
- 6:16Speaker 5: are being sent all over social media are not sitting
- 6:19Speaker 5: well with people.
