- Two billion dollars. That's roughly what Washington has now committed across nine quantum computing companies — not as grants, but as equity, taxpayer money buying the government a stake in speculative firms like Rigetti, D-Wave, and Quantinuum. And here's the number that should stop you: the same model, tried first on Intel, turned an eight-point-nine-billion-dollar conversion into a stake reportedly worth close to forty billion. So is Uncle Sam suddenly the sharpest venture capitalist in the country, or is this a bubble getting a government backstop? Today's a bit different — this is our Sunday think piece, one subject, the whole show, because it's a debate three days of daily headlines never had time to have. Welcome back to Quickly Quantum, your daily brief on the quantum frontier. It's Sunday, September 13, 2026. Let's get into it. Now, let's back up and put the mechanism on the table, because the show's covered pieces of this fast — three separate days — without ever asking whether it's good policy. Nine companies, including Atom Computing, Diraq, D-Wave, Infleqtion, PsiQuantum, Quantinuum, and Rigetti, have now received CHIPS Act money — that's the federal law funding semiconductor and advanced-tech manufacturing — not as a straight grant but as milestone-gated cash in exchange for a minority, non-controlling equity stake: no board seat, no vote, just shares. Commerce puts the total around two billion dollars, with IBM alone slated for a billion toward an Albany quantum foundry. Rigetti's own SEC filing spells out what that looks like in practice: of its hundred-million-dollar award, forty-three point nine million is available now, with two further tranches of twenty-nine point nine million and twenty-six point two million released only if Commerce signs off on technical milestones — plus the company had to issue just over seven point seven million shares, priced at twelve dollars ninety-two cents, straight to the federal government. This isn't new to quantum, either. The playbook started with Intel last August, when Washington converted about eight point nine billion dollars in unpaid CHIPS grants into roughly four hundred thirty-three million shares, call it a ten percent stake, before it got extended to critical-minerals miners and then landed on quantum. And the timing matters to you as a listener, because the three pure-play quantum stocks trading publicly — IonQ, Rigetti, D-Wave — have posted gains in the hundreds to thousands of percent since 2024, at valuations way ahead of actual revenue. So when the government buys in at these prices, it isn't just funding research — it's making a bet on a sector already priced for a fairy-tale ending. Which raises the real question underneath all three of those daily headlines: should government be a shareholder in bets like this at all, and what happens to taxpayers if the bet goes wrong? The strongest case for this starts with Commerce Secretary Howard Lutnick, who's argued, plainly, that if taxpayer money is funding the innovation, taxpayers should share in what it produces, not just write a grant check that private shareholders alone cash in on. That's the logic applied to Intel first, then to quantum, and the number the administration keeps pointing back to is that Intel stake — reported worth close to forty billion dollars by July of 2026, against an eight-point-nine-billion-dollar conversion. In their telling, that's not luck, that's proof of concept. Now, there's an actual economic theory underneath this, not just political instinct. Economist Mariana Mazzucato has spent years building the case for what she calls the entrepreneurial state — the idea that government, not venture capital, has historically made the boldest, highest-risk bets on foundational technology, from GPS to the internet to touch-screen displays, only to watch private markets swoop in after the risk's retired and keep the upside. Her framing, roughly: we socialize the risk and privatize the reward, and it's time the public balance sheet got some of what it created. She's proposed government equity stakes, or what she calls golden shares, as the fix. Put those two together and you get the administration's actual pitch to you, the taxpayer: quantum computing needs exactly this kind of patient, high-risk capital — cryogenics, chip connectivity, manufacturing scale private markets find too slow to fund alone — and if Washington's backstopping that risk anyway, it might as well own a piece of the outcome instead of just cutting a check and hoping. Now flip it, because the free-market critics aren't buying the framing at all. The Cato Institute's read is that these equity stakes distort competition and politicize investment — they give federal officials a reason to protect favored companies if they start to wobble, instead of letting the market sort winners from losers. Cato's sharpest example is the company you'd least expect to need this kind of program at all: IBM, which reported sixty-seven and a half billion dollars in revenue and fourteen point seven billion in free cash flow in 2025, is in line for a billion dollars in CHIPS funding — and unlike the other seven quantum recipients, IBM's award hasn't been reported with any disclosed equity-stake condition attached. Cato's argument holds anyway: calling any of this taxpayer upside is a sales pitch that obscures what it actually is, which is the government picking winners, equity string or not. Investor Martin Shkreli went further and more personal, publicly criticizing the push and arguing the companies involved already have plenty of capital without Washington's help — his actual line was that the government is not a VC. He specifically called out Deputy Commerce Secretary Paul Dabbar's role leading the talks, framing the deals as political theater dressed up as financial strategy rather than anything resembling disciplined underwriting. And here's the thing that makes both critiques harder to wave off: nobody involved has disclosed the actual percentage of equity Commerce is taking in D-Wave, Rigetti, or Quantinuum. We do know Quantinuum's own SEC filing shows it issued about two point four million shares of Class A stock to the Department of Commerce on September eighth — so it gave up equity too, same as Rigetti — but the size of that stake, the actual percentage, still isn't public for any of these three. When the terms of a multi-hundred-million-dollar taxpayer transaction aren't public, that's not a technicality you can shrug off — that's the accountability question sitting there, unanswered, for you and every other taxpayer footing this bill. Now, the companies actually taking the money see it differently, and it's worth hearing them out, because their case isn't purely financial, it's strategic. Rigetti has said it's continuously engaging with the U.S. government on funding opportunities, and its position, in effect, is that if the U.S. doesn't take the lead in supporting these breakthroughs, other nations will — a not-so-subtle nod to China's own quantum push. The finalized deals aren't just cash injections, either; they're earmarked for specific engineering problems. Rigetti's money is going toward readout electronics and cryogenic capacity, the refrigeration systems that keep superconducting qubits cold enough to function. D-Wave's is aimed at supply-chain scaling toward hardware supporting a hundred thousand qubits. Quantinuum's is funding manufacturing partnerships with GlobalFoundries, the chipmaker, to actually build the components at scale. The argument underneath all of it: this is capital-intensive, physics-hard engineering that private markets alone find too slow and too risky to fund on the timeline national security arguably demands. Is that true, or is it just the industry's most convenient argument for why it deserves the money? Probably some of both — the cryogenics and manufacturing bottlenecks are real, well-documented constraints across the entire sector, not something these companies invented to justify a check. But it's also exactly the argument every subsidized industry makes, and the fact that it's genuine doesn't mean it's disinterested. Rigetti, D-Wave, and Quantinuum aren't neutral witnesses here — they're recipients making the strongest available case for why the checks should keep coming, and you should weigh their testimony with that in mind. Now, there's a middle read too, and it comes from the market analysts actually pricing these stocks, not the policy combatants. Motley Fool's Geoffrey Seiler put it plainly: the CHIPS Act money will help Rigetti, Quantinuum, and D-Wave continue their efforts, but he doesn't think the government's stakes will change much about the investment thesis for any of them. In other words, the funding is real, useful engineering money, but it's not a signal these companies have suddenly de-risked into safe bets. That matters, because the same outlet has separately flagged how stretched these valuations already are: quantum stocks, in their analysis, trade at extremely high forward sales multiples, and on roughly seventy-four percent of down days in 2026, they fell harder than the Nasdaq-100. Layer that onto the equity-stake story and you get a narrower, more specific function for what Washington's actually doing — not rescuing a bubble, not proving these companies are safe, but handing a psychological and financial floor to a sector priced for perfection. If a stock has the federal government as a shareholder, that's a message to the market: someone with deep pockets and a political incentive not to look foolish now has skin in this game too. And that floor cuts both ways for you as an observer of this sector — if the government is partly motivated by not wanting its own bet to look bad, that's a different incentive than a disinterested regulator, and it's the same distortion concern Cato raised, just arriving from the market side instead of the policy side. Whether that floor is worth trusting, or just a floor until it isn't, is the exact question nobody in this debate has answered yet. So where do I land on this? Honestly, the fact that three quantum companies — Rigetti, D-Wave, and Quantinuum — all apparently gave up equity under this program, while IBM's billion-dollar award for its own quantum foundry hasn't been reported with any equity condition at all, tells you this program doesn't have a consistent standard yet. That's not a knock on the engineering — cryogenics and manufacturing scale-up are genuinely hard, genuinely underfunded problems, and I don't doubt the national-security logic behind wanting the U.S. ahead of China here. My read is narrower: Mazzucato's entrepreneurial-state case is intellectually serious, and the Intel stake gives it a real data point, but one data point from one massive, mature chipmaker doesn't prove the same math works on three companies with a fraction of Intel's revenue and none of its manufacturing scale yet. Cato's distortion worry and Shkreli's VC critique both land hardest on the exact same gap — undisclosed equity percentages, and no explained standard for who gets a string attached and who doesn't. Now, here's the computing tie-back, because this story is about money, but it's really about hardware. If these tranches genuinely fund the cryogenic capacity, the readout electronics, and the manufacturing partnerships they're earmarked for, that's real progress on the unglamorous plumbing that's actually holding quantum computing back — not the qubit-count headlines, but the boring scaling infrastructure underneath them. If instead this money mostly buys political cover for a sector correction that was coming anyway, taxpayers own a piece of that correction too. The open questions I'd want answered before I'd call this settled: what percentage of each company did Commerce actually take, why does IBM's award look different from the other eight, and what happens to Washington's stake and its milestone tranches if a recipient simply misses a technical benchmark. Nobody's answered any of those yet. Given all that — the real engineering need weighed against the undisclosed terms and the stretched valuations it's propping up — I'd put this at a five out of ten on substance versus hype: legitimate industrial policy wearing an accountability structure that isn't finished yet.
