- 2:52the whole issue with cannabis in the city. It's a whole well not a
- 2:57whole lot happened. To get into that a little bit later on. Plus,
- 3:00of course, the Republican National Convention continues out in the Milwaukee got underway
- 3:06yesterday. I'll have my thoughts on that. We now know who President Trump's
- 3:08vice president will be if he's elected, and his running mate is now Ohio
- 3:15Senator JD. Vance, So we'll get into that a little bit later on.
- 3:16And live from the RNC State auditor and candidate for Attorney General are our

- 3:38I want to welcome back to the show though our Senate Finance Chair Eric
- 3:44tar Senator, good morning, Good morning. I invited you back on the
- 3:46show today, and for the record, it hasn't even been a week since
- 3:51you were last on talking about the state's budget surplus, the governor's proposed tax
- 3:54cuts, et cetera. After you exited the building last week, there were
- 3:59several text to the show which you heard on your way out. Thanks for
- 4:02listening with absolutely Well, let's don't get crazy, all right? Uh?
- 4:08And you and you text me, and I think you're wording one. I
- 4:11said, I would love to come back and address those texts. So I'm
- 4:15gonna try to set the stage here for the senator. Senator Tarr is on
- 4:18the show now, and he is open to taking your phone calls. So
- 4:23if you would like to call and address Senator Tar directly, you can do
- 4:27so the hotline from big Ley Pigley Wiggley's three zero four three four five fifty
- 4:30eight fifty eight, or you can text courtesy of Tony the Taylor three zero
- 4:33four nine three five five zero zero eight. I would prefer to take calls,
- 4:38but we'll take texts whatever. Just just just get him in here.
- 4:43So I think I did I did I set that up enough? Sir?
- 4:45Absolutely? Yeah? All right to talk before we get to that, though,
- 4:48I do want to give you a chance to express your thoughts on the
- 4:51attempted assassination of former President Trump, the Republican nominee for president. You know,
- 4:57I was angry, disgusted, relieved, like most of America. I
- 5:01think. I think that somebody in within that security detail, whether it's from
- 5:05the top that set it up and gave him the limited resources relative to what
- 5:10he needed, or whether it was just truly in competence of the team directly
- 5:15that that had that area secured. Somebody's be held accountable for that. Thank
- 5:18God, President Trump survived, and I really do believe that's God's hand in
- 5:23there doing that. I've had a lot of conversations people ask me about President
- 5:27and I'll tell them, you know, I said, that's if they can't
- 5:30put him in prison, they'll probably try to kill him. And you know,
- 5:33in competence is almost as much as pulling trigger. So it's I hope
- 5:39he makes it all the way through. I really do. I hope that
- 5:41protection stays up and God stays at his shoulder and gets him through and helps
- 5:44bring his country back to God. This sounds like the theme what I had
- 5:48on when I had Tony Hodge on the show yesterday. That's kind of that's
- 5:50kind of exactly what he said, you know, And I will say this,
- 5:53and when I'm certainly not a security expert by any stretch of the imagination,
- 5:58I don't pretend to know what those people do, but it does seem
- 6:00like it was a massive, massive breakdown, and maybe maybe major political campaigns,
- 6:05whether it's Trump, whether it's Biden, whatever, may need to not
- 6:10look at going to smaller towns that maybe aren't equipped for this, because there's
- 6:14a lot of blame going around, and some of them has to do with
- 6:16the local police there. But at the end of the day, the president
- 6:19or whoever it is, is still the responsibility of the Secret Service. But
- 6:24I mean, maybe maybe they should just my thoughts, maybe they should just
- 6:27have these things in towns that are better equipped to have them. Well you
- 6:30know that. But it's one of things I really liked about President Trump is
- 6:33he comes out to the people. He gets right out there. I get
- 6:36that. Yeah, he gets out and he's there. You know, it's
- 6:40I've been within arms distance President Trump. It's a big deal for an individual
- 6:44citizen to go in and be that close to our leaders. So so now
- 6:48I appreciate they do that. I think it's perfectly you're able to secure those
- 6:51areas, and they could have done that with drones. You know, I
- 6:55love to shoot guns. One hundred and fifty yard shot is not a hard
- 6:57shot. It's just not down have a rest. You can punch out quarters
- 7:01all day long one hundred and fifty yards of a good rifle. So it's
- 7:05to me that that was just I'm not a security expert, but that seems
- 7:10like an absolute no brainer. You don't leave a roof un counter hunt well,
- 7:13and especially since it seems that there were people in the crowd going,
- 7:16hey, look, look, and it's not just president. There was a
- 7:21man who lost his life there with his family. So you have people out
- 7:26there that are going out to express their support of a political candidate and they're
- 7:30risking their lives to do it, and somebody allowed that to happen, and
- 7:32they should be held accountable. You know, no arguments here the Dave valand

- 7:55all right, so what are the texts of the show? Last week stated
- 8:00that we don't actually have a budget surplus. Oh yeah, we have this
- 8:03to do, Okay, explain. So it's one of the things. And
- 8:07I understand somebody saying we don't actually have I've heard that before, and I
- 8:09think that if you just stick in the old ways of way we used to
- 8:13budget, that's probably the way you're going to look at it. But that's
- 8:16not the way West Virginia budgets and how we changed our budget, especially this
- 8:20past year, but we've done it a few years before too. We now
- 8:24have really essentially two revenue estimates, and the first revenue estment is what does
- 8:30it take to afford based government? So you look at it as a business,
- 8:33what did it take me to afford the services of my business to provide
- 8:37those last year? And I'll look and say, okay, well, we
- 8:39have to budget for at least that relative to whatever needs we have, and
- 8:43if we get more revenues, these are things we would like to do,
- 8:46but here's what they would cost. Well, we looked at the state that
- 8:50way instead of just taking the governor's revenue estimate, which is a lot of
- 8:54times a political number as well. So if you really know how the finance
- 8:58negotiations work up there, a governor's negotiation authority lies heavily in the revenue estimate
- 9:05he sets, so it can be a little fictitious as well. So what
- 9:09we've done this year, instead of taking the governor's revenue estimate and saying,
- 9:13Okay, we're going to spend to the revenue estimate, we said we looked
- 9:16at last year's budget and said we're going to spend to last year's budget plus
- 9:18a little bit of growth. And the reason only a plus a little bit
- 9:22of growth is we put a tax cut in with a trigger that says if
- 9:24you have so much growth, it's going to reduce your revenue. If we
- 9:28have things that come in beyond that, we consider those one time funds.
- 9:31So we have a revenue estimate that we that we have to have for base
- 9:35funding, which is your perpetual cost. It's like your every month electric bill,
- 9:39for instance. It's a base cost. And then you have things that
- 9:43are one time expenses. Why are the if you've got one time money,
- 9:46because anything beyond that, we're going to consider a one time dollar because it
- 9:50fluctuates so heavily and we are holding and controlling the spending at the base level.
- 9:56Those one time dollars should go to one time expenses. And so the
- 10:01way we got into being able to do that was holding flat budgets for four
- 10:05years in a row, going in changing regulations against some economic growth in your
- 10:09end. We had significant growth in those in severance, which is a roller
- 10:13coaster ride in West Virginia on severnce revenue. So you actually do have you
- 10:18got a true surplus in the sense that you're using those for what surplus dollars
- 10:24should be used to beyond what you would normally have for a budget. And
- 10:26part of that is looking at can we afford tax cuts, which become part
- 10:31of that reduction in your availability to fund your base. And that's that's where
- 10:37the conversations really get in about the tax cuts and triggers and those type of
- 10:39things. Is it because you have to look at the base side versus what
- 10:43is truly one time money? And on the governor's proposed tax cuts, you
- 10:46said on the show last week that obviously you're not against tax cuts. Know
- 10:52what in the right mind wants to pay more taxes. No politicians is going
- 10:54to say, hey, we need more taxes. But I think my takeaway
- 11:01was not putting words in your mouth that good feeling that you're all for it,
- 11:03but we got to pump the brakes a little bit on it. And
- 11:07you and others have said that too, not just you. Absolutely, Well,
- 11:09there is so much spending right now that's already on the books that's been
- 11:11passed over this past several years. Because a lot of times when you'll pass
- 11:15a spending bill, you'll phase in the spend, so it won't happen all
- 11:18in one year, it'll happen over two or three fiscal years. I'll give
- 11:22you an example. One of them is the Third Grade Success Act. We
- 11:26passed what is ultimately one hundred million dollars per year base spending two years ago,
- 11:33but it phased in a year, so we did first grades first that's
- 11:35thirty three million and change, second grade thirty three million dollar change, and
- 11:39now we're getting into this coming fiscal year third grade, which is another thirty
- 11:43three million. We passed that bill three years ago. Here's bills all over
- 11:46the place like that. It ends up being one hundred million dollars against your
- 11:50base so it's a one hundred million dollars expence that you're going to have now
- 11:54on perpetuity at least, and expenses and government tend to grow, as we
- 11:58all know, and then and beyond that, we've got a lot of other
- 12:03bills are that same way. So you know, I was looking just going
- 12:05through of you this morning because I got some more meetings after than after your
- 12:07show today, So I was going to have these discussions and looking at and
- 12:11it's around this tax cut. Is okay, what are we really looking at?
- 12:13And right now we can see that we have obligations of about six hundred
- 12:18and fifty million dollars ahead of us in fiscal year twenty five and or twenty
- 12:24six coming up in here we all part of that. We have a eighty
- 12:28eight million dollar tax decrease coming from the trigger, so the base revenue is
- 12:31going to be taken, which is great. I am thrilled we were able
- 12:35to do that. That trigger put that out there. What it says is
- 12:39we studs economy grew so much that it exceeded the rate of inflation, and
- 12:43we're giving that money, not giving them money. We're letting the tax payer
- 12:46keep that money. It's their money, so they're keeping that. The thing
- 12:50is is that if we go beyond that economic growth, we're going to go
- 12:54back and have to start cutting something. There's right now, there's about of
- 12:58surplus dots, dollars anchors, five hundred and eighty nine million of things.
- 13:01Where it sits right now, there's about six hundred fifty million dollars of growth
- 13:05that we can see in expenditures. So if we want to go in and
- 13:09do additional tax cuts, then let's go figure out where else we can reduce
- 13:13the spending to afford it, or let's go figure out where we can do
- 13:16a revenue swap that makes the tax cut meaningful for economic development so that we
- 13:22have a bigger tax base going forward. And that's that's that's been the philosophy
- 13:26we've had throughout talking to a Sun financi cheer, Eric Tar. We need
- 13:30to take a break here. I've asked him to stick around for another segment

- 16:38two segments today. So you're welcome open lines, call, ask the Senator
- 16:42anything or textas and I do have a couple of texts that are not really
- 16:47related to the budget, but you said anything right, anything, anything goes.
- 16:51The Christian Trump cultists called the myths, divine intervention. I called it
- 16:56dumb luck. What God would protect a child molester? Trump? Christian have
- 17:00screwed loose as a Texter. You know, I'm happy to respond to that.
- 17:04Okay. Know, if if you go back and you read the Bible
- 17:07and you believe it to have facts, facts in it, as I do,
- 17:11God has risen and fell nations over millennia, and He's risen and fell
- 17:17leaders over millennia. And if you go back through and look at the leaders
- 17:22that that were so significant that God's word has it in there for us to
- 17:26look to for all time. You know, David was no saint. You
- 17:30know, if you go luck and look at King David, you look at
- 17:33other kings there the character of those men they were, They were men that
- 17:36God brought up. They were not faultless. We're not looking to put saints.
- 17:40We're not looking for sainthood in our leaders. What we're looking at somebody
- 17:42who can lead a country and has a moral foundation. We're all sinners,
- 17:47we're all we all have weaknesses, we all have faults, we're all human.
- 17:51We build people up to be a lot more than they are, but
- 17:52really, when it comes right down to it, we are still all human,
- 17:56so and was divine intervention here at In my mind, absolutely yes,
- 18:02I think that. You know, I think that if you look at where
- 18:07this country has headed in a rapid pace, especially under this the Biden administration,
- 18:11getting away from family, getting away from really beliefs in what God's words
- 18:18told us, and not only just going away from it, but being completely
- 18:22anethetical to it, I think that there's an awakening that's needed. And I
- 18:30think that God's hand can be seen in a lot of things we do.
- 18:33If you're a person of faith, you'll you'll know you'll see things in your
- 18:37daily life. You pray for it, and you pray for it, and
- 18:37when it happens, you know it's nothing you did. You know that was
- 18:41that was the hand of God that was intervening. And I think he demonstrated
- 18:45that in a very large way at this one. When you see a picture
- 18:48of the bullet when it's coming at his head and it's millimeters away, Find
- 18:52another spot where that's ever been captured that says, this is a miracle.
- 18:57It's one hundred and fifty yard shot. It was not a hard shot to
- 19:02have that roof exposed. It was it was left open to do. So,
- 19:07Yeah, there's I think God's hands there strongly. Tex says, here's
- 19:12a question that Senator Tara will not answer. I bet he does. Don't
- 19:17dodge and address all aspects. Explain how any of the tradition of a peaceful
- 19:19transfer of power. Encouraging an attack on the Capitol and then ratified it after
- 19:25the fact by calling the January sixth criminals, political prisoners and hostages that are
- 19:29quote very special must be pardon is not a threat to democracy. You know,
- 19:33I don't believe that Trump actually called for attack on the Capitol. I
- 19:37think that when you go back and look at what happened there, there was
- 19:41a lot of the investigation handled by again the Biden regime, a lot of
- 19:45that evidence. You don't think he could have stopped it, though, Eric
- 19:48so, I think I think he requested more security. Look at what had
- 19:49just happened here while he's running for president and while he's under attack being charged
- 19:56for everything they can find a charge to try to putting them in a prison,
- 19:59under a prison for the re to his life, or at least until
- 20:00they didn't get to the next election. One of the charges dismissed yesterday that
- 20:03the documents exactly. So you look at all the false claims, you look
- 20:07at how hard they've come at him, and you look at while he's on
- 20:10the campaign trail with thousands of people at risk around him, and they allow
- 20:14a security failure to come in to try to take him out with a gun.
- 20:17Now, because that stuff's not working, the court stuff's not working,
- 20:19He's going to make it through the election. Do you think this was a
- 20:22bigger plan. I think that. I think it's the same characters at play
- 20:26that in that time when he's requesting, hey, you need to have more
- 20:30security in DC. This event's going to be big, and they don't give
- 20:32it. When you have Nancy Pelosi in a car saying, hey, you
- 20:34know what that was me? I pulled it off. That you can't lay
- 20:38all that at Trump. You know, the people of America are fed up.
- 20:42Go back and look at that election. Find somebody that popular against somebody
- 20:47who's so unpopular, running out of these mom's basement, pulls off an election.
- 20:51We have to say, you know, what the heck? But I
- 20:53mean the courts after courts, Oh, Senator have said that there was no
- 20:56election fraud. Well, let's talk about that. Let's talk about it that
- 21:00I know. This is an old discussion. Pennsylvania elections are held. State
- 21:06laws handle elections. Pennsylvania extended the time during an election that they would take
- 21:12in ballots. I have friends who live in Pennsylvania that were going through and
- 21:18had their ballots marked with a big red R. When they would go in
- 21:19there and was like, what's going on? It was odd to them.
- 21:26So if they're going to go in and keep counting votes until they get the
- 21:30result they want and state law allows it, is it fraud if they change
- 21:33the rules in the middle of game. But why hasn't this been Why has
- 21:37it been found to be this case in the court system, Senator, Because
- 21:41it's not fraud at that point, because what it is is that you have
- 21:44we here in West Virginia we passed election laws. There's almost every session you're
- 21:48going to find in laws that go in where we do something to change election
- 21:52law. What we do in West Virginia is we want affect that change in
- 21:57law during an election process, during an election cycle. Okay, so we'll
- 22:00make it prospective out for an election. That's beyond anything that we're considering now.
- 22:07What states did. Pennsylvania was one of the worst for it is in
- 22:11the middle of the game. They changed the law, and so it's it's
- 22:15if you're going to play baseball in your down three runs, but you know
- 22:18you can get the first base every time. Let's make it to where you
- 22:19score when you get the first base. That's what Pennsylvania did. They did
- 22:22it about They did it with their law. It's not fraud because they have
- 22:26the authority do that as a state. Okay, let me get back to
- 22:30the budget. Will the Senator acknowledge that the years of flat budgets, if
- 22:33not caused, at least contributed to the prison guard crisis and the foster care
- 22:37and DHHR crisis. I know you want to address DHHR anyway, but oh
- 22:41yeah, no, I'd love to address that. So one of the things
- 22:44that we found in working on state finances is that many of the things that
- 22:52we appropriate a dollar two does not go there. And so, in other
- 22:56words, that we handle about twenty billion dollars in state and federal and special
- 23:02revenue that comes into the state of year, and people have decision making with
- 23:07those dollars throughout those agencies down several levels. Deep secretaries have the ability to
- 23:12transfer funds and so what'll happen is is in the legislature, we'll go in
- 23:18and we'll appropriate a line a tax dollar to a given end, and then
- 23:22what happens is is that given end is subverted and it'll go somewhere else to
- 23:27fund something that if we knew what it was doing, we probably never would
- 23:30have appropriated the dollar to. We're finding that all over the place. So
- 23:33one of the things we've been trying to do is to go back in and
- 23:38explode a budget. What I mean to explode a budget to say say you've
- 23:41got a line item in a budget and it's a twenty million dollar line item,
- 23:45Well, now we make that line we exploded into ten lines, and
- 23:48so now you might have each one it's a million or two million dollars,
- 23:51but we know what that intended purpose is for, and it's and it's held
- 23:53to that. So the way that I have looked at this in a lot
- 23:59of the things we've learned is that as a society, there are there are
- 24:03people we have a moral obligation to take care of. We have a moral
- 24:07obligation to take care of foster children, we have a moral obligation to take
- 24:11care of people with special needs. On having big take care of them in
- 24:12the family. You can go through and you can name a lot of that,
- 24:17but what's happened is that pet projects and over it's happened over decades and
- 24:22decades and decades. You get these little empires built within the agencies where they
- 24:26can take care of friends, they can take care of special things that they
- 24:29hold dear to them because of those liberties they have with those funds. And
- 24:33the states become now it's that people look at the state to be everything for
- 24:36everybody. Well, what that does is it takes away from your ability to
- 24:41do a couple things that are that are critical. One is to get the
- 24:45economy grown to a spot that where you have a tax base that can afford
- 24:48to take care of those moral obligations of a society. And then two is
- 24:55that when you actually get down to the budgeting side of it, when you're
- 24:56trying to be everything to everybody with a tax dot, when you're taking care
- 25:00of able bodied individuals who could go to work and they don't but they live
- 25:03off the state, they take away from that foster child who needs the state's
- 25:07help. So what we're doing right now, and it's painful, is in
- 25:12order you have to expose it, because by god, they don't just come
- 25:15out and the wave the flag and say hey it's right here. That doesn't
- 25:18happen. You have to expose it, and you may expose it as you
- 25:21go in and you make cuts that then they come out screaming, wha wha,
- 25:23wha whah, we don't have money to fund X, Y or Z.
- 25:26Well why don't you it was appropriated, Well, it had been moved
- 25:30from here to there, and then we go in and we start trimming that
- 25:33down. That's the process we're going right through now in breaking up to HHR.
- 25:38Do I think that this state underfunded prisons to the point that it caused
- 25:42harm to a prisoner? Know? I do not. I think that when
- 25:45you go in you look at the operations of any of our agencies. We
- 25:49have given the funds that are sufficient to run operations throughout the state in good
- 25:57capacity, and we have the ability go in in the middle of a fiscal
- 26:00year any given time when there is a crisis, to go in and say
- 26:04hey, this is happening and we need money. We can put money there
- 26:08that day. And the only reason we can do that is because we've been
- 26:14fiscally responsible to have the funds there to do it. Go back probably twelve
- 26:18fifteen years. Couldn't happen, Absolutely could not happen. And the reason it
- 26:22couldn't happen state didn't have any money. The reason we have money now is
- 26:26because we've held flat budgets, which has made government come in and tell us
- 26:32where they need more money instead of just spending it and spending it and then
- 26:36coming in and trying to give us a crisis in order to justify the money.
- 26:41Now, they got to show us we don't just throw money at problems.
- 26:45And agency comes in and says we're having problem in prisons. You know
- 26:47we did. We had the governor's office, we had the secretaries within in
- 26:51corrections, we had the directors within corrections, we had the House leadership,
- 26:56and we had the Senate leadership, and we put them all down in the
- 26:57center President's conference room and we said, okay, let's go through your systems.
- 27:00Let's find out how much you really need. So when we went go
- 27:03through and look at all that stuff, the difference in request versus what you
- 27:07find and then you solve the problem was fifty percent of the requested money.
- 27:14So we overfund in competence, and we've done it for decades and we're trying
- 27:19to fight that. It's it's it's a slow process. Twenty six minutes away
- 27:22from Tama, Dave Island showing five any Line bright to part by bright Way
- 27:26Insurance, a Maze agency. They now offer small business insurance to the four
- 27:30major carriers, the Heart for Travelers, Progressive and Next Callers stop by.
- 27:33I see John and Sherry Mays today thirty eight sixty Tays Valley Road SWEE one
- 27:37and Hurricane three zero four eight one four two five zero nine. It is
- 27:41a Brightwaymaids dot com tex says, Please have Senator Tara explain Trump's moral center.
- 27:47You know, I think for I can't speak for Donald Trump. I
- 27:51know that in order to be able to have the family life and family support
- 27:57he has and I'm looking at for how my perspective and I think you should
- 28:03find Trump's moral center. His family has not diverted from him. And this
- 28:10whole time, you have a guy that, by all accounts would have been
- 28:14somebody we celebrated in the private sector life. He built himself up, and
- 28:18his dad building up, built their empire, came up, and then he
- 28:22decided to step into the country's governance at a sacrificial level. And I say
- 28:29that because he puts all that at risk. And so you take somebody that
- 28:33you see an American dream happen with. You see a family that surrounds him,
- 28:37that sticks with him through thick and thin. I think his moral centers
- 28:41his family. And I say that because you see how closely they've been to
- 28:48him and supported their dad through multiple felony charges, through a felony conviction,
- 28:53through assassination attempts, through character assassination attempts. The people that love him and
- 29:00know him have stayed there close to him, support him. So I would
- 29:04say his his I would say his morel senter's his family. You answered this
- 29:10last week, but we got another text about it. See if your mind's
- 29:12changed. Okay, is is a senator char interested in the state Senate president's
- 29:18role and what he accepted if offered to him. That's good questions. So
- 29:22there's I want to say. Presently, we are still working on projects that
- 29:26have been in process for years and they're big. They're big things that we're
- 29:30working on still yet that need be completed by the time we get into next
- 29:33session. President Blair has been instrumental in a lot of those processes. Of
- 29:38course, he lost his election, and it's my hope that Senate President Blair
- 29:45sticks around to see that the leadership to those those projects all the way into
- 29:49when we get into January and I and that's I think he's doing that.
- 29:52He's up there on President Blair is the Capital Day and he's working with some
- 29:56of the meetings. Got to go over there and you wouldn't know the guy
- 29:59lost his life today when you're with him. So there's still a team around
- 30:02all that going forward. He's not going to be there, so we have
- 30:06to have a new Center President. So you're here's here's the things that I
- 30:08think that we're all see. We know we're not going to have the same
- 30:12Center president. We know we don't have the same health chairman. We know
- 30:15we don't have the same Judiciary chairman. So when those positions move, those
- 30:19committees change. So you're completely shuffling the deck in the Senate right now because
- 30:23of those leadership changes. And we have several people within the caucus who have
- 30:29expressed interest in Center President. I do believe that I could fill that role.
- 30:34I've been very very close to it. I've been very very close to
- 30:37decision making from the finance chair seat. In my private life, I run
- 30:44organizations. I've ran statewide organizations, I've run multiple businesses. Of president and
- 30:48CEO is a title I'm very accustomed to. So I'm hearing that you are
- 30:52very interested in becoming Center president. I'm hearing. What I'm saying is if
- 30:56the Caucus says I'm the person that should be up there to lead them,
- 31:00then I'll do that. But it's it's going to have to be something where
- 31:03the Caucus says, this is what's right for West Virginia. All right,
- 31:04let me let me get to this one. Uh And I know you have
- 31:07to get to the capitol. When will the legislature realize that maintaining a modern
- 31:11infrastructure and economy isn't sustainable in very rural West Virginia. I e. If
- 31:18Putnam County maintained its own roads using tax dollars some citizens of Putnam County,
- 31:22I'd have better roads than I do now. It's unfortunate, but real situation.
- 31:26Coal no longer props up. We have to change Senator's view. Yeah,
- 31:30no, I think there's some truth in that statement, in that Coal
- 31:33no longer props us up we are. I think we're still in energy state.
- 31:37You know, when you go in you look at how much service does
- 31:40contribute across all the severances. Uh there, there's still that that there,
- 31:45but it's nothing we can rely on since President and I've said this for a
- 31:48long time, is that severnce tax needs to be the gravy and are our
- 31:52diverse economy which we're trying to build within West Virginia, which I think people
- 31:56are seeing happen right now is manufacturing coming back into the state and a lot
- 32:00of our tech sectors are growing now in the state. As that begins to
- 32:04happen, that diversification of an economy gives more stability for being able to do
- 32:08things with infrastructure. We've done hundreds of millions of dollars appropriations into roads alone
- 32:14out of general revenue over the past four or five years, and I think
- 32:20the smallest appropriation we made was fifty million dollars out of general revenue fund Normally
- 32:24those normally roads are funded like gas taxes, registration and things like that special
- 32:29revenue. It's not tax dollars directly to what you pay for income tax sales
- 32:32taxes to up things. So when we appropriate a general fund into it.
- 32:36That's it's unique in that I think the largest appropriation that that Western had ever
- 32:39seen out general fund to highways was twelve million dollars before we put the first
- 32:43fifty million. We've done multiple one hundred and twenty five one hundred fifty million
- 32:46dollar funds year after year out of the general fund. So we're starting to
- 32:51see that you only get that through that economic growth. You do not have
- 32:54those one time dollars available to you if we don't have surplus. And so
- 32:59that's what we've been applying to. So I think we're going to get there.
- 33:01I don't think you can do it all once. In West Virginia has
- 33:05incredible infrastructure needs. They've been dilapidated for decades, and so it's going to
- 33:09take it's going to take time. All right, let me do this one
- 33:13and then we gotta we gotta go, Dave, mister Tarr, the state
- 33:16still wets so much money. Users getting desktop printers while having huge lease printers
- 33:22nearby, Users getting two computers having to pay eighty bucks for a night them
- 33:24on a contract while it's thirty bucks on the shelf retail. So much waste.
- 33:29Sounds like somebody that may have some experience in state government there. Yeah,
- 33:31yeah, and you know, thirty seconds on this if you can't purchasing
- 33:36is an issue. We know that purchasing is an issue in West Virginia.
- 33:37We also know that contracts are an issue within West Virginia. One of the
- 33:40first bills I ran up there and we came in the Senate was something to
- 33:45go in and put that take the protections away from incumbent vendors to West Virginia.
- 33:51So you say, you say you're selling radio advertising state of West Virginia,
- 33:54and you go in and write your contract and the request for proposal has
- 33:58written just so Dave Allen, and he's the only one that can do that.
- 34:00And once you get there, you know it. You can keep drafting
- 34:04that that way, so Dave Allen never loses that contract. Western has history
- 34:07that and so some of the things that we've done there is go in and
- 34:09try to take away the protection from incumbent vendors so that there's competition for selling
- 34:16to the state and being vendors to the state. But there's a lot more
- 34:19controls needed to be on that as well. All right, Senator Tara,
- 34:22we got to leave it there. I know you've got to get to the
- 34:23capital. Appreciate you being here man, Thanks for having me on again.

- 37:15Dave. I'm awesome. How's everybody back home? We're doing well.
- 37:19So have you been to Milwaukee before the convention? I have, Okay,
- 37:22I have not. It's the home of Miller Lite, which makes it an
- 37:25automatic bucket list stop for me, just saying yeah, good luck, order
- 37:30of Budweiser here the way it should be. Before we talk in all seriousness,
- 37:35before we talk about the rn C, let's talk about what happened to
- 37:37Butler, Pennsylvania on Saturday. Where were you when you first learned of the
- 37:42attempt on the life of former President Trump and your reaction. Yeah, I
- 37:45was sitting on my couch with my family. I got a text from my
- 37:50chief of staff who said, you got to turn turn the TV on.
- 37:53I think we were watching Monsters inc. Perhaps I don't remember exactly which cartoon
- 37:59movie we were watching, but you know, it took a minute to process,
- 38:04maybe more like a day. It didn't particularly seem real. But for
- 38:09me now it's in DC on nine to eleven, and it was the same
- 38:15kind of thing where you get into this bubble where you forget that true danger
- 38:21exists, and you know, as a public servant and somebody who you know
- 38:25has made people mad enough to threadn me, it's really a sombering moment to
- 38:30realize that our country has really gotten to a place where this happened. And
- 38:37you know, as I continue to sort of think about it more than anything,
- 38:42you can just sort of feel that America was going to come back together
- 38:45again, just like after nine to eleven. So you know, there's a
- 38:49sort of a steely resolve to this country that I think these kind of events
- 38:52really sort of solidified. Yesterday, Donald Trump announced at Ohio senator and author
- 38:58JD Vance would be his pick or vice president. Your thoughts on JD Vance
- 39:01as the former president's joyce. So, as a I think what I would
- 39:06be considered as an elder millennial, it's great to have somebody from my generation
- 39:12in sort of the higher levels of government, because there's a lot of things
- 39:15that happened to young families in this economy that people who are a little older
- 39:21may not understand. Right, Like the cost of childcare is five times higher
- 39:24than it used to be, and the coostin groshers is four times higher,
- 39:27and there's all this pressure of social media and raising kids is just a different
- 39:30thing, and I think having that perspective that close to the President of the
- 39:35United States is really going to be a wonderful thing. On top of the
- 39:38fact that he has a very unique understanding of the opiate crisis, as his
- 39:45book indicates, in the fact that he's Appalachia adjacent, meaning he's he's from
- 39:50close enough to hear that he understands our problems. I think it's going to
- 39:52be a huge benefit to the people of West Virginia. So how are the
- 39:54things going at the convention? I mean, I watched a lot of the
- 39:57coverage yesterday. By the way, we have coverage via ABC Radio Network News
- 40:01here. How are things going. Oh, the energy is absolutely through the
- 40:07roof. When the President popped out last night, it was really something.
- 40:12And you know, people are are really really excited about the prospect of us
- 40:16getting back to where we were. And it's the first convention I've ever been
- 40:22to. It's really pretty wild how the size and scope of this kind of
- 40:29endeavor is beyond comprehension. But it's great. We're having an absolute ball in
- 40:34our delegation is just they're having so much fun. And Governor Justice is I
- 40:38think going to speak at some point today. Right. Baby dog was a
- 40:42hot topic of national reporters yesterday. Her arrival, I believe is going to
- 40:46be met with some very very significant happiness from thousands and thousands of people.
- 40:54State auditor and candidate for Attorney General JB. Mcuskey. I'll let you get
- 40:59back to your meetings and what not. Yeah, I appreciate say yes,
- 41:01sir, go ahead. You know, I think just getting back to what
- 41:05happened on Saturday. You know, if you don't believe that God had a
- 41:09hand in ensuring that more people weren't harmed, particularly the president, it really
- 41:17is a remarkable world that we live in that you know, it was one
- 41:22inch the other way and we're talking about something really different, and so,
- 41:25you know, as much as anything else, it's it's a it's a moment
- 41:29to reflect on on health, fragile things are and I hope everybody does that.
- 41:32And all right, JB. I appreciate you being Here's always man,
- 41:36enjoy Milwaukee. We'll be looking for you on TV. You were on several

- 45:39bullet right in to that person, says a Texter. So let's back away
- 45:45from the convention in politics just for a moment talk about the Charleston City Council
- 45:49meeting last night. Aaron Parker with a story post to wv metronews dot com
- 45:52the whole talk of a couple of bills addressing first defense marijuana possession in the
- 45:58capital city. You know, you know the story by now. Two ways
- 46:04of looking at this. The group Charleston Can't Wait got together a petition with
- 46:07around two thousand signatures asking for a change in city code as it pertains to
- 46:13pot. On the other hand, the Ordinance and Rules Committee, who I
- 46:19think want to change too. We had Chad Robinson on the show last week's
- 46:22City Councilman, and of course they caught up with him after the meeting last
- 46:24night. They want to change too, but they would prefer to go the
- 46:30route of council rather than maybe make it to the ballot. That's what I
- 46:32kind of gathered. So what happened last night basically was nothing because there was
- 46:37so much confusion about the discussion. Now in the committee meeting, Police Chief
- 46:43Scott Dempsey said the lesser penalties could result in what he called a slippery slope.
- 46:49Quote. I would just caution you when you decriminalize any narcotic end quote.
- 46:54Now, once the actual meeting began, a gentleman named Corey Zen,
- 46:58who has been one of the main players and all this, spoke saying that
- 47:02the slippery slope that Chief Dempsey spoke of doesn't exist. Zen repeated the often
- 47:08talked about claims that pot is not a gateway drug. End quote. Let
- 47:13me just say this, I'm not a scientist by any strategy the imagination.
- 47:16I've always said, in my opinion, though marijuana can be a gateway drug
- 47:21for some and for not and not for others. I think it depends on
- 47:23the person. But that's just me. So what is the end result?
- 47:29It got sent back to the Rules and Ordinance Committee to be reviewed at another
- 47:32time. Aaron Parker has an indev story posted about a WV metro news dot
- 47:38com And now we're going to focus on bears and coyotes, a proposed ordinance
- 47:44that would expand the city's urban deer hunt to include bears. That's me,
- 47:52bears and coyotes. We'll have more on that. This it's a problem.
- 47:57I'm not trying to make fun of. It is a problem in some of
- 47:59the more hilly terrains of the city. We'll have more of that as it
- 48:02as as it happens. But Dave Alan showing five VideA live broad to you

- 48:09injury law firm. Back to the convention, I watched a lot of it
- 48:14yesterday and and by the way, again I will mention, uh that we
- 48:16are providing nightly coverage via the via the ABC Radio network here on the w
- 48:22c HS network. I was working from home yesterday and uh and and through
- 48:28last night, and I had I had my TV on c Span when there
- 48:30are big events like this, if I'm not listening to the radio, I
- 48:35like kind of keeping up with things on c Span because you get the raw,
- 48:38unedited footage without commercials, without commentary. I saw a lot of speeches
- 48:45last night. Uh. But my one takeaway and right, don't don't pull
- 48:50the plug on me here and hear me out on this because it may be
- 48:52the most racist thing I'm ever gonna say on the air. White people stop
- 48:59dancing in public. It was. It was embarrassing. My late father,
- 49:07who was a Sunday school superintendent, used to say, the Lord needs clappers
- 49:09too. Uh. It was almost as bad as the chick doing the anthem
- 49:14at the home run derby last night. But but I digress, uh to
- 49:16the convention. I thought I thought jd Vance was a solid pick for Trump.
- 49:24Number one, he's young, thirty nine years old as J. B.
- 49:30Mcuskey allw too earlier, and the second youngest person I think to run
- 49:34on a presidential ticket. Now, I don't agree with a lot of his
- 49:37policies, and I'm removing myself from that to say I think jd Vance was
- 49:44a solid choice. Now, I know my liberal friends and listeners probably just
- 49:47drove off the road, but I mean, jav you know Trump was not
- 49:52going to pick AOC. Okay, though I thought jd Vance was a good
- 49:57pick. And I got a text here about the movie and the book.
- 50:00He'll he'll be like elergy. I'll get to that here in a couple of
- 50:02moments. I talked about it when I first saw it. I did not
- 50:07read the book. I did see the movie, and for and for people
- 50:12to say it was a horrible depiction of Appalachia, I would say it was
- 50:19a very accurate depiction of at least certain aspects of Appalachia. Many of us
- 50:28could certainly relate to it, and I remember watching the movie, my wife
- 50:31and I sitting down to watch the movie and we said the same thing.
- 50:36We know these people, this is this is our people now. I saw
- 50:39some comments online a good friend of mine who tends to be a little bit
- 50:43more liberal in Clarksburg last night. Good friend of mine, though Jason said,
- 50:47you know, this is a horrible depiction. It was not. Yeah,
- 50:51it was. It was pretty accurate for certain aspects. Certain aspects all
- 50:55right. And I will say this as someone who who is not a Trump
- 51:01guy. Hear me out. Whomever is running the campaign at this point is
- 51:09doing a great job energizing the base without a lot of the scare tactics.
- 51:15Now there was talk of illegal immigration, but most of the focus, and
- 51:21it all could change today. Most of the focus in day one was on
- 51:25the economy. And I've said it before. I think that that's quite brilliant
- 51:31and that's where they should focus in my opinion. There were lots of people
- 51:37of color that spoke last night. The head of the Teamsters union spoke,
- 51:43who had that on their Bengo card that the head of the Teamsters using a
- 51:45union would be speaking at the Republican National Convention. And then Trump comes in
- 51:52late last night. Didn't speak that I know of anyway, Patpal had to
- 51:54go to bed, but he did come in last night with a bandage on
- 51:59his ear, doesn't quite look his orange as what he has been in the
- 52:02past, and like he has been since the debate, he seemed a little
- 52:06bit more subdued. You know, I called it like I see it.
- 52:08It was a good move on their part, all right, tex says it
- 52:14was mostly boomer white women. They're the ones that have no dance moves.
- 52:15All right, we gotta go. Remember when the Dems did the marcarina that
- 52:22ensured I'd never be a Democrat? Says the textter all right, gotta go.
