A tragic boating accident off San Francisco Bay claims another life: 58-year-old Tondra Miller, found Thursday near Treasure Island. She was one of three missing after the cruiser Volare capsized Tuesday near Alcatraz, leaving 16 rescued, one body recovered (79-year-old Clifford Boisa, a reserve deputy), and a dog lost.
