Transcript
- 0:08This is the City Center podcast from West Palm Beach,
- 0:11Florida.
- 0:12I'm Jerry Marcelo.
- 0:14The city is a place where hard work and dedication does pay off.
- 0:19There is of course the satisfaction of serving the residents of West Palm Beach.
- 0:23But there is also the promise of career development and professional growth for those who stick with it and do their job.
- 0:30Well,
- 0:31a good example of this is a man who many years ago started one of the toughest jobs in the city and is now the leader of one of the busiest departments in West Palm Beach.
- 0:41And we're here today with Leon Pinder,
- 0:43director of public works and support services for the city of West Palm Beach.
- 0:46Leon.
- 0:47Welcome.
- 0:47Thank you for having me.
- 0:48Listen,
- 0:49help me get this set up.
- 0:50What exactly do these two departments do for the city and the folks who live here?
- 0:56Well,
- 0:56public works and support services.
- 0:58One we provide uh in public works,
- 1:01uh sanitation services uh where it's commercial,
- 1:05residential yard ways and residential garbage pickup for the citizens of West Palm Beach.
- 1:10We also provide uh street lighting maintenance.
- 1:14Uh We fill potholes with our asphalt crews we repair sidewalks,
- 1:19uh,
- 1:19with,
- 1:20uh,
- 1:20our,
- 1:20uh,
- 1:20concrete crews and,
- 1:22uh,
- 1:22also our,
- 1:23uh,
- 1:23sign department where we make the signs like in-house,
- 1:27uh,
- 1:27some stop signs,
- 1:28some yield signs and a lot of different,
- 1:31uh,
- 1:31signage that you may see around the city of West Palm Beach.
- 1:33Uh,
- 1:34we do in house,
- 1:35uh,
- 1:35support services.
- 1:37We,
- 1:37uh,
- 1:38you know,
- 1:38fleet is,
- 1:39uh,
- 1:39part of support services where we maintain all the city assets,
- 1:43meaning uh cars,
- 1:45pickup trucks,
- 1:46uh uh sanitation vehicles,
- 1:48bucket trucks,
- 1:49so on and so forth and uh facilities where uh our department maintained all the city owned facilities uh throughout the city of West Palm Beach.
- 1:58So basically a whole lot of stuff,
- 2:00you guys are involved and obviously the ones that we hear about most often,
- 2:05you know,
- 2:05fixing street lights,
- 2:06fixing potholes.
- 2:07Hey,
- 2:08when is my next garbage pickup?
- 2:09All that falls underneath you?
- 2:12Wow,
- 2:12that's pretty impressive.
- 2:13So you are the director over both these,
- 2:15these groups.
- 2:17But you started a long time ago doing a different sort of job for the city.
- 2:21Yes.
- 2:21Uh When I started,
- 2:23uh I started here as it back then.
- 2:26It used to be called a refuse collector.
- 2:28So that was uh back when there was uh three guys on a residential garbage truck.
- 2:34It was a driver and two guys on the back.
- 2:37Uh That's where I started at when I started here.
- 2:39And how old were you when you started?
- 2:41Uh I think I was probably around like 23 something like that.
- 2:45So,
- 2:46what made you take the job?
- 2:47What,
- 2:47what drove you to come to the city and give it a shot?
- 2:50Well,
- 2:50uh,
- 2:50prior to working here at the city,
- 2:52I was a truck driver and I was driving over the road.
- 2:55And,
- 2:55uh,
- 2:55so I,
- 2:57uh,
- 2:57you know,
- 2:57didn't want my kids to grow up and not know who their dad was.
- 3:01So I decided to take on a different uh career path.
- 3:04And uh I started here at the city and I started looking,
- 3:08I was like,
- 3:08well,
- 3:09hey,
- 3:09uh one of my friends worked here and he was like,
- 3:12hey,
- 3:12you should come and do this.
- 3:13And I was like,
- 3:13oh,
- 3:13I'll take a look at it.
- 3:15And so,
- 3:16uh taking a look at it,
- 3:17I was back off the road for like two weeks.
- 3:20I told him I needed to be home,
- 3:22uh close to home.
- 3:23So I began to show up at the city of West Palm Beach at four o'clock in the morning,
- 3:28uh,
- 3:28before the supervisor would get there.
- 3:30And I say,
- 3:30hey,
- 3:30I want to do this job.
- 3:32And he was like,
- 3:32uh,
- 3:32you don't want to do this,
- 3:34you're a truck driver.
- 3:34This is hard work.
- 3:35It stink,
- 3:36it's hard and it's a lot of heavy lifting.
- 3:38I was like,
- 3:39sir,
- 3:39I would want to do this job and he was like,
- 3:41uh,
- 3:42yeah,
- 3:42come back tomorrow.
- 3:43And so tomorrow the next day I was there at four o'clock again.
- 3:47I was like,
- 3:47I don't have a problem getting up iiiii I want to work and then he was like,
- 3:52well,
- 3:52come back on Friday.
- 3:53And so I came back on Friday and I was there again early and he was like,
- 3:58ok,
- 3:58ok,
- 3:58I'm gonna give you a chance.
- 3:59And so that's how my career started here at the city of West Palm Beach.
- 4:02Wow.
- 4:03So you basically stuck to it.
- 4:04You would not take no for an answer.
- 4:06You kept coming back and coming back and you did it for some pretty important reasons.
- 4:11Your family.
- 4:12Yes,
- 4:13fantastic.
- 4:13So what,
- 4:15what you did that for a while and was there an opportunity or what was going on?
- 4:18Yeah.
- 4:19So I,
- 4:19I started out as a refuse collector.
- 4:21I did that I think about for three or four years.
- 4:23And then I was uh promoted to a uh sanitation equipment operator where I began,
- 4:29began to be the driver uh of the residential truck.
- 4:33And uh so I did that for several years and shortly after that,
- 4:38I became the residential sanitation supervisor.
- 4:42So uh where I started then I was the supervisor over that whole work group.
- 4:47Uh And then uh several years after that,
- 4:49I became uh five years after being a supervisor,
- 4:52I was promoted to the uh sanitation superintendent and I was the sanitation superintendent for seven years.
- 5:00And then I was uh promoted from the sanitation superintendent to the public works operations manager.
- 5:06Meaning at that point,
- 5:08I was not just over uh sanitation anymore.
- 5:11I was over sanitation and street maintenance.
- 5:15Um And then uh a little short time after that,
- 5:18a year or so after that,
- 5:20uh I was promoted to where I'm currently as the public works director uh for public works and support services.
- 5:27Now that,
- 5:27that,
- 5:27that's,
- 5:28that is incredibly impressive,
- 5:29but it wasn't necessarily as smooth a ride as you might have might be portraying.
- 5:34It was,
- 5:35was there some stumbling along the way?
- 5:37Yeah,
- 5:37you know,
- 5:37I can remember one story and I could remember it very clear to this day.
- 5:42Uh uh when I came to the city,
- 5:44I went to a training and I was uh I was a driver at that time and I went to a training that was for uh supervisors and um as a driver,
- 5:55you could go if you aspire to be a supervisor.
- 5:57So I went to this training and uh you know,
- 6:00I was asking some,
- 6:01the the instructor was asking some questions and I was answering the questions.
- 6:05And after that training,
- 6:07uh she called at the time was the superintendent of uh sanitation and told him,
- 6:13hey,
- 6:13I think you picked the wrong person to be your supervisor because you have an employee.
- 6:18That's a driver that really should have been a supervisor because he was able to answer more of the questions than the supervisor was able to answer.
- 6:25And I remember my supervisor at the time said,
- 6:29hey,
- 6:29my boss said,
- 6:30don't allow you to go to any more trainings.
- 6:33Uh,
- 6:33because,
- 6:34uh,
- 6:34you know,
- 6:34you're,
- 6:35you're smarty pants.
- 6:36And so,
- 6:37um,
- 6:37at that point,
- 6:38uh,
- 6:38I didn't go to any more trainings right away.
- 6:41But,
- 6:41uh,
- 6:41shortly after that I was,
- 6:43uh,
- 6:43consistent and persistent that I want to go to other trainings and I was allowed to go.
- 6:47So,
- 6:48what did,
- 6:48how,
- 6:49how did you react?
- 6:49How did you feel when you got the smarty pants hit?
- 6:53Well,
- 6:53you know,
- 6:54uh,
- 6:54I was,
- 6:55uh,
- 6:56I was taken back by it a little bit because I didn't think I was being a smarty pants.
- 7:01So I was just,
- 7:02I knew because I had,
- 7:03uh,
- 7:03you know,
- 7:04read up on things and I researched things and I took the time to learn about it.
- 7:08Um,
- 7:09you know,
- 7:09because I want to make sure that,
- 7:11uh,
- 7:11I was one in compliance and if I was gonna,
- 7:14um,
- 7:14share anything with anybody,
- 7:15I wanted to make sure I knew what I was talking about.
- 7:18And I always wanted to know I wanted the information so that if one day I was able to lead anyone that I could give them the right information from the beginning.
- 7:29Instead of having to backtrack and try and give them information,
- 7:33he took the opportunity to take this sort of look hit and then,
- 7:37you know,
- 7:37sort of redefine what management is about.
- 7:39And did you ever take that to heart?
- 7:41Did you use that in the future when you were hiring and working with new people?
- 7:45Yeah.
- 7:45So,
- 7:46one of the things I did is I took that to be the fuel to the fire if you will.
- 7:50And I wanted to make sure that I never,
- 7:53ever,
- 7:54uh,
- 7:54was one of those individuals that the supervisor,
- 7:58not the supervisor and the superintendent was because the things that I've seen them do,
- 8:02I wanted to go 100 and 80 degrees different and not do them.
- 8:06And I want to be the supervisor that my employees one day would be able to,
- 8:11uh,
- 8:11depend on and know that when I spoke to them that when they spoke to me in confidentiality,
- 8:17that it wasn't gonna go anywhere and that I cared about people and not,
- 8:20it wasn't just the number and how I talked to people and how I respected them.
- 8:25And,
- 8:25you know,
- 8:25one of things I used to this day that we may not necessarily like each other and we can agree to dis disagree respectfully at no point.
- 8:35Would I,
- 8:35I demand respect and I will never disrespect any one of my employees or coworkers at any time.
- 8:42Um,
- 8:42so that's one of the things II I took from,
- 8:45from that and how do your coworkers react to this to your approach?
- 8:49Well,
- 8:50I think they,
- 8:51uh,
- 8:51they can not only,
- 8:53uh,
- 8:53hear me talking but they can see it in what I do every day.
- 8:56Um,
- 8:56as the way I carry myself,
- 8:58uh,
- 8:58the way I respond.
- 9:00Um,
- 9:00you know,
- 9:01one of the things that,
- 9:02uh,
- 9:02I don't think any one of my coworkers or anybody I work with can say that,
- 9:06hey,
- 9:06they've ever seen me upset.
- 9:08Um,
- 9:08that's not who I am.
- 9:10Um,
- 9:10I know that,
- 9:11you know,
- 9:12the storm may come but it's only their 10 and I always uh calm about situations and if two people get upset,
- 9:20we're not solving any problems.
- 9:22And I always tell people that I try to lead by example and I'm not gonna ask you to go do something that I'm not willing to either go out and be your biggest cheerleader side by side with you or go out and do it with you right now because there's probably people who are listening to this who are thinking about perhaps maybe applying for a job with your division,
- 9:41with your,
- 9:42with your group.
- 9:43What message would you like to send to someone who's thinking about joining public works and,
- 9:48and support services?
- 9:50Well,
- 9:50I would tell anybody that have a thought about joining uh public works and support services that you could not want work for a better city than the city of West Palm Beach.
- 9:59That's number one,
- 10:00number two,
- 10:01I think that I would say come and join the award winning team.
- 10:05You know what we do every single day,
- 10:06we get to make a difference.
- 10:08And you know,
- 10:08I always kind of go back to uh the sanitation division because within sanitation,
- 10:14if this is a service that everyone depends on every single day.
- 10:19Ok?
- 10:20And it,
- 10:21it's like clock work.
- 10:22People don't think about it.
- 10:23They know that their garbage days or whatever those garbage days are they put their garbage out when they get back home.
- 10:28The expectation is that,
- 10:30that garbage cart is gonna be empty.
- 10:32The moment that that garbage cart is not empty.
- 10:35Uh We're gonna be getting a phone call,
- 10:37what happened?
- 10:37And so we provide a service that not only people want,
- 10:41but people need and it's,
- 10:43it's not that hey,
- 10:44when you call us,
- 10:45uh it's not like when uh nothing against the police are fire something bad to happen.
- 10:49No,
- 10:49we're just providing the ongoing,
- 10:51ongoing service that everybody expects to have.
- 10:54Lean,
- 10:54obviously,
- 10:55the type of work that you do is very,
- 10:57very complex.
- 10:58How do you keep up with the state of the art and all the things that you're involved with?
- 11:04What sources do you use?
- 11:05Well,
- 11:06there's a different uh organizations that I'm affiliated with uh like a PW A which is American Public Works Association that I'm very involved in and also connected with other individuals and professionals that's across the United States.
- 11:20Um There's uh swana the solid waste authority of North America Organization and,
- 11:26and other organizations that I just tap into and that there's individuals that uh have been uh in those organizations for years and years and some of them are retired and consultants that I still keep in contact with uh to make sure that I'm relevant and plug into free webinars whenever they're uh available as well.
- 11:44Anyone that you can think of that truly motivated you or inspired you to be the man that you are.
- 11:52Well,
- 11:52I think that uh there's,
- 11:53there's probably a couple of individuals so I won't name them by name,
- 11:56but there's a couple that uh that are part of the organizations.
- 11:59Uh Just that I just said like uh a PW A and swana,
- 12:03you know,
- 12:04I could tell you that uh I took a trip over uh several years ago to the city of Clearwater and met some incredible gentlemen over there and that I,
- 12:13when I seen the uh friendship and relationship and working relationship that they built and uh and the individuals that uh was working for them that was so happy all the time and motivated to go out and do more uh that just inspired me to definitely latch on to those individuals and uh many other ones uh uh around the,
- 12:33the US.
- 12:34Uh But them in particular that made me say,
- 12:37hey,
- 12:37you know,
- 12:37something,
- 12:38those are the individuals that I want to be associated with and,
- 12:41and learn from them.
- 12:42All right.
- 12:43So if you had the opportunity now that you are director and you've had all this experience in your life.
- 12:48If you could reach back in time and talk to yourself when you were 23 years old and starting your career with the city of West Palm Beach,
- 12:55what advice would you give?
- 12:57Um I think,
- 12:58uh the one thing I would say is,
- 12:59hey,
- 13:00you know,
- 13:00uh continue,
- 13:01uh just go back and how many other individuals that you could bring along to show that how great that the city uh is and was.
- 13:12But how could you provide careers and opportunities uh,
- 13:15here for individuals that have,
- 13:18uh,
- 13:18came to the city,
- 13:20uh,
- 13:20uh,
- 13:20uh made a mistake and unfortunately,
- 13:23was unable to come back,
- 13:24you know,
- 13:24come and do a great job and,
- 13:26and have a long career,
- 13:28a rewarding career.
- 13:29Because,
- 13:29you know,
- 13:30one of the things that I asked,
- 13:31one of the employees that's in the street maintenance uh division is,
- 13:35hey,
- 13:35when you retire,
- 13:37what do you feel that you'd be most proud of when you're riding around the city of West Palm Beach with your grandkids?
- 13:44And he says all the signs that I've been able to put up,
- 13:48but not just that the signs that I've been able to put up,
- 13:50that I've been able to make a difference for every resident and visitor that come to the city of West Palm Beach by having the bright signs out,
- 13:59Leon.
- 13:59There's no doubt you and your team makes an incredible difference here in West Palm Beach.
- 14:05I wanna thank you for taking the time today and enjoying joining us.
- 14:09Is there anything that you would like to say to the folks out there now that we have an opportunity to have their ear?
- 14:13Any message for the folks,
- 14:15you know,
- 14:15again,
- 14:16is,
- 14:16you know,
- 14:17um my thing of it is is that,
- 14:19hey,
- 14:19we provide um um exceptional service here in the city of West Palm Beach.
- 14:26And one of the things I like to pride myself and my team on is that I can't do anything without having a winning and a great team,
- 14:33you know,
- 14:33set any expectations up front.
- 14:35So everybody know what their role is.
- 14:37You know,
- 14:37uh,
- 14:37most teams I'll use football as an example.
- 14:41You have one,
- 14:42maybe two quarterbacks,
- 14:44maybe three,
- 14:45you know,
- 14:45but at the same time,
- 14:46everybody needs to know what,
- 14:48what their role is,
- 14:49play their role and you can win any championship that you're going against because everybody knows what their role is and be the very best that you can possibly be because every individual add value to the team.
- 15:01Leon.
- 15:02Thank you so much for being here.
- 15:04Thank you for having me.
- 15:05Have a wonderful day.
