- 0:04We don't win anymore. We don't make good deals
- 0:06anymore. My philosophy on radical Islamic terrorism
- 0:09is very simple. We win, they lose. The world
- 0:12is a better place. It's a safer place. When we
- 0:14are the strongest military in the world, I believe
- 0:17we have an obligation to help people who live
- 0:19in the shadows. We were fiscally responsible.
- 0:22We took leadership positions. We were innovative.
- 0:25We must restore our place as the leader and indispensable
- 0:28power of the free world. We are going to make
- 0:31America great again. Tonight, live from the Peace
- 0:43Center in Greenville, South Carolina, CBS News
- 0:46brings you the Republican presidential debate.
- 0:53Good evening, I'm John Dickerson. This holiday
- 0:56weekend as America honors our first president,
- 0:59we're about to hear from six men who hope to
- 1:02be the 45th. Candidates for the Republican nomination
- 1:05are here in South Carolina for their ninth debate,
- 1:08one week before this state holds the first in
- 1:11the South primary. George Washington wrote, that
- 1:15the truth will ultimately prevail where there
- 1:18is pains taken to bring it to light. We hope
- 1:21to shed some light on the candidates' positions
- 1:23tonight to help voters make up their minds. So
- 1:26gentlemen, please join us on stage. With us tonight,
- 1:51with us tonight, our retired neurosurgeon Ben
- 1:55Carson of Florida. Senator Marco Rubio of Florida.
- 2:06Businessman Donald Trump of New York. Senator
- 2:14Ted Cruz of Texas, former Governor Jeb Bush of
- 2:21Florida, and Governor John Kasich of Ohio. Now,
- 2:32as most of you have heard by now, Supreme Court
- 2:34Justice Antonin Scalia died today at the age
- 2:37of 79. He was the longest -serving member of
- 2:40the court appointed by President Reagan in 1986.
- 2:44Justice Scalia was the court's leading conservative
- 2:47and even those who disagreed with his opinions
- 2:49regarded him as a brilliant legal scholar. Please
- 2:53join us and the candidates on our stage in a
- 2:56moment of silence for Justice Antonin Scalia.
- 3:07Thank you. We will talk to the candidates about
- 3:09Justice Scalia and the road ahead when the debate
- 3:12begins in a moment. Before we get started, candidates,
- 3:31here are the rules. When we ask you a question,
- 3:33you will have one minute to answer. And 30 seconds
- 3:37more if we ask a follow -up. If you're attacked
- 3:39by another candidate, you get 30 seconds to respond.
- 3:42And here's how we keep time. After we ask a question,
- 3:46you'll get a green light. The yellow light means
- 3:48you have 30 seconds left to finish your answer.
- 3:51And when time is up, the light turns red. That
- 3:54means please stop talking. If you keep talking,
- 3:58you'll hear this. You don't want to hear that.
- 4:02Joining me in the questioning tonight, my CBS
- 4:04News colleague, Chief White House Correspondent
- 4:06Major Garrett, and Kimberly Strassel, who is
- 4:09on the editorial board of the Wall Street Journal.
- 4:11And you can participate in the debate, too, through
- 4:14our partnership with Twitter. Tweet us your questions
- 4:16and comments using the hashtag GOPDebate. So
- 4:20let's begin. First, the death of Justice Scalia
- 4:24and the vacancy that leaves on the Supreme Court.
- 4:27Mr. Trump, I want to start with you. You've said
- 4:30that the president shouldn't nominate anyone
- 4:32in the rest of his term to replace Justice Scalia.
- 4:35If you were president and had a chance with 11
- 4:38months left to go in your term, wouldn't it be
- 4:41an abdication to conservatives in particular
- 4:43not to name a conservative justice with the rest
- 4:45of your term? Well, I can say this. If the president
- 4:49and if I were president now, I would certainly
- 4:51want to try and nominate a justice. And I'm sure
- 4:53that, frankly, I'm absolutely sure that President
- 4:56Obama will try and do it. I hope that our Senate
- 5:00is going to be able, Mitch and the entire group
- 5:03is going to be able to do something about it
- 5:05in times of delay. We could have a Diane Sykes
- 5:07or you could have a Bill Pryor. We have some
- 5:10fantastic people. But this is a tremendous blow
- 5:13to conservatism. It's a tremendous blow. frankly,
- 5:16to our country. So just to be clear on this,
- 5:19Mr. Trump, you're okay with the president nominating
- 5:21somebody? I think he's going to do it, whether
- 5:23I'm okay with it or not. I think it's up to Mitch
- 5:25McConnell and everybody else to stop it. It's
- 5:28called delay, delay, delay. Governor Kasich,
- 5:36I want to get your thoughts on this. Justice
- 5:38Scalia was a real believer, obviously, in the
- 5:41strict word of the Constitution. Now, Harry Reid
- 5:44says that a failure to fill his vacancy would
- 5:46be, quote, shameful abdication of one of the
- 5:49Senate's most essential constitutional responsibilities.
- 5:53Where do you come down on this? Well, John, first
- 5:55of all, if I were president, we wouldn't have
- 5:56the divisions in the country we have today. And
- 5:59I do want to take a second as we reflected on
- 6:01Judge Scalia. It's amazing. It's not even two
- 6:04minutes after the death of Judge Scalia. Nine
- 6:07children here today. Their father didn't wake
- 6:09up. His wife, you know, sad, but, you know, I
- 6:14just wish we hadn't run so fast into politics.
- 6:16Here's my concern about this. The country is
- 6:19so divided right now, and now we're going to
- 6:22see another partisan fight taking place. I really
- 6:25wish the president would think about not nominating
- 6:28somebody. If he were to nominate somebody, let's
- 6:30have him pick somebody that is going to have
- 6:32unanimous approval and such widespread approval
- 6:35across the country that this could happen without
- 6:38a lot of recrimination. I don't think that's
- 6:41going to happen. And I would like the president
- 6:43to just for once here put the country first.
- 6:46We're going to have an election for president
- 6:48very soon, and the people will understand what
- 6:51is at stake in that election. And so I believe
- 6:54the president should not move forward, and I
- 6:57think that we ought to let the next president
- 6:59of the United States decide who is going to run
- 7:01that Supreme Court with a vote by the people
- 7:03of the United States of America. Dr. Carson,
- 7:08you, like others, put out a statement after the
- 7:11death was announced, and you said the president
- 7:13should delay. You've written a book on the Constitution
- 7:16recently. What does the Constitution say about
- 7:19whose duty it is here to act in this kind of
- 7:21a situation? Well, the Constitution actually
- 7:25doesn't address that particular situation. But
- 7:27the fact of the matter is the Supreme Court obviously
- 7:32is a very important part of our governmental
- 7:35system. And when our Constitution was put in
- 7:39place, the average age of death was under 50.
- 7:44And therefore, the whole concept of lifetime
- 7:47appointments for Supreme Court judges and federal
- 7:50judges. was not considered to be a big deal.
- 7:53Obviously, that has changed. And it's something
- 7:56that probably needs to be looked at pretty carefully
- 7:59at some point. But we need to start thinking
- 8:03about the divisiveness that is going on in our
- 8:07country. I looked at some of the remarks that
- 8:10people made after finding out that Justice Scalia
- 8:13had died. And they were truly nasty remarks.
- 8:17And that we have managed to get to that position
- 8:19in our country is truly a shame. And we should
- 8:22be thinking about how can we create some healing
- 8:24in this land. But right now, we're not going
- 8:27to get healing with President Obama. That's very
- 8:30clear. So I fully agree that we should not allow
- 8:35a judge to be appointed during his time. Senator
- 8:39Rubio, you're a lawyer. Senator Rubio, you're
- 8:43a lawyer. Quickly, can you address the issue
- 8:45of whether the Constitution tells us who has
- 8:49the power to appoint Supreme Court justices?
- 8:51And then also, the Senate Republicans last year
- 8:54floated an idea of removing the filibuster for
- 8:57Supreme Court nominations. You seemed open to
- 9:01that. What's your feeling on that now? Well,
- 9:05let me first talk about Justice Scalia. His loss
- 9:07is tremendous, and obviously our hearts and prayers
- 9:09go out to his family. He will go down as one
- 9:11of the great justices in the history of this
- 9:13republic. You talk about someone who defended
- 9:15consistently the original meaning of the Constitution,
- 9:18who understood that the Constitution was not
- 9:20there to be interpreted based on the fads of
- 9:22the moment, but that it was there to be interpreted
- 9:25according to its original meaning. Justice Scalia
- 9:27understood that better than anyone in the history
- 9:29of this republic. His dissent, for example, on
- 9:31the independent council case is a brilliant piece
- 9:34of jurist work. And, of course, his dissent on
- 9:37Obergefell as well. Number two, I do not believe
- 9:40the president should appoint someone. And it's
- 9:41not unprecedented. In fact, it's been over 80
- 9:43years since a lame duck president has appointed
- 9:46a Supreme Court justice. And it reminds us of
- 9:49this, how important this election is. Someone
- 9:51on this stage will get to choose the balance
- 9:54of the Supreme Court. And it will begin by filling
- 9:56this vacancy that's there now. And we need to
- 9:58put people on the bench that understand that
- 10:00the Constitution is not a living and breathing
- 10:02document. It is to be interpreted as originally
- 10:04meant. Quickly, though, on this question. Very
- 10:14quickly, Senator, on this specific question,
- 10:16though. You were once in favor of dropping the
- 10:19threshold to 50 to a majority. You were never
- 10:21in favor of that. No, I've never. There has been,
- 10:23for example, today, according to the changes
- 10:25Harry Reid made. Appellate judges can now be
- 10:27appointed by a simple majority, but not Supreme
- 10:29Court justices. And I think today you see the
- 10:32wisdom of why we don't want that to change. Because
- 10:34if that were the case and we were not in charge
- 10:36of the Senate, Harry Reid and Barack Obama would
- 10:38ram down our throat a liberal justice like the
- 10:40ones Barack Obama has imposed on us already.
- 10:42Governor Bush, I'd like to ask you, conservatives
- 10:45for a long time have felt... Like, Republican
- 10:48presidents have picked justices that didn't turn
- 10:51out to be real conservatives. Bernie Sanders
- 10:54has said he would have a litmus test. He would
- 10:56make sure that he appointed a justice who was
- 10:58going to overturn Citizens United. If they can
- 11:01have a litmus test, what about you? Would you
- 11:02have a litmus test for a nominee, and what would
- 11:04it be? Not on specific issues, not at all. I
- 11:07think the next president, if I'm president, I'll
- 11:09appoint... I'll nominate people that have a proven
- 11:11record in the judiciary. The problem in the past
- 11:14has been we've appointed people thinking you
- 11:17can get it through the Senate because they didn't
- 11:19have a record. And the problem is that sometimes
- 11:21we're surprised. The simple fact is the next
- 11:24president needs to appoint someone with a proven
- 11:26conservative record, similar to Justice Scalia,
- 11:29that is a lover of liberty, that believes in
- 11:31limited government, that consistently applied
- 11:33that kind of philosophy, that didn't try to legislate
- 11:37from the bench, that was respectful of the Constitution,
- 11:39and then fight and fight and fight for that nomination
- 11:42to make sure that that nomination passes. Of
- 11:45course, the president, by the way, has every
- 11:47right to nominate. Supreme Court justices. I'm
- 11:49an article two guy in the Constitution. We're
- 11:52running for the President of the United States.
- 11:53We want a strong executive for sure. But in return
- 11:57for that, there should be a consensus orientation
- 11:59on that nomination. And there's no doubt in my
- 12:01mind that Barack Obama will not have a consensus
- 12:03pick when he submits that person to the Senate.
- 12:06Right. So, Senator Cruz, the Constitution. So,
- 12:12Senator Cruz, the Constitution says the president
- 12:14shall appoint with advice and consent from the
- 12:17Senate just to clear that up. So he has the constitutional
- 12:19power. but you don't think he should. Where do
- 12:23you set that date if you're president? Does it
- 12:25begin in election year, in December, November,
- 12:28September? And once you set the date, when you're
- 12:31president, will you abide by that date? Well,
- 12:34we have 80 years of precedent of not confirming
- 12:37Supreme Court justices in an election year. And
- 12:39let me say, Justice Scalia... Can I, I'm sorry
- 12:41to interrupt. Were any nominated, appointed in
- 12:44an election year? Or is that just there were
- 12:4580 years? 80 years of not confirming. For example,
- 12:49LBJ nominated Abe Fortas. Fortas did not get
- 12:52confirmed. He was defeated. But Kennedy was confirmed
- 12:55in 88. No, Kennedy was confirmed in 87. He was
- 12:59appointed in 87, confirmed in 88. That's the
- 13:02question. Is it appointing or confirming? In
- 13:04this case, it's both. But if I could answer the
- 13:06question. Sorry, I just want to get the facts
- 13:07straight for the audience. I apologize. Justice
- 13:16Scalia was a legal giant. He was somebody that
- 13:20I knew for 20 years. He was a brilliant man.
- 13:24He was faithful to the Constitution. He changed
- 13:26the arc of American legal history. And I'll tell
- 13:29you, his passing tonight, our prayers are with
- 13:31his family, with his wife Maureen, who he adored,
- 13:34his nine children, his 36 grandkids. But it underscores
- 13:38the stakes of this election. We are one justice
- 13:42away from a Supreme Court that will strike down
- 13:45every restriction on abortion adopted by the
- 13:47states. We are one justice away from a Supreme
- 13:50Court that will reverse the Heller decision,
- 13:52one of Justice Scalia's seminal decisions that
- 13:55upheld the Second Amendment right to keep and
- 13:57bear arms. We are one justice away from a Supreme
- 14:00Court that would undermine the religious liberty
- 14:02of millions of Americans. And the stakes of this
- 14:06election for this year, for the Senate, the Senate
- 14:09needs to stand strong and say, we're not going
- 14:11to give up. the U .S. Supreme Court for a generation
- 14:14by allowing Barack Obama to make one more liberal
- 14:18appointee, and then for the state of South Carolina,
- 14:22one of the most important judgments for the men
- 14:24and women of South Carolina to make is who on
- 14:27this stage has the background, the principle,
- 14:30the character, the judgment, and the strength
- 14:32of resolve to nominate and confirm principled
- 14:37constitutionalists to the court. That will be
- 14:39what I will do if I'm elected president. Thank
- 14:47you, Senator Cruz. All right, we're going to
- 14:49move on to national security here. And we are
- 14:51going to, I want to read a quote from Secretary
- 14:54Robert Gates, former Defense Secretary Robert
- 14:56Gates, who served for eight years under eight
- 14:59presidents. And this is what he said about Republican
- 15:01candidates. Quote, part of the concern that I
- 15:03have with the campaign is that the solutions
- 15:05being offered are so simplistic and so at odds
- 15:08with the way the world really works. So in that
- 15:10spirit, we're going to work tonight to be more
- 15:12specific. Mr. Trump, I want to start with you.
- 15:14You've said as president, you'll get up to speed
- 15:16very quickly. You'll know more quickly as president
- 15:19than any of the experts. So you've been elected
- 15:21president. It's your first day in the Situation
- 15:24Room. What three questions do you ask your national
- 15:27security experts about the world? What we want
- 15:31to do, when we want to do it, and how hard do
- 15:34we want to hit? Because we are going to have
- 15:36to hit very, very hard to knock out ISIS. We're
- 15:40going to also have to learn who our allies are.
- 15:42We have allies, so -called allies. We're spending
- 15:45billions and billions of dollars supporting people.
- 15:48We have no idea who they are in Syria. Do we
- 15:51want to stay that route, or do we want to go
- 15:53and make something with Russia? I hate to say
- 15:56Iran, but with Russia, because we made in the
- 15:59Iran deal, it's one of the worst deals I've ever
- 16:00seen negotiated in my entire life. It's a disgrace
- 16:03that this country negotiated that deal. But very
- 16:06important, not only a disgrace, it's a disgrace
- 16:11and an embarrassment, but very important. Who
- 16:14are we fighting with? Who are we fighting for?
- 16:16What are we doing? We have to rebuild our country.
- 16:20But we have to only get, I'm the only one on
- 16:22this stage that said, do not go into Iraq. Do
- 16:25not attack Iraq. Nobody else on this stage said
- 16:27that. And I said it loud and strong. And I was
- 16:29in the private sector. I wasn't a politician,
- 16:31fortunately. But I said it, and I said it loud
- 16:35and clear. You'll destabilize the Middle East.
- 16:37That's exactly what happened. I also said, by
- 16:39the way, four years ago, three years ago, attack
- 16:42the oil. Take the wealth away. Attack the oil
- 16:45and keep the oil. They didn't listen. They just
- 16:47started that a few months ago. Senator Rubio,
- 16:49just 30 seconds on this question, Senator Rubio.
- 16:56Are those the questions you would ask? No, I
- 16:58think there are three major threats that you
- 16:59want to immediately get on top of. Number one
- 17:01is, what are we doing in the Asia -Pacific region,
- 17:03where both North Korea and China pose threats
- 17:05to the national security of the United States?
- 17:07Number two is, what are we doing in the Middle
- 17:09East, with a combination of the Sunni -Shia conflict,
- 17:12driven by the Shia arc that Iran is now trying
- 17:14to establish in the Middle East, and also the
- 17:16growing threat of ISIS? And the third is, rebuilding
- 17:19and reinvigorating NATO in the European theater,
- 17:21particularly in Central Europe and in Eastern
- 17:23Europe, where Vladimir Putin is now threatening
- 17:25the territory of multiple countries, already
- 17:28controls 20 % of Georgia, and is... Let me ask
- 17:32you a follow -up, a full, proper question. Violent
- 17:41extremists are operating, are active in 40 countries.
- 17:44Some 80 countries are in different degrees of
- 17:48instability. And so that's just the crises overseas.
- 17:51Barack Obama walked into an economic collapse
- 17:53when he came into office. We face international
- 17:55health crises from Ebola to Zika. So there's
- 18:00a lot of opportunity for crisis, as you've talked
- 18:01about. What would you point to in your past to
- 18:05show voters that you've been in a crisis and
- 18:08that you've been tested when that inevitable
- 18:09crisis comes when you're president? Let me just
- 18:11tell you what's happened a couple years ago.
- 18:13One of the hardest decisions you'll ever make
- 18:14in Congress is when you are asked by the president
- 18:16to authorize the use of force in a conflict because
- 18:19you are now putting your name on behalf of the
- 18:21people of your state behind a military action
- 18:23where Americans in uniform could lose their life.
- 18:26So in 2014, Barack Obama said he would not take
- 18:29military action against Assad unless it was authorized
- 18:32by the Senate, beginning on the Committee of
- 18:33Foreign Relations, where I am one of its members.
- 18:36And it was hard, because you looked at the pictures.
- 18:38I saw the same images people saw. I'm the father
- 18:41of children. I saw the images of these little
- 18:43children being gassed and poisoned by their own
- 18:46leaders. And we were angry. Something had to
- 18:49happen, and there was the sense that we needed
- 18:50to seek retribution. And then I looked at Barack
- 18:53Obama's plan. Barack Obama's plan, which John
- 18:55Kerry later described as unbelievably small,
- 18:58and I concluded that not attack would not only
- 19:00not help the situation, it would make it actually
- 19:02worse. It would allow Assad to stand up to the
- 19:05United States of America, survive a strike, stay
- 19:08in power, and actually strengthen his grip. And
- 19:10so it was a difficult decision to make, and one
- 19:13we only had a few days to look at and make a
- 19:14decision on. And I voted against Barack Obama's
- 19:17plan to use force, and it was the right decision.
- 19:19Dr. Carson, I want to ask you a question. Dr.
- 19:27Carson. You've said you've had more 2 a .m. phone
- 19:30calls than anybody up on this stage. But when
- 19:33those 2 a .m. phone calls came, you operated
- 19:35on a foundation of all of that amazing medical
- 19:38work that you did, all of that learning. So if
- 19:40you were to be president, though, you wouldn't
- 19:42have the political foundation that hones those
- 19:44instincts when the 2 a .m. phone call comes.
- 19:47So isn't that a liability? No, it isn't. First
- 19:51of all, let me go back to your first question
- 19:54for me. It wasn't phrased as who gets to nominate
- 19:59Supreme Court appointees. Of course, that's the
- 20:02president. So I know that there's some left -wing
- 20:05media who would try to make hay on that. Secondly,
- 20:08thank you for including me in the debate. Two
- 20:11questions already. This is great. Now, as far
- 20:15as those 2 a .m. phone calls are concerned, judgment
- 20:22is what is required. The kinds of things that
- 20:26you come up with are sometimes very, very difficult
- 20:29and very unique. One of the things that I was
- 20:33known for is doing things that have not been
- 20:35done before. So no amount of experience really
- 20:39prepares you to do something that has never been
- 20:41done before. That's where judgment comes in.
- 20:44And that, I think, is a situation that we're
- 20:47in right now, a situation that we have never
- 20:50been in before with the kinds of threats that
- 20:52pose real danger to our nation. And it comes
- 20:55in very handy in those situations. Governor Kasich,
- 20:58Russia is being credited with bombing U .S.-backed
- 21:04rebels on behalf of Assad in Aleppo in Syria.
- 21:07They've also moved into the Crimea, eastern Ukraine.
- 21:12You said you want to punch him in the nose. What
- 21:14does that mean? What are you going to do? John,
- 21:16first of all, yes, first of all, look, we have
- 21:18to make it clear to Russia what we expect. We
- 21:20don't have to declare an enemy or rattle a sword
- 21:23or threaten, but we need to make it clear what
- 21:25we expect. Number one is we will arm the folks
- 21:29in Ukraine who are fighting for their freedom.
- 21:31They deserve it. There'll be no ifs, ands, or
- 21:33buts about it. Secondly, an attack on NATO trumped
- 21:36up on any excuse of Russian -speaking people,
- 21:39either in the NATO countries or in Finland or
- 21:41Sweden. is going to be an attack on us. And look,
- 21:44I think we have an opportunity as America to
- 21:46put something really great together again. The
- 21:49Egyptians, the Saudis, the Jordanians, the Gulf
- 21:53states, they all know they're at risk. We don't
- 21:56want to look into Europe. We look at France.
- 21:58We look at Germany and the migrants. We look
- 22:00at Belgium. We look at Britain. Everybody now
- 22:02is being threatened by radical Islam. We have
- 22:05an opportunity to lead. The fact of the matter
- 22:07is the world is desperate for our leadership.
- 22:10Sometimes they may make a remark here or there
- 22:13that we don't like, but frankly, the world needs
- 22:15us. And we have an opportunity now to assemble
- 22:18a coalition of the civilized people, those who
- 22:21respect civilization, the rights of women, the
- 22:23rights to protest, to be able to reassert our
- 22:26leadership all across this globe again and make
- 22:29sure this century is going to be the best we've
- 22:32ever seen. Governor Bush. You said defeating
- 22:37ISIS requires defeating Assad, but wouldn't that
- 22:41also put us into conflict with Russia, a country
- 22:44that supports Assad? So doesn't that mean effectively
- 22:46Assad's there to stay? No, it doesn't, and that's
- 22:49the problem. The lack of leadership in this country
- 22:51by Barack Obama, John Kerry, Hillary Clinton,
- 22:54thinking that this is a policy that works, this
- 22:57policy of containment with ISIS, it's a complete...
- 23:00unmitigated disaster. And to allow Russia now
- 23:03to have influence in Syria makes it harder. But
- 23:05we need to destroy ISIS and dispose of Assad
- 23:08to create a stable Syria so that the four million
- 23:11refugees aren't a breeding ground for Islamic
- 23:13jihadists. This is the problem. Donald Trump
- 23:16brought up the fact that he would want to accommodate
- 23:18Russia. Russia is not taking out ISIS. They're
- 23:21attacking our team, the team that we've been
- 23:25training and the team that we've been supporting.
- 23:27It is absolutely ludicrous to suggest that Russia
- 23:30could be a positive partner in this. They are
- 23:32on the run. They are making every time we step
- 23:35back, they're on the run. The question that you
- 23:37asked was a really good one about what you would
- 23:39do, what three things would you do. I would restore...
- 23:42the military, the sequester needs to be reversed.
- 23:45I would have a strategy to destroy ISIS and I
- 23:48would immediately create a policy of containment
- 23:50as it relates to Iran's ambitions and to make
- 23:54it make clear that we are not going to allow
- 23:56for Iran to do what it's doing, which is to move
- 24:00towards a nuclear weapon. Those three things
- 24:02would be the first and foremost things that we
- 24:03need to do in 2017. Mr. Trump, you were mentioned
- 24:11here. You did say you could get along very well
- 24:13with Vladimir Putin. You did at one point say,
- 24:15let Russia take care of ISIS. I'll be a genius.
- 24:17I like him so far, I have to tell you. Let me
- 24:19just tell you this. Jeb is so wrong. Jeb is absolutely
- 24:23so wrong. Just so you understand, you know what
- 24:28that is? That's Jeb's special interest in lobbyists
- 24:31talking. Look, let me just tell you something.
- 24:34Jeb is so wrong. You've got to fight ISIS first.
- 24:40You fight ISIS first. Right now, you have Russia,
- 24:43you have Iran, you have them with Assad, and
- 24:45you have them with Syria. You have to knock out
- 24:47ISIS. They're chopping off heads. These are animals.
- 24:50You have to knock them out. You have to knock
- 24:52them off strong. You decide what to do after.
- 24:54You can't fight two wars at one time. If you
- 24:57listen to him and you listen to some of the folks
- 24:59that I have been listening to, that's why we
- 25:01have been in the Middle East for 15 years, and
- 25:03we haven't won anything. We have spent $5 trillion
- 25:06in the Middle East because of thinking like that.
- 25:10We've spent five. And Lindsey Graham, Lindsey
- 25:13Graham, who backs him, who had zero on his polls.
- 25:15Let me just tell you something. We've spent.
- 25:18We've spent. We've spent. I only tell the truth,
- 25:25lobbyists. We've spent $5 trillion all over the...
- 25:28We have to rebuild our country. We have to rebuild
- 25:31our infrastructure. You listen to that, you're
- 25:33going to be there for another 15. All right,
- 25:35Governor Bush, please respond. So the very basic
- 25:38fact is that Vladimir Putin is not going to be
- 25:40an ally of the United States. The whole world
- 25:41knows this. It's a simple, basic fact. They're
- 25:44not taking out... They're not even attempting
- 25:47to take out ISIS. They're attacking... the troops
- 25:51that we're supporting. We need to create a coalition,
- 25:53Sunni -led coalition, on the ground with our
- 25:55special operators to destroy ISIS and bring about
- 25:57stability. And you can't do that with Assad in
- 26:00power. We're supporting troops that we don't
- 26:02even know who they are. We're supporting troops
- 26:04that we don't even know who they are. We have
- 26:08no idea who they are. Gentlemen, I think we're
- 26:10going to leave that there. I've got a question
- 26:12for the senator. This is from a guy who gets
- 26:13his foreign policy from the shows. This is a
- 26:15guy who, thanks to Hillary Clinton, was a great
- 26:17negotiator in Iran. We're living in dangerous
- 26:20times. This is a man who insults his way to the
- 26:24nomination. All right. All right. Gentlemen,
- 26:28gentlemen, let's leave it there so I can ask
- 26:29a question of Senator Cruz, who's also running
- 26:31for president. Senator Cruz, you've talked about
- 26:36the first the first Gulf War as being a kind
- 26:38of model for your focused and determined effort
- 26:40to go after after ISIS. But there were 700000
- 26:44ground troops as a part of that. So and you don't
- 26:46have a ground component to your plan. Why? Well,
- 26:50we need to focus on what the objective is. You
- 26:52know, your question about the first three questions
- 26:54you would ask in the situation room, I think
- 26:58it is a problem if the president and commander
- 27:01-in -chief we've elected does not have the experience
- 27:03and background to understand the threats facing
- 27:06this country coming in on day one. If you look
- 27:08at the threats facing this country, the single
- 27:10gravest threat... National security threat is
- 27:14the threat of a nuclear Iran. That's why I pledged
- 27:16on day one to rip to shreds this Iranian nuclear
- 27:19deal. And anyone that thinks you can negotiate
- 27:22with Khamenei does not understand the nature
- 27:25of Khamenei. When it comes to ISIS, we've got
- 27:28to have a focused objective. One of the problems
- 27:31of Barack Obama and Hillary Clinton's foreign
- 27:33policy, and sadly, too many establishment Republicans
- 27:36in Washington, is they focus on issues unrelated
- 27:39to protecting this country. They focus on nation
- 27:41building. They focus on toppling governments
- 27:44to promote democracy. And it ends up undermining
- 27:47our national security. Now, with regard to ISIS,
- 27:49we need a commander in chief that sets the objective.
- 27:52We will utterly defeat them because they have
- 27:54declared war. They've declared jihad on us. Now,
- 27:57what do we need to carry that out? We need overwhelming
- 27:59air power. We need to arm the Kurds who can be
- 28:03our boots on the ground. And if ground troops
- 28:05are necessary, then we should employ them. But
- 28:08it shouldn't be politicians demonstrating political
- 28:10toughness. It should be military expert judgment
- 28:13carrying out the objective set out by the commander
- 28:16in chief. Just very quickly, 30 second follow
- 28:23up. You've said that essentially the Kurds would
- 28:25be the American ground forces in there. The criticism
- 28:29that experts have on that is that the Kurds.
- 28:31only can work within their territory if they
- 28:33take larger amounts of territory you have an
- 28:35ethnic war with the arabs so the the kurds can't
- 28:37really do as much as you seem to be putting on
- 28:40on their backs we have kurds in both iraq and
- 28:43syria they are fighting isis right now they are
- 28:45winning victories right now isis is using american
- 28:48military equipment they've seized in iraq And
- 28:51the Obama administration refuses to arm the Kurds,
- 28:54the Peshmerga, the fighting forces who've been
- 28:55longtime allies. We ought to be arming them and
- 28:58letting them fight. Now, if we need to embed
- 29:00special forces to direct our overwhelming air
- 29:02power, if it is required to use ground troops
- 29:05to defeat ISIS, we should use them, but we ought
- 29:08to start with using our incredible air power
- 29:11advantage. The first Persian Gulf War, we launched
- 29:141 ,100 air attacks a day. Today, we're launching
- 29:17between 15 and 30. We're not using the tools
- 29:19we have, and it's because the commander -in -chief
- 29:22is not focused on defeating the enemy. All right,
- 29:24Mr. Trump. On Monday, George W. Bush will campaign
- 29:32in South Carolina for his brother. As you've
- 29:34said tonight, and you've often said, the Iraq
- 29:36war and your opposition to it was a sign of your
- 29:38good judgment. In 2008, in an interview with
- 29:41Wolf Blitzer talking about President George W.
- 29:43Bush's conduct of the war, you said you were
- 29:45surprised that Democratic Leader Nancy Pelosi
- 29:47didn't try to impeach him. You said, quote, which
- 29:50personally I think would have been a wonderful
- 29:51thing, close quote. When you were asked what
- 29:54you meant by that, you said, for the war, for
- 29:57the war. He lied. He got us into the war with
- 29:59lies. Do you still believe President Bush should
- 30:02have been impeached? First of all, I have to
- 30:03say, as a businessman, I get along with everybody.
- 30:06I have business all over the world. I know so
- 30:12many of the people in the audience. And by the
- 30:14way, I'm a self -funder. I don't have. I have
- 30:16my wife and I have my son. That's all I have.
- 30:19i don't have this so let me just tell you i get
- 30:24along with everybody which is my obligation to
- 30:26my company to myself etc obviously the war in
- 30:30iraq was a big fat mistake all right now you
- 30:34can take it any way you want and it took just
- 30:36it took jeb bush if you remember at the beginning
- 30:39of his announcement when he announced the president
- 30:41took him five days he went back it was a mistake
- 30:44it wasn't a mistake took him five days before
- 30:47his people told him what to say and he ultimately
- 30:50said it was a mistake the war in iraq we spent
- 30:53two trillion dollars thousands of lives we don't
- 30:56even have it iran is taking over iraq with the
- 30:59second largest oil reserves in the world obviously
- 31:01it was a mistake so George Bush made a mistake.
- 31:05We can make mistakes, but that one was a beauty.
- 31:07We should have never been in Iraq. We have destabilized
- 31:11the Middle East. So you still think he should
- 31:14be impeached? I think it's my turn, isn't it?
- 31:16You do whatever you want. You call it whatever
- 31:18you want. I want to tell you, they lied. They
- 31:20said there were weapons of mass destruction.
- 31:22There were none, and they knew there were none.
- 31:24There were no weapons of mass destruction. When
- 31:31a member on the stage's brother gets attacked,
- 31:33your brother gets to respond. Do I get to do
- 31:35it five or six times or just once responding
- 31:37to that? So here's the deal. I'm sick and tired
- 31:41of Barack Obama blaming my brother for all of
- 31:44the problems that he's had. And frankly, I could
- 31:49care less about the insults that Donald Trump
- 31:52gives to me. It's blood sport for him. He enjoys
- 31:55it, and I'm glad he's happy about it. But I am
- 31:57sick and tired of him. going after my family.
- 32:01My dad is the greatest man alive in my mind.
- 32:05While Donald Trump was building a reality TV
- 32:10show, my brother was building a security apparatus
- 32:13to keep us safe. And I'm proud of what he did.
- 32:19And he's had the gall to go after my mother.
- 32:21The World Trade Center came down during your
- 32:22brother's reign. He's had the gall to go after
- 32:23my mother. Remember that. Hold on. Let me finish
- 32:25this. He's had the gall to go after my mother.
- 32:28Look, I won the lottery when I was born 63 years
- 32:32ago, looked up and I saw my mom. My mom is the
- 32:34strongest woman I know. This is not about my
- 32:37family or his family. This is about the South
- 32:39Carolina families that need someone to be a commander
- 32:42-in -chief that can lead. And I'm that person.
- 32:44Governor Kasich, would you weigh in? Governor
- 32:50Kasich, please weigh in. I gotta tell you, this
- 32:53is just crazy, huh? This is just nuts, okay?
- 32:58Jeez, oh man. I'm sorry, John. Wait, why is it
- 33:03not? Talk about it. Give us your sense of...
- 33:05Oh, well, listen, I think being in Iraq, look,
- 33:08we thought there were weapons of mass destruction.
- 33:10Colin Powell, who's one of the most distinguished
- 33:12generals in modern time, said there were weapons
- 33:14there. But, but, the fact is we got ourselves
- 33:18in the middle of a civil war. The Sunni, the
- 33:21Shia, and the Kurds never gotten along. In fact,
- 33:24that country was drawn, the borders of that country
- 33:27were drawn after World War I. by westerners that
- 33:30didn't understand what was happening there the
- 33:32tragedy of it is that we're still embroiled and
- 33:36frankly if there weren't map weapons of mass
- 33:38destruction we should never have gone i don't
- 33:40believe that the united states should involve
- 33:42itself in civil wars civil wars are not in our
- 33:45direct interests and if you and look i served
- 33:47on the defense committee for 18 years and was
- 33:50called into the pentagon after 9 11 by secretary
- 33:53rumsfeld to deal with some of the most serious
- 33:55problems that we face the fact is is that we
- 33:58should go to war when it is our direct interest
- 34:01we should not be policemen of the war of the
- 34:03world but when we go we mean business we'll do
- 34:05our job we'll tell our soldiers our people in
- 34:08the service take care of your job and then come
- 34:10home once we've accomplished our goals that's
- 34:12what we need to do 30 seconds i just want to
- 34:17say at least on behalf of me and my family i
- 34:19thank god all the time that it was george w bush
- 34:22in the white house on 9 11 and not al gore I
- 34:34think you can look back in hindsight and say
- 34:36a couple things, but he kept us safe. And not
- 34:38only did he keep us safe, but no matter what
- 34:41you want to say about weapons of mass destruction,
- 34:43Saddam Hussein was in violation of UN resolutions,
- 34:45an open violation, and the world wouldn't do
- 34:47anything about it. And George W. Bush, enforced
- 34:49with the international community, refused to
- 34:51do. And again, he kept us safe, and I am forever
- 34:54grateful to what he did for this country. How
- 34:55did he keep us safe when the World Trade Center
- 34:57came down? I lost hundreds of friends. The World
- 35:05Trade Center came down. during the rain he kept
- 35:09us safe that's not safe that is not safe all
- 35:12right that is not safe the world trade center
- 35:15came down because bill clinton didn't kill osama
- 35:18bin laden when he had the chance to kill him
- 35:20and george bush by the way george bush had the
- 35:26chance also and he didn't listen to the advice
- 35:29of his cia all right dr carson we have a And
- 35:33I just have a cleansing. I'm not going to invite
- 35:35Donald Trump to the rally in Charleston on Monday
- 35:37afternoon. I don't want to go. I'm resending
- 35:41the invitation. I thought you might want to come,
- 35:43but I guess not. All right. Well, Dr. Carson,
- 35:45I've got a question now for you. A moment of
- 35:47pause here. You've said, Dr. Carson, that referring
- 35:51to yourself, that people bought into the idea
- 35:54that, quote, a nice person can't be tough on
- 35:57terrorists. You've called for loosening the rules
- 35:59of engagement for the military. which could lead
- 36:02to more civilian casualties. So explain why those
- 36:05casualties would be acceptable in the fight against
- 36:08ISIS. Well, first of all, let me just address
- 36:11the Iraq question. I was not particularly in
- 36:15favor of us going to war in Iraq, primarily because
- 36:20I've studied the Middle East, recognizing that
- 36:24those are nations that are ruled by dictators
- 36:28and have been for thousands of years. And when
- 36:31you go in and you remove one of those dictators,
- 36:34unless you have an appropriate plan for replacing
- 36:37them, you're going to have chaos. Now fortunately,
- 36:41we were able to stabilize the situation, and
- 36:44it was the current administration that turned
- 36:46tail and ran and destabilized the situation.
- 36:49Now, having said that, in terms of the rules
- 36:55of engagement, I was talking about, you know,
- 36:57Obama has said We shouldn't bomb tankers coming
- 37:01out of refineries because there may be people
- 37:03in there or because the environment may be hurt.
- 37:06That's just asinine thinking. And the fact of
- 37:08the matter is, obviously you're not going to
- 37:14accomplish all of your goals without some collateral
- 37:17damage. You have to be able to assess what is
- 37:20acceptable and what is not. All right. Thank
- 37:22you, Dr. Carson. We're going to have to take
- 37:23a commercial break here. Thank you to all the
- 37:25candidates. We'll be right back with CBS News'
- 37:272016 debate in Greenville, South Carolina. Miranda,
- 37:33it's one of the worst deals I've ever seen negotiated
- 37:35in my entire life. It's a disgrace. The Constitution
- 37:38is not a living and breathing document. It is
- 37:41to be interpreted as originally meant. We need
- 37:43to destroy ISIS and dispose of Assad. We're back
- 37:56with the Republicans who would be president.
- 37:58The topic now is money and how the candidates
- 38:00would spend it. I'll turn the questioning over
- 38:03to Kimberly Strassel of the Wall Street Journal
- 38:04and Major Garrett of CBS News. Kim? Mr. Trump,
- 38:08you have made a lot of promises and you have
- 38:14also, you're the only candidate who has said
- 38:17he would not touch entitlements. The Committee
- 38:20for a Responsible Federal Budget has estimated
- 38:23that your ideas would cost an additional $12
- 38:26to $15 trillion over the next 10 years and that
- 38:30we would have to have... annual economic growth
- 38:32of anywhere from 7 .7 % to 9 % annually to pay
- 38:37for them. Are you proposing more than you can
- 38:40actually deliver, at least not without big deficits?
- 38:43First of all, when you say I'm the only candidate,
- 38:46if you listen to the Democrats, they want to
- 38:48do many things to Social Security. And I want
- 38:52to do them on its own merit. If you listen to
- 38:54them, what they want to do to Social Security,
- 38:56none of these folks are getting elected. okay
- 38:58whether they can do it or not i'm going to save
- 39:00social security i'm going to bring jobs back
- 39:03from china i'm going to bring jobs back from
- 39:05mexico and from japan where they're all every
- 39:08country throughout the world now vietnam that's
- 39:10the new one they are taking our jobs they're
- 39:13taking our wealth they're taking our base And
- 39:15you and I have had this discussion. We're going
- 39:17to make our economy strong again. I'm lowering
- 39:19taxes. We have $2 .5 trillion offshore. We have
- 39:22$2 .5 trillion that I think is actually $5 trillion
- 39:25because the government has no idea when they
- 39:27say $2 .5 trillion. They have no idea what they're
- 39:29doing or saying, as they've proven very well.
- 39:32We're going to bring that money back. You take
- 39:33a look at what happened just this week. China
- 39:36bought the Chicago Stock Exchange. China, a Chinese
- 39:40company. Carrier is moving. to Mexico air conditioning
- 39:44company not only the ones I talk about all the
- 39:47time Nabisco and Ford and they're all moving
- 39:49out we have an economy that last quarter GDP
- 39:53didn't grow it was flat we have to make our economy
- 39:57grow again we're dying this country is dying
- 40:00and our workers are losing their jobs and you're
- 40:03going to lose yourself i'm the only one going
- 40:05to save social security believe me okay but how
- 40:07would you actually do that can i ask you because
- 40:09right now social security tremendous waste i'll
- 40:12tell you they take up two -thirds of the budget
- 40:14waste fraud and abuse that we're taking care
- 40:18of that we're taking care of it's tremendous
- 40:20we have in social security right now thousands
- 40:24and thousands of people that are over 106 years
- 40:28old. Now you know they don't exist. They don't
- 40:30exist. There's tremendous waste, fraud, and abuse,
- 40:34and we're going to get it. But we're not going
- 40:35to hurt the people who've been paying into Social
- 40:38Security their whole life, and then all of a
- 40:39sudden they're supposed to get less. We're bringing
- 40:41our jobs back. We're going to make our economy
- 40:44great again. Senator Cruz. John mentioned this
- 40:50is about dollars and cents. We also want to talk
- 40:52about economic growth and wage growth. You have
- 40:54proposed a consumption tax. You call it a flat
- 40:56tax. Some analysts compare it more akin to a
- 40:59value -added tax. From a perspective of economic
- 41:01growth and building wages, how does that work,
- 41:03and how would you address the longstanding conservative
- 41:06concern that something approaching a value -added
- 41:09tax will be used to constantly increase those
- 41:12rates to pay for future government spending and
- 41:14become an escalator of taxation, not of growth?
- 41:17Well, let me say at the outset that, Everyone
- 41:19here understands, everyone understands at home,
- 41:22that the middle class has been left behind in
- 41:24the last seven years of the Obama economy. And
- 41:27we've got to bring jobs back. We've got to get
- 41:29people back to work. We've got to get wages going
- 41:32up again. We've got to get people moving from
- 41:34part -time work to full -time work. We all agree
- 41:37on that, but it's not going to be solved with
- 41:39magic pixie dust. It's not just going to be solved
- 41:41by declaring into the air, let there be jobs.
- 41:45We actually have to understand the principles
- 41:47that made America great in the first place. Now,
- 41:50where do you get economic growth if you look
- 41:52at cause and effect over our nation's history?
- 41:55Every time we lessen the burden of Washington
- 41:57on small business owners, on job creators, we
- 42:00see incredible economic growth. You do that through
- 42:03tax reform and regulatory reform. My tax plan,
- 42:06typical family of four, first $36 ,000 you earn,
- 42:10you pay nothing in taxes. No income taxes, no
- 42:13payroll taxes, no nothing. Above 10%, everyone
- 42:16pays the same simple flat 10 % income rate. It's
- 42:20flat and fair. You can fill out your taxes on
- 42:23a postcard, and we abolish the IRS. And if you
- 42:26want to see the postcard, I've got it on my website.
- 42:29Right, but to the question, because conservatives
- 42:32have flirted with this idea conceptually for
- 42:34a long time. But especially on this consumption
- 42:37value -added tax system in Europe, where it exists,
- 42:40it has become an escalator of taxation to feed
- 42:42government spending. And that's why conservatives
- 42:45have long resisted it. Why? And what would you
- 42:48do as president to make sure that doesn't happen?
- 42:50So, Major, the business flat tax that is in my
- 42:52tax plan is not a VAT. A VAT in Europe is a sales
- 42:57tax. The business flat tax is not a sales tax.
- 42:59It is a tax of 16 % opposed fairly and evenly
- 43:03across the board on all businesses. And one of
- 43:06the things that's critical is we're doing that
- 43:09in conjunction with abolishing the corporate
- 43:11income tax, with abolishing the Obamacare taxes,
- 43:14with abolishing the payroll taxes, which are
- 43:17the biggest taxes paid by most working Americans,
- 43:19and with abolishing the death tax, which is cruel
- 43:22and unfair. And you asked about economic growth.
- 43:25The Nonpartisan Tax Foundation estimated that
- 43:28the Cruz simple flat tax would produce 4 .9 million
- 43:31new jobs, would increase capital investment by
- 43:3444%, and would lift everyone's incomes by double
- 43:38digits. That's how you turn the country around,
- 43:40not just hoping and praying for it, but implementing
- 43:44policies that work. Okay, I have a question,
- 43:47a related tax question for Senator Rubio. Senator
- 43:51Rubio, you have the highest tax rate of anyone
- 43:54up on the stage in terms of the top tax rate,
- 43:5635%, which some economists say would limit its
- 43:59potential to boost economic growth. You do that
- 44:03so that you will have more revenue to pay for
- 44:05a tripling of the child tax credit. Normally,
- 44:08it's liberals who like to use the tax code to
- 44:11influence social policy. Why should conservatives
- 44:15want a tax plan that adopts the other side's
- 44:17approach? Well, because I'm not influencing social
- 44:18policy. This is their money. This is the money
- 44:21of parents. You don't earn the tax credit unless
- 44:23you're working. That's your money. It doesn't
- 44:24belong to the government. And here's what I don't
- 44:26understand. If a business takes their money and
- 44:28they invest it in a piece of equipment, they
- 44:30get to write it off their taxes. But if a parent
- 44:33takes money that they have earned through work
- 44:35and invests it in their children, they don't?
- 44:37This makes no sense. Parenting is the most important
- 44:40job any of us will ever have. Family formation
- 44:42is the most important institution in society.
- 44:46My tax plan does is it does create, especially
- 44:49for working families, an additional child tax
- 44:51credit so that parents who are working get to
- 44:54keep more of their own money, not the government's
- 44:56money. to invest in their children, to go to
- 44:58school, to go to a private school, to buy a new
- 45:00backpack. Because let me tell you, if you're
- 45:02a parent that's struggling, you know that $50
- 45:04a month is a difference between a new pair of
- 45:06shoes this month or not getting a new pair of
- 45:08shoes for your kids. I'm going to have a tax
- 45:10plan that is pro -family because the family is
- 45:12the most important institution in society. You
- 45:14cannot have a strong country without strong families.
- 45:22Governor Kasich, this goes to the sides of government.
- 45:29In 2013, you pushed through a Medicaid reform
- 45:32in your state over the objections of many of
- 45:34the Republicans in your state. Total enrollment
- 45:37and overall costs of that program have gone well
- 45:40beyond what anyone had expected, including yourself.
- 45:43How can you argue that this overall growth fits
- 45:46in with conservative ambitions to significantly
- 45:49cut back on the size of federal welfare programs?
- 45:52Well, first of all, those numbers are incorrect.
- 45:53Our Medicaid programs are coming in below cost
- 45:57estimates, and our Medicaid program in the second
- 45:59year grew at 2 .5%. And, Kimberly, let me tell
- 46:03you, when we expand Medicaid and we treat the
- 46:05mentally ill, then they don't live under a bridge
- 46:08or live in a prison, where they cost $22 ,500
- 46:11a year. When we take the drug addicted and we
- 46:14treat them in the prisons, we stop the revolving
- 46:17door of people in and out of prisons, and we
- 46:19save $22 ,500 a year. Guess what else? They get
- 46:24their lives back. And the working poor, they're
- 46:27now getting health care. And you know that about
- 46:28a third of the people who are now getting that
- 46:31health care are people who are suffering very
- 46:34serious illnesses, particularly cancer. So what
- 46:37I would tell you is we've gone from an $8 billion
- 46:39hole to a $2 billion surplus. We've cut taxes
- 46:43by more than any governor in America by $5 billion.
- 46:46We have grown the number of jobs by 400 ,000
- 46:50private sector jobs since I've been governor.
- 46:52Our credit is strong, our pensions are strong,
- 46:55and frankly, we leave no one behind. Economic
- 46:58growth is not an end unto itself. We want everyone
- 47:01to rise, and we will make them personally responsible
- 47:04for the help that they get. And that is exactly
- 47:07the program we're driving in Ohio. And boy, people
- 47:09ought to look at Ohio because it's got the good
- 47:11formula. Governor Bush, I've got a question for
- 47:13you, but you want to jump in. Can I jump in and
- 47:17then I've got a question for you? Look, I admire
- 47:18the fact that Governor Kasich is supporting spending
- 47:20more money on drug treatment and mental health.
- 47:22I think that's a high priority all across this
- 47:24country. But expanding Obamacare is what we're
- 47:27talking about. And Obamacare's expansion, even
- 47:30though the federal government is paying for the
- 47:32great majority of it, is creating further debt.
- 47:35on the backs of our children and grandchildren.
- 47:37We should be fighting Obamacare, repealing Obamacare,
- 47:40replacing it with something totally different.
- 47:42When I was as a private citizen, Florida was
- 47:45confronted with this choice. The governor was
- 47:47supportive of doing what John did. So was the
- 47:50Florida Senate. Committed Speaker of the House
- 47:53asked me to go as a private citizen to make the
- 47:56case against the expansion. I did. And it wasn't
- 47:59expanded there, just as it wasn't expanded in
- 48:01South Carolina under Governor Hunter. Real quickly,
- 48:03jump in. I've got a question. First of all, when
- 48:06Jeb was governor, his first four years as governor,
- 48:10his Medicaid program. grew twice as fast as mine
- 48:14okay it's just a fact now with obamacare i've
- 48:17not only sued the administration i did not set
- 48:19up an exchange and he knows that i'm not for
- 48:22obamacare never have been but here's interesting
- 48:24about medicaid you know who expanded medicaid
- 48:26five times to try to help the folks and give
- 48:29them opportunities so they could rise and get
- 48:31a job president ronald reagan now the fact of
- 48:35the matter is we expanded to get people on their
- 48:37feet and once they're on their feet we are We
- 48:40are giving them the training and the efforts
- 48:42that they need to be able to get work and pull
- 48:45out of that situation. That's what we're doing
- 48:47in our state. South Carolinians need to know
- 48:49this because the Cato Institute, which grades
- 48:51governors based on their spending, rank him right
- 48:55at the bottom. Governor Bush, fine. Governor
- 48:57Haley's ranked at the top. Let me get a question
- 48:59for you. No, but you mentioned my name. I understand.
- 49:00Let me finish this. Wait, wait, wait. Hold on,
- 49:02Major. Hold on, Major. South Carolinians want
- 49:05to make sure that they elect the most conservative
- 49:06governor or candidate that can win. Let me just
- 49:11tell you. Major. Major. We can't. Look, I've
- 49:14got to correct the record. And the fact of the
- 49:17matter is, we went from an $8 billion hole to
- 49:20a $2 billion surplus. We're up 400 ,000 jobs.
- 49:23Our credit is rock solid. And I don't know. Look,
- 49:26the bottom line is, the people of this country
- 49:29and this state. want to see everybody rise and
- 49:32they want to see unity and i don't want to get
- 49:34into all this fighting tonight because people
- 49:36are frank sick of the negative campaigning and
- 49:39i'm going to stay positive about what i want
- 49:41to do from the perspective of economic growth
- 49:43viewed from this perspective of economic growth
- 49:46you have proposed a tax on hedge fund managers
- 49:50the americans for tax reform a conservative tax
- 49:52group you're probably aware of has said no republican
- 49:55should be for higher taxes on capital gains And
- 49:59many conservatives wonder if this proposal of
- 50:01yours would undermine not only that philosophy,
- 50:03but undercut your projection of 4 % economic
- 50:06growth annually under your presidency. Of course
- 50:08not. It won't have an impact on hedge fund managers
- 50:11paying ordinary income. In fact, it's not just
- 50:15hedge fund people, but people that are doing,
- 50:17they're in the business of investing other people's
- 50:19money. Getting capital gains treatment is not
- 50:22appropriate. They should be paying ordinary income.
- 50:25That's their business. They're grateful to be
- 50:26able to make a lot of money, I'm sure. And what
- 50:29we do is lower the rates. It's not the end of
- 50:32the world that private equity people and hedge
- 50:34fund folks that are right now getting capital
- 50:36gains treatment for the income they earn pay
- 50:38ordinary income like everybody else in this room.
- 50:41That's not a problem at all. What we need to
- 50:42do is to reform the tax code to simplify the
- 50:45rates to shift power away from Washington, D
- 50:48.C. That's what I did as governor of the state
- 50:49of Florida, $19 billion of tax cuts, and it stimulated
- 50:53seven out of the eight years Florida led the
- 50:55nation in job growth. Very good. Dr. Carson,
- 50:59before we go to break, could you give us your
- 51:03sense of this conversation about either Medicaid
- 51:05or economic growth through taxation? Well, first
- 51:08of all, let me just mention on the tax issue.
- 51:10Ben Carson dot com go read about it because my
- 51:14tax plan has been praised by Cato by Wall Street
- 51:19Journal Forbes said it is the best the most pro
- 51:21-growth tax plan and it's based on real fairness
- 51:25for everybody starts at the 150 percent poverty
- 51:30level But even the people below that have to
- 51:33pay something because everybody has to have skin
- 51:35in the game. Millions of people can't talk about
- 51:39what other people have to pay and have no skin
- 51:40in the game. And it deals with the corporate
- 51:44tax rate. It makes it the same as everybody else.
- 51:46Everybody plays exactly the same. And as far
- 51:49as Medicare and Medicaid, my main goal is to
- 51:52get rid of Obamacare and put the care back in
- 51:55the hands of patients. Dr. Carson, I'm sorry.
- 51:57We have to go to a commercial. The free market
- 51:59wants what it wants. Back soon to the 2016 Republican
- 52:03debate in Greenville, South Carolina. We're supporting
- 52:16that we don't even know who they are. This is
- 52:19a man who insults his way to the nomination.
- 52:21I thank God all the time that it was George W.
- 52:24Bush in the White House on 9 -11 and not Al Gore.
- 52:26The World Trade Center came down during the rain.
- 52:32So you still think he should be impeached? I
- 52:33think it's my turn. You do whatever you want.
- 52:35They lied. They said there were weapons of mass
- 52:38destruction. There were none, and they knew there
- 52:40were none. I am sick and tired of him going after
- 52:43my family. Live from the Peace Center in Greenville,
- 52:55South Carolina, CBS News brings you the Republican
- 52:58presidential debate. Here again, John Dickerson.
- 53:02Welcome back. We'll begin the second half of
- 53:04the debate with one of the hottest issues in
- 53:06the Republican campaign, immigration. But before
- 53:09I turn it back to Major Garrett and Kim Strassel,
- 53:11I have one question for Mr. Trump. Mr. Trump,
- 53:14in the Republican National Committee's Spanish
- 53:16-language response to the State of the Union,
- 53:18Congressman Diaz -Balart said, quote, it's essential
- 53:21that we find a legislative solution, talking
- 53:24about immigration, to offer a permanent and humane
- 53:27solution to those who live in the shadows. What
- 53:30does that mean to you, a humane solution to those
- 53:33who live in the shadows? I want everybody taken
- 53:36care of, but we have to take care of our people
- 53:38in this country. We're not taking care of our
- 53:40people. We have no border. We have no control.
- 53:44People are flooding across. We can't have it.
- 53:47We either have a border, and I'm very strongly,
- 53:50I'm not proposing, I will build a wall. I will
- 53:53build a wall. Remember this. The wall will be
- 53:55paid for by Mexico. We are not being treated
- 53:58right. We are not being treated properly. If
- 54:03we don't have borders, if we don't have strength,
- 54:05we don't have a country. People are flowing across.
- 54:08We have to take care of our people. Believe me.
- 54:12Senator Rubio. For the purposes of the lines
- 54:16you would draw legislatively as a president on
- 54:19immigration reform, define amnesty. Well, first
- 54:22of all, I think amnesty is the forgiveness of
- 54:24a wrongdoing without consequence. And I've never
- 54:27supported that. I do not support that. I think
- 54:29there has to be consequences for violating our
- 54:31immigration laws. What I think is clear about
- 54:35this issue to begin with is we're not going to
- 54:37be able to make progress on illegal immigration
- 54:38until, first, illegal immigration is brought
- 54:41under control. Now, you go back to 1986 when
- 54:44they legalized 3 million people and they promised
- 54:46to secure the border. It didn't happen. And as
- 54:48a result, people have lost trust in the federal
- 54:50government. It is now clear that the only way
- 54:52to make progress on immigration is not just to
- 54:54pass a law. that enforces the law, but actually
- 54:57prove to people that it's working. They want
- 54:59to see the wall built. They want to see the additional
- 55:01border agents. They want to see E -Verify. They
- 55:03want to see an entry -exit tracking system. 40
- 55:05% of the people in this country illegally are
- 55:08entering legally and overstaying visas. And only
- 55:10after all of that is in place, then we'll see
- 55:13what the American people are willing to support
- 55:14on this issue. I think the American people will
- 55:16be very reasonable, but responsible, about how
- 55:19you handle someone who's been here a long time,
- 55:20who can pass a background check, who pays a fine
- 55:23and starts paying taxes, and all they want is...
- 55:25a work permit, but you can't do any of that until
- 55:27you prove to people that illegal immigration
- 55:29is under control once and for all. Senator Cruz,
- 55:40you have promised to deport illegal aliens. You've
- 55:44also promised to reverse President Obama's executive
- 55:46action that gives temporary amnesty to illegals
- 55:50that were brought here by their parents as children.
- 55:53As president, you would have the names and addresses
- 55:55of the some 800 ,000 of those that have registered
- 55:59under that action. Now, you have said that in
- 56:01this country, we shouldn't go door to door looking
- 56:03for illegals. But in this case, you'd have a
- 56:05list. Would you use it? Well, you know, your
- 56:08question highlights a sharp difference on immigration
- 56:11on this stage. You know, in a Republican primary,
- 56:15everyone talks tough on immigration. Everyone
- 56:17is against illegal immigration in a Republican
- 56:19primary. But as voters, we've been burned. over
- 56:23and over again by people that give us a great
- 56:25campaign speech and they don't walk the walk.
- 56:27There are sharp differences on amnesty. If you
- 56:32look at the folks on this stage, when Harry Reid
- 56:36and Chuck Schumer and establishment Republicans
- 56:40were leading the fight to pass a massive amnesty
- 56:43plan, I stood with Jeff Sessions and Steve King
- 56:48and the American people and led the fight to
- 56:50defeat that amnesty plan. So would you use...
- 56:56Now that moment was what Reagan would call a
- 57:01time for choosing. When it comes to deciding
- 57:04which side of the line you're on, the Rubio -Schumer
- 57:07amnesty plan, apparently supported by the donor
- 57:12class, which is why Washington supported it,
- 57:16the Rubio -Schumer amnesty plan passed the Senate.
- 57:20And it was on the verge of passing the House.
- 57:22House leadership intended to take it up and pass
- 57:25it with the Democrats overruling most of the
- 57:28Republicans. And the question for anyone on illegal
- 57:30immigration is where were you in that fight?
- 57:34Where did you stand? You are right. There is
- 57:36a difference between Senator Rubio and me on
- 57:38this question. We're going to have to do this
- 57:40again, okay? When that issue was being debated,
- 57:46Ted Cruz at a committee hearing very passionately
- 57:48said, I want immigration reform to pass. I want
- 57:50people to be able to come out of the shadows.
- 57:52And he proposed an amendment that would have
- 57:54legalized people here. Not only that, he proposed
- 57:56doubling the number of green cards. He proposed
- 57:59a 500 % increase on guest workers. Now his position
- 58:02is different. Now he is a passionate opponent
- 58:06of all those things. So he either wasn't telling
- 58:08the truth then or he isn't telling the truth
- 58:09now. But to argue he's a purist on immigration
- 58:12is just not true. Major, I get a response to
- 58:16that. All right, Senator Cruz. Your response,
- 58:19Senator Cruz. You know, the lines are very, very
- 58:21clear. Marco right now supports citizenship for
- 58:2512 million people here illegally. I oppose citizenship.
- 58:29Marco stood on the debate stage and said that.
- 58:32But I would note not only that. Marco has a long
- 58:34record when it comes to amnesty. In the state
- 58:36of Florida, Speaker of the House, he supported
- 58:38in -state tuition for illegal immigrants. In
- 58:42addition to that, Marco went on Univision in
- 58:45Spanish and said he would not rescind President
- 58:48Obama's illegal executive amnesty on his first
- 58:51day in office. I have promised to rescind every
- 58:54single illegal executive action, including that
- 58:57one. First of all, I don't know how he knows
- 59:05what I said on Univision because he doesn't speak
- 59:06Spanish. And second of all, the other point that
- 59:09I would make... Look, this is a disturbing pattern
- 59:16now. Because for a number of weeks now, Ted Cruz
- 59:18has just been telling lies. He lied about Ben
- 59:20Carson in Iowa. He lies about Planned Parenthood.
- 59:23He lies about marriage. He's lying about all
- 59:26sorts of things. And now he makes things up.
- 59:27The bottom line is this is a campaign and people
- 59:29are watching it and they see the truth behind
- 59:31all these issues. And here's the truth. Ted Cruz
- 59:33supported legalizing people that were in this
- 59:35country legally. And only now does he say he
- 59:38will. That is absolutely false. What he said
- 59:40is knowingly false. And I would note, if you
- 59:44want to assess who's telling the truth, if you
- 59:47want to assess who's telling the truth, then
- 59:50you should look. To Jeff Sessions, who said without
- 59:53Ted Cruz, the Rubio Schumer amnesty bill would
- 59:56have passed and Ted was responsible. You should
- 59:58look to Rush Limbaugh and Mark Levin. Senator
- 1:00:02Cruz, I'll put the video online and you can make
- 1:00:06it. Governor Bush, I want to bring this out to
- 1:00:08a little wider philosophical aperture, if you
- 1:00:11will. Thank you. You have said illegal immigrants,
- 1:00:15quote, broke the law, but it's not a felony.
- 1:00:18Still quoting you, it's an act of love. It's
- 1:00:19an act of commitment to your family. Mr. Trump
- 1:00:22has, as you are well aware, denounced that statement
- 1:00:24over and over. Do you still believe it? What
- 1:00:26does that mean to you? And how does that inform
- 1:00:28your approach to immigration reform? Great question.
- 1:00:31I feel like I have to get into my inner Chris
- 1:00:34Christie and point out that the reason why I
- 1:00:37should be president is listening to two senators
- 1:00:40talk about arcane amendments to bills that didn't
- 1:00:43pass. This is... this is the problem we need
- 1:00:46we need a leader to fix this problem and i have
- 1:00:49a detailed plan to do just that including controlling
- 1:00:52the border dealing with the visa overstayers
- 1:00:54making sure that we have a path to legal status
- 1:00:57not to citizenship for those that come out from
- 1:00:59the shadows and pay a fine learn english don't
- 1:01:01commit crimes work and pay taxes that is the
- 1:01:04better approach fundamentally do you believe
- 1:01:05this rhetoric is insufficiently compassionate
- 1:01:07to this issue the great majority of people that
- 1:01:09come to this country come because they have no
- 1:01:12other choice they want to come to provide their
- 1:01:14families that doesn't mean it's right that doesn't
- 1:01:17mean it's right we should pick who comes to our
- 1:01:19country we should control our border coming here
- 1:01:21legally should be a lot easier than coming here
- 1:01:23illegally but the motivation they're not all
- 1:01:25rapists as you know who said they're not that
- 1:01:29these are people that are coming to provide for
- 1:01:31their families and we should show a little more
- 1:01:33respect for the fact that they're struggling
- 1:01:35it doesn't mean we shouldn't be controlling the
- 1:01:37border that's exactly what we should be doing
- 1:01:39mr trump Look, when I announced that I was running
- 1:01:48for president on June 16th, illegal immigration
- 1:01:52wasn't even a subject. If I didn't bring it up,
- 1:01:55you wouldn't even be talking. Now, I don't often
- 1:02:00agree with Marco, and I don't often agree with
- 1:02:03Ted, but I can in this case. The weakest person
- 1:02:06on this stage by far on illegal immigration is
- 1:02:11Jeb Bush. They come out of an act of love, whether
- 1:02:15you like it or not. He is so weak on illegal
- 1:02:18immigration, it's laughable. And everybody knows
- 1:02:21it. So, you know, this is the standard operating
- 1:02:25procedure to disparage me. That's fine. I don't
- 1:02:27really care. Spend a little more money on the
- 1:02:29commercials. But if you want to talk about weakness,
- 1:02:32you want to talk about weakness, it's weak to
- 1:02:35disparage women. It's weak to disparage Hispanics.
- 1:02:38It's weak to denigrate the disabled. And it's
- 1:02:44really weak to call John McCain a loser because
- 1:02:46he was a POW. I never called him. That is outrageous.
- 1:02:49He's an American hero. The simple fact is, I've
- 1:02:53laid out my plans. He said about language, my
- 1:02:55language. Two days ago, he said he would take
- 1:02:58his pants off and moon everybody. And that's
- 1:03:01fine. Nobody reports that. He gets up and says
- 1:03:03that. And then he tells me, oh, my language was
- 1:03:06a little bit rough. My language. Governor Kasich.
- 1:03:09Give me a break. Governor Kasich. Governor Kasich.
- 1:03:13Here in South Carolina, earlier this week, you
- 1:03:15said the idea, the concept of deporting 11 million
- 1:03:18undocumented workers here. Make sure my mother's
- 1:03:21listening and she's watching the debate. I didn't
- 1:03:22say that. You did say it. It's been reported
- 1:03:25in 10 different newspapers. We will leave the
- 1:03:27moon metaphors to be adjudicated later, I assure
- 1:03:29you. Governor Kasich, you said earlier this week
- 1:03:34in South Carolina, the concept, the idea of deporting
- 1:03:3711 million undocumented workers in this country
- 1:03:39is nuts. Why is it you are so opposed to that
- 1:03:43idea? Senator Cruz has said it's a simple application
- 1:03:45of existing law. The application of that is not
- 1:03:48inhumane. It is just. Why do you disagree? Before
- 1:03:51I get to that, this is the ninth of the tenth
- 1:03:53debate. And what I've been watching here, this
- 1:03:56back and forth, and these attacks, some of them
- 1:03:59are personal. I think we're fixing to lose the
- 1:04:02election to Hillary Clinton if we don't stop
- 1:04:04this. I mean, the fact is, you know what I would
- 1:04:08suggest? Why don't we just take all the negative
- 1:04:11ads and all the negative comments down from television
- 1:04:13and let us just talk about what we're for and
- 1:04:15let's sell that and the Republican Party will
- 1:04:18be stronger as a result. What are you for on
- 1:04:21immigration? You know this. Look, first of all,
- 1:04:25I'm for sealing the border, okay? And then I'm
- 1:04:27for a guest worker program. People can come in,
- 1:04:30work, and go back home. We haven't closed the
- 1:04:32border because special interests, I believe,
- 1:04:34blocked it. Then we have 11 .5 million people
- 1:04:37here. If they have not committed a crime since
- 1:04:39they've been here, make them pay a fine and some
- 1:04:42back taxes and give them a path to legalization,
- 1:04:44never to citizenship. It is not going to happen
- 1:04:48that we're going to run around... and try to
- 1:04:51drag 11 .5 million people out of their homes.
- 1:04:53I'll tell you this. Within the first 100 days,
- 1:04:56I will send a plan like this to the Congress
- 1:04:58of the United States, and if I'm president, I'll
- 1:05:00bet you dollars to donuts right now it will pass.
- 1:05:03That is a reasonable proposal that the people
- 1:05:05of this country, in my judgment, will support,
- 1:05:08and so will the bulk of the Congress of the United
- 1:05:10States. Moving subjects. Dr. Carson. This week,
- 1:05:16Morgan Stanley agreed to pay a $3 .2 billion
- 1:05:19fine to state and federal authorities for contributing
- 1:05:22to the mortgage crisis. You have a lot of Democrats
- 1:05:24out saying that we should be jailing more executives.
- 1:05:27So two questions. Should financial executives
- 1:05:30be held legally responsible for financial crisis?
- 1:05:34And do you think fines like these are an effective
- 1:05:36way to deter companies from future behavior like
- 1:05:40that? Well, first of all, please go to my website,
- 1:05:44bencarson .com, and read my immigration policy,
- 1:05:47okay, because it actually makes sense. Now, as
- 1:05:51far as these fines are concerned, you know, here's
- 1:05:55the big problem. We've got all these government
- 1:05:58regulators, and all they're doing is running
- 1:06:00around looking for people to fine. And we've
- 1:06:04got 645 different federal agencies and sub -agencies,
- 1:06:09way, way too many, and they don't have anything
- 1:06:11else to do. I think what we really need to do
- 1:06:15is start trimming the regulatory agencies rather
- 1:06:19than going after the people who are trying to
- 1:06:22increase the economic viability of our society.
- 1:06:28Now, that doesn't mean that there aren't some
- 1:06:30people out there who are doing bad things. but
- 1:06:32i'm not sure that the way to solve that problem
- 1:06:35is by increasing all the regulatory burden you
- 1:06:38know when you consider how much regulations cost
- 1:06:41us each year you know two trillion dollars per
- 1:06:44family twenty four thousand dollars per family
- 1:06:47that happens to be the same level as poverty
- 1:06:50level for a family of four you want to get rid
- 1:06:53of poverty get rid of all the regulations senator
- 1:06:56uh senator cruz i have a question for you speaker
- 1:06:59paul ryan has made a big commitment to trying
- 1:07:02to lift the 50 million poor out of poverty. And
- 1:07:06Arthur Brooks, who is the president of the American
- 1:07:08Enterprise Institute, says, quote, if we are
- 1:07:10not warriors for the poor every day, free enterprise
- 1:07:13has no matter. How have you been in your campaign
- 1:07:16a warrior for the poor? I think it is a very
- 1:07:18important question because the people who have
- 1:07:20been hurt the most in the Obama economy have
- 1:07:23been the most vulnerable. It's been young people.
- 1:07:25It's been Hispanics. It's been African -Americans.
- 1:07:28It's been single moms. We have the lowest percentage
- 1:07:30of Americans working today. in any year since
- 1:07:331977. And the sad reality is big government,
- 1:07:37massive taxes, massive regulation doesn't work.
- 1:07:40What we need to do instead is bring back booming
- 1:07:43economic growth. Let small businesses are the
- 1:07:46heart of the economy. Two -thirds of all new
- 1:07:48jobs come from small businesses. If we want to
- 1:07:50lift people out of poverty, you know, I think
- 1:07:53of these issues from the perspective of my dad.
- 1:07:55My dad fled Cuba in 1957. He was just 18. He
- 1:07:59couldn't speak English. He had nothing at $100
- 1:08:01in his underwear. And he washed dishes making
- 1:08:0450 cents an hour and paid his way through school.
- 1:08:08Today, my dad is a pastor. He travels the country
- 1:08:10preaching the gospel. Now, I think about all
- 1:08:13of these issues. How would it impact my dad when
- 1:08:15he was washing dishes? If we had Obamacare in
- 1:08:18place right now, the odds are very high my father
- 1:08:21would have been laid off because it's teenage
- 1:08:22kids like my dad who've gotten laid off. If he
- 1:08:25didn't get laid off, the odds are high he would
- 1:08:27have had his hours forcibly reduced. to 28, 29
- 1:08:30hours a week. We need to lift the burdens on
- 1:08:34small businesses so you have jobs, and we need
- 1:08:36welfare reform that gets people off of welfare
- 1:08:39and back to work. Mr. Trump, Mr. Trump, I was
- 1:08:44with you in Pendleton, South Carolina earlier
- 1:08:46this week at the Rodeo Arena. It was a bit chilly
- 1:08:48there. You promised the crowd, and they rose
- 1:08:50to their feet, that if Ford or a company like
- 1:08:52it were to move a factory to Mexico, you would
- 1:08:55try to stop it or threaten them with a 35 %...
- 1:08:59tax or tariff on every car sold. Or a tax. Right.
- 1:09:02So my question is, based on your understanding
- 1:09:05of the presidency, where do you derive that power?
- 1:09:07Would you need the consent of Congress to go
- 1:09:09along? And do you see the presidency as a perch
- 1:09:13from which you can cajole and or threaten private
- 1:09:16industry to do something you think is better
- 1:09:18for the U .S. economy? I would build consensus
- 1:09:20with Congress, and Congress would agree with
- 1:09:23me. I'll give you an example. Because I don't
- 1:09:25like the idea of using executive orders like
- 1:09:28our president. It is a disaster what he's doing.
- 1:09:31I would build consensus, but consensus means
- 1:09:34you have to work hard. You have to cajole. You
- 1:09:36have to get them into the Oval Office and get
- 1:09:38them all together, and you have to make deals.
- 1:09:40Let me just tell you, I mentioned before, China,
- 1:09:43a big Chinese company, bought the Chicago Exchange.
- 1:09:46carrier is moving and if you saw the people because
- 1:09:49they have a video of the announcement that carrier
- 1:09:51is moving to mexico okay well i'll tell you what
- 1:09:54i would go right now to carry it and i would
- 1:09:57say i am going to work awfully hard you're going
- 1:10:00to make air conditioners now in mexico you're
- 1:10:03going to get all of these 1400 people that are
- 1:10:05being laid off they're laid off they were crying
- 1:10:06they were it was a very sad situation you're
- 1:10:09going to go to mexico you're going to make air
- 1:10:11conditions in mexico you're going to put them
- 1:10:12across our border with no tax I'm going to tell
- 1:10:15them right now, I am going to get consensus from
- 1:10:17Congress and we're going to tax you when those
- 1:10:19air conditions come. So stay where you are or
- 1:10:22build in the United States, because we are killing
- 1:10:25ourselves with trade pacts that are no good for
- 1:10:27us and no good for our workers. All right, Mr.
- 1:10:31Trump, thank you so much. We're going to take
- 1:10:32a break for a moment. We'll be back in a moment
- 1:10:34with the CBS News Republican debate. We're not
- 1:10:40taking care of our people. We have no border.
- 1:10:43We have no control. People are flooding across.
- 1:10:46We can't have it. Ted Cruz has just been telling
- 1:10:49lies. He lied about Ben Carson in Iowa. He lies
- 1:10:52about Planned Parenthood. He lies about marriage.
- 1:10:54He's lying about all sorts of things, and now
- 1:10:56he makes things up. We should be fighting Obamacare,
- 1:10:59repealing Obamacare, replacing it with something
- 1:11:01totally different. We're back now from Greenville,
- 1:11:14South Carolina, with the candidates for the Republican
- 1:11:16presidential nomination. Mr. Trump, I have a
- 1:11:19question for you. Presidents have to, on the
- 1:11:22one hand, be firm. but also be flexible. You've
- 1:11:25been flexible and changed your opinion on a number
- 1:11:26of things, from abortion to Hillary Clinton.
- 1:11:29But you've said, rightly, that it's just like
- 1:11:31Ronald Reagan, who changed his mind on things.
- 1:11:33But at the same time, you're criticizing Senator
- 1:11:36Cruz for what you say is a change on immigration.
- 1:11:39He disputes that, of course. So why is your change
- 1:11:42of opinion make you like Reagan, and when he
- 1:11:44changes his opinion, it's a huge character flaw?
- 1:11:48John, in life... You have flexibility. You do
- 1:11:50have flexibility. When you're fighting wars,
- 1:11:53you're going one way. You have a plan. It's a
- 1:11:55beautiful plan. It can't lose. The enemy makes
- 1:11:58a change, and all of a sudden, you have to change.
- 1:12:00You have to have flexibility. And Ronald Reagan,
- 1:12:02though, in terms of what we're talking about,
- 1:12:04was the great example. He was a somewhat liberal
- 1:12:07Democrat who became a somewhat... Pretty strong
- 1:12:10conservative. He became, most importantly, became
- 1:12:12a great president. He made many of the changes
- 1:12:15that I've made. I mean, I've seen, as I grew
- 1:12:17up, I've seen, and as I get older and wiser,
- 1:12:19and I feel that I am a conservative. Now, I also
- 1:12:22feel I'm a common -sense conservative, because
- 1:12:25some of the views I don't agree with, and I think
- 1:12:28a lot of people agree with me, obviously, based
- 1:12:30on what's happening. Which conservative idea
- 1:12:32don't you agree with? Well, I think these people
- 1:12:35always hit me with eminent domain. And frankly,
- 1:12:38I'm not in love with eminent domain, but eminent
- 1:12:41domain is something that you need very strongly.
- 1:12:43When Jeb had said you used eminent domain privately
- 1:12:46for a parking lot, it wasn't for a parking lot.
- 1:12:48The state of New Jersey, too bad Chris Christie
- 1:12:50is not here, he could tell you. The state of
- 1:12:53New Jersey went to build a very large tower that
- 1:12:55was going to employ thousands of people. I mean,
- 1:12:58it was going to really do a big job in terms
- 1:13:00of economic development. Now, just so you understand,
- 1:13:03I got hit very hard. It's private. It's private
- 1:13:05eminent domain. You understand. that they took
- 1:13:08over a stadium in Texas and they used private
- 1:13:10eminent domain, but he just found that out after
- 1:13:12he made the charge. All right. Governor Bush,
- 1:13:14I think by they, he's referring to your brother.
- 1:13:16You're on the hook for your brother. Well, Jeb
- 1:13:17wouldn't have known about it. So there's all
- 1:13:19sorts of intrigue about where I disagree with
- 1:13:23my brother. There'd be one right there. You should
- 1:13:25not use eminent domain for private purposes,
- 1:13:28a baseball stadium or a parking lot for limos.
- 1:13:30You shouldn't have used it then, Jeb. It's very
- 1:13:32different. Transmission lines, pipelines. bridges,
- 1:13:37highways, all of that is proper use of eminent
- 1:13:40domain. Not to take an elderly woman's home to
- 1:13:43build a parking lot so that high rollers can
- 1:13:46come from New York City to failed casinos in
- 1:13:49Atlantic City. That is not the appropriate thing
- 1:13:51to do. Senator Cruz, you were mentioned in the
- 1:13:53mix here. Your response? You know, flexibility
- 1:13:57is a good thing, but you shouldn't be flexible
- 1:14:01on core principles. I like Donald. He is an amazing
- 1:14:06entertainer. But his policies for most of his
- 1:14:09life. Thank you very much. I appreciate it. For
- 1:14:11most of his life, his policies have been very,
- 1:14:13very liberal. For most of his life, he has described
- 1:14:16himself as very pro -choice and as a supporter
- 1:14:20of partial birth abortion. Right now, today,
- 1:14:23as a candidate, he supports federal taxpayer
- 1:14:25funding for Planned Parenthood. I disagree with
- 1:14:27him on that. That's a matter of principle. You
- 1:14:30are the single biggest liar. You probably are
- 1:14:32worse than Jeb Bush. You are the single biggest
- 1:14:35liar. This guy lied. Let me just tell you. This
- 1:14:39guy lied about Ben Carson when he took votes
- 1:14:41away from Ben Carson in Iowa. And he just continues.
- 1:14:46And today, we had robocalls saying Donald Trump
- 1:14:49is not going to run in South Carolina, where
- 1:14:52I'm leading by a lot. I'm not going to run. Vote
- 1:14:55for Ted Cruz. This is the same thing he did to
- 1:14:58Ben Carson. This guy will say anything. Nasty
- 1:15:02guy. Now I know why he doesn't have one endorsement
- 1:15:04from any of his colleagues. All right, John,
- 1:15:07I get to respond. He's a nasty guy. I will say
- 1:15:12it is fairly remarkable to see Donald defending
- 1:15:16Ben after he called him pathological and compared
- 1:15:19him to a child molester, both of which were offensive
- 1:15:21and wrong. But let me say more broadly, you notice
- 1:15:24Donald didn't disagree with the substance. that
- 1:15:27he supports taxpayer funding for Planned Parenthood.
- 1:15:30And Donald has this weird pattern. When you point
- 1:15:33to his own record, he screams, liar, liar, liar.
- 1:15:36If you want to go... Where did I support it?
- 1:15:38Where did I support it? Hey, Ted, where did I
- 1:15:40support it? If you want to go and watch the video,
- 1:15:42go to our website, tedcruz .org. Where did I
- 1:15:45support it, Ted? You can see it out of Donald's
- 1:15:47own mouth. Where did I support it? You supported
- 1:15:49it when we were battling over defunding Planned
- 1:15:51Parenthood. You went on television and said Planned
- 1:15:54Parenthood does wonderful things and we should
- 1:15:56not defund them. Well, it does do wonderful things,
- 1:15:58but not as it relates to abortion. So tell me,
- 1:16:00what are the wonderful things it does? There
- 1:16:03are wonderful things having to do with women's
- 1:16:05health. You see, you and I disagree on that.
- 1:16:07Not when it comes to abortion. Not when it comes
- 1:16:09to abortion. John, the reason principle matters.
- 1:16:13The reason principle matters, sadly, was illustrated
- 1:16:16by the first questions today. The next president
- 1:16:18is going to appoint one, two, three, four Supreme
- 1:16:21Court justices. If Donald Trump is president,
- 1:16:23he will appoint liberals. If Donald Trump is
- 1:16:26president, your second amendment will go away.
- 1:16:29Hold on, gentlemen, I'm going to turn this car
- 1:16:33around. with your brother wanted John Roberts
- 1:16:38to be in the United States Supreme Court. They
- 1:16:40both pushed him. He twice approved Obamacare.
- 1:16:43All right, gentlemen. My name was mentioned twice.
- 1:16:48Hold on. Gentlemen, we're in danger of driving
- 1:16:51this into the dirt. You gave us Obamacare. Senator
- 1:16:53Rubio, I'd like you to go on and jump in here.
- 1:16:56You just called me a liar. I understand. You're
- 1:16:57on deck, Governor. He also denigrated one of
- 1:17:00my heroes, Ronald Reagan. Ronald Reagan. was
- 1:17:03a liberal maybe in the 1950s. He was a conservative
- 1:17:06reform governor for eight years before he became
- 1:17:09president, and no one would suggest he made an
- 1:17:11evolution for political purposes. He was a conservative,
- 1:17:14and he didn't tear down people like Donald Trump
- 1:17:17did. He tore down the Berlin Wall. Okay, Governor,
- 1:17:19thank you. Great guy. Governor, Senator Cruz,
- 1:17:2430... 30 seconds on this one. I did not nominate
- 1:17:28John Roberts. I would not have nominated John
- 1:17:30Roberts. You pushed him. You pushed him. You
- 1:17:32worked with him, and you pushed him. Why do you
- 1:17:34lie? Donald, adults learn not to interrupt each
- 1:17:36other. Why do you lie? You pushed him. Donald,
- 1:17:39adults learn not to interrupt each other. Yeah,
- 1:17:40yeah, I know. You're an adult. I did not nominate
- 1:17:43him. I would not have nominated him. I would
- 1:17:46have nominated my former boss, Mike Ludig, who
- 1:17:48was Justice Scalia's first law clerk. And you
- 1:17:51know how I know that Donald's Supreme Court justices
- 1:17:53will be liberals? Because his entire life he
- 1:17:57supported liberals from Jimmy Carter to Hillary
- 1:17:59Clinton to John Kerry. In 2004, he contributed
- 1:18:03to John Kerry. Nobody who cares about judges
- 1:18:05would contribute to John Kerry, Hillary Clinton,
- 1:18:08Chuck Schumer, and Harry Reid. That's what Donald
- 1:18:10Trump does. Governor, we're going to switch gears
- 1:18:12here. Senator Marco Rubio. Senator Marco Rubio,
- 1:18:15please weigh in. On anything I want? Oh, I thought
- 1:18:18you had a... Well, let me talk about poverty.
- 1:18:20I thought you had a point you wanted to make.
- 1:18:22No, I do. That was me. And that's something that's
- 1:18:24important. I think that was me that had a point.
- 1:18:26You're in the on -deck circle, sir. You know,
- 1:18:28the issue of poverty is critical because for
- 1:18:30me, poverty is free enterprise not reaching people.
- 1:18:33Today, we have anti -poverty programs that don't
- 1:18:36cure poverty. We don't cure poverty in America.
- 1:18:38Our anti -poverty programs have become, in some
- 1:18:40instances, a way of life, a lifestyle. Now, we
- 1:18:43do need anti -poverty programs. You can't have
- 1:18:45free enterprise without them, but not as a way
- 1:18:47of life. And so I have a very specific proposal
- 1:18:49on this, and in 60 seconds I can't describe it
- 1:18:52all, but it basically turns the program over
- 1:18:54to states. It allows states to design innovative
- 1:18:57programs that cure poverty, because I think Nikki
- 1:18:59Haley will do a better job curing poverty than
- 1:19:02Barack Obama. Senator, I wanted to ask you, just
- 1:19:05going back to immigration, in the last debate
- 1:19:07you listed your series of accomplishments in
- 1:19:09the Senate. One thing you left off was... was
- 1:19:11immigration reform is it the case that in your
- 1:19:14list of accomplishments you can't mention that
- 1:19:16well no it's not the case it didn't pass and
- 1:19:18we haven't solved immigration in this country
- 1:19:20it's still a problem it is worse today than it
- 1:19:22was three years ago which is worse than it was
- 1:19:24five years ago and it has to be confronted and
- 1:19:26solved but the only way forward on this issue
- 1:19:28you asked a question about flexibility let me
- 1:19:30tell you about that One of the things that you
- 1:19:32need in leadership is the ability to understand
- 1:19:34that to get things done, you must figure out
- 1:19:36the way to get it done. You will not pass comprehensive
- 1:19:38immigration reform. People do not trust the federal
- 1:19:41government. They want to see the law being enforced.
- 1:19:44They want to see illegal immigration come under
- 1:19:46control. They want to see that wall. They want
- 1:19:48to see E -Verify. They want to see all of these
- 1:19:50things working. And then they will have a conversation
- 1:19:52with you about what do you do with people that
- 1:19:55have been here a long time that are otherwise,
- 1:19:57you know, not criminals. But they're not going
- 1:19:59to do it until you first enforce the law. Dr.
- 1:20:01Carson, I have a question for you. Candidates
- 1:20:08are... Before you ask the question, can I respond
- 1:20:10to the, you know, they've mentioned my name a
- 1:20:12couple of times. All right, you have 30 seconds,
- 1:20:14doctor. All right. Well, first of all, you know,
- 1:20:17so many people have said to me, you need to scream
- 1:20:19and jump up and down like everybody else. Is
- 1:20:22that really what you want, what we just saw?
- 1:20:25I don't think so. And, you know, when I got into
- 1:20:28this race... I decided to look under the hood
- 1:20:31of the engine of what runs Washington, D .C.
- 1:20:34And my first inclination was to run away. But
- 1:20:36I didn't do it because I'm thinking about our
- 1:20:38children and the fact that we are the United
- 1:20:42States of America. And anybody up here is going
- 1:20:44to be much better than what's going to come on
- 1:20:46the other side. And what happened tonight with
- 1:20:49Justice Scalia tells you that we cannot afford
- 1:20:52to lose this election and we cannot be tearing
- 1:20:55each other down. Dr. Carson, let me ask you.
- 1:21:01A different question. You were the first one,
- 1:21:03really, to talk about political correctness.
- 1:21:05Everybody now talks about it, but that was really
- 1:21:07what sparked your rise. Politicians are often
- 1:21:11accused of glossing over any hard choices people
- 1:21:14have to make, just always selling happy, nice
- 1:21:17things. So in the spirit of saying something
- 1:21:21that might be politically incorrect, tell the
- 1:21:23voters something that they need to hear but that
- 1:21:24might be politically incorrect. Well, first of
- 1:21:27all, I'm not a politician. So I'm never going
- 1:21:30to become a politician. But here's what people
- 1:21:33need to know. People need to know that free college
- 1:21:38is a non -starter. You know, you have to look
- 1:21:42at our economic situation. We're on the verge
- 1:21:45of economic collapse. And, you know, it's not
- 1:21:49just the $19 trillion. But it's also the $200
- 1:21:53trillion in unfunded liabilities. And what we
- 1:21:56need to think about is what does that do to the
- 1:21:59average person? When we have a debt of that nature,
- 1:22:02it causes the Fed to change their policy. It
- 1:22:07causes the central bank to keep the rates low.
- 1:22:10And who does that affect? Mr. Average, who used
- 1:22:14to go to the bank every Friday and put part of
- 1:22:16his check in the bank and watch it grow over
- 1:22:18three decades and be able to retire with a nice
- 1:22:20nest egg. That's gone. That part of the American
- 1:22:22dream is gone. All of these things are disappearing.
- 1:22:25And Bernie Sanders and people like Hillary Clinton
- 1:22:28blame it on the rich. They say those evil rich
- 1:22:30people, if we take their money, we can solve
- 1:22:32the problem. It's not the evil rich people. It's
- 1:22:35the irresponsible evil government. All right.
- 1:22:38Governor Kasich. Governor Kasich, you've been
- 1:22:44described as the Democrats' favorite Republican.
- 1:22:46You talked about a New Hampshire Democrat who
- 1:22:48would come up to you and say, I hope you win.
- 1:22:51Why will that help you win a Republican nomination?
- 1:22:54You know, John, I think all people are the same.
- 1:22:56Look, I did 106 town halls, and I've been doing
- 1:22:59them left and right here in South Carolina. Look,
- 1:23:01the first thing we have to do is grow the economy.
- 1:23:03And I know the formula because I was chairman
- 1:23:06in Washington when we balanced the budget and
- 1:23:08created so many jobs, and the same that we've
- 1:23:10been able to do in Ohio. You need common -sense
- 1:23:12regulations so small business can flourish. You
- 1:23:16need lower taxes both on businesses and individuals.
- 1:23:19And you need a fiscal plan to be able to get
- 1:23:22ourselves in a situation where people can predict
- 1:23:24a little bit about the future when it comes to
- 1:23:27the fiscal issues. And when you have that formula...
- 1:23:30combined with workforce that's trained, you can
- 1:23:32explode the economy and create many jobs. I've
- 1:23:35done it twice, and I want to go back to Washington
- 1:23:37and do it again. John, the thing is, is that
- 1:23:40I think that there are people now, these blue
- 1:23:42-collar Democrats, my dad was a blue -collar
- 1:23:45Democrat, the Democratic Party's left them. When
- 1:23:48they're arguing about being socialists, They've
- 1:23:50lost those blue -collar Democrats. And you know
- 1:23:53what I think they get out of me is my sense of
- 1:23:56what they get out of me. And it's embarrassment
- 1:23:58about campaigns. You brag about yourself. But
- 1:24:00I think I'm a uniter. I think people sense it.
- 1:24:03I think they know I have the experience and that
- 1:24:05I'm a man that can give people hope and the sense
- 1:24:08that they have an opportunity to rise. And I
- 1:24:10tell you, I love these blue -collar Democrats
- 1:24:12because they're going to vote for us come next
- 1:24:14fall. Promise you that. Mr. Trump, let me ask
- 1:24:19you a question. Presidents in both parties say
- 1:24:22that the one thing you need in your administration
- 1:24:24is somebody who can tell you you're wrong. You
- 1:24:27don't necessarily seem like somebody who has
- 1:24:29somebody who tells you you're wrong a lot. Can
- 1:24:31you tell us of an instance where somebody said,
- 1:24:33Donald Trump, you're wrong, and you listened
- 1:24:35to them? Well, I would say my wife tells me I'm
- 1:24:38wrong all the time, and I listen. About what?
- 1:24:44Oh, let me just say. Look, I am very open. I
- 1:24:47hired top people. I've had great success. I built
- 1:24:50a great, great company. I don't need to do this.
- 1:24:53I'm self -funding. I'm spending a lot of money.
- 1:24:55I've spent, like, in New Hampshire, I spent $3
- 1:24:58million. Jeb Bush spent $44 million. He came
- 1:25:02in five, and I came in number one. That's what
- 1:25:04the country needs, folks. I spent three. He spends
- 1:25:0742 of their money, of special interest money.
- 1:25:11it's just this is not going to make excuse me
- 1:25:13this is not going to make our country great again
- 1:25:16this is not what we need in our country we need
- 1:25:19people that know what the hell they're doing
- 1:25:21and politicians they're all talk they're no action
- 1:25:25and that's why people are supporting me i do
- 1:25:27listen to people i hire experts i hire top top
- 1:25:30people and i do listen and you know what sometimes
- 1:25:33they're wrong you have to know what to do when
- 1:25:36to do it but sometimes they're wrong Something
- 1:25:39in talking to voters that they wish somebody
- 1:25:41would tell you to cut it out is the profanity.
- 1:25:45What's your reaction? Over the years, I've made
- 1:25:52many speeches. People have asked me, big companies
- 1:25:55have asked me to make speeches and friends of
- 1:25:57mine that run big companies on success. And on
- 1:25:59occasion, in order to sort of really highlight
- 1:26:02something, I use a profanity. One of the profanities
- 1:26:07that I got. credited with using that i didn't
- 1:26:09use was a very bad word two weeks ago that i
- 1:26:12never used i said you and everybody said oh he
- 1:26:17didn't say anything wrong but you bleeped it
- 1:26:18so everyone thinks i said i didn't say anything
- 1:26:21i never said the word it is very unfair that
- 1:26:25criticism now i will say this with all of that
- 1:26:27being said i have said i will not do it at all
- 1:26:30because if i say a word that's a little bit off
- 1:26:33color a little bit it ends up being a headline
- 1:26:35i will not do it again I was a very good student
- 1:26:38at a great school. Not using, by the way, not
- 1:26:41using profanity is very easy. Okay, Governor
- 1:26:44Bush, I'd like to ask you... I've got to respond
- 1:26:46to this. Well, can I... How about you respond
- 1:26:48and then you can answer the question I'm about
- 1:26:50to ask you. Sounds like a good plan. Or you could
- 1:26:52ask me two questions so I could get two minutes
- 1:26:54instead of one. If we adjudicate this, the night
- 1:26:56will be over. Governor, in 2012, you said that
- 1:26:58your father and Ronald Reagan... would have a
- 1:27:00hard time in today's Republican Party based on
- 1:27:02their records of trying to find accommodation
- 1:27:04and finding some degree of common ground. Do
- 1:27:07you still feel that way? I think that the dysfunction
- 1:27:09in Washington is really dangerous. That's what
- 1:27:11I think. And we need a proven leader that has
- 1:27:13a record of solving problems, someone who doesn't
- 1:27:15cut and run, someone who could be a commander
- 1:27:17in chief. to unite our country around common
- 1:27:20purposes, someone who doesn't disparage people,
- 1:27:23someone that doesn't brag, for example, that
- 1:27:24he's been bankrupt four times and it was great
- 1:27:27because he could use the legal system. Let me
- 1:27:29respond. That's another lie. I never went bankrupt.
- 1:27:32It's another lie. But it's a lie. This guy, he
- 1:27:35doesn't know what he's talking about. We need
- 1:27:36someone with a proven record to be able to...
- 1:27:39forge consensus to solve problems. And right
- 1:27:42now, both Republicans and Democrats in Washington
- 1:27:45don't get it. People are struggling. 63 % of
- 1:27:48Americans can't make a $500 car payment. Most
- 1:27:51Americans are living paycheck to paycheck. And
- 1:27:53we need someone who has a proven record of growing
- 1:27:55the economy, reforming the things that are broken,
- 1:27:58and I'm that person. Okay, Mr. Trump, your response.
- 1:28:00Let me just tell you. Jeb goes around saying,
- 1:28:02just like the biggest business leaders in this
- 1:28:05country, I've used the laws of the land. to chapter
- 1:28:09i bought a company i threw it immediately into
- 1:28:11a chapter i made a great deal i used the laws
- 1:28:13to my benefit because i run a company i never
- 1:28:16went bankrupt excuse me jeb yeah i never went
- 1:28:18bankrupt never now but you don't want to say
- 1:28:21that now let me just say i've used it just like
- 1:28:23the biggest leaders in the country let me just
- 1:28:26tell you something florida florida He put so
- 1:28:29much debt on Florida. You know, we keep saying
- 1:28:31he's a wonderful governor, wonderful governor.
- 1:28:33He put so much debt on Florida, and he increased
- 1:28:36spending so much that as soon as he got out of
- 1:28:38office, Florida crashed. I happened to be there.
- 1:28:41It's my second home. Florida crashed. He didn't
- 1:28:44do a good job as governor. And you haven't, excuse
- 1:28:46me, you haven't heard that. You listened to the
- 1:28:49good record in Florida. You take a look at what
- 1:28:51happened. As soon as that year ended, he got
- 1:28:52out. Florida crashed. Too much debt. He loaded
- 1:28:57it up with debt. and his spending went through
- 1:28:59the roof. By the way, this was not a good governor.
- 1:29:04Here's the record. Here's the record. We led
- 1:29:07the nation in job growth seven out of eight years.
- 1:29:09When I left, there was $9 billion of reserves,
- 1:29:1135 % of general revenue. No state came close
- 1:29:14to that. During my time, we were one of two states
- 1:29:17to go to AAA bond rating. We didn't go bankrupt
- 1:29:20like Trump did and call it success when people
- 1:29:22are laid off, when vendors don't get paid. That's
- 1:29:25not success. What we did was create an environment
- 1:29:28where people had a chance to have income. Personal
- 1:29:30income during my time went up by 4 .4%. The government
- 1:29:34grew by half of that. All right. Thank you. Senator
- 1:29:39Rubio, I want to ask you a 30 -second question.
- 1:29:41No president can know everything, right? So a
- 1:29:51smart leader knows how to ask questions. So if
- 1:29:54you could talk to any previous president, What's
- 1:29:56the smart question you would ask about that job
- 1:29:58that you'd want to know? Well, I think one of
- 1:30:01the presidents, the president I grew up under
- 1:30:03was Ronald Reagan. And Reagan had a vision for
- 1:30:05America's future. And if you think about what
- 1:30:07Ronald Reagan inherited, it's not unlike what
- 1:30:09the next president is going to inherit. This
- 1:30:10is the worst president we've had in 35 years.
- 1:30:1335 years back would have made it Jimmy Carter.
- 1:30:15That's what Ronald Reagan inherited. And I think
- 1:30:18the question you would ask is, how did you inspire,
- 1:30:20again, the American people to believe in the
- 1:30:21future? What did it take to ensure that the American
- 1:30:25people, despite all of the difficulties of the
- 1:30:27time, you know, you look back at that time, the
- 1:30:29American military was in decline, our standing
- 1:30:31in the world was in decline, we had hostages
- 1:30:33being held in Iran, our economy was in bad shape.
- 1:30:36The American people were scared about the future.
- 1:30:39They were scared about what kind of country their
- 1:30:41children were going to live in and inherit. And
- 1:30:43yet somehow Ronald Reagan was able to instill
- 1:30:45in our nation and in our people a sense of optimism,
- 1:30:48and he turned America around because of that
- 1:30:50vision and ultimately because of that leadership.
- 1:30:52I wish Ronald Reagan was still around. This country
- 1:30:55needs someone just like that. And if our next
- 1:30:58president is even half the president Ronald Reagan
- 1:31:00was, America is going to be greater than it's
- 1:31:02ever been. All right, that's going to have to
- 1:31:03be it there. Senator Rubio, we've got to go to
- 1:31:05a break. We'll be right back with the CBS News
- 1:31:08Republican debate in Greenville, South Carolina.
- 1:31:14Time now for closing statements. You will each
- 1:31:16have one minute and we'll begin with Governor
- 1:31:19Kasich. Well, I want to thank the people of South
- 1:31:22Carolina. You've been fantastic. And look, what
- 1:31:24I want you to know is I'm going to send a lot
- 1:31:26of power, money and influence back to where we
- 1:31:28all live. But as I've traveled around South Carolina,
- 1:31:31I've noticed something. You know, it's that people
- 1:31:33have a sense that you're not going to wait on
- 1:31:35a president. You know, when I was a kid, we didn't
- 1:31:38wait on presidents to come to that little blue
- 1:31:39collar town and fix things. You know, the Lord
- 1:31:42made all the special. The Lord wants us to be
- 1:31:45connected. I believe we're part of a very big
- 1:31:48mosaic. And I'll send the power back. And whoever
- 1:31:52gets elected president here, hopefully we'll
- 1:31:54take care of the issue of jobs and wages and
- 1:31:56Social Security and the border. But the spirit
- 1:31:59of America rests in all of us. It's in our guts.
- 1:32:02It's taking care of our children. It's taking
- 1:32:04care of the lady next door who just lost her
- 1:32:06husband. It's fixing the schools where we live
- 1:32:09and telling kids to stay off drugs. You see,
- 1:32:12I think what the Lord wants is for us to engage.
- 1:32:14And in America, the spirit of America doesn't
- 1:32:16come from the top down. The spirit of America
- 1:32:18rests in us. And I want to call on everyone in
- 1:32:21America to double down and realize that you were
- 1:32:23made special to heal this country and lift it
- 1:32:26for everyone. Thank you all very much, and I
- 1:32:28hope I can have your vote in South Carolina.
- 1:32:32Dr. Carson, you're next. This is the first generation
- 1:32:39not expected to do better. than their parents.
- 1:32:42Some people say it's the new normal, but there's
- 1:32:45nothing normal about it in an exceptional American.
- 1:32:48I, like you, am a member of we, the people, and
- 1:32:52we know that our country is heading off the cliff.
- 1:32:55Joseph Stalin said if you want to bring America
- 1:32:58down, you have to undermine three things, our
- 1:33:01spiritual life, our patriotism, and our morality.
- 1:33:05We, the people, can stop that decline, starting
- 1:33:08right here in South Carolina. If all the people
- 1:33:11who say, I love Ben Carson and his policies,
- 1:33:14but he can't win, vote for me, not only can we
- 1:33:17win, but we can turn this thing around. You know,
- 1:33:20we have this manipulation by the political class
- 1:33:23and by the media telling us who we're supposed
- 1:33:26to pick and how we're supposed to live. We the
- 1:33:29people are the only people who determine that.
- 1:33:32And if you elect me as your next president, I
- 1:33:35promise you that you will get somebody who is
- 1:33:37accountable to everybody. and beholden to no
- 1:33:41one. Thank you. Governor Bush. Thank you all
- 1:33:48very much. The next president is going to be
- 1:33:50confronted with an unforeseen challenge. That's
- 1:33:52almost certain. It could be a pandemic, a major
- 1:33:55natural disaster, or an attack on our country.
- 1:33:58The question for South Carolinians and Americans
- 1:34:00is, who do you want to have sitting behind the
- 1:34:03big desk in the Oval Office? Because that's the
- 1:34:06question. It's not the things that we're talking
- 1:34:07about today. It's the great challenge that may
- 1:34:10happen. I believe I will have a steady hand as
- 1:34:13Commander -in -Chief and President of the United
- 1:34:14States. I will unite this country around common
- 1:34:16purposes because I did it as governor of the
- 1:34:18state of Florida. When I was governor, we had
- 1:34:21eight hurricanes and four tropical storms in
- 1:34:2316 months. Our state was on its back. We recovered
- 1:34:27far faster than what people thought because we
- 1:34:29led. We ran to the challenge rather than cutting
- 1:34:32and running. That's what we need in Washington,
- 1:34:34D .C. We need someone with a servant's heart
- 1:34:36that has a backbone that isn't going to focus
- 1:34:38on polls and focus groups. It's going to focus
- 1:34:41on the American people to keep them safe and
- 1:34:43secure. I ask for your vote next Saturday. Senator
- 1:34:51Marco Rubio. Thank you. Thank you for watching
- 1:34:54tonight. This is a difficult time in our country.
- 1:34:56Our economy's flat. It's not creating the jobs
- 1:34:58it once did. People struggle living paycheck
- 1:35:01to paycheck. Our culture's in trouble. Wrong
- 1:35:03is now considered right, and right is considered
- 1:35:05wrong, and all the things that once held our
- 1:35:07families together are now under constant assault.
- 1:35:10And around the world, America's reputation is
- 1:35:12in decline. Our allies don't trust us. Our adversaries
- 1:35:15don't fear us. Iran captures our sailors and
- 1:35:17parades them before the world on video. These
- 1:35:20are difficult times. But 2016 can be a turning
- 1:35:23point. That's why I'm running for president.
- 1:35:26That's why I'm here today to ask you for your
- 1:35:27vote. If you elect me president, we are going
- 1:35:29to re -embrace free enterprise so that everyone
- 1:35:32can go as far as their talent and their work
- 1:35:34will take them. We are going to be a country
- 1:35:36that says that life begins at conception and
- 1:35:38life is worthy of the protection of our laws.
- 1:35:40We're going to be a country that says that marriage
- 1:35:42is between one man and one woman. And we are
- 1:35:45going to be a country that says the Constitution
- 1:35:47and the rights that it talks about do not come
- 1:35:49from our president, they come from our creator.
- 1:35:52And we are going to be loyal to our allies like
- 1:35:54Israel, not... enemies like Iran, and we will
- 1:35:57rebuild the U .S. military so no one will dare
- 1:35:59test it. Vote for me. I will unify this party.
- 1:36:02I will grow it. We will win this election, and
- 1:36:04we will make the 21st century a new American
- 1:36:07century. Senator Cruz, your closing statement.
- 1:36:24South Carolina, you have a critical choice to
- 1:36:27make. Our country literally hangs in the balance.
- 1:36:30Do you want another Washington dealmaker? who
- 1:36:34will do business as usual, cut deals with the
- 1:36:36Democrats, grow government, grow debt, and give
- 1:36:39up our fundamental liberties? Or do you want
- 1:36:42a conservative, a proven conservative who will
- 1:36:45stand and fight with you each and every day?
- 1:36:48Listen, repealing Obamacare is not going to be
- 1:36:50easy. Passing a simple flat tax and abolishing
- 1:36:53the IRS is not going to be easy. But if we stand
- 1:36:56with the American people, we can do it. And today
- 1:36:58we saw just how grave the stakes are. Two branches
- 1:37:01of government. hang in the balance, not just
- 1:37:03the presidency, but the Supreme Court. If we
- 1:37:06get this wrong, if we nominate the wrong candidate,
- 1:37:10the Second Amendment, life, marriage, religious
- 1:37:12liberty, every one of those hangs in the balance.
- 1:37:16My little girls are here. I don't want to look
- 1:37:18my daughters in the eyes and say we lost their
- 1:37:20liberties. Who do you know will defend the Constitution
- 1:37:23and Bill of Rights? And as a commander -in -chief,
- 1:37:26who do you know will stand up to our enemies,
- 1:37:28has the calm, steady, deliberate strength to
- 1:37:31defeat our enemies, to secure the borders, and
- 1:37:33to keep America safe? All right, Mr. Trump, your
- 1:37:39closing statement. Thank you. Politicians are
- 1:37:44all talk, no action. You've seen where they've
- 1:37:48taken you to. We owe $19 trillion right now.
- 1:37:52It's going to be increased with that horrible
- 1:37:54budget from a month ago that was just approved
- 1:37:57by politicians. We need a change. We need a very
- 1:38:01big change. We're going to make our country great
- 1:38:04again. I say this every night, every day, every
- 1:38:07afternoon, and it's so true. We don't win anymore.
- 1:38:10We don't win with health care. We don't win with
- 1:38:13ISIS and the military. We don't take care of
- 1:38:15our vets. We don't take care of our borders.
- 1:38:18We don't win. We're going to start winning again.
- 1:38:22We are not going to be controlled by people that
- 1:38:25are special interests and lobbyists that everybody
- 1:38:28here has contributed to. And you know what? They
- 1:38:31do exactly what those folks want them to do.
- 1:38:34We're going to make our country great and we're
- 1:38:36going to do the right thing. I'm working for
- 1:38:38you. I'm not working for anybody else. Thank
- 1:38:40you very much. We'll be back with a few final
- 1:38:45thoughts in a moment. So that's nine Republican
- 1:38:53debates down and at least three to go. We'll
- 1:38:57have more about the presidential race and the
- 1:38:59death of Justice Antonin Scalia tomorrow morning
- 1:39:01on Face the Nation. Our guests include Donald
- 1:39:04Trump, Marco Rubio, and Democratic candidate
- 1:39:07Bernie Sanders. Debate coverage continues now
- 1:39:10on our digital network, CBSN. For Major Garrett
- 1:39:13and Kimberly Strassel, I'm John Dickerson. Good
- 1:39:17night.
