- 1:01Episode 137 Tonight we're going to go over formula offices.
- 1:07We had a couple topics we want to discuss in this one one out.
- 1:10So that's what we're doing this evening for you.
- 1:14All the formula and how it's supposed to work and all that
- 1:18good stuff as well. It's important, especially with
- 1:21these SNDCS and well, if your office can't hire and retain our
- 1:27CAS, kind of what happens after a bit.
- 1:30So how was your week, Josh? My week was it was a week still
- 1:37playing Chuck roulette and keeping in mind I've taken 2O
- 1:43days already and I have about 13 1/4 hours of waiting so far
- 1:50since then. You know?
- 1:51How was your week? My week was OK.
- 1:54I was kind of surprised I got my relief day.
- 1:56My relief day is Friday so but I had a a new sub who did my route
- 2:02and she did better than the PTF who'd been doing my route.
- 2:06So and she's pretty brand new. So it's like you can do my route
- 2:10anytime. Yeah, I was been yeah.
- 2:13I usually I leave my phone number for them too, just in
- 2:17case. I don't care if they need to
- 2:18call me. I try to be a resource for them.
- 2:21But and she only had to call me once and she did pretty good.
- 2:24She got done like under eval Even, so I think they gave her a
- 2:29little bit of help. But what else happened this
- 2:32week? It was a flat palooza on Monday,
- 2:36and then even yesterday was like, what the heck's going on?
- 2:40Like death by flats. Like where were all these flats
- 2:44in the summer? Where were all these flat like
- 2:47on? It feels like Mondays and like
- 2:49Saturdays become like flat hell, which is good because we do need
- 2:55the business and it's good for my evaluation but not good for
- 3:01my hands to deliver all that I also I had on my relief Dad.
- 3:06This is just a little side quest.
- 3:08Funny story, I was driving and there's this part of this one
- 3:12Rd. by my parents house that I lose service in and I was on the
- 3:17phone with my dad and I knew I forgot I was going through that
- 3:21area and I I got through it and it finally like connects back to
- 3:26the phone and I was like sorry dad, I was I was driving through
- 3:31rural route 13 and he was like, well I don't know what that
- 3:34means. I'm like, oh, I'm so used to
- 3:38talking to postal peeps. And then I think I said
- 3:41something about wind at ACBU the other day and he was like,
- 3:45what's ACBU? I'm like, Oh yeah, I forgot that
- 3:48I I have a postal lingo talk that I speak all the time, I
- 3:53guess. But yeah.
- 3:55How was your week, Kristen? Oh, I, I, I feel you with the
- 3:59flats that, that's definitely for sure.
- 4:02My flats have been a bit heavy this week as well.
- 4:05And you know, Wednesday I get back and see a box holder for
- 4:08Thursday. Of course, the furniture store
- 4:10South of us that anytime there's a holiday coming up, they have
- 4:14to have a sale like it's really going to help them.
- 4:17But, and that means a box holder.
- 4:20You know, it never fails. There's a holiday, we get a box
- 4:22holder from them. So Thursday, I'm out on the
- 4:25route. Oh, wait, no, it got even
- 4:27better. Nope, Nope.
- 4:29That's so Thursday it starts off.
- 4:31So Wednesday night Frozen, the, the Facebook and our local
- 4:36Humane Society announced that they were getting a litter of
- 4:39puppies in Thursday at noon. They'd be available first come
- 4:44first serve, you know, and fill out an application that they had
- 4:48linked up there. So I, we've been talking about
- 4:51it. So I sent it to the boyfriend
- 4:55and Ruby and he's like, yeah, what do you got to do for it?
- 4:57And I was like, oh really? So I filled out the application.
- 5:01So Thursday I'm out on the route with this darn box holder and
- 5:06about 11:15 in the morning, the Humane Society calls me and
- 5:10she's letting me know, you know, she'll put my name down for a
- 5:14puppy. They're only there till 4.
- 5:15I'm like, crap, I got a box holder like all right, I'll see.
- 5:19You know, I'll, I'll get there. I'll, I'll, I'll get there
- 5:22before you close. I'll figure out what I got to do
- 5:24and had a hold of the postmaster and said, hey, can I finish
- 5:28delivering this box holder tomorrow?
- 5:29Because I got to be somewhere by 3:45.
- 5:32She's like, sure. I'm like, cool, I just took the
- 5:36tail and I was done by 2:30. I wasn't even halfway through
- 5:40the route when I got the call. So, you know, I'm like, wow, I
- 5:43don't run my route like this every day, but this is kind of
- 5:45nice. And so then 230, Ruby and little
- 5:50man and I, we headed off to the Humane Society, which is about a
- 5:5330 minute drive. And we got the first pick of the
- 5:56litter and we got ourselves a new little.
- 5:58We got ourselves a new little boy.
- 6:00He's six weeks old. We named him Ozzy.
- 6:06You know, we're trying to go through names.
- 6:07And I looked at him. I said Ozzy.
- 6:09And everybody went, yes, Ozzy. So he is Doberman, Rottweiler
- 6:16and pity. He's going to be a big boy.
- 6:21And my my my my my my. Pity Luna, though, I knew she's
- 6:28not socialized as I would like her to be.
- 6:32And yeah, but by last night she was pretty fine.
- 6:38She's still in that hey, I'm the one in charge mode with him and
- 6:42she's extremely protective of my grandson, including his toys.
- 6:47I discovered today is the puppy was trying to get a hold of a
- 6:51little stuffed Elmo. She jumped off the chair and
- 6:54took Elmo away from him. And yeah, so I can't have the
- 6:59toddler, the puppy and the four year old pity and I, if they're
- 7:04all in one room together, everybody's got to be a
- 7:06tentative and watch because my dog is still very, she's gotten
- 7:11a lot better. But you know, she's reminding
- 7:15this puppy that she is the queen bee.
- 7:17So, so it's been interesting, but it's so far it's gone pretty
- 7:22good. It's gone better than I thought
- 7:24it would with her. So I'm happy about that.
- 7:27And then Friday morning I pulling to the office.
- 7:31I'm pulling in the office. I see VMF there they had hooking
- 7:36up the FFV that they had loaned out to us.
- 7:38I'm like oh. So I pull around into the
- 7:41parking by the docks and there's my LLV.
- 7:45After 4 1/2 months my LLV got returned.
- 7:48I was so happy, it made my day. I didn't care that I had 3/4 of
- 7:52a route of box holders to finish.
- 7:54On Friday I got my LLV back with a brand new engine.
- 7:58Then I noticed they put brand new tires on it and every other
- 8:02little quirk that had been wrong with it was fixed.
- 8:05The heat works amazing. And yeah, so first thing I did
- 8:09was play musical vehicles because I wanted my truck.
- 8:14And so I had to move forest truck out of the ox truck area
- 8:19because nobody else in my office is going to do this.
- 8:21So I took it upon myself so I can have my truck, moved forest
- 8:24truck from the aux truck spot back to forest truck because
- 8:27she'd been using the FFE, and then took the shelves out of the
- 8:32truck that's assigned to the aux route because those were the
- 8:34shelves that came out of my truck.
- 8:35So I could put them back in my truck and then move the aux
- 8:38truck back to its parking spot. And then looked at the guy on
- 8:41Route 2 who that's the truck. I've been using his Route 2's
- 8:44truck. And I said, hey, you just want
- 8:46to move the trucks back where they go and we're done with the
- 8:48route he goes, yeah, that's fine.
- 8:50I said cool, So I could back my truck up into two spot, put the
- 8:53shelves back in and start loading it.
- 8:55I was thrilled. It goes straight down the road.
- 8:59I am so happy to have my truck back.
- 9:01It's the little things in life. And then yeah, I'm.
- 9:06I'm excited. And then I worked my K day
- 9:10yesterday. So yeah, that was pretty much my
- 9:13week. So now I'm at the, you know,
- 9:15have today off work tomorrow, have Tuesday off, and then
- 9:19Wednesday, of course, for everybody is the second Monday
- 9:22of the week. I don't think Wednesday will be
- 9:25that bad. I'm hoping.
- 9:26I'm pretty hopeful. About it but.
- 9:28I'm hoping too. I mean parcels right now for us
- 9:31have kind of this is kind of like the calm before the holiday
- 9:34storm because I've only been averaging 100 to 120 a day.
- 9:41And so it's been kind of scarily light.
- 9:45So yeah, I guess I'll enjoy it now before it really starts
- 9:49amping up here soon before Christmas.
- 9:53Yeah. Yep, Yep.
- 9:56So yeah. Well, I, I've had a pretty good
- 9:58week. New puppy with a toddler.
- 10:01This is fun. Fresh LOV.
- 10:06My, my, my truck is back with a, a brand new engine, brand new
- 10:10tires. My cargo light is working
- 10:12properly. My turn signals work right.
- 10:15My steering wheel stays straight going down the road.
- 10:18That's not at a funky angle anymore.
- 10:21Oh yeah. It's, it's, I'm happy, I'm
- 10:24thrilled my truck is back. I, I, it's the best driving
- 10:27truck in our fleet right now at my office.
- 10:29And I know because I've driven them all the last 4 1/2 months.
- 10:34Get better, better. Just last week alone, I drove R
- 10:38fours and R twos. So, you know, I'm I'm thrilled
- 10:41to have my truck back. It's just, it's those little
- 10:45things, you know, I was so happy.
- 10:46I'm like. Oh my gosh.
- 10:48And my heat's all hooked up right down with the little thing
- 10:52that blows the heat out by your feet.
- 10:54So my feet stay warm. Oh yeah, I'm I'm somebody
- 10:58happier. Great.
- 10:59Going into Christmas with my truck.
- 11:01Yeah, sure. Rub it, rub.
- 11:03Rub the salt into the wound. Hey, you're gonna have a shiny
- 11:08new office here soon, so. Yeah, exactly.
- 11:11And then you'll probably eventually get the duck trucks.
- 11:14Who knows? Yeah.
- 11:15Maybe you'll be the first one with a duck truck over there.
- 11:19All right guys. So we're talking about formula
- 11:22offices. I myself personally have never
- 11:25experienced a formula office is my office is not at the moment
- 11:32and my first office did not actually become formula till I
- 11:38think it was a year or two after I transferred over to where I'm
- 11:41at now at least. So I don't have any experience
- 11:46with formulas. So I'm going to let Meow and
- 11:49Josh take this one for the most part.
- 11:51Do you want to talk about what it's like in a non formula
- 11:55office? I can talk.
- 11:56Because I actually, yeah. So I, I have always been in a
- 12:01formula office. It was since I started my office
- 12:04because it's large and I've kind of seen that if it's a large
- 12:09office, typically they're formula, yeah.
- 12:12But I've seen offices that are smaller, not formula so.
- 12:16So even going back to my first office which we had two RMPOS
- 12:21with two routes each. So we had 12 routes in the main
- 12:25office and then three regular routes and an OX route with the
- 12:30other two offices. I know the one office still has
- 12:33the ox route and the regular route in it, whereas the other
- 12:36one unfortunately had a fire several years ago.
- 12:39So they pulled those two routes into the main office.
- 12:42But when I first started, when I first got hired on, the 2 routes
- 12:47that were brought into the office that were the other one
- 12:49were both J routes at the time and there was 1 sub there and
- 12:53they had that handled by having opposite J days.
- 12:56So they kept me at the main office and and the other office
- 13:01had a sub or the regular route and then the the ox carrier.
- 13:07So, but we pretty much had a full complement of Subs.
- 13:10So going back to our RCA episode, you know, I know what
- 13:14it's like working one day a week and then, you know, you see the
- 13:17turnover or you know, Subs going regular as people retired.
- 13:21And when you're in a bigger office that tends to happen a
- 13:23little bit more quickly sometimes.
- 13:25And so, you know, we always had it handled, you know, there was
- 13:29start running, you know, more than one route when needed cover
- 13:33and you know, you do what you got to do.
- 13:34And so like I said, after I transferred it, then it became a
- 13:38formula down the line because they just couldn't keep people
- 13:41and all that good fun stuff. And so the office I'm currently
- 13:45that I'm currently in know that I'm in because since I'm regular
- 13:49now we have 4K routes, AJ route, an H route, an Ox route and
- 13:56actually a highway contract route.
- 13:58So we have two Subs right now 2 are CAS, one is mine signed to
- 14:03my route and the other one is A5 in one on the ox route.
- 14:07So I worked my K day yesterday. So the my case mate, she could
- 14:13have her K day but then our J route he's also on the relief
- 14:17day work list and likes his overtime this time of year.
- 14:20He worked too so his sub could run the other K route.
- 14:24My sub was then put on the ox route and assisting the other
- 14:29sub on the other K route as far as I know.
- 14:31So yeah, it. So all of you guys that are in
- 14:34your office all have Saturday off then?
- 14:37No we have 1K route with a Monday.
- 14:40The other K route the the one next to me used to have Monday
- 14:45but she recently switched back to Saturday's before her sub
- 14:50quit so she hasn't gone back to Mondays again so she's still
- 14:54Saturday. So we have 3K routes or
- 14:56Saturdays and one's a Monday and then RJ route is a Saturday as
- 15:00well. Yeah, OK.
- 15:03So it's, you know, and then our poor P1 POV route, well, he's
- 15:08had one sub since I went full time and that was my daughter
- 15:13and that we all know that lasted about six weeks.
- 15:15So yeah, he works, he's on the relief day work list.
- 15:19And the excuse management gets every time a new sub gets hired
- 15:22in is, well, they don't have APOV to deliver mails, so they
- 15:26get assigned to one of the other routes.
- 15:29Yeah, I'm not even going to go there right now with that, but.
- 15:34Do do the Subs that work in your office, do you do they feel like
- 15:38they have enough hours and or are they only working like maybe
- 15:43two days a week? Well, the one is on the ox
- 15:46route, so he's already, you know, he's got the five and one
- 15:50for sure. So he's always five days for
- 15:53sure on that little ox route. It's only 2 1/2 hours.
- 15:56And then he does carry a full route when needed as well.
- 16:01It if management would pull their heads out of there, you
- 16:04know what's and actually let the carriers, hey, we only have two
- 16:09Subs right now. Can we kind of work together?
- 16:12I'm more than happy to work every other Saturday if me and
- 16:18the 1K route next to us could flip flop every other Saturday,
- 16:21which we've kind of been doing the last two pay periods.
- 16:23How long that's going to last, I don't know.
- 16:25I'm not going to go there. But you know, and initially when
- 16:30the other sub took the Ox route, the Five in one, they were
- 16:33because his primary is the J route they were going to do.
- 16:37And he does have his own POV. He's got a right hand drive,
- 16:40cheap karaoke. So they were going to, initially
- 16:43the plan was he would alternate between the POV route and the J
- 16:47route every other week under the Five in one.
- 16:50Yeah, that hasn't happened because he's been covering the
- 16:54other K route on Saturdays. So that's kind of how that's
- 16:58been going. Yeah.
- 16:59So basically there was three of us that should have been off
- 17:02this yesterday. That worked.
- 17:04So one person could be off. It's not easy.
- 17:07And I mean, I was my in my first or my first, my last Christmas
- 17:12as an RCA in that office. I was the only RCA in that
- 17:16office. So and I had the ox route and I
- 17:20ran everything with the ox route.
- 17:23I was working six days a week, running mostly two days a week.
- 17:26If the only time we used to joke that if we just had the ox route
- 17:34that day, that was like our day off because we come in at 9:00
- 17:38and usually we are home by 10/30, 11:00 at the latest.
- 17:42So it was kind of like our day off.
- 17:44But I don't know, they've kind of management now has kind of
- 17:48been different with that. These Subs don't really
- 17:51understand what some of us went through beforehand, even though
- 17:54we try to tell them they're like, huh, what?
- 17:57Yeah, you guys got it too easy. I, I don't even want to hear it.
- 18:02It's nerve racking because it was running 2 routes a day, just
- 18:07about almost almost every single day, at least 3-4 days a week
- 18:11for four, 5-6 months. So I mean, I remember because I
- 18:16had just started being the OJI when I still had the Ox route
- 18:19and I remember training brand new Subs out on their routes and
- 18:22you know, we do part of their route.
- 18:24And I'm like, all right, now you are going to go for a ride while
- 18:26I run my Ox route real quick. Yeah.
- 18:31And I, I would, I did they go right along while I delivered
- 18:34the ox route? You know, that's just how we
- 18:36ended up working it out it pro Ji at the time.
- 18:40I mean it, you do what you got to do.
- 18:43And I guess I think that's a lot.
- 18:45And I can't, I can't speak for every office with, with newer
- 18:50Rcas or, or, or people like that.
- 18:52But you know, I, as I remember when I started over a decade
- 18:55ago, you know, we at the time when we started and it was, you
- 19:02know, it was not going to say beaten into us, but it was
- 19:05ingrained in US that we did what we had to do to get the job done
- 19:09no matter what. And so I've always been that
- 19:12way. And now to see Subs that, you
- 19:15know, they get done, you know, get done with an ox route and
- 19:19not the current sub on the ox route, but get done with an ox
- 19:22route. Hey, can you, you know, can you
- 19:24run these packages out for R6 because they're APOV and it
- 19:28would be a second trip and it would cost us less for you to go
- 19:30run them type thing unless you get a little extra pay for doing
- 19:34it. You know, you would think after
- 19:35running a 2 1/2 hour rock trout. No, I don't feel like it.
- 19:38I got stuff to do. All right, well, you can go
- 19:40home. How?
- 19:41I I I I it just stumps me. How?
- 19:45Yeah, because we never had a choice.
- 19:47Hey, you need to run that when you get done.
- 19:49OK, thanks. Thanks for letting me know ahead
- 19:51of time. Not a problem.
- 19:52See you later. So yeah, that's my experience as
- 19:55a non formula offices. Non formula.
- 19:57I mean literally, I remember working one day a week.
- 20:01Or when the regular was off or at the odd chance of not having
- 20:05coverage on another route, go in and run another route when
- 20:07needed. I think I worked 6-7 months
- 20:11before I even started on a second route because we were
- 20:16fully staffed. And now I see our CAS that will
- 20:19have half a dozen routes under their belt within the first few
- 20:22months because they're not fully staffed.
- 20:24Yeah. Yeah, I've, I've just, I've
- 20:27never worked in a non formula office.
- 20:30So it's and I know, I think, I think Josh has said he when he
- 20:36first started, I think they were non formula.
- 20:38But his office is I, I know that's him.
- 20:41He could talk to it. But my office and I know his
- 20:44office, his office is like super large, but my office is large.
- 20:49So we've always been formula and I think the formula happened I
- 20:54think maybe 2 years before I started.
- 20:58And so I know that if you are a non formula office, the reset
- 21:05for or the not reset the the matrix.
- 21:11Well, no, though there's the formula, but there's the Oh my
- 21:15gosh, the generic day that you would get off is Saturday and
- 21:19Sunday like you your relief day if you're AK route would just be
- 21:23Saturday. And in the formula it's designed
- 21:28that Saturday still will be the day that has the most people
- 21:32off. And if it's not, then they
- 21:34didn't do the formula correctly. But then there's the non formula
- 21:40days. What were you going to say,
- 21:42Josh? Unless it's, you know, unless
- 21:44the carrier, unless it's mutually agreed upon between the
- 21:47carrier and management to have a day other than Saturday off.
- 21:51So like I said, we had 1-2 Monday K days at one time.
- 21:55Now we're back down to 1 only because they didn't want the
- 21:58Saturday when they went regular. They would prefer to have the
- 22:01Monday. And of us just shook our heads
- 22:03like, Oh yeah. Yeah.
- 22:07And there's some offices that I know that that have gotten, you
- 22:10know, they're OK that, and in my experience with it, it's
- 22:13typically been the smaller offices that are able to retain
- 22:18those Subs or there's mutual agreement with the carriers and
- 22:22management. And they're, and it's, it's not
- 22:24a sweetheart deal per SE, but it's, they're working together
- 22:28to then it and it, it's fine. But I think I'm not, I wish I
- 22:34knew how many offices in the country were formula versus non
- 22:38formula. And I think there's more than I
- 22:41don't know. I don't know if it's equal or I
- 22:43would say it's more than 50%. I would probably say it's
- 22:46probably close to the 70% of formula.
- 22:49And that's just a guess. I have no clue.
- 22:52That would be a good one to I I I think we have the data
- 22:55somewhere, but I would really have to go digging.
- 22:59Yeah, You see, I've, I've had the best of both worlds.
- 23:04So if you want to call it that, because we were a regular office
- 23:09until it was four months or so after I went regular that we
- 23:15went formula. So I had my Saturday and then it
- 23:19got taken away. Dang.
- 23:21Well, just that quick, let me just bloop.
- 23:25I have never had a Saturday release day.
- 23:28I'm like, what is that like? It's nice when.
- 23:31You I didn't say I get them off. Yeah, I didn't say I got them
- 23:35off. I just said I had it.
- 23:38Yeah, because we were regular office, so everyone had
- 23:42Saturday. So I, I also, so I just like
- 23:45carrying the different perspectives on it because I'm
- 23:48kind of weird in the sense that like I am somewhat pro formula,
- 23:54but I also recognize like the smaller offices just leave them
- 23:57alone. Like if they're retaining the
- 23:59Subs and they're hiring, like just leave them alone, you know?
- 24:03But in like my experience of it is that that they it's kind of
- 24:10necessary in a sense because of where we're at in in the Postal
- 24:15Service of hiring and retaining Subs.
- 24:18So if you're in a non formula office, you have Saturday as
- 24:22your relief day, unless management mutually agree or you
- 24:25and management mutually agreed for another day during the week.
- 24:29If you're in a formula office, then there is an equation which
- 24:33I'm going to read and I'm going to do some boring fun reading
- 24:36here from the contract. And then I'll, I'll elaborate a
- 24:38little bit more that there's an equation of how many people in
- 24:44the office of the K days and then the J days would keep their
- 24:49Saturday anyways, because that's that's what day they have off.
- 24:53And then the rest of the regular carriers have the rest of the
- 24:57week. And it's supposed to be evenly
- 25:00distributed throughout the week, but Saturday is still always
- 25:04supposed to have more people off.
- 25:08So Article 9.2 dot C .5 of the contract is relief days and a
- 25:20section A assistance in the form of relief days on evaluated
- 25:23routes, except during the Christmas period will be
- 25:26provided when the evaluated time exceeds 46 hours per week as
- 25:31necessary to keep the total actual work hours under 2080
- 25:35during the guarantee period. When such relief is provided,
- 25:39the role carriers compensation will be on the basis of the
- 25:42remaining hours of required evaluated service for the week.
- 25:46So that's just the baseline for your H routes that do not have a
- 25:51relief day, your J routes that have every other Saturday off
- 25:55and then your K routes that have a relief day every week.
- 26:00And then Section B in offices where the employer determines it
- 26:05is necessary to change the relief day of one or more
- 26:08regular routes due to a shortage of leave replacements, regular
- 26:12rule carriers working their relief day on more than an
- 26:15infrequent basis, and the office having documentation of hiring
- 26:19efforts consistent consisting of a minimum of four hiring lists
- 26:25within the last six months. The following formula will be
- 26:29utilized. The minimum number of routes on
- 26:32which a Saturday relief day must be authorized will be calculated
- 26:36using the total number of leave replacements assigned and
- 26:40working in the office minus the number of auxiliary routes
- 26:43divided by the total number of regular routes authorized relief
- 26:48day. Then subtract .10, and the
- 26:51result is then multiplied by the total number of routes
- 26:55authorized, a relief day and rounded down to the next whole
- 26:58number. This figure is the minimum
- 27:01number of routes on which management must authorize a
- 27:05Saturday relief day. Subtract this figure from the
- 27:08total number of regular routes authorized a relief day.
- 27:14This final figure is the maximum number of K routes that
- 27:17management may require a non Saturday relief day.
- 27:20Non Saturday relief days are Monday.
- 27:25Oh sorry here, let me back up a second here before I go into
- 27:28that next part. If you I know that that was a
- 27:31lot of of math there and we are rule carriers, not
- 27:36mathematicians. But if you have a question
- 27:42whether or not there is the formulas calculated correctly,
- 27:48at least get how many K routes your office has, however many
- 27:53available leave replacements, all the PTFS and the RC as and
- 27:59then the number of ox routes and the number of J routes.
- 28:03And your steward will have like a it's a formula office
- 28:08calculator tool that they can enter it in and it'll manually
- 28:12do it in like an Excel spreadsheet.
- 28:14Management also has the ability to calculate it and they have
- 28:20the same calculator. You'll enter the regular, the
- 28:24number of regular K routes, number of regular J routes,
- 28:27number of OX routes available leave replacement.
- 28:30So like if you have, if you have a leave replacement who's just
- 28:36gone for a week because they're off on leave, they're still
- 28:40considered available in the scheme of the formula.
- 28:44But if you have a leave replacement who is on OWCP
- 28:50injury, I would probably say that there and there's no end
- 28:54insight of when they're coming back.
- 28:56I, I probably would not include them as an available leave
- 28:59replacement. Or if they're on like military
- 29:02leave with no end insight, those, those would be, but it's,
- 29:07it's pretty rare that they're all not available.
- 29:13So then so then the next part of this section C non Saturday
- 29:19relief days are Monday, Tuesday, Wednesday, Thursday and Friday,
- 29:24which includes a Friday slash Saturday rotating.
- 29:29The employer will not require a single non Saturday relief day
- 29:33to be assigned to more than a Saturday than more than a
- 29:37Saturday relief day. While the employer determines
- 29:41which non Saturday relief days benefit the office, the non
- 29:45Saturday relief day should be spread evenly throughout the
- 29:49week. A Friday slash Saturday rotating
- 29:51relief day or any pair of a Friday slash Saturday rotating
- 29:56relief day equates to one Friday relief day.
- 30:00And I'm going to repeat that because this gets misconstrued a
- 30:06lot by management and I've, I've, I've had to deal with this
- 30:08a couple times. A Friday slash Saturday rotating
- 30:11relief day or any pair of a Friday slash Saturday rotating
- 30:15relief days equates to one Friday relief day.
- 30:20When a Friday relief day is offered, the carrier may elect a
- 30:24Friday slash Saturday rotating relief day.
- 30:27So let's say for math sake I have we'll we'll just do this.
- 30:35So we'll have I have 20, there's 20K routes, there is 2 JS and
- 30:41there's two OX routes and there is 9 available leave
- 30:46replacements. The maximum non Saturday release
- 30:52days on K routes would be 18. So then you would take the 18
- 30:58and you would divide it by the five other days that aren't
- 31:02Saturday. So you would have 3.6 people off
- 31:06on Monday, Tuesday, Wednesday, Thursday or Friday.
- 31:10And like I had already just said, they could choose Friday
- 31:14and choose that Friday, Saturday rotating.
- 31:17And part of the reason why I, I, this is just, this is me in the
- 31:23leads a little bit. I think that they the, the
- 31:26Friday Saturday rotating bit is in our contract because it's
- 31:30kind of another, it's the give and take between the Postal
- 31:33Service and the union that it's allowed you to kind of balance
- 31:38out with those formula offices that Friday, Saturday rotation.
- 31:44So that it's still showing you got that benefit of having the
- 31:48Saturday off. And then if you have a Friday
- 31:51Saturday rotating, you would have like either a management
- 31:56messes this up all the time too. You would you, you have, you
- 32:01would have like Friday from week 1 and then Saturday from week
- 32:05two of the pay period or vice versa, you'd have Friday of week
- 32:10two of the pay period and the first Saturday of the pay
- 32:12period. I can, I can speak on that
- 32:16because I have the, the, the rotation.
- 32:18And before you know, before I get into that, there is a Step 4
- 32:23settlement that says that anybody with a Friday relief day
- 32:28in the formula can elect to choose the rotation.
- 32:33So if that's, if your postmaster says, Nope, you can't have it
- 32:37because I can't afford to have more people not here on
- 32:40Saturday. Not true.
- 32:42They have to allow you. You have the option and they
- 32:45have to allow you to have it. Whether or not you get mandated
- 32:48every Saturday is a different story.
- 32:52Well, and what I just read, I mean, it was Step 4 or not.
- 32:56Like that's the black and white language in and then I'm reading
- 32:59that straight from the new, the new, the newly printed contract
- 33:05on the website. Now it it is my understanding
- 33:09though too with ox routes, if you have an ox route you can
- 33:14only do it six days. You don't have the five in one
- 33:18option in a formula of office, so would that make those aux
- 33:24route RC as not available? They because of the fact because
- 33:30of the fact that they are the the number of aux routes are
- 33:34included in this formula calculator.
- 33:37They are the. The aux routes are already taken
- 33:41into consideration and you would still include them in the
- 33:46available leave replacements. OK.
- 33:48I know a lot of that's, there's management that get that
- 33:51confused a lot too, but they're available even if they're going
- 33:56to be doing the OX route because this, this calculator has a spot
- 34:00that you have to write in how many type in however many OX
- 34:04routes you have. Got you.
- 34:06Now management can also, I, I kind of started, I showed some
- 34:13of my managers this. They could, they could.
- 34:15Different managers can do different things.
- 34:17It depends on the size of your office too.
- 34:19But like you could take like an excel spreadsheet and go
- 34:24Saturday, week one, Saturday Week 2 and then like Monday,
- 34:28Tuesday, Wednesday, Thursday, Friday.
- 34:30And you could put like, this is how many people I need to have
- 34:34off on each of the days with this formula and go, OK, like if
- 34:43you're, I'm, I'm just speaking right now in terms of like, if
- 34:46it just was implemented and management had not hired,
- 34:51they've done everything that they could and it was just
- 34:53implemented, right? And so let's say like in the
- 34:56scenario that I'm doing right now, you need to, so you'd have
- 35:00your one J each week and then you would have 2K routes.
- 35:08So you'd have three people off on Saturday and then you have 9
- 35:13Subs, but you still need to cover your two OX routes.
- 35:18So there's 5 routes automatically on Saturday
- 35:23covered, but management can now approve four days for people to
- 35:29be off on Saturday for with annual leave or sick leave, You
- 35:32know, so that you get what I'm saying.
- 35:34Like they if, if management is correctly doing the formula and
- 35:40they have balanced out each of the days, they should be able to
- 35:47see like, oh, OK, I can approve for people to be off now on
- 35:50Saturday. Now does that make sense or am I
- 35:54like in the weeds? No, it makes sense because if
- 35:58you properly have that formula done, you will have a leave
- 36:03replacement that may not be scheduled on a Saturday.
- 36:06Therefore, that's going to make them available to cover any
- 36:10requested time requested time off.
- 36:12Yes, exactly. And actually, unless you have an
- 36:18H route in your office, if you have in, you said what, 20
- 36:23routes in this example, yeah, the H routes are not included in
- 36:28the formula at all. But what I'm saying is unless
- 36:31you have an H route in on the rolls you could have 100% relief
- 36:37coverage and it will still tell you you need one non Saturday.
- 36:42Yes. So if you have 20 routes and you
- 36:45say you have 20 Subs, it'll still say 1 route needs to be on
- 36:49a non Saturday and that's an issue with the if.
- 36:52If anybody wants that change, they need to do a resolution and
- 36:57try and change what the stuff I just read because it is very
- 37:02specific. The other thing that could
- 37:05happen is let's say that you don't have a lot of Subs and
- 37:10even when you're entering things into the formula and, and you're
- 37:14going to have management who tries to do this too.
- 37:16This is that's, This is why it's, it's up to management to
- 37:21choose which days, but it still has to be evenly distributed
- 37:27throughout the other days of the week that aren't Saturday.
- 37:30And you can't have any day on Monday, Tuesday, Wednesday,
- 37:33Thursday or Friday that have more people off than Saturday.
- 37:37So if you have a manager who goes, I don't want to offer
- 37:41Monday, then that's, that's an issue like you.
- 37:45And like, let's say they just threw everybody on Wednesday
- 37:48because they thought it was convenient.
- 37:50Like in this scenario, they decided they were going to have
- 37:52like 5 people off on Wednesday and none on Monday.
- 37:56That's an issue with the formula.
- 37:59If you're a I would say they they are because when we first
- 38:06went formula they actually did not include Mondays and they
- 38:10actually this the postmaster at the time wanted Monday and
- 38:14Friday and our our Dr. told them no, it's one or the other.
- 38:19As long as over the other four days Tuesday, Wednesday,
- 38:24Thursday, Friday. In this situation you can still
- 38:27maintain less than Saturday. You're fine.
- 38:32Our new we actually at some point like 3 years into it, the
- 38:36new put the new postmaster said no we're going to include
- 38:40Monday. So they had to redo the the
- 38:43formula. They started from scratch top to
- 38:45bottom and redid the formula at which point I changed to the
- 38:50Friday, Saturday rotation from Wednesday.
- 38:54If and I'll I'll just preface this to the formula like
- 38:59completely being redone like completely as a reset it.
- 39:04It's like a rarity forever happening.
- 39:07And I think I think the there might and I'm getting off in the
- 39:12weeds possibly with SNDCS. But in most cases, if your
- 39:16office is established on the formula, you can't just take
- 39:20away from days of the week or and whatnot.
- 39:23So if you bid to a route that has a Tuesday relief day and
- 39:30let's say you used to have Saturday, you, you're going to
- 39:33Tuesday. You don't get to just switch it
- 39:35to a Saturday. Now you're the route.
- 39:38It, it stays with the route. Yes.
- 39:42The only the only instance that it does not stay with the route
- 39:49is if you're in RCA. And I've got to look on PTF too.
- 39:53If you're just going regular on a route and it has a Saturday
- 39:57relief day, then that Saturday needs to be offered by seniority
- 40:02to people that don't already have the Saturday.
- 40:04But yes, if PTFS anyone anyone converting to a regular on a new
- 40:09route? If it has a Saturday they can
- 40:13switch it to a midweek. Or I should say to a non
- 40:16Saturday relief day, Yeah. And then as you mentioned
- 40:19offered by seniority the most senior non Saturday on down if
- 40:26they want to switch to Saturday. Yeah, if so, let's say when you
- 40:32get like an influx of if, if you're gaining or losing RC as
- 40:37or leave replacements in general, the formula is supposed
- 40:42to be recalculated each time. And now granted there's going to
- 40:46be, and I've seen this happen once in my office.
- 40:48It was crazy. You could not have enough leave
- 40:51replacements and it kind of off balances the formula and it
- 40:55still has you still have to maintain it where the Saturday
- 40:59at least still have one more person than the rest of the
- 41:01week. But we didn't have enough Subs,
- 41:04so they were there ended up mandating people on Saturday.
- 41:07If if what was I going to say? Oh my gosh, it just, it just
- 41:12went poof because there's so much with the formula I can
- 41:15think of. I I can tell you, I know crazy
- 41:18in scenarios. We we've had the situation where
- 41:22they opted not to recalculate for multiple months because of
- 41:26that same situation that we were going to lose, but we already
- 41:31were maxed out on how many non Saturdays we could have Yeah, on
- 41:36all five days. So it's like there's no point in
- 41:39redoing it because no one's going to.
- 41:41You can't move anyone. Yeah.
- 41:43And the time when it gets, let's say that they recalculated it.
- 41:49And this has been the scenario that's happened mostly for us.
- 41:52They had to take away from Saturday and put them into the
- 41:55week because we lost Subs. Oh, oh.
- 41:59The other time that they can recalculate is a, let's say that
- 42:02the number of J routes fluctuates in the K routes.
- 42:06So when we get these new evaluations every six months,
- 42:09state management should probably be recalculating the formula.
- 42:13Don't know if that's happening, but because it confuses the hell
- 42:17out of them and they don't like to do it.
- 42:19If you're the small office, it really shouldn't be too bad.
- 42:22It's the larger offices that I could see it really being an
- 42:26issue. But if you have a manager who's
- 42:28on top of it, which they should be if they're if they're a rule
- 42:32office and they're like and they know their formula like they
- 42:36need to, they should have like the person doing the scheduling
- 42:40or the the rule supervisor specific shouldn't have it
- 42:46memorized for their for the Subs or for the the regulars relief
- 42:51days and know who your H routes are.
- 42:54But it's some of them are just like I could, I could tell you
- 42:57my offices for between the two stations.
- 43:00Like it's just ingrained in me because I know and even with
- 43:06like the fluctuation of like you're going to have some of
- 43:08your J routes that don't have high option that might all of a
- 43:12sudden like go up a few minutes and they became AK route again.
- 43:16And so that's going to off balance like that.
- 43:18It's going to change. So if they're just educating
- 43:23themselves, and I hope if there's a manager listening to
- 43:25this, please like educate yourself on the formula.
- 43:28If there's telecons that you have, list about the formula, be
- 43:32all about it and hear it. So in my office, what they've
- 43:37done before, they've recalculated it.
- 43:39Let's say they had to take away from the Saturday.
- 43:43The junior people on Saturday would be the ones like, let's
- 43:48say nobody wanted to move to the rest of the week voluntarily.
- 43:52Like, let's say somebody was like, well, I'll move, like I'll
- 43:56move to another day, you know, But if, if nobody says that they
- 44:00want to move, then the, the junior people lose it and then
- 44:04they're going to be placed probably like Wednesday or
- 44:07Thursday. That's been like the because
- 44:09typically the people who are on Monday don't want to move in my
- 44:14experience with it, because I wouldn't want to move on Monday,
- 44:17Relief day on Monday, they shouldn't be moving you anyway
- 44:21unless it's offering Saturday. Yeah, but I've seen it also
- 44:24where like, yeah, where they've like if let's say you had a
- 44:28Wednesday or a Thursday, you know, given like I tell you
- 44:31what, but I had Wednesday and I loved it because it gives you a
- 44:35day during the week to make appointments.
- 44:38Like Christian was saying. Well, that has during the week.
- 44:42Yeah. And you work 3 days, you get a
- 44:44day off, you work 4 days. You know, you work 2 days, you
- 44:48get a day off, you work 3 days, you get a day off.
- 44:50Yeah. And I, I know a lot of people
- 44:53that like having Tuesday off, Tuesday off, because you get all
- 44:57the, because of all those Monday holidays, you get that day after
- 45:00the holiday off, Right. But like I said, I'll tell you.
- 45:04This instance I haven't heard enough about her three day
- 45:08weekend with Tuesday being veteran's day so her holiday
- 45:11reverts to Monday. Yeah, trust me I have.
- 45:14I hear about it every day. Love you.
- 45:16Yeah. Well, and then yeah, the and
- 45:22then well, that was one of the topics we could we if you're
- 45:26they typically work the holiday people before they work the the
- 45:30relief day people. But yeah, if you get it, I'll.
- 45:33Be going over the holiday stuff next week guys, so bear with us,
- 45:38yeah? Yeah, and I know that there's
- 45:41like there's I used when I first went regular, I had Thursdays
- 45:44off and now I'm I have Friday. I've, I've had the opportunity
- 45:48to move to a Saturday and I got worried about moving to Saturday
- 45:53because I was, I knew the sub fluctuation that I would be like
- 45:58the lowest in seniority on that day.
- 46:02But anyways, if management's smart about it, and even if I, I
- 46:07would, I used to like look at it and go, OK, yeah, Saturday, week
- 46:111, it has these people off and I would, I would like kind of look
- 46:14at them by seniority. And then like Week 2, 'cause you
- 46:19have the J routes there too, for especially for like relief day
- 46:22work lists. And then like Monday and each
- 46:25day. And then you could have like the
- 46:26Friday people and you would write like either week 1 or Week
- 46:292 for them for which like the rotating.
- 46:34And then it's also kind of nice too with that Friday, Saturday
- 46:37rotation because that also helps balance out that Saturday to
- 46:41show you have more people off. But even though it's still
- 46:45considered Friday as their relief day, if you trying to
- 46:50think of what else with the formula that needed to be I went
- 46:54over, yeah, like if you if you bid to another route, it's going
- 46:59to be whatever the relief day is on that route.
- 47:02So be weary of that. And it should be posted with
- 47:06what that relief day is. Yes, when you when you bid to
- 47:09that route. Oh, if not enough regulars want
- 47:14to choose Saturday, management will can mandate the junior
- 47:20regulars to be Saturday like they were like, no, I don't want
- 47:24to do that. And I've seen that happen once
- 47:28because people didn't want to lose their Mondays.
- 47:29But OK, let's say I dubs let you say what you're going to say.
- 47:35Sorry. I would say I don't think I've
- 47:37ever heard of a scenario where people do, you know, refuse to
- 47:43go to Saturday. You know, in mass like that.
- 47:47Usually people want it. But I can understand if you
- 47:50already have Monday, you don't want to give that up.
- 47:52Yeah, if you're in an office, that's formula.
- 47:56And let's say that you got like management all of a sudden
- 47:58started hiring and retaining Subs then and they redo the
- 48:03formula and the the week loses days.
- 48:08And that's like this scenario where like Monday, let's say
- 48:11there's like all these people on Monday.
- 48:13And you know, the other part of it too is like the junior people
- 48:20would lose their Monday unless they move decided to move to
- 48:25Saturday of their own volition there.
- 48:29The other weird scenario I know that's been going on, there's
- 48:33offices that are being adjusted. And I'm just going to read this
- 48:37as a step for settlements because I know there's been some
- 48:41people. And if and this is in the
- 48:45scenario like if you didn't just bid to a route with a Tuesday,
- 48:48Wednesday, Thursday, this is like if the formula was
- 48:53recalculated and you could choose like Tuesday, Wednesday
- 48:56or Thursday and you they voluntarily chose it with this
- 49:00agreement. But this is Step 4 settlement
- 49:04Article 9.2 dot C .5 that the outlines of procedures for
- 49:09signing relief days other than Saturday in offices in which the
- 49:13formula has been implemented to include those situations when
- 49:16recalculation occurs. The parties agree that any rule
- 49:19carrier that voluntarily selects Tuesday, Wednesday or Thursday
- 49:23as the relief day will be given the incentive of allowing the
- 49:27routes evaluation to increase to and maintain an evaluation of 53
- 49:33to 55 standard hours for the period he or she is assigned to
- 49:38the route with that relief day. When adjustments are necessary,
- 49:42the route will not be adjusted below a 53 to 55 standard hours
- 49:46except for reasons consistent with contractual provisions and
- 49:49applicable regulations. Conversely, these provisions are
- 49:53not applicable if the rural carrier is assigned Tuesday,
- 49:57Wednesday or Thursday as the relief day based on juniority.
- 50:01So that is like a incentive with formula.
- 50:08The other thing that I also think personally like as a sub
- 50:14from a formula office, the IT and like the feast and famine
- 50:19balance between RCA retention and I and like what I've seen.
- 50:24Like there's, you know, the offices where they had Subs for
- 50:30that were Subs for a long, long time.
- 50:33Typically I've seen like the offices and I, I you're able to,
- 50:39you're only guaranteed one day a week as a sub.
- 50:41But because of the formula, I was able to gain more work and
- 50:48thus it helped kind of retain me because if I was only working
- 50:51one day a week, I'd, I wouldn't have probably stuck around.
- 50:55I mean, there was a couple times where it got a little rough.
- 50:58Like we, they'd, we had 45 RC as at one point and they were
- 51:03freaking out. And so there's kind of a
- 51:05percentage that I, I don't, I don't foresee and I wish I could
- 51:12be more optimistic about this, but I know that it is not
- 51:16possible for some offices to ever get to 100% Subs.
- 51:20Like, I don't, I don't think my office could.
- 51:23I don't think Josh's office could.
- 51:25I, you know, in all. Honesty I have never seen my
- 51:30office even when I transferred in going on what are we at?
- 51:35What is this? So it's been 7 years ago when I
- 51:39transferred in. I transferred in on the H route
- 51:43and at the time the ox carrier was doing the five in one with
- 51:47the POV route. We had one RCA that was on hold
- 51:52down with route 4 and then three didn't have 111.
- 52:00Yeah, we still weren't in a well, no wait, three did have
- 52:031:00 and 11:00. So we may have been at a full
- 52:06complement when I first transferred in.
- 52:09That quickly changed because only had a route that went up
- 52:12forbid shortly after. And then we had a couple RCA's
- 52:18that left, one went to a different craft, one went to a
- 52:21different office for Hwy. contract route.
- 52:25And so, yeah, and that left us with the three amigos for a
- 52:29while until that one transferred out to go the chance to go
- 52:33regular in another office. And I couldn't tell you how many
- 52:37I saw coming in and out the revolving door before I went
- 52:40regular. It too much to count such a
- 52:44small. Yeah, we we had like when?
- 52:47The point where we had 45 Subs, they were fighting with each
- 52:51other. It was kind of like it was a
- 52:54weird and it was, we had two pages, the schedule was 2 pages
- 52:59and I was like, yeah, that'll never happen again.
- 53:01But for just the sub schedule. But they, yeah, I just don't
- 53:07think that there's there's, there's got to be a balance.
- 53:10And I think that the bones of the formula are good, but it
- 53:17does need some tweaking to more to modernize it to where we're
- 53:25at as role carriers because we like I, I wish I could have a
- 53:31Monday relief day that might happen.
- 53:33I mean, there's, there's a couple in my station.
- 53:37I think there's four of them and they love it.
- 53:39And I almost bid to 11 route because I knew if I bid to it,
- 53:44I'd have Mondays off. And I was, I'm a senior enough
- 53:48that I wouldn't lose it. And I knew I was going to,
- 53:52there's some, I've had a, I've seen it where somebody actually
- 53:57did go regular on a Monday route and everybody was losing their
- 54:00minds over it. And I was like, no, that's,
- 54:03that's their relief day. And you're going to have people
- 54:06who try and reset the whole formula all the time and think
- 54:10that it needs to be a clean slate.
- 54:11And they, and most of the time it's because they want Monday or
- 54:15Friday. I've had that happen before too.
- 54:18It just kind of depends on on who you are and being that on
- 54:22your office, I guess, but I don't know.
- 54:25I I'm more pro formula because of that fact that they're
- 54:30they're able to balance it out. And I know somebody had said
- 54:36this in the chat too. If you, and I'm going to say
- 54:39this more in terms of like, I know what you can put that
- 54:43formula calculator of this does not take into consideration.
- 54:49If you have regulars on extended leave, that's going to be on
- 54:54management for when they're approving leave to determine,
- 54:58you know, if you have somebody who's gone or we had it one time
- 55:03where we had a regular who was, they were two or four being and
- 55:10I had, I had a couple people they were, we were watching
- 55:12because our leave was getting denied.
- 55:16And that's why there's a contractual provision like after
- 55:19180 days they have to go back to the route which is newer into
- 55:23the contract. Yeah, that one came out in the
- 55:27last. Contract.
- 55:28Well, that was the same for like if you have a carrier in your
- 55:34office that is on full time union detail, yes, you know that
- 55:38sub is still coded as available. Yeah, yeah.
- 55:42And management if if. They're smart.
- 55:45I mean like you could put like an Excel spreadsheet together.
- 55:49Like I said, you have it. It shouldn't be that hard to do
- 55:54a rule carrier schedule because you have the same days off and
- 55:58especially I mean in a non formula.
- 56:00Yeah, but then like in a formula, they all have the same
- 56:03days. You haven't, if you haven't
- 56:05recalculated it, they and all you got to do is fill in for
- 56:10your, your annual and sick leave.
- 56:14Or if you got somebody on extended like leave for two O 4
- 56:17being a union official, you got somebody out for OWCP, whatever
- 56:23it is, you know, and they could make it like on the bottom of
- 56:26that excel spreadsheet like, oh, OK, I have to cover route one
- 56:30and five also, you know, and then they could it if, like I
- 56:35said, if they're, if they're doing the formula correctly,
- 56:37then they can at least see how much leave they can improve.
- 56:42I've noticed though, the only bad side is when there's,
- 56:47there's a couple times where we had, how do I explain it?
- 56:52We had like a lot of people out on leave and like it was just a
- 56:55weird balance and they were only able to approve like one, one
- 56:59person every Saturday to be on annual.
- 57:02And so like you, if you didn't set that timer for yourself to
- 57:05put in that leave 60 days out, you know, that was kind of a
- 57:10problem. But that's again, that's so
- 57:14that's on management to be hiring and retaining the Subs.
- 57:19And if they're good managers and they're calculating the formula
- 57:24the way they should be, then it should help balance that and
- 57:29hopefully make life a little bit easier for the regulars for all
- 57:32world carriers. But I don't, I know that that's
- 57:36not always the case. I'm trying to think of what else
- 57:40with the formula and if you're in office where like management
- 57:47all of a sudden just decides that they want to do formula,
- 57:53that's concerning. I mean, they really have to show
- 57:58that they did not hire and that includes like the manager has
- 58:02the ability to get a Mailer out and post job postings while they
- 58:10sent out the Mailer and that they posted it in like different
- 58:16job sites that they, I know that they can even an informed
- 58:21delivery now on the website on the OR on the the e-mail
- 58:26notifications for customers. They can even put something in
- 58:29there to try and hire people. So it shouldn't just be a, a, a
- 58:35solution for that. Did you want me to go over the
- 58:40PTF Part 2? Yeah, go ahead.
- 58:43OK, let me get let. Me get to that.
- 58:45Believe if I can, I should have just had it open in another tab
- 58:50like hear me and then and I told you it's like the new contract.
- 58:52I have to like look, wait a second.
- 58:57So article. 30 dot. 2 dot A and like I said, article 30.2 is RC
- 59:04AS and PT FS best friend. The employer shall make every
- 59:08effort to exponentially fill leave replacement vacancies when
- 59:12they occur. Regular rule carrier shall have
- 59:14the the right to require that a leave replacement be assigned to
- 59:18their route, which I wish that they they could do that, but
- 59:22I've seen one office or. Sorry, I've seen.
- 59:24Two fully staffed and they had an extra RCA because they didn't
- 59:29realize they had hired that many.
- 59:31But they didn't. They didn't have hours so they
- 59:33jumped ship. The establishment of a part
- 59:38time. Flexible rule carrier.
- 59:39Assignment is at the discretion of the employer.
- 59:42However, the employer is required to establish such
- 59:46assignments equal to 10% of the number of K routes in the office
- 59:51when the relief day of one or more regular routes is changed
- 59:56in accordance with Article 9.2 dot C .5.
- 1:00:00Additionally, a part time flexible assignment will be
- 1:00:02established. When hiring efforts have been
- 1:00:04unsuccessful following the regular rule carrier's request
- 1:00:08for assignment of a leave replacement provided the part
- 1:00:12time flexible rule carrier will be assigned 2K routes.
- 1:00:17So if you're a formula office, you should be have you should
- 1:00:22have PTFS 10%. So let's like, what did I say in
- 1:00:26my, in my fun math occasion I did earlier, there's like what
- 1:00:31so 20, 20K routes times 10%. So you should have, if you have
- 1:00:3720 K routes in your office, you should have two PTFS at least.
- 1:00:42And honestly, if management is having a big issue and I'm going
- 1:00:48to, I'll, I'll stand on the soapbox and say this and their,
- 1:00:51their turnovers real high and they're worried about RCA like
- 1:00:56losing these RC as like you should be really trying to get
- 1:01:01some PTFS cause the PTFS are making like 25 something an
- 1:01:04hour, 25 or 26. I think it just went up, didn't
- 1:01:07it too, 'cause they're about to. Yeah, I know.
- 1:01:12I know I'm about to look my. Hourly wage, yeah.
- 1:01:15And the, the PTFS actually have the it's, it's higher because
- 1:01:20they have their holiday pay 'cause they don't get holidays.
- 1:01:24They're they're at 2633 an hour. Yeah, 'cause their holiday pay
- 1:01:28is divided. Equally, they take the what the
- 1:01:33lump sum of the holidays would be and divide it equally across
- 1:01:37the board for them across the 50 to the 26 periods.
- 1:01:41But that. That wage they have to remember
- 1:01:44that their overtime wage is less than that holiday.
- 1:01:48With that with that holiday, you'd have to do difference of
- 1:01:53the holiday to get your. Normal wage that's.
- 1:01:55What you would take for overtime?
- 1:01:58Yeah, but yeah, I mean. They're making 26.
- 1:02:02What did I just say? It was 26 something an hour, one
- 1:02:06minute, one minute. Well, I'm like where the.
- 1:02:08Heck, did it just go? Oh my God, I have too many tabs
- 1:02:11opened. But if if you're a smart
- 1:02:15manager, you, I mean, I and I had, we had this one time where
- 1:02:18we had a bunch of PTFS. And I know that there's, if you
- 1:02:22have enough K routes to sustain them because you got to have two
- 1:02:26to 5K routes for them. And you can try and balance it
- 1:02:29with the RC as pay them the $26.33 an hour.
- 1:02:35You know, get instead of even if, like let's say you're not
- 1:02:41going to have any routes available for a long time, at
- 1:02:44least they're earning towards their retirement and they're not
- 1:02:48having to be essentially a career RCA.
- 1:02:52They're earning, they're earning towards retirement and it's
- 1:02:56counting towards it, you know, but so if yeah, like I said, if
- 1:03:01you're a formula office and you have no PTFS, there's something
- 1:03:06wrong. But unless you're a format,
- 1:03:08well, no, you wouldn't. If you're a formula office and
- 1:03:10you're all let's say, I don't even know if this is a scenario.
- 1:03:14It's an all H route office. Let's say that you know, or
- 1:03:21maybe 1 J I knew. I knew of an office not too far
- 1:03:25from. Me that was all HS and Hwy.
- 1:03:29contracts huh? So maybe that.
- 1:03:33One would be one that has that, one might be one that doesn't
- 1:03:36have APTF, Right, right. Yeah.
- 1:03:41Obviously, but they're still in. Total the Subs.
- 1:03:43Yes they are they are they still?
- 1:03:45Yep. That's yeah, based.
- 1:03:47On what I just said, the the employer may shall make, not may
- 1:03:52shall make every effort to expeditiously filled leave
- 1:03:55replacement vacancies when they occur.
- 1:03:57Regular carrier shall have the right to require that a leave
- 1:03:59replacement be assigned to their route.
- 1:04:01And if management's failing 120 day letters, they're supposed to
- 1:04:04be post in PTF positions. I think there's only like, this
- 1:04:10is another thing that a lot of people, I, I think you know, we
- 1:04:14talked about, I, I talked about PTFS a little bit more because
- 1:04:17my office has some, but we actually have more RCAS and PTFS
- 1:04:21now. And I think they're about to
- 1:04:23post another PTF position after a route comes down.
- 1:04:26And typically offices will post the routes before they post the
- 1:04:30PTF positions because they're just going to get sucked into
- 1:04:32there anyways. But well, contractually they
- 1:04:36have 30 days to post a regular route where there is no contract
- 1:04:40to align how long it takes to post the PTF.
- 1:04:42Yeah. And the, and that implementation
- 1:04:45of them having the PTFS is from the last contract.
- 1:04:48So yes. So that that could be a work in
- 1:04:52progress thing. Oh, what was I going to say?
- 1:04:55Oh my gosh, I cannot remember now.
- 1:04:57Oh my God. I know I can kind of go off in
- 1:04:59the weeds on this, but 120 day letters, Oh that there's only
- 1:05:05about there's not as many PTFS in the country as as people
- 1:05:09think that there are. No, there is not.
- 1:05:12In fact, there's like just. Looking at in the numbers from,
- 1:05:17I think it was state convention that I saw, yeah, there's only
- 1:05:21like there's, there's about. 24 to 25,000 RC as but there's only
- 1:05:27about 4000 to 4200 ETFs and then there's what 85,000 rural routes
- 1:05:35in the whole country I've got I got this this stuff from.
- 1:05:39State convention. So it's a little you know how it
- 1:05:43it was as of Mark. Oh that was just numbered here
- 1:05:47yeah. And if while you're while you're
- 1:05:50looking. That up, but if if especially
- 1:05:52like in the offices that have gone through adjustments that
- 1:05:56are formula and they've created routes that would be a
- 1:06:00recalculation of the. Formula.
- 1:06:03That would negate like, hey, something changed here.
- 1:06:06So I mean the numbers are are. Are are going back Looks like
- 1:06:12pay period 7 of 2025 when these statistics were done, we had
- 1:06:1975,966 regular carriers, 4661 PTFS, 6635 arcs, 42,082 RCARCR
- 1:06:36Subs. Oh wow.
- 1:06:38Yeah, so that was. Well, there is more than yeah.
- 1:06:41Yeah. So there is definitely. 10 times
- 1:06:43as. Many RC Subs RCASRCRSI only
- 1:06:48think there's only a couple RCRS left in the country, but yeah,
- 1:06:52the other thing is 10 times as many.
- 1:06:55RCA. Right, people are over PTFS.
- 1:06:59The other thing, the RT as. That it really sucks is that a
- 1:07:03lot of them that because management's not been made
- 1:07:07retaining them and the formula is designed partially for
- 1:07:13retention. I mean, it's, it's to help with
- 1:07:17that, to even help with the regulars and then the manage the
- 1:07:21overtime. There's a lot of different
- 1:07:22things that they can be using it for.
- 1:07:25But management also is really bad about releasing the Subs out
- 1:07:31of the system. So some of those numbers might
- 1:07:34not even be correct. It might be less because they
- 1:07:38just they never put in a, a resignation letter or management
- 1:07:42just left them on the books. So if that's the case, though,
- 1:07:47and like your management's calculating the formula and the
- 1:07:51seniority list says like you have all this these Subs like
- 1:07:54that's an issue and management might be like they're not
- 1:07:57available and be like, OK, well then get them out of the system
- 1:08:00then, you know, like they're gone.
- 1:08:05But yeah. And so, yeah, like I was saying
- 1:08:07that if there's, if your office like gained routes, that's a,
- 1:08:12an, or the amount of day of routes that need a relief day,
- 1:08:16that's a formula recalculation Subs.
- 1:08:20Like if you just got an influx of Subs, management should be
- 1:08:23recalculating that formula. I've had it one time where
- 1:08:26management had recalculated it after they hired about 5 Subs.
- 1:08:32And they, they argued with me that they didn't think that they
- 1:08:35were available yet because they were still inside of that the
- 1:08:40the two full pay periods on their primary.
- 1:08:43So kind of keep that in mind too, that if you know, if they
- 1:08:47haven't even gone through Academy, I, I don't know if I
- 1:08:49would consider them available yet.
- 1:08:51But once they're out of that, yeah.
- 1:08:53But once they're out of that and they're out of that, then two
- 1:08:56pay periods on their primary route, yeah.
- 1:08:59Then they they. They.
- 1:09:01Should be in that formula calculation because I'm pro pro
- 1:09:04for that Saturday if it, especially if it's going to
- 1:09:09increase The Saturdays of people being off.
- 1:09:12But anything else, Josh, that do you think I missed?
- 1:09:17I can't think of anything. You were pretty thorough.
- 1:09:21I know there was an my not my office, but another office in
- 1:09:25the in the district that they recalculated once a month just
- 1:09:30because it was the influx of, you know, influx of Subs coming
- 1:09:36and going and or becoming, you know, converting to regular.
- 1:09:41It was just too hard every time they had a change to do it
- 1:09:48because otherwise they'd be doing it like almost every week.
- 1:09:52You know, as we mentioned at the towards the top of the episode,
- 1:09:57if you have a Friday relief, it is your option upon getting the
- 1:10:02Friday if you want just Friday or Friday Saturday rotation and
- 1:10:06that counts as a Friday on the formula for the relief day.
- 1:10:13So I can't think of anything else off the top of my head.
- 1:10:15And now I don't like I I'll go out from the weeds of other side
- 1:10:18quests with the formula that there.
- 1:10:23And like I said. They, they have that formula
- 1:10:25calculator, so it should be easy.
- 1:10:29I say that with an asterisk here, you know, for them to
- 1:10:33enter it in and figure that out. You would think it's just a
- 1:10:37matter of them actually. Doing their.
- 1:10:39Jobs, which is a whole total different topic to begin with.
- 1:10:43Exactly. Yeah, which is when you need to
- 1:10:46get. Your steward involved in holding
- 1:10:49them accountable to doing that? Yeah, there is.
- 1:10:52I've I've also heard lately too, there's some smaller offices
- 1:10:56that may be formula and they're not.
- 1:10:58And I would just encourage you to figure out if you are a
- 1:11:00formula office because that because that could kind of
- 1:11:04change things for you. And in your understanding of
- 1:11:08some of some of this, you know, like the five in one, if you're
- 1:11:11in RCA and you and you your office has an ox route, you
- 1:11:16know, because I did like you're actually who I learned that from
- 1:11:20because I never had, we never have had that ability here.
- 1:11:24Yeah, I did A5 in one with the. With my primary when I had the
- 1:11:28Ox, the POV route was my primary at the time.
- 1:11:33I did A5 in one with that. I hardly ever worked my primary
- 1:11:38though, so yeah. Sadly, I can count on one hand.
- 1:11:45How many times I ran that primary for an actual K day in
- 1:11:50the year that I was on the Oxrow?
- 1:11:52Yeah. The other thing I know this.
- 1:11:54This is me in. The weeds.
- 1:11:55Yeah, finding out if you're a formula office and then finding
- 1:11:58out like if you're you're going to know if you're a withdraw
- 1:12:00office, that's another weird, weird thing that you don't
- 1:12:04really think about. Like I, I know, like Josh's
- 1:12:08office is a withdrawal off. It's all or nothing, but Josh, I
- 1:12:12know always worked withdrawal offices.
- 1:12:15Yeah, well. Josh is I.
- 1:12:17He gets like some of his. Things he can.
- 1:12:19I think in the in my district, I think there is only one office
- 1:12:24that is not withdrawal. Yeah, the only thing that's
- 1:12:26brought to our cases. The only thing only male wise.
- 1:12:29That's brought to our. Cases is our AS what is yeah,
- 1:12:35the the carrier, the the yeah, the flat tubs.
- 1:12:39Yeah, those ones And then if we get a box.
- 1:12:42Holder in our newspapers, everything else we have to go
- 1:12:45retrieve our raw flats, our pre sorted bundle flats, our DPS hot
- 1:12:51case obviously. Same here, withdrawal is.
- 1:12:55The carrier's selection by vote of majority vote.
- 1:13:00It is not something that management can decide.
- 1:13:03Yeah, but that's a whole different topic.
- 1:13:05Like for. Yeah.
- 1:13:06Like for formula, management could make that decision, but
- 1:13:09they have to have done certain things before they made that
- 1:13:13decision if you're currently not a formula office.
- 1:13:17And management is talking about making you guys a formula office
- 1:13:22because they're lazy or they're just talking about it.
- 1:13:26Please contact your DRS 'cause then they can.
- 1:13:32That'll put them on the radar and they can check and see if
- 1:13:34they've done everything that they are supposed to do prior to
- 1:13:38implementing the formula. Yes.
- 1:13:40Yep, because there is a long checklist that.
- 1:13:42They have. To follow, yes, like, Oh yeah,
- 1:13:45prove it. Prove that.
- 1:13:46We need to go. Formula if regulars are working
- 1:13:50their relief. Days.
- 1:13:51That's a big that's one. Part of it.
- 1:13:52That's just one part. Yeah, I know.
- 1:13:55I know our. Postmaster doesn't want to
- 1:13:58become a formula office at the same time when you have one
- 1:14:02carrier who works every single one of their relief days
- 1:14:06because, well, it's APOV route and oh, they don't have APOV so
- 1:14:10they never get a sub. Yeah, yeah, it's gets spooky.
- 1:14:14So, but all right. Well, that's yeah, that's
- 1:14:17formula. Yeah, I think, I think we
- 1:14:20covered most of it. If we didn't tell us.
- 1:14:24And if I messed up, I I'm sorry. We're human.
- 1:14:28We're just carriers. Yeah.
- 1:14:31Yeah, read read article. What did I say?
- 1:14:33It was 9 dot. 2 dot C .5 of the contract that has that the
- 1:14:38formula calculation. And if you're an absolute weirdo
- 1:14:43like I am, one time I actually did manually calculate the
- 1:14:47formula not through a spreadsheet. 30.2 yes, 30 dot
- 1:14:532.330 dot 2 is pretty much where it's that's about the about you
- 1:15:01getting the PTS because of and that and your entitlement to
- 1:15:06having a sub for every route. And I believe that's also where
- 1:15:10it has the 6th day talk throughout the five and two.
- 1:15:14The five and one is not an option is in there also.
- 1:15:17Yeah. For filling that vacancy, yes,
- 1:15:19yeah. So all right guys.
- 1:15:23That worked. That got us a little over an
- 1:15:25hour of formula talk in chatter and banter and all that good
- 1:15:29stuff. Yeah.
- 1:15:31So we are going to wind this one down.
- 1:15:33Unless, well, go. Ahead.
- 1:15:34Not quite. Oh, I was just going to say I
- 1:15:37just thought that. What day is it next Saturday we
- 1:15:41get a raise? I thought it was the 22nd, The
- 1:15:4415th. Oh, is that the 15th I?
- 1:15:46Thought it was. Well, yeah.
- 1:15:49OK. Pay period wise, yes, yeah,
- 1:15:51yeah. Start of the pay period, yeah,
- 1:15:53yeah. Yeah, yeah, that would be the
- 1:15:56general wage. Increase the contractual.
- 1:15:57One the 1.4% I get my step increase this pay period that
- 1:16:02we're currently in and then the general wage increase the
- 1:16:06following pay period and I I'm you know and and the.
- 1:16:11Thing is, is. If the 50 weeks for Table 2
- 1:16:16hadn't gone into effect at the beginning of the new guarantee
- 1:16:19year in October, I would have had both of them next week or on
- 1:16:23the next pay period. They should, yeah.
- 1:16:25So I I. Got paced out, I had. 11 check
- 1:16:28in between the September or the first when they added everybody
- 1:16:34else's previous ones in minus the obviously.
- 1:16:38So there was that pay period and then the cost of living
- 1:16:42adjustment in September that started.
- 1:16:46And so I had one pay period in between those two that I didn't
- 1:16:50see in a wage adjustment on. So which was the check I just we
- 1:16:55just got Friday. So.
- 1:16:57Yeah, I'm I'm getting one bet. Yeah, the RCA starting next
- 1:17:03Saturday. Will make $21.89 an hour and the
- 1:17:08ones that have worked, no RCA and Arcs will advance to Step 2
- 1:17:14after 156 weeks. They will make 2289 on Saturday.
- 1:17:19Those ones, Yep. So those are, but most of them
- 1:17:212189. Yep, and I was still at. 19
- 1:17:26something when I went full. Time.
- 1:17:27Yeah, I was at 15. Yeah, I was.
- 1:17:30That's. About actually, I was.
- 1:17:31I got. I got hired.
- 1:17:32In when I when I. Initially got hired in or you
- 1:17:36know, was going through the hiring process, it was the 15
- 1:17:39something an hour and then once my effective hiring date was it
- 1:17:44had just jumped up to the 1637 I think it was, I don't know, that
- 1:17:48was 11 years ago going on. So, yeah, you know, but I, I'm
- 1:17:53happy that the, the Rcas with three years or more at least
- 1:17:57have that little step, even though it's just a dollar it,
- 1:18:01it, it's a step in the right direction because like I said, I
- 1:18:04remember being in RCA of 7-8 years training brand new Rcas
- 1:18:09and they couldn't believe I was making the same amount they
- 1:18:11were. Yeah.
- 1:18:12So I, I, you know, it, is it a small step?
- 1:18:17Yes, but it is a small step in the right direction.
- 1:18:20Yeah, a small step in the right direction of.
- 1:18:23For RCA mankind, yes. Yes.
- 1:18:30And we don't have anybody in your office anymore that falls.
- 1:18:33Under that, oh, we got, yeah, both of our one RCA is just
- 1:18:38coming up on one year, either this month or next month, I
- 1:18:42don't remember exactly when he got hired in.
- 1:18:44I know we didn't do his on the route training until after
- 1:18:48Christmas. He was running parcels for a bit
- 1:18:51and then the other one started. We'll have his urine in
- 1:18:53February. So we have one in the pipeline.
- 1:18:56That's all I know. I just, we just want to say a
- 1:18:59big thank you to all of our veterans out there.
- 1:19:03Josh with us here is also a veteran and you know, my son's a
- 1:19:09veteran, my boyfriend's a veteran, his brother's a
- 1:19:11veteran. You know, it's you guys put your
- 1:19:14life on the line. So basically all of us can do
- 1:19:17what we're doing at home with, with freedoms and we are
- 1:19:22definitely appreciate every single one of you.
- 1:19:25So thank you, Yep. And, and thank you for serving
- 1:19:29yes. Thank you, Josh for serving.
- 1:19:32Thank. You for serving, yeah.
- 1:19:34Thank you. Yeah.
- 1:19:36Thank you for taking me. Everybody have a safe.
- 1:19:38And happy Veteran's Day. So other than that guys, we will
- 1:19:42wind this down now unless Meow thinks of something else off the
- 1:19:45top of her head I know I'll think of.
- 1:19:47I know, right? She's been banned.
- 1:19:51For the rest of the episode. Yes, I'm done.
- 1:19:54I closed my. I closed out of the union.
- 1:19:56Website. So we're good.
- 1:19:58All right, All right. Yeah, I put my phone down too,
- 1:20:01so. Yeah.
- 1:20:02All right, Josh, your final thoughts for this evening.
- 1:20:07I know the weather's starting to change.
- 1:20:08So make sure you're dressing appropriately in layers.
- 1:20:14Be safe out there, don't get overwhelmed.
- 1:20:17If you do, take a step back, take a deep breath and step back
- 1:20:22in meow. Well, thank you guys.
- 1:20:25I'm glad that we got the I know the formula is kind of a
- 1:20:29intimidating thing. I hope I'm like don't hold me
- 1:20:33accountable if I said anything wrong, but no, it's all good.
- 1:20:36It's fine. Hopefully, yeah.
- 1:20:38If you have any questions on it, please contact your steward.
- 1:20:43Please make sure that you are taking care of yourself.
- 1:20:47I know that there is a lot going on.
- 1:20:51We're, we're right here at the beginning of, of peak season and
- 1:20:56with daylight savings and everything.
- 1:20:58If you are having any issues or if anybody in your family's
- 1:21:02having issues or if you just need to talk to somebody like
- 1:21:05outside of the post office or you know, just a, just a vent
- 1:21:11there is there is help for you and you could call EAP.
- 1:21:16The it's just, it's, it's its own private entity.
- 1:21:20It doesn't go through the Postal Service, but their phone number
- 1:21:22is 800 EAP for you or 800-327-4968.
- 1:21:30So please just know that there's people there for you.
- 1:21:35We care about you. I mean, that's why we're all on
- 1:21:37here sharing this information for you guys 'cause there's,
- 1:21:42there's countless documents and whole bunch of stuff that you
- 1:21:46could go on side quests like I do.
- 1:21:49But again, that phone number is 800-327-4968.
- 1:21:57You can even look up USPSEAP. They will help you and they will
- 1:22:01help you with counseling or anything that you need.
- 1:22:03So Kristen, EQ guys, yeah, definitely EAP is.
- 1:22:08Available thanks for bringing that up again Meow yes the
- 1:22:11weather it is a changing. I know it is up around here.
- 1:22:16We have had that credit S word off and on some areas a little
- 1:22:21bit north and more to the West of me have gotten really
- 1:22:24hammered. And so the guys, yeah,
- 1:22:27definitely stay safe because we know, especially those of us
- 1:22:30that do get snow, people tend to forget how to drive in it every
- 1:22:35year. So you got to be a little bit
- 1:22:38more alert, not necessarily you know yourself, especially when
- 1:22:44the road conditions change quickly, but bake and share.
- 1:22:48You're more alert with those that are whizzing past you down
- 1:22:51the down the road because you just never know when somebody's
- 1:22:55going to lose it. And that's the last thing you
- 1:22:56want to do is get involved in that.
- 1:22:58So stay vigilant guys out there and I'll start dressing more
- 1:23:02appropriately for the weather. Stay hydrated.
- 1:23:06Regardless of the time of year it is, hydration is important.
- 1:23:11And on that note guys, we will be back next week and we're
- 1:23:14going to go over Christmas overtime period and holidays and
- 1:23:20all that good stuff. So until next week y'all take
- 1:23:23care.
