- 0:00Speaker 1: Joining me in studio this morning is Matt Heyman of
- 0:02Speaker 1: Rock Realty.
- 0:03Speaker 2: Matt, how you been. Oh, I've been good. I've been good.
- 0:05Speaker 3: Enjoying this rainy day.
- 0:06Speaker 2: Yeah, I think we needed some rain.
- 0:10Speaker 3: Yeah, I did notice the grass was getting a little discolored.
- 0:13Speaker 2: Yeah, the ground was really solid.
- 0:16Speaker 1: So it's good for all, good for everyone to get
- 0:18Speaker 1: a little bit of rain. And we've got a great
- 0:20Speaker 1: conversation this week. We're going to be talking about understanding
- 0:23Speaker 1: the appraisal process and different options as well that you
- 0:26Speaker 1: would apply with your your appraisal. They're going to need them,
- 0:29Speaker 1: whether it's like a FAHA or VA. Talk about some
- 0:32Speaker 1: of those loan programs in just a moment with Matt.
- 0:35Speaker 1: But first, of course, we always do a featured listing
- 0:38Speaker 1: in this week, Matt, you brought a palace.
- 0:40Speaker 2: You brought for.
- 0:41Speaker 1: Folks that have spent any time in Janesville, they know this.
- 0:45Speaker 1: There is a couple of really historic neighborhoods with these
- 0:50Speaker 1: just amazing homes that have been so well taken care
- 0:54Speaker 1: of and great neighborhoods. And this week's featured listing is
- 0:57Speaker 1: a beautiful home in one of those very neighborhoods. Let's
- 1:01Speaker 1: talk about this, uh, this house on Garfield Street in Janesville.
- 1:05Speaker 3: Yeah, it's in that Jefferson Avenue Historical district. Just a
- 1:10Speaker 3: magnificent like colonial that's been really well preserved as awesome
- 1:14Speaker 3: curb appeal, huge home, twenty eight hundred square feet and
- 1:21Speaker 3: you know you're sitting with a three bedroom, two and
- 1:23Speaker 3: a half bath over a third acre lot, just about
- 1:27Speaker 3: everything you'd want. And something like this, you know.
- 1:30Speaker 1: It's and it's as you look at it too, it's
- 1:32Speaker 1: it could fit in like in like Washington, d C.
- 1:35Speaker 2: I mean, it's like one of those kind of.
- 1:36Speaker 1: Nice yeah, the styling and when we talk about houses
- 1:42Speaker 1: like the houses like this don't go on the market
- 1:45Speaker 1: all that often. These are the type of homes like
- 1:47Speaker 1: this house. I don't know the history of it, but
- 1:50Speaker 1: I'm gonna guess whoever owns it or owned it previously
- 1:53Speaker 1: probably had it. It may have been a generational type thing.
- 1:55Speaker 1: These are like those kind of houses that that people
- 1:57Speaker 1: just hold on to. And what a great opportunity to
- 2:00Speaker 1: have something like that.
- 2:01Speaker 2: Yeah, exactly.
- 2:02Speaker 3: And it's an area of people kind of are waiting
- 2:05Speaker 3: to move into. You know that it's you know, it's
- 2:08Speaker 3: not for everybody. But for those that are looking for,
- 2:10Speaker 3: you know, a colonial with just a ton of character.
- 2:13Speaker 3: I mean, this thing has three different woodburning fireplaces, like
- 2:17Speaker 3: how often do you say that? Exactly, sunroom, formal dining room,
- 2:23Speaker 3: it's just just really tastefully updated kitchen. Just just an
- 2:27Speaker 3: awesome home. And it's located at to two South Garfield
- 2:31Speaker 3: Avenue in Janesville, currently listed for five hundred and nine
- 2:35Speaker 3: thousand dollars.
- 2:36Speaker 2: Three bedroom, two and a half bath.
- 2:37Speaker 1: Today's day to call Lindsay if you are looking for
- 2:40Speaker 1: a really just a beautiful home, kind of a little
- 2:43Speaker 1: a statement piece, something that I guarantee, if there's something
- 2:46Speaker 1: you see yourself in, You'll be talking with your friends
- 2:48Speaker 1: and family for years about the reason why you bought
- 2:53Speaker 1: this house, because it isn't showing it off. You'll be
- 2:54Speaker 1: doing Christmas and the holidays there because it is.
- 2:56Speaker 2: A beautiful home.
- 2:57Speaker 1: Give Lindsay a call this morning six of eight nine three,
- 3:00Speaker 1: one seventy eight sixty three. That's six oh eight nine three,
- 3:03Speaker 1: one seventy eight sixty three to talk to Lindsey about
- 3:07Speaker 1: the showing for this beautiful home on Garfield Avenue.
- 3:09Speaker 2: Again.
- 3:10Speaker 1: You also check it out rock Wisconsin dot com. That's
- 3:12Speaker 1: Orock Wisconsin dot com. We've only scratched the surface on
- 3:17Speaker 1: some of the really cool features of home. So we'll
- 3:19Speaker 1: talk a little bit more about this week's featured listing
- 3:21Speaker 1: a little bit later on the program. This week, though,
- 3:23Speaker 1: we're going to talk a little bit about the appraisal process.
- 3:25Speaker 1: And uh, kind of sounds straightforward, and then you start
- 3:30Speaker 1: getting into it and you're like, oh, this is an
- 3:31Speaker 1: interesting There's a little bit more to it than just
- 3:34Speaker 1: simply going, Ah, that house about three hundred thousand, I
- 3:38Speaker 1: write a thing out there, you go. A lot of
- 3:40Speaker 1: work goes into it. Let's talk about a little bit
- 3:42Speaker 1: about the appraisal process and why you need an appraisal
- 3:46Speaker 1: if you're buying a home with a mortgage.
- 3:48Speaker 3: Yeah, and sometimes it gets confused with the assessment.
- 3:51Speaker 2: Oh yes, right, Yes.
- 3:52Speaker 3: The assessment's just something that you know, when the local
- 3:56Speaker 3: municipality your town or city sends out somebody to try
- 3:59Speaker 3: to get evaluation kind.
- 4:00Speaker 2: Of a just tax design you.
- 4:02Speaker 4: Yes, the appraisal offer, that's that's.
- 4:04Speaker 3: For the lender, right for the most part. You know,
- 4:07Speaker 3: you can order your own appraisal if you're offering in cash,
- 4:11Speaker 3: just to kind of get that comfort level that you're
- 4:13Speaker 3: not overpaying. But in general, every lender is going to
- 4:16Speaker 3: require an appraisal. So after you have a home under contract,
- 4:21Speaker 3: at that point, the buyer's lender will send out an
- 4:24Speaker 3: appraisal or appraiser to go take a get evaluation of
- 4:27Speaker 3: the property.
- 4:28Speaker 1: Start learning terms like loan to value and some other
- 4:31Speaker 1: other terms as well. When you work through that, uh,
- 4:34Speaker 1: that process, and it's it's it's kind of cool to see.
- 4:37Speaker 1: Is I think one of the things that I'm always
- 4:39Speaker 1: kind of jealous of you and the team at Rock
- 4:41Speaker 1: Real team Att is you guys get to show people
- 4:45Speaker 1: homes and every home is unique and they've got unique features,
- 4:49Speaker 1: even if they're brand spanking new, there's they're all a
- 4:52Speaker 1: little bit different houses that are there that have had
- 4:55Speaker 1: folks live in them. There's different features added and upgrades made.
- 4:58Speaker 1: You guys get get a chance to kind of to
- 5:00Speaker 1: show off those things and accentuate some of those things.
- 5:04Speaker 1: But those things also affect a property value, and appraisers
- 5:06Speaker 1: also take those things into consideration. What about like when
- 5:11Speaker 1: we think about this, like the baseline for it, I
- 5:13Speaker 1: hear about this word like comps or comparables. What are
- 5:16Speaker 1: they talking about there? In the praisal words.
- 5:17Speaker 2: Sure, yeah.
- 5:18Speaker 3: In general, an appraiser is going to obviously look at
- 5:23Speaker 3: all the facts. They're going to look at how much
- 5:24Speaker 3: land it has, the size of it, the age of
- 5:27Speaker 3: the home, the condition of the home. You know, how
- 5:29Speaker 3: many bathrooms, how many bedrooms, how big is the garage, right,
- 5:34Speaker 3: and then you know, try to come up with a
- 5:36Speaker 3: professional opinion of price. Right, so you know, the realtor
- 5:41Speaker 3: can give an idea of what they think home is worth,
- 5:44Speaker 3: but the appraisal appraiser is that's their job is to
- 5:47Speaker 3: actually identify an exact number that they're they're in their
- 5:51Speaker 3: professional opinion what the home is worth. So they will
- 5:54Speaker 3: take that it will compare it to homes that have
- 5:57Speaker 3: previously sold and sometimesclude some active listings, but for the
- 6:01Speaker 3: most part they're looking at sold listings and they want
- 6:04Speaker 3: to have that really tight radius, you know, two to
- 6:06Speaker 3: three mile radius, fairly recent so they don't want to
- 6:10Speaker 3: compare something and sold twenty twenty one. You know, you'd
- 6:12Speaker 3: want it to be probably sold in the last three
- 6:14Speaker 3: to six months, and then they're going to make some
- 6:17Speaker 3: adjustments and figure out what the homes value is.
- 6:19Speaker 1: Is that number firm let's say For example, I find
- 6:22Speaker 1: a house and I'm absolutely in love with it. Of
- 6:25Speaker 1: course my lender wants to get an appraisal. Maybe the
- 6:27Speaker 1: appraisal comes in a little bit lower than expected, and maybe,
- 6:31Speaker 1: I mean, nobody's perfect. And obviously an appraisal is really
- 6:35Speaker 1: an estimate based on their understanding, their knowledge, and appraisers
- 6:39Speaker 1: do fantastic work. But is that something Sometimes you can say, well,
- 6:42Speaker 1: maybe something was overlooked or maybe you know, like is
- 6:45Speaker 1: that concrete, Like once an appraisal comes through, is it
- 6:48Speaker 1: locked at that appraised price?
- 6:50Speaker 2: Or you know, there are some options.
- 6:51Speaker 3: For disputing it where you can give examples and say, hey,
- 6:55Speaker 3: what about these comparables? Right, It's it's kind of rare,
- 6:59Speaker 3: and it depends the loan type. But yeah, I have
- 7:02Speaker 3: had appraisers come from out of state and end up
- 7:05Speaker 3: blowing up a deal because they had no idea what
- 7:07Speaker 3: they were talking about.
- 7:07Speaker 4: So that can happen.
- 7:09Speaker 3: So that's why it's important to work with a local
- 7:10Speaker 3: lender that has a board a group of appraisers that
- 7:14Speaker 3: he trusts because he knows that they're very experienced in
- 7:17Speaker 3: the local market.
- 7:19Speaker 1: And for folks that are wondering the appraiser is hired
- 7:24Speaker 1: and works for the lending and they're not. They're not
- 7:27Speaker 1: somebody that as a potential buyer or as a potential
- 7:30Speaker 1: seller I'm involved in. It's it's the bank or the
- 7:33Speaker 1: lending institution that would be.
- 7:35Speaker 3: Yeah, with a recent financing rule changes, you know, I
- 7:39Speaker 3: think it was an O nine. I believe it was
- 7:41Speaker 3: related to Dodd Frank has to be an independent company, right,
- 7:46Speaker 3: but you know, it can still have a relationship with
- 7:49Speaker 3: the lender if you will, right.
- 7:51Speaker 1: So It's been a long time since I've had we
- 7:53Speaker 1: had our appraisal in our house, but I do remember,
- 7:56Speaker 1: and I don't know if this is universal, but the
- 7:59Speaker 1: appraiser also sent us as as potential buyers and ultimate
- 8:03Speaker 1: buyers like their report and it was kind it's to
- 8:05Speaker 1: this day, I still have it. It's kind of neat
- 8:07Speaker 1: to see a lot of pictures were taken, a lot
- 8:10Speaker 1: of notes were taken. It's interesting to see like what
- 8:13Speaker 1: the house looked like and what was there when you
- 8:16Speaker 1: moved in and kind of changed, like that. Is that
- 8:17Speaker 1: is that typical? Or is that is that something that
- 8:20Speaker 1: that's maybe a little bit unique.
- 8:21Speaker 4: So, yeah, the appraisal is paid for essentially by the buyer.
- 8:25Speaker 3: Right, so it is owned to buy the buyer. Okay,
- 8:27Speaker 3: all right, you have the choice of selling it to
- 8:29Speaker 3: the cellar, but are sending that to the cellar. But
- 8:31Speaker 3: sometimes when that comes in much higher value, you don't
- 8:34Speaker 3: want to sell it. They know that, right, Yeah, so yeah,
- 8:37Speaker 3: the you know, it's neat. I always keep all the
- 8:40Speaker 3: appraisal reports. It's neat to look in there and see
- 8:43Speaker 3: how they did their math and how they you know,
- 8:46Speaker 3: added some value for the finished basement, reduced some value
- 8:48Speaker 3: for the size of the bedrooms, and you can see
- 8:50Speaker 3: all that.
- 8:51Speaker 1: And it also helps too with calculating. You know, when
- 8:53Speaker 1: you start looking towards you know, you do buy the house,
- 8:56Speaker 1: what's your insurance going to be? Those type of things
- 8:58Speaker 1: like having some type of number that things are based
- 9:00Speaker 1: off can really help you do those calculations for when
- 9:03Speaker 1: you do actually buy the home.
- 9:05Speaker 2: Yeah.
- 9:05Speaker 3: Absolutely. And you know, when you're ensuring a property, you
- 9:08Speaker 3: also want to make sure that you're ensuring it sometimes
- 9:10Speaker 3: for replacement value, sometimes for cash value depending on what
- 9:14Speaker 3: you're doing there. And replacement value it means, hey, how
- 9:17Speaker 3: much is this going to cost brand new?
- 9:18Speaker 4: Yeah, So it's two big differences there.
- 9:21Speaker 1: So if you're a viewer of the Antiques Roadshow. You're
- 9:24Speaker 1: familiar with both of those, all of those terms quite so.
- 9:28Speaker 1: Fantastic programming. By the way, speaking of fantastic programming, hanging

- 11:40Speaker 1: new place or hold them in storage for a time.
- 11:42Speaker 1: It's a really really cool program. And of course all
- 11:44Speaker 1: the details available at rocklistings dot com. That's rocklistings dot
- 11:50Speaker 1: com And Matt we've been talking about appraisals and what
- 11:54Speaker 1: they're used for and h and kind of what goes
- 11:56Speaker 1: into an appraisal. Some loans are are more stringent as
- 12:01Speaker 1: far as what they expect from an appraisal and an appraiser.
- 12:05Speaker 1: Others are probably a little bit more lenient, I know,
- 12:08Speaker 1: anything having to do with the government's involved.
- 12:11Speaker 2: In some way.
- 12:11Speaker 3: That's exactly how I was going to describe it.
- 12:15Speaker 2: We're on the same bait.
- 12:16Speaker 1: They're going to be very very you know, kind of
- 12:19Speaker 1: rigid about what they're looking for. And VA Loan, which
- 12:21Speaker 1: is an amazing program for folks that have served our
- 12:25Speaker 1: nation and it's a great opportunity for those folks to
- 12:28Speaker 1: get into a home. But there are some requirements when
- 12:30Speaker 1: it comes to appraisals and some other things that folks
- 12:34Speaker 1: need to need to understand, aren't there.
- 12:35Speaker 2: Yeah.
- 12:36Speaker 3: Absolutely, And you know, in general normal conventional financing or
- 12:39Speaker 3: other types of local loans, the appraisal has nothing to
- 12:44Speaker 3: do with condition per se. I mean, it'll have a
- 12:46Speaker 3: little but it's mostly just about valuation. But when you
- 12:50Speaker 3: get into government loans that you know give you benefits, right,
- 12:53Speaker 3: like a VA loan you can do no money down
- 12:55Speaker 3: and faha loan you can do just three and a
- 12:58Speaker 3: half percent down. When you get into these government loans,
- 13:01Speaker 3: they actually also have some condition stipulation.
- 13:05Speaker 4: So I would say the VA is a.
- 13:07Speaker 3: Slightly more stringent, but they're both very similar as far
- 13:11Speaker 3: as what they're looking for. So things like safety and
- 13:17Speaker 3: you know, you know, integrity of this structure are important.
- 13:22Speaker 3: So yeah, we've got a few items on here that
- 13:25Speaker 3: we can go through.
- 13:25Speaker 1: Yeah, and so it's kind of starting off with that,
- 13:27Speaker 1: with that safe access thing is and that's something you
- 13:30Speaker 1: may not always think about, but I spend enough time
- 13:33Speaker 1: up My wife is from the Spooner area, and they
- 13:36Speaker 1: don't really have great planners. Nothing against fine folks of Spooner,
- 13:40Speaker 1: but over time, like like somebody will own a lot
- 13:42Speaker 1: and it'll be completely landlocked and you'll have to have
- 13:44Speaker 1: some kind of easement and other things. And that's not
- 13:47Speaker 1: universal up there or not uncommon down here either, but
- 13:51Speaker 1: you really have to have as part of like the VA,
- 13:53Speaker 1: you have to have an actual road that connects.
- 13:56Speaker 3: That's that's one thing I don't think about. Yeah, yeah,
- 13:59Speaker 3: you need say of access, legal access year round, whether
- 14:02Speaker 3: it's a public or private road.
- 14:04Speaker 1: So what about as far as the house itself? And
- 14:08Speaker 1: this is an interesting part, is uh you would think, well, yeah,
- 14:12Speaker 1: of course, but making sure that that that building is
- 14:15Speaker 1: sound is definitely a requirement for both both loan programs.
- 14:20Speaker 2: Isn't it. Yeah, I would say that.
- 14:22Speaker 3: You know, they call it structural integrity, but we're talking
- 14:24Speaker 3: about you know, the found foundation for sure, rough leaks,
- 14:28Speaker 3: framing problems. You know, if you see some leaking cracks
- 14:31Speaker 3: and the concrete in the basement, then that might be
- 14:33Speaker 3: an issue, right. Uh. You know, they also have some
- 14:36Speaker 3: uh they still have some stipulations for lead based paint
- 14:39Speaker 3: as well. That's a that's a red flag. So we've
- 14:41Speaker 3: had many agents going out to properties and painting last
- 14:45Speaker 3: minute to make sure that the loan can close.
- 14:46Speaker 1: Cover make sure it covers all the bases there and
- 14:50Speaker 1: speaking of covering all the bases utilities, and I know
- 14:53Speaker 1: for it's it's interesting because I think of a venor
- 14:56Speaker 1: and you think of somebody if if there's anybody that
- 14:58Speaker 1: can handle maintenance or a water heater or those type
- 15:01Speaker 1: of replacements or a furnace, those would be the type
- 15:05Speaker 1: of folks that can do it. But they are pretty
- 15:07Speaker 1: on both of these, whether it's the VA or the
- 15:10Speaker 1: f h A. They do want to make sure that
- 15:13Speaker 1: the house is in good mechanical working order.
- 15:15Speaker 2: Yeah.
- 15:15Speaker 3: Yeah, it's mostly about safety and you know, precaution, making
- 15:19Speaker 3: sure that you know, people aren't getting overheated or freezing
- 15:22Speaker 3: in the winter, right, and so the mechanical systems do
- 15:24Speaker 3: you know, have to.
- 15:25Speaker 2: Work on both of those roofs.
- 15:27Speaker 1: And I'm going to tell everybody something this is this
- 15:30Speaker 1: is an important conversation to have roof condition any house
- 15:33Speaker 1: you're buying. By the way, I think is that is
- 15:35Speaker 1: that kind of like a universal thing for folks when
- 15:37Speaker 1: they're buying home. They want to get a good look
- 15:38Speaker 1: at that roof.
- 15:40Speaker 3: Some people forget okay, right, I'd say in general, you know,
- 15:44Speaker 3: agents are used to kind of glancing up before they
- 15:46Speaker 3: get too close to the house, right because you've gotta
- 15:48Speaker 3: gotta have a good angle of it. And you know,
- 15:51Speaker 3: for faha va, I mean, they're looking for at least
- 15:53Speaker 3: three plus years of life in the in the roof,
- 15:56Speaker 3: making sure that it's not leaking, you know, causing any mold.
- 15:58Speaker 3: And so that's one of the things that the FHA
- 16:01Speaker 3: appraiser will we'll look at. And those those government loan
- 16:05Speaker 3: appraisers actually have to get trained specifically for these things.
- 16:08Speaker 1: And they know and they know exactly what to be
- 16:10Speaker 1: looking for. And a lot of this stuff too, is
- 16:12Speaker 1: I mean, is pretty I mean, I don't want people
- 16:16Speaker 1: to think that like it's a high bar is I
- 16:17Speaker 1: think as folks are hearing, that's kind of like, okay,
- 16:19Speaker 1: these are these are all things that that to be
- 16:22Speaker 1: you know, quite frank, if you're looking to buy a
- 16:25Speaker 1: house in general, unless you're a handy person, you're probably
- 16:28Speaker 1: looking for you know, you want to make sure that
- 16:30Speaker 1: that lead paint, the abatement and all that stuff's been handled.
- 16:33Speaker 1: You want to make sure that the furnace works, the
- 16:35Speaker 1: roof is in good condition. Another area too, like living standards,
- 16:39Speaker 1: and and again it's for other other mortgage options, other
- 16:43Speaker 1: loan options. If it works for you and it works
- 16:46Speaker 1: for your bank, it's totally fine. Now, the f h
- 16:48Speaker 1: A and the VA say, well, there's got to be
- 16:50Speaker 1: kind of a minimum standard to the structure, don't they.
- 16:53Speaker 3: Yeah, yeah, I mean you don't. They don't want just
- 16:55Speaker 3: people finishing off a porch and not having heating and cooling,
- 16:59Speaker 3: you know, not having egress things like that, and calling
- 17:01Speaker 3: it a bedroom. So yeah, they're they're looking into living
- 17:04Speaker 3: standard things that just to make sure that it's that
- 17:07Speaker 3: whole safety thing.
- 17:08Speaker 1: And as you mentioned earlier, really really favorable rates and
- 17:11Speaker 1: and uh and I think down payments are very very
- 17:15Speaker 1: reasonable as well with these and certainly if you're if
- 17:18Speaker 1: you're a veteran, as we of course are looking towards
- 17:20Speaker 1: moorial day and other things. Definitely something to explore. F
- 17:24Speaker 1: h A is is available for a lot of folks
- 17:27Speaker 1: out there as well, and can be a really great
- 17:29Speaker 1: opportunity for folks that may not think they can afford
- 17:31Speaker 1: a home to get into a home.
- 17:32Speaker 3: Yeah, yeah, I mean just a couple other things would be,
- 17:36Speaker 3: you know, just making sure it doesn't have noob and.
- 17:37Speaker 2: Tube as such.
- 17:38Speaker 3: But for the most part, I would say that f
- 17:41Speaker 3: h A and v A, if you're able to qualify
- 17:43Speaker 3: for those, they're they're fantastic programs. And you know, a
- 17:46Speaker 3: real estate agent should be able to kind of identify
- 17:48Speaker 3: whether or not a home might be in questionable condition
- 17:51Speaker 3: to qualify.
- 17:52Speaker 2: Does USDA still do a rural option as well?
- 17:55Speaker 3: Do something they do and it's still available, and you
- 17:57Speaker 3: know in the listening area if you will right. You
- 18:00Speaker 3: just used to be I could qualify for things like
- 18:03Speaker 3: you know Stoton and Ederton, and but now when you
- 18:05Speaker 3: look on the map, those two have grown quite a
- 18:07Speaker 3: bit and now they're kind of pushing the boundary.
- 18:10Speaker 4: You got to get a little further out.
- 18:11Speaker 3: Yeah, if you don't now it's almost if you don't
- 18:13Speaker 3: see corn, it doesn't count.
- 18:15Speaker 1: One of the great things about working with the great
- 18:17Speaker 1: agents at Rock Realty is they can let you know
- 18:19Speaker 1: things that are available to you, and of course cater
- 18:22Speaker 1: and design your home search. And of course you're listing
- 18:24Speaker 1: as well. Obviously, if you've got a listing, if it
- 18:27Speaker 1: is if it's qualifies for any of these programs. Putting
- 18:30Speaker 1: that in there really entices more buyers as well. So
- 18:33Speaker 1: you give things that entice buyers. I think the biggest
- 18:36Speaker 1: thing we talk about curb appeal and this week's featured
- 18:38Speaker 1: listening just an absolutely gorgeous house and a beautiful, beautiful
