Speaker 1: What's up, everyone, and welcome to another episode of the
• 0:03
Speaker 1: Epstein Chronicles. In this episode, we're going to hear from
• 0:06
Speaker 1: another employee from MCC who was interviewed by the OIG
• 0:10
Speaker 1: inspectors about the circumstances leading up to and the death
• 0:15
Speaker 1: of Jeffrey Epstein. And this time we're going to be
• 0:18
Speaker 1: hearing from the electronics technician. And like usual, I'll say question,
• 0:23
Speaker 1: and that's going to be the investigator asking the questions.
• 0:26
Speaker 1: And when I say answer, that means that the technician
• 0:29
Speaker 1: is responding. Question. What's the highest level of your education?
• 0:34
Speaker 1: Answer some college? Question? What college? Answer? Community college? Like
• 0:38
Speaker 1: first year question? Do you know the name of the college? Redacted? Question? Okay,
• 0:44
Speaker 1: is that in New York City? Answer? Yes? Question and
• 0:47
Speaker 1: was there a specific major answer electrical engineer question okay,
• 0:52
Speaker 1: What did you do prior to working for the BOP? Answer?
• 0:56
Speaker 1: I worked at TSA. I was a Transportation security officer.
• 1:00
Speaker 1: Question okay, and do you have any military service? Answer yes.
• 1:06
Speaker 1: Question how long have you served with the Federal Bureau
• 1:09
Speaker 1: of Prisons Answer since March twenty fourth, twenty thirteen to
• 1:14
Speaker 1: the present. Question and you were working at TSA directly
• 1:18
Speaker 1: before this? Answer yes. Question all right, what was your
• 1:23
Speaker 1: entry on duty date? Answer to here is March twenty fourth,
• 1:27
Speaker 1: twenty thirteen, I believe. Question when did you graduate from
• 1:32
Speaker 1: BOP training? Answer? I don't know. That was probably, I
• 1:36
Speaker 1: don't know, probably the following March, so maybe March of
• 1:39
Speaker 1: twenty fourteen. Question okay, and were you with the MCC
• 1:43
Speaker 1: the whole time? Answer No. I started off in Brooklyn
• 1:47
Speaker 1: as a correctional officer from twenty thirteen to twenty fifteen,
• 1:51
Speaker 1: and in twenty fifteen to about twenty seventeen, I went
• 1:55
Speaker 1: to Terry Hate and that's when I became an electronics technician.
• 2:00
Speaker 1: Question where did you go? Kerry Hote, Indiana a federal complex,
• 2:06
Speaker 1: another prison, and that's where I became an electronics technician.
• 2:10
Speaker 1: And I stayed there for about a year and a half.
• 2:12
Speaker 1: Then I moved back to New York City. Question did
• 2:15
Speaker 1: you come back to the MCC? Answer MCC new York
• 2:19
Speaker 1: as an electronics technician. Question what year did you come
• 2:23
Speaker 1: back to the MCC? Answer? I believe four or five
• 2:26
Speaker 1: years ago, so twenty sixteen, around that time twenty seventeen,
• 2:32
Speaker 1: I'm not too sure of the dates. Question and you've
• 2:35
Speaker 1: been here at the MCC since then. Answer, yeah, I've
• 2:38
Speaker 1: been here since then. Question and what was your what's
• 2:40
Speaker 1: your current position? Answer electronics technician? Question okay, and what
• 2:46
Speaker 1: shift were you on normally? What's your normal shift? Answer?
• 2:50
Speaker 1: My normal day is six to two question six to
• 2:54
Speaker 1: two answer day watch question just before we go on?
• 2:58
Speaker 1: As an electronics technician, what did you actually become that?
• 3:02
Speaker 1: Answer on twenty fifteen in March of twenty fifteen. Question
• 3:08
Speaker 1: and does that involve like specialized training? Answer? Yeah, what
• 3:12
Speaker 1: the Bureau gives you and my background because I did.
• 3:15
Speaker 1: Before I started with the Bureau, I had about fifteen
• 3:17
Speaker 1: years in electronics with a military and government contractor and
• 3:21
Speaker 1: in the private sector. I did electronics for about fifteen
• 3:24
Speaker 1: years before. Question okay, so what training did you receive
• 3:28
Speaker 1: specifically in that field? Answer in the bureau? Question just overall,
• 3:34
Speaker 1: since you said you only did you did college, I
• 3:37
Speaker 1: mean it doesn't have to be specifically, I mean just
• 3:39
Speaker 1: like in general. Answer, well, I could troubleshoot certain cores
• 3:45
Speaker 1: at component level, like a starter use hand tools. Questions
• 3:49
Speaker 1: So are you talking about like on the job experience? Answer? Yeah,
• 3:53
Speaker 1: everything's pretty much on the job. And then in the
• 3:55
Speaker 1: redacted I went for training for about a year in electronics.
• 4:00
Speaker 1: Question oh so one electronic one year with or adacted?
• 4:04
Speaker 1: And then what about with the BOP? Did they provide training? Answer?
• 4:09
Speaker 1: It's pretty much on the job. I went to one
• 4:12
Speaker 1: telephone school and that was about it. And a fire
• 4:14
Speaker 1: alarm training question okay answer, but everything's pretty much on
• 4:19
Speaker 1: the job. Question thank you? On August ninth, twenty nineteen,
• 4:26
Speaker 1: were you working? Answer? Yeah, August ninth. That's the Friday
• 4:30
Speaker 1: or the Saturday? Question Friday? Answer? Yeah. Question and what
• 4:34
Speaker 1: was your position on that day? Answer? Electronics technician? Question?
• 4:38
Speaker 1: What schedule were you on? Answer? I believe six to
• 4:41
Speaker 1: two question six to two morning watch? Answer six am
• 4:47
Speaker 1: to two pm. That's day watch or yeah, day watch?
• 4:49
Speaker 1: Question okay, and what is your position entail? What are
• 4:53
Speaker 1: your daily duties? Answer? I just well, make sure anything
• 4:58
Speaker 1: in the building so far as communications work. So the
• 5:00
Speaker 1: first thing you do is check the phone, radio, telephones, radios,
• 5:04
Speaker 1: I said, make sure the cameras are recording if they're working,
• 5:08
Speaker 1: and what else anything communication wise. If anybody's having a problem,
• 5:12
Speaker 1: they usually get to me, even something as simple as
• 5:15
Speaker 1: a voicemail. They'll say, hey, my machine isn't working, and
• 5:19
Speaker 1: I go take a look at it and where somebody's
• 5:22
Speaker 1: computer's not working. So question and since you mentioned also
• 5:26
Speaker 1: daily when you come on the job at six you
• 5:29
Speaker 1: check to see if the phone, cameras, everything is working. Answer,
• 5:34
Speaker 1: I don't have to check. There's not set standard or like, okay,
• 5:37
Speaker 1: you should come in and check it. You just like
• 5:39
Speaker 1: kind of look to see what's going on. You kind
• 5:41
Speaker 1: of know what hasn't been working and what's been working.
• 5:45
Speaker 1: You kind of make a checklist for yourself. There's no
• 5:48
Speaker 1: set standard of what you should do at that time.
• 5:51
Speaker 1: Now there is more stuff that you do day to day,
• 5:54
Speaker 1: where before there was really no standard of Okay, you
• 5:56
Speaker 1: come in, you start and this is the first thing
• 5:59
Speaker 1: you've got to go in do and know there was
• 6:01
Speaker 1: never anything written down as far as what should be
• 6:04
Speaker 1: done during your shift. Question when did that change? Answer
• 6:09
Speaker 1: after Epstein pretty much. Question So that day when you
• 6:12
Speaker 1: came in, do you recall I know it's been two years,
• 6:15
Speaker 1: do you recall doing a checklist, like trying to see
• 6:17
Speaker 1: if everything was working? Answer? I usually, because I don't
• 6:22
Speaker 1: get a radio in the morning, I usually the first
• 6:24
Speaker 1: thing I do is I call for the elevator, so
• 6:26
Speaker 1: I know if the phones are working, and then I
• 6:29
Speaker 1: go downstairs, turn on the radio, listen to radio traffic,
• 6:32
Speaker 1: so I know the radios are working, and as far
• 6:34
Speaker 1: as the cameras go, I have that time. I had,
• 6:37
Speaker 1: like the old system that I had a screen at
• 6:40
Speaker 1: my desk to make sure because it went to analog matrix.
• 6:44
Speaker 1: It's going to sound a little confusing when I say
• 6:46
Speaker 1: analog matrix and digital matrix, because the old system we
• 6:50
Speaker 1: had was a mixture of both and kind of like
• 6:54
Speaker 1: the new system too. It takes the old analog cameras
• 6:57
Speaker 1: because we had a lot of old analog cameras. It
• 7:00
Speaker 1: takes all of that and then it transfers it to
• 7:02
Speaker 1: make it digital so you can start recording and that's
• 7:05
Speaker 1: how we'll get a video and look back for video.
• 7:08
Speaker 1: But everything was analog, so I would have the analog
• 7:11
Speaker 1: system in my office and I would pretty much look
• 7:14
Speaker 1: to see if that's working. If that's working, I know,
• 7:18
Speaker 1: I was pretty much good. Question now the analog if
• 7:21
Speaker 1: before it was converted over to digital, how would the
• 7:25
Speaker 1: analog be recorded? Answer the analog, I wasn't here, It's
• 7:30
Speaker 1: not really well, it's converted. Well, they use the encoder
• 7:33
Speaker 1: to take the analog signal and make it a digital
• 7:36
Speaker 1: signal and put it on a recorder. Question okay, and
• 7:40
Speaker 1: what was it recorded on? Answer the old hard drives.
• 7:44
Speaker 1: It was two of them, two hard drives. Question was
• 7:47
Speaker 1: it on a server? Answer? It was pretty much like
• 7:49
Speaker 1: a server. Yeah, it was two computers, pretty much. Question okay.
• 7:54
Speaker 1: And once it was recorded, do you remember checking the
• 7:56
Speaker 1: cameras that day seeing if it was working? Answer? I
• 8:01
Speaker 1: checked them. Later in the day, I went up to
• 8:02
Speaker 1: the video room because we were having The thing about
• 8:05
Speaker 1: this whole process was when I came here, the first
• 8:08
Speaker 1: thing I saw in the video room, and the biggest
• 8:10
Speaker 1: thing was all the equipment in that room was out
• 8:13
Speaker 1: of date. It was old. I came from another institution,
• 8:17
Speaker 1: like I said before, where everything kind of wasn't modern,
• 8:20
Speaker 1: but it was more up to date than this. And so,
• 8:23
Speaker 1: like the camera system I had was maybe five to
• 8:25
Speaker 1: ten years old, and when I came here, this one
• 8:29
Speaker 1: was over ten years old. And it was on three
• 8:31
Speaker 1: hundred and sixty five a day, like twenty four hours
• 8:34
Speaker 1: for like the last twelve years. The system was always on.
• 8:38
Speaker 1: And something as simple as shutting down the time and
• 8:40
Speaker 1: change because you got to get a recording time right,
• 8:43
Speaker 1: when the seasons changed. You would have to wait like
• 8:46
Speaker 1: a whole day to shut down a recorder. It takes
• 8:49
Speaker 1: a whole day for it to come back after shutting
• 8:51
Speaker 1: it down. And where I came from, that was not
• 8:54
Speaker 1: the standard, Like it should not be like an hour,
• 8:57
Speaker 1: maybe like thirty minutes, maybe even ten minutes. If it's
• 9:00
Speaker 1: a newer system, you shouldn't even have that much downtime
• 9:04
Speaker 1: as far as the recording. So one of the first
• 9:06
Speaker 1: things I did when I came here was I addressed
• 9:09
Speaker 1: that the recorders needed to be upgraded. Question and who
• 9:13
Speaker 1: do you address that with? Answer? My facility manager. I
• 9:17
Speaker 1: talked upper management. But like during this whole time, I
• 9:21
Speaker 1: actually started the camera project and that's why I was
• 9:24
Speaker 1: doing overtime around this time, and we had people come
• 9:27
Speaker 1: from other institutions. There was a camera project to upgrade
• 9:30
Speaker 1: the cameras. Everybody's fear was the actual cameras, not recording
• 9:34
Speaker 1: software of the cameras. But I started over and over again.
• 9:39
Speaker 1: And the problem you're going to have is the recorders.
• 9:42
Speaker 1: And we even had the newer recorders. They were in
• 9:45
Speaker 1: the warehouse, we have them stockpiled, they were ordered, but
• 9:48
Speaker 1: we were on the bottom of the list as far
• 9:50
Speaker 1: as install, So even though we had the new equipment,
• 9:53
Speaker 1: we weren't a priority to get anything installed, so we
• 9:56
Speaker 1: had to wait until something happened. Question and you said
• 10:00
Speaker 1: there was You mentioned that your facility of manager. Who
• 10:03
Speaker 1: was at answer when I first got here it was
• 10:07
Speaker 1: redacted and redacted was facility manager. I think we were
• 10:11
Speaker 1: in between facility managers when this happened. We didn't really
• 10:14
Speaker 1: have anybody. Question, so there was no one during August
• 10:18
Speaker 1: ninth and tenth, there was nobody. Answer. I'm not too
• 10:22
Speaker 1: sure if my new facility manager took over at that time,
• 10:25
Speaker 1: but I don't believe he was here. I think he
• 10:27
Speaker 1: came after. He was here visiting, but I don't think
• 10:30
Speaker 1: he took the job. Question and you mentioned it to
• 10:33
Speaker 1: upper management too? Answer? Yeah, question who in upper management
• 10:37
Speaker 1: did you mention it too? Answer my old associate Warden.
• 10:42
Speaker 1: Still he's no longer, he's retired from the bureau. Question
• 10:46
Speaker 1: who's the old aw Answer associate Warden phonetic that was
• 10:51
Speaker 1: his last name. I forget his first name, but I
• 10:54
Speaker 1: mentioned to him, and of course I talked to the
• 10:56
Speaker 1: wardens about it. Who was the warden at that point? Answer?
• 11:01
Speaker 1: It was redacted and before that it was redacted because
• 11:05
Speaker 1: they wanted me, like to add more cameras and do upgrades,
• 11:08
Speaker 1: and I'm like, well, you've got to spend money because
• 11:10
Speaker 1: this stuff is old. Like, you can't just start adding
• 11:13
Speaker 1: cameras to old systems. It's not going to work. Question
• 11:17
Speaker 1: and you said there was a project started around that
• 11:20
Speaker 1: time before Epstein's death. Answer? Before Epstein's death. Yeah, question
• 11:24
Speaker 1: how far before? Answer? I would have to look at documents.
• 11:28
Speaker 1: I'm not too sure me And pretty much we have
• 11:31
Speaker 1: an engineering tech redacted when we started because we had
• 11:34
Speaker 1: problems with the recorders, where we submitted paperwork to the
• 11:37
Speaker 1: regional office saying, hey, the recorders are going down, it's
• 11:42
Speaker 1: end of life. What can we do to upgrade? What
• 11:44
Speaker 1: are the steps? And that's why we got funded all
• 11:47
Speaker 1: the money that we got to start the project. Question
• 11:51
Speaker 1: before Epstein's death, do you recall what exactly the project entailed?
• 11:55
Speaker 1: What were you guys upgrading? Answer? We were trying to
• 11:59
Speaker 1: get from analog care cameras to IP cameras and trying
• 12:01
Speaker 1: to upgrade the recorders. The recorders were like the main thing,
• 12:05
Speaker 1: upgrading the recording system. Question, but not the cameras itself.
• 12:09
Speaker 1: Answer not the cameras itself, because they can still work
• 12:13
Speaker 1: and they still work. Now, question were the majority of
• 12:16
Speaker 1: the cameras working during that time? Answer? Yeah, pretty much
• 12:20
Speaker 1: all the cameras were working. Maybe we had ten probably
• 12:23
Speaker 1: that weren't working. But for the majority, all of the
• 12:26
Speaker 1: cameras were working. They weren't being recorded, that was the problem. Question,
• 12:32
Speaker 1: So the cameras were working, but it wasn't actually recording
• 12:36
Speaker 1: into the system. Question now think I know it's been
• 12:41
Speaker 1: two years. Do you recall which were the ten cameras
• 12:45
Speaker 1: that weren't working? Answer? I have no idea. I would
• 12:48
Speaker 1: have to look at the list there. Question how about
• 12:50
Speaker 1: during that time in the shoe where the cameras working? Answer? Yeah,
• 12:54
Speaker 1: the cameras were working in the shoe. They were working.
• 12:57
Speaker 1: They were recording. Well, they were working. They weren't recording,
• 13:01
Speaker 1: but they were working. All right, we're gonna wrap up
• 13:04
Speaker 1: right here and in the next episode dealing with the topic,
• 13:07
Speaker 1: We're gonna pick up where we left off. All the
• 13:09
Speaker 1: information that goes with this episode can be found in
• 13:12
Speaker 1: the description box. What's up, everyone, and welcome to another
• 13:15
Speaker 1: episode of the Epstein Chronicles. In this episode, we're gonna
• 13:19
Speaker 1: pick up where we left off with the OIG interview
• 13:22
Speaker 1: with the electrical engineer from MCC Question, did you know
• 13:29
Speaker 1: at that point that the shoe cameras weren't recording? Answer
• 13:32
Speaker 1: at that point towards the end of the day. I did.
• 13:35
Speaker 1: I believe I did know at the end of the day.
• 13:37
Speaker 1: Question on August ninth, during the day, answer, Yeah, And
• 13:41
Speaker 1: I called Signet. That's my point of contact. I usually
• 13:45
Speaker 1: anytime I have a problem or something's not working, because
• 13:47
Speaker 1: I wasn't really familiar with the whole system I had,
• 13:50
Speaker 1: like a newer system. It kind of worked the same
• 13:53
Speaker 1: as far as the software side goes. As far as
• 13:55
Speaker 1: like the hardware, it was different. So I would always
• 13:58
Speaker 1: have to call them for like tech support, like, Okay,
• 14:01
Speaker 1: I'm having a problem today, can you document it? You know,
• 14:04
Speaker 1: it builds our case when I have to submit stuff
• 14:06
Speaker 1: to a regional office, me just saying it's not going
• 14:09
Speaker 1: to work, that's not gonna fly. And usually they helped
• 14:12
Speaker 1: me troubleshoot through the whole process of what I should
• 14:15
Speaker 1: have to do. ABC, Okay, take this drive out, put
• 14:18
Speaker 1: that drive in, and like previously, probably six months before that,
• 14:22
Speaker 1: we actually had a motherboard which was my main computer,
• 14:26
Speaker 1: like go out and I had to actually replace that
• 14:29
Speaker 1: and they had to walk me through it over the phone.
• 14:32
Speaker 1: I went to scrounge round parts from another institution to
• 14:35
Speaker 1: get it working. I know, I'm giving you like a
• 14:37
Speaker 1: lot of stuff. Question, So let's step back. So you
• 14:42
Speaker 1: said it wasn't working. There was possibly a work order
• 14:45
Speaker 1: already created? Right? Answer? Yeah, possibly yes. Question who approved
• 14:49
Speaker 1: the work order? Answer that has to go through my
• 14:52
Speaker 1: general foreman or facility manager, whoever is in charge. Question
• 14:57
Speaker 1: do you think do you recall if this was before
• 15:00
Speaker 1: Epstein's death or after? Answer? This was probably before Epstein's death.
• 15:04
Speaker 1: There was a few work orders before Epstein's death. Question
• 15:08
Speaker 1: and if these work orders? Are these orders still maintained
• 15:12
Speaker 1: a copy anywhere? Answer? They should be in the facilities
• 15:15
Speaker 1: folder somewhere. Question who would have access to that now?
• 15:19
Speaker 1: Answer on my facility manager. She'll know where they're at,
• 15:22
Speaker 1: and the engineering tech would pretty much well, I'm not
• 15:25
Speaker 1: saying engineering tech, but the facility manager should know if
• 15:28
Speaker 1: those records were kept or if they're maintained. Question and
• 15:32
Speaker 1: when this work order was created? This work order specifically
• 15:35
Speaker 1: addressed the fact that the shoe cameras weren't recording. Answer No,
• 15:41
Speaker 1: all of the cameras. It's not going to just be shoe.
• 15:44
Speaker 1: It's going to be all the cameras. Question, all the
• 15:48
Speaker 1: indiscernible cameras. Answer yeah, question okay. So at that point,
• 15:52
Speaker 1: how come some cameras recorded? He said, there is redundancy,
• 15:55
Speaker 1: so there's either going to be a drive or be drive. Answer, yeah, question,
• 16:02
Speaker 1: how come some are recorded? Answer? Okay, Oh there is
• 16:05
Speaker 1: going to be another problem too. Okay, So there's an
• 16:07
  Speaker 1: A side and a B side, and it's supposed to
• 16:10
Speaker 1: be redundant, but it's not redundant because it's not really
• 16:13
Speaker 1: redundant when one side goes bad. So it just knows
• 16:16
Speaker 1: to record channels. Let's say one through fifty is on
• 16:19
Speaker 1: this side and fifty one through one hundred is on
• 16:21
Speaker 1: this side. Everything is working, it doesn't work. Okay, I
• 16:25
Speaker 1: can take over for this one because it's not working,
• 16:28
Speaker 1: But as soon as that one goes, I can kind
• 16:30
Speaker 1: of record over here. As soon as the second drive goes,
• 16:34
Speaker 1: I have to just record what I'm recording. I can
• 16:38
Speaker 1: no longer help out the other drives. Question. Okay, so
• 16:41
Speaker 1: some channels inside the shoe were recording on one drive answer, yeah.
• 16:45
Speaker 1: Question some were on the other drive. Answer yeah. Question
• 16:49
Speaker 1: so the ones which drive was the one that stopped
• 16:52
Speaker 1: recording altogether? Answer? I believe it was the first drive,
• 16:56
Speaker 1: So like the A side, like the first because the
• 16:59
Speaker 1: shoe cameras or on the first they're like the first
• 17:02
Speaker 1: fifty cameras, well, not the whole fifty, but they're on
• 17:05
Speaker 1: that side in this string. Question but some were also
• 17:08
Speaker 1: on the B side. Answer yeah, on the B side,
• 17:12
Speaker 1: and that's just because they wired it the way they
• 17:14
Speaker 1: wired it. Question. Okay, so I'm going to show you
• 17:17
Speaker 1: a map of the shoe. I know this is kind
• 17:19
Speaker 1: of old. I'm not sure if this is still exactly
• 17:22
Speaker 1: how it is. Answer you have the updated one right
• 17:25
Speaker 1: in front of them. Question updated one. Okay, I kind
• 17:30
Speaker 1: of wanted you to mark off where the cameras were
• 17:32
Speaker 1: right here on the big one, so I'll give you both.
• 17:38
Speaker 1: See if let's point it over here, you recognize this
• 17:41
Speaker 1: where this is? Answer? Yeah, that's the special housing unit.
• 17:45
Speaker 1: Question is this how many levels are there? Answer? There's
• 17:49
Speaker 1: an upper tier and a bottom tier. Question the one
• 17:52
Speaker 1: you're looking at is that upper tier or is that
• 17:55
Speaker 1: lower tier? Answer? This is nine South upper tier. Yeah.
• 18:00
Speaker 1: Question upper tier. Can you point it out? Answer approximately,
• 18:04
Speaker 1: I know where all the cameras are. So at the
• 18:06
Speaker 1: end of each tier there's a camera here. Question, So
• 18:10
Speaker 1: which tier is at answer G tier? Question you said
• 18:14
Speaker 1: at the end of each tier. Answer each tier there's
• 18:17
Speaker 1: one camera looking this way, looking to the front of
• 18:20
Speaker 1: the grill. This is the grill. Question so G tier,
• 18:24
Speaker 1: J tier, answer J tier, el tier, and M should
• 18:28
Speaker 1: be question in that camera, what would it have shown? Answer?
• 18:33
Speaker 1: It would just show whoever's coming onto the tier to
• 18:36
Speaker 1: do rounds or whatever they're doing on the tier. Question okay,
• 18:40
Speaker 1: and as per your recollection on August ninth, where those
• 18:43
Speaker 1: cameras actually working running? Answer the cameras were working the recording.
• 18:49
Speaker 1: No question, Okay, we're else in the shoe or the cameras.
• 18:53
Speaker 1: Answer Also, there's one in the common area, I think. Okay,
• 18:57
Speaker 1: So you have one over here, like looking at the
• 18:59
Speaker 1: common area, and then you have another two like looking
• 19:02
Speaker 1: this way. Question so you're appointing to the right of
• 19:05
Speaker 1: the el tier. Answer yeah, question to the right of
• 19:08
Speaker 1: the el tier. And what would oversee he gets cut
• 19:11
Speaker 1: off by the engineer like the common area this way? Yeah?
• 19:14
Speaker 1: Question and with that, also, what's over there. Answer, that's
• 19:19
Speaker 1: the officer station. Question use this and just have a
• 19:22
Speaker 1: mark on there, so if you could, these numbers don't
• 19:25
Speaker 1: match up, but the tier the letters should be the same.
• 19:30
Speaker 1: Answer here, so this is el tier, M tier is
• 19:33
Speaker 1: the top tier. Question so can you mark maybe like
• 19:36
Speaker 1: a circle and then point like an arrow toward the
• 19:39
Speaker 1: direction that it would be recording, that it would be viewing.
• 19:44
Speaker 1: Answer oh uh. Question and this is on August ninth
• 19:49
Speaker 1: and tenth that we're talking about. Answer just okay. So
• 19:54
Speaker 1: question so if you said at the end of each tier,
• 19:57
Speaker 1: just where they were actually just maybe you can put
• 20:00
Speaker 1: like a star or whatever you decide to make for
• 20:02
Speaker 1: the camera and then like an arrow pointing in the
• 20:05
Speaker 1: direction that they would be recording. Answer okay, so indiscernible.
• 20:10
Speaker 1: Second one indiscernible the common area. This is h and
• 20:13
  Speaker 1: I believe they're on top of this tier. There's a
• 20:16
Speaker 1: camera over here looking this way. Question is that the
• 20:19
Speaker 1: upper tier or the lower tier? Answer upper tier. There's
• 20:24
Speaker 1: a camera on the upper tier on the outside of
• 20:26
Speaker 1: the upper tier looking that way. Question is that the
• 20:29
Speaker 1: one that's like outside of ten south? Answer? Yeah, Question
• 20:34
Speaker 1: do you mind on that camera that you just said
• 20:36
Speaker 1: that's outside of ten south. Can you just put ten
• 20:39
Speaker 1: s so we know what you're talking about? Answer ten
• 20:43
Speaker 1: s before you get to ten south. That's actually there's
• 20:46
Speaker 1: actually the camera that you guys probably saw recording. That's
• 20:50
Speaker 1: forty six door question and that's the one that you
• 20:54
Speaker 1: just wrote ten s next to. Answer. No, it's actually
• 20:58
Speaker 1: up the stairs question, So that's not that one. Answer. Yeah,
• 21:02
Speaker 1: you can put it on the drawing because of where
• 21:04
Speaker 1: it's at. Answer okay, So the one that you just drew, actually,
• 21:07
Speaker 1: where is that in real relation to ten south? Answer?
• 21:12
Speaker 1: That would be like the top of H tier I believe. Question. Okay,
• 21:15
Speaker 1: So maybe how are we going to differentiate the fact
• 21:18
Speaker 1: that you said different? One? Is ten s the one
• 21:22
Speaker 1: that's recording. Answer that's ten south? Then answer that's not
• 21:28
Speaker 1: ten south. I crossed it out. So that's going to
• 21:30
Speaker 1: be So let's say H tier number one, and this
• 21:33
Speaker 1: will be H tier number two, and this would be
• 21:36
Speaker 1: K tier number one. And I'm not sure where the
• 21:39
  Speaker 1: second one is. I don't think it's this one. I
• 21:41
Speaker 1: think it's maybe this one on the side. That's one
• 21:44
Speaker 1: I'm saying is K two on this one? And this
• 21:47
Speaker 1: will be M tier number one. Looking that way, and
• 21:50
Speaker 1: so this would be l tier. Let me get g
• 21:53
Speaker 1: on there. Question where would the officers station be? Answer?
• 21:58
Speaker 1: The officer station will be next to like right in
• 22:01
Speaker 1: this area. Question can you put a box there? Answer?
• 22:06
Speaker 1: I believe it's right here. Question and put os for
• 22:09
Speaker 1: officer station. Question was there a camera pointed directly at
• 22:12
Speaker 1: the officer station? Answer? Yeah, I believe there's one out
• 22:16
Speaker 1: here in the common area. Question and this is on
• 22:19
Speaker 1: August ninth and tenth right. Answer yes, I'll just write
• 22:24
Speaker 1: a common area that's there. And for the forty six camera,
• 22:27
Speaker 1: because it's not on the drawing, I'll just write it
• 22:30
Speaker 1: up here. Top ten south. Question that's perfect, and that's
• 22:34
Speaker 1: the one you're going to mark as ten South. Answer? Yeah,
• 22:37
Speaker 1: ten question, and that's the one and only that we
• 22:41
Speaker 1: have that was actually working. Answer Yeah, that's the forty
• 22:44
Speaker 1: six door. Question. Now, where would the entrance be where
• 22:48
Speaker 1: inmates are moved in and out of the shoe. Answer
• 22:53
Speaker 1: that's the front entrance right by the elevator. Question was
• 22:56
Speaker 1: there a camera there? Answer no, there's only a camera
• 22:59
Speaker 1: in the hall. There was no camera in there when
• 23:02
Speaker 1: they were moving back and forth. Question if someone had
• 23:05
Speaker 1: to come in or out of the shoe and control
• 23:09
Speaker 1: had to buzz them. Was there a way Control buzzes
• 23:12
Speaker 1: who was coming in and out? Answer? The way that
• 23:15
Speaker 1: the doors worked at that time was because we change
• 23:17
Speaker 1: some of the cameras. But before it control pops the door.
• 23:21
Speaker 1: They pretty much acknowledge that well before, especially within nine South.
• 23:25
Speaker 1: Nine South is different because the officer has the key
• 23:28
Speaker 1: on their hip. There's an inner door inside here, and
• 23:31
Speaker 1: they won't even well, they're not supposed to crack the
• 23:33
Speaker 1: outer door without somebody in Chee calling for that door.
• 23:37
Speaker 1: So I can't go up to ten South or nine
• 23:38
Speaker 1: South right now and say, hey, let me get the
• 23:41
Speaker 1: twenty seven door. Somebody from Chee has to call for
• 23:45
Speaker 1: twenty seven door because the inner door they have the
• 23:48
Speaker 1: key before you come inside of nine South. Question but
• 23:52
Speaker 1: there was no cameras at that point? Answer? No, there
• 23:55
Speaker 1: was a live feed. There's always a live feed. Question
• 23:59
Speaker 1: but nothing recording? Answer nothing recording. I mean the live
• 24:02
Speaker 1: feed goes to the control center and the control center
• 24:05
Speaker 1: officer sees who's at the door, and they'll pop the door.
• 24:09
Speaker 1: Question where would the camera be? Answer? I think that
• 24:13
Speaker 1: that camera would be in the hallway. I think that
• 24:15
Speaker 1: camera was looking this way, So nine Sally. I just
• 24:19
Speaker 1: labeled it nine Sally and it just looks like down
• 24:22
Speaker 1: this way. Question. Okay, so you pointed out that there's
• 24:26
Speaker 1: one on each tier. That would make six cameras. Answer yeah,
• 24:30
Speaker 1: question there's one in the corner of h tier. Answer yeah,
• 24:33
Speaker 1: I believe so. Question that would make it seven. There's
• 24:37
Speaker 1: one in the corner he cuts them off the engineer.
• 24:41
Speaker 1: I'm not sure about that one. I think there's one
• 24:43
Speaker 1: in the corner, but I know that there's one definitely
• 24:46
Speaker 1: in the common area. I know that these two are
• 24:48
Speaker 1: definitely here. That other one, I'm not too sure about
• 24:52
Speaker 1: because I don't remember seeing that. Question. Okay, that's eight
• 24:55
Speaker 1: cameras and there's one in the sally. Answer yeah. Question
• 25:00
Speaker 1: where's the tens camera? Answer it's up here? Question okay,
• 25:04
Speaker 1: So nine cameras total that you're aware of that should
• 25:07
Speaker 1: have been recording. Answer on recording. Yes, all the cameras
• 25:11
Speaker 1: were working though, because you could see question where could
• 25:15
Speaker 1: you see it from? Answer the live matrix? Question the
• 25:19
Speaker 1: live matrix answer? Yeah. Question who had access to the
• 25:23
Speaker 1: live matrix? Answer? Whoever had the keypad? Not a lot
• 25:27
Speaker 1: of people have access to that. So like CIS would
• 25:30
Speaker 1: have it at the time, Control center would have it.
• 25:33
  Speaker 1: Lieutenant's office don't have it. So it's SIS SIA I
• 25:37
Speaker 1: have access. And that's pretty much about it. And then
• 25:40
Speaker 1: our command center question, is there something that they would
• 25:44
Speaker 1: have to key in to see or is it just running? Answer? No,
• 25:48
Speaker 1: you would have to key in the cameras to see
• 25:50
Speaker 1: the actual camera. Call up. You would have to call
• 25:52
Speaker 1: up and hit the button and know what camera is
• 25:55
Speaker 1: to call up. Question did anyone like the SIS office
• 25:58
Speaker 1: or even the control have like cameras, you know, like
• 26:01
Speaker 1: the feed just running on their screen at all times? Answer? Yeah,
• 26:06
Speaker 1: but they would have to go through all the cameras.
• 26:08
Speaker 1: They usually just like it just sits on one camera.
• 26:11
Speaker 1: It doesn't keep scrolling through all the cameras. All right, folks,
• 26:14
Speaker 1: we're gonna wrap up right here, and in the next
• 26:16
Speaker 1: episode dealing with the topic, we're gonna pick up where
• 26:18
Speaker 1: we left off. All the information that goes with this
• 26:21
Speaker 1: episode can be found in the description box. What's up, everyone,
• 26:25
Speaker 1: and welcome to another episode of the Epstein Chronicles. In
• 26:29
Speaker 1: this episode, we're gonna pick up where we left off
• 26:31
Speaker 1: with the electrical engineer from MCC and his interview with
• 26:35
Speaker 1: the OIG question do you have anything on that? Answer
• 26:41
Speaker 1: A lot, Yes, a lot. And that's the other investigator
• 26:45
Speaker 1: jumping in. Now, maybe you answered some of this and
• 26:50
Speaker 1: maybe just being a layman, I didn't understand. But so
• 26:54
Speaker 1: going back to the beginning, how many cameras are in
• 26:58
Speaker 1: the mcc or where in August ninth and tenth? Answer?
• 27:03
Speaker 1: I would have to look through those right now. Question
• 27:06
Speaker 1: well approximately answer? Oh, partner would always tell me that
• 27:09
Speaker 1: there was like two hundred. I probably think like one
• 27:12
Speaker 1: fifty if that, I don't even think that it was
• 27:14
Speaker 1: one fifty. Question and you said at the time there
• 27:17
Speaker 1: were approximately ten that were not working. Answer? Yes, question
• 27:21
Speaker 1: what does that mean not working? Answer? It probably needs
• 27:24
Speaker 1: to get at a focus. Just the video is probably grainy,
• 27:29
Speaker 1: not the best video. Question. So they're on, but they
• 27:32
Speaker 1: were so differentiate for me because you said that there
• 27:35
Speaker 1: are cameras in the shoe were working, but they weren't recording.
• 27:40
Speaker 1: So what's the difference between working and not recording when
• 27:43
Speaker 1: you're talking about that answer? Okay, so if you have
• 27:46
Speaker 1: a camera working, you can see the video, but it's
• 27:48
Speaker 1: not recording, that's totally different problem. Question. Okay, so the
• 27:53
Speaker 1: ones that you say that are not working. There's a
• 27:56
Speaker 1: problem with what you're seeing. Answer yeah, question, but they're
• 28:00
Speaker 1: recording or they're not recording. Answer it could possibly be
• 28:04
Speaker 1: that they could be recording or it can't be recording.
• 28:07
Speaker 1: Question all right. And then when we just talked about
• 28:09
Speaker 1: the shoe, there's approximately ten cameras in the shoe. Answer yeah,
• 28:14
Speaker 1: question and the cameras in the shoe only one out
• 28:17
Speaker 1: of the ten, only one was recording. Answer only one, yeah,
• 28:21
Speaker 1: because it was on a different recorder at the time. Question.
• 28:25
Speaker 1: And on August ninth, you said that you knew some
• 28:27
Speaker 1: of them were not recording. Is that what you were saying? Answer?
• 28:30
Speaker 1: I knew, Yes, something was going on. I went up
• 28:32
Speaker 1: to the room and I was about to change everything out,
• 28:35
Speaker 1: and I didn't have access, so I had to leave
• 28:37
Speaker 1: for the day. Question. And that's on August ninth. Answer
• 28:41
Speaker 1: August ninth, the end of the day question And that
• 28:45
Speaker 1: was the very first time that you knew that they
• 28:47
Speaker 1: were not recording? Answer on that day yes, question okay,
• 28:51
Speaker 1: answer towards the end of the day question and did
• 28:55
Speaker 1: you know all of them were not recording at the time?
• 28:57
Speaker 1: Aside from that one answer, I didn't know exactly what
• 29:01
Speaker 1: wasn't recording on the recorder. I don't know exactly which
• 29:04
Speaker 1: ones weren't working. I just knew that the recorder was down.
• 29:07
Speaker 1: Answer and how did you know that? Question? As soon
• 29:10
Speaker 1: as I went in, I saw the drives, because the
• 29:12
Speaker 1: drives usually they're green when everything's working, and amber like
• 29:17
Speaker 1: when there's an emergency or something's wrong. And I saw
• 29:20
Speaker 1: that there was a few ambers, so like it wasn't recording.
• 29:24
Speaker 1: Then I called Signette, the company, and they said, I
• 29:26
Speaker 1: have to start rebuilding. And what start rebuilding means is
• 29:30
Speaker 1: I have to pull that hard drive out and start
• 29:32
Speaker 1: putting fresh hard drives in. And then the system it
• 29:35
Speaker 1: knows that it put a new hard drive in, it
• 29:37
Speaker 1: starts to sync up and does this thing where it
• 29:40
Speaker 1: starts to go through, It does all of its checks
• 29:43
Speaker 1: and starts recording. And that would pretty much take a day.
• 29:47
Speaker 1: Question That takes like a whole day to do that?
• 29:50
Speaker 1: Answer a day, Yes, and I was at that stage
• 29:53
Speaker 1: pulling everything out. That was probably going to take a
• 29:56
Speaker 1: couple of days to pull all the drives out and
• 29:58
Speaker 1: start recording again. Question, and did you make that notification
• 30:02
Speaker 1: that the camera in the shoe were not recording to anyone.
• 30:05
Speaker 1: Answer I believe I told my supervisor. Question and who
• 30:09
Speaker 1: would have been your supervisor at the time? Answer, Uh,
• 30:14
Speaker 1: there was really like I don't think there was nobody
• 30:16
Speaker 1: there because we were like in the middle of a
• 30:18
Speaker 1: project and it was kind of chaos. Question Okay, did
• 30:22
Speaker 1: you but at the time, though, you knew basically all
• 30:24
Speaker 1: the shoe cameras were down but one answer No, I
• 30:29
Speaker 1: didn't know anything about the shoe cameras. Question No, no,
• 30:33
Speaker 1: I'm talking about the shoe cameras specifically. Answer no, I don't.
• 30:37
Speaker 1: I don't know what's on the recorders. At the time,
• 30:39
Speaker 1: I didn't know what was on the recorders. Question all right,
• 30:44
Speaker 1: So when you went in, you knew that some recorders
• 30:47
Speaker 1: some cameras weren't recording, and you didn't know which ones.
• 30:51
Speaker 1: Answer ones. Yeah, question all right, So about how many
• 30:54
Speaker 1: were amber where it was showing you that they weren't recording.
• 30:58
Speaker 1: Answer that was like half of them, So I'll say
• 31:01
Speaker 1: fifty to sixty cameras are probably not recording. Question so
• 31:06
Speaker 1: there were a ton he gets cut off in that
• 31:09
Speaker 1: slot that weren't working. Question and is there anything that
• 31:13
Speaker 1: that just all happened on that one day of August ninth.
• 31:17
Speaker 1: Answer it happened before multiple times before. Question it happened
• 31:21
Speaker 1: before answer before yes. Question so you have actually troubleshot
• 31:25
Speaker 1: this in the past. Answer yeah, same problem. I have
• 31:29
Speaker 1: to rebuild drives, and I mean, hey, this isn't working.
• 31:32
Speaker 1: I've got to rebuild the drive. There's really nothing I
• 31:35
Speaker 1: can do. I just put the drive in and I
• 31:37
Speaker 1: wait and I make sure it comes back. Question So
• 31:42
Speaker 1: this was the end of the day, you said, so
• 31:43
Speaker 1: around like two you're thinking answer on one something one something, yeah,
• 31:50
Speaker 1: question all right? And then being that it happened before,
• 31:53
Speaker 1: was there anything that you're supposed to do if like, hey,
• 31:56
Speaker 1: I've got a note notify like the captain. Answer No,
• 32:00
Speaker 1: at my old jail. I'm not trying to throw anybody
• 32:02
Speaker 1: under the bus. But at my old jail, if anything
• 32:04
  Speaker 1: wasn't working and I was in contact, I couldn't leave
• 32:07
Speaker 1: the jail. Like if the fence because we had a
• 32:10
Speaker 1: fence system or cameras aren't recording, I would have to
• 32:13
Speaker 1: fix stay there until Okay, I need a part. This
• 32:17
Speaker 1: is what we're doing, send notification. This place has run
• 32:20
Speaker 1: a lot differently, and I've said stuff from before and
• 32:24
Speaker 1: my old supervisor but just like, oh, go home redacted,
• 32:27
Speaker 1: don't worry about it. And I'm like, well, if I
• 32:29
Speaker 1: go home, nobody's going to fix it. And at that time,
• 32:33
Speaker 1: I was the only person that knew what was going on.
• 32:36
Speaker 1: We had bad practices when I got to this jail. Question,
• 32:39
Speaker 1: So did someone tell you not to fix it and
• 32:41
Speaker 1: to go home on August ninth? Answer? I'm not too sure,
• 32:45
Speaker 1: I believe, so I'm not going to say yes or
• 32:47
Speaker 1: no because I don't really remember that day too much.
• 32:51
Speaker 1: But I did make a notification that it wasn't working.
• 32:55
Speaker 1: Question to who? Answer? And I was going to be
• 32:57
Speaker 1: back the next day because I was doing overtime. Question
• 33:01
Speaker 1: all right, So you were coming back on August tenth?
• 33:03
Speaker 1: Answer yeah, the next morning, because I came at six
• 33:06
Speaker 1: am the next morning to do overtime. Question So, and
• 33:10
Speaker 1: is that when you were planning to fix it? Answer
• 33:12
Speaker 1: fix it? Yes, question So you were going to start
• 33:15
Speaker 1: the next day and fix it. He gets cut off
• 33:18
Speaker 1: by the engineer and I had the drive too at
• 33:21
Speaker 1: that time. I do remember that question. And you said
• 33:24
Speaker 1: you made the notification. Who did you make that notification
• 33:27
Speaker 1: to answer? My supervisor? I don't know exactly which supervisor
• 33:31
Speaker 1: it was, but I know I made a notification. Question
• 33:35
Speaker 1: so you're positive you made it? Answer? Yeah, question and
• 33:39
Speaker 1: how would that notification have been made? Answer? Probably verbally,
• 33:44
Speaker 1: because it's not something I would broadcast over the radio
• 33:47
Speaker 1: or like go on phone. I would like call you
• 33:49
Speaker 1: in a room because I don't want anybody to know that.
• 33:51
  Speaker 1: You know that I can't record video. That's not a
• 33:53
Speaker 1: good thing. Question and I apologize. I think when I
• 33:57
Speaker 1: asked this question. I'm not exactly sure what you meant
• 34:00
Speaker 1: by this. But were you supposed to advise somebody like
• 34:02
Speaker 1: the captain or the warden that the cameras were down?
• 34:06
Speaker 1: Answer because the way the recorders work, the cameras are
• 34:09
Speaker 1: the captain's property, so you have to notify the captain. Hey,
• 34:13
Speaker 1: the cameras aren't recording. Question and was that your job
• 34:16
Speaker 1: to notify him? Answer? No, I notified my supervisor and
• 34:20
Speaker 1: may notify the captain. If I see the captain, I'll
• 34:23
Speaker 1: say something to him, or I'll tell the lieutenant. But
• 34:26
Speaker 1: other than that, I don't have anything to say about
• 34:28
Speaker 1: the cameras being down. Question Okay, so far, so as
• 34:32
Speaker 1: far you're a positive you did notify your supervisor. Answer? Yeah,
• 34:37
Speaker 1: I notified somebody because they have to know because I
• 34:40
Speaker 1: told them that I was going to come back the
• 34:42
Speaker 1: next day. Question so you just don't know who it was?
• 34:46
Speaker 1: Answer I'm not too sure. Question is there how can
• 34:50
Speaker 1: we find out who would have been your supervisor at
• 34:52
Speaker 1: the time? Answer It's documented somewhere whoever my supervisor was
• 34:56
Speaker 1: at the time. Question all right, so that person would
• 34:59
Speaker 1: have been responsible to notify someone such as the captain
• 35:03
Speaker 1: or the warden. Answer yes, question because if the captain
• 35:07
Speaker 1: was out or no, he did work on the ninth right,
• 35:10
Speaker 1: So that means that around one pm to two pm
• 35:12
Speaker 1: you notified your supervisor. That supervisor should have notified the captain.
• 35:18
Speaker 1: Answer yeah, and when I got approof for overtime the
• 35:21
Speaker 1: next day, so somebody knew I was coming back. Question Oh,
• 35:25
Speaker 1: and does that specifically why you were approved for the overtime? Answer? No,
• 35:30
Speaker 1: I was coming back to do the project. But they
• 35:32
Speaker 1: knew I had the drives because I was going back
• 35:35
Speaker 1: and forth with my computer service guy because he knows
• 35:38
Speaker 1: more about the hard drives than I do. Where getting
• 35:41
Speaker 1: the parts in? Why don't I just do this? And
• 35:43
Speaker 1: I remember that part of the day. Question Now, what
• 35:47
Speaker 1: would cause all those cameras to actually fell like that
• 35:50
Speaker 1: the recorders. Answer, oh, the recording. The system was old
• 35:54
Speaker 1: and it needed to be upgraded. It was very old.
• 35:57
Speaker 1: Question was it Could it have been anything to do
• 36:00
Speaker 1: with people tampering the system? Answer? No, they can't tamper
• 36:03
Speaker 1: with it. You have to go in a room. It's
• 36:05
Speaker 1: behind the lock and key key in the door. Question
• 36:08
Speaker 1: so there's no reason to believe that those cameras. Answer
• 36:14
Speaker 1: there's two doors too, because you go through the front
• 36:18
Speaker 1: door and then there's a secondary door to go into
• 36:20
Speaker 1: the room. Question all right, so you said the cameras
• 36:23
Speaker 1: are working and they're in this room. Is anyone actually
• 36:25
Speaker 1: in that room looking at the cameras? Answer? There used
• 36:29
Speaker 1: to be, and that's an SIS tech. I think maybe
• 36:32
Speaker 1: redacted was there as the SIS tech for that day.
• 36:36
Speaker 1: Question now, when you're so, would he have known that
• 36:39
Speaker 1: they weren't recording? Answer? No, his job is pretty much
• 36:42
Speaker 1: to look at the live feed and maybe look at
• 36:45
Speaker 1: the recording. But they do stuff a little bit different here,
• 36:48
Speaker 1: so I'm not too sure exactly what his function was.
• 36:52
Speaker 1: Question now, would they also have seen this amber? He
• 36:56
Speaker 1: gets cut off. No, they don't go back in the room.
• 37:00
  Speaker 1: Question So there's a different room. Answer yeah, it's a
• 37:03
Speaker 1: different room altogether. They just look at the monitors in
• 37:07
Speaker 1: the room at the time. Question So by looking at
• 37:11
Speaker 1: the monitor, would they be able to have known that
• 37:13
Speaker 1: the cameras were down? Answer no, As far as recording, No,
• 37:18
Speaker 1: they would just have the live feed and everything looks good.
• 37:21
Speaker 1: Question So for them, they would have no idea that
• 37:24
Speaker 1: there was actually a problem on the shoe cameras. Answer yeah,
• 37:31
Speaker 1: and then the software too. Even if you look at
• 37:33
Speaker 1: the software at the time, it wasn't even telling you
• 37:35
Speaker 1: that there was a problem, you would think it was
• 37:37
Speaker 1: actually working. Question right, So to your knowledge, the only
• 37:41
Speaker 1: people that definitely knew that the cameras were down were
• 37:44
Speaker 1: you and your supervisor. Answer the supervisor. Yes. Question and
• 37:48
Speaker 1: do you know if your supervisor actually made that notification
• 37:51
  Speaker 1: to anyone else? Answer? I don't recall. I don't know
• 37:55
Speaker 1: who he talks to. Question after the fact, did you
• 37:58
Speaker 1: ever find out if he did or didn't? Answer? I
• 38:01
Speaker 1: don't remember. Question were you questioned with regard to what
• 38:04
Speaker 1: happened with the cameras? Answer yes, question who questioned you? Answer?
• 38:09
Speaker 1: The next day, because I was here, I had to
• 38:11
Speaker 1: talk with the warden about what was going on with
• 38:13
Speaker 1: the cameras question and you remember what he gets cut
• 38:18
Speaker 1: off by the engineer and the FBI too. The next
• 38:21
Speaker 1: day question okay, and otherwise he was not present for
• 38:26
Speaker 1: that question the next day answer, Yeah, there was nobody here.
• 38:31
Speaker 1: All right, folks, We're going to wrap up right here,
• 38:33
Speaker 1: and then the next episode dealing with the topic, we're
• 38:35
Speaker 1: going to pick up where we left off. All the
• 38:37
Speaker 1: information that goes with this episode can be found in
• 38:40
Speaker 1: the description box. What's up, everyone, and welcome to another
• 38:43
Speaker 1: episode of the Epstein Chronicles. In this episode, we're going
• 38:47
Speaker 1: to get right back to the interview given by the
• 38:50
Speaker 1: electrical engineer at MCC to the OIG investigators. Question, at
• 38:55
Speaker 1: the time that you knew that the approximately fifty to
• 38:58
Speaker 1: potentially seventy cameras were working, did you know what cameras
• 39:02
Speaker 1: weren't working or just that a lot of the cameras
• 39:04
Speaker 1: weren't working. Answer, Just a lot of the cameras weren't
• 39:08
Speaker 1: and I wasn't going to sit there and try to
• 39:10
Speaker 1: figure out, you know, what's going on. So when you're
• 39:13
Speaker 1: making that notification to your supervisor, you're just saying, like
• 39:16
Speaker 1: half the cameras are down. Question by the investigator. Answer
• 39:20
Speaker 1: was down. Yeah, you've got to decide what you're going
• 39:23
Speaker 1: to do. Question okay, and they at the time said,
• 39:26
Speaker 1: don't worry about it, go home, you can fix it tomorrow.
• 39:29
Speaker 1: Answer that was standard practice, So I believe it went
• 39:32
Speaker 1: along those lines. Question okay, and you said out another
• 39:36
Speaker 1: institution that would have never he gets cut off by
• 39:40
Speaker 1: the engineer, that would never fly. No, no, can't have it.
• 39:44
Speaker 1: You've got to fix it. If it's not working, then
• 39:46
Speaker 1: you have to stay. Question do you believe that you
• 39:50
Speaker 1: should have stayed? Answer? Yeah, I believe so. Question and
• 39:54
Speaker 1: did your request to stay and fix it? Answer? I
• 39:58
Speaker 1: think I did, But I think I pretty much made
• 40:00
Speaker 1: a notification. But since I was going to be back
• 40:02
Speaker 1: the next day, it didn't make sense for me to
• 40:04
Speaker 1: stay because there was really nothing I could fix that
• 40:07
Speaker 1: day anyway. Even if and I think I before I
• 40:10
Speaker 1: left the two drives that were bad, I started replacing them.
• 40:14
Speaker 1: I think I might have taken them out to let
• 40:16
Speaker 1: them start rebuilding. Question okay, so was there anyone in
• 40:20
Speaker 1: the shoe that could have known that that those cameras
• 40:22
Speaker 1: were down? Answer no, question, no answer, because I don't
• 40:26
Speaker 1: talk to anybody in custody as far as the cameras go.
• 40:29
Speaker 1: That's why I go directly to my supervisor. Question, So,
• 40:33
Speaker 1: the fact that you know Epstein, your most notorious inmate
• 40:35
Speaker 1: at the time, is you know die is the night
• 40:38
Speaker 1: that the cameras are down. Is there any reasonably if
• 40:41
Speaker 1: there's any kind of is there any suspicion surrounding the circumstances? Answer? No,
• 40:47
Speaker 1: it was just whatever happened happened. It was really no
• 40:50
Speaker 1: tampering with the devices or somebody turned off the power
• 40:53
Speaker 1: or no question. So to you, it's just completely coincidental. Answer,
• 40:59
Speaker 1: just coincident. Question all right? And again you said that
• 41:03
Speaker 1: no one could have tampered with the cameras to make
• 41:05
Speaker 1: them go down. Answer yes, question, that's correct, that no
• 41:10
Speaker 1: one could have answered no, no one could have no question. Okay,
• 41:15
Speaker 1: all right. Answer And because another thing about the cameras,
• 41:18
Speaker 1: they're the way the shoe cameras are. The power supply
• 41:22
Speaker 1: is for the old analog cameras, one of them, and
• 41:24
Speaker 1: it's in one of my closets. You would have to
• 41:26
Speaker 1: go in there, kill the power and then go into
• 41:28
Speaker 1: mess with the recorder. Like it's too much stuff to
• 41:31
Speaker 1: try one person to think about trying to tamper with it.
• 41:34
Speaker 1: It's just a lot. And like as soon as I
• 41:38
Speaker 1: put in the new recorders, all the cameras came up.
• 41:40
Speaker 1: So the cameras weren't tampered with at all. Question right,
• 41:45
Speaker 1: the cameras themselves. But what about that room that you
• 41:47
Speaker 1: said that's where you fix the mat Who had access
• 41:50
Speaker 1: to that room? Answer? I would have It would be
• 41:53
Speaker 1: SIS because that was their room at that time. I
• 41:57
Speaker 1: really didn't have access and that was part of the
• 42:00
Speaker 1: problem too, because they were leaving for the day and
• 42:03
  Speaker 1: I didn't have access to the room. I didn't have
• 42:05
Speaker 1: a key at that time to go in the room
• 42:07
Speaker 1: because it's their property room. Also question but you went
• 42:10
Speaker 1: in to be able to see that you weren't recording?
• 42:13
Speaker 1: Answer yeah, because somebody was in the room. SIS was upstairs. Yes.
• 42:17
Speaker 1: Question so SIS allowed you in the room? Answer yes.
• 42:20
Speaker 1: Question were they in the room at that time? Answer nah?
• 42:24
Speaker 1: I usually just go in the back room by myself.
• 42:28
Speaker 1: Question and then you just ask them if you can
• 42:30
Speaker 1: go in or is it what do you mean there's
• 42:33
Speaker 1: like an SIS officer and then there's a room within
• 42:36
Speaker 1: the SIS office. Answer the SIS office. Yeah, they have
• 42:41
Speaker 1: the main room, but then it has a video room,
• 42:43
Speaker 1: and behind the video room that's where the recorders are.
• 42:47
Speaker 1: Question okay, so is that room that you're talking about
• 42:50
Speaker 1: where the recorders are? Is that also secured? Answer? Yes,
• 42:54
Speaker 1: it's secured. Yes. Question so there's the SIS room that's secured,
• 42:59
Speaker 1: and then they're also the TV monitor room that's also secured.
• 43:03
Speaker 1: Answer yes. Question where the recordings? So did you have
• 43:08
Speaker 1: access to? Who would have had access? I guess to
• 43:11
Speaker 1: where the recordings would have been stored? Answer? I guess
• 43:14
Speaker 1: anybody in SIS with the key for SIS, but only SIS?
• 43:19
Speaker 1: Answer yes, only SIS. Question is there any reason to
• 43:23
Speaker 1: believe anyone in SIS could have manipulated those that system
• 43:28
Speaker 1: or taken the cameras? Answer you'd have to know what
• 43:31
Speaker 1: you're doing, and I would kind of know if somebody
• 43:33
Speaker 1: mess with it. It's not really something you go in
• 43:35
Speaker 1: there and start disconnecting, Like the only way to really
• 43:39
Speaker 1: do anything in that room is to start disconnecting stuff,
• 43:42
Speaker 1: and it's a spaghetti mess. Starting to disconnect stuff is
• 43:46
Speaker 1: not going to it's going to be tampered with and
• 43:48
Speaker 1: you'll see somebody did something. Question is there any other
• 43:52
Speaker 1: than SIS who could have gotten in there? Answer? I
• 43:54
Speaker 1: don't believe so. Question does the captain, aw's and the
• 43:58
Speaker 1: warden have access to that room? Answer? They don't probably
• 44:02
Speaker 1: even know anything that goes on in that room. The
• 44:05
Speaker 1: only time I will tell them is like to do maintenance,
• 44:08
Speaker 1: I'll complain and show them the room. Hey, you've got
• 44:10
Speaker 1: to clean this up. Or question but do they have access?
• 44:14
Speaker 1: Can they get into the room? Answer they would have
• 44:17
Speaker 1: to get twenty four hours keys from SIS or somebody
• 44:20
Speaker 1: would have to give them access to get into that room.
• 44:24
Speaker 1: Question but only SIS has it? Answer from what I know, yes,
• 44:28
Speaker 1: only SIS can get into that room. Question why did
• 44:33
Speaker 1: you happen to go into the room that day? Answer?
• 44:35
Speaker 1: I don't know. I just make rounds and I do stuff.
• 44:38
Speaker 1: Somebody said something to me, or I was thinking about
• 44:40
Speaker 1: it because I think I ordered the drive and I
• 44:43
Speaker 1: just wanted to see where I was at to see
• 44:45
Speaker 1: what I was going to get started on. And plus
• 44:48
Speaker 1: we were doing a camera project, so I was just
• 44:50
Speaker 1: trying to get a lot of things like organized and
• 44:53
Speaker 1: see where we were actually at and what I was
• 44:56
Speaker 1: actually gonna do. Question so I have to ask as
• 44:58
Speaker 1: part of it, did you happen stop doing upgrade work
• 45:01
Speaker 1: on it? Unplug or take down, the redundancy or anything
• 45:04
Speaker 1: that worked that happened to stop working at that point.
• 45:07
Speaker 1: Answer no, just it because we were having problems from
• 45:12
Speaker 1: before and the problem just happened again. Just like a
• 45:15
Speaker 1: coincidence question and nothing to do with the work you
• 45:19
Speaker 1: were doing on it. Answer no, because I didn't touch
• 45:21
Speaker 1: the recorders. Question so not just the work you were
• 45:25
Speaker 1: doing on it. Did anything you do cause the cameras
• 45:28
Speaker 1: to go down? Answer no, not that day. No question, Okay,
• 45:32
Speaker 1: in the past it had though. Answer if I'm messing
• 45:35
Speaker 1: with a recorder, it can throw some stuff off. Or
• 45:38
  Speaker 1: if i'm yeah, moving drives around. That's why I don't
• 45:41
Speaker 1: have to notify, Hey, the drives are bad because if
• 45:44
  Speaker 1: I start moving stuff, I don't know what's going to
• 45:46
Speaker 1: go down or not work. Or yeah, the system's very old.
• 45:50
Speaker 1: Question But that day on August ninth, when all the
• 45:53
Speaker 1: shoe cameras went down, that had nothing to do with you.
• 45:57
Speaker 1: It was just coincidental that they went down. Answer as
• 46:00
Speaker 1: far as the recording, yes, question okay, so when you
• 46:04
Speaker 1: specified as far as the recording, can you tell me
• 46:06
Speaker 1: why you said that? Is there something else? Answer? Because
• 46:10
Speaker 1: people believe that when cameras don't work like the camera's
• 46:13
Speaker 1: not working. The camera could be throwing out video because
• 46:16
Speaker 1: the live feed, like I said, goes to the control center.
• 46:19
Speaker 1: They see the live video when they're popping the door.
• 46:22
Speaker 1: So there's live video going getting fed. It's just the
• 46:25
Speaker 1: digital side of it. The recording side is not working.
• 46:29
Speaker 1: Question Was there a camera towards the back room? Answer?
• 46:32
Speaker 1: What back room? Question? Is there a camera in the
• 46:35
Speaker 1: SIS office? Answer no, Now there is, there's a camera
• 46:40
Speaker 1: going towards SIS, but before there was no camera, it
• 46:44
Speaker 1: would just be the third floor three sally as someone
• 46:47
Speaker 1: was going in that general direction, but you can't even
• 46:49
Speaker 1: make out who's going by there. The video room question,
• 46:53
Speaker 1: was there any way to know who went in and
• 46:55
Speaker 1: out of that room? Answer? No, question there is a
• 46:58
Speaker 1: key entry or answer no question. Two follow up questions
• 47:02
Speaker 1: One has this problem been rectified? Answer yes? Question and
• 47:08
Speaker 1: when was it rectified? Answer on whenever they came and
• 47:13
Speaker 1: did a walk around. We added cameras, like to the
• 47:15
Speaker 1: SIS room. Of course we upgraded the recorders, but there's
• 47:19
Speaker 1: cameras to see who goes in that general area, Like
• 47:22
Speaker 1: if you go in the room, you'll see who's going
• 47:24
Speaker 1: in the recording room. Question and was that like a
• 47:27
Speaker 1: year or two ago. How long after the August ninth incident.
• 47:33
Speaker 1: Answer that's probably like a year after that because we
• 47:35
Speaker 1: were doing a lot of other stuff before that. Question.
• 47:38
Speaker 1: So in some time in like twenty twenty. Have the
• 47:40
Speaker 1: cameras gone down since then? Answer hm. Question And when
• 47:45
Speaker 1: I say the cameras, I mean the recordings. Answer when
• 47:48
Speaker 1: I have to do maintenance, I have to notify somebody,
• 47:51
Speaker 1: like the cameras are going down. They make sure that
• 47:54
Speaker 1: the jail is locked. And he gets cut off by
• 47:57
Speaker 1: the interviewer only intention answer yes, question, they've never gone down.
• 48:04
Speaker 1: He gets cut off by the engineer. Oh, we've had
• 48:07
Speaker 1: see I can't really say that because we've had issues
• 48:10
Speaker 1: because we're putting in IP cameras. The IP cameras are
• 48:14
Speaker 1: like little computers, and they overload the system sometimes when
• 48:17
Speaker 1: the software isn't right, so it bogs down the system.
• 48:20
Speaker 1: And we've had problems where the recording stops. But we
• 48:23
Speaker 1: have a redundant recorder. But not all the cameras would
• 48:26
Speaker 1: go down per se question Okay answer, And the reason
• 48:31
Speaker 1: I'm saying that also is because a lot of the cameras,
• 48:34
Speaker 1: it's like a mix and match of old cameras and
• 48:36
Speaker 1: new cameras, analog cameras and like more computer based cameras
• 48:40
Speaker 1: IP cameras. So right now, when the system fails, the
• 48:43
Speaker 1: old analog cameras for the most part, are going to work.
• 48:47
Speaker 1: The problems are going to be the newer cameras on
• 48:50
Speaker 1: the tiers. The older cameras would always pretty much be recording.
• 48:54
Speaker 1: If we ever had an issue. Question okay, answer, and
• 48:58
Speaker 1: we've had a few issues, yes, but they're usually with
• 49:00
Speaker 1: the newer cameras, not with the older ones. Question interesting, okay,
• 49:05
Speaker 1: And as far as just to make sure that we're
• 49:07
Speaker 1: clear which of the cameras in the shoe actually were recording,
• 49:11
Speaker 1: he gets cut off the forty six door camera. Question
• 49:15
Speaker 1: and that's the one outside of ten South. Answer. Yeah,
• 49:18
Speaker 1: That's the only reason I know that is because the
• 49:20
Speaker 1: first day they came, they were looking for video. There
• 49:23
Speaker 1: was no video, and they were like, you've got to
• 49:26
Speaker 1: find the video. Question who is they answer the FBI?
• 49:32
Speaker 1: And then I stayed later that day and the night,
• 49:35
Speaker 1: and I was trying to look to see what was recording,
• 49:38
Speaker 1: and that's when I figured out that forty six door
• 49:40
Speaker 1: was actually recording on ten South. Question the ninth or
• 49:44
Speaker 1: the tenth. The tenth is the day that he was found. Answer.
• 49:48
Speaker 1: I think it was in the morning the next day
• 49:50
Speaker 1: when I came in the first thing in the morning.
• 49:52
Speaker 1: Question So on Saturday it looks like answer Saturday, Yeah,
• 49:56
Speaker 1: because I had to think about what was going on,
• 49:59
Speaker 1: and also that that day they made me move over
• 50:01
Speaker 1: the camera that we're recording, put them on different recorders.
• 50:05
Speaker 1: It was like a mess. Question Now, were there any cameras,
• 50:09
Speaker 1: recordings or hard drives or anything that were sent to
• 50:13
Speaker 1: try to have the recordings recovered. Answer, well, the whole
• 50:16
Speaker 1: thing with everything not recording that day was the way
• 50:19
Speaker 1: the system works. And we want to work with the
• 50:21
Speaker 1: vendor and the FBI because they have to talk to
• 50:24
Speaker 1: the way the system works is if the two drives
• 50:26
Speaker 1: are bad, it's not going to start recording video. It's
• 50:30
Speaker 1: not going to go on a different drive where you're
• 50:32
Speaker 1: going to see bits and pieces of video from that day.
• 50:35
Speaker 1: You might see old video, but as far as new
• 50:37
Speaker 1: video from that day, whenever it went bad, you're not
• 50:40
Speaker 1: gonna see any video. All right, folks, We're gonna wrap
• 50:43
