- 0:28host. Welcome to the Voices of Life podcast.
- 0:35I'm Pastor David. Today we take a look back at
- 0:38the federal government's first day on the job
- 0:41and how operations started off. Did you know
- 0:44the United States government did not begin in
- 0:461776? Not in 1781 with the Articles of Confederation.
- 0:51Not even 1787 when the Constitution was signed.
- 0:55The United States government as we know it today
- 0:58actually began on March 4, 1789, the day the
- 1:04Constitution went into full operation. The Constitution
- 1:07required nine states to ratify it before it could
- 1:10take effect. The ninth state was New Hampshire
- 1:14on June 21, 1788, but the Constitution did not
- 1:18specify when the new government should begin.
- 1:22So the outgoing Confederation Congress made the
- 1:25decision. On September 13, 1788, they passed
- 1:29a resolution declaring that the new federal government
- 1:32would begin on the first Wednesday in March of
- 1:35the following year, which fell on March 4, 1789.
- 1:39This was, in effect, Congress writing its own
- 1:43dissolution order. March 4, 1789 was supposed
- 1:47to be a historic opening, but almost nobody showed
- 1:50up. Only 8 of the 22 senators, 13 of the 59 senators,
- 1:55Members of the House of Representatives made
- 1:58it to New York City in time for the first session.
- 2:01Neither chamber had a quorum. They could not
- 2:04conduct business. They could not elect officers.
- 2:07They could not even swear in the members. Travel
- 2:11was slow. Roads were muddy. Winter storms blocked
- 2:15routes. The United States government began with
- 2:19empty chairs. The House finally reached a quorum
- 2:22on April 1, 1789. The Senate reached a quorum
- 2:26on April 6, 1789. On that same day, both chambers
- 2:30met in joint session to count electoral votes
- 2:34and certify that George Washington had been unanimously
- 2:38elected President of the United States. Washington
- 2:41was inaugurated on April 30, 1789, at Federal
- 2:46Hall in New York City. Only then did the government
- 2:49begin functioning as intended. In other words,
- 2:54March 4, 1789, government legally begins. April
- 2:581 through 6, 1789, Congress becomes functional.
- 3:03April 30, 1789, executive branch begins. And
- 3:09between 1790 and 1791, the Judiciary and Bill
- 3:13of Rights were completed. It took months for
- 3:17the government to operate and nearly two years
- 3:20to become fully functional. When the new government
- 3:22began, two states were still outside the system.
- 3:25North Carolina did not ratify the Constitution
- 3:28until November 21, 1789. Rhode Island held out
- 3:35even longer, finally ratifying it on May 29,
- 3:391790. For more than a year, the United States
- 3:42government operated without all 13 original states.
- 3:46In Owings v. Speed, 1820, the Supreme Court ruled,
- 3:51that the Constitution did not commence its operations
- 3:56until the first Wednesday in March 1789. This
- 4:00remains the definitive legal confirmation of
- 4:03when the United States government actually began.
- 4:05Beginnings are rarely smooth. Even nations start
- 4:10with uncertainty, delay, and struggle. But God
- 4:13is present in the slow unfolding of every new
- 4:17chapter. The United States did not begin in a
- 4:20moment. It began in a process, a process guided
- 4:25by providence. Let us pray. Heavenly Father,
- 4:29thank you for guiding the founders through uncertainty
- 4:32and the slow beginnings. Thank you for the wisdom
- 4:36that shaped our Constitution. Thank you for reminding
- 4:40us. And thank you for reminding us that your
- 4:43timing is always perfect, even when ours is not.
- 4:47In Jesus' name, amen. Before we go, I wanted
- 4:51to share a word about why we created the Did
- 4:54You Know series. These moments are short, simple,
- 4:57and easy to take in. But each one highlights
- 5:00the small, often forgotten details that had to
- 5:04unfold for our nation to become what it is today.
- 5:07Little things, big impact. Our hope is that this
- 5:12brief Episodes help every citizen understand
- 5:15the steps, the struggles, and the providence
- 5:18that shaped America's story. Thank you for learning
- 5:21with us, for growing with us, and for walking
- 5:23this journey with us. Until we gather again,
- 5:26may God guide your steps, steady your spirit,
