Today, we're looking at who can act when A I causes harm. Trump has proposed a federal A I Force, while subscribers are challenging an alleged deal between model developers. Virginia is changing its support for data centers. We'll also hear a warning about weak demand in China and look at a research tool for freight transfers between trucks. This narration uses an A I-generated voice. Trump proposes an A I Force but leaves its powers undefined. President Donald Trump said on September 19 that he would create an "A I Force" and appoint an A I czar. Reuters reports that he announced the plan on Truth Social and opposed restrictions that could slow the industry. ABC News reports that Trump compared the proposed body with Space Force and said existing criminal and civil laws could address harmful conduct. Neither report says a new agency has begun operating. So far, Trump has announced a plan. The reports don't say the government has staffed an agency, approved a budget, or created a new military branch. A named appointee and a written order could define the body's powers. A budget and reporting rules could show whether it would investigate companies or mainly advise the president. What matters is the authority the body receives and how it uses that authority. Its name doesn't answer either question. A I subscribers sue over an alleged deal to slow model improvements. Consumers sued Anthropic, OpenAI, SpaceXAI and Google in federal court in Northern California on September 18. Bloomberg Law reports that they filed an antitrust case. AP reports that subscribers allege the companies coordinated limits on A I development. The plaintiffs say those limits would make their paid subscriptions less valuable. Their lawsuit treats the alleged effort to slow A I development as a competition issue. These are allegations, and a court hasn't established them. Public support for A I safety rules doesn't prove that competitors made an unlawful agreement. The plaintiffs still have to show that the companies coordinated. Similar public statements aren't enough on their own. The companies' responses and the court's first substantive rulings could show what conduct the case covers. Evidence of an agreement matters more than similar public statements. Virginia cuts some state support for new data centers drawing at least 25 megawatts. Virginia Governor Abigail Spanberger signed Executive Order 22 on September 18. It bars new data center projects with anticipated peak demand of at least 25 megawatts from specified state assistance programs. Those programs include site-readiness assistance and expedited review. The order also limits new nondisclosure agreements by executive agencies and creates an A I task force. It calls for proposals for the 2027 legislative session. This doesn't stop all data center construction, and the disclosure rule honors existing contracts. Developers will need to separate the steps agencies must take now from measures lawmakers may pass later. Virginia agencies still have to write procedures for carrying out the order. Lawmakers will decide which other proposals become law. Those steps could determine whether communities learn about a project's resource demands before officials approve it. Chinese central bank adviser warns A I could worsen weak demand and excess supply. Huang Yiping, an adviser to China's central bank, warned on September 19 that A I could worsen excess supply and weak demand. Reuters reports that he spoke at an economic forum in Beijing. Huang called for higher household income and steps to repair strained balance sheets. His point was that producing more goods doesn't give households more money to buy them. This was a warning, not a measured estimate of A I's economic effects or an announcement of new central-bank policy. His remarks don't show how much A I has contributed to weak demand in China. Policy changes could show whether officials can raise household spending. Company reports could show whether sales rise along with output. Producing more goods and giving households more buying power are different results. Google releases a tool for testing freight transfers between trucks. Google Research described MilleMiglia on September 18. The open-source tool generates synthetic freight networks for the middle mile, when shipments move between distribution centers. Researchers can use it to test algorithms against vehicle schedules, sorting limits, and transfers between trucks. Google published the code and says the generated data can also support machine-learning research. But MilleMiglia is a research tool. It isn't proof that a carrier cut costs or shortened delivery times. Independent researchers still need to compare Google's generated data with working freight networks. They can inspect the code and test different methods on the same problems. Freight operators would have more reason to use the benchmark if those results also hold up against real schedules and missed connections. That is the signal before the noise.
