- 0:00Speaker 1: It's now four o'clock in New York can full of
- 0:03Speaker 1: people called it ambitious, many many many more called it
- 0:06Speaker 1: reckless or absurd, or plain foolish or unnecessary. But Trump
- 0:11Speaker 1: went about it anyway, promising ninety deals in ninety days,
- 0:15Speaker 1: they said, a hostile reforging of the global economy, in
- 0:18Speaker 1: which other countries would, in their telling, trip all over
- 0:22Speaker 1: themselves for the opportunity to hash out new trade deals
- 0:26Speaker 1: with the US. Now though well more than halfway through
- 0:30Speaker 1: that timeline, and what exactly does the US have to
- 0:34Speaker 1: show for it, well, the framework of a deal with
- 0:38Speaker 1: the UK, I guess a preliminary deal with China, maybe
- 0:42Speaker 1: a handshake agreement forged in Geneva that Trump now insists
- 0:46Speaker 1: China has violated. Quote so much for being mister nice guy,
- 0:50Speaker 1: he posted on social media this morning, which is amazing
- 0:55Speaker 1: at every level. Treasury Secretary Scott Bessant addressed the negotiations
- 0:59Speaker 1: ashore time later.
- 1:00Speaker 2: Watch they are a bit stalled. I believe that we
- 1:06Speaker 2: will be having more talks with them in the next
- 1:10Speaker 2: few weeks, and I believe we may at some point
- 1:14Speaker 2: have a call between the President and party chair sheet.
- 1:19Speaker 2: I am confident that the Chinese will come to the
- 1:24Speaker 2: table when President Trump makes his preferences known.
- 1:29Speaker 1: So so far from ninety deals in ninety days one,
- 1:33Speaker 1: in the words of the Treasure Secretary, stalled negotiation, one framework,
- 1:38Speaker 1: so we'll call it one and a half. But ninety
- 1:41Speaker 1: ninety days it could still happen. There is to be
- 1:43Speaker 1: fair time left, just less and less of it by
- 1:48Speaker 1: the day. And if you think about it, even if
- 1:51Speaker 1: you don't know anything about trade, think about the state
- 1:54Speaker 1: of America's bargaining power, the state of the administration's ability
- 2:00Speaker 1: to have any leverage. Imagine you're a trade negotiator representing
- 2:04Speaker 1: another country in these negotiations. It's not exactly classified. You
- 2:08Speaker 1: pick up any newspaper and you'll see the stories pile
- 2:11Speaker 1: up court rulings while currently pause, pending appeal, or casting
- 2:15Speaker 1: serious doubt on Trump's authority to make good on any
- 2:19Speaker 1: of his tariff threats. In other words, that there's an
- 2:21Speaker 1: open question as to whether or not the people sitting
- 2:24Speaker 1: opposite you at the bargaining table representing America can legally
- 2:29Speaker 1: impose tariffs. What is the incentive to make any concessions
- 2:33Speaker 1: at all in a deal with the US. In its
- 2:37Speaker 1: latest reporting, the Washington Post quoted a former Indian Commerce
- 2:40Speaker 1: Ministry official who said this quote, These tariffs may or
- 2:44Speaker 1: may not be there, but agreements are forever. How can
- 2:47Speaker 1: we give him concessions on something that may not even last.
- 2:51Speaker 2: It's a good question.
- 2:53Speaker 1: Meanwhile, the Trump aid who touted ninety deals in ninety
- 2:56Speaker 1: days insists there's nothing to see here. Everything is fine.
- 3:01Speaker 3: So look, the terroriffs remain in place. The court told
- 3:07Speaker 3: us they didn't all but tell us. They told us,
- 3:10Speaker 3: go do it another way. So you can assume that
- 3:14Speaker 3: even if we lose, we will do it another way.
- 3:17Speaker 3: And I can assure you American people that the Trump
- 3:20Speaker 3: tearror agenda is alive, well, healthy, and will be implemented
- 3:24Speaker 3: to protect you. There's going to be within the next
- 3:28Speaker 3: I don't know, say a few days, because that puts
- 3:30Speaker 3: me too much offspot. But you will see a cascade
- 3:33Speaker 3: of new deals coming out in the near future, and
- 3:36Speaker 3: these will all be good for the American people.
- 3:39Speaker 1: Okay, So mister ninety deals in nine days is now
- 3:42Speaker 1: promising a quote cascade of deals in the next quote
- 3:47Speaker 1: a few days.
- 3:50Speaker 2: Okay.
- 3:51Speaker 1: It calls to mind the wise words of one very
- 3:54Speaker 1: famous deal maker quote, you can't con people, at least
- 3:59Speaker 1: not for long. You can create excitement, you can do
- 4:02Speaker 1: wonderful promotion and get all kinds of press, and you
- 4:05Speaker 1: can throw in a little hyperbole, but if you don't
- 4:08Speaker 1: deliver the goods, the people will eventually catch on. Of course,
- 4:14Speaker 1: that deal maker was Donald J. Trump himself. Go figure.
- 4:18Speaker 1: It's where we start today with some of our favorite
- 4:20Speaker 1: reporters and friends. MPR financial correspondent Maria Aspin is here,
- 4:24Speaker 1: also joining US Professor of Economics and Public Policy at
- 4:27Speaker 1: the University of Michigan Justin Wolfers is here, also joining
- 4:31Speaker 1: US MSNBC political analysts hosts of the Bulwark podcast, Tim
- 4:34Speaker 1: Millers Here. Tim, I'm going to start with you because
- 4:36Speaker 1: I know this is economic in nature and is about trade,
- 4:41Speaker 1: but it's really about Donald Trump and the absolute tsunami
- 4:45Speaker 1: of bloni that comes from his mouth. Ninety deals in
- 4:49Speaker 1: ninety days is in the same vein as Mexico's going
- 4:52Speaker 1: to pay for the wall. There are no deals. There
- 4:56Speaker 1: is one framework and in the words of Scott Besant,
- 5:00Speaker 1: one installed conversation that has commenced with China.
- 5:03Speaker 4: That is it. Yeah, can you have a baloney taco?
- 5:08Speaker 4: That doesn't sound very good? I was trying to make
- 5:10Speaker 4: our food metaphorse with the Trump trade deals. Look, here's
- 5:14Speaker 4: the thing about all this, it's it's all been blustering,
- 5:17Speaker 4: fake from the start, right, And like the question was
- 5:20Speaker 4: how much of this was he going to be allowed
- 5:22Speaker 4: to do by the courts, How crazy was the advisors
- 5:26Speaker 4: around him going to let him get? How bad were
- 5:29Speaker 4: they going to let the bond market get? But it is,
- 5:34Speaker 4: you know, the whole Trump m you know on this,
- 5:37Speaker 4: it's this, as you mentioned, it is how he was
- 5:40Speaker 4: as a businessman. It's exactly the same thing that we're
- 5:43Speaker 4: seeing in the Russia Ukraine negotiations. I was just kind
- 5:46Speaker 4: of listening to you talk about how we ninety nails
- 5:48Speaker 4: in ninety days and then it's going to be a
- 5:49Speaker 4: few days and a few more days. It's the same
- 5:51Speaker 4: thing as the Russia Ukraine thing. I think he keeps
- 5:53Speaker 4: saying it's gonna be two weeks, and we're it's all
- 5:54Speaker 4: in two weeks and two weeks. He's been saying two
- 5:56Speaker 4: weeks for three months. So like that is just the
- 6:00Speaker 4: reality of this. It's chaotic leadership. He has a direction
- 6:04Speaker 4: that he wants to go, which is he wants people
- 6:05Speaker 4: to come in and ask for him for favors and
- 6:08Speaker 4: he wants to feel powerful and the tariff card allows
- 6:13Speaker 4: him to do that. But there's no actual plan here.
- 6:16Speaker 4: And I was mostly struck by listening to Bessant over
- 6:19Speaker 4: on Fox. And it's like the Chinese will come to
- 6:23Speaker 4: the table, he said. I think when Trump lets his
- 6:25Speaker 4: priorities be known, it's like, what have we been doing
- 6:29Speaker 4: so far? Like the Chinese don't know what Trump's priorities are.
- 6:31Speaker 4: I thought we had a deal with the Chinese, Like
- 6:33Speaker 4: it's all smoking mirrors because they can't make any deals
- 6:37Speaker 4: because the courts may not allow it and they don't
- 6:39Speaker 4: know what the boss wants day to day.
- 6:42Speaker 1: Yeah, I mean, justin jump in on on what Tim
- 6:47Speaker 1: is talking about. How do you make a deal with
- 6:50Speaker 1: a nation pertaining to trade with across the board tariffs
- 6:54Speaker 1: and specific tariffs on and then paused and then reduced
- 6:59Speaker 1: while paused and then off pause if you don't even
- 7:02Speaker 1: know if the thing that's been on, off, paused, reduced,
- 7:05Speaker 1: and raised is his authority to grant or take off?
- 7:12Speaker 5: Yeah? I don't even know. How do I answer that question?
- 7:16Speaker 5: Tell you the truth, Nicole, It's I was like, I
- 7:20Speaker 5: am an economist I do have a PhD in these things.
- 7:22Speaker 5: And then when you say it that way, there's the
- 7:24Speaker 5: pause that was paused, and then they paused the pause
- 7:26Speaker 5: on the pause.
- 7:29Speaker 1: Yeah, yeah, and then they lacked it and then again yeah.
- 7:34Speaker 5: After the pause that was paused was paused, then the
- 7:36Speaker 5: courts blocked it, and then they blocked the block, which
- 7:39Speaker 5: means it's unblocked. And I sometimes the way I try
- 7:42Speaker 5: to answer this is I think to myself, imagine, I
- 7:45Speaker 5: get to do this, not all the viewers do. Imagine
- 7:47Speaker 5: the Australian Prime Minister called me and asked for advice
- 7:49Speaker 5: right now, It's actually useful way of thinking about this.
- 7:53Speaker 5: I just say stay home, you don't know what this
- 7:56Speaker 5: bloke's going to do, or say we do know from
- 7:59Speaker 5: the British wh not a deal. That he just walked
- 8:03Speaker 5: into the room and they said the tariffs are ten percent.
- 8:05Speaker 5: That's what it is, full stop, no deal, And then
- 8:09Speaker 5: they made a couple of little carve outs so that
- 8:11Speaker 5: they could each have a press conference and each try
- 8:13Speaker 5: to convince their own populations. There were useful things going on.
- 8:17Speaker 5: So I do think the President made the present fashions
- 8:21Speaker 5: himself as a great negotiate, But I actually think he
- 8:23Speaker 5: made a really really tragic mistake. Look, if what he
- 8:27Speaker 5: wanted to do was get the attention of another country,
- 8:29Speaker 5: say China, he did that by imposing tariffs. But you
- 8:34Speaker 5: don't have to impose the tariff, which by the way,
- 8:36Speaker 5: hurts the American people. You can just call the president
- 8:40Speaker 5: she and say I could impose tariffs. You just have
- 8:45Speaker 5: to say, you've got the magma. Everyone understands that by
- 8:47Speaker 5: actually imposing the tariff that led the court to say, no,
- 8:52Speaker 5: you can't do that. Now he's actually shown that there's
- 8:55Speaker 5: nothing left we had. I just I have to get
- 8:58Speaker 5: this in for you, Nicole. You're gonna love it. Yes,
- 9:00Speaker 5: Tim talked about the taco, but what we had yesterday
- 9:03Speaker 5: was the burrito. We had the blatantly on unconstitutional rewriting
- 9:08Speaker 5: of the rules of international trade.
- 9:10Speaker 2: That's so good.
- 9:12Speaker 1: That's so bad. I'm going to have to make a
- 9:15Speaker 1: graphic in the break so that we can come back
- 9:18Speaker 1: with that. Say it one more time.
- 9:21Speaker 5: The blatantly unconstitutional rewriting of the rules of international trade. Obviously,
- 9:27Speaker 5: and look, oh, I love it, Nicole, I get one
- 9:30Speaker 5: more in for you.
- 9:31Speaker 1: Tell me.
- 9:32Speaker 5: What we really need in response is a charo We
- 9:35Speaker 5: need to understand that the courts have ultimate responsibility to
- 9:38Speaker 5: restore order.
- 9:40Speaker 1: Yeah h.
