Catherine Hoggle, charged with murdering her two children in 2014, is now claiming she was mentally unfit to understand or control her actions back then. Her lawyers filed a “not criminally responsible” plea under Maryland’s insanity defense, arguing her mental state at the time of the disappearances was impaired.
