LIMITING OVERSHOOT

For the first time since the Paris Agreement was signed in 2015, a United Nations agency has formally declared its central target unreachable. The UN Environment Programme’s new report, “Limiting Overshoot,” states plainly that there is no longer any realistic pathway to keep global warming under 1.5 degrees Celsius.
