- 0:00Speaker 1: A way of breaking news. The IDF is issuing an
- 0:02Speaker 1: evacuation warning to residence in Beirut. It's giving residents one
- 0:06Speaker 1: hour to leave before they start striking, saying it's targeting
- 0:08Speaker 1: Hesbela sites. Meanwhile, Israel says it'll establish a security zone
- 0:12Speaker 1: inside southern Lebanon and keep more than six hundred thousand
- 0:15Speaker 1: people from returning to their homes. The Israeli Defence Minister
- 0:18Speaker 1: announced this morning the IDF will control the entire area
- 0:21Speaker 1: up to the Lattani River. He says all the homes
- 0:24Speaker 1: there will be demolished and that the IDF's aiming for
- 0:27Speaker 1: the complete destruction of Rafa and Bethanoon in Gaza. Let's
- 0:31Speaker 1: bring in Chief Foreign correspondent Ian Pannell from more on
- 0:33Speaker 1: all this. Ian. How significant is this announcement?
- 0:37Speaker 2: I think it's very significant. I mean what it shows
- 0:39Speaker 2: is that this isn't just a short term limited ground
- 0:43Speaker 2: operation by the Israeli defense forces. This is far larger
- 0:47Speaker 2: in its scale, and it seems to be mirroring as
- 0:50Speaker 2: a defense minister Cat said there some of the operations
- 0:53Speaker 2: that took place in Gaza. They will be demolishing homes,
- 0:55Speaker 2: they'll be leveling the ground near the border, as you said,
- 0:59Speaker 2: six and people have been driven out of their homes
- 1:02Speaker 2: and they're not going to be allowed to return back
- 1:05Speaker 2: until the Israeli Defense forces, until the Israeli government is
- 1:08Speaker 2: confident that Hezbullah has been newted. Of course, this is
- 1:12Speaker 2: something that they've tried before unsuccessfully. So although they've managed
- 1:16Speaker 2: to diminish their offensive capabilities, they've taken out leadership. Sounds familiar, right,
- 1:21Speaker 2: Hesballa was certainly able to regroup and launch attacks again,
- 1:26Speaker 2: which we're seeing daily attacks from Lebanon into Israel by
- 1:30Speaker 2: the Iranian proxy group. So what this actually looks like
- 1:34Speaker 2: when they talk about having this security area is it's
- 1:39Speaker 2: an invasion and its occupation of the land. Now it
- 1:42Speaker 2: may not be a never ending occupation, but for now
- 1:46Speaker 2: at least, that's certainly what it is.
- 1:50Speaker 1: The UN Refugee Agency says more than a million people
- 1:53Speaker 1: have been displaced in Lebanon. What happens to them now a.
- 1:56Speaker 2: Very good question. I mean, it's a huge crisis inside
- 2:00Speaker 2: the country at a very difficult time economically anyway for Lebanon.
- 2:05Speaker 2: And remember this is not the first war conducted by
- 2:08Speaker 2: Israel against Hesbalah. Again we saw large scale destruction, massive
- 2:13Speaker 2: displacement have been to some of those IDP camps, internally
- 2:17Speaker 2: displaced people camps. They're miserable places. The living conditions are tough,
- 2:22Speaker 2: people rely on handouts, children aren't going to school. It's
- 2:26Speaker 2: no kind of either sanitary living conditions or ones that
- 2:31Speaker 2: offer any kind of privacy or human decency. So, of course,
- 2:35Speaker 2: refugee agencies, local agencies, the local population relatives are all
- 2:40Speaker 2: kind of chipping in to try and help, but the
- 2:43Speaker 2: numbers are simply overwhelming. And all the while you've got
- 2:47Speaker 2: this ongoing bombing campaign by the Israelis. As you say,
- 2:50Speaker 2: this has been the second warning to residents in certain
- 2:54Speaker 2: parts of Beirut to leave their homes, given just one
- 2:57Speaker 2: hour to get out before the bombing starts.
- 3:00Speaker 1: Meanwhile, in Israel will now mandate the hanging of Palestinians
- 3:04Speaker 1: convicted of killing Israelis and terror attacks. Israel's Deputy Speaker
- 3:08Speaker 1: calls this a change in the direction, in the right
- 3:12Speaker 1: direction in the fight against terrorism. But human rights groups
- 3:15Speaker 1: are calling this discriminatory, applies differently to Jewish people. They're
- 3:20Speaker 1: asking Israel Supreme Court to strike it down. What does
- 3:22Speaker 1: this new law mean for Palestinians and Israelis.
- 3:25Speaker 2: Yes, it's not specifically designed differently for Jewish people. Necessarily
- 3:30Speaker 2: is designed differently for Palestinians and Israelis, but it won't
- 3:34Speaker 2: automatically apply to Israeli extremists who, for example, say they
- 3:39Speaker 2: kill Palestinians in similar circumstances, and we've seen examples of
- 3:43Speaker 2: that among some extremists in the West Bank. Instead, Israeli
- 3:48Speaker 2: citizens will be given the option of life imprisonment, and
- 3:51Speaker 2: we've seen this long standing campaign by Israel's far right
- 3:54Speaker 2: parties to try and increase punishment for Palestinians convicted of
- 3:59Speaker 2: killing Israeli premise to Netanyahu was one of those who
- 4:02Speaker 2: was in Parliament voting for this legislation. The Association for
- 4:06Speaker 2: Civil Rights in Israel saying it's unconstitutional and discriminatory, and
- 4:11Speaker 2: it's also drawn strong criticism from Arab and Palestinian groups
- 4:14Speaker 2: basically saying this is a racist legislation that furthers this
- 4:18Speaker 2: legal apartheid against Palestinians. Now, it's not necessarily the end
- 4:22Speaker 2: of the process. There will be appeals in Israeli Supreme
- 4:25Speaker 2: courts and we have to wait and see whether it's
- 4:28Speaker 2: held up or not.
- 4:29Speaker 1: What's the likelihood the Supreme Court strike system.
- 4:31Speaker 2: Well, I think it's going to be under a lot
- 4:33Speaker 2: pressure from a lot of different groups. It's not just
- 4:35Speaker 2: Arab groups, civil rights groups, others you know who were opposed.
- 4:40Speaker 2: This will also be pushing cases inside Israel's Supreme Court.
- 4:44Speaker 2: I mean, it's worth just reflecting back that Israel has
- 4:48Speaker 2: only used this kind of punishment, or the last time
- 4:51Speaker 2: it used it was in nineteen sixty two against Adolph Eichmann,
- 4:56Speaker 2: who was the architect of the Holocaust. Although it's technically
- 4:59Speaker 2: had the ability on it legislation to carry out death
- 5:02Speaker 2: by hanging, it's not something that it has done. So
- 5:05Speaker 2: I think this is seen as a great victory for
- 5:08Speaker 2: the far right and another blow to liberalism in the country.
- 5:12Speaker 1: All Right, Ian Panel, thank you.
