- 0:00Speaker 1: What's up everyone, and welcome back to the program. In
- 0:03this episode, we're going to pick right back up where
- 0:06we left off with the OIG report into the death
- 0:10and circumstances surrounding the death of Jeffrey Epstein. In the
- 0:15last episode, we were talking about Jeffrey Epstein's arrest and detention,
- 0:19and now we're moving on to Jeffrey Epstein's initial cell
- 0:23and cell mate assignment from July seventh to July twenty third.
- 0:29According to the Warden, mcc New York typically housed inmates
- 0:33in the shoe with the cellmate. Upon Epstein's initial transfer
- 0:36to the Shoe on July seventh, twenty nineteen, he was
- 0:40assigned to sell in the M tier of the Shoe
- 0:43with inmate number one. The warden explained that Epstein was
- 0:46a high profile inmate and that he initially selected Inmate
- 0:50one to be Epstein's cell mate because Inmate one was
- 0:53another high profile inmate and the warden believed in May
- 0:56one to be the least likely Shoe inmate the harm Epstein,
- 1:00Epstein and Inmate one were housed together in cell Z
- 1:04zero five Dash one twenty four Section four. Events of
- 1:08July twenty third and placement of Epstein on suicide watch
- 1:12and psychological observation from July twenty third to July thirtieth.
- 1:17According to BOP documents, at approximately one twenty seven am
- 1:21on July twenty third, twenty nineteen, Senior Officer Specialists one
- 1:26in two heard noises coming from the mtier in the Shoe,
- 1:30the tier where Epstein was housed. Senior Officer Specialist II
- 1:34documented in a BOP report that upon checking Cell Z
- 1:38zero five Dash one twenty four, he saw Epstein laying
- 1:42down near his bunk with a piece of handmade orange
- 1:45cloth around his neck, and Senior Officer Specialist one wrote
- 1:49in a BOP report that epstein cell mate in May
- 1:52one said Epstein had attempted to hang himself. In his
- 1:56interview with OIG, Senior Officer Specialist one said that Inmate one,
- 2:01who appeared shaken up, told him that he had been
- 2:03asleep on the floor of the cell and was awoken
- 2:06when he felt Epstein land on him. Senior Officer Specialist
- 2:10two reported that after he had been alerted by the noise,
- 2:13he grabbed the door keys, called the control center for assistance,
- 2:17and then he and Senior Officer Specialist one entered the cell,
- 2:22where they secured and removed Epstein's cell mate. Senior Officer
- 2:26Specialist one reported that he then re entered the cell,
- 2:30placed Epstein on his side, and removed an orange homemade
- 2:33rope from his neck. In his interview with OIG, Senior
- 2:37Officer Specialist one said Epstein had a sheet around his neck,
- 2:41which was attached to the bunk bed ladder in the cell.
- 2:44Senior Officer Specialist one said Epstein was sitting on the
- 2:47floor of the cell with his back against the bunk
- 2:50bed ladder. Senior Officer Specialist one report said that Epstein
- 2:55was breathing but unresponsive, so he began chest compressions, at
- 2:59wi which time the morning Watch Operations Lieutenant and other
- 3:02staff arrived. Senior Officer Specialist one confirmed in his OIG
- 3:07interview that they started CPR, but stop when they realized
- 3:11Epstein was already breathing. The Morning Watch Operations lieutenant documented
- 3:16in a BOP report that when she arrived at the shoe,
- 3:20she saw Epstein lying in the fetal position in his cell,
- 3:23breathing heavily and snoring, wearing only a T shirt and boxers.
- 3:28The Morning Watch Operations Lieutenant observed that Epstein's neck was red,
- 3:33but she saw no further injuries. She called out to Epstein,
- 3:36who flicked his eyes open and continued snoring. The CEOs
- 3:41unsuccessfully tried to get Epstein to stand on his own
- 3:44and then placed him on a stretcher and took him
- 3:46to the Health Services unit. According to BP records, at
- 3:50approximately one forty am, Epstein was transferred out of the
- 3:54shoe and placed on suicide watch. As previously noted in
- 3:59Chapter two two, inmates on suicide watch are housed in
- 4:03dedicated room, typically in the health services area, where they
- 4:06are continuously monitored by specially trained staff or inmates. Senior
- 4:12Officer Specialist three documented in a BOP report that when
- 4:17he and others responded to the call for assistance and
- 4:20gained access to the shoe, he saw Epstein lying on
- 4:22the floor of his cell snoring. He and the other
- 4:26officers verbally instructed Epstein to stand up, but Epstein did not.
- 4:31He and other officers then lifted Epstein onto a stretcher
- 4:35to remove him from the cell. Senior Officer Specialist four
- 4:39wrote in a BOP report that he responded to a
- 4:42body alarm in the shoe and helped remove Epstein from
- 4:45his cell, placed him on a stretcher, and took him
- 4:48to the second floor for a medical assessment. Senior Officer
- 4:52Specialist four further reported that while he was observing Epstein
- 4:56in the Health Services Unit, Epstein told Senior Officer Specialist
- 5:00four that he thought his cell mate had tried to
- 5:03kill him. Epstein further stated that his cellmate had tried
- 5:06to extort him and that for the last week, as
- 5:09cell mate had threatened to beat him if he did
- 5:11not pay him. Epstein told Senior Officer Specialist four he
- 5:15had not reported this to mcc New York staff, but
- 5:18that he had told his lawyers. The Morning Watch Operations
- 5:21Lieutenant documented in a BOP report. When she returned to
- 5:25the Health Services Unit, Senior Officer Specialist four informed her
- 5:30that Epstein had said his cell mate had tried to
- 5:32kill Epstein and been harassing him. The Morning Watch Operations
- 5:36Lieutenant then spoke to his cellmate in Mat one, who
- 5:39said he was wearing headphones and was asleep when he
- 5:42felt something hit his legs. Inmate one said he called
- 5:45out to Epstein, and when Epstein did not answer, he
- 5:47got up, turned on the light and saw Epstein sitting
- 5:50on the floor, lean to the side with a string
- 5:53around his neck. In Mat One told the morning Watch
- 5:55Operations lieutenant that he then called the guards. Inmate one
- 6:00provided a similar statement to BP officials at approximately two
- 6:04fifty pm on July twenty third, twenty nineteen. The Morning
- 6:09Watch Operations lieutenant report notes that she also spoke with Epstein,
- 6:13who told her that he had returned to his cell
- 6:16after an attorney visit at approximately eight pm the previous day,
- 6:20at which time his cellmate was reading the Daily News newspaper.
- 6:24Epstein said his cell mate turned to a page of
- 6:26the newspaper that had Epstein's picture and reported that Epstein
- 6:31was worth seventy seven million. Epstein told the Morning Watch
- 6:34Operations lieutenant that he looked at the picture, balled it up,
- 6:37threw it in the garbage. Epstein further stated that he
- 6:41woke up at approximately one am to get a drink
- 6:43of water, returned to his bunk, and the next thing
- 6:46he remembered was that he was snoring and mcc new
- 6:49York staff were inside his cell. When asked about the
- 6:52allegations against his cell mate, Epstein said he had been
- 6:55told that if his cellmate heard him mcc new York
- 6:58staff would not care. Inmate two, who was housed in
- 7:02the same shoe tierras Epstein, on July twenty third, told
- 7:06the FBI about the incident that occurred in the shoe
- 7:08around one twenty am to one thirty am on an
- 7:12unspecified date. In May two said he was reading a
- 7:15book when he heard an inmate scream and bang on
- 7:18the cell door to get the shoe officer's attention. In
- 7:21May two said he could only see the cell door
- 7:23and not inside. According to Inmate two, senior officers Specialist
- 7:27too responded on the cell and then left and returned
- 7:31with additional officers. The FBI was further told by inmate
- 7:35two that the officers opened the cell door, removed an inmate,
- 7:38placed the inmate in handcuffs, and put the inmate in
- 7:42the shower area. In May two stated that the officers
- 7:46re entered the cell and in May two heard a
- 7:48thump as if something had hit the floor. The officers
- 7:52then pulled the other inmate out of the cell, placed
- 7:54them on a stretcher, and took them away. In May
- 7:57two also told the FBI that later in the evening,
- 8:00around two ten to two fifteen am, the CEO's return
- 8:04to the cell where the incident had occurred earlier. He
- 8:08said he further observed the officers clean out the cell
- 8:11and use a video camera to record the inside of
- 8:14the cell. In May two, said he saw the officers
- 8:17remove from the cell orange clothing items that had been
- 8:20tied together. In May two also said that the first
- 8:24inmate to be removed from the cell later told in
- 8:27May two he was sleeping when his cell made had
- 8:29tried to kill himself by hanging himself from the ladder
- 8:32of the bed. According to BP records, medical staff evaluated
- 8:37Epstein at approximately six twenty am on July twenty third,
- 8:41twenty nineteen, and observed friction marks and superficial reddening of
- 8:46his neck and one knee. The red mark spanned two
- 8:49thirds of Epstein's neck, front and sides and was two
- 8:52inches wide. Epstein told the medical staff that he did
- 8:56not know what had caused his injuries, and that he
- 8:58went to drink a little water and woke up snoring.
- 9:01After that morning, mcc New York staff psychologists conducted a
- 9:05suicide risk assessment and determined that Epstein should remain on
- 9:10suicide watch. During the assessment, Epstein denied any knowledge of
- 9:14how he sustained the marks on his neck. The staff
- 9:17psychologists noted in the assessment report that it was unclear
- 9:21whether Epstein had placed the string around his neck or
- 9:24if someone else did. Medical staff examined Epstein had approximately
- 9:29one o eight pm the following day, July twenty fourth,
- 9:32twenty nineteen, and observed that the central part of the
- 9:35red mark on Epstein's neck had some abrasion. According to
- 9:39BP records, Epstein told the medical staff that he did
- 9:42not want to talk about how he sustained the injuries,
- 9:45but he believed his cellmate had something to do with it.
- 9:49BOP's Special Investigative Services opened an investigation into this incident,
- 9:54but was unable to determine whether Epstein harmed himself or
- 9:57had been assaulted. On July twenty fe four, twenty nineteen,
- 10:01at approximately eight forty five am, Epstein was removed from
- 10:05suicide watch. However, Epstein remained in the same cell that
- 10:09he was placed in the previous day and was under
- 10:11psychological observation until July thirtieth, twenty nineteen. The mcc New
- 10:17York Chief Psychologist told the OIG an inmate is placed
- 10:21on suicide Watch when the inmate is believed to be
- 10:24eminently suicidal. During suicide Watch, the inmate is under constant
- 10:28observation by staff. The cell lights are on twenty four
- 10:31hours a day, and the inmate is given a special mattress, blanket,
- 10:36and smock to wear. The Chief Psychologists explained that although
- 10:40psychological observation is in a lower class at MCC New York,
- 10:45the psychological observations were the same as suicide Watch, except
- 10:49that inmates were allowed to have their clothing and some
- 10:52materials such as books as determined by the psychology Department.
- 10:57At MCC New York, psychological observation was used to see
- 11:00how inmates were doing before releasing the inmate into a
- 11:04housing unit. The Chief Psychologists told the OIG that the
- 11:08psychology department independently makes the decision who goes on and
- 11:12off suicide Watch. The Chief Psychologists also stated that the
- 11:17psychology department makes recommendations to the institution's management about where
- 11:22inmates are housed when they come off of suicide Watch.
- 11:26According to her, the psychology department always recommends that inmates
- 11:31coming off of suicide Watch be housed with other inmates. However,
- 11:35she said the recommendations cannot always be carried out due
- 11:38to other security factors. When that occurs, the Psychology Department
- 11:42recommends conducting increased rounds and keeping an eye on those inmates.
- 11:47The chief Psychologists further told the OIG, based on a
- 11:51conversation with the BOP's National Suicide Prevention Coordinator from the
- 11:56BP's Central Office, she passed along to the mcc new
- 12:00New York executive staff the recommendation that Epstein be housed
- 12:04with an alleged sex offender in the shoe. The chief
- 12:07psychologist stated that the mcc new York warden and associate
- 12:11wardens decided who Epstein would be housed with, and the
- 12:14Psychology Department was not involved in that decision, according to
- 12:19BP records, as a result of the July twenty third incident,
- 12:23mcc new York subsequently conducted disciplinary proceedings against Ebstein for
- 12:28alleged self mutilation, but ultimately found that there was insufficient
- 12:32evidence to find that Epstein engaged in a prohibited act.
- 12:37When Epstein was psychologically evaluated on July thirtieth, twenty nineteen,
- 12:42in connection with disciplinary proceedings, Epstein said he did not
- 12:46remember how he obtained the marks around his neck. On
- 12:49August two, twenty nineteen, the SIS investigation into the July
- 12:54twenty third, twenty nineteen incident was completed and found insufficient
- 12:58evidence to support either that Epstein had harmed himself or
- 13:02that he had been harmed by his cell mate. Senior
- 13:06Officer Specialist one told the OIG that after Epstein came
- 13:10off suicide Watch, Epstein asked if he could be paired
- 13:13up within Maate one again. Senior Officer Specialist one told
- 13:16Epstein that this request was something he would need to
- 13:19raise with the operations Lieutenant Senior Officer Specialist one told
- 13:24the OIG that Epstein replied, yeah, but I don't understand.
- 13:27You know, we were bunkies. Everything was cool. The chief
- 13:30Psychologists also told the OIG that Epstein mentioned to her
- 13:35that he wanted Inmate one to continue to be his
- 13:38cell mate. All right, folks, we're gonna wrap this portion
- 13:41up right here, and we're gonna pick up in the
- 13:44next episode with section five, and that is the psychology
- 13:48departments post July twenty third determination that Epstein needed to
- 13:53have an appropriate cell mate. All of the information that
- 13:57goes with this episode can be found in the description
