- 0:00Speaker 1: In part by Morgan and Morgan was more than twenty
- 0:02Speaker 1: billion dollars recovered. They believe that when you're injured, you
- 0:04Speaker 1: deserve more. Morgan Morgan America's largest injury law firm. I
- 0:08Speaker 1: want to talk about House Bill five to two O four,
- 0:11Speaker 1: the Child Captivity Prevention Act. You've been big on this.
- 0:15Speaker 1: Explain the bill.
- 0:17Speaker 2: This bill is in response to the case that was
- 0:20Speaker 2: here in Kanall County, in Cinsonville, West Virginia, where a
- 0:23Speaker 2: couple that was from Minnesota by way of Washington State
- 0:28Speaker 2: came to West Virginia with I believe five adopted children
- 0:32Speaker 2: and basically held those children in slavery.
- 0:34Speaker 1: They were kept in a barn.
- 0:36Speaker 2: From what I understand they did, there was no schooling,
- 0:38Speaker 2: they were made to do work. They were treated very,
- 0:41Speaker 2: very inhumane. And what this bill attempts to do is
- 0:46Speaker 2: address that. So if you're going to come into state
- 0:49Speaker 2: of West Virginia, you're going to homeschool your kids, we
- 0:52Speaker 2: just want to build a touch point. The bill outlines
- 0:55Speaker 2: that DHS would be that touch point just to say, hey,
- 0:59Speaker 2: you know, just let us come and if you're choosing
- 1:02Speaker 2: to do homeschool, we just want to make note of it.
- 1:06Speaker 2: Possibly do a home visit and just make note of it.
- 1:08Speaker 2: It's not meant to be punitive. It's not meant to
- 1:11Speaker 2: inhibit your school choice if you want to you know, however,
- 1:13Speaker 2: you want to educate your kids. But it just creates
- 1:17Speaker 2: that touch point and I think it's it's rare. It
- 1:19Speaker 2: goes with Rayley's law, Raley's loss kind of on the
- 1:22Speaker 2: other end of that where a parent took their kid
- 1:26Speaker 2: out of school after abuse claims a CPS claim and
- 1:30Speaker 2: sort of creates that touch point there. So we want
- 1:32Speaker 2: to just we don't want West Virginia to be a
- 1:35Speaker 2: haven for these sort of activities, whether slavery or human
- 1:39Speaker 2: traffick or however you want to phrase it.
- 1:41Speaker 1: And that was a horrific case. And in the time
- 1:44Speaker 1: that I have done this show, Dell, that was one
- 1:46Speaker 1: of the cases that was the single most difficult even
- 1:50Speaker 1: to even talk about. And I know that you've, because
- 1:54Speaker 1: of your support of this particular bill that you have
- 1:56Speaker 1: been working on, you've had to really dive into that
- 1:58Speaker 1: what what what what a horrible, horrible story that was.
- 2:01Speaker 2: And it was like it was one of those things
- 2:03Speaker 2: where a lot of the community members were worried for
- 2:06Speaker 2: a long time because they were seeing that activity in
- 2:08Speaker 2: that community. And you know, and it's not lost on
- 2:11Speaker 2: me that I believe that they came to West Virginia intentionally.
- 2:15Speaker 2: I don't believe they just sort of spun the globe
- 2:18Speaker 2: and just point their finger on it. I believe they
- 2:20Speaker 2: came because of our relaxed educational school choice laws and policies.
- 2:26Speaker 2: So they knew that they could come to an area Sinsonville,
- 2:29Speaker 2: which is it's rule, but it's in close proximity to
- 2:33Speaker 2: a city, so they weren't, you know, just they didn't
- 2:35Speaker 2: have to be way far out to have access to
- 2:38Speaker 2: maybe some of the things that they wanted to do
- 2:40Speaker 2: in the metropolitan area. So we cannot allow that. Of
- 2:45Speaker 2: that's just something that cannot be allowed. And what's troubling
- 2:51Speaker 2: is that even that case, we should be talking more
- 2:53Speaker 2: about this. It seems like we talked a lot about it,
- 2:55Speaker 2: but it seems like it's one of those issues that
- 2:57Speaker 2: we could talk just for days about that we cannot
- 3:00Speaker 2: do this. And I would just want to send, you know,
- 3:03Speaker 2: a shout out to our prosecutor here in Kanaal County,
- 3:05Speaker 2: Judge Acres. I feel like they did a great job
- 3:08Speaker 2: of handling that matter. And uh, you know, and and
- 3:11Speaker 2: justice was served in my eyes.
- 3:13Speaker 1: What are the odds of passage of this bill or
- 3:16Speaker 1: where does it stand now?
- 3:17Speaker 2: I mean right now you know it's uh, it's pending
- 3:20Speaker 2: in committee. I believe it's in judiciary. So hopefully it
- 3:23Speaker 2: can just at least be heard in the committee process.
- 3:26Speaker 2: So you know, my fingers across. I'm optimistic. This is
- 3:29Speaker 2: not a partisan bill. This isn't I mean, it shouldn't be.
- 3:32Speaker 1: That's what I was what I was.
- 3:33Speaker 2: Getting, and that's what I want to say. This isn't
- 3:35Speaker 2: a partisan bill.
- 3:36Speaker 1: You know, you have you have your fellow legislators that
- 3:38Speaker 1: are Republicans that are on board with this, that you've
- 3:40Speaker 1: talked to, maybe not on the record, but if you
- 3:42Speaker 1: talk to a few that said.
- 3:44Speaker 2: I've talked to a few and they have agreed to,
- 3:46Speaker 2: you know, give it a look. And that's all I
- 3:48Speaker 2: can ask. I'm not you know, I don't want to
- 3:50Speaker 2: call anybody out, but they have agreed to, you know,
- 3:52Speaker 2: give it a look and give it consideration. And again,
- 3:55Speaker 2: I just wanted an opportunity to be heard because, as
- 3:57Speaker 2: I mentioned, this is not partisans this isn't liberal. This
- 4:00Speaker 2: isn't conservative. This is about protecting our children. And also
- 4:03Speaker 2: this is about protecting a reputation in West Virginia.
- 4:06Speaker 3: Right.
- 4:06Speaker 2: We don't want to be viewed as a state where,
- 4:09Speaker 2: you know, we're open to this sort of activity in
- 4:12Speaker 2: any capacity. So we need to stop it before it starts.
- 4:16Speaker 1: Now, if I'm correct with the with the the parents
- 4:19Speaker 1: that were involved in this or the adults in this case, yeah, yeah,
- 4:24Speaker 1: that's a better way to put it. And that's that's questionable.
- 4:28Speaker 1: They did not have any ties to the West Virginia area,
- 4:30Speaker 1: Am I right about that? No ties.
- 4:32Speaker 2: They were in Minnesota at one point, Washington State at
- 4:35Speaker 2: another point, and then I believe from Washington State they
- 4:38Speaker 2: moved to West Virginia. And like I mentioned earlier, I
- 4:40Speaker 2: believe it was intentional. I think they done they did
- 4:42Speaker 2: their research to see what state or what area would
- 4:46Speaker 2: we be able to sort of operate clandestine while still
- 4:51Speaker 2: having you know, access to a city and community. So
- 4:54Speaker 2: I believe it was intentional that they picked this area.
- 4:57Speaker 1: So it's in the committee now, that's what you said.
- 4:59Speaker 2: The buildings, so it's not up for you. So we'll
- 5:02Speaker 2: see how it matriculates in the next you know, days,
- 5:05Speaker 2: in the next couple of weeks.
- 5:07Speaker 1: What's on your agenda today? What are you looking at
- 5:09Speaker 1: today or tomorrow?
- 5:10Speaker 2: Well, like I said, we got some bills on third reading.
- 5:12Speaker 2: That well, will you know, just going through the regular
- 5:15Speaker 2: process right.
- 5:16Speaker 1: Now, what's the one thing that has happened this session?
- 5:20Speaker 1: One or two things, Delegate that some discussions that have
- 5:25Speaker 1: been had, whether they've been passed on under the capitol dumbess,
- 5:27Speaker 1: made you say, Okay, this is good, We're on the
- 5:29Speaker 1: right track. Yeah, I'm glad you said that.
- 5:31Speaker 2: And then again, I just want to say, uh, you know,
- 5:34Speaker 2: that's one thing I tried to do far as on
- 5:35Speaker 2: my social media. I don't want to sit and just
- 5:37Speaker 2: bask people all day. I want to just this is
- 5:40Speaker 2: what I'm doing, and this is what I think we
- 5:41Speaker 2: could do now. One building, and this is Delegate Pension
- 5:45Speaker 2: out of Point Pleasant. He had a bill to create
- 5:49Speaker 2: peer to peer support groups with our first responder agencies.
- 5:53Speaker 2: So peer would get you know, a fellow law enforcement
- 5:57Speaker 2: officer or EMS or firefighter. They would get a six
- 6:00Speaker 2: And now we're training. So if something were to happen
- 6:02Speaker 2: to one of their fellow teammates that was dramatic, they
- 6:06Speaker 2: would be able to talk. So they create these perier
- 6:10Speaker 2: to peer groups and they able to be able to
- 6:11Speaker 2: have like counseling, and because a lot of times when
- 6:14Speaker 2: you have a law enforcement officer, they don't want to
- 6:16Speaker 2: go talk to somebody who doesn't understand the industry and
- 6:20Speaker 2: kind of what they're dealing with on a daily basis.
- 6:22Speaker 2: So I've actually signed on to be a co sponsor
- 6:25Speaker 2: to that bill. It is a fabulous bill, and I
- 6:27Speaker 2: think it's going to help us because as we've seen,
- 6:30Speaker 2: we've had a lot of first responders suicide depths unfortunately
- 6:33Speaker 2: throughout the state in the last couple of years. So
- 6:35Speaker 2: I think this can be a pathway to some sort
- 6:38Speaker 2: of quill that and you know, build some internal remedies well.
- 6:41Speaker 1: And again, Delegate Penson has been on this show and
- 6:44Speaker 1: on the Metro News midday show in the past, and
- 6:46Speaker 1: he is about as conservative Republican as you can get. Yes,
- 6:50Speaker 1: but I think that just kind of gives me hope
- 6:52Speaker 1: there that there are because a lot of times we
- 6:55Speaker 1: focus on the differences between and there are certainly a
- 6:58Speaker 1: lot of them, but this is something from what you're
- 7:00Speaker 1: telling me, and I haven't read the bill specifically, but
- 7:03Speaker 1: the delegate pencil out of Mason County and you out
- 7:05Speaker 1: of Kanawa County. One Republican, one Democrat work together and
- 7:09Speaker 1: he is co sponsoring the bill. We probably need more
- 7:13Speaker 1: of that, But I'm going to go and turn the
- 7:15Speaker 1: camera around or the microphone in this case on ourselves.
- 7:18Speaker 1: Maybe we in the media do need to focus on
- 7:21Speaker 1: more of that.
- 7:22Speaker 2: One hundred percent. I think, like I said, there's going
- 7:24Speaker 2: to be issues that are going to be contentious that
- 7:26Speaker 2: we have to call them out, maybe they call us out.
- 7:29Speaker 2: But I think there are all those touch points in
- 7:31Speaker 2: which we are able to work together to actually do
- 7:33Speaker 2: something that's going to benefit the people of West Virginia.
- 7:36Speaker 2: And I can't think of anything that's going to benefit
- 7:39Speaker 2: the people more than having first responders who are mentally
- 7:43Speaker 2: and emotionally and spiritually healthy and ready to do their
- 7:48Speaker 2: job for the people of West Virginia. And you know,
- 7:50Speaker 2: I work I'm a CIT director as christ individual team.
- 7:53Speaker 2: I work with first responders across the state of West
- 7:55Speaker 2: Virginia and really across the country for that matter. So
- 7:58Speaker 2: I understand intimately that importance of doing things like this delicate.
- 8:02Speaker 1: Holliss Lewis is always a pleasure to have you in
- 8:04Speaker 1: the show, my friend, you're at You're at the halfway
- 8:05Speaker 1: point now, sir, at the halfway point, and then you
- 8:08Speaker 1: try to get through the next couple of weeks.
- 8:10Speaker 2: Yeah, I'm still standing straight. I haven't gained a bunch
- 8:12Speaker 2: of ways. So but we'll see the next thirty days.
- 8:15Speaker 2: I might become a cookie monster. So yeah, to deal

- 12:00Speaker 1: Do they think people will move here without researching or

- 12:08Speaker 1: after learning of their water system issues. Since we have
- 12:12Speaker 1: a major problem with appreciate the text. We have a
- 12:14Speaker 1: major problem with infrastructure in this state. We really do,
- 12:17Speaker 1: and I think as Delegate Lewis wisely pointed out, that
- 12:20Speaker 1: textasys Southern West Virginia, and you're right, the bulk of
- 12:23Speaker 1: the problems are in southern West Virginia, but it's in
- 12:25Speaker 1: other areas as well. Coming up later today, Metro News

- 12:39Speaker 1: Leads story this morning wv Metronews dot com, and I'm
- 12:42Speaker 1: going to talk about this in entail a little bit
- 12:44Speaker 1: later on in this show. Yesterday, President Trump announced a
- 12:48Speaker 1: major buy in for the coal industry. The Department of
- 12:51Speaker 1: Energy Investment in coal fired power plants includes three in
- 12:55Speaker 1: West Virginia, including John Amos. A couple of folks that
- 12:59Speaker 1: are very happy about that, Chris Hamilton of the West
- 13:02Speaker 1: Virginia Coal Association and State Senator Rupy Phillips both were
- 13:06Speaker 1: at the White House for the announcement yesterday. We'll talk

- 13:20Speaker 1: News and Tonight Live anchor Amande Baron and Me coming
- 13:22Speaker 1: up at noon today tomorrow on this show, It's Friday,
- 13:26Speaker 1: meaning Angie Gillenwater from the Kennala Charleston Humaine Association is
- 13:29Speaker 1: here with this week's Adopt Me. Please put it of
- 13:30Speaker 1: the week tomorrow. And speaking of that, I do want
- 13:33Speaker 1: to mention because we've had a lot of folks that
- 13:34Speaker 1: reached out to me about the investigation into the dog
- 13:37Speaker 1: named Stubbs. You will recall the story. Stubbs a dog
- 13:41Speaker 1: that was thrown from a car window or run over,
- 13:45Speaker 1: shot twice. Someone dropped him off at the shelter and
- 13:49Speaker 1: then left without leaving any information. They attempted to do
- 13:53Speaker 1: a medical procedure on Stubbs and he did not survive it.
- 13:57Speaker 1: They actually had to put him down because of complication
- 14:00Speaker 1: during the surgery, and the investigation is continued. I just
- 14:03Speaker 1: talked to Angie Gillenwater from mconnell Charleston New Main Association
- 14:06Speaker 1: prior to the show, and because some folks that asked
- 14:09Speaker 1: me about an update on Stubbs, and at this time
- 14:13Speaker 1: the investigation is continuing. There is no update. They are
- 14:16Speaker 1: working feverishly with the Charleston Police Department and others trying
- 14:18Speaker 1: to bring somebody to justice in this dog's death. And
- 14:23Speaker 1: that's kind of that's kind of where it is right now.
- 14:26Speaker 1: But again we'll talk to Angie about that coming up
- 14:28Speaker 1: on tomorrow show, as well as having our Dot meet
- 14:30Speaker 1: please paut of the Week. Also tomorrow's Friday, the thirteenth,
- 14:34Speaker 1: but it could be lucky if you want to get married.
- 14:36Speaker 1: Judge Mary Claire Akers is going to be doing her
- 14:38Speaker 1: King of Hearts Marathon Day of Weddings. We had her
- 14:41Speaker 1: on the show earlier this week and also had our
- 14:44Speaker 1: Metro News midday as well. So this is all going
- 14:47Speaker 1: on tomorrow and since Valentine's Day is on Saturday this year,
- 14:51Speaker 1: we're going to go live she's doing the King of
- 14:53Speaker 1: Hearts thing tomorrow. We're going to go live to the
- 14:55Speaker 1: Courthouse for a check in with her on tomorrow show
- 14:57Speaker 1: to see how it's going. That is all coming up
- 14:59Speaker 1: on tomorrow's tex says the House of Representatives passed the
- 15:03Speaker 1: Save Act. They're trying to disenfranchise women's votes because Republican
- 15:06Speaker 1: policies aren't popular among women. Occurrently, says a Tankster quick
- 15:16Speaker 1: note about talk Line today, and we're going to check
- 15:18Speaker 1: in with Meadows and Northern Dave Wilson coming up a
- 15:22Speaker 1: little bit later on in the show, but among their
- 15:24Speaker 1: guests today will be West Virginia Secretary of State Chris Warner.
- 15:28Speaker 1: Secretary of Warner is making the news for denying a
- 15:34Speaker 1: request from the Trump Department of Justice. Now here's the story.
- 15:38Speaker 1: The Department of Justice made a request for full access
- 15:43Speaker 1: to the state's voter rolls. Secretary Warner said, and I
- 15:48Speaker 1: will say this, He's not the only secretary of state
- 15:50Speaker 1: across the nation that has said this to the Trump administration.
- 15:54Speaker 1: They simply said no, quote from Secretary Warner, state law
- 16:00Speaker 1: clear voter lists are available in a redacted format from
- 16:04Speaker 1: my office. But I will not be turning over any
- 16:06Speaker 1: West Virginia's protected information in quote, and he goes on
- 16:10Speaker 1: to say that the DOJ doesn't have the authority to
- 16:13Speaker 1: run state elections, saying again quoting I support the effort
- 16:18Speaker 1: to strengthen election integrity, but I will not break the
- 16:22Speaker 1: law in quote. Now, a little background here. The Department
- 16:26Speaker 1: of Justice sent a letter to every state back in
- 16:30Speaker 1: September asking for full access to the voter rolls, unredacted,
- 16:38Speaker 1: with full names, addresses, driver's license numbers, partial social security
- 16:44Speaker 1: numbers of every registered voter. And this came out of Washington,
- 16:49Speaker 1: the Department of Justice asking for this. Secretary Warner republican.
- 16:54Speaker 1: Several other Secretaries of State have said simply no editorial comment.
- 17:00Speaker 1: I'm your host here, amen, and hats off to Secretary Warner.
- 17:06Speaker 1: In my opinion, and again, I don't give a lot
- 17:08Speaker 1: of opinions when I have other guests in the show,
- 17:10Speaker 1: but when I'm by myself, I kind of like to
- 17:13Speaker 1: give my opinion. It's just another attempt, in my opinion,
- 17:17Speaker 1: by the Trump administration to take things out of State's
- 17:21Speaker 1: hands and into d C, which, when you think about it,
- 17:26Speaker 1: is the least Republican thing ever. And again I applaud
- 17:33Speaker 1: Secretary Warner. Interestingly enough, Chris Warner's younger brother, Mac, former
- 17:39Speaker 1: Secretary of State, now works in the Trump administration. If
- 17:43Speaker 1: I'm correct on it, and if I'm not, think it's
- 17:44Speaker 1: for the Department of Justice. And if I am a
- 17:47Speaker 1: totally different div I mean, the Department of Justice is
- 17:50Speaker 1: pretty big division. It's not like you, you know, run
- 17:52Speaker 1: into people in the hallway or anything like that. But
- 17:55Speaker 1: I will say that when Mac Warner, Chris's brother with
- 17:59Speaker 1: Secretary of State during the first Trump administration, he turned
- 18:02Speaker 1: down similar measures, not exactly worded the same way. But
- 18:05Speaker 1: again during the first Trump administration, they were asking going
- 18:08Speaker 1: to secretaries of state around the country Republican, a Democrat,
- 18:11Speaker 1: and asking for information that quite frankly, is unconstitutional for
- 18:16Speaker 1: them to give up because Constitution is pretty planned on that.
- 18:21Speaker 1: It is the state's rights. It's the state's duty to
- 18:25Speaker 1: put on elections. So editorial comment on my part there,
- 18:32Speaker 1: I say, great job Secretary of State Chris Warner, and
- 18:36Speaker 1: he will join Wilson Meadows coming up on talk line
- 18:40Speaker 1: later today, twelve minutes away from Tama. Dave Island Show

- 19:12Speaker 1: story this morning at wv metronews dot com. A big
- 19:15Speaker 1: press event held yesterday at the White House. President Trump
- 19:19Speaker 1: and others are there, and I referenced it a little
- 19:22Speaker 1: bit earlier, and I'm going to get to that a
- 19:25Speaker 1: little bit more when we come back from the break.
- 19:27Speaker 1: And Wilson and Meadows are live at the Capitol, coming
- 19:30Speaker 1: up a talk line at ten oh six. We'll try
- 19:32Speaker 1: to check in with them as well. Although I did
- 19:35Speaker 1: hear I did hear a rumor, you know, Senator Rupy Phillips,
- 19:39Speaker 1: who fries maloney in the Capital on Wednesdays, wasn't there
- 19:44Speaker 1: yesterday because he was in DC. I understand it's bloney
