- 0:00Tonight, there are just four candidates on the
- 0:02stage. Their position has been determined by
- 0:05their standing in an average of the five most
- 0:07recent national polls as recognized by Fox News
- 0:10and conducted and released by March 1st. Here
- 0:13they are. Businessman Donald Trump, Texas Senator
- 0:21Kasich. Are simple. Up to 60 seconds for each
- 0:39answer, 30 seconds for each follow -up response,
- 0:42and if a candidate goes over the allotted time,
- 0:44you will hear this. So pleasant. Lovely. We have
- 0:48a big crowd here. And while we expect the audience
- 0:50to be enthusiastic and responsive at times, and
- 0:54they have already been, we also expect them to
- 0:56be respectful. And we want the candidates to
- 0:59get there full time. So somewhere between a library
- 1:02and a Red Wings game. Am I right? Okay. Let's
- 1:09get started. Mr. Trump, as you may have heard,
- 1:13the 2012 Republican nominee for president, Mitt
- 1:16Romney, had some things to say about you today.
- 1:19He said your domestic policy will lead to recession.
- 1:25He said your foreign policy will make us less
- 1:28safe. And then he listed what he said are your
- 1:31personal qualities, quoting now Romney on Trump,
- 1:35quote, the bullying, the greed, the showing off,
- 1:39the misogyny. the absurd third -grade theatrics.
- 1:44He challenged you to answer with substance, not
- 1:48insults. How do you answer Mitt Romney, sir?
- 1:51Well, look, he was a failed candidate. He should
- 1:53have beaten President Obama very easy. He failed
- 1:57miserably. And it was an embarrassment to everybody,
- 2:00including the Republican Party. He went away.
- 2:02It looked like he went away on a vacation the
- 2:04last month. So I don't take that. And I guess,
- 2:07obviously, he wants to be relevant. He wants
- 2:08to be back in the game. As far as domestic policy
- 2:11and trade, which is killing our country, he said
- 2:14free trade. And I believe in free trade also.
- 2:17But if you look at China and if you look at Japan
- 2:19and if you look at Mexico, both at the border,
- 2:21by the way, where they're killing us, both at
- 2:23the border and with trade. Every other country
- 2:26we do business with, we are getting absolutely
- 2:29crushed on trade. And he said, free trade? I
- 2:33say free trade, great, but not when they're beating
- 2:35us so badly. With China, we're going to lose
- 2:37$505 billion in terms of trades. You just can't
- 2:43do it. Mexico, $58 billion. Japan, probably about,
- 2:48they don't know it yet, but about $109 billion.
- 2:52Every country we lose money with. As far as I'm
- 2:55concerned, we've got to reduce, we have to redo
- 2:57our trade deals 100%. I have the greatest business
- 3:01people in the world lined up to do it. We will
- 3:03make great trade deals. You also talked your
- 3:12position on race and the controversy over your
- 3:15failure to denounce David Duke on Sunday. You
- 3:18have repeatedly disavowed him since then. But
- 3:22I'd like to go deeper than that. What are your
- 3:24views on the Ku Klux Klan and white supremacists?
- 3:28I totally disavow the Ku Klux Klan. I totally
- 3:32disavow David Duke. I've been doing it now for
- 3:35two weeks. This is you're probably about the
- 3:3718th person that's asked me the question. It
- 3:40was very clear. That question was also talked
- 3:43about in the form of groups. Groups. I want to
- 3:46know which groups are you talking about? You
- 3:47have to tell me which groups. Ultimately, he
- 3:49got to the Klu Klux Klan, which obviously I'm
- 3:52going to disavow. And by the way, if you look
- 3:54at my Twitter account, almost immediately after
- 3:57the program, they were disavowed again. You know,
- 4:00it's amazing. When I do something on Twitter,
- 4:02everybody picks it up, goes all over the place.
- 4:04But when I did this one, nobody ever picks it
- 4:06up. Take a look at my Twitter account. Thank
- 4:09you, sir. Thank you. Senator Rubio, three weeks
- 4:14ago, you said, quote, I don't do the personal
- 4:18attacks primarily because it's not who I am,
- 4:21because I think it's beneath the office that
- 4:23I'm seeking, but also because I don't want to
- 4:25embarrass my kids. But in the past week, you've
- 4:29mocked Mr. Trump's tan. You've made fun of his
- 4:32spelling. You called him a con artist. You suggested
- 4:34he wet himself backstage at the last debate.
- 4:39along with other vulgar jokes and jabs. So what
- 4:42happened? Yeah, you know, Brett, let me say something.
- 4:44This campaign for the last year, Donald Trump
- 4:46has basically mocked everybody with personal
- 4:48attacks. He's done so to people that are sitting
- 4:50on the stage today. He's done so about people
- 4:53that are disabled. He's done it about every other
- 4:55candidate in this race. So if there's anyone
- 4:57who's ever deserved to be attacked that way,
- 4:58it's been Donald Trump for the way he's treated
- 5:00people in the last campaign. Now, that said...
- 5:04I would much prefer to have a policy debate.
- 5:06I hope that's what we'll have here tonight. Let's
- 5:08have a policy debate. Let's talk about Donald
- 5:10Trump's strategy and my strategy and Ted's strategy
- 5:13and John Kasich's strategy when it comes to ISIS
- 5:15and on health care and on the important issues
- 5:17facing this country. But let's be honest, too,
- 5:20about all this. The media has given these personal
- 5:22attacks that Donald Trump has made an incredible
- 5:24amount of coverage. Let's start talking again
- 5:26about the issues that matter to this country.
- 5:28I'm ready to do that starting right here, right
- 5:30now, tonight. Mr. Trump, your response? Well,
- 5:38I also happen to call him a lightweight, okay?
- 5:41And I have said that, so I would like to take
- 5:44that back. He's really not that much of a lightweight.
- 5:46And as far as, and I have to say this, I have
- 5:49to say this, he hit my hands. Nobody has ever
- 5:52hit my hands. I've never heard of this one. Look
- 5:54at those hands. Are they small hands? And he
- 5:59referred to my hands. If they're small, something
- 6:01else must be small. I guarantee you there's no
- 6:04problem. I guarantee it. Okay. Moving on. You
- 6:16say that you are the true conservative in this
- 6:19race. But 15 states have voted now, and you have
- 6:23won only four of them. You've lost repeatedly
- 6:26with what is supposed to be your core voter groups,
- 6:28including evangelicals and conservatives. Hasn't
- 6:32your brand of conservatism been rejected by an
- 6:35electorate that appears to be more taken with
- 6:37Mr. Trump's populist message? Well, Megan. You
- 6:42know, at the end of the day, for the folks at
- 6:44home, this is not about the insults back and
- 6:48forth between the candidates. This is not about
- 6:50what attacks we can throw at each other. This
- 6:53is the people at home who are struggling. Through
- 6:55seven years of Barack Obama, this is the single
- 6:58moms who are working two and three jobs 28, 29
- 7:01hours a week because their hours have been forcibly
- 7:04reduced because of Obamacare. This is the truck
- 7:08drivers and the steel workers and the mechanics
- 7:10with calluses on their hands who've seen their
- 7:13wages not grow year after year after year while
- 7:16the cost of living goes up. This is all the young
- 7:18people coming out of school with student loans
- 7:21up to their eyeballs that aren't able to find
- 7:23a job. And I don't think the people of America
- 7:25are interested in a bunch of bickering schoolchildren.
- 7:27They're interested in solutions, not slogans.
- 7:30It's easy to say, make things better, make things
- 7:33great. You can even print it and put it on a
- 7:35baseball cap. But the question is, do you understand
- 7:38the principles that made America great in the
- 7:41first place? As president, I will repeal every
- 7:44word of Obamacare. I'll pull back the regulators
- 7:47that are killing small businesses. And we will
- 7:50pass a simple flat tax and abolish the IRS. And
- 7:54what that's going to do, Megan, is small businesses
- 7:56are going to explode. We're going to see millions
- 7:58of high -paying jobs. We're going to see wages
- 8:01going up. We're going to see opportunity. That's
- 8:03where our focus needs to be. That's where my
- 8:06focus is. is and that is why our campaign is
- 8:09the only campaign that over and over again has
- 8:12beaten Donald Trump to date and it's why we're
- 8:14the one campaign that going forward can and will
- 8:17beat Donald Trump in this election I've heard
- 8:24Ted say that over and over again on television
- 8:26that he's the only one that could beat me just
- 8:29for the record I've won ten he's won three or
- 8:33four last week In fact, on Tuesday, I was a half
- 8:38a million votes higher than him. I was a million
- 8:42votes higher than Marco, one million votes. That's
- 8:45a lot of votes and was by far in first place.
- 8:48So I keep hearing that he's the only one that
- 8:50can beat me, but he's getting beaten very, very
- 8:54badly. So where does this come from? Where does
- 8:56it come from? Go ahead, Senator Rubio. I would
- 8:59just say a couple of things. There is no doubt
- 9:01that Donald has done well in these elections.
- 9:03There's no doubt about that. The numbers are
- 9:05there. The numbers also say two -thirds of the
- 9:07people who have cast a vote in a Republican primary
- 9:09or caucus have voted against you. They do not
- 9:11want you to be our nominee. And the reason why
- 9:14is because we are not going to turn over the
- 9:17conservative movement or the party of Lincoln
- 9:18or Reagan, for example, to someone whose positions
- 9:21are not conservative. To someone who last week
- 9:23defended Planned Parenthood for 30 seconds on
- 9:26a debate stage. To someone, for example, that
- 9:28has no ideas on foreign... Someone who thinks
- 9:30the nuclear triad is a rock band from the 1980s.
- 9:33To someone... who time and again on issue after
- 9:36issue has not proven that he has the principles
- 9:38that outline what the conservative movement has
- 9:40been about, and as Ted said, the things that
- 9:42made America great. America is great because
- 9:44of the conservative principles of limited government
- 9:46and free enterprise and a strong national defense,
- 9:49and our nominee needs to be someone that stands
- 9:51by those things. Donald has not demonstrated
- 9:53that. Go ahead, Mr. Trump, and then we're going
- 9:55to have to go to Governor Niesek. Very nice words,
- 10:00but happens to be wrong. CNN just came out with
- 10:03a poll two days ago. A national poll, excuse
- 10:06me, a national poll, a national poll. where he's
- 10:11at 15, he's at 14, and I'm at 49. So when he
- 10:15says 75%, that would mean that 80 % of the people
- 10:19don't dig you, and I'm back down to 50. Of all
- 10:21the people on this stage, he performs the worst
- 10:23against Hillary Clinton. Wrong. I beat Hillary
- 10:25Clinton. I beat Hillary Clinton in many polls.
- 10:28I beat Hillary Clinton in many polls. Excuse
- 10:31me, I think I'm talking. I beat Hillary Clinton
- 10:35in many polls. Hold on, hold on, hold on. The
- 10:38audience cannot understand. when you're talking
- 10:40over each other. Finish your point, Mr. Trump.
- 10:42I beat Hillary Clinton in many polls. The Q poll
- 10:45just came out. I beat Hillary Clinton in a recent
- 10:48Fox poll. I beat Hillary Clinton in USA Today.
- 10:51I beat her today in a poll in Ohio. I'm the only
- 10:55one that beats Hillary Clinton. And I have not
- 10:58started on Hillary yet. Believe me, I will start
- 11:02soon. I haven't even started. Governor Kasem.
- 11:06Governor Kasich, today you admitted that you
- 11:09have a narrow path to the nomination through
- 11:12a contested convention. Today also Mitt Romney
- 11:15proposed that Republicans should vote for Senator
- 11:17Rubio in Florida. They should vote for you in
- 11:20Ohio. They should vote for Senator Cruz in states
- 11:23that he can beat Mr. Trump to prevent Mr. Trump
- 11:26from getting the nomination. So do you buy Romney's
- 11:29blueprint? And can you say tonight to your Florida
- 11:32supporters that they should vote for Senator
- 11:34Rubio? to get a contested convention. You know,
- 11:37this is so much about process. It frankly is
- 11:40boring to me. I would like it clear, though,
- 11:42since we're talking about polls, I beat Hillary
- 11:44Clinton by more than anybody, by 11 points. And
- 11:46the reason it happens... In one poll. You know,
- 11:51the reason is because, as the Democrats tell
- 11:53me all the time, I can get the crossover votes.
- 11:57You see, because throughout this campaign, I've
- 11:59talked about issues. i have never tried to go
- 12:03and get into these kind of scrums that we're
- 12:05seeing here on the stage and people say everywhere
- 12:07i go you seem to be the adult on the stage in
- 12:11terms of in terms of you know mitt romney's you
- 12:16know he's a great guy but he doesn't determine
- 12:18my strategy the fact of the matter is i'm running
- 12:21for president because i worked hard to fix this
- 12:25country when i was uh in washington as the chairman
- 12:28of the budget committee where we had some of
- 12:30the most significant job growth after we balanced
- 12:32the budget we had wages going up it was very
- 12:35successful in ohio our wages grow faster than
- 12:38the national average we're up over 400 000 jobs
- 12:41we paid down back in the old days they paid down
- 12:43a half a trillion dollars of the national debt
- 12:45it's a formula that works and i believe that
- 12:48formula will work when i return to washington
- 12:50as the president and by the way i won't need
- 12:52on -the -job training because i know how to do
- 12:54all of this and within the first hundred days
- 12:57i will have a plan that will pass the congress
- 13:00because it is reasonable and i can bring both
- 13:03sides together you say you say this is all about
- 13:07process but for voters they need to see a path
- 13:11to get to the nomination if they're going to
- 13:13support you. On Super Tuesday, you finished in
- 13:16single digits in 9 out of 11 states. So you can
- 13:19see that your path is through a contested convention.
- 13:21How do you get there? Well, Brett, I think we're
- 13:23all really there. I mean, the simple fact is
- 13:25that, you know, you all wrote me off. You wrote
- 13:28me off before I even got to New Hampshire. Then
- 13:31when I finished second in New Hampshire, you
- 13:32wrote me off in the South. Then you wrote me
- 13:34off in Super Tuesday. I split delegates in Vermont
- 13:38with Donald Trump. I finished second in... Massachusetts
- 13:41and we won delegates in Virginia but guess what
- 13:43it's now March Madness and we're heading up north
- 13:46to the to the place to my turf okay and let me
- 13:51just tell you this I will win Ohio and I am going
- 13:54to move all across this country and over time
- 13:57as people begin to finally hear my message you
- 13:59know what people say Brett to me all the time
- 14:01why don't they give you any time on the debate
- 14:04stage why is that so now all of a sudden I'm
- 14:07starting to get it and what I want the people
- 14:09to know is I know how to bring people together,
- 14:12Republicans and Democrats. I have successfully,
- 14:15both at the federal level and the state level,
- 14:17brought economic growth, wage growth and economic
- 14:20security. to this country and i want to go back
- 14:23and do it again and i'm going to keep talking
- 14:25about my message of bringing people together
- 14:27and motivating people in the neighborhoods to
- 14:30realize they don't need somebody from washington
- 14:32galloping in there are many things they can do
- 14:34where they live because the strength of our country
- 14:36is in our neighborhoods and our families and
- 14:39i'm going to keep doing this we want to focus
- 14:43now on the economy Which is one of the top issues
- 14:47on Facebook with 6 .6 million people discussing
- 14:51it online. A lot of that conversation is happening
- 14:54here in Detroit where the unemployment rate is
- 14:5710 .9%. That's more than double the national
- 15:00average. Senator Rubio, you have taken to calling
- 15:03Mr. Trump a con artist who portrays himself as
- 15:07a hero to working people while he's really been,
- 15:10in your words, sticking it to the American workers
- 15:12for 40 years. but he has built a big company
- 15:17that employs thousands of people. Question, how
- 15:20many jobs have you created? Well, first of all,
- 15:22government doesn't... First of all, Chris, my
- 15:26point is exactly right. He has spent a career
- 15:29convincing Americans that he's something that
- 15:31he's not in exchange for their money. Now he's
- 15:33trying to do the same in exchange for their country.
- 15:35This is a fact. He talks about these great businesses
- 15:37that he's built. He inherited over $100 million.
- 15:40And with that money, he's lost more money than
- 15:42he's made. He talks about how he wants to create
- 15:45jobs in America. He can start tonight by announcing
- 15:48that all the Donald J. Trump clothing will no
- 15:50longer be made in China and in Mexico, but will
- 15:52be made here in the United States. And on the
- 15:55issue of job creation, I find this interesting.
- 15:58The private sector creates jobs. The jobs of
- 16:00those of us in public service are to put in place
- 16:02policies that allow the economy to grow. That's
- 16:05the problem with the Democratic Party. They think
- 16:07government is what creates jobs. Government does
- 16:10not create jobs. Now, the way you create jobs
- 16:12is you make America the easiest and the best
- 16:15place in the world to start a business or to
- 16:17expand an existing business. If you go on my
- 16:20website, MarcoRubio .com, you will see a real
- 16:22plan to fix our taxes, to roll back regulations,
- 16:25to repeal and replace Obamacare. not just lines
- 16:28around the states, serious policies and proposals.
- 16:30Sir, Mr. Trump, I'd like you to respond. You
- 16:33have 30 seconds to respond. But as part of that,
- 16:35could you respond to his specific assertion about
- 16:38Trump collection clothes, which you say some
- 16:41of it is made in Mexico? This little guy has
- 16:45lied so much about my record. There we go. He
- 16:48is lying. Senator Rubio, why don't you let him
- 16:55say it? And I will tell you this. First of all,
- 16:57I got a call from my sister and brother tonight.
- 17:00And they said, we had no idea Dad gave you $200
- 17:03million. Believe me, I started off with $1 million.
- 17:07I built a company that's worth more than $10
- 17:09billion. And I say it not in a bragging way,
- 17:12but that's the kind of thinking we need. Very
- 17:15low debt, tremendous cash flow. My financials
- 17:18are all in there with the federal elections.
- 17:21You've seen them. Everybody's seen them. I say
- 17:23it only because that's the kind of thinking this
- 17:26country needs with $19 trillion in debt. Believe
- 17:29me. Wait one second. Specifically and quickly
- 17:32on the question, will you promise that you will
- 17:35and how soon will you move your clothing collection,
- 17:38the clothes that are made in China and Mexico?
- 17:41They devalue their currencies. I will do that.
- 17:44And by the way, I have been doing it more and
- 17:45more. But they devalue their currencies, in particular
- 17:48China. Mexico is doing a big number now also.
- 17:50Japan is unbelievable what they're doing. They
- 17:53devalue their currencies and they make it impossible
- 17:56for clothing makers in this country to do clothing
- 17:59in this country. And if you look at what's happened
- 18:01on 7th Avenue and you look at what's happened
- 18:03in New York with the garment industry, so much
- 18:06of the clothing now comes out from Vietnam, China
- 18:08and other places. And it's all because of...
- 18:10devaluation by the way the Trans -Pacific if
- 18:14you look at the TPP a total disaster or which
- 18:18by the way Marco is in favor of they need it
- 18:21is a disaster for our country it's trying to
- 18:24be approved by various people including President
- 18:26Obama and I'll tell you something the biggest
- 18:29problem with that is they they don't take into
- 18:33concurrence the devaluation thank you thank you
- 18:36mr trump senator rubio the answer is he's not
- 18:41going to do it and you know why because there
- 18:42are plenty of clothing makers in america if you
- 18:45go on my website marco rubio .com everything
- 18:47we have on there is made in america the reason
- 18:49why he makes it in china or mexico is because
- 18:52he can make more money on it that's why he's
- 18:54doing it and the second point you see what happens
- 18:56again when you challenge him on a policy issue
- 18:58you ask him about the economy and the first thing
- 19:00he does is launch an attack about some little
- 19:02guy because he doesn't have answers. And he's
- 19:04asking us to make him the president of the United
- 19:06States of America. I know what's happening with
- 19:11the economy. You don't know it. You haven't employed
- 19:14in your life one person. I've employed tens of
- 19:17thousands of people. You haven't employed one
- 19:20person. You ever heard of Trump Steaks? You know
- 19:23what? Take a look at Trump Steaks. By the way,
- 19:26that's the other thing. Trump Steaks is gone.
- 19:27You've ruined these companies. Mitt Romney came
- 19:29up with things that were false. Totally false.
- 19:31And now, the funny thing is, he didn't talk about
- 19:34the hundreds of really successful jobs, the buildings
- 19:37all over the world that have made a fortune.
- 19:39I have a policy question for you, sir. Let's
- 19:44see if he answers it. I will. Don't worry about
- 19:46it, Mark. Don't worry about it. Don't worry about
- 19:50it, little Marco. I will. Well, let's hear a
- 19:52big don. Don't worry about it. Don't worry about
- 19:55it, little Marco. Gentlemen. Gentlemen. You ought
- 19:58to show up in the Senate. Gentlemen, you've got
- 20:00to do better than those. This guy has the number
- 20:02one absentee record in the United States. I'd
- 20:07like to ask you a policy question. Your proposed
- 20:09tax cut. That's why the people in Florida do
- 20:12not like him. Mr. Trump, your proposed tax cut.
- 20:16would add $10 trillion to the nation's debt over
- 20:2110 years, even if the economy grows the way that
- 20:24you say it will. You insist that you could make
- 20:27up for a good deal of that, you say, by cutting
- 20:30waste, fraud, and abuse. Correct. Like what?
- 20:33And please be specific. Department of Education,
- 20:36we're cutting Common Core, we're getting rid
- 20:38of Common Core, we're bringing education locally.
- 20:42Department of Environmental Protection. We are
- 20:44going to get rid of it in almost every form.
- 20:47We're going to have little tidbits left, but
- 20:49we're going to take a tremendous amount out.
- 20:51We have various other things. If you look at
- 20:54the IRS, if you look at every single agency,
- 20:57we can cut it down. And I mean, really cut it
- 20:59down and say the waste, fraud and abuse is massive.
- 21:03Larry Kudlow. Great guy. Everybody respects him.
- 21:06Said my plan for taxes and tax cutting is the
- 21:09best by far of everybody. But Mr. Trump, Mr.
- 21:14Trump, your numbers don't add up. Please put
- 21:17up full screen number four. The education department,
- 21:21you talk about cutting. The total budget for
- 21:24the education department is $78 billion, and
- 21:27that includes Pell Grants for low -income students
- 21:30and aid to states for special education. I assume
- 21:33you wouldn't cut those things. The entire budget
- 21:35for the EPA, the Environmental Protection Agency,
- 21:38$8 billion. The deficit this year is $544 billion.
- 21:46That's more than a half trillion dollars. Your
- 21:48numbers don't add up, sir. Let me explain something.
- 21:50Because of the fact that the pharmaceutical companies
- 21:53are not mandated to bid properly. They have hundreds
- 22:00of billions of dollars in waste. We don't bid
- 22:03properly. We don't have proper bidding procedures.
- 22:06The reason we don't is because they take care
- 22:09of all of the senators, all of the congressmen,
- 22:11and they don't bid. They don't go out to bid.
- 22:13Take a look. Excuse me. You're talking about
- 22:15hundreds of billions of dollars if we went out
- 22:18to the proper bid. Of course you are. No, you're
- 22:19not, sir. Let's put up full screen number two.
- 22:26You say that Medicare could save $300 billion
- 22:30a year negotiating lower drug prices, but Medicare
- 22:34total only spends 78. billion dollars a year
- 22:39on drugs. Sir, that's the facts. You're talking
- 22:41about saving more money on Medicare. I'm saying
- 22:44saving through negotiation throughout the economy,
- 22:47you'll save $300 billion a year. And that's a
- 22:51huge, of course it is. We're going to buy things
- 22:53for less money. Of course it is. The only money
- 22:55that we buy, the only drugs that we pay for is
- 22:58through Medicare. I'm not only talking about
- 22:59drugs, I'm talking about other things. We'll
- 23:01save more than $300 billion a year if we properly
- 23:05negotiate. We don't do that. We don't negotiate.
- 23:08We don't negotiate anything. Can I... No, I promise
- 23:12I'll get to you in a moment, sir. Senator Cruz,
- 23:14one of the centerpieces of your campaign, in
- 23:16fact, you mentioned it again tonight, is that
- 23:18you will abolish the IRS. Question, though. Who
- 23:23will collect the taxes that you're still calling
- 23:27for? Who will oversee to make sure that people
- 23:31pay the taxes that they rightfully owe? And who
- 23:34will check... on the various tax deductions and
- 23:38tax credits that you still want. So my simple
- 23:41flat tax, I've rolled out in precise detail how
- 23:44it will operate, where every American can fill
- 23:46out our taxes on a postcard. And if you want
- 23:48to actually see the postcard, see all the details,
- 23:51you can find them on our website. It's tedcruz
- 23:53.org. When we get rid of all the corporate welfare,
- 23:56all the subsidies, all the carve -outs in the
- 23:59IRS code. It dramatically simplifies it. And
- 24:02under Obama, the IRS has become so corrupt and
- 24:05so politicized, we need to abolish it altogether.
- 24:09Now, at the end of that, there will still be
- 24:11an office in the Treasury Department to receive
- 24:13the postcards, but it will be dramatically simpler.
- 24:16And let me take a moment, Chris, to go back to
- 24:18this exchange that was going on. In between all
- 24:21of the insults, let me point out the specificity
- 24:27that was lacking. It's very easy to say, let's
- 24:29cut. waste, fraud, and abuse. I've rolled out
- 24:32a detailed plan to cut $500 billion in federal
- 24:36spending, specifying exactly what I would cut.
- 24:38It's easy to say it, but one of the great disconnects
- 24:43to all the people, all of the voters, I understand
- 24:45the folks who are supporting Donald right now.
- 24:47You're angry. You're angry at Washington, and
- 24:50he uses angry rhetoric. But for 40 years, Donald
- 24:56has been part of the corruption in Washington
- 24:58that you're angry about. And you're not going
- 25:02to stop the corruption in Washington by supporting
- 25:06someone who has supported liberal Democrats for
- 25:09four decades, from Jimmy Carter to John Kerry
- 25:12to Hillary Clinton. You're not going to stop
- 25:14the corruption and the cronyism by supporting
- 25:17someone who has used government power for private
- 25:21gain. Instead, we need a president who stands
- 25:24with the American people. Governor Kasich, I
- 25:26promise I will get to you, but you do get 30
- 25:28seconds to respond, Mr. Trump. All of a sudden
- 25:31I hear for 40 years I've been involved in Washington
- 25:34I have been supporting people for many years
- 25:37and these people have been politicians and they've
- 25:39been on both sides Democrats Republicans liberals
- 25:42conservatives I've supported everybody because
- 25:45until recently I wasn't a politician and I hope
- 25:49Maybe you don't all consider me a politician
- 25:50right now. I hate the term politician, but I've
- 25:53been supporting politicians. A recent article
- 25:56somewhere said Donald Trump is a world class
- 25:58businessman who goes out and he does get along
- 26:01with everybody. I've supported Democrats and
- 26:03I've supported Republicans. And as a businessman,
- 26:06I owe that to my company, to my family, to my
- 26:09workers, to everybody to get along. Part of the
- 26:11problem we have in Washington, Chris, is it's
- 26:13total gridlock. Nobody gets along. We need people
- 26:16to get along. We need to be able to get things
- 26:18done. Mr. Governor Kasich, Democrats, as you
- 26:23know, will make income inequality a big issue
- 26:25in the general election. You support raising
- 26:28the minimum wage, although you say not to the
- 26:31$15 an hour that Democrats are talking about.
- 26:33Mr. Trump opposes any increase because he says
- 26:36it will price American workers out of the world
- 26:39market. Is he wrong about that no increase in
- 26:42the minimum wage? First of all, I didn't say
- 26:44I was for an increase in the federal minimum
- 26:46wage. I said in Ohio we increase it modestly
- 26:48every single year. So I'm not for a federal minimum
- 26:51wage increase. But you did talk about states
- 26:53doing it. Well, if states want to do it, they
- 26:55ought to sit down with business people and the
- 26:57lawmakers and figure out what will work. But
- 26:59hold on a second here with everything else. I'm
- 27:02the only person on this stage who actually was
- 27:05the chief architect of balancing the federal
- 27:07budget. It's not a theory for me. It's not some,
- 27:12you have to know how to put everything together.
- 27:15And you know, I spent 10 years of my life to
- 27:17get there, and I did not do that. Because I'm
- 27:20worshiping at some balanced budget shrine. The
- 27:23reason I did it is when you have common sense
- 27:25regulations, lower taxes on individuals and businesses,
- 27:29and you have a fiscal plan that makes sense,
- 27:32the job creators will expand employment. And
- 27:35what happened? When I was there, the jobs were
- 27:37exploding. Bill Clinton's tried to take credit
- 27:40for it. When I went to Ohio, we're up 400 ,000
- 27:43jobs. It's the same formula. But it isn't easy.
- 27:46I fought the entire Washington establishment
- 27:48and won. Because when you balance a budget, you
- 27:51must affect... every single thing, everything
- 27:55in the federal government specifically. You cannot
- 27:58get there with theories or broad statements,
- 28:00and you have to be willing to take the heat.
- 28:03In fact, I fought a Republican president who
- 28:05I thought was not offering constructive proposals
- 28:08to fix this economy. So when we talk about all
- 28:11this, there's one person on this stage and one
- 28:14person who's been a candidate for president in
- 28:17either party. that restored economic strength,
- 28:20growth, a balanced budget, paid down debt, cut
- 28:22taxes, the things that people in this country
- 28:24want. No theories, reality. Thank you, Governor.
- 28:28Let's talk immigration for a little bit. Senator
- 28:32Cruz, we'll start with you. You have repeatedly
- 28:34touted how you have stood shoulder to shoulder
- 28:37with Senator Jeff Sessions to fight illegal immigration
- 28:40and amnesty. But Senator Sessions just endorsed
- 28:43Donald Trump. If voters want Jeff Sessions -style
- 28:47immigration policies, isn't their choice rather
- 28:49clear? Yes, their choice is very clear. If you
- 28:53look to the actual record, you know, Donald mentioned
- 28:56a moment ago that he was just doing business
- 28:58when he was writing checks to liberal Democrats.
- 29:00But that's not, in fact, the checks he was writing.
- 29:02Listen, we could all understand if you write
- 29:04a check to a city commission because you're looking
- 29:06for a zoning waiver on building a building. That
- 29:09may be corrupt, but you could understand real
- 29:11estate developers doing that. That's not what
- 29:14Donald Trump did. Donald Trump supported Jimmy
- 29:16Carter over Ronald Reagan. Donald Trump supported
- 29:19John Kerry over George W. Bush. If you don't
- 29:22like Obamacare, Donald Trump funded Harry Reid
- 29:26and Nancy Pelosi taking over Congress to pass
- 29:29Obamacare on immigration. If you don't like amnesty,
- 29:33if you don't like the Gang of Eight, Donald Trump
- 29:35funded five of the eight members of the Gang
- 29:37of Eight $50 ,000. And let's talk about this
- 29:41election. The choice Republican primary voters
- 29:43are making is who is best prepared to stand up
- 29:45to Hillary Clinton and beat Hillary Clinton.
- 29:48Donald Trump has written checks to Hillary Clinton
- 29:50not once, not twice, not three times, ten times.
- 29:54And four of those checks... were not to her Senate
- 29:57campaign. It wasn't that she was the New York
- 29:59senator and it was a cost of doing business.
- 30:01It was to her presidential campaign. Donald Trump
- 30:04in 2008 wrote four checks to elect Hillary Clinton
- 30:08as president. So I'd like to ask Donald, why
- 30:10did you write checks to Hillary Clinton to be
- 30:12president in 2008? It wasn't for business. And
- 30:15how can you stand on a debate stage now with
- 30:18her and say you don't think she should be president?
- 30:20Actually, it was for business. It was. It was.
- 30:23It was for business. I pride myself, including
- 30:25outside of the United States. I'm doing almost
- 30:28120 deals outside of the United States, which
- 30:31I hope to be able to stop very soon and let my
- 30:33children handle it. But we're doing many, many
- 30:34deals outside of the United States. I support
- 30:37politicians. 2008, I supported Hillary Clinton.
- 30:40I supported many other people, by the way. And
- 30:42that was because of the fact that I'm in business.
- 30:44I did support very heavily Ronald Reagan. I also
- 30:47supported George Bush, by the way. All right.
- 30:50Mr. Trump. But what would you say to Hillary
- 30:53Clinton on the day when you wrote her a check
- 30:55in 2008, wrote her four checks? Let me tell you
- 30:57something, Ted. The last person that Hillary
- 31:00Clinton wants to face is Donald Trump. That I
- 31:03can tell you. Hold on, hold on, we can do more
- 31:10of this later. Mr. Trump, hi. Hello. How you
- 31:13doing? Nice to be with you, Megan. Great to have
- 31:15you here. You're looking well. As are you. Back
- 31:21in January, you gave an off -the -record interview
- 31:23to the New York Times. It was apparently audiotaped.
- 31:26Now, a recent report in BuzzFeed, citing sources
- 31:28at the Times, reports that in that interview
- 31:31you expressed flexibility when it comes to your
- 31:35immigration policy, specifically with respect
- 31:37to your promise to deport the 11 million people
- 31:40who are now living here illegally. You have suggested
- 31:43that you may have expressed some flexibility
- 31:45when it comes to the size of the wall. that you
- 31:48want to build. But did you tell them specifically
- 31:51that you are flexible when it comes to your deportation
- 31:54plans? I don't know exactly what when you talk
- 31:56about off the record. First of all, BuzzFeed,
- 31:59they were the ones that said under no circumstances
- 32:01will I run for president. And were they wrong?
- 32:04But a lot of people said that. Then. I did have
- 32:07a meeting with the editorial board of the New
- 32:09York Times, a very nice meeting. Many of those
- 32:11things were off the record, I think, at their
- 32:13suggestion and my suggestion. And I think being
- 32:16off the record is a very important thing. I think
- 32:18it's a very, very powerful thing. And I will
- 32:20say this. These three gentlemen have gone off
- 32:23the record many times with reporters, and I think
- 32:25they want to honor it. And I would always honor
- 32:27that. I will say, though, in terms of immigration
- 32:31and almost anything else, there always has to
- 32:33be some, you know, tug and pull and deal. And,
- 32:37you know, when I watched Ted stand on the Senate
- 32:39floor, I had great respect for what he did. He
- 32:42stood there for a day and a half or something.
- 32:44In the meantime, what came of it? Nothing. You
- 32:47have to be able to have some flexibility, some
- 32:50negotiation. Now, sometimes you ask for more
- 32:54than you want and you negotiate down to the point.
- 32:56I may have discussed something like that with
- 32:58the New York Times, but I would never release
- 33:00off -the -record conversations. I don't think
- 33:02it's fair, frankly, to do that to anybody. How
- 33:05flexible are you on this issue? Not very flexible.
- 33:08No, not very flexible. I give the example, I'm
- 33:12going to build a wall. I'm the one that wants
- 33:14the wall. I'm the one that can build the wall.
- 33:15It's going to get built. And by the way, Mexico
- 33:19is going to pay for the wall. I can tell you
- 33:21that. Mexico is going to pay for the wall. But,
- 33:24and I used an example, and this isn't necessarily
- 33:27what was said, but whatever was said, the wall's
- 33:3050 feet high. Is it going to be 45 feet or 45?
- 33:33That could very well be. That could very well,
- 33:35he wants it to be higher. That could very well
- 33:38be. But there's always give and take. There's
- 33:41always negotiation. And the best negotiator that
- 33:44knows what he's doing will make a great deal.
- 33:47But we need give and take in government. If you
- 33:49don't have give and take, you're never going
- 33:52to agree on anything. Senator Rubio, you not
- 33:55only supported the failed immigration reform
- 33:58effort through the Gang of Eight, but you're
- 34:00still on record as favoring an eventual path
- 34:02to citizenship for those who are here illegally.
- 34:05And in addition, you favored in -state tuition.
- 34:08for Florida illegal immigrants. You've been hitting
- 34:11Mr. Trump hard on this flexibility discussion
- 34:14with the New York Times, but his supporters might
- 34:16say at least his opening stance was tough. Well,
- 34:20first of all, let me say that on the issue of
- 34:22the off the record, that's not up to the New
- 34:23York Times. That's up to you, Donald. If tonight
- 34:25you tell the New York Times to release the audio,
- 34:27they will do it. And we can exactly see what
- 34:29your true views are on immigration, because it
- 34:32is a major issue in your campaign that you've
- 34:34made a center issue. Now, as far as my record
- 34:36on it is concerned, I absolutely want to solve
- 34:38this issue. And I did the best we could in a
- 34:41Senate that was controlled by Liberal Democrats
- 34:42and Harry Reid in the hopes that the House, made
- 34:45up of Conservatives, would take it up and make
- 34:47it even stronger. And I said that repeatedly
- 34:49at the time. I'm not just saying that now, I
- 34:51said it throughout that process. We do need to
- 34:53deal with this issue. When I'm president, it
- 34:56will not be dealt with the way it was done in
- 34:57the Senate. It'll be done first and foremost
- 34:59by bringing illegal immigration under control
- 35:02and proving it to the American people. And only
- 35:04after that is done can anything else happen.
- 35:07And it will be something the American people
- 35:08support. We'll see what they're willing to support.
- 35:11It's not going to be an executive order, and
- 35:12we're not going to ram it down their throats.
- 35:14Mr. Trump, I'll let you respond, but will you
- 35:16release the tapes? Will you authorize the Times
- 35:18to release the tapes? I will say one thing. What
- 35:19Marco said is, I understand it. He's talking
- 35:22about a little give and take and a little negotiation.
- 35:24And you know what? That's okay. That's not the
- 35:26worst thing in the world. There's nothing wrong
- 35:28with that. I happen to be much stronger on illegal
- 35:31immigration. Sheriff Joe Arpaio endorsed me,
- 35:34and if he endorses you, believe me, you are the
- 35:36strongest from Arizona. But give and take is
- 35:39okay, and I thought what he said is okay. We
- 35:41may differ on the degree, but what he said to
- 35:45me is okay. Will you release the tape, authorize
- 35:47the time? No, I never do that. I would not do
- 35:49that. I don't think—I have too much respect.
- 35:52If I deal with you off the record, if I deal
- 35:54with Brett or Chris off the record, I have too
- 35:56much respect for that process to say, just release
- 35:59everything. I would not do that. Okay, stand
- 36:02by. We're going to continue this right after
- 36:03the break. We have more. Coming up, more with
- 36:05Megan. Now to the questions. Mr. Trump, your
- 36:11campaign website to this day. argues that more
- 36:14visas for highly skilled workers would, quote,
- 36:17decimate American workers. However, at the CNBC
- 36:20debate, you spoke enthusiastically in favor of
- 36:23these visas. So which is it? I'm changing. I'm
- 36:26changing. We need highly skilled people in this
- 36:28country. And if we can't do it, we'll get them
- 36:31in. But, but, and we do need in Silicon Valley.
- 36:34We absolutely have to have. So we do need highly
- 36:37skilled. And one of the biggest problems we have
- 36:39is people go to the best colleges. They'll go
- 36:41to Harvard. They'll go to Stanford. They'll go
- 36:43to Wharton. As soon as they're finished, they
- 36:45get shoved out. They want to stay in this country.
- 36:47They want to stay here desperately. They're not
- 36:50able to stay here. For that purpose, we absolutely
- 36:52have to be able to keep the brainpower in this
- 36:55country. You are abandoning the position on your
- 36:58website. I'm changing it and I'm softening the
- 37:00position because we have to have talented people
- 37:02in this country. And you're not releasing the
- 37:05discussion with the New York Times behind closed
- 37:07doors. That is correct. Which will have some
- 37:08asking whether on your immigration policies,
- 37:11you are really just playing to people's fantasies,
- 37:13which is a tactic you praised in your book, The
- 37:15Art of the Deal. I'm not playing to anybody's
- 37:17fantasies. I'm playing to the fact that our country
- 37:19is in trouble, that we have a tremendous problem
- 37:22with crime. The border is a disaster. It's like
- 37:25a piece of Swiss. cheese and we're going to stop
- 37:27it. We're going to stop people from coming into
- 37:29our country illegally. We're going to stop it.
- 37:32Senator Cruz, not long ago you proposed quintupling
- 37:36the number of these foreign worker visas. After
- 37:39you announced for president, you reversed yourself,
- 37:42citing reports that the program was being abused.
- 37:44But that abuse had been around long before year
- 37:47180. In fact, it was so bad just a few months
- 37:50earlier that a bipartisan group of senators called
- 37:52for an investigation and you declined to join
- 37:54them. Isn't it a good thing that the American
- 37:56public didn't trust Ted on that one? Well, the
- 38:00abuse of the H -1B program has been rampant,
- 38:02and in the face of that H -1B abuse, I have proposed
- 38:06and promised as president that I will impose
- 38:08a 180 -day moratorium on the H -1B program to
- 38:12implement a comprehensive investigation and audit
- 38:15because you've got U .S. companies that are firing
- 38:17American workers, bringing in foreign workers,
- 38:20and forcing them to train their replacements.
- 38:22And I would note that is not dissimilar. to what
- 38:25we discovered at the last debate concerning the
- 38:28hotel that Donald owns down in Florida. Down
- 38:31in Florida, that hotel has brought in hundreds
- 38:33of foreign workers. And afterwards, it was really
- 38:37striking. I watched a CNN interview Donald did
- 38:39where he explained, he said, well, the problem
- 38:41is you can't find Americans who are qualified
- 38:44or who want to work as waiters and waitresses.
- 38:47Now, let me ask the people here, how many people
- 38:49here have worked as a waiter or waitress? millions
- 38:55across this country that is an astonishing statement
- 38:58you know Marco's dad started as a bartender my
- 39:00dad started washing dishes and yet you know how
- 39:03many Americans wanted those jobs roughly 300
- 39:05applied Donald hired 17 and that's why this New
- 39:10York Times tape is so troubling because what's
- 39:12been reported is that Donald told the editorial
- 39:14board of the New York Times What I'm saying on
- 39:17immigration, I don't believe. I'm not going to
- 39:19build a wall. I'm not going to deport people.
- 39:21This is all just rhetoric for the voters. Now,
- 39:23if he didn't say that, he has an easy solution.
- 39:26Simply release the tape. But for everyone at
- 39:29home who's mad at politicians who lied to us,
- 39:33Donald's record right now, as he's standing here,
- 39:36his record right now is one of repeatedly hiring
- 39:40illegal aliens and abusing American workers.
- 39:42First of all, I've had tens of thousands of people
- 39:47working for me, most of which almost 98, 97,
- 39:5198 % of the people in this country, from this
- 39:54country. I'm very proud of it. You have a club
- 39:57in Palm Beach, Florida called the Mar -a -Lago
- 39:59Club. It's a very, very successful club. It has
- 40:01a very short season. It's called The Season.
- 40:04And it goes from November till March. It's a
- 40:07few months, five months at the most. People don't
- 40:10want a short -term job. They don't want. and
- 40:15we will send the people out. All done legally,
- 40:17all done with a process that's approved by government,
- 40:20100 % approved. We bring people in, we bring
- 40:23them out. When we can, we hire people from Palm
- 40:25Beach or West Palm Beach. But we bring people
- 40:28in, we bring them out, we want to hire as many
- 40:30Americans as we can. But they don't want part
- 40:33-time, very short part -time jobs. Thank you.
- 40:36That's not accurate. I'm sorry, Megan. That's
- 40:38not accurate. There were at least 300 Americans
- 40:41that applied last year. None of them were hired.
- 40:43Wrong. It's wrong. They were not hired. And here's
- 40:46why he does it this way. Let me explain why he
- 40:47doesn't hire his MH -2B. Because when you bring
- 40:49him in this way, when you bring someone in from
- 40:51abroad on one of these visas... They can't go
- 40:53work for anybody else. They either work for you
- 40:55or they have to go back home. You basically have
- 40:57them captive. So you don't have to worry about
- 40:59competing for higher wages with another hotel
- 41:01down the street. And that's why you bring workers
- 41:03from abroad. You argue that you're here to fight
- 41:05on behalf of the American worker, but when you
- 41:07have chances to help the American workers, you're
- 41:10making your clothes overseas and you're hiring
- 41:12your workers from overseas. Go ahead, sir. The
- 41:17other hotels during the season, they do the same
- 41:19thing. They take in a lot of people because you
- 41:22can't get them. They take in a lot of people.
- 41:24Long -term employees, we don't do that. But short
- 41:26-term employees, we have no choice but to do
- 41:28it. And other hotels in that very, very hot area.
- 41:31It is a very hot area. It is very, very hard
- 41:34to get people. But other hotels do the exact
- 41:37same thing. Just so you understand, just again,
- 41:39this is a legal process. This is a procedure.
- 41:42It's part of the law. I take advantage of that.
- 41:45There's nothing wrong with it. We have no choice.
- 41:47Donald, you could resolve this issue very quickly
- 41:49by simply releasing the New York Times tape.
- 41:53Because, listen, maybe it's right that you didn't
- 41:55tell them you're misleading the American people.
- 41:57The tapes were not on the subject. If you didn't
- 42:00tell them that, the tapes will prove you're innocent.
- 42:02But if, in fact, you went to Manhattan and said,
- 42:05I'm lying to the American people, then the voters
- 42:08have a right to know. No, no, you're the liar.
- 42:09You're the lying guy up here. You're the one.
- 42:12You're the one. Release the thing. You're the
- 42:14one. Now, let me just tell you. What are you
- 42:15hiding in the tank? Excuse me. I've given my
- 42:17answer, Lion Ted. I've given my answer. All right,
- 42:20let's leave it at that. Let's leave it at that.
- 42:22We have more to get to. Gentlemen, the next topic
- 42:24to discuss is terrorism. Senator Rubio, ISIS
- 42:28is a big topic of conversation on Facebook. We
- 42:31have a map that shows the conversation about
- 42:33ISIS around the country. You propose sending
- 42:37a larger number of American ground troops to
- 42:40help defeat ISIS in Syria and Iraq. But military
- 42:43commanders... say the biggest ISIS threat to
- 42:46Europe in particular now is coming from Libya,
- 42:49not Syria. So just to be clear, if you're for
- 42:52putting more U .S. ground troops in Iraq and
- 42:55Syria, are you also ready to send U .S. ground
- 42:57troops on the ground in Libya? Well, Brett, what
- 43:00I've argued from the very beginning is ISIS,
- 43:01in order to defeat ISIS, you must deny them operating
- 43:04spaces. This is how ISIS or any radical group,
- 43:06for that matter, can grow. It's how al -Qaeda
- 43:08was able to carry out 9 -11. is that the Taliban
- 43:11gave them an operating space in Afghanistan.
- 43:13Today, that operating space has largely been
- 43:15based in Iraq and Syria, but I've been warning
- 43:17about the Libyan presence. for the better part
- 43:19of two years. So they need to be targeted wherever
- 43:21they have an operating space. They do need to
- 43:23be defeated on the ground by a ground force made
- 43:26up primarily of Sunni Arabs themselves. This
- 43:28is a radical Sunni movement. They can only be
- 43:31defeated if they are driven out and the territories
- 43:33held by Sunni Arabs. But it will require a significant
- 43:36number of American special operators in combination
- 43:39with an increase in airstrikes. And that will
- 43:42include, if necessary, operating spaces in Libya,
- 43:45which, in fact, they are using to project into
- 43:47the Sinai against Egypt and ultimately into Europe
- 43:50as well. Governor Kasich, would you put ground
- 43:52troops in Libya? Well, first of all, just to
- 43:55be clear, not only did I serve for 18 years on
- 43:58the Defense Committee, more than anybody on this
- 44:00stage, but secondly, I was called into the Pentagon
- 44:02after 9 -11 to help Secretary Rumsfeld with some
- 44:05of his difficulties. I will say, look, let me
- 44:08tell you what happened with Libya, and I pointed
- 44:09out in the last debate. Hillary Clinton worked
- 44:12aggressively to depose Muammar Gaddafi. We had
- 44:16no business doing it. He was working with us.
- 44:18He was cooperating with us. He denuclearized.
- 44:21And now they pushed him out, and now we have
- 44:24a fertile ground for ISIS. Fortunately, in Libya,
- 44:27there's only a few cities on the coast because
- 44:29most of Libya is a desert. The fact of the matter
- 44:32is we absolutely have to be, and not just with
- 44:35special forces. I mean, that's not going to work.
- 44:37Come on, you've got to go back to the invasion
- 44:39when we pushed Saddam Hussein out of Kuwait.
- 44:42We have to be there on the ground in significant
- 44:44numbers. We do have to include our Muslim Arab
- 44:47friends to work with us on that. And we have
- 44:50to be in the air. And it should be a broad coalition
- 44:53made up of the kinds of people that were involved
- 44:55when we defeated Saddam. Now, you've got to be
- 44:58on the ground and in the air both in Syria and
- 45:01Iraq. And at some point, we will have to deal
- 45:03with Libya. I am very concerned about ISIS getting
- 45:06their hands on the oil fields in Libya and being
- 45:08able to fund their operations. The fact is, cool,
- 45:12calm, deliberate, effective, take care of the
- 45:16job and then come home. That's what we need to
- 45:19do with our military foreign policy. Mr. Trump,
- 45:23just yesterday, almost 100 foreign policy experts
- 45:28signed on to an open letter refusing to support
- 45:31you, saying you're embracing EXPANSIVE USE OF
- 45:35TORTURE IS INEXCUSABLE. GENERAL MICHAEL HAYDEN,
- 45:38FORMER CIA DIRECTOR, NSA DIRECTOR, AND OTHER
- 45:40EXPERTS HAVE SAID THAT WHEN YOU ASK THE U .S.
- 45:42MILITARY TO CARRY OUT SOME OF YOUR CAMPAIGN PROMISES,
- 45:46SPECIFICALLY TARGETING TERRORIST FAMILIES AND
- 45:49ALSO THE USE OF INTERROGATION METHODS MORE EXTREME
- 45:52THAN WATERBOARDING, THE MILITARY WILL REFUSE
- 45:54BECAUSE THEY 'VE BEEN TRAINED TO TURN DOWN AND
- 45:57REFUSE ILLEGAL ORDERS. So what would you do as
- 46:01commander -in -chief if the U .S. military refused
- 46:03to carry out those orders? They won't refuse.
- 46:06They're not going to refuse me. Believe me. But
- 46:08they're illegal. Let me just tell you. You look
- 46:10at the Middle East. They're chopping off heads.
- 46:13They're chopping off the heads of Christians
- 46:15and anybody else that happens to be in the way.
- 46:18They're drowning people in steel cages. And now
- 46:21we're talking about waterboarding. This really
- 46:24started with Ted. A question was asked of Ted.
- 46:27last two debates ago about waterboarding. And
- 46:30Ted was, you know, having a hard time with that
- 46:32question, to be totally honest with you. They
- 46:34then came to me, what do you think of waterboarding?
- 46:36I said, it's fine. And if we want to go stronger,
- 46:38I'd go stronger too. Because frankly, that's
- 46:41the way I feel. Can you imagine, can you imagine
- 46:45these people, these animals over in the Middle
- 46:48East that chop off heads, sitting around talking
- 46:51and seeing that we're having a hard problem with
- 46:54waterboarding? We should go for waterboarding
- 46:56and we should go tougher than waterboarding.
- 46:58But targeting terrorist families? I'm a leader.
- 47:03I'm a leader. I've always been a leader. I've
- 47:05never had any problem leading people. If I say
- 47:09do it, they're going to do it. That's what leadership
- 47:11is all about. Even targeting terrorist families?
- 47:14Well, look. you know when a family uh flies into
- 47:18the world trade center a man flies into the world
- 47:20trade center and his family gets sent back to
- 47:22where they were going and i think most of you
- 47:25know where they went and by the way it wasn't
- 47:26iraq but they went back to a certain territory
- 47:29they knew what was happening the wife knew exactly
- 47:32what was happening they left two days earlier
- 47:34with respect to the world trade center and they
- 47:37went back to where they went And they watched
- 47:39their husband on television flying into the World
- 47:41Trade Center, flying into the Pentagon, and probably
- 47:44trying to fly into the White House, except we
- 47:46had some very, very brave souls on that third
- 47:49plane. All right? Senator Cruz, you have no problem
- 47:52with it. Ted Cruz. Brett, you know, I think the
- 47:57American people understand that yelling and cursing
- 48:00at people doesn't make you a tough guy. We need
- 48:03a commander -in -chief. That number one will
- 48:06rebuild the military, just like Ronald Reagan
- 48:08did in 1981, coming out of the weak Jimmy Carter
- 48:10administration. He passed tax reform and regulatory
- 48:13reform. The economy took off. It generated millions
- 48:16in high -paying jobs, trillions in new revenue.
- 48:19He rebuilt the military, bankrupted the Soviet
- 48:22Union, and won the Cold War. As president...
- 48:25I will do the exact same thing with radical Islamic
- 48:28terrorism. We will rebuild this military so that
- 48:31it remains the mightiest fighting force on the
- 48:33face of the planet. And then when I am commander
- 48:36in chief, every militant on the face of the earth
- 48:39will understand that if they go and join ISIS,
- 48:42if they wage jihad against the United States
- 48:44of America, they are signing their death warrant.
- 48:49Senator Cruz, in 2013, you said you were open.
- 48:53You were open to the possibility that Edward
- 48:55Snowden had performed a considerable public service,
- 48:59you said back then, in revealing certain aspects
- 49:01of the NSA procedures. Many of your colleagues
- 49:04in the Senate, including Senator Rubio, called
- 49:07him a traitor. It took you until January of this
- 49:09year to call him a traitor and say he should
- 49:12be tried for treason. Why the change of heart
- 49:15and why did it take you so long? Well, Brett,
- 49:17as someone who spent much of his life in law
- 49:19enforcement, I believe you should start with
- 49:21the facts and evidence first before ending up
- 49:22with the verdict. When the news first broke of
- 49:25the United States government engaging in massive
- 49:28surveillance on American citizens, that was a
- 49:30very troubling development, and it's why the
- 49:32United States Congress acted to correct it. Now,
- 49:35at the same time, I said in that initial statement
- 49:38that if the evidence indicated that Edward Snowden
- 49:41violated the law, he should be prosecuted for
- 49:43violating the law. And indeed, since then, the
- 49:46evidence is clear that not only did Snowden violate
- 49:48the law, but it appears he committed treason.
- 49:51Treason is defined under the Constitution as
- 49:53giving aid and comfort to the enemies of America.
- 49:56And what Snowden did... made it easier for terrorists
- 49:59to avoid detection. And Snowden's comments afterwards
- 50:02and his behavior afterwards, he fled to Russia,
- 50:05he fled to China. His conducts afterwards indicates
- 50:08that he was not a whistleblower, but instead
- 50:10he was undermining the ability to defend this
- 50:13country. But we need a president who isn't rash,
- 50:15who doesn't just pop off at the hip, but waits
- 50:18to see what the facts are and then acts to defend
- 50:20this country. Mr. Trump, you've repeatedly deflected
- 50:26calls for specific national security or defense
- 50:29policy plans with the claim that you'll ask the
- 50:32best people when you become president and take
- 50:35their advice. So who are the best people? Can
- 50:37you reveal two or three names that you trust
- 50:40for national security? I think Richard Haass
- 50:43is excellent. I have a lot of respect for him.
- 50:45I think General Kane is excellent. I think that
- 50:48I like Colonel Jacobs very much. I see him. I
- 50:52know him. I have many people that I think are
- 50:55really excellent, but in the end, it's going
- 50:56to be my decision. When you just asked the question
- 50:59about Snowden, I will tell you, right from the
- 51:02beginning, I said he was a spy, and we should
- 51:05get him back. And if Russia respected our country,
- 51:08they would have sent him back immediately. But
- 51:10he was a spy. It didn't take me a long time to
- 51:13figure that one out, believe me. But I would
- 51:16get the best people, people that I'd be comfortable
- 51:18with, and we will do the right thing. Brett,
- 51:21it's very interesting to note. I think it's for
- 51:23the good of the record here that they took a
- 51:25survey of foreign policy magazines, 700 foreign
- 51:28policy experts. Who would be the best person
- 51:30to conduct foreign policy of all the candidates
- 51:33in the race? I received 55 percent of the vote.
- 51:36Jeb Bush received 30 percent of the vote. and
- 51:39everybody else, none of them made double digits.
- 51:41And that's because you have to have the experience.
- 51:44And, you know, we hear about Ronald Reagan rebuilding
- 51:46the military. I was there when Ronald Reagan
- 51:49rebuilt the military. I worked with him. I was
- 51:52there when Ronald Reagan rebuilt the economy.
- 51:54I was there, and I worked with him. I knew Ronald
- 51:57Reagan. And I'll leave it right there with what
- 52:00comes after that. You can figure that one out.
- 52:02Governor Kasich, thank you. We're going to have
- 52:05more Quest break in a minute. Mr. Trump. One
- 52:11of the things people love about you is they believe
- 52:13you tell it like it is. But time and time again
- 52:16in this campaign, you have actually told the
- 52:19voters one thing only to reverse yourself within
- 52:21weeks or even sometimes days. We've teed up just
- 52:25three examples in a videotape similar to those
- 52:27we used with Senator Rubio and Senator Cruz in
- 52:31the last debate. The first is on whether the
- 52:34war in Afghanistan was a mistake. Watch. What
- 52:37about in Afghanistan? Do you believe that American
- 52:39boots should stay on the ground in Afghanistan
- 52:41to stabilize the situation? We made a terrible
- 52:44mistake getting a second after they leave. Iraq
- 52:51was going to collapse after we leave. About Afghanistan.
- 52:53You said we made a terrible mistake getting involved
- 52:56there in the first place. We made a mistake going
- 52:58into Iraq. I've never said we made a mistake
- 53:01going into Afghanistan. Our question was about
- 53:02Afghanistan. That day on October 6th was about
- 53:04Afghanistan. Okay, it wouldn't matter. I'd never
- 53:07said it. Next, on whether we should accept the
- 53:10Syrian refugees. Should I respond to that first?
- 53:11Two more and then you'll have the floor. Next,
- 53:13on whether we should accept the Syrian refugees.
- 53:15Should be here a long time. On whether we should
- 53:17accept the Syrian refugees. Do you object to
- 53:20migrants who are getting out of the Middle East
- 53:23and North Africa? Do you object to them coming
- 53:25to the USA? I hate the concept of it, but on
- 53:29a humanitarian basis with what's happening, you
- 53:32have to. It's living in hell in Syria. There's
- 53:34no question about it. They're living in hell.
- 53:36Are you saying absolutely People from Syria,
- 53:39the Middle East, should we allow any of them
- 53:41into this country? Look, from a humanitarian
- 53:44standpoint, I'd love to help, but we have our
- 53:46own problems. We have so many problems that we
- 53:49have to solve. Most recently, on whether President
- 53:52George W. Bush lied to get us into the Iraq war.
- 53:56They lied. They said there were weapons of mass
- 53:59destruction, there were none, and they knew there
- 54:01were none. I don't know if he lied or not. He
- 54:03could have lied. Maybe he did, maybe he didn't.
- 54:06I guess you'd have to ask him. And there are
- 54:09many other examples. So how is any of this telling
- 54:12it like it is? Well, in Afghanistan, I did mean
- 54:14Iraq. I think you have to stay in Afghanistan
- 54:15for a while because of the fact that you're right
- 54:18next to Pakistan, which has nuclear weapons,
- 54:20and we have to protect that. Nuclear weapons
- 54:22change the game. And I was always against going
- 54:25into Iraq. In fact, believe me, I was always
- 54:28against it. There were some cases where I sort
- 54:31of, in one interview with a great friend of mine,
- 54:33and yours, Howard Stern, said that... I said
- 54:39very meekly, long before we went in, I said very
- 54:42meekly, well, maybe, maybe, I don't know. By
- 54:45the time it got to that point, I was always against
- 54:47Iraq. But Afghanistan, I felt, and in that one,
- 54:50if you notice, I corrected it the second day.
- 54:53Okay? Second question? There are several examples,
- 54:56Mr. Trump. We went through the Afghanistan being
- 54:58a mistake. Within one day, you reversed yourself
- 55:01on Syrian refugees. Let me explain that. You're
- 55:03right. Let me explain. First time the question
- 55:06had been put to me, it was very early on, the
- 55:08migration had just started, and I had heard that
- 55:11the number was a very, very small number. By
- 55:13the second day, two or three days later, I heard
- 55:15the number was going to be thousands and thousands
- 55:18of people. You know, when they originally heard
- 55:20about it, they were talking about bringing very,
- 55:21very small numbers in. And I said, begrudgingly,
- 55:24well, I guess maybe that's okay. It was not like,
- 55:28let's bring them in. because I think we should
- 55:30build a safe zone. Really, what we should be
- 55:33doing is building safe zones so they can stay
- 55:35in their own country and not go all over. And
- 55:38at least this way, we're not going to have the
- 55:39problem. That's what we have to do. But just
- 55:42to say, because I fully understand what you're
- 55:44asking, when I first heard the question, first
- 55:46time the question was ever asked to me, first
- 55:48time I really had known about the question, the
- 55:50migration had just started, I was very much like,
- 55:54okay. by the time i went back and studied it
- 55:57and they they were talking about bringing thousands
- 55:59and thousands i changed my tune and i don't think
- 56:02there's anything wrong with that but the point
- 56:03i'm going for is you change your tune on so many
- 56:06things and that has some people saying what is
- 56:09his core megan i have a very strong call i have
- 56:13a very strong But I've never seen a successful
- 56:17person who wasn't flexible, who didn't have a
- 56:20certain degree of flexibility. You have to have
- 56:23a certain degree of flexibility. You can't, for
- 56:26instance, let's say on the second question, you
- 56:29can't say it's okay and then you find out it's
- 56:32not okay and you don't want to do anything. You
- 56:34have to be flexible because you learn. Before
- 56:37I knew the question was asked by Bill and the
- 56:40next day or the couple of days later The question
- 56:43was asked by by you know, I was asked by a number
- 56:45of people actually I was asked by Sean But I
- 56:48was asked by a number of people But by that time,
- 56:50the number had increased significantly. Sean
- 56:52was the next day after Bill. The next day. But
- 56:55I had learned. I mean, nobody had ever asked
- 56:57me the question. This was brand new. But I really
- 56:59mean it. You have to show a degree of flexibility.
- 57:02If you're going to be one way and you think it's
- 57:05wrong, does that mean the rest of your life you
- 57:07have to go in the wrong direction because you
- 57:08don't want to change? I did 200 meetings in New
- 57:17Hampshire. I don't know how many in Michigan
- 57:19now. And in these town halls, people come in,
- 57:21and they're very emotional meetings. And you
- 57:23know what they really want to know? If somebody
- 57:25tells them something, can they believe it? And
- 57:28the reason why people are so upset in this country
- 57:31is because politicians all the time tell them
- 57:34what they want to hear, and they go to Washington
- 57:36or they go to the state capitol, wherever, and
- 57:40they don't deliver on those promises. You know,
- 57:42when I ran for governor of Ohio, I said not only
- 57:44would we balance the budget, but we would cut
- 57:46taxes. People said it can't be done. I wouldn't
- 57:48have said it if I didn't believe it. We cut taxes
- 57:51in Ohio more than any governor in the country,
- 57:53$5 billion worth of tax cuts. We are now running
- 57:57a surplus in Ohio. But you see, what's getting
- 58:00in the hearts and souls of people is they want
- 58:03change, and they keep putting outsiders in to
- 58:07bring about the change. Then the change doesn't
- 58:09come. Then they put more outsiders in. because
- 58:12we're putting people in that don't understand
- 58:14compromise, they don't understand policy, and
- 58:16people are getting more and more frustrated with
- 58:19the system, which is why we must pick somebody
- 58:21that has a record of achievement, not just talk,
- 58:25not just talk, but a record of achievement. That's
- 58:27how we'll restore credibility. This is not just
- 58:28about flexibility. There's a difference between
- 58:31flexibility and telling people whatever you think
- 58:33you need to say to get them to do what you want
- 58:35them to do. And that's what Donald has done throughout
- 58:38his career. Well, he did. That's why Trump University
- 58:40is so relevant here. I saw this video last week
- 58:43where he's sitting in front of a camera saying,
- 58:45we're going to hire the best people and I'm going
- 58:47to handpick them. And they're going to be handpicked
- 58:49instructors, the best instructors in the world.
- 58:50One of them, by the way, was a manager at a Buffalo
- 58:52Wild Wing. And that's who they hired to do this.
- 58:55And people borrowed money and they signed up
- 58:57for this fake university. And these people owe
- 59:00all of us money now, and they got nothing in
- 59:02return for it, but you were willing to say whatever
- 59:04you had to say to get them to give you their
- 59:06money. We're not going to do that to our country.
- 59:08By the way, just so you understand, this is a
- 59:12case I could have settled very easily, but I
- 59:14don't settle cases very easily when I'm right.
- 59:1698 % approval rating. We have an A from the Better
- 59:20Business Bureau. We have a 98 % approval rating
- 59:22of people that took the course. We have an A
- 59:25from the Better Business Bureau, and people like
- 59:28it. He's saying that he learned. We have many,
- 59:31many people that will be witnesses. Again, I
- 59:33don't settle cases. I don't do it because that's
- 59:35why I don't get sued very often, because I don't
- 59:37settle, unlike a lot of other people. We have
- 59:40a situation where we will win in court. But many
- 59:43of the people that are witnesses did tremendously
- 59:45well and made a lot of money by taking the course.
- 59:49Go ahead, Senator. You're going to see. You're
- 59:50going to see. You don't know. Go ahead. It's
- 59:52Senator Rubio. No, no. It's wrong. No, no. Before
- 59:55they had the information. Go on my website, MarcoRubio
- 59:57.com. Before they had the information. Wait,
- 59:59wait. Senator Rubio. Senator Rubio, stand by.
- 1:00:01Let him finish his point quickly. Once they had
- 1:00:03the information, it is right now an A. Once they
- 1:00:06had the information, it got switched. The only
- 1:00:09reason it was a D was because we didn't care,
- 1:00:12we didn't give them the information. When they
- 1:00:13got the information, it became an A. With respect,
- 1:00:18we went back and looked at this. The rating from
- 1:00:21the Better Business Bureau was a D minus. That's
- 1:00:24the last publicly available rating. In 2010,
- 1:00:27and it was a result of the number of complaints
- 1:00:29they had received. But it was elevated to an
- 1:00:30A. It was never elevated. That's never been publicly
- 1:00:33released. It was elevated to an A. I could give
- 1:00:34it to you. I will give it to you. I will give
- 1:00:36it to you tomorrow. Let's just bring the viewers
- 1:00:37up to speed. Let's just bring the viewers up
- 1:00:38to speed. It was elevated to an A. Let me just
- 1:00:40set the record, and then you guys can have at
- 1:00:42it. There was Trump University, which was a business
- 1:00:44that you started. And it was marketed to many
- 1:00:46people. And now there is a class action of over
- 1:00:495 ,000 plaintiffs against you, Mr. Trump. And
- 1:00:52it involves veterans, and it involves teachers.
- 1:00:55all so -called little guys, working class and
- 1:00:58lower working class and middle class, who say
- 1:01:01that they were fleeced, who say it was a scam.
- 1:01:03The class has been certified, and in that case...
- 1:01:07You countersued the lead plaintiff, alleging
- 1:01:09that you were being defamed. That case was thrown
- 1:01:12out against her. The lead plaintiff is now getting
- 1:01:14out of the case because it's so bad for her.
- 1:01:17But what happened was— Excuse me. The lead plaintiff
- 1:01:20signed a letter saying how great it was and is
- 1:01:22on tape saying how great it was. Okay, but stand
- 1:01:24by. But what happened in that case was— You countersued
- 1:01:29her. The court threw out your countersuit and
- 1:01:31made you pay almost $800 ,000 in legal fees of
- 1:01:33hers. And you made this same argument about 98
- 1:01:36% of the people being happy with Trump University.
- 1:01:39And that woman in particular signing a survey
- 1:01:41saying she liked it while someone was standing
- 1:01:43over her shoulder. She's getting out of the case.
- 1:01:44She's trying to get out of the case now because
- 1:01:46her case doesn't hold up. Stand by. This is what
- 1:01:48the Court of Appeals found. They said that the
- 1:01:50plaintiffs against you are like the Madoff victims.
- 1:01:53Oh, give me a proof. This is what the Court of
- 1:01:55Appeal said. Give me a proof. They found that
- 1:01:57victims of con artists often sing the praises
- 1:02:00of their victimizers until they realize they
- 1:02:03have been fleeced. You know what? Let's see what
- 1:02:05happens in court. This is a civil case. Very
- 1:02:08easy to have settled. Could settle it now. Very
- 1:02:10easy to have settled. This is civil. Let's see
- 1:02:13what happens at the end of a couple of years
- 1:02:14when this case is over. It's been going for five
- 1:02:16years. Yeah, it's been going for a long time.
- 1:02:19Go ahead, Senator. I spoke to one of the people
- 1:02:20yesterday. I spoke to one of the victims yesterday.
- 1:02:23One. One of the victims. This gentleman. No,
- 1:02:24there's several. Obviously, there's so many,
- 1:02:26I can't talk to them every day. I spoke to one
- 1:02:28of them yesterday. They told me exactly what
- 1:02:29happened. They signed up for this course because
- 1:02:31they believe Mr. Trump was this fantastic businessman
- 1:02:34that Donald's going to teach him all the tricks
- 1:02:35of the trade. They signed up. They paid $15 ,000
- 1:02:39for this course. They were asked for additional
- 1:02:41money for this course. If they really wanted
- 1:02:43the real secrets of success, they had to pay
- 1:02:45even more money. And so they did. And you know
- 1:02:47what they got in these courses? Stuff you can
- 1:02:49pull off of Zillow. When they finally realized
- 1:02:52what a scam it was, they asked for their money
- 1:02:54back, and you refused to give them their money
- 1:02:56back. You gave many people their money back.
- 1:02:57Then why don't you tonight say you're going to
- 1:02:59give them money back? Let me just see. Okay,
- 1:03:01Senator Rubio, let him answer. Let him answer.
- 1:03:04Go ahead, Mr. Trump. We will see who's right
- 1:03:05at the end of a few years. But all of the people,
- 1:03:08almost all of the people, many, many people signed
- 1:03:11what's called a report card at the end. Did you
- 1:03:12like the course? How did you like it? Almost
- 1:03:14all of them said it was terrific, okay? With
- 1:03:17letters, with this. Some of them are on tape
- 1:03:19saying it was terrific. Let's see what happens
- 1:03:22at the end of three years. With respect, Mr.
- 1:03:24Trump, one -third of the plaintiffs in that case
- 1:03:25demanded refunds. So it's not the case that 98
- 1:03:28% were pleased with what they got. I gave some
- 1:03:30refunds to people. Because if they asked for
- 1:03:32the refunds at a certain period of time, and
- 1:03:34we gave refunds to people. But let's see what
- 1:03:37happens at the end of three years. Let's see
- 1:03:39who's right. It's still a pending litigation.
- 1:03:42It's called pending litigation. Megan, this is
- 1:03:44why this is relevant to this election. All right,
- 1:03:46Senator Rubio, then Senator Cruz. This is why,
- 1:03:47because he's trying to do to the American voter
- 1:03:49what he did to the people that signed up for
- 1:03:51this course. He's making promises he has no intention
- 1:03:54of keeping. And it won't just be $36 ,000 that
- 1:03:57they lose. It's our country that's at stake here.
- 1:04:00The future of the United States in the most important
- 1:04:02election in a generation. And he is trying to
- 1:04:04con people into giving them their vote, just
- 1:04:06like he conned these people into giving them
- 1:04:08their money. Let me tell you, the real con artist.
- 1:04:10Excuse me. Excuse me. The real con artist is
- 1:04:15Senator Marco Rubio, who was elected in Florida
- 1:04:18and who has the worst voting record in the United
- 1:04:21States Senate. He doesn't go to vote. He's absent.
- 1:04:24He doesn't go. Now, the people of Florida can't
- 1:04:27stand him. He couldn't get elected dog catcher.
- 1:04:29The people of Florida. The people of Florida,
- 1:04:32and by the way, I know he's going to spend $25
- 1:04:35million on ads. Without that, he wouldn't have
- 1:04:37a chance. He's 20 points down. The people in
- 1:04:39Florida wouldn't elect him dog catcher. He couldn't
- 1:04:43get any. He is right now 21 points down to me.
- 1:04:47And, you know, again, there'll be a lot of advertising.
- 1:04:50It's the only thing that might save him, but
- 1:04:52I doubt it. I'm coming to you next, but go ahead.
- 1:04:55He scammed the people of Florida. He scammed.
- 1:04:57He doesn't vote. He doesn't show up in the U
- 1:05:00.S. Senate. He doesn't vote. He scammed the people.
- 1:05:03He defrauded the people of Florida. With respect,
- 1:05:06you've made that point. Go ahead. There's no,
- 1:05:08as you can see in his answer, it's always the
- 1:05:10same thing. He defrauded the people of Florida,
- 1:05:12little Marco. He's defrauded people out of things,
- 1:05:14and not just, by the way, on the issue of Trump
- 1:05:17University. He had another development in Mexico
- 1:05:20that he had nothing to do with except his name
- 1:05:22on the building. People put money into that building.
- 1:05:25That was a licensing. They lost their money.
- 1:05:26Yeah, and a licensing, but you told them you
- 1:05:27owned the building. So they gave him his money.
- 1:05:29They lost their money time and again. Stand by.
- 1:05:31He has cheated people out of their money. I will
- 1:05:33come back to you. Senator Cruz wants to weigh
- 1:05:34in. You're coming back. Go ahead. Megan, let
- 1:05:36me just ask the voters at home. Is this the debate
- 1:05:39you want playing out in the general election?
- 1:05:42The stakes in this election are too high. For
- 1:05:45seven years, millions of Americans, we've been
- 1:05:48struggling. Wages have been stagnating. People
- 1:05:50are hurting. Our constitutional rights are under
- 1:05:52assault. And if we nominate Donald, we're going
- 1:05:55to spend the fall and the summer... with the
- 1:05:59Republican nominee facing a fraud trial. Oh,
- 1:06:02stop it. With Hillary Clinton saying, why did
- 1:06:05you give my campaign and my foundation $100 ,000?
- 1:06:09It's a minor civil case. And with Hillary Clinton
- 1:06:11pointing out that he supported her four times
- 1:06:15in her presidential race. It's a minor civil
- 1:06:17case. Donald, learn not to interrupt. There are
- 1:06:19many, many civil cases. Count to ten, Donald.
- 1:06:22Count to ten. Count to ten. The stakes are too
- 1:06:27high, and if you were one of the 65 to 70 percent
- 1:06:29of Republicans who recognize that nominating
- 1:06:32Donald would be a disaster. then I ask you to
- 1:06:35come join us. If you're supporting other candidates,
- 1:06:37come join us. We welcome you to our team because
- 1:06:40we've demonstrated not once, not twice, not three
- 1:06:43times, but five separate times we have beat Donald.
- 1:06:46And if you don't want him to be the nominee,
- 1:06:49then I ask you to stand with us as a broad coalition
- 1:06:53of people who believe in the Constitution, believe
- 1:06:55in freedom, and want to turn this country around.
- 1:06:58Go ahead, Mr. Trump. The floor is yours. I don't
- 1:07:02believe these politicians. All talk, no action.
- 1:07:05I'm standing here listening to him. I'm hearing
- 1:07:07him say about a percentage. CNN, he gets 15.
- 1:07:12That means 85%, based on what you're saying,
- 1:07:15of the people don't dig you, number one. Number
- 1:07:18one. Is that a correct statement? How do you
- 1:07:20get 15? Are you at 15 in the new CNN poll? Do
- 1:07:23you believe in CNN? I mean, I know we're with
- 1:07:25Fox. But CNN spent a lot of money in a poll,
- 1:07:30just came out. I'm at 49, he's at 15. He tells
- 1:07:34me about 65 % of the people. It's not 65 % of
- 1:07:38the people. If you go by that, 85 % of the people.
- 1:07:41Then he goes, we have five. Well, excuse me,
- 1:07:45I won 10 states. If you listen to him, it's like,
- 1:07:49I won 10 states. Everybody knows that on Super
- 1:07:53Tuesday, Trump was the winner. There wasn't one
- 1:07:55person that didn't say that. Even the two people
- 1:07:58on your left and right said we did a great job.
- 1:08:00So how does he take five and say it's better
- 1:08:04than 10? I am by far the leader, but if you listen
- 1:08:07to a politician, he'll try and convince you otherwise.
- 1:08:09Senator Cruz, go. All right, well, Donald lives
- 1:08:12by the polls every day. He tweets by the polls.
- 1:08:15He's told us to look to the CNN poll. Well, that's
- 1:08:17a very good poll to look to because that CNN
- 1:08:19poll showed that head -to -head Donald Trump
- 1:08:22loses to Hillary Clinton by eight points. He
- 1:08:25doesn't just lose close. He loses by eight points.
- 1:08:29That same poll he told you to look at shows me
- 1:08:32beating Hillary Clinton. We cannot mess this
- 1:08:35up. And by the way, the last four polls in a
- 1:08:38row, when you nominate a candidate, who literally
- 1:08:41has been on every side of every issue and in
- 1:08:43the course of this debate may be on two other
- 1:08:46sides before we're done. That's not how you win
- 1:08:49and the stakes are too high. I'm going to let
- 1:08:51you respond to that, Mr. Trump. I'm going to
- 1:08:55go to you, Governor. You're up next. Me beating
- 1:08:57Hillary Clinton and very, very easily. Okay.
- 1:09:00Do you want to weigh in? Look, honestly, when
- 1:09:04I see people... at these meetings, these town
- 1:09:07halls, where we take massive questions, and I
- 1:09:09get to spend time with them. Last night, there
- 1:09:12was a woman that came to tell me about the loss
- 1:09:15of her 15 -year -old son, who took his own life.
- 1:09:20See, there's people in this country, and Ted's
- 1:09:22right, their wages haven't gone up for so long.
- 1:09:26They see the rich getting richer, they believe,
- 1:09:28and they're not moving, and they put their money
- 1:09:30in a bank, and they got no interest on their
- 1:09:32money. They received none. And their sons or
- 1:09:35daughters are living in the basement because
- 1:09:38they can't get a good job after they rang up
- 1:09:40so much college debt. What people are hungry
- 1:09:42for is, who can fix this? People want to know,
- 1:09:46what can you do? to solve the problems in Washington,
- 1:09:50to make sure that we have stronger job growth
- 1:09:53and better wages. But you know what else they're
- 1:09:55yearning for? They want to believe that they
- 1:09:57have the power to fix things where they live,
- 1:09:59and they want the power back so they can begin
- 1:10:02to do things in their community. Now listen,
- 1:10:05this has been going on for a long time here,
- 1:10:06and I appreciate the discussion back and forth.
- 1:10:10But there are a lot of people out there yearning
- 1:10:12for somebody who's going to bring America back,
- 1:10:16both at the leadership level and in the neighborhood,
- 1:10:19where we can begin to reignite the spirit of
- 1:10:22the United States of America. And let's stop
- 1:10:24fighting. Governor, thank you. Gentlemen, thank
- 1:10:29you. Much more to come. We are here in Detroit.
- 1:10:35The top issues in Michigan, according to Facebook,
- 1:10:38are displayed in a word cloud. You're taking
- 1:10:40a look at the second biggest issue. is clean
- 1:10:43water. That, of course, is directly tied to the
- 1:10:45situation in Flint. Senator Rubio, Bernie Sanders,
- 1:10:49and Hillary Clinton have both been to Flint.
- 1:10:51They are both running ads in this state focusing
- 1:10:54on that, focusing on supporting Flint and fixing
- 1:10:58the problems, showing images of people in Flint
- 1:11:01thankful that they're there. Without getting
- 1:11:03into the political blame game here, where are
- 1:11:05the national Republicans' plans on infrastructure
- 1:11:09and solving problems like this? If you talk to
- 1:11:11people in this... this state, they are really
- 1:11:13concerned about Flint on both sides of the aisle.
- 1:11:16So why haven't GOP candidates done more or talked
- 1:11:20more about this? Well, I know I've talked about
- 1:11:22it, and others in our campaign have talked about
- 1:11:24it, and other candidates have talked about it
- 1:11:26as well. What happened in Flint was a terrible
- 1:11:28thing. It was a systemic breakdown at every level
- 1:11:31of government, at both the federal and partially
- 1:11:33at both the state and partially at the federal
- 1:11:36level as well. And by the way, the politicizing
- 1:11:39of it, I think, is unfair because I don't think
- 1:11:40that someone woke up one morning and said, let's
- 1:11:43figure out how to poison the water system to
- 1:11:45hurt someone. But accountability is important.
- 1:11:48I will say I give the governor credit. He took
- 1:11:50responsibility for what happened. And he's talked
- 1:11:52about people being held accountable and the need
- 1:11:54to change this. Governor Snyder. But here's the
- 1:11:57point. This should not be a partisan issue. The
- 1:11:58way the Democrats have tried to turn this into
- 1:12:00a partisan issue, that somehow Republicans woke
- 1:12:03up in the morning and decided, oh, it's a good
- 1:12:05idea to poison some kids with lead. It's absurd.
- 1:12:07It's outrageous. It isn't true. All of us are
- 1:12:09outraged by what happened, and we should work
- 1:12:11together to solve it. And there is a proper role
- 1:12:14for the government to play at the federal level
- 1:12:16in helping local communities to respond to a
- 1:12:18catastrophe of this kind, not just to deal with
- 1:12:21the people that have been impacted by it. but
- 1:12:23to ensure that something like this never happens
- 1:12:24again. Thank you, Senator. Governor Kasich, the
- 1:12:27city of Detroit has long suffered with urban
- 1:12:30blight, broken streetlights, dilapidated and
- 1:12:33vacant houses, and so on. In 2013, Detroit actually
- 1:12:37declared bankruptcy, which helped, but the schools
- 1:12:39here remain a big problem. They're $3 .5 billion
- 1:12:42in debt and are some of the most troubled and
- 1:12:45poorly testing in the country. The kids too often
- 1:12:47go to classrooms that are unsafe. Falling apart,
- 1:12:51infested with rodents and insects? Experts say
- 1:12:54the schools could go bankrupt by next month.
- 1:12:56Question to you. If the federal government bailed
- 1:12:58out the auto industry here in Detroit, should
- 1:13:01it also bail out the Detroit schools? Well, look,
- 1:13:04first of all, I think the mayor now is controlling
- 1:13:07the schools. This is not much different than
- 1:13:08what happened in Cleveland, Ohio, where the African
- 1:13:11-American Democrat mayor, the union, and business
- 1:13:15leaders came to see me and said, would you help
- 1:13:17us to pass legislation? to really create a CEO
- 1:13:20environment so that we can take control of the
- 1:13:23schools. We even invested in a buyout plan where
- 1:13:26we bought out the teachers who had been there
- 1:13:28a long time because there were so many young
- 1:13:30teachers who had been laid off who were so enthusiastic
- 1:13:32to get back in the schools. It worked beautifully.
- 1:13:35Cleveland's coming back. The Cleveland schools
- 1:13:37are coming back because of a major overhaul.
- 1:13:40It's the same thing that has to happen in all
- 1:13:42of our urban schools. And frankly, look. If I
- 1:13:45were president, I'd take 104 federal programs,
- 1:13:48bundle them into four buckets, and send it to
- 1:13:52the states because fixing schools rests at the
- 1:13:55state and the local level and particularly at
- 1:13:57the school board level. Now, I also believe...
- 1:14:01I also believe that you need to introduce vocational
- 1:14:04education in those schools. You need mentoring
- 1:14:06in those schools. And you need to have a situation
- 1:14:09where people can have an alternative form to
- 1:14:12get a degree. And you need school choice, both
- 1:14:15vouchers and charter schools. All of those things
- 1:14:18can come together to help Megan. And here's the
- 1:14:21bottom line. And I'll go quickly. We as adults
- 1:14:25have to fight in our neighborhoods, in our communities
- 1:14:28for our children's education. Put the politics
- 1:14:31aside and everyone in this room can play a role
- 1:14:34in lifting their schools and lifting the students
- 1:14:37who are in those schools because too much politics
- 1:14:40gets in the middle of it and where we focus as
- 1:14:42adults and put children first, we see tremendous
- 1:14:46results. And the people of this town are going
- 1:14:48to rise and they need to be involved. Thank you.
- 1:14:53For half a century, as you all know, Detroit
- 1:14:56was the symbol of America's industrial might.
- 1:15:00300 ,000 manufacturing jobs in this city. At
- 1:15:05last count, there are now fewer than 30 ,000
- 1:15:08manufacturing jobs here, and the unemployment
- 1:15:11rate in this city is 11%, twice the national
- 1:15:15average. Senator Cruz, I know that you have general
- 1:15:19plans for tax reform, but what... What specifically
- 1:15:23would you do to bring manufacturing jobs back
- 1:15:27to America and train residents of cities like
- 1:15:30Detroit to do those jobs? Well, Chris, thank
- 1:15:34you for that question. Let me start by observing
- 1:15:36that Detroit is a great city with a magnificent
- 1:15:39legacy that has been utterly decimated by 60
- 1:15:44years of failed left -wing policies. You know,
- 1:15:49Henry Ford... revolutionized automobile manufacturing
- 1:15:53and brought automobiles to the middle class.
- 1:15:56During World War II, Detroit provided, funded
- 1:16:00the arsenals of democracy to help us win World
- 1:16:02War II. In the 1960s, Detroit was the Silicon
- 1:16:07Valley of America. It had a population of 2 million
- 1:16:10people, had the highest per capita income in
- 1:16:13the country. And then for 50 years, Left -wing
- 1:16:17Democrats have pursued destructive tax policies,
- 1:16:20weak crime policies, and have driven the citizens
- 1:16:23out. This city now has just 700 ,000 citizens.
- 1:16:28There are vacant homes, one after the other after
- 1:16:30the other. Crime has been rampant, and it is
- 1:16:33an outrage. And let me say to folks in the media,
- 1:16:35that is a story that the media ought to be telling
- 1:16:38over and over again, the destruction of left
- 1:16:41-wing policies and the millions who have hurt
- 1:16:44because of it. Well, I was going to say, I'll
- 1:16:46give you 30 seconds to try to answer my question.
- 1:16:49What specifically would you do to bring manufacturing
- 1:16:52jobs back to Detroit and to train the residents
- 1:16:56here to do those jobs? The way you bring manufacturing
- 1:16:59back to America is, number one, you lift the
- 1:17:01regulations. As president, I will repeal Obamacare,
- 1:17:04the biggest job killer in America. I will pull
- 1:17:07back the federal regulators, the EPA, and all
- 1:17:09the regulators that are killing small businesses
- 1:17:11and manufacturing. and my tax plan which is a
- 1:17:14very very detailed plan on the website tedcruz
- 1:17:17.org is what's called border adjustable we get
- 1:17:20rid of all the taxes we get rid of the corporate
- 1:17:22income tax and the death tax and and the obamacare
- 1:17:25taxes and the payroll tax and we replace it with
- 1:17:28a 16 business flat tax that is border adjustable
- 1:17:32which means all exports entirely tax -free and
- 1:17:36all imports pay the 16 % business flat tax that's
- 1:17:40a 32 % differential what that will do Chris is
- 1:17:44bring millions of manufacturing jobs back to
- 1:17:48this country bring the steel industry back to
- 1:17:50this country create an environment where when
- 1:17:52we compete on a fair and level playing field
- 1:17:55American ingenuity can beat anyone but right
- 1:17:58now the federal government isn't giving us a
- 1:18:00level playing thank you senator Gentlemen, the
- 1:18:03next series of questions will be on social issues.
- 1:18:06Governor Kasich, the last debate, you were asked
- 1:18:09a question about religious liberty and a hypothetical
- 1:18:12situation where a same -sex couple approaches
- 1:18:14a cupcake maker to do their wedding. Here's what
- 1:18:17you said. If you're in the business of selling
- 1:18:21things, if you're not going to sell to somebody
- 1:18:23you don't agree with, today I'm not going to
- 1:18:25sell to somebody who's gay, then tomorrow maybe
- 1:18:29I won't sell to somebody who's divorced. Governor,
- 1:18:32some faith leaders got nervous about that answer.
- 1:18:35Do gay marriage dissenters have rights? Well,
- 1:18:40look, first of all, I try to be a man of faith
- 1:18:43every day as best as I can. And I try to focus
- 1:18:47in my faith on the do's and I think the don'ts
- 1:18:50will take care of themselves once I get the do's
- 1:18:52right, which is humility and loving my enemy
- 1:18:54and caring for my neighbor. But secondly, I look.
- 1:18:58You're in the commerce business. You want to
- 1:19:00sell somebody a cupcake? Great, okay? But now
- 1:19:02if they ask you to participate in something you
- 1:19:04really don't like, that's a whole other issue,
- 1:19:07okay? Another issue. Here's what I like to see
- 1:19:10happen. The Supreme Court ruled, I don't agree
- 1:19:12with the ruling. I'm in favor of marriage between,
- 1:19:15you know, traditional marriage, a man and a woman.
- 1:19:17What I hope was going to happen after the Supreme
- 1:19:19Court ruling is things would settle down. If
- 1:19:22you go to a photographer to take pictures at
- 1:19:24your wedding and he says, I'd rather not do it.
- 1:19:27find another photographer don't sue them in court
- 1:19:29you know what the problem is in our country in
- 1:19:35our country we need to learn to respect each
- 1:19:38other and be a little bit more tolerant for one
- 1:19:40another and at the end of the day don't go to
- 1:19:42court can't we have common sense in america that's
- 1:19:45the way it used to be and there was a book written
- 1:19:48called the death of common sense we need to bring
- 1:19:50it back but at the end of the day If somebody
- 1:19:53is being pressured to participate in something
- 1:19:55that is against their deeply held religious beliefs,
- 1:19:58then we're going to have to think about dealing
- 1:20:00with a law. But you know what? I'd rather people
- 1:20:03figure this out without having to put another
- 1:20:05law in the books and have more arguments in this
- 1:20:07country. Why don't we come together as a country,
- 1:20:09respect one another, love one another, and lift
- 1:20:12this country? I think that's what people want.
- 1:20:15So, thanks for asking. Senator Cruz, the U .S.
- 1:20:21Supreme Court obviously declared same -sex marriage
- 1:20:23legal in all 50 states, a decision you have criticized.
- 1:20:27Given the current status of the law, do you believe
- 1:20:30a gay couple should be able to adopt? Well, listen,
- 1:20:34adoption is decided at the state level, and I
- 1:20:36am a believer in the 10th Amendment and the Constitution.
- 1:20:39I would leave the question of marriage to the
- 1:20:41states. I would leave the question of adoption
- 1:20:43to the states. That's the way it's been. for
- 1:20:46two centuries of our nation's history until five
- 1:20:48unelected judges in an illegitimate and wrong
- 1:20:52decision decided to seize the authority over
- 1:20:55marriage and wrongfully tear down the marriage
- 1:20:57laws of all 50 states. Now, integrally connected
- 1:21:01to this is the question of religious liberty,
- 1:21:04and at the last debate... One of my colleagues
- 1:21:06on this stage said on the question of religious
- 1:21:08liberty and Supreme Court nominees that he'd
- 1:21:11be willing to compromise and negotiate. I can
- 1:21:13tell you, for me, there are areas that we should
- 1:21:16compromise on. Marginal tax rates, we can reach
- 1:21:18a middle ground on. But when it comes to core
- 1:21:21principles and convictions, when it comes to
- 1:21:23the Constitution and Bill of Rights, I can tell
- 1:21:26the men and women at home, I will never compromise
- 1:21:28away your religious liberty. And for me, Brett,
- 1:21:32religious liberty... has been a lifelong passion.
- 1:21:36I've spent two decades defending religious liberty,
- 1:21:38including defending the Ten Commandments before
- 1:21:41the U .S. Supreme Court and winning, defending
- 1:21:43the Pledge of Allegiance before the Supreme Court
- 1:21:45and winning, and defending the Mojave Desert
- 1:21:47Veterans Memorial, a lone white Latin cross that
- 1:21:51was erected to honor the men and women who gave
- 1:21:53their lives in World War I. I represented three
- 1:21:56million veterans for free defending that memorial,
- 1:21:59and we won 5 -4 before the Supreme Court. Senator,
- 1:22:01thank you. Senator Cruz definitely avoided saying
- 1:22:06your name, Mr. Trump, but I think he was referring
- 1:22:08to you and your religious liberty answer. Would
- 1:22:10you like to respond? I have nothing to say. I
- 1:22:12mean, I generally speaking agree with what he
- 1:22:14said. I would have certainly have rather left
- 1:22:17it to the states. I was always in favor. I was
- 1:22:19very surprised when they came up with that decision.
- 1:22:22I would have preferred had it been left to the
- 1:22:25states, and I think most people would have preferred
- 1:22:27that. Senator Rubio, the late Supreme Court Justice
- 1:22:30Antonin Scalia, a conservative icon, obviously,
- 1:22:32pointed out in United States v. Heller that like
- 1:22:36most rights, the Second Amendment right is not
- 1:22:39unlimited. Just like the First Amendment doesn't
- 1:22:41allow you to go into a theater and yell fire,
- 1:22:44he said the Second Amendment leaves room to regulate
- 1:22:47guns. So do you agree with Justice Scalia? And
- 1:22:51if so, what limits would you draw around the
- 1:22:54Second Amendment? As few as possible. The Second
- 1:22:56Amendment, as I've said before, is not a suggestion.
- 1:22:59It is the constitutional right of every American
- 1:23:01to protect themselves and their families. It
- 1:23:03is a right that it is the Second Amendment for
- 1:23:06a reason. It is right after the defense of the
- 1:23:08freedom of speech for a reason. For clearly the
- 1:23:11founders of our nation understood and the framers
- 1:23:13of the Constitution understood that you cannot
- 1:23:15have life and you cannot have liberty and you
- 1:23:17cannot pursue happiness if you are not safe.
- 1:23:20And the Second Amendment, when people talk about
- 1:23:22gun laws, what they need to realize is criminals
- 1:23:24don't follow gun laws. They're criminals. By
- 1:23:27definition, they ignore the law. But the gun
- 1:23:29rights of Americans, if you are talking to a
- 1:23:32law -abiding citizen and a gun owner like myself,
- 1:23:34if you pass a law, I will follow whatever the
- 1:23:36law is. A criminal will not do it. They will
- 1:23:38continue to pursue these guns on the black market
- 1:23:41where they then go out and commit crimes and
- 1:23:43they steal guns from each other. Gun laws are
- 1:23:45not effective. They simply do not provide for
- 1:23:48safety. But they do, however, ensure that law
- 1:23:50-abiding people don't have access to weapons
- 1:23:52to protect themselves and guns to protect themselves.
- 1:23:55But criminals will always be well -armed. They
- 1:23:57don't care about the law. follow the law. We
- 1:23:59will protect the Second Amendment when I'm president
- 1:24:01of the United States. Mr. Trump, you were once
- 1:24:04a supporter of an assault weapons ban. So do
- 1:24:07you think there should be any restrictions on
- 1:24:09the Second Amendment? I'm a big defender of the
- 1:24:11Second Amendment. And if you look at what's happened,
- 1:24:13whether it's in California, where you had the
- 1:24:1514 people killed, whether it's in Paris, which,
- 1:24:17by the way, has the toughest gun laws in the
- 1:24:19world, and 130 people killed, many, many people
- 1:24:22in the hospital gravely injured. They will be
- 1:24:25dying. Many people will be dying in addition.
- 1:24:27If we had guns or if they had guns on the other
- 1:24:30side of the room with the bullets going in the
- 1:24:33opposite direction, you would not have had 130
- 1:24:35people killed. That I can tell you right now.
- 1:24:37So I'm a very, very big supporter of the Second
- 1:24:41Amendment. But in 2000, you wrote in your book,
- 1:24:44I generally oppose gun control, but I support
- 1:24:46the ban on assault weapons. I don't support it
- 1:24:48anymore. I do not support the ban on assault.
- 1:24:51Senator Cruz. Any limits to the Second Amendment?
- 1:24:54Well, listen, unlike Donald, I would not support
- 1:24:59banning firearms. In that instance, Bill Clinton
- 1:25:01banned many of the most popular firearms in America.
- 1:25:04And by the way, the study showed that ban did
- 1:25:06nothing to reduce violent crime. It just took
- 1:25:09away the Second Amendment rights of law -abiding
- 1:25:11citizens. And let me point out, you know, it
- 1:25:14is easy for political candidates to have rhetoric
- 1:25:17and say, I support the Second Amendment. But
- 1:25:19you cannot say that and at the same time say
- 1:25:22what Donald just said, which is that on the question
- 1:25:24of Supreme Court nominees, he wants to compromise
- 1:25:27and reach a middle ground with Harry Reid and
- 1:25:30Chuck Schumer. That's what he said in the last
- 1:25:31debate. And any justice that Harry Reid and Chuck
- 1:25:34Schumer sign off on. I did not say that. And
- 1:25:36I would point out Harry Reid and Chuck Schumer
- 1:25:38are both Democrats that Mr. Trump has written
- 1:25:40checks to repeatedly. Any justice that those
- 1:25:44two sign off on is going to be a left -wing judicial
- 1:25:46activist who will undermine religious liberty,
- 1:25:49and we are one vote away from the Hillary decision
- 1:25:51being overturned, which would effectively erase
- 1:25:55the Second Amendment from the Bill of Rights.
- 1:25:57If you care about the Second Amendment, then
- 1:26:00you need to ask, who on this stage do you know
- 1:26:02will appoint principled constitutionalists to
- 1:26:05the court and not cut a deal with your Second
- 1:26:07Amendment rights? We're listening to the all
- 1:26:11-talk, no -action politician, and he was the
- 1:26:14primary supporter of John Roberts, who gave us
- 1:26:18Obamacare. No, it's not. You take a look. He
- 1:26:20was the primary supporter. He pushed John Roberts
- 1:26:23and pushed him and pushed him, and Bush ultimately
- 1:26:26appointed him. He got appointed, and when it
- 1:26:28came his time to raise his hand and kill Obamacare,
- 1:26:31not once but twice, he let us down, and he did
- 1:26:34the wrong thing. This is the man that was the
- 1:26:37primary supporter. And you can read Law Journal.
- 1:26:41You can read whatever you want to read. I've
- 1:26:43read plenty of it. There was no stronger supporter
- 1:26:45of John Roberts than him. And it was a very,
- 1:26:48very big mistake. Quickly, Senator Cruz. You
- 1:26:50know, Donald has a tenuous relationship with
- 1:26:53the truth. I wrote one op -ed. supporting President
- 1:26:58Bush's nomination after he made it. I would not
- 1:27:01have made that nomination. But let me point out,
- 1:27:03if Donald actually cared about... That is not
- 1:27:05what you said in the op -ed. Donald, please,
- 1:27:07I know it's hard not to interrupt, but try. But
- 1:27:08it's not what you said in the op -ed. Breathe,
- 1:27:11breathe, breathe. You can do it. You can breathe.
- 1:27:15I know it's hard. I know it's hard, but just...
- 1:27:17When they're done with the yoga, can I answer
- 1:27:19a question? You cannot. I really hope that we
- 1:27:24don't see yoga on this stage. Well, he's very
- 1:27:26flexible, so you never know. Fred, you cannot,
- 1:27:33in fact, care about conservative Supreme Court
- 1:27:38justices. and support Jimmy Carter for president.
- 1:27:41You cannot care about conservative Supreme Court
- 1:27:43justices and support John Kerry for president,
- 1:27:46as Donald did. You cannot care about conservative
- 1:27:48Supreme Court justices and support Harry Reid
- 1:27:50for Senate majority leader. And you cannot care
- 1:27:53about conservative Supreme Court justices and
- 1:27:55write four checks to Hillary Clinton for her
- 1:27:58to be president if you care at all about the
- 1:28:01Second Amendment or religious liberty or anything
- 1:28:03else. Gentlemen, we're going to move on. Thank
- 1:28:05you very much. We want to talk about some more
- 1:28:06policy questions coming up. And coming up, and
- 1:28:12gentlemen, we're going to focus for a bit now
- 1:28:14on foreign policy. Senator Rubio, you like to
- 1:28:17take a shot at Mr. Trump on the campaign trail,
- 1:28:19saying that negotiating a hotel deal in a foreign
- 1:28:23country is not foreign policy. The other day,
- 1:28:26you even compared him to Kim Jong -un, the North
- 1:28:29Korean leader, as lunatics trying to get a hold
- 1:28:32of nuclear weapons. Please tell Mr. Trump why
- 1:28:35he's unprepared. to be commander -in -chief?
- 1:28:38Well, first of all, I think as we've seen throughout
- 1:28:40this campaign, Donald has not shown a seriousness
- 1:28:42about the issues of foreign policy. He just simply
- 1:28:44hasn't. Whether it was the structure of our military,
- 1:28:47even today he was asked a question about the
- 1:28:49issue of commanders not following his lead on
- 1:28:52killing the family of terrorists, and his answer
- 1:28:54basically was, if I tell them to do it, they're
- 1:28:56going to do it. That's just not true. Foreign
- 1:28:59policy is not only consequential, I think much
- 1:29:01of our future now depends on it. You know, I
- 1:29:03see a lot of young people at my events around
- 1:29:05the country. I feel great when they come. And
- 1:29:08I always tell them that despite the hardships
- 1:29:09of the moment, I honestly believe that today's
- 1:29:12millennials have a chance to be the greatest
- 1:29:14generation we've had in 100 years. I really do.
- 1:29:17Because the world today has hundreds of millions
- 1:29:20of people that can afford to be their clients,
- 1:29:21their customers, their partners, people they
- 1:29:23collaborate with. But that won't happen if the
- 1:29:26world is dangerous and it's unstable. And that
- 1:29:28will require strong American leadership. The
- 1:29:30next president of the United States is going
- 1:29:32to have eight years of a mess of a foreign policy
- 1:29:34to clean up. That's why it can't be Hillary Clinton.
- 1:29:36And quite frankly, that's why it can't be someone
- 1:29:38who simply has not shown the intellectual curiosity
- 1:29:41or the interest in learning about these very
- 1:29:44complicated issues. And Donald simply hasn't.
- 1:29:46Mr. Trump, your response. Well, let me just say
- 1:29:51this. I've gotten to know Marco over a period
- 1:29:54of time. Believe me, he is not a leader. believe
- 1:29:58me and that doesn't answer the question is not
- 1:30:04a leader and frankly when i say they'll do as
- 1:30:07i tell them they'll do as i tell them and that's
- 1:30:11very it's very simple it's very simple we are
- 1:30:14in a very dangerous place we have a depleted
- 1:30:17military totally depleted we have by the way
- 1:30:19our vets are treated horribly we're going to
- 1:30:21take care of our vets we're going to start taking
- 1:30:23care of our vets properly like we should But
- 1:30:26we're going to build up our military, and we're
- 1:30:28going to get the equipment we want, not the equipment
- 1:30:30that's sold to us by somebody that gave him and
- 1:30:33him and not the governor campaign contributions,
- 1:30:35okay? We're going to get the equipment that the
- 1:30:38generals and the soldiers want. I will prove
- 1:30:41to be a great leader. And, you know, it's very
- 1:30:44interesting. We talk about the polls. Every single
- 1:30:46poll, when it comes to ISIS and the military
- 1:30:48and the border, say by far Trump is the best.
- 1:30:51Mr. Trump, your time is up. I just want a couple
- 1:30:54of points. Once again, he was pressed on a policy
- 1:30:56issue to show his understanding of the foreign
- 1:30:58policy, and his reaction was just to attack somebody
- 1:31:00else with a name. Here's the bottom line, and
- 1:31:02I'm going to repeat it again. The world today
- 1:31:04is as complicated and as complex as it has been.
- 1:31:07certainly in the lifetime of anybody here today.
- 1:31:09You indeed do have a lunatic in North Korea with
- 1:31:11nuclear weapons. You indeed do have the Chinese
- 1:31:13government taking over the most important shipping
- 1:31:16lane in the world. And Vladimir Putin, who you've
- 1:31:18expressed admiration for... Wrong. Well, you've
- 1:31:21expressed admiration. Wrong. Someone you see
- 1:31:23as a strong leader is now dividing Europe up.
- 1:31:25He said very good things about me, and I said
- 1:31:28that's wonderful. I'm going to finish my statement
- 1:31:29here. And he's also sowing instability in the
- 1:31:31Middle East. You have Iran is going to get $100
- 1:31:33billion of sanctions relief. You have radical
- 1:31:36jihadists spreading all over the world. This
- 1:31:38is a time for seriousness on these issues. You
- 1:31:40have yet to answer a single serious question
- 1:31:42about any of this. Will you give us a detailed
- 1:31:45answer about foreign policy anytime you're asked
- 1:31:47on it? let me just tell you first of all i've
- 1:31:50been hearing this man so long talking about putin
- 1:31:53putin said about me i didn't say about putin
- 1:31:56putin said very nice things about me and i say
- 1:31:59very nicely wouldn't it be nice if actually we
- 1:32:02could get along with russia we could get along
- 1:32:05with foreign countries instead of spending trillions
- 1:32:08and trillions of dollars you're talking about
- 1:32:10flint michigan you're talking about places we
- 1:32:14need to rebuild the infrastructure of our country
- 1:32:16wouldn't it be nice if we got along with the
- 1:32:18world and maybe russia could help us in our Quests
- 1:32:22to get rid of ISIS, et cetera, et cetera. Gentlemen,
- 1:32:25you both have had a chance to talk a couple of
- 1:32:28times. I'd like to move on to Senator Cruz. Senator,
- 1:32:32we have some breaking news tonight. North Korea's
- 1:32:34dictator, Kim Jong -un, has ordered that country's
- 1:32:38nuclear weapons to be made ready at a moment's
- 1:32:42notice. And this comes just hours after the U
- 1:32:45.N. Security Council announced that approved
- 1:32:47the toughest sanctions in two decades against
- 1:32:50that country. Assume you're President Cruz tonight.
- 1:32:53What do you do? Well, you're right. The news
- 1:32:56is very disturbing that Kim Jong -un has put
- 1:32:58their nuclear weapons on ready state. I'm glad
- 1:33:00that we're sending another carrier group to the
- 1:33:02South China Sea. I'm glad that Congress passed
- 1:33:04sanctions on North Korea. But this is all the
- 1:33:07result of the failures of the Clinton administration
- 1:33:09two decades ago that negotiated a deal with North
- 1:33:13Korea, lifting the sanctions, allowing billions
- 1:33:15of dollars to flow in, and they used that money
- 1:33:18to develop nuclear weapons in the first place.
- 1:33:21Now we're in a much harder position. When you
- 1:33:23have a lunatic with nuclear weapons, to some
- 1:33:25extent it constrains your options. We need to
- 1:33:27be moving the carrier group to the South China
- 1:33:32Seas. We need to be putting in place... missile
- 1:33:35defense, such as the THAAD missile defense system
- 1:33:38in South Korea. We need to be pursuing space
- 1:33:40-based missile defense. One of the advantages
- 1:33:42of space -based missile defense is that if you
- 1:33:45have a missile launch in North Korea or you have
- 1:33:47a missile launch in Iran, a space -based missile
- 1:33:50defense can take out one or two or three missiles
- 1:33:53before it can cross over and do damage. And we
- 1:33:56also need to be putting pressure on China because
- 1:33:58North Korea is effectively a client state of
- 1:34:01China. All of that will happen with a strong
- 1:34:04commander in that is devoted to keeping this
- 1:34:06country safe. Thank you, Senator. Governor Kasich,
- 1:34:09I want to move back to the debate that we heard
- 1:34:11earlier about Vladimir Putin in December. After
- 1:34:14Vladimir Putin had some nice things to say about
- 1:34:17Donald Trump, calling him bright and talented,
- 1:34:19your campaign ran a video suggesting that Trump
- 1:34:24might name the Russian president as its running
- 1:34:27mate. Here's a clip. I'll have to see this. If
- 1:34:31elected, Trump promised that the dictatorial
- 1:34:33duo would quote, make tyranny great again. I
- 1:34:37think I'd get along very well with Vladimir Putin.
- 1:34:40I just think so. That was your campaign video,
- 1:34:47sir. That was a pretty good one. Well, okay.
- 1:34:50Sir, if I may ask my question. I think you were
- 1:34:54kidding. But it was your video. And the serious
- 1:34:58question is, because the suggestion is, do you
- 1:35:00think that Donald Trump is naive about the threat
- 1:35:04that Vladimir Putin represents? I'm not biting.
- 1:35:07Let me just take you around the world, okay?
- 1:35:09Let me... Look. I'm going to take you very quickly.
- 1:35:21In Russia, we need to tell them we're going to
- 1:35:23arm the Ukrainians with defensive lethal weapons.
- 1:35:25And we're going to tell Putin, if you attack
- 1:35:27anybody in Eastern Europe in NATO, you attack
- 1:35:30Finland and Sweden, which is not in NATO, consider
- 1:35:32it an attack on us. And he will understand that.
- 1:35:35Secondly, I would tell the Chinese, you don't
- 1:35:37own the South China Sea. Stop hacking us. And
- 1:35:40we're going to brief up our cyber command, and
- 1:35:42we're going to be in a position to be able to
- 1:35:44take out your systems if you continue to do this.
- 1:35:46Now, let's move over into the Middle East. The
- 1:35:49Egyptians, they know they're on their last legs
- 1:35:51there because of the attack from ISIS. Jordanians
- 1:35:55really have been our friends. They know that
- 1:35:57they're at risk. So do the Saudis. So do the
- 1:36:00Gulf states. They are our allies. really, or
- 1:36:02have similar aims, we need to bring them closer
- 1:36:04to us. Turkey, a critical avenue to the Middle
- 1:36:08East. We have to bring them towards the West
- 1:36:10and not towards the East. And we have to be joint
- 1:36:13and have good human intelligence. That's kind
- 1:36:16of a semi -trip around the world. And if you
- 1:36:17gave me more time, I'd finish the trip. Governor,
- 1:36:20thank you. Thank you. Coming up, a final question
- 1:36:22and closing statement. Let's get back at it.
- 1:36:28Gentlemen, this is the last question of the night.
- 1:36:30It has been a long time since our first debate
- 1:36:33seven months ago in Cleveland. A lot has transpired
- 1:36:37since then, obviously, including an RNC pledge
- 1:36:40that all of you signed agreeing to support the
- 1:36:44party's nominee and not to launch an independent
- 1:36:47run. Tonight... In 30 seconds, can you definitively
- 1:36:51say you will support the Republican nominee even
- 1:36:55if that nominee is Donald J. Trump? Senator Rubio,
- 1:36:59yes or no? I'll support the Republican nominee.
- 1:37:02Mr. Trump, yes or no? I'll support Donald if
- 1:37:04he's the Republican nominee, and let me tell
- 1:37:06you why. Because the Democrats have two people
- 1:37:08left in the race. One of them is a socialist.
- 1:37:10America doesn't want to be a socialist country.
- 1:37:12If you want to be a socialist country, then move
- 1:37:15to a socialist country. The other one... is under
- 1:37:18FBI investigation. And not only is she under
- 1:37:20FBI investigation, she lied to the families of
- 1:37:23the victims of Benghazi. And anyone who lies
- 1:37:26to the families of victims who have lost their
- 1:37:28lives in the service of our country can never
- 1:37:30be the commander -in -chief of the United States.
- 1:37:33We must defeat Hillary Clinton. Senator Cruz,
- 1:37:35yes or no, you will support Donald Trump if he's
- 1:37:37the nominee? Yes, because I gave my word that
- 1:37:40I would. And what I have endeavored to do every
- 1:37:43day in the Senate... is do what I said I would
- 1:37:45do. You know, just on Tuesday, we saw an overwhelming
- 1:37:47victory in the state of Texas, where I won Texas
- 1:37:50by 17%. And I will say it was a powerful affirmation
- 1:37:54that the people who know me best, the people
- 1:37:56who I campaigned to, made promises that if you
- 1:37:58elect me, I'll lead the fight against Obamacare,
- 1:38:01I'll lead the fight against amnesty, I'll lead
- 1:38:03the fight against our debt, and I will fight
- 1:38:05for the Bill of Rights and your rights every
- 1:38:06day, that the people of Texas said, you have
- 1:38:09kept your word, and that's what I'll do as president.
- 1:38:11Governor Kasich, yes or no, would you support
- 1:38:13Donald Trump as the Republican nominee? Yeah,
- 1:38:15and I kind of think that before it's all said
- 1:38:18and done, I'll be the nominee. But let me also
- 1:38:20say... Let me also say, remember, I'm the little
- 1:38:26engine that can. Look, when you're in the arena,
- 1:38:30and we're in the arena, and the people out here
- 1:38:32watch, we're in the arena, we're traveling, we're
- 1:38:34working, we spend time away from our family.
- 1:38:36When you're in the arena, you enter a special
- 1:38:39circle, and you want to respect the people that
- 1:38:41you're in the arena with. So if he ends up as
- 1:38:44the nominee, sometimes he makes it a little bit
- 1:38:46hard, but, you know. I will support whoever is
- 1:38:50the Republican nominee for president. Mr. Trump,
- 1:38:53I'm going to ask you a version of the same question
- 1:38:55as we saw today with Mitt Romney. The Never Trump
- 1:38:58movement is gaining steam. Some people are talking
- 1:39:01about contributing millions of dollars to try
- 1:39:03to stop you. Again today, you raised the possibility
- 1:39:05that you might run as an independent if you feel
- 1:39:09you're treated unfairly by the Republican Party.
- 1:39:11So I'm going to phrase the question that the
- 1:39:14other three people on the stage just got. Can
- 1:39:17you definitively say tonight that you will definitely
- 1:39:20support the Republican nominee for president,
- 1:39:23even if it's not you? Even if it's not me? Let
- 1:39:30me just start off by saying something. 30 seconds,
- 1:39:32sir. Okay, that I'm very, very proud of. Millions
- 1:39:35and millions of people have come to the Republican
- 1:39:37Party over the last little while. They've come
- 1:39:40to the Republican Party. And by the way, the
- 1:39:42Democrats are losing people. This is a trend
- 1:39:45that's taken place. It's the biggest thing happening
- 1:39:47in politics. And I'm very proud to be a part
- 1:39:50of it. And I'm going to give them some credit,
- 1:39:52too, even though they don't deserve it. But the
- 1:39:54answer is yes, I will. Yes, you will support
- 1:39:57the nominee of the party. Yes, I will. It's now
- 1:40:03time for your closing statements. Governor Kasich,
- 1:40:05we'll start with you. Well, ladies and gentlemen,
- 1:40:09I love being here in Michigan, and I want to
- 1:40:12say to all of you here that I have a record of
- 1:40:14being able to solve some of the biggest problems.
- 1:40:17It's not just talk, and it's not theory. I did
- 1:40:19it in Washington by helping people get into a
- 1:40:22healthier economic situation. I've done it in
- 1:40:24Ohio, and as we've made progress in Ohio, we've
- 1:40:26left no one behind. We've not left behind the
- 1:40:29mentally ill, the drug addicted, the working
- 1:40:31poor, the developmentally disabled, and we have
- 1:40:33raised our minority community. President of the
- 1:40:36United States, I will go back to Washington,
- 1:40:39I will take the formulas that I used, and I will
- 1:40:42fix the problems in Washington, and you'll work
- 1:40:45with me as I send you power to fix your communities,
- 1:40:49your neighborhoods, your state, and together
- 1:40:51we'll restore the spirit of America, and I know
- 1:40:53you want that. Thank you. Senator Rubio, 30 -second
- 1:40:57closing statement. I know this has been an unusual
- 1:41:01election cycle as it continues, and there's a
- 1:41:03lot of problems in America, and people are truly
- 1:41:05hurting. But this election is not just about
- 1:41:07confronting our problems. It's also about embracing
- 1:41:09our opportunities. I believe the 21st century
- 1:41:12holds the potential to be the greatest era in
- 1:41:14the history of the United States if we get this
- 1:41:16election right and if we act now. If we do, if
- 1:41:19we do what needs to be done, we can leave our
- 1:41:21children as the freest and most prosperous Americans
- 1:41:24that have ever lived. And the 21st century can
- 1:41:26be the greatest era in the amazing story of America.
- 1:41:29So I ask everyone to vote for me and join our
- 1:41:31effort at MarcoRubio .com. Senator Cruz, your
- 1:41:35closing statement. I want to talk to every soldier
- 1:41:39and sailor and airman and Marine. I want to talk
- 1:41:41to every mom and dad and sister and brother and
- 1:41:44son and daughter of someone fighting for this
- 1:41:46country. For seven years, you've had a commander
- 1:41:48in chief that doesn't believe in you, that sends
- 1:41:50you into combat with rules of engagement that
- 1:41:53tie your arms behind your back. That is wrong.
- 1:41:55It is immoral. And in January 2017, it will end.
- 1:42:00I want to also talk. To all the police officers
- 1:42:03and firefighters and first responders who have
- 1:42:05been left behind with this president starting
- 1:42:08in January 2017, I will have your back. Mr. Trump,
- 1:42:15your closing statement. Thank you. I am going
- 1:42:19to bring jobs back. to the United States like
- 1:42:22nobody else can. We're going to fix our very
- 1:42:24depleted military. We're going to take care of
- 1:42:27our vets. We're going to strengthen our borders.
- 1:42:30And you're going to be very, very proud of this
- 1:42:32country in just a few years if I'm elected president.
- 1:42:35Thank you.
