- 1:05Now, closing out our show today, we are speaking with one final
- 1:08candidate. He is a Democrat, former Senate
- 1:11President, former state senator, Democrat and socialist Troy
- 1:15Jackson. Troy, welcome back to Inside
- 1:17MAIN. Hey Aaron, how you doing?
- 1:19I got to tell you, it's such an honor for you to take a break
- 1:22from palling around with Bernie Sanders and Graham Plattner to
- 1:26find time for us and our audience over here.
- 1:28I am deeply appreciate it, Troy. Well, I always got time for you.
- 1:32Aaron Wednesday So Bernie's coming back again with you.
- 1:34Where are you doing? You what's?
- 1:36What's the event you got coming up?
- 1:38Over Memorial Day weekend, Sunday in Orono and then Monday
- 1:44down in Portland. Wow.
- 1:45You know, it's, it's that's got some like big star power now.
- 1:49You've been running for a while now.
- 1:50Now people are starting to pay attention.
- 1:52You've had to go to these different forums and debates and
- 1:56spend time with your rivals. As you seek this Democrat
- 1:58nomination, what's become clear to you in those sessions about
- 2:02how you distinguish yourself from the other candidates and
- 2:07what makes you a better choice than them?
- 2:10Yeah. Well, I mean, you're, you're
- 2:12absolutely right. We've done a lot of these events
- 2:14and and what I see and get frustrated about is a lot of
- 2:19things that we're talking about are things that I've already
- 2:22done or been trying to do in the main legislature.
- 2:25And, you know, either childcare, putting money in the housing,
- 2:31going after big pharma on prescription drugs.
- 2:33I mean, that's something that you remember whenever you were
- 2:36working at the legislature. You know, these are all things
- 2:38that I've already done or tried to do and, and why we need to do
- 2:42more. You know, I just have the record
- 2:44that shows that, you know, I've already fought for these things
- 2:47and and that's why I'm running for governor because when we
- 2:50tried to, you know, enact some of these things, unfortunately,
- 2:53the bills got vetoed. Now, you of course experienced
- 2:57that both under Governor LePage and under Governor Mills.
- 3:00Now, the Legislature is is pretty dysfunctional always.
- 3:05And maybe it was designed to be that way.
- 3:08But knowing that, you know, you've seen what's happened this
- 3:09session with Democrats kind of at odds with each other, with
- 3:12Republicans kind of shut out of any decisions.
- 3:15How do you breakthrough some of that dysfunction to advance the
- 3:17policies you want to advance? Yeah, Well, I mean, you know,
- 3:22certainly when I started, you know, people said, well, it's
- 3:26more partisan now than it ever has been.
- 3:28And now you know, 20 years later, he.
- 3:31Said hold my beer. I wish we could.
- 3:34Yeah, we could get back to that. But I mean, you know, I used to
- 3:39work with, you know, Josh Tardy. I mean, I used to work with, you
- 3:42know, when I was chair of the IFW committee, I worked with
- 3:45Republicans all the time. And, and you know, I trying to
- 3:50be obviously decent and understand what people are going
- 3:53through, understand where they're coming from.
- 3:57I think is, is the way listening to people more than anything.
- 3:59Now it's no doubt that, you know, some of the partisanship,
- 4:03you know, I probably have for participated in, but you know, I
- 4:06think the biggest thing for me is that I don't believe in
- 4:09income tax cuts for wealthy people.
- 4:11What I wanted to do always was give property tax relief.
- 4:13And, and I think regardless where you come from in the state
- 4:17regards what your party is, people can see how property
- 4:20taxes are exploding and, and we should be able to work together
- 4:24on those things, you know, And so I think if we can just focus
- 4:29in on the things that we actually agree on, which there
- 4:32are many, I think there's no reason why we can't work
- 4:36together. But, you know, focusing on
- 4:38things that, you know, neither one of us want or we're 100%
- 4:45against on is going to be always a recipe for bickering,
- 4:49fighting, stuff like that. You know, I mean, Republicans
- 4:52have good ideas and I want to listen to them.
- 4:56But you know, we can't just settle on the things that
- 4:58there's no way in hell we're going to be able to change.
- 5:01Yeah, no, Well, that that's a good point.
- 5:03You talk about the tax breaks for for millionaires or
- 5:05whatever. What do you say though about,
- 5:07you know, the session the governor and the legislature
- 5:10decided not to do tax conformity for the no tax on trip tips and
- 5:14no tax on overtime pay. Do that think that was a mistake
- 5:17this session? Well, I don't know if it was a
- 5:20mistake, but I certainly think that there's, there's room to,
- 5:24to look at those things and see, you know, if, if it is possible
- 5:29to, to help, I mean, or, or, or get those things enacted.
- 5:32I mean, I, I don't think Democrats should ever be totally
- 5:36opposed to something like that because, you know, in the past
- 5:39we've done things that, you know, came from Republican
- 5:43leaders and they were good for the people of state of Maine.
- 5:46You know, So I, I don't know what the, the losses were as far
- 5:50As for general fund, I don't know how it actually would have
- 5:53worked for some people. I mean, on, on the overtime,
- 5:56stuff like that. From what I understood, it was
- 5:58only covered so, so much. And then you're going to have to
- 6:02file on it at the end of the year anyway.
- 6:03So I'd have to understand the details more, you know, being in
- 6:07there, but I don't think there's any reason why anything like
- 6:10that shouldn't be discussed and and tried to hammer out.
- 6:14Well, it sounded like they didn't want to give up the
- 6:15revenue. That's what I heard.
- 6:16They didn't want to take the revenue.
- 6:17That's how Janet had to kind of propose it.
- 6:19And, you know, Sean Moody, who hosts this show as well, it's
- 6:22one of the things he's most worked up on.
- 6:23He says, you know, any of the things that we should be able to
- 6:25agree on, we should agree on that.
- 6:27The other thing he wanted me to ask you about, Troy, is Sean's,
- 6:29you know, really concerned about the fact that Maine's economy
- 6:32showed 0% growth and there's a lot of opposition for, you know,
- 6:37tax incentives for R&D investment and for
- 6:40manufacturing. I know you've been critical of
- 6:43some tax incentives in the past. You've also supported others.
- 6:46How do you think about tax incentives for businesses doing
- 6:49business in Maine and having employment here in Maine?
- 6:53Absolutely. I mean if we can write tax
- 6:56incentives for businesses that actually provide the jobs that
- 7:00we believe are good for the state of Maine, provide the
- 7:02opportunities for, you know, working class people, then I
- 7:06have no problem with tax incentives.
- 7:08I mean, as you know, I mean, Governor Page worked on the
- 7:11index expansion, you know, just a couple years ago, we brought a
- 7:16tax incentive to do Mccrum sale processing up in Arista County,
- 7:21which actually helped the fail industry a lot.
- 7:23But like in that one there, we wrote into that that the
- 7:25potatoes had to come from Maine farmers.
- 7:28And that's what my argument is about tax incentives is let's
- 7:31make sure when we give the tax incentives, that is creating the
- 7:34jobs that we want and it's, you know, helping the people in this
- 7:38this economy. I mean, I'd love to, you know,
- 7:41help out with the hardwood industry right now.
- 7:44I'd love to bring a business to Maine, you know, to use some of
- 7:47the hardwood. But but I, I'm only going to do
- 7:49that if it helps Maine loggers and, and Maine land owners.
- 7:53I mean, that's something I feel very strongly about.
- 7:55But tax incentives is something I'm willing to do anytime.
- 7:59As long as we know that, you know, we're getting benefits to
- 8:02the people to stay to Maine. And if those benefits aren't in
- 8:05there, then we can claw back to tax itself.
- 8:08You're listening to INSIDE Main. I'm your host, Aaron Chadbourne.
- 8:10We're speaking with Troy Jackson.
- 8:12He's a former Senate President, former state senator, and he's
- 8:15candidate for governor running in the Democrat primary right
- 8:18now seeking the nomination. Troy, there's a lot of criticism
- 8:21of the Mills administration and two of the things that some of
- 8:24our listeners are concerned about.
- 8:26Our number one, this these allegations of rampant Medicaid
- 8:30fraud that's kind of gone UN police uninvestigated and not
- 8:34managed well. And 2nd, the proliferation of
- 8:37sole source or no bid contracts. What are your reactions?
- 8:40Do you think those have been legitimate problems during this
- 8:43administration? And how would a Jackson
- 8:46administration approach those two things differently?
- 8:50Well, Aaron, I mean, I, I definitely, I'll hear that.
- 8:54And, and I mean, if there is fraud and, and I'm not saying
- 8:58there isn't, I'm sure, I'm sure there's some amount of fraud
- 9:02that has to be obviously rooted out.
- 9:06Taxpayer money needs to be always guarded.
- 9:09And and not only that, I mean, we want to make sure that, you
- 9:13know, the money that we're spending is going to priorities
- 9:17that actually are helping Maine people, not just people built in
- 9:20the state. So, but, you know, unless you're
- 9:23in the administration, it's hard to get the information.
- 9:27You know, Secretary Dunlap or Auditor Dunlap, I did, I think
- 9:31did a great job, but with his report, but it didn't give us,
- 9:35you know, all the insurance and outs that actually being in the
- 9:37administration would provide. So that is something that if you
- 9:42know, when I'm governor, I would will make sure that, you know,
- 9:45DHHS is turned upside down and and you know, definitely find
- 9:51that if there is, find what there is and make sure that the
- 9:55money's going to the things that supposed to be intended for.
- 10:00But I also think that on the sole source contracts, I mean,
- 10:02that's something that I fought for for years now.
- 10:05I mean, I believe in buy American Bill Main.
- 10:08I think that our contract should be going to Mainers.
- 10:12I think that the they should be, you know, something that you put
- 10:16an RFP out and you give preference to Maine businesses.
- 10:19I've fought for that for years and I still feel very strongly
- 10:22that that's a big way of helping our economy.
- 10:25We have things that are going out of the state that there's
- 10:28absolutely no reason why Maine businesses can be doing those
- 10:31employing Maine people. And it really pisses me off
- 10:34that, you know, we haven't been able to get that enacted so that
- 10:37we can actually make sure that Maine companies and Maine
- 10:40workers get the state dollars that we're spending.
- 10:43I just had Rick Benedon and one of the issues that he was
- 10:45talking about is something the government oversight looked into
- 10:48and something that Senator Bill Diamond, a champion, which was
- 10:52reformed to the child protection and child welfare system to
- 10:56elevate it and to crack down what we've seen in terms of kids
- 10:59that have died either in state custody or when state workers
- 11:02have known that there was a plan.
- 11:03What do you think can and should be done?
- 11:05Because I know that when you were in the Senate, the proposal
- 11:07never got forward. Governor Mills has been able to
- 11:10work with Democrats in the Legislature to prevent anything
- 11:13from happening happening. What do you think can be done
- 11:15there? Well, I mean, I, and I know you,
- 11:18you probably might have missed this, but I, I actually think we
- 11:20did pass that a couple times. I know for a fact we passed that
- 11:23one year and bills in the Senate and of course you vetoed it,
- 11:27which, you know, was something that was pretty common.
- 11:31I, I think that the, you know, this is, there's no tolerance
- 11:35here at all. And there shouldn't be, you
- 11:37know, when we're taking kids in the state, I mean, that should
- 11:40be something that is at highest priority.
- 11:43And, and it's been really challenging even to get
- 11:45information out of the administration.
- 11:48You know, I, I put the members on the government oversight
- 11:54committee. I've met with them afterwards
- 11:56and things like that. And trying to get information
- 11:59sent to them has been a battle from day one.
- 12:02So, I mean, for me, you know, Governor Baldacci combined BDS
- 12:08and HHS, you know, years ago, 27 years ago, and that was supposed
- 12:12to be one of the ways that we were going to fix, you know, the
- 12:15whole of problems. I actually think it caused more
- 12:18problems. I think that department needs to
- 12:20be split up. I think that we have to have it
- 12:22off as child welfare because it's just not working and and
- 12:26it's not been working for a long time.
- 12:27I mean, you know, you this, this goes back and I'm not trying to
- 12:32get a blame away from Democrats, but this issue is something that
- 12:35we dealt with under LePage too. And, and it's a problem and, and
- 12:40people that are holding information back or trying to,
- 12:44you know, push it out of the rug are part of the problem.
- 12:46And, and you know, that has to change.
- 12:48And and that's going to change with when I'm governor because I
- 12:51feel very strongly that DHHS needs an overhaul.
- 12:55So let's get specific about that because I think like, you know,
- 12:57it's really easy to talk about transparency when you're on the
- 12:59outside. But then when anyone gets into
- 13:02office, whether it's freedom of access or it's, you know,
- 13:05transparency on, on welfare spending or these Medicaid
- 13:09reimbursements, it's, it's hard to get the information out
- 13:12there. What are some of the specific
- 13:13steps you think you can take to increase transparency in
- 13:16government under a Jackson administration?
- 13:20Well, I mean, I mean, I think first and foremost listening to
- 13:25people, especially listening to some of the, the people in
- 13:27there. I mean, there's, there's people
- 13:30in government that have ideas, have beliefs that, you know,
- 13:33things are going wrong and they just get shut down because
- 13:36that's not the way that it's been working for years.
- 13:39And and so I definitely think that, but I also think that a
- 13:42big problem is that we've had a top down administration where
- 13:46new ideas never came forward because they weren't coming from
- 13:49the right people. And I, and I'm not like that.
- 13:52I mean, I'm looking forward to working with people to try and
- 13:55change all these things. I know, I mean, I say it all the
- 13:58time and I have, you know, great confidence in this.
- 14:01I have strengths, I have weaknesses and the places I have
- 14:04weaknesses, I asked for help and I asked for other people to come
- 14:07in and help me on it. And that that's why, you know, I
- 14:09feel very good that we will overhaul these agencies and make
- 14:14them better for the people to state of Maine, because I'm not
- 14:17afraid to do that. I'm not afraid to listen to
- 14:19people that have new ideas. And I think you have to and, and
- 14:22that's as part of what, you know, I'm hoping to do too, is,
- 14:25you know, go around the state, you know, to excuse me, two
- 14:29weekends a year. You don't have, you know, myself
- 14:33and the commissioners go to another town.
- 14:36You don't have, I don't know if you call them here, but at least
- 14:39forums. So we started hearing from more
- 14:41and more people across the state about the challenges that
- 14:44they're facing so that, you know, people don't get caught in
- 14:48that bubble in Augusta. That's something I feel like,
- 14:51you know, for years now, I've been arguing that affordability
- 14:55has been killing people across the state.
- 14:58And now it seems like everyone understands it.
- 15:00But we could have been working on this for a long time.
- 15:03We could have been making changes.
- 15:04We could have been helping people.
- 15:07And, and, you know, we've been blocked for years because of
- 15:09the, the unfortunate echo chamber that's in Augusta.
- 15:12So I I think transparency starts with opening up so other people
- 15:16have ideas and listening to them.
- 15:18So we start off the segment talking about how you're going
- 15:20to be with Bernie Sanders and Graham Plattner.
- 15:22I want to just ask you briefly about Graham Plattner because
- 15:25you guys have been spending a lot of time together.
- 15:27Obviously, the things that have come out about the comments he's
- 15:29made online in the past, there are many that are troubling.
- 15:32He's, you know, apologized for them, talked about how it
- 15:35happened during a difficult part in his life.
- 15:37But I think, you know, Troy, that when I worked for Governor
- 15:39LePage, if myself or if, you know, let's say Rodger Cates or
- 15:43Matt Pouliot had had that revealed against them, the
- 15:46reaction from people on your side of the aisle would have
- 15:48been merciless. We would have been run out of
- 15:50public life. We would have been never seen or
- 15:52heard from again, whether or not we had PTSD or whether or not we
- 15:55apologized. But it seems like the left is
- 15:58willing to be more forgiving in this in this context because
- 16:01there's some sort of political advantage there for them.
- 16:05They they're willing to overlook these things that they wouldn't
- 16:07accept from other people because they want to win and they want
- 16:11to win and they want to take back the seat.
- 16:13How do you kind of rationalize that difference in treatment for
- 16:16for this particular guy who again, I'm sure he's feels bad
- 16:20about these terrible things that he posted online, but I wouldn't
- 16:23be allowed to get away with that.
- 16:24So why is it OK for him? Well, I mean, I don't know that.
- 16:29I mean, you'd have to be on the left to actually see, but I
- 16:33think there's, you know, quite a debate on the left about those
- 16:36things. So I don't think it's that
- 16:39people are whitewashing or over or anything like that.
- 16:41I mean, I think there is a constant discussion about that.
- 16:46But I, again, I think that, you know, Graham, you know, made
- 16:51statements or whatever that, you know, I, I don't know, you know
- 16:55why. I don't know what the life was
- 16:57that he was living at the time, but it seems like, you know, for
- 17:02the most part, people have been willing to forgive and forget.
- 17:07And but, you know, I mean, I think it's going to come down to
- 17:11how people act after they're elected.
- 17:13I mean, how are they really, they really change that
- 17:18perspective. And I think, you know, to be
- 17:21honest, I mean, the same problem over on the right.
- 17:24I mean, we got a president that's been convicted and it
- 17:29seems like a lot of people have, you know, forgotten about that
- 17:33too. So I'm not saying that one
- 17:35deserves the other or anything like that.
- 17:36But it just seems like sometimes people are willing to forgive
- 17:40things that you don't have happened in a person's life.
- 17:44And and, you know, in this case here, I think people are excited
- 17:49that Graham is come out. He's talking about a lot of
- 17:52things that people believe in. And, you know, he's apologized
- 17:57for the things that he said and some people are taking him at
- 18:00his word. In the end, it's going to come
- 18:02down to is he going to actually do what he's saying?
- 18:04And I guess we're going to have to find that out.
- 18:07Well, I've only seen him one time.
- 18:09I was at the Dropkick Murphy's concert when he jumped off the
- 18:11stage and crowd surfing. So I don't know him as well as
- 18:13you do. You spend a lot of time around
- 18:14him. You trust the guy, You vouch for
- 18:16his character. Well, I mean, yeah, I mean, I
- 18:21don't, I don't spend, I mean, we're not lifelong buddies.
- 18:25I mean, I don't know everything in in his past.
- 18:29What I do know is that so far he's been arguing about the same
- 18:33things that, you know, I believe in.
- 18:36I think in the end, it's going to come down to actions and and
- 18:41I think that that'll that'll prove the, you know, the measure
- 18:45of him. But, you know, I, I have had,
- 18:49you know, nothing that I have actually witnessed that doesn't
- 18:53tell me that he hasn't changes, you know, opinions or, or those
- 18:58opinions were product of another time.
- 19:01I mean, you know, for the last two years or whatever,
- 19:04everything that I've dealt with him, you know, for the most part
- 19:08has been on the up and up. All right, we got about a minute
- 19:11left. Troy, what's the closing
- 19:12argument as people are looking at making their decision?
- 19:14Why should they pull the lever for Troy Jackson and where can
- 19:17they go to learn more about your campaign?
- 19:21Well, it's Jackson from maine.com is you know where all
- 19:25our plans stuff like that on is on there.
- 19:27But look, I think, you know, the record is, is the record.
- 19:33You know, I've been trying to do a lot of things for people
- 19:36across the state, not Democrats or Republicans.
- 19:39And I'm trying to lower prescription drug costs, trying
- 19:41to get more nursing homes, child care, you know, jobs.
- 19:46And I've been fighting for the lobster industry, fighting for
