- 0:00Welcome to North Shore News and Interviews on Amherst Island Radio.
- 0:12Each week we keep you updated on newsworthy events, happenings, and conversations that
- 0:18we've had with people in the local community and beyond.
- 0:26The John M. Parrot Centre has been funded for over $400,000 to update and replace a
- 0:31range of equipment and infrastructure around the centre.
- 0:34This one-time funding from the Ministry of Long-Term Care has seen all long-term care
- 0:38homes in Ontario receive $2,543 per bed for installation of sprinklers.
- 0:44The initiative is designed to help homes meet Ontario fire code requirements by January
- 0:481, 2025.
- 0:49The John M. Parrot Centre already had sprinklers installed and were able to use the funds elsewhere
- 0:54to address key priorities in the home.
- 0:57Having received $427,224, the centre will be undergoing a number of upgrades.
- 1:03Director of Long-Term Care Services, Atlantic and Addington County, Angela Malcolm, explains
- 1:07how they chose where to spend the funding.
- 1:09What I've tried to do is balance things that we had anticipated from a ten-year capital
- 1:15plan, so things that we know are upcoming, and then also try to look at things that we
- 1:22wouldn't have normally considered because we just didn't have the funds in which to
- 1:26do, so it's trying to balance both of those things.
- 1:29The phones the centre currently uses are at the end of their life and replacement parts
- 1:33are no longer available.
- 1:35Malcolm breaks down the costs for the new wireless phone system.
- 1:38The wireless phone system would be using $50,000, which we had already planned for within our
- 1:432024 capital budget, and then $40,000 would be used out of the one-time funding.
- 1:47Malcolm notes the centre's need for the new digital call-bell displays.
- 1:51Two years ago we put in a new call-bell system, and so these digital call-bell displays will
- 1:56be down each of the hallways so that the staff can see what is, see who is being called,
- 2:04which room is calling, and they wouldn't have to be wearing pagers and losing pagers, and
- 2:10we go through a lot of pagers, so this would help eliminate that issue as well.
- 2:15Director of Infrastructure Services, Atlantic and Addington County, Chris Wager, explains
- 2:19why staff chose to go with one company for both the new phone system and the digital
- 2:23call-bell displays.
- 2:24This wireless phone system has been in place for over 20 years, almost 25 years.
- 2:31Most municipalities have replaced those about 10 years ago, and I've actually even further
- 2:37replaced, started replacing those replacements, so we've got extended lifespan out of our
- 2:41existing infrastructure, but we're at the point where we can't even get backups or hardware
- 2:47to support that.
- 2:48So we really need to replace the entire system.
- 2:51So tying into the call-bell system with the SimTel, staff's recommending that we sole
- 2:59source, so it's a better service for residents.
- 3:03That way if we go with a different company and there's a hardware patch or a software
- 3:08patch, you run the risk of the two systems not being compatible and they need to talk
- 3:14to each other.
- 3:15So that's why we're suggesting we go with the one system, one supplier, and they'll
- 3:21be able to meet all of our needs, whether it's for the call-bell system or the wireless
- 3:26phone system.
- 3:27Malcolm describes how the funding will go towards new chairs for residents' bedrooms.
- 3:31The resident bedroom chairs, this would purchase 70 chairs.
- 3:36The number that we require changes from year to year.
- 3:40Many families like to bring, or residents like to bring in their own lazy boy chairs,
- 3:44so depending on what the mix is at the time, I thought we would start with 70.
- 3:48The chairs that I've quoted here are very eye-pack-friendly, very wipe-able.
- 3:53The ones we currently have are most certainly not and require a lot of dry cleaning and
- 4:00steam cleaning in order to maintain them.
- 4:03Malcolm explains why they need to replace handrails in the center as well.
- 4:06The Clorox and all of the cleaning that we're doing is taking the surface right off of our
- 4:10handrails, and so they're becoming a significant infection control issue.
- 4:16So we budgeted 28,000, and that was actually to start this year, and then moving forward
- 4:21for the next six years.
- 4:23But the quote actually came in at 54,000, so there was a significant increase in that.
- 4:28So we thought we would start with the core, the center core up and down, and then we would
- 4:33start with three RHAs, one of them being our secure unit, because they do tend to hold
- 4:38onto the handrail the most, and then two other areas.
- 4:41So that would leave us with three RHAs left to do that we would again plan for within
- 4:47the capital moving forward.
- 4:49Lennox and Addington County Council approved staff spending report at their meeting this
- 4:53week.
- 4:54For Amherst Island Radio and the Local Journalism Initiative, I'm Ted Evans.
- 4:59This is North Shore News.
- 5:10Lennox and Addington County will be applying for nearly $3 million to reconstruct a portion
- 5:14of County Road 6 between Taylor Kidd and Highway 33.
- 5:18Council approved staff at their meeting this week to make the application under the Municipal
- 5:21Housing Infrastructure Program through the Housing Enabling Core Servicing Stream.
- 5:26Local applicants could see up to 50% of their costs matched by the province.
- 5:31Projects funded through the program will include repair and expansion of municipal roads and
- 5:34bridges that will help promote growth for developing communities.
- 5:38The estimated cost for the County Road 6 project is $6 million.
- 5:42Although staff found the County Road 23 extension and the new roads in Greater Napa Nei to be
- 5:45projects that would enable development opportunities and promote growth, they don't meet the requirement
- 5:50of having property purchased prior to submission.
- 5:53Director of Infrastructure Services, Atlantic and Addington County, Chris Wager explains
- 5:57the program and what projects staff were considering.
- 6:00We did look at some other projects as well.
- 6:03The whole purpose of the Housing Enabling Core Services Stream is meant to repair roads
- 6:13and bridges or expand on your current infrastructure that will promote growth and help develop
- 6:19your communities.
- 6:21The two main projects that came to mind was the Taylor Kidd extension as it does connect
- 6:27to communities and the western extension north-south road here in Napa Nei that we just recently
- 6:36completed the EEA on.
- 6:38Unfortunately, as part of the application process, all the land has to be acquired by
- 6:44the municipality prior to an application.
- 6:47We're just not there yet.
- 6:48We've only acquired a portion of the land, which means we'd only be able to fund the
- 6:53portion of the road extension that the land has already been purchased on, which is that
- 6:59we have zero for the Napa Nei portion and only about 10% of the Taylor Kidd extension.
- 7:04Wager notes why the County Road 6 project was their best option.
- 7:08Looking at all of our projects, the County Road 6 project was planned for rehabilitation.
- 7:15It was only planned for a short-term rehabilitation just to tie us over until the Amherst View
- 7:21West started to build out.
- 7:24But if we can get funding now, we could build that out with intersection improvements and
- 7:29turn lanes that will be required for those subdivisions because we don't have development
- 7:34charges and it would be funded by the province in this case.
- 7:38And it's just it's money, not that we have to put on our tax base, but from the province.
- 7:45Councillor Terry Richardson brought forth a motion for county staff to further explore
- 7:49options for the new roads in Greater Napa Nei.
- 7:52I would like to see make the motion that staff at the county level would explore and to
- 7:59bring back a report with respect to the obtaining or purchasing the lands required to facilitate
- 8:06the north-south extension of Jim Kimba Boulevard through to Bridge Street in the town of Greater
- 8:17Napa Nei.
- 8:18The motion was then voted on and passed by Council.
- 8:22For Amherst Island Radio and the Local Journalism Initiative, I'm Ted Evans.
- 8:26This is North Shore News.
- 8:37Lenox and Addington County staff addressed concerns this week regarding the current closure
- 8:42of Highway 41.
- 8:43The construction for culvert replacements requires closures along the highway that started on
- 8:48September 16th and will span until the 25th.
- 8:51Director of Infrastructure Services at Lenox and Addington County, Chris Wager, describes
- 8:55that there isn't a real solution to the concerns being raised.
- 8:59We have received some concerns from Addington Highlands as well as a lot of residents in
- 9:05Stone Mills, Napa Nei and in Addington Highlands regarding the temporary closure of Canter
- 9:11Road 41 from a staffing point.
- 9:15The county does not want to close Canter Road 41 ever.
- 9:18We really recognize that it's the main connection point between the north and the south for
- 9:24emergency services, economic development and just travel to work and school.
- 9:31Unfortunately due to the depth of the culverts, the elevation of the road and the type of
- 9:38fill and adjacent environment, nothing is really possible.
- 9:44An option the county considered was building temporary bypasses on the highway.
- 9:48Wager explains why this wasn't a feasible option.
- 9:51I know from an engineering standpoint a bypass is really the only thing that was possible,
- 9:57but we don't own any of the property.
- 9:59It's extremely environmental habitat that would be disrupted.
- 10:04In fact, even though the one bypass is right in the in Caledar or just at the south end
- 10:11of Caledar, we'd be going through like someone's garage in order to build a bypass.
- 10:17So it's really not possible because of the extent of damage to private property.
- 10:22We looked at relining, we looked at trench boxes and just due to safety concerns because
- 10:29of the depth and the type of material, it's just not possible.
- 10:33To address potential service reductions, the Emergency Services Division are planning
- 10:36to add staff in the northern area of the closure.
- 10:39They've coordinated with the Central Ambulance Communication Center to ensure neighboring
- 10:43services are informed and to mitigate delays in critical situations.
- 10:47Transporting patients from this area will require rerouting to hospitals in Perth,
- 10:51Belleville or Kingston as Napa-nee would be significantly longer.
- 10:55A road closure notice was issued on August 30th.
- 10:58These adjustments are aimed at minimizing impact during the closure but offer no solution
- 11:02other than detouring around the closure.
- 11:04Councillor Henry Hogg brought forth a motion for more signage in the area.
- 11:07If I could, I'd make a motion that we supply some additional signage at least in the area
- 11:14of County Road 29 because the traffic count on Highway 41 in the past has been greater
- 11:20than Highway 7 from the counts that I've heard.
- 11:24Council then voted on and passed the motion after Wager explained that this would be a
- 11:27possibility.
- 11:28We could put additional signage up at Flintin, at County Road 29 to direct people to take
- 11:35Flintin Road to go that way.
- 11:38It is additional signage and it's well beyond the area of the detour but that is possible
- 11:44if that's Council's wishes.
- 11:45The project involves replacing four culverts in which two can be done with a lane closure
- 11:49while the other two need a full road closure.
- 11:52The closures will last until September 25th.

- 12:11Loyalist Township has launched a new online engagement platform for members of the public.
- 12:16The Engage Loyalist platform features a number of initiatives that the Township has opened
- 12:20up for public input.
- 12:22Along with each initiative, users can find background information, current statistics,
- 12:26a project timeline, and see who among Township staff will be hearing their input.
- 12:32Councillor Paul Praterick explains the idea behind Engage Loyalist and notes some of
- 12:36the current initiatives on the platform.
- 12:38Engage Loyalist is just one of the many methods that we are trying to use to communicate with
- 12:43the local population.
- 12:44They can learn about the projects ongoing, give feedback on some of the initiatives that
- 12:48happen in the Township.
- 12:51With the local media and the loss of the newsprint, we have to be proactive versus reactive in
- 12:57some of our planning.
- 12:59To give people an idea of what's on the site right now, you've got the Waste Management
- 13:04Master Plan that people can comment on, the Ward Boundary Review, which will be hopefully
- 13:08in place for the next election, Babcock Mill, the Reading Garden, Main Street Bath, the
- 13:14Reconstruction, the changes in public transit that just happened in the last week or so.
- 13:19One that I would encourage people to comment on is the 2025 budget process as we move through
- 13:24it.
- 13:25A lot of times people maybe have questions, but usually it's after the fact, well after
- 13:29it's established, I'm still getting questions about some spending, and that's six months,
- 13:34eight months later, so get involved and Engage Loyalist is just one of the many ways we
- 13:39try to engage with the local population.
- 13:41The platform asks users to sign up in order to have their say and stay up to date.

- 14:12skate on Sunday, September 22nd between 11am and noon.
- 14:17The free skate is being offered in lieu of the sneak peek that was originally planned
- 14:20for September 20th.
- 14:22While the arena is reopening on September 21st, there are still many more facility improvements
- 14:26on the way.
- 14:28Construction is still in progress in many areas of the recreation center.
