The Shadow Dossier — The Diplomat Who Sold Norway's Secrets
Arne Treholt was, by most measures, one of the more promising young men in Norwegian politics. A journalist turned civil servant, he worked his way into the Norwegian Foreign Ministry and by the late 1970s and early 1980s held sensitive posts, including a position on the delegation to the Law of the Sea Conference and, later, a role at the Norwegian embassy in Vienna, alongside a deputy position at the Ministry of Defence. He had access to NATO planning documents, Norwegian military assessments, and diplomatic cable traffic.
