- 0:59Welcome back, everybody. Episode 145, not going to be a
- 1:04very long episode tonight, but we've had some requests.
- 1:07So we're going to touch in on how mutual transfers work for
- 1:13regular carriers and how we decided we'll go ahead and start
- 1:18the day night off with how an RCA can transfer from one office
- 1:23to another. How was your week, Josh?
- 1:27My week was pretty good. We changed our start times
- 1:32starting this past Saturday at 7:00 AM for one zone of the city
- 1:38carriers and all the world routes.
- 1:40And let me tell you, getting up and out of the house and hour
- 1:44plus where is not fun. Getting done about an hour early
- 1:49is nice though. You know?
- 1:51How was your week? My week was good.
- 1:53Sorry. I'm stuffing my face with food
- 1:55too. I'm like, that's what happens
- 2:00when you're you do your route and then you're do multitasking
- 2:05all the time. But my week was pretty good.
- 2:08There's nothing really too memorable.
- 2:11I was off last Thursday because my, my, my son got an award at
- 2:15school. So that was fun.
- 2:18But other than that, it wasn't too bad.
- 2:21How was your week, Kristen? Oh, this past week I thought it
- 2:24was Christmas again. It was a heavy week for me, but
- 2:30I got through it Monday and Tuesday.
- 2:33Actually this week we're much better than last week to a
- 2:36point. Still a little a little heavy
- 2:38though. But you know, it is what it is
- 2:41and we push through it. And I'm out of town today and
- 2:45tomorrow for some training. I can't elaborate on it, but it
- 2:49is something that I've wanted to do for a while and I'll know if
- 2:52I'll actually get to do it tomorrow by the end of the day.
- 2:55So and then the four. We wish you luck.
- 2:58Thank you. Thank you.
- 3:00And then the four hour drive home and then.
- 3:04Yeah, yeah. And then I have to work Friday
- 3:09morning. So yeah, that's going to be a
- 3:11rough one because it'll be. Well, I worked Tuesday and then
- 3:16drove the four hours down here. So I checked into my hotel at
- 3:199:30 on Tuesday night. So it's, yeah, Friday.
- 3:24I'm not looking forward to it. You know this is what it is
- 3:28we'll push through, but other than that it hasn't been too bad
- 3:32been going pretty decent nothing spectacular area exciting per
- 3:37SE. So but if y'all are familiar you
- 3:42have the app or you get on the website.
- 3:44You do know that the new contract is in print form, flip
- 3:50book form on the PDF, and from what I've seen on the push
- 3:54notifications, the union is sending a copy out to every
- 3:59union member. Look for that.
- 4:01Everybody, everybody will have a printed version of the contract.
- 4:04So I think that's pretty awesome.
- 4:07So watch your mailboxes for that here in the future, not so far
- 4:10off. It is a green cover this time.
- 4:13Yes, yes. So I, I really think that's nice
- 4:17that they sent out the whole contract list everybody.
- 4:20Oh really? Last time too.
- 4:21I have yeah, I have mine like in my my drawer and I have my name
- 4:25wrote all big on it. Oh yeah, that's right, because
- 4:27they were the purple cover, wasn't it?
- 4:29The blue is blue. Blue, maybe the purple one was
- 4:33the one before that. I know I had one of them at my
- 4:36case. I just don't remember which one
- 4:38it is. So, yeah, that you're right.
- 4:40Yeah. Yeah.
- 4:41All right. So we're going to start off with
- 4:44the quick and easy way an RCA can transfer from one office to
- 4:48another. I have done it.
- 4:50So I can tell you it's pretty, pretty easy.
- 4:53It's not difficult at all. It's covered in the contract
- 4:57under Article 30.2 point F, which is Reus A .1.
- 5:02So reassignment transferred to another office, a substitute
- 5:06rule carrier associate or a rule carrier relief employee who has
- 5:10completed the probationary period, which is now 100 is 90
- 5:14work days or 180 calendar days as opposed to the one full year.
- 5:19So once the relief employee has completed the probationary
- 5:24period and then submits, a written request for reassignment
- 5:28may be reassigned from one office to another provided A
- 5:32vacancy exists in the leave replacement ranks in the office
- 5:36to which reassignment is requested.
- 5:38A vacancy exists if the office is less than the total number of
- 5:42routes in that office of the total number of leave
- 5:46replacements assigned to the office is less than a total
- 5:49number of routes in the office. In addition, a leave replacement
- 5:52vacancy exists if the only route in the office is an auxiliary
- 5:57route and there's no assigned leave replacement or assigned
- 5:59backup leave replacement. Such reassignment shall be
- 6:03considered as an in service placement.
- 6:05So basically if you're an RCA and you want to transfer to a
- 6:09different office that has a different postmaster and you go,
- 6:13you talk to them or you see that they have a outside posting for
- 6:18an RCA. I mean, that's how I knew there
- 6:20was an opening in the office I was looking to go to.
- 6:23We called management, we got in touch with the postmaster, she
- 6:27wanted to meet me, we set up a date and time, I went over
- 6:31there, we talked, blah, blah, blah.
- 6:33And then I just submitted. I know you can find some forms
- 6:36floating around on the interwebs and I think there might be 1
- 6:39under the Stewart reference guide.
- 6:40Don't quote me on that though. And otherwise I know you can
- 6:44find forms or you can just have a sheet of paper dated, get it
- 6:48round dated by a clerk saying your intentions to, you know,
- 6:52your RCA. So, so your EIN number and you
- 6:57put in your attention to transfer to such and such office
- 7:00from such and such office. You submit that into the
- 7:05incoming management. Make a copy for yourself, make a
- 7:08copy for your steward. Doesn't hurt to make a copy for
- 7:11your office too. It's always the receiving
- 7:14postmaster that's going to start the paperwork.
- 7:17Your outgoing postmaster, once they get it, they can hold you
- 7:22up to 30 days. Now, mine in my case was happy
- 7:26to get rid of me as soon as she could.
- 7:28So mine was actually 21 days. It was the middle of the pay.
- 7:31It was towards middle of the pay period.
- 7:33When I submitted the request, she had me finish out the pay
- 7:36period work one more pay period, and then I was out the door and
- 7:40started the very next day, the newest pay period in the new
- 7:44office. Pretty simple.
- 7:46I remember walking into that office because my old office was
- 7:49an Academy site. And so, you know, I've seen
- 7:52people, I walk in there and I had two Rcas instantly that
- 7:56recognized me from going to Academy at the office I worked
- 7:59at once. Like, aren't you at the wrong
- 8:01office? I'm like, no, I'm here now
- 8:03because I remember him because he had actually stopped to talk
- 8:05to me while I was casing up mail on the route I was on that day
- 8:08when they did a walkthrough with the class.
- 8:11So that was actually pretty cool.
- 8:12But yeah, so one thing is as an RCA, if you transfer offices,
- 8:18you do go to the bottom of the office seniority list.
- 8:22It doesn't. You're not starting over in
- 8:24time, in time of service, probationary, yeah, or
- 8:29probationary, you go to the bottom of the office seniority
- 8:34list. So basically any RCA that was
- 8:37there ahead of you has more seniority over you.
- 8:41However, if let's say though you transfer to an office that has a
- 8:46bunch of Rcas that have only been there for a couple months
- 8:49and you've been an RCA of a year or more.
- 8:53I'm not putting it for PTF bidding.
- 8:55I'm just saying for regular and a route opens up to bid on, you
- 8:59have that year end to bid. On a regular route, you can bid
- 9:03and then no other RCA is eligible to bid and you would
- 9:08leapfrog over them and go career first.
- 9:12So there is that perk to it if you transfer to an office.
- 9:15However, if you have other Rcas that have been there longer
- 9:20enough to be able to bid, they will.
- 9:23And even if you have more years of service and you do lose that
- 9:27office seniority. So if you've got an RCA that's
- 9:30been there two years, you've got four years in, you transfer, a
- 9:33route comes up, forbid they'll be able to outbid you.
- 9:37Plain and simple, because it is the office seniority, the only
- 9:40way to leapfrog that is if no other RCA was eligible to bid I.
- 9:44Wouldn't say that, presuming they bid correctly.
- 9:47Correct. I would also add with, with all
- 9:49of it too, you know, each person has their own different
- 9:53reasoning for wanting as RCA's wanting to go to another office,
- 10:01but just be mindful of losing the seniority.
- 10:05And sometimes, you know, there's, there's you may be in a
- 10:09smaller office and you're wanting to go to a larger office
- 10:12because you, you think you might go career quicker.
- 10:17Just be weary and just do your research about the office that
- 10:22you're trying to get to. And you know, maybe you can
- 10:26reach out to your district representative steward to find
- 10:31out information about that office, talking with that
- 10:34postmaster. I would also ask how long is it
- 10:39averaging for people to go regular in that office?
- 10:43Because I've seen where people have the grass is greener in
- 10:49another office and thinking that they were going to go regular
- 10:54quicker than they would have if they would have just stayed and
- 10:57then they ended up having to wait like another year.
- 11:00So it just, it just all depends upon the circumstances for each
- 11:04of the offices. So just do your research.
- 11:08And why you may be transferring, I mean, if you're trying to
- 11:11transfer into a better environment, I mean, that's one
- 11:14thing. If you're transferring because
- 11:16you're moving, you know, that it it, then that might not be
- 11:20relevant on where you're going to be in the seniority list when
- 11:23it comes, you know, to be able to bid.
- 11:25For me, it was a personal decision based off relationship
- 11:29and moving. I wasn't going to drive 120
- 11:33miles one way to, you know. And so, yeah, so after I
- 11:36transferred out over the next couple years, I mean, it still
- 11:40took me 6 years after I transferred.
- 11:44No, not six years, 5 1/2 years after I transferred to go full
- 11:49time where I saw several people that were behind me in seniority
- 11:55at my old office go full time before I did.
- 11:58So, you know, that's you know, but again, like I said, I
- 12:02wasn't. Driving the Evans glow of life.
- 12:04It is, it is, you know, I wasn't transferring for that chance to
- 12:07go full time quicker now in my office that I transferred to the
- 12:11one I'm currently in went full time in.
- 12:14We did have an RCA several years ago who did transfer to a
- 12:18neighboring office because they did have a route that was going
- 12:21to go up for bed and they did have no, did not have any
- 12:24eligible RCA's to bed. And he just so happened to live
- 12:27in the same town like around the corner from this office.
- 12:31So he had it worked out to where he was able to transfer in, was
- 12:36on the payroll prior to that route going up forbid and was
- 12:40able to bid and go regular on that route within, you know, a
- 12:44couple months of transferring. So that was, you know, that's
- 12:47another decision that he had made to do that and he was in
- 12:50the middle of the pack and seniority in our office.
- 12:52One of the neighboring offices, which is a lot smaller than
- 12:56where I'm at, was extremely desperate at one point in time
- 13:01and we had a bunch of people RC as transfer over and I thought
- 13:05about it transferring down there, but then you know it.
- 13:09Also they were going through a construction boom at that point,
- 13:13so filling regular would have been probably quicker or
- 13:18comparable time. And after thinking about it, I'm
- 13:21like, I'm already driving almost 30 miles one way to the station
- 13:26I'm at. This is going to be another 5-10
- 13:28miles down the road and I'll be stuck in that building once I go
- 13:32regular there. You know, there is no spot, you
- 13:35know, the ability to trick to bid to a route in a different
- 13:39building. So I opted not to.
- 13:41In the long run, Yeah. Well, and it just depends upon
- 13:44the circumstances in your under the umbrella of 1 postmaster.
- 13:49If you're, if your city has multiple stations, you know,
- 13:53you're, if you're a sub for under 1 postmaster, you could be
- 13:56utilized other places there, but there's some that are just yeah,
- 14:01like it's just one, one building for the city.
- 14:05The other thing to kind of slowly start moving it towards
- 14:09the regulars being able to make the mutual transfer of regulars
- 14:13is PTFS are not not able to do a mutual transfer.
- 14:20The PTF is assigned to the office that they won the award
- 14:25in, and at one point my office actually was bleeding out RCA's
- 14:32wanting to jump ship and go to different neighboring cities,
- 14:35and so they posted a bunch of PTF positions to try and retain
- 14:39them. So that's an option that
- 14:42management could try and do to help with retention.
- 14:46But so that's the good bad of that.
- 14:51If you are an RCA and or a PTF, you know, and you're looking
- 14:59and, or, and regulars too, I would, before we get into the
- 15:04regular mutual transfer part, there's a lot of district
- 15:07postings that get posted all over.
- 15:10That's all the time. I guess it kind of depends upon
- 15:12the area that you're in. My area, there's like a district
- 15:16posting, I feel like every month like PTF positions, vacant
- 15:22routes, you name it. And so if you are having the
- 15:28itch to move somewhere else or life circumstances are changing
- 15:32or no matter what it is, you have that ability to look at
- 15:37those postings and you could bid on one of those postings.
- 15:43Now I will also add, if you bid, you need to make sure that you
- 15:48are ready and willing to go if you win the award.
- 15:53Because if you do win the award, the only other option you have
- 15:57is to quit, which sucks, but so take that with some caution
- 16:04there. But that is also another option
- 16:07that we have as Rd. carriers. I wish we had a national one
- 16:11where like they'll say that. I know we've, I think you guys
- 16:15have talked about this before where maybe this district?
- 16:19I had put in a resolution under the previous contract
- 16:22negotiations a couple years ago that literally had outlined of A
- 16:28and I'm going to resubmit it this year.
- 16:29I'm going to tweak it up a little bit and resubmit it since
- 16:32we're under. Contract.
- 16:35And yeah, basically it was the in house posting, the district
- 16:39posting back to the in house for those out of probation and then
- 16:44usually it will bounce back out to district again and then it
- 16:49will can get posted to the public at that point.
- 16:54Yeah, prior to that occurring, I had to submitted a resolution
- 16:58for a national wide posting bidding position.
- 17:02I mean it was I had it outlined date wise, extended it out just
- 17:07a little bit, highlighted to where any moving expenses were
- 17:11upon the the carrier themselves. They would have so many days.
- 17:16I mean I was pretty detailed right into the watch.
- 17:20And like I said, I'm going to go and just double read that and
- 17:24tweak where I need to resubmit again this year to get it back
- 17:27on the table. But yeah, I would love to see an
- 17:30an actual established nationwide posting.
- 17:33I have heard it's happened in the past, but it's very rare.
- 17:37And that way, you know, I know that would it could possibly
- 17:42help people that are looking to that can't get a mutual if it
- 17:48just happens with with the amount of routes I know that
- 17:51have been bouncing back and forth between the office and
- 17:53district on a continuous basis. I mean, something like that
- 17:57would definitely. Stop the bleeding of what's
- 18:00going on. And you got people who are
- 18:02already trained and ready to go and are ready to to go travel.
- 18:09Yeah. I would, yeah.
- 18:11The only thing I would say cautionary in regards to whether
- 18:15it be PTF or regular district wide bid is find out the reason
- 18:21why can't they fill that route. It could be as it was, they
- 18:24don't have the RCA's with enough seniority to bid on it, Yeah.
- 18:29Or it's a, or it also could be that it's a art, an office where
- 18:34they just start bleeding people dry, You know, you just never
- 18:39know the circumstances. But I mean, a lot of the ones
- 18:44that I've seen and I, I, it's changes off of what I see.
- 18:48But a lot of it is because the RCA's are don't have enough
- 18:53timing to bid. And sometimes it'll go bounce
- 18:57district and then go back to the office and then they're good.
- 19:00And I think now that they change that probationary, but I think
- 19:06that's helped with like the PTF posting specifically.
- 19:10So there's that, But so mutual transfers for regulars and I'm
- 19:19going to read or do you want to read it, Josh, that language.
- 19:23Either or. It's only two paragraphs in a
- 19:26sentence. Yeah, I'll let you read it. 3
- 19:28paragraphs, All right, it's in Article 12, which is Principles
- 19:32of Seniority Posting and Reassignment .5 which is Rule
- 19:37carrier reassignments dot a general reassignment .3 and 4
- 19:44which says regular rule carriers of different post offices may
- 19:48affect a mutual exchange of offices, provided rural carriers
- 19:55and installation heads involved have signed a mutual exchange
- 20:00request form. Once the form is signed, the
- 20:02mutual exchange will be considered final and binding and
- 20:07can only be cancelled if all parties agree.
- 20:11If such an exchange occurs, each rule carrier will be assigned to
- 20:17the residual vacancy at the office to which reassignment is
- 20:22in accordance with Article 12.3 dot C, .2 dot B.
- 20:28That's 123C as in Cat 2B as in Bravo Section 4.
- 20:35And mutual exchange between regular rule carriers in the
- 20:38same post office or between a rule carrier and a member of
- 20:43another craft is prohibited. That is the contractual language
- 20:47on that do. You want to read the other part
- 20:49too? Which part?
- 20:51There's another section that has it too.
- 20:53If you have it up. I do so it is it is 12.3 dot A
- 21:02.1 dot D and it is when rural carriers of different post
- 21:09offices agree upon a mutual exchange of offices and if all
- 21:14installation heads involved approve the position currently
- 21:18occupied and to be vacated by each rule carrier will be posted
- 21:23forbid within each of the respective offices.
- 21:26Mutual exchanges may not be approved in an office to which a
- 21:29rule carrier has retreat rights or to an office that has excess
- 21:34rule carriers. So let's say me and Josh wanted
- 21:39to do a mutual exchange. Then there is a form and like me
- 21:45and him have, have communicated about this and I, you know, like
- 21:52let's say like I'm selling my house or I have my leases up,
- 21:56whatever it may be. Make sure that you have your
- 22:00ducks in a row I should say. And you're, you know, all your
- 22:04business and whatever you need to do so that we when, when this
- 22:07happens that you're ready to go. You'll take what's called a
- 22:12mutual exchange request form, which is on the NRLCA website.
- 22:17And I think some of the managers also have this form and it's the
- 22:22following. Regular rule carriers request a
- 22:24mutual exchange of their respective post offices in
- 22:28accordance with Article 12.5 dot A .3.
- 22:31And then the one section of it will be rule carrier A.
- 22:38So I'd fill that out and then rule carrier B would be where
- 22:43you're transferring to, or like in this case, it would be Josh's
- 22:47office. And then it says on there.
- 22:50The signatures on this form signify the understanding of
- 22:54each individual that each regular carrier involved intends
- 22:59to be reassigned and work at the carrier at the other carrier's
- 23:03office. Neither rule carrier intends to
- 23:06retire, resign or leave the rule craft in lieu of transferring
- 23:11and being employed at the other office.
- 23:13This mutual exchange will be considered final and binding
- 23:17with both carriers and both installation heads involved have
- 23:23signed this form. It may only be cancelled if all
- 23:26parties agree the purpose of both routes for regular rule
- 23:32carriers in each installation. I'm sorry.
- 23:34The postings of both routes for regular rule carriers in each
- 23:38installation will occur within a reasonable time after completion
- 23:42of this form within within in accordance with article 12.3 dot
- 23:49A .1 dot D And then it has lines for office A and then the rule
- 23:56carrier and the date office a postmaster or the like.
- 24:00The installation had your acting postmaster and then their date.
- 24:03And then same thing goes for like Josh would have his Josh
- 24:09would sign it, his postmaster would sign it.
- 24:12And then if the mutual exchange includes more than two carriers,
- 24:17use a second form to record the additional carriers and
- 24:20postmasters. And so then you could do like
- 24:23ABC and D like so let's say it's a four way swap, which is crazy,
- 24:29which but it's happened. I know of a six way that
- 24:32happened. I was going to say the craziest
- 24:341 was a six that I've heard too. Yeah.
- 24:38So then in that case they would use 4 forms, but just make sure
- 24:46use caution in this. One of the things if if you are
- 24:52somebody who's interested in a mutual transfer, typically what
- 24:57happens is a long time ago, I know they used to just publish
- 25:02like a bunch of them in the in the NRLCA newspaper.
- 25:06So one advantage to actually you being a union member is that in
- 25:11the back of the magazine that you get from them that it has
- 25:16like people who are interested in doing mutual transfers across
- 25:19the entire country. Some states also other state
- 25:26newsletters sometimes have it in there.
- 25:29But the the most common that I have seen is that there's like a
- 25:32Facebook group call for like rural mutual transfers.
- 25:37And that's typically where a majority of them that I've seen
- 25:41happen. It's also kind of a word of
- 25:44mouth. Some people meet at different
- 25:49conventions, like area conferences and even the
- 25:54National Convention, and then people do mutual transfers from
- 25:56that. It's just a matter of having the
- 26:00communication and seeking out that mutual transfer.
- 26:06One of the oh, and then another less common thing that I've seen
- 26:11is there's also like a Discord server for it.
- 26:14So if if you're very well much interested in it, there is
- 26:20different avenues for you to to try and find that mutual
- 26:23transfer. The other thing, Oh yeah.
- 26:26Oh, and other people I think have reached out to like state
- 26:29union presidents or other members in different states to
- 26:35see if if there's anybody that they know of that are trying to
- 26:40get to a different location. One of the biggest
- 26:43misconceptions that happens with, with surrounding a mutual
- 26:48transfer is that people think that you're guaranteed to get
- 26:55the the route that that person you're transferring with is
- 27:00leaving. And that's not the case.
- 27:03So based off of the language that me and Josh read, the route
- 27:08goes up forbid, and anybody in the office can bid on it,
- 27:14including yourself. But what's going to happen is
- 27:18you're essentially going to get whatever the residual vacancy is
- 27:22at the end of that posting. When you do a mutual transfer,
- 27:27you retain your years of service, you retain your step,
- 27:36whichever table you're on, your pet, your, that level of the
- 27:41pay, like whatever step step that you're at.
- 27:47But you do lose your seniority in that office.
- 27:52You go down to the bottom of the of the seniority list.
- 27:55So like if, and that affects, you know, you, if you submit
- 28:01leave or you know, I've seen people who have had 20 years of
- 28:05service who have mutually transferred into my office and I
- 28:11have, I, I've, I've only been a regular for, for eight years and
- 28:17what is it 8 or 9 years now? Dang.
- 28:20And I had more seniority than them because I've been in, I've
- 28:23only been in my own office. So just be weary of that.
- 28:27There's some people who will post or they will put an ad for
- 28:33a mutual transfer and they make it sound like, oh, my route is
- 28:38so great. This is what you're going to
- 28:40get. So just make sure you look into
- 28:43that. Do your research of that office.
- 28:47The office that you might be trying to do the mutual exchange
- 28:51with has all POV routes and you don't have a POV, so you need to
- 28:57make sure that you're ready in case of that situation.
- 29:01Or a lot of the ones I've seen that were not great were the
- 29:06office is mostly government vehicles, but they have maybe
- 29:10like one or two POV routes that nobody wants to be on anymore.
- 29:15And the person doing the mutual transfer, that's what they'll
- 29:18get. So just being mindful of that,
- 29:25trying to think of what else. The advantage I wouldn't say the
- 29:32pros and cons to with the way our mutual transfer process
- 29:35works is the pros are you can have as many people as it takes
- 29:40to get you to where you need to go.
- 29:43So for example, use the three of us.
- 29:45I want to end up in Michigan, but Kristen wants to go to
- 29:49Colorado because she wants to ski and meow's just tired of the
- 29:56mountainous cold, snow wet and wants to come go to the South.
- 30:03Well, the more. Which is fine as long as all
- 30:07three of us agree and then all three of our postmasters or
- 30:12installation heads agree to accept each of us.
- 30:16So the more people involved, the greater the chance of something
- 30:19going wrong is. Yeah.
- 30:23The one regular I had, let's say the one regular I had, he did a,
- 30:28someone from my office wanted to go to upstate New York and which
- 30:33is where he was from. So he took that transfer, the
- 30:36one-on-one to heat to Charlotte then.
- 30:40And the reasoning for that that he wanted was his wife was from
- 30:46the middle of Ohio and he figured it'd be a lot easier to
- 30:49get a trans get transfer to Ohio from North Carolina than it is
- 30:55than it would be from upstate New York.
- 30:57And he was the one that actually had the the six way transfer.
- 31:01And it was one person held them up because the postmaster, the
- 31:06receiving postmaster of one of the carrier she had she had
- 31:11gotten sick and had used a lot of sick leave in the last year
- 31:15and said, you know, wouldn't sign off on it.
- 31:19Said you show me 12 months with good attendance and I'll approve
- 31:24it so one. Held up everybody else.
- 31:28Right. What were you going to say,
- 31:29Kristen? I was going to say, yeah, so
- 31:31it's when when you got to realize when you do a as we were
- 31:35saying, when you're doing a mutual transfer, you're not
- 31:38transferring routes, you're transferring offices.
- 31:41Then it happened that you end up transfer, you know, trading out
- 31:44routes. It very well could happen if
- 31:47nobody else in the offices bid on those routes when you know
- 31:51when it went up forbid. But in general, if it's a route
- 31:54that the person is transferring off of that's, you know, another
- 31:59carrier in the office has been eyeballing and would prefer that
- 32:03route, well, they're going to bid on it and you're going to
- 32:05get stuck with what's left. Just like when you're in RCA and
- 32:09a position opens up in the office to go regular and you bid
- 32:13all, you're going to get whatever's left.
- 32:16If there's a shuffle of carriers or.
- 32:19Yeah. And the the the the biggest
- 32:22reason that I've seen that a mutual transfer was denied is
- 32:29attendance. And so I would just good advice
- 32:34I guess for it, but take this with what you will you do you.
- 32:38I know life happens is I would caution, you know, if you're
- 32:46transferring with somebody who is calling in non-stop, you
- 32:50know, in the installation heads and postmasters are going to
- 32:54look at different things in each employee's file.
- 32:59If they if they're smart about it, I should say some of them
- 33:03just sign off it just it just said it's dependent upon that
- 33:07and you have the ability to file a grievance that I'm not going
- 33:11to ever say and not, but I don't know if it would be a successful
- 33:15grievance in that regard. But if it was something with
- 33:19FMLA or there's different circumstances that might change
- 33:23that. But just be weary that the
- 33:26postmasters or installation heads could hold it up like they
- 33:31did in the scenario that Josh was.
- 33:33Saying, and that's that was the best case scenario in that
- 33:37situation where the the postmaster said, show me 12
- 33:42months of good attendance. Some postmasters, I'm not taking
- 33:47on that liability period, end of discussion.
- 33:50And then you're back to square 1 to try and find someone else to
- 33:53fill in that hole. Yeah, it's kind of it's
- 33:56frustrating. And I've, I've seen it where,
- 33:58where somebody had done a mutual transfer and then she was trying
- 34:03to get somewhere else and they, they denied it.
- 34:08The the the receiving office was like, no, I'm not gonna take
- 34:14that on. Right.
- 34:17I would say the in regards to with with the mutual transfers
- 34:20and the posting of the routes. Unfortunately, regards of your
- 34:25seniority and tenure as an RCA, if there is an incoming transfer
- 34:32from a mutual transfer, the Rcas will not be converted because
- 34:37that that person that regular transferring in is taking the
- 34:41residual spot. Yeah, I know that's kind of a
- 34:44misconception that ends up happening is that some of the
- 34:47Rcas get really hopeful in that scenario.
- 34:49And it's like, no, they're doing a mutual transfer.
- 34:53Well, they they may not know it in advance that the reason the
- 34:58forbid is because of. Yeah, very true.
- 35:00And then bid and they think it's they're all hopeful that they're
- 35:04going to go regular and it's like, no, this is because of a a
- 35:08mutual transfer. But but yeah, good, good word of
- 35:12thumb with it. Just do your research in about
- 35:15that office as a whole. There was another guy who was
- 35:19trying to transfer here from Florida a while ago, and at that
- 35:26time when he was trying to do that, my office had.
- 35:30A. 28 hour H route, not ox H route.
- 35:37And he was very worried that if he bid or if he did the mutual
- 35:43transfer and came here that he was going to end it up end up
- 35:47with a 28 hour age. So.
- 35:52I wouldn't be worried about that too, yeah.
- 35:54As I said, yeah, that's a valid worry.
- 35:57Yeah. So he did not end up doing the
- 36:00mutual transfer because of that. And granted, now we don't have
- 36:03that 28 hour age, but you know that that whole office that you
- 36:07might be wanting to mutually transfer to might be just all H
- 36:10routes or it might be all over burden routes.
- 36:15You know, you just, it just depends upon the circumstances
- 36:19of it. And you know, is it hasn't just
- 36:25been AI shouldn't say it shouldn't be a not a vacant
- 36:29route, but you know, did the regular who got that route?
- 36:34Did they just bid to it and none of the RX scans were done?
- 36:38You know, there's different. Do your research to protect
- 36:43yourself, I should say, so that you're making a conscious
- 36:48decision. And before you take that leap to
- 36:53change, change your life, you know?
- 36:56But I would say even you know with the RC as I would still get
- 37:00in the habit of bidding, just you're in the habit of how to do
- 37:04it. So that way when it is your turn
- 37:06to go regular, you are going to bid correctly and cover your
- 37:10bases. And then once you excuse me,
- 37:14because I was always as an RCA, I was always told go regular,
- 37:18then find your home, meaning make sure you become regular and
- 37:24then find the route that you want and you know, and bid over
- 37:27to the route if you want. And then you know, you got to
- 37:30remember when you're bidding as a regular, you only want to bid
- 37:33on the ones that you do want. You don't want to bid on
- 37:37everything like you did at the RCA to become regular.
- 37:41Yeah. All right, guys.
- 37:43Anything else to add into the transfers?
- 37:46That I can think of. Yeah, I don't, I don't think so.
- 37:49I think it's yeah. Like I, I've, I've said it, I
- 37:53just want to reiterate it. Yeah.
- 37:54Just be cautious and do your research on it.
- 37:57And just so that you know that you did your due diligence and
- 38:04you can, you know, figure out your life and, and, and not just
- 38:10get screwed over. I guess so.
- 38:13I. But it's a good benefit that we
- 38:15have, I think. I think so too, for those that
- 38:19want or need to take advantage of it.
- 38:22Yeah, I would say if it's something that you're
- 38:25considering and actually go through the process, I wish you
- 38:28luck in the process and happiness in your new home.
- 38:35We will hear of a ten way mutual transfer.
- 38:38Oh Lord, that. 'D be instinct.
- 38:41That. Would be crazy that would be.
- 38:44Crazy. I'm just thinking of the
- 38:46paperwork nightmare that would be, yeah.
- 38:50Yeah, the six way is pretty crazy by itself.
- 38:53Oh, it is, it is. I've heard of threes and fours,
- 38:57but man, the six way is. I would love to not even, I'm
- 39:03not even worried about the paperwork, but if you can get 10
- 39:06postmasters to sign off on it, I would love to hear start to
- 39:11finish who went from where to where.
- 39:13Yeah, all for one person to get where they need to go.
- 39:18Yeah. Or we have a couple of people.
- 39:21To get where they want to go but all right guys, I think we'll
- 39:26just not do a full wind down. This is this is more of the
- 39:31excuse me, I don't mean to yawn in the middle of the week due to
- 39:35you know, Sunday was just Sunday for a lot of us.
- 39:39Oh, but next Monday is MLK day. Yes.
- 39:46And so we will we'll record on Sunday as usual.
- 39:50It'll probably be a little bit a little bit longer episode since
- 39:54we don't have to be up Monday and be a lot easier to pull out
- 39:58a little bit of a longer episode.
- 39:59But we didn't want to fully skip this week.
- 40:01So we did our tried to cover that request for mutual
- 40:05transfers through in the RCA transfers in there.
- 40:08Why not? And yeah, we'll call it a night
- 40:11for tonight, guys. How's that sound?
- 40:14Yeah, that sounds good. All right, so y'all, stay safe,
- 40:18stay hydrated, don't get overwhelmed, all that good stuff
- 40:23and we'll be back next week. Bye.
