- 1:03searches spike during televised presidential
- 1:05debates. No surprise there, but they spike by
- 1:08more than 440 % on average, as voters across
- 1:12America seek to learn more about what's happening
- 1:14on the live debate stage. Seven candidates are
- 1:18on that stage tonight. Their position on the
- 1:20stage determined by their standing in the latest
- 1:22national polls, as well as polls in Iowa and
- 1:25New Hampshire. And here they are. Texas Senator
- 1:28Ted Cruz. press press day governor John Kasich
- 1:51and Kentucky Senator Rand Paul apparently I was
- 1:59near Kentucky tonight's rules are simple up to
- 2:0260 seconds for each answer 30 seconds for each
- 2:05follow -up response and if a candidate goes over
- 2:09the allotted time you will hear this Oh I think
- 2:14the double is the one we want. Very pleasing.
- 2:17We have a crowd of about 1 ,600 here, and while
- 2:20they have agreed to respect the candidates and
- 2:22listen intently, we can tell you they are very
- 2:26excited to be here. Am I right? Senator Cruz,
- 2:38before we get to the issues, let's address the
- 2:41elephant not in the room tonight. Donald Trump
- 2:45has chosen not to attend this evening's presidential
- 2:48debate. What message do you think that sends
- 2:50to the voters of Iowa? Well, Megan, let me say
- 2:53at the outset to the men and women of Iowa, thank
- 2:56you for the incredible hospitality over this
- 2:58past year. By Monday, you will have welcomed
- 3:01me into all 99 counties in Iowa. You will have
- 3:04welcomed my dad to preach at your churches. You
- 3:07will have welcomed Heidi and our girls, Caroline
- 3:10and Catherine, into your homes. And I am so grateful
- 3:13for the diligence, for the seriousness with which
- 3:16the men and women of Iowa approach this process.
- 3:20If I am elected president, keep an eye on the
- 3:24tarmac, because I'll be back. Because Iowa in
- 3:282017 will not be flyover country. It will be
- 3:32fly -to country. Secondly, let me say, I'm a
- 3:43maniac, and everyone on this stage is stupid,
- 3:47fat, and ugly. And Ben, you're a terrible surgeon.
- 3:51Now that we've gotten the Donald Trump portion
- 3:53out of the way, I want to thank everyone here
- 4:03for showing the men and women of Iowa the respect
- 4:06to show up and make the case to the people of
- 4:09this state and the people of the country why
- 4:11each of us believe we would make the best commander
- 4:13-in -chief. The divide between you and Mr. Trump
- 4:23has turned into one of the biggest stories in
- 4:25the country. And for six months, your campaign,
- 4:28during this campaign, you praised Mr. Trump as
- 4:31somebody who you thought was an effective voice
- 4:33against the Washington cartel. You said you were
- 4:36glad that he was running as a Republican. But
- 4:38when he started to criticize you, your message
- 4:40changed. And you suddenly started to portray
- 4:43him as the voice of the Washington cartel and
- 4:45suggested he would do the Democrats' bidding.
- 4:48Which is it? Well, let me be clear. If Donald
- 4:52engages in insults or anybody else, I don't intend
- 4:55to reciprocate. I have not insulted Donald personally,
- 4:58and I don't intend to. I am glad Donald is running.
- 5:00I'm glad he has produced enormous enthusiasm.
- 5:04And to every Donald Trump voter or potential
- 5:06voter, I hope to earn your support. I know everyone
- 5:09else on this stage hopes to earn your support.
- 5:12Now, there is a difference between personal insults
- 5:15and attacks, between going into the mud with
- 5:18ad hominems and focusing on issues and substance.
- 5:22I think issues and substance, policy and vision
- 5:25and record should be the meat of politics. That's
- 5:28fair game, but that's where I'm going to focus.
- 5:30That is how I focused from the beginning of the
- 5:32campaign and it's how I intend to continue going
- 5:35forward. Senator Rubio, I want to explore this
- 5:39sort of larger issue. The campaign has in a sense
- 5:41turned into a battle for the soul. of the Republican
- 5:44Party, establishment versus grassroots, pragmatic
- 5:48versus principle. You say that you can unite
- 5:51all of the factions inside the GOP. How? Chris,
- 5:56let's begin by being clear what this campaign
- 5:58is about. It's not about Donald Trump. He's an
- 6:00entertaining guy. He's the greatest show on earth.
- 6:02This campaign is about the greatest country in
- 6:04the world and a president who has systematically
- 6:06destroyed many of the things that made America
- 6:09special. You see, we usually elect presidents
- 6:11in America that want to change the things that
- 6:13are wrong in America. Barack Obama wants to change
- 6:15America. Barack Obama wants America to be more
- 6:18like the rest of the world. We don't want to
- 6:20be like the rest of the world. We want to be
- 6:21the United States of America. And that is why
- 6:24Hillary Clinton cannot win this election. Hillary
- 6:29Clinton this week said Barack Obama would make
- 6:32a great Supreme Court justice. The guy who systematically
- 6:35and habitually violates the Constitution on the
- 6:37Supreme Court? I don't think so. If I'm our nominee,
- 6:40I will unite this party, and we will defeat Hillary
- 6:42Clinton, and we will turn this country around
- 6:44once and for all after seven years of the disaster
- 6:47that is Barack Obama. Thank you. Governor Bush,
- 6:51it's hard for anyone with your pedigree to avoid
- 6:55being called establishment. But isn't that part
- 6:58of the problem in this race, that three others
- 7:00on this stage are splitting the mainstream Republican
- 7:04vote and thereby possibly handing this nomination
- 7:07over to an anti -establishment candidate? Brett,
- 7:11we're just starting. The first vote hasn't been
- 7:13counted. Why don't we let the process work? I
- 7:16trust Iowans, Granite Staters, people in South
- 7:18Carolina, people in Nevada to start this process
- 7:21out. I kind of miss Donald Trump. He was a little
- 7:23teddy bear to me. We always had such a loving
- 7:26relationship. relationship during these debates
- 7:28and in between and the tweets. I kind of miss
- 7:30him. I wish he was here. Everybody else was in
- 7:32the witness protection program when I went after
- 7:34him on behalf of what the Republican cause should
- 7:37be. Conservative principles, believing in limited
- 7:39government, believing in accountability, leading
- 7:42by fixing the things that are broken. Look, I'm
- 7:45an establishment because my dad, the greatest
- 7:47man alive, was president of the United States
- 7:49and my brother, who I adore as well as a fantastic
- 7:51brother, was president. Fine, I'll take it. And
- 7:54I guess I'm part of the establishment because
- 7:56Barbara Bush is my mom. I'll take that, too.
- 7:59But this election is not about our pedigree.
- 8:04This is an election about people that are really
- 8:06hurting. And we need a leader that will fix things
- 8:10and have a proven record to do it. And we need
- 8:12someone who will take on Hillary Clinton in November,
- 8:14someone who has a proven record, who's been tested,
- 8:17who's totally transparent. I released 34 years
- 8:19of tax returns and 300 ,000 emails. But in my
- 8:24government record, to get the information from
- 8:26Hillary Clinton, you need to get a subpoena from
- 8:28the FBI. Thank you, Governor. Your record as
- 8:35a Republican from a blue state who knows how
- 8:38to get things done and reach across the aisle.
- 8:41However, many Republicans feel that reaching
- 8:44across the aisle and getting things done isn't
- 8:46great if you get the wrong things done. And they
- 8:49prefer to stand on principle rather than compromise.
- 8:52Why are they wrong and you're right? They're
- 8:56not wrong. But what's wrong is your premise in
- 8:59the question. You can do both. There is no reason
- 9:02why you can't stand for principles, go and fight
- 9:04for them, and be able also to have to get things
- 9:08done in government. You know, what people are
- 9:10frustrated about in Washington, D .C., and I
- 9:12know the folks out there tonight, are incredibly
- 9:14frustrated because what they see is a government
- 9:16that doesn't work for them. You know, for the
- 9:1845 -year -old construction worker out there who's
- 9:21having a hard time making ends meet, who's lost
- 9:23$4 ,000 in the last seven years in his income,
- 9:27because of this administration. He doesn't want
- 9:29to hear the talk about politics, Megan, and whose
- 9:31establishment and whose grassroots and whose
- 9:33compromise and whose principle. What he wants
- 9:36is something to get done. And that's the difference
- 9:37between being a governor and having done that
- 9:39for the last six years in New Jersey and being
- 9:42someone who has never had to be responsible for
- 9:44any of those decisions. Barack Obama was never
- 9:46responsible for those decisions. Hillary Clinton
- 9:48has never been responsible for those kind of
- 9:50decisions where they were held accountable. I've
- 9:53been held accountable for six years as the governor
- 9:54of New Jersey. And with a Democratic legislature,
- 9:56I've gotten conservative things. done, that is
- 9:59exactly what I'll do as President of the United
- 10:00States. Senator Paul, you're definitely not in
- 10:07the establishment category. But at the beginning
- 10:09of this campaign, you said you were your own
- 10:12man when asked about your father, former Texas
- 10:15Congressman and three -time presidential candidate
- 10:17Ron Paul. Senator Cruz's campaign is out with
- 10:20a video saying that Cruz is the intellectual
- 10:23and political heir to your father's 2012 campaign
- 10:26and the Liberty Movement. And your father now
- 10:30says that it's realistic that Donald Trump will
- 10:33be your party's nominee. So did you make a mistake
- 10:36by not fully, more fully, embracing your father
- 10:39politically at the beginning of this campaign?
- 10:42You know, I've always had a great deal of respect.
- 10:45There's probably no person I respect more in
- 10:47the country or in recent history than my father.
- 10:50I think he was probably the most honest man in
- 10:51politics that we've ever seen in a generation.
- 10:54And so in no way have I ever said that I don't
- 10:57embrace my father or love my father or appreciate
- 10:59everything that he's done for the country. I
- 11:02think what's interesting about where that liberty
- 11:04vote goes that my father brought to the Republican
- 11:07Party is I don't think they're necessarily going
- 11:09to go for Ted. You know, Ted— didn't show up
- 11:13we had an audit the fed vote which was the biggest
- 11:15thing my dad had been adver advocating for for
- 11:1830 years ted didn't have time to show up he was
- 11:20the only republican that didn't show up for it
- 11:22and so i think the really that vote is going
- 11:24to stay in the paul household i think more of
- 11:27it's coming and it's going to grow the nsa is
- 11:30another big issue ted said he was for You know,
- 11:33NSA reform. But then he told Marco Rubio, oh,
- 11:36no, no, no, I voted for the bill because I'm
- 11:38for the government collecting 100 percent of
- 11:41your cell phone records. I don't think Ted can
- 11:43have it both ways. They want to say they're getting
- 11:45some of the Liberty vote, but we don't see it
- 11:47happening at all. We think we're going to do
- 11:49very well in Iowa with the Liberty vote. Senator
- 11:51Cruz, your response to that? Well, I agree with
- 11:58Rand that I very much respect Ron Paul, and that
- 12:01I think anyone who's able to win in the Republican
- 12:04Party has to be able to bring together the disparate
- 12:06elements of the Reagan coalition. You've got
- 12:08to be able to bring together conservatives and
- 12:10evangelicals and libertarians and stitch together
- 12:13a winning majority. When it comes to the audit,
- 12:16the Fed bill, as Rand knows well, I was an original
- 12:18sponsor of the bill. I am strongly supportive
- 12:20of it. It didn't have the votes to pass, and
- 12:22I had commitments to be at a town hall in New
- 12:24Hampshire, but I look forward to signing that
- 12:26bill. in the law as president and auditing the
- 12:29Fed and providing needed accountability at the
- 12:32Federal Reserve. Senator Rubio? I think, you
- 12:38know, Rand and I have some significant issues
- 12:40on policy, but I respect Rand. He believes everything
- 12:43he stands for. I do respect Rand, but I want
- 12:46to be frank about what I stand for. I believe
- 12:48the world is a safer and a better place when
- 12:50America is the strongest power in the world.
- 12:52And I believe only with a strong America will
- 12:54we defeat this radical group, this apocalyptic
- 12:56group called ISIS. That's why when I'm president,
- 12:59we are going to rebuild our intelligence capabilities,
- 13:01and they're going to tell us where the terrorists
- 13:02are. And a rebuilt U .S. military is going to
- 13:05destroy these terrorists. And if we capture any
- 13:07of these ISIS killers alive, they are going to
- 13:10Guantanamo Bay, Cuba, and we're going to find
- 13:12out everything they know. Because when I'm president,
- 13:14unlike Barack Obama, we will keep this country
- 13:16safe. Thank you, Senator. Governor Kagan, Mike,
- 13:20may I respond? We'll come back to Senator Paul.
- 13:25Well, I mean, I was talking about it in the question.
- 13:27Just very quickly, I'd like to respond. The bulk
- 13:29collection of your phone data, the invasion of
- 13:32your privacy, did not stop one terrorist attack.
- 13:34I don't think you have to give up your liberty
- 13:37for a false sense of security. When we look at
- 13:39this bulk collection, the court has looked at
- 13:41this. Even the court declared it to be illegal.
- 13:45If we want to collect the records of terrorists,
- 13:47let's do it the old -fashioned way. Let's use
- 13:49the Fourth Amendment. Let's put a name on a warrant.
- 13:52Let's ask a judge for it. Let's respect the history
- 13:54of our country. John Adams said that we fought
- 13:57the war for independence because we wanted to
- 14:00fight against generalized warrants. Let's don't
- 14:03forget that. Governor Kasich, I want to get back
- 14:09to this question of where conservatives are this
- 14:12year. You call yourself a, quote, inside -outside
- 14:15guy, a reformer who knows how to get things done,
- 14:19but you reject the establishment label. First
- 14:22question is, why do you reject it? And secondly,
- 14:25what do you say to Republican voters this year
- 14:27who view practical government experience as a
- 14:30liability and not an asset? Well, first of all,
- 14:33I had a national reporter say, you know, there's
- 14:35three lanes. There's the establishment lane,
- 14:37the anti -establishment lane, and then there's
- 14:39the Kasich lane. The reason is that I've been
- 14:42a reformer all of my career, fighting to reform
- 14:44welfare, fighting to reform the Pentagon, also
- 14:47being in a position to balance the budget, because
- 14:50that is very, very hard to do. And then in Ohio,
- 14:54of course, I had to bring about big reform again,
- 14:56because we were so far in the hole, and now we've
- 14:58just found out that we are up. over 400 ,000
- 15:01jobs since I took over as governor. You know,
- 15:04the situation is this. We cannot fix things in
- 15:07this country, the social security, the border,
- 15:09balancing the budget, getting wages to grow faster,
- 15:12unless we lead as conservatives, but we also
- 15:15invite people in from the other party. We have
- 15:18to come together as a country, and we have to
- 15:20stop all the divisions. And, you know, that's
- 15:22been my message in New Hampshire. And having
- 15:25been in New Hampshire and here in Iowa, but in
- 15:27New Hampshire, I just received the support of
- 15:29seven out of eight of the newspapers in that
- 15:32state because they see positive, they see unity,
- 15:34they see coming together, and they see a record
- 15:37of change and a record of accomplishment. And
- 15:39it isn't because I'm all that great. It's because
- 15:41I've been assembling a team of people who want
- 15:44to be involved in something that's a little bigger
- 15:46than themselves. I'll keep heading in that direction.
- 15:49Believe me. Dr. Carson, I want to pick up on
- 15:52that with you. Governor Kasich likes to say he
- 15:55knows how to land the plane. You've landed a
- 15:57lot of planes in the OR. But what about the idea
- 16:01of running for president with no experience in
- 16:04government at all? Well, I will gladly confess
- 16:07that I'm the only one on this stage with no political
- 16:10title. You're not going to hear a lot of polished
- 16:13political speech from me, but you will hear the
- 16:16truth. And I don't think you have to be a politician
- 16:19to tell the truth. In fact, sometimes it's not
- 16:22that way around. And I've had more 2 a .m. phone
- 16:28calls than everybody here put together, making
- 16:30life and death decisions, put together very complex
- 16:35teams to accomplish things that have never been
- 16:38done before. And we are in a situation right
- 16:41now in our country that we have never been in
- 16:43before. We need people who think out of the box.
- 16:48can solve problems, can utilize the resources
- 16:51around them, very smart people, to focus on the
- 16:55problem and solve the problem. The American people
- 16:58are terrified. That's why we have this abnormal
- 17:02situation going on right now. We don't need more
- 17:05of the same solutions. We need different solutions
- 17:08to solve the problems and to save our nation.
- 17:14We're now going to start to drill down into specific
- 17:17issues that are on voters' minds, and we're going
- 17:19to start with one of the biggest ones, which
- 17:20is foreign terror. According to Google, ISIS
- 17:24was by far the most searched foreign policy topic
- 17:27over the last year. Senator Cruz, you talk tough
- 17:31about fighting terrorism. You talk about carpet
- 17:34bombing into oblivion. You talk about seeing
- 17:37if the sand will glow at night. But critics say
- 17:40that your record does not match up to that. You
- 17:44opposed giving President Obama authority to enforce
- 17:47his red line in Syria. Three years in a row now,
- 17:50you have voted against the Defense Authorization
- 17:53Act. How do you square your rhetoric with your
- 17:56record, sir? Well, Chris, I will apologize to
- 17:58nobody for the vigorousness with which I will
- 18:01fight terrorism, go after ISIS, hunt them down
- 18:05wherever they are, and utterly and completely
- 18:08destroy ISIS. You know, you claim it is tough
- 18:15talk. to discuss carpet bombing. It is not tough
- 18:18talk. It is a different fundamental military
- 18:21strategy than what we've seen from Barack Obama.
- 18:24Barack Obama right now, number one over seven
- 18:26years, has dramatically degraded our military.
- 18:30You know, just two weeks ago was the 25th anniversary
- 18:32of the first Persian Gulf War. When that war
- 18:35began, we had 8 ,000 planes. Today, we have about
- 18:404 ,000. When that war began, we had 529 ships.
- 18:44Today, we have 272. You want to know what carpet
- 18:48bombing is? It's what we did in the first Persian
- 18:50Gulf War, 1 ,100 air attacks a day, saturation
- 18:54bombing that utterly destroyed the enemy. Right
- 18:57now, Barack Obama is launching between 15 and
- 19:0030 air attacks a day. He's not arming the Kurds.
- 19:03We need to define the enemy. We need to rebuild
- 19:06the military to defeat the enemy, and we need
- 19:09to be focused and lift the rules of engagement
- 19:11so we're not sending our fighting men and women
- 19:13into combat with their arms tied behind their
- 19:16backs. Senator Rubio, does Senator Cruz's record
- 19:21match his rhetoric? Well, again, I mean, obviously,
- 19:24as has already been pointed out, the only budget
- 19:26that Ted has ever voted for is a budget that
- 19:28Rand Paul sponsored that brags about cutting
- 19:30defense spending. And I think that's a bad idea
- 19:32for the following reason. ISIS is the most dangerous
- 19:35jihadist group in the history of mankind. ISIS
- 19:38is now found in affiliates in over a dozen countries.
- 19:41ISIS is the group that burns people alive in
- 19:43cages, that sells off little girls as brides.
- 19:46ISIS is the group that wants to trigger an apocalyptic
- 19:48showdown in the city of Dabiq. Not the city of
- 19:51Dabiq. I said that once around time. The city
- 19:54of Dabiq in Syria. They want to trigger an apocalyptic
- 19:57Armageddon showdown. This group needs to be confronted
- 20:00and defeated. They are not going to go away on
- 20:02their own. They're not going to turn into stockbrokers
- 20:04overnight or open up a chain of car washes. to
- 20:07be defeated militarily, and that will take overwhelming
- 20:09U .S. force. Today, we are on pace to have the
- 20:12smallest army since the end of World War II,
- 20:14the smallest navy in 100 years, the smallest
- 20:17air force in our history. You cannot destroy
- 20:20ISIS with a military that's being diminished.
- 20:22When I'm president, we are rebuilding the U .S.
- 20:24military, because the world is a safer and a
- 20:26better place when America is the strongest military
- 20:29in the world. Chris, in 1981, when Ronald Reagan
- 20:38came to the Oval Office, he encountered a military
- 20:41that had been debilitated just as the current
- 20:44military has. Just like Jimmy Carter weakened
- 20:47our readiness, undermined our ability to defend
- 20:49this country, so too has Barack Obama. Just as
- 20:52morale in the military has plummeted in the last
- 20:54seven years, so it had then. What Reagan did...
- 20:58is he began with tax reform and regulatory reform
- 21:00unleashing the engine of the American free enterprise
- 21:03system. It brought booming economic growth and
- 21:06that growth fueled rebuilding the military. I
- 21:09intend to do the exact same thing to defeat radical
- 21:12Islamic terrorism and to devote the resources
- 21:15from the booming economy. to rebuilding our Navy,
- 21:19rebuilding our Air Force, rebuilding our Army,
- 21:22and ensuring we have the capacity to keep this
- 21:25country safe. May I just say that we are going
- 21:30to continue the questions about foreign terror,
- 21:33gentlemen, right after this break. But first,
- 21:36you can join tonight's conversation right from
- 21:39home. Go to google .com or open your Google search
- 21:41app and search Fox News debate to vote on which
- 21:44candidate you think has the best plan. to defeat
- 21:47ISIS. We'll be right back. Welcome back. Let's
- 21:58get right back to the questions. Chris. Thank
- 22:02you. Governor Christie, you have compared both
- 22:05Senators Cruz and Rubio to Barack Obama saying
- 22:09that we cannot afford another inexperienced president.
- 22:12You've also said that Senator Cruz's vote to
- 22:14curtail the NSA surveillance program made America
- 22:17less safe. Is either of them ready to be commander
- 22:21in chief? Well, let me tell you something. I
- 22:22do believe that the vote on NSA made the country
- 22:24less safe. But let me tell you what the country
- 22:26should really be worried about. I watched that
- 22:28town hall meeting with the Democrats the other
- 22:30night. And I heard Hillary Clinton asked a direct
- 22:33question by an Iowan. And that's what Iowans
- 22:34like to do. They like to ask direct questions.
- 22:37And they asked about her email situation. And
- 22:40here's what she said to the American people.
- 22:41She did it for convenience. For her convenience.
- 22:45She put America's secrets at risk for her convenience.
- 22:49She put American intelligence officers at risk
- 22:52for her convenience. She put American strategy
- 22:55at risk for her convenience. Let me tell you
- 22:58who's not qualified to be President of the United
- 22:59States, Chris. Hillary Rodham Clinton did that
- 23:02to our country. She is not qualified to be President
- 23:05of the United States. The fact is what we need
- 23:11is someone on that stage who has been tested,
- 23:13who has been through it. who has made decisions,
- 23:17who is sitting in the chair of consequence, and
- 23:19who can prosecute the case against Hillary Clinton
- 23:21on that stage, that is exactly what I am ready
- 23:23to do. Governor Bush. Chris, Chris, I was mentioned
- 23:27in that question. No, your name wasn't mentioned,
- 23:30Ted. Actually, I don't think your name was mentioned.
- 23:32I think the vote, no, sir. I think the question
- 23:36was about, it's not my question that you get
- 23:39a chance to respond to. It's his answer. You
- 23:42don't get 30 seconds to respond to me. Your question
- 23:44was you have disagreed with the vote on an incident
- 23:47in his opening statement. I'd like to go on.
- 23:49Sir, I know you like to argue about the rules,
- 23:52but we're going to conduct the debate. Governor
- 23:53Bush, here's the question. I'm going to ask Governor
- 23:58Bush the question. You've criticized several
- 24:00candidates in this field on this stage for what
- 24:02you call unrealistic ideas about how to fight
- 24:05terrorists, including Rubio and Cruz. on the
- 24:09issue of their refusing to give the president
- 24:11authority to enforce the red line in Syria. But
- 24:15given the fact that your brother got us into
- 24:17two wars in Iraq and Afghanistan that have still
- 24:20not ended, that have still not ended, what lessons
- 24:24have you learned from his mistakes, sir? Well,
- 24:26first, I was critical of the senator's not...
- 24:30giving the president the authorization to use
- 24:31the military force. They should have made it
- 24:33more open -ended for the next president. We shouldn't
- 24:35have the warfighters have their arms tied behind
- 24:38their back, as President Obama wanted to do,
- 24:40but they had a chance to show support. And it
- 24:42wasn't popular at the time. It became popular
- 24:45after the attack in Paris and San Bernardino.
- 24:47Now we hear the tough talk. Prior to that...
- 24:50In the Reagan library, I gave a detailed plan
- 24:52exactly what to do as it relates to ISIS. And
- 24:55it is from the lessons of history that we do
- 24:56this, because if we allow this to fester, we're
- 24:59going to have Islamic terrorism, multi -generations
- 25:02of it, all across this country. The caliphate
- 25:06of ISIS has to be destroyed, which means we need
- 25:08to arm directly the Kurds, embed our troops with
- 25:10the Iraqi military, re -engage with the Sunni
- 25:13tribal leaders, get the lawyers off the damn
- 25:15backs of the military once and for all. have
- 25:18a no -fly zone in Syria, and create safe zones
- 25:21to deal with the refugees, but more importantly,
- 25:23to train a Sunni -led force in Syria to take
- 25:26out ISIS with our support on the ground and air.
- 25:28That's what we need to do, and I laid that out
- 25:30prior to the crisis with the advice of a lot
- 25:33of people, including 12 Medal of Honor recipients
- 25:35that I'm proud that they're supporting my campaign.
- 25:37Senator Cruz, now you get a chance to respond.
- 25:42Chris, I would note that the last four questions
- 25:45have been... Rand, please attack Ted. Marco,
- 25:47please attack Ted. Chris, please attack Ted.
- 25:49Jeb, please attack Ted. Let me just say this.
- 25:54It is a debate, sir. Well, no, no, a debate actually
- 25:57is a policy issue, but I will say this. Gosh,
- 26:00if you guys ask one more mean question, I may
- 26:03have to leave the stage. The most important determination
- 26:10any voter is going to make in this election is
- 26:15who's best prepared to be commander -in -chief.
- 26:17who has the experience, who has the knowledge,
- 26:19who has the judgment, who has the clarity of
- 26:21vision and strength of resolve to keep this country
- 26:23safe. That is what this debate is all about.
- 26:26And I would suggest let's stay focused on those
- 26:29issues rather than just attacks directed at each
- 26:32other. I think the questions were about issues,
- 26:35but Senator Rubio, what would you like to say?
- 26:37First of all, I'd like to respond. Let me go
- 26:41first, and then you can please recognize Rand
- 26:43after. Thank you. First of all, don't worry.
- 26:50I'm not leaving the stage no matter what you
- 26:51ask me. And second of all, and I think, you know,
- 26:58Governor Jeb, the attack, the authorization that
- 27:01Barack Obama asked for was not against ISIS.
- 27:03It was against Assad. And John Kerry described
- 27:06it as attacks that would be unbelievably small.
- 27:08I don't think the United States should be engaged
- 27:10in symbolic military activity. So it was not
- 27:13against ISIS. It was against Assad. I think the
- 27:16United States military is already operating under
- 27:19rules of engagement that are too strict and that
- 27:21do not allow us to pursue victory. When I'm president,
- 27:23that will change. Senator Paul, go ahead. Thank
- 27:27you. The issue in Syria is a very important one,
- 27:30and it's one we need to get right. The question
- 27:33is, should we be bombing both sides of the war?
- 27:35Some want to topple Assad. In fact, they want
- 27:38to bomb ISIS and Assad simultaneously. I think
- 27:41that's a really, really bad idea. In fact, I've
- 27:44said for several years that arming the allies
- 27:46of ISIS will make the situation worse, that what
- 27:49we really need to do is defeat ISIS. But if you
- 27:53defeat Assad, what you will wind up with is a
- 27:56larger and more powerful ISIS that occupies that
- 27:58space, you may well see an ISIS that takes over
- 28:01all of Syria. There was a question about foreign
- 28:10policy, by the way, and experience. And I thought
- 28:12if I didn't jump in, I might not be able to tell
- 28:14everybody this. I think they'd want to hear it.
- 28:16Look, I served on— No, we'll be talking about
- 28:18foreign policy a little bit later. We're going
- 28:20to talk— We have a lot to cover, but we want
- 28:21to turn the page to domestic terror. But wait
- 28:23a minute. The only reason is— No, no, no, because
- 28:25we want to turn the page to domestic terror,
- 28:26and let me tell you why. We're partnering with
- 28:28Google on this debate, and they're telling us
- 28:30that their search results have gone through the
- 28:32roof. I always listen to you, Megan. Go ahead.
- 28:34You're a good man, Governor Kasich. People, the
- 28:36search results, the searches for terror issues,
- 28:39for safety issues in America have gone through
- 28:42the roof, increased over 400 % since 2008. People
- 28:45are worried. They're worried about what's happening
- 28:47in the country and about a domestic terror attack,
- 28:49as all of you know. Now, in combating this threat,
- 28:51Senator Rubio, you've advocated closing down
- 28:55mosques. We'll get back to you. You have advocated
- 28:57closing down, closing down mosques, diners, any
- 29:01place where radicalization is occurring. You
- 29:03told me that. But the Supreme Court has made
- 29:05clear that hateful speech is generally protected
- 29:08by the First Amendment. In other words, radical
- 29:12Muslims have the right to be radical Muslims
- 29:14unless they turn to terror. Doesn't your position
- 29:18run afoul of the First Amendment? Megan, that's
- 29:20the problem. Radical Muslims and radical Islam
- 29:22is not just hate talk. It's hate action. They
- 29:24blow people up. Look what they did in San Bernardino.
- 29:27Look at the attack they inspired in Philadelphia
- 29:29that the White House still refuses to link to
- 29:31terror. Where a guy basically shot a police officer
- 29:34three times, he told the police, I did it because
- 29:37I was inspired by ISIS. And to this day, the
- 29:40White House still refuses to acknowledge that
- 29:42it had anything to do with terror. Look, the
- 29:44threat we face from ISIS is unprecedented. There
- 29:47has never been a jihadist group like this. They
- 29:49have affiliates in over a dozen countries now.
- 29:51They are the best -funded radical jihadist group
- 29:54in the history of the world. And they have shown
- 29:56a sophisticated understanding of the laws of
- 29:58other countries, on how to insert fighters into
- 30:00places, and they are actively plotting to attack
- 30:02us here at home and around the world. We must
- 30:05keep America safe from this threat. And yes,
- 30:07when I am president of the United States, if
- 30:09there is some place in this country where radical
- 30:11jihadists are planning to attack the United States,
- 30:14we will go after them wherever they are. And
- 30:16if we capture them alive, they are going to Guantanamo.
- 30:20Senator Paul, do you agree with that? We're going
- 30:22to close down mosques. We're going to close down
- 30:24diners. No, I think that's a huge mistake to
- 30:27be closing down mosques. But I would say that
- 30:29if you want to defend the country, it begins
- 30:31with border security. And this is where I've
- 30:32had my disagreement with Senator Rubio. When
- 30:35he brought forward the Gang of Eight bill to
- 30:37give citizenship to those who came here illegally,
- 30:39I put forward an amendment that says we should
- 30:42have more scrutiny on those who are coming as
- 30:45students, those who are coming as immigrants,
- 30:46those who are coming as refugees, because we
- 30:49had two refugees come to my town in Bowling Green
- 30:51and try to attack us. Marco opposed this because
- 30:54they made a deal. He made a deal with Chuck Schumer
- 30:57that he would oppose any conservative amendments,
- 30:59and I think that's a mistake, and I just don't
- 31:01think Marco can have it both ways. You can't
- 31:03be in favor of defending us against Islam, radical
- 31:05Islam, if you're not for border security. I don't
- 31:13know of anyone who's not in favor of fully vetting
- 31:15people that are trying to come to this country
- 31:16other than perhaps Barack Obama and Hillary Clinton.
- 31:19I think we all support that. Rand's amendment
- 31:21was not the right way to do it. I do believe
- 31:23that people who are trying to come to the United
- 31:25States, this country has a right to know who
- 31:27they are and why they are coming. And that's
- 31:29why I've been very clear. When I am the president
- 31:31of the United States of America, we don't know
- 31:33who you are and we don't know why you're trying
- 31:35to come to the United States. You are not going
- 31:37to get in because the radical threat that we
- 31:39now face from ISIS is extraordinary and unprecedented.
- 31:42And when I'm president, we are keeping ISIS out
- 31:44of America. Governor Christie, let's talk about
- 31:46profiling. In December, profiling, profiling.
- 31:49In December, two radical Muslims killed 14 people
- 31:52in San Bernardino, California. Neighbors of the
- 31:55terrorists said that they did not report the
- 31:57couple to law enforcement prior to the crime
- 32:00because they were afraid that they would be accused
- 32:02of profiling. Now, you have said that we should
- 32:04not profile. How do you square that with the
- 32:06San Bernardino case? Well, because you can do
- 32:09it without profiling, Megan. You do it on the
- 32:11facts. What those folks knew? was that these
- 32:15folks had weapons. They knew that they were talking
- 32:18about trying to take our country and attack it.
- 32:20That's not profiling. That's law enforcement.
- 32:23And that's the difference between somebody who
- 32:25knows how to do this and somebody who's never
- 32:27done it before. They didn't know they were going
- 32:28to attack the country. They knew they were talking
- 32:30about the issues of attacking people, Megan.
- 32:33They knew that. No, that's not true. The neighbors
- 32:35said they saw men going in and out of the garage.
- 32:39They saw packages being delivered. They saw Muslims.
- 32:42And they did not think that. That was enough
- 32:44to call the cops. Do you? Listen, I think that
- 32:47what people should do is use their common sense.
- 32:49And the fact is, let law enforcement make those
- 32:51decisions. I told people that from the time I
- 32:53was U .S. attorney 13 years ago. It's not for
- 32:56them to make those decisions about whether or
- 32:58not something is legal or illegal or profiling
- 33:00or not. You see something that's suspicious,
- 33:02you call law enforcement and let law enforcement
- 33:04make those decisions. That's what should be done.
- 33:07That can be done. It can be done without profiling
- 33:09people. What that is, is just common sense. They
- 33:11thought something was wrong. And here's the problem
- 33:13in this country right now. The problem is that
- 33:15Barack Obama has made law enforcement the enemy.
- 33:18Hillary Clinton has made law enforcement the
- 33:20enemy. We're not supporting our law enforcement
- 33:22officers. It's making everybody nervous to get
- 33:24out of their cars. If you're a law enforcement
- 33:26officer, it's making people in neighborhoods
- 33:28nervous to go to law enforcement. As president,
- 33:30I will support law enforcement, and we will stop
- 33:33radical terrorist attacks in this country by
- 33:35supporting our intelligence community and our
- 33:37law enforcement community. This week, a female
- 33:40Muslim who served in the U .S. Air Force asked
- 33:44Hillary Clinton the question. She asked whether
- 33:46the United States is still the best place in
- 33:47which to raise her three Muslim children, given
- 33:50what she perceives as a rise in Islamophobia
- 33:53in this country. Do you think that the GOP messaging
- 33:56on Muslims has stoked the flames of bias on this,
- 33:59as the Democrats suggest? And how would you answer
- 34:02this veteran? Well, I don't know about the GOP
- 34:06messaging, but I can tell you about my messaging.
- 34:08You know, we need to stop allowing political
- 34:12correctness to dictate our policies because it's
- 34:15going to kill us if we don't. And, you know,
- 34:19in the Holy Land Foundation trial in 2006 in
- 34:22Texas, you know, they had a memorandum, an explanatory
- 34:28memorandum, that talked about the fact that Americans
- 34:33would be easy to overcome and to commit civilization
- 34:36jihad because they, We're going to be trying
- 34:40to protect the rights of the very people who
- 34:43are trying to subvert them. But, you know, I
- 34:45believe in a Teddy Roosevelt philosophy. Teddy
- 34:47Roosevelt said, we are a nation of immigrants.
- 34:50As such, everybody is welcome from any race,
- 34:54any country, any religion, if they want to be
- 34:57Americans, if they want to accept our values
- 35:00and our laws. If not, they can stay where they
- 35:02are. Governor Kasich, see, I'm back. You appear
- 35:09to be back. in another debate, a so -called backdoor,
- 35:14to encrypted cell phone technology, which protects
- 35:18most smartphones that we all have from hacking.
- 35:21And it includes our phones, and it also protects
- 35:23the cell phones of the terrorists. Now, the tech
- 35:25companies and a group of MIT scientists, smart
- 35:27guys, right, warn that if they create a way for
- 35:29the FBI... to have a backdoor into our encrypted
- 35:32communications, then the bad guys will exploit
- 35:35it too. And they say that this is going to cause
- 35:36more security problems than it would solve for
- 35:38everyday Americans. Are they wrong? Well, look,
- 35:40the Joint Terrorism Task Forces need resources
- 35:43and they need tools. And those are made up of
- 35:45the FBI, state and local law enforcement. And
- 35:48Megan, it's best not to talk anymore about backdoors
- 35:51and encryption. It'll get solved, but it needs
- 35:53to be solved in the situation room of the White
- 35:55House with the technology folks. This is public
- 35:57testimony. But I just have to tell you that it's...
- 36:00best with some of these things not be said. Now
- 36:02I want to go back to something. See I was there
- 36:05when Reagan rebuilt the military. I was there
- 36:07in 89 when the wall came tumbling down because
- 36:10we were strong. And I was there when we went
- 36:12in the Gulf War and we didn't win that war just
- 36:14from the air. We won that war by assembling a
- 36:17group of Arab leaders who stood in the Rose Garden
- 36:19and stood with America. We want to destroy ISIS.
- 36:22It has to be in the air and on the ground. It
- 36:24has to be with our friends in the Arab world
- 36:27and our friends in Europe, the coalition that
- 36:30we had when we went to the first Gulf War. And
- 36:32then when we win that, and we will win that against
- 36:34ISIS as it settles down, we should leave because
- 36:37we shouldn't be policemen of the world. But what
- 36:39we need to do is turn it over to the regional
- 36:41powers to be able to handle that. But we have
- 36:44a unique time in America to connect with people
- 36:46all around the world that understand. that there's
- 36:49an existential threat against all of them. The
- 36:52Arabs, the Jordanians, the Saudis, the Egyptians,
- 36:55our friends in Europe, and including the Turks.
- 36:58So we have a unique opportunity to bring everybody
- 37:00together. I saw Reagan do it. I've seen other
- 37:03presidents do it. And frankly, if you want to
- 37:06be commander -in -chief, you have to have the
- 37:08experience. At the same time we're doing all
- 37:10that, the Pentagon must be reformed so we get
- 37:13what we need for our men and women in uniform.
- 37:16All of that together? We're going to be just
- 37:18fine, and America is going to continue to lead
- 37:21the world. Governor, thank you. Governor Bush,
- 37:23just today, a Wounded Warrior organization designed
- 37:26to help wounded veterans and their families is
- 37:30coming under fire for raising tens of millions
- 37:32of dollars, but spending almost half of that
- 37:34on travel and hotels and dinners and luxury,
- 37:38lavish conferences. So taking care of veterans
- 37:41is obviously a huge issue in the country that
- 37:43has asked so many to serve and sacrifice so much.
- 37:45If you were president, would you police these
- 37:48charity organizations that say they're helping
- 37:51vets? Of course, and there's all sorts of ways
- 37:54that can be done at the state, local, and federal
- 37:56level to do that. But the first duty of the next
- 37:58president of the United States is to fix the
- 38:00mess of the Department of Veterans Affairs. That's
- 38:02his first responsibility. Look, we have waiting
- 38:06lists for veterans that are leaving because of
- 38:08the sequester where we're gutting the military.
- 38:10More and more military personnel are leaving.
- 38:14becoming veterans, and the waiting list grows,
- 38:16they've given out $140 million of bonuses to
- 38:19veterans department employees, including reducing
- 38:23the waiting list without giving veterans care.
- 38:25People died, and only three people have been
- 38:28fired. I will make sure that we fire the sheer
- 38:31incompetence inside the Department of Veterans
- 38:33Affairs, and that we'll give veterans a choice
- 38:35card so that they don't have to travel hours
- 38:37and hours to get care if they want to go to their
- 38:39private provider. You want to make the Veterans
- 38:41Administration do a better job? Give veterans
- 38:44choices and you'll get a much better result.
- 38:46And as it relates to all the other organizations,
- 38:49let me give you a good example. In Houston, Texas,
- 38:51there's an organization in place because someone
- 38:53acted on their heart, wanted to make sure that
- 38:55there's no homeless veterans in Houston. And
- 38:58they've come pretty close to that. Without federal
- 39:00government assistance, we need to mobilize the
- 39:02entire country to deal with our veterans and
- 39:04treat them with much more respect than they get
- 39:06today. Governor Bush, thank you. Speaking of
- 39:08veterans. We have a question from a veteran who
- 39:12is one of the top YouTube creators. Over the
- 39:15course of the evening, gentlemen, we will hear
- 39:17from some of YouTube's most followed stars. And
- 39:20here's one of them. I'm Mark Watson. I'm known
- 39:28for my tech reviews on YouTube, but I'm also
- 39:30a veteran who served in the Army for eight years.
- 39:32As an African -American living near Ferguson,
- 39:34I've seen the strain between police officers
- 39:36and the communities they serve firsthand. Now,
- 39:39there are great tools like body cameras that
- 39:41can protect both officers and citizens, but we
- 39:44all currently have better cameras in our pockets
- 39:46than in our precincts. Why aren't we using the
- 39:49technology available to better protect our communities?
- 39:52Senator Paul, that question to you. You know,
- 39:55I've supported legislation to allow body cameras.
- 39:58I've been to Ferguson. I've been trying to look
- 40:00for solutions to our criminal justice problem.
- 40:02One thing I discovered in Ferguson was that a
- 40:05third of the budget for the city of Ferguson
- 40:08was being reaped by civil fines. People were
- 40:11just being fined to death. Now, you and I and
- 40:14many of the people in this audience, if we get
- 40:15a $100 fine, we can survive it. If you're living
- 40:18on the edge of poverty, you get a $100 fine or
- 40:20you're car towed, a lot of times you lose your
- 40:21job. I also think the war on drugs has disproportionately
- 40:24affected our African -American community. And
- 40:27what we need to do is make sure that the war
- 40:29on drugs is equal protection under the law and
- 40:32that we don't unfairly incarcerate another generation
- 40:34of young African -American males. In Ferguson,
- 40:38for every 100 African -American women, there
- 40:40are only 60 African -American men. Drug use is
- 40:43about equal between white and black, but our
- 40:45prisons, three out of four people in prison are
- 40:47black or brown. I think something has to change.
- 40:49I think it's a big thing that our party needs
- 40:51to be part of. And I've been a leader in Congress
- 40:53on trying to bring about criminal justice reform.
- 40:56Senator Paul, thank you. And search Fox News
- 41:12Debate to vote on which... Some questions about
- 41:14federal spending and the role of the federal
- 41:15government. Everybody always says they want to
- 41:17cut federal spending, and usually they start
- 41:19by saying they'll cut waste, fraud, and abuse,
- 41:22but that really doesn't ever materialize. We
- 41:24all know that. Governor Christie, you talk a
- 41:26lot about entitlement reform, and you say that
- 41:29that's where the federal government can get savings
- 41:31needed to balance the budget. But can you name
- 41:34even one thing that the federal government does
- 41:37now that it should not do at all? Yeah. You want
- 41:40one? I want one. How about one that I've done
- 41:44in New Jersey for the last six years, and that's
- 41:46get rid of Planned Parenthood funding for the
- 41:48United States of America. Anything bigger than
- 41:53that? Bigger than that? Let me tell you something.
- 41:56When you see thousands upon thousands upon thousands
- 41:59of children being murdered in the womb, I can't
- 42:01think of anything bigger than that. Thank you,
- 42:05Governor. I realize everyone on this stage opposes
- 42:07Obamacare, and you're not alone. Google data
- 42:10shows that in the last month, when people searched
- 42:13policy repeals, that there were a lot of them.
- 42:17Obamacare took the top two spots. But today,
- 42:20there are millions of people who gained health
- 42:22insurance from Obamacare, and they now rely on
- 42:25it. So the question, Senator Cruz, if you repeal
- 42:29Obamacare, as you say you will, will you be fine
- 42:32if millions of those people don't have health
- 42:35insurance? And what is your specific plan? for
- 42:38covering the uninsured? Sure. Well, let's take
- 42:41it one at a time. First of all, we have seen
- 42:44now in six years of Obamacare that it's been
- 42:46a disaster. It is the biggest job killer in this
- 42:48country. Millions of Americans have lost their
- 42:50jobs, have been forced into part -time work,
- 42:52have lost their health insurance, have lost their
- 42:55doctors, have seen their premiums skyrocket.
- 42:58If I am elected president, we will repeal every
- 43:02word of Obamacare. Once that is done, everyone
- 43:10agrees we need healthcare reform. It should follow
- 43:12the principles of expanding competition, empowering
- 43:15patients, and keeping government from getting
- 43:18in between us and our doctors. Three specific
- 43:20reforms that reflect those principles. Number
- 43:23one, we should allow people to purchase health
- 43:25insurance across state lines. That'll create...
- 43:29A true 50 -state national marketplace which will
- 43:31drive down the cost of low -cost, catastrophic
- 43:34health insurance. Number two, we should expand
- 43:37health savings accounts so people can save in
- 43:40a tax -advantaged way for more routine health
- 43:42care needs. And number three, we should work
- 43:45to de -link health insurance from employment
- 43:47so if you lose your job, your health insurance
- 43:50goes with you, and it is personal, portable,
- 43:53and affordable. And I'll tell you, Brad, I think
- 43:55that's a much more attractive vision for health.
- 43:58than the Washington -driven, top -down Obamacare
- 44:01that is causing so many millions of people to
- 44:03hurt. Senator Cruz, thank you. Governor Bush,
- 44:05you've advocated for statehood for Puerto Rico.
- 44:09The Puerto Rican economy is collapsing under
- 44:12unsustainable debt burden. Only about 1 million
- 44:16of its 4 million residents are currently employed.
- 44:19So should American citizens, who you say are
- 44:22already overtaxed, bail out Puerto Rico as well?
- 44:26No, they shouldn't. Puerto Rico ought to have
- 44:29the right of self -determination. If I was a
- 44:31Puerto Rican, I'd vote for statehood so that
- 44:33they have full citizenship. They serve in the
- 44:35military. They would have to pay federal taxes.
- 44:37They would accept the responsibilities of full
- 44:40U .S. citizenship. But they should have the right
- 44:42of self -determination. Before you get to that,
- 44:45though, Puerto Rico is going to have to deal
- 44:47with the structural problems they face. It's
- 44:50a fact that if you can pay for a $79 one -way
- 44:53ticket to Orlando and you can escape the challenges
- 44:56of a declining economy and high crime rates,
- 44:59you move to Orlando. And a lot of people are
- 45:01doing that and the spiraling out of control requires
- 45:03Puerto Rico to make structural reforms. Federal
- 45:05government can play a role in allowing them to
- 45:08do that, but they should not, the process of
- 45:11statehood or the status of Puerto Rico won't
- 45:13be solved until we get to the bigger issue of
- 45:15how you deal with the structural economic problems
- 45:17they're facing right now. Governor Kasich, you're
- 45:19one of two remaining sitting governors still
- 45:22in the race. Your colleague, Governor Rick Snyder
- 45:25in Michigan, is under fire, he and his administration,
- 45:28for the Flint, Michigan water crisis and the
- 45:30botched response to it. How would you have handled
- 45:33that? Well, you've got to be on top of it right
- 45:35away. And, you know, I don't know all the details
- 45:37of what Rick Snyder has done. I know there have
- 45:41been people who have been fired, people who are
- 45:43being held accountable. But the fact is, every
- 45:46single engine of government has to move when
- 45:48you see a crisis like that. And I've had many
- 45:51situations in the state of Ohio where we've had
- 45:54to move, whether it's storms. whether it was
- 45:57a horrible school shooting. There are many crises
- 46:00that come, a water crisis in Toledo. You've got
- 46:03to be on top of it. You've got to go the extra
- 46:05mile. You've got to work with local communities
- 46:07and you've got to work with the federal government
- 46:09because you realize that people are depending
- 46:12on you. And so you go the extra mile, but people
- 46:15have to be alert. They have to be alert to problems.
- 46:18And when you see a problem, you must act quickly
- 46:20to get on top of it. And people at home are saying
- 46:24they've got a problem. listen to them because
- 46:26most of the time they're absolutely correct.
- 46:29So the fact is, is that we work for the people.
- 46:31The people don't work for us. And we have to
- 46:33have an attitude when we're in government of
- 46:36servanthood. That's what really matters. We serve
- 46:39you. You don't serve us. We listen to you. And
- 46:42and then we act. Senator Rubio. On the issue
- 46:46of climate change, in 2008 you wanted Florida
- 46:49to get ahead of other states and establish a
- 46:52cap -and -trade system, a program for carbon
- 46:55emissions, which many Republicans thought at
- 46:57the time would hurt the Florida economy. Now
- 47:00you're a skeptic of climate change science, and
- 47:03in fact you warn that federal efforts to fight
- 47:05climate change will cost U .S. jobs and hurt
- 47:08the U .S. economy. So why the change? Well, Brett,
- 47:11first, that's not entirely the story. At the
- 47:13time, the liberal governor of Florida, who claimed
- 47:15he was a Republican, his name was Charlie Crist,
- 47:17he wanted to impose cap and trade on Florida,
- 47:19and I opposed him. I was the first person out
- 47:21of the box that opposed him on it. And then we
- 47:23saw that the leading candidates for president
- 47:25at the time, both the Republican and the Democrats,
- 47:27all supported it. And what we said is, if they're
- 47:29going to impose this on us, we better prepare
- 47:31to protect the state from it. But I have never
- 47:33supported cap and trade, and I never thought
- 47:35it was a good idea. And I was clear about that
- 47:37at the time. And I do not believe it's... a good
- 47:39idea now. I do not believe that we have to destroy
- 47:41our economy in order to protect our environment.
- 47:44And especially with these programs are asking
- 47:46us to pass that will do nothing to help the environment,
- 47:49but will be devastating for our economy. When
- 47:51I am president of the United States of America,
- 47:53there will never be any cap and trade in the
- 47:55United States. Thank you, Senator. All right,
- 47:59we're going to move on because coming up, immigration
- 48:02and something you've never seen before. Stay
- 48:05tuned right after this break. And now we move
- 48:22on to the topic of immigration. Senator Rubio,
- 48:25we start with you. When you ran for Senate in
- 48:272010, you made clear that you opposed legalization
- 48:30and citizenship for illegal immigrants. You promised
- 48:33repeatedly that you would oppose it as a U .S.
- 48:36senator as well. Here are just a few examples.
- 48:39Watch. Never support, never have, and never will
- 48:41support any effort to grant blanket legalization
- 48:45amnesty to folks who have entered or stayed in
- 48:47this country illegally. First of all, earned
- 48:49path to citizenship is basically code for amnesty.
- 48:52It's what they call it. And the reality of it
- 48:54is this. It is unfair to the people that have
- 48:56legally entered this country to create an alternative
- 48:58pathway for individuals who entered illegally
- 49:00and knowingly did so. You cannot grant amnesty.
- 49:03If the American people see us grant amnesty,
- 49:04they will never again believe in legal immigration.
- 49:07They will never again support it. And that's
- 49:08wrong for our country, bad for our future. Within
- 49:11two years of getting elected, you were co -sponsoring
- 49:14legislation to create a path to citizenship.
- 49:16In your words, amnesty. Haven't you already proven
- 49:20that you cannot be trusted on this issue? No,
- 49:22because if you look at the quote, and it's very
- 49:23specific, and it says, blanket amnesty. I do
- 49:26not support blanket amnesty. I do not support
- 49:27amnesty. You said more than that, sir. No, I
- 49:29said I do not support blanket legalization. You
- 49:31said earned path to citizenship is basically
- 49:33code for amnesty. It was. You supported earned
- 49:35path to citizenship. It absolutely has been.
- 49:36And at the time and the context of that was in
- 49:382009 and 2010, where the last effort for legalization
- 49:42was an effort done in the Senate. It was an effort
- 49:44led by several people that provided almost an
- 49:46instant path with very little obstacles moving
- 49:48forward. What I've always said is this issue
- 49:50does need to be solved. They've been talking
- 49:52about this issue for 30 years and nothing ever
- 49:55happens. And I'm going to tell you exactly how
- 49:57we're going to deal with it when I am president.
- 49:58Number one, we're going to keep ISIS out of America.
- 50:01If we don't know who you are or why you're coming,
- 50:03you will not get into the United States. Number
- 50:05two, we are going to enforce our immigration
- 50:07laws. I am the son and the grandson of immigrants,
- 50:10and I know that securing our borders is not anti
- 50:12-immigrant, and we will do it. We will hire 20
- 50:15,000 new border agents instead of 20 ,000 new
- 50:17IRS agents. We will finish the 700 miles of fencing
- 50:20and walls our nation needs. We'll have mandatory
- 50:22e -verify. a mandatory entry -exit tracking system.
- 50:26And until all of that is in place and all of
- 50:29that is working and we can prove to the people
- 50:30of this country that illegal immigration is under
- 50:33control, nothing else is going to happen. We
- 50:35are not going to round up and deport 12 million
- 50:37people, but we're not going to go around handing
- 50:38out citizenship cards either. There will be a
- 50:41process. We will see what the American people
- 50:43are willing to support, but it will not be unconstitutional
- 50:46executive orders like the ones Barack Obama has
- 50:48forced on us. Governor Bush, do you agree that
- 50:49Senator Rubio has not reversed himself on his
- 50:52immigration promise? I'm kind of confused because
- 50:55he was the sponsor of the Gang of Eight bill
- 50:57that did require a bunch of thresholds, but ultimately
- 51:01allowed for citizenship over an extended period
- 51:04of time. I mean, that's a fact. And he asked
- 51:07me to support that. And I supported him because
- 51:10I think people, when you're elected, you need
- 51:13to do things. And he led the charge to finally
- 51:15fix this immigration problem that has existed
- 51:17now, as Marco says, for 30 years. And then he
- 51:21cut and run because it wasn't popular amongst
- 51:22conservatives, I guess. Here's what I believe.
- 51:25And I wrote a book about this called Immigration
- 51:27Wars. You can get it at $2 .99 on Amazon. It's
- 51:29not a bestseller, I can promise you. There won't
- 51:32be any. You can get it. It's affordable for everybody.
- 51:35We should have a path to legal status for the
- 51:3812 million people that are here illegally. It
- 51:41means come out from the shadows, pay a fine,
- 51:43earn legal status by working, by paying taxes,
- 51:46learning English, not committing crimes, and
- 51:48earn legal status where you're not cutting in
- 51:51front of the line for people that are patiently
- 51:53waiting outside. I think that's the conservative
- 51:57consensus, pragmatic approach to how to solve
- 51:59this problem. Go ahead, Senator. It's interesting
- 52:01that Jeb mentions the book. That is the book
- 52:03where you changed your position on immigration
- 52:05because you used to support a path to citizenship.
- 52:07So did you. Well, but you changed the book. So
- 52:10did you, Marco. You wrote a book where you changed
- 52:12your position from a path to citizenship to a
- 52:17path to legalization. And the bottom line is
- 52:19this. We are not going to be able to do anything
- 52:21on this issue until we first bring illegal immigration
- 52:24under control. The American people have been
- 52:26told for 30 years they're going to enforce the
- 52:28border, they're going to build the wall, and
- 52:29it never gets built, and it never happens. It
- 52:31is very clear there will be no progress on this
- 52:34issue in any way, shape, or form until you prove
- 52:36to the people of this country that illegal immigration
- 52:39is under control. And when I'm president, we
- 52:41are going to bring it under control once and
- 52:43for all after 30 years of talking about it. Marco,
- 52:46Marco, he brought up my name. I have supported
- 52:50a consensus approach to solving this problem
- 52:52wherever it came up. And then 2007, it almost
- 52:55passed when my brother was president of the United
- 52:57States. A bipartisan approach got close. Barack
- 52:59Obama actually had the poison pill to stop it
- 53:02then. And when you led the charge with the gang
- 53:04of eight, I supported it because you asked me
- 53:06to. I think it's important for people in elected
- 53:08office to try to forge consensus to solve problems.
- 53:11There's never going to be a perfect bill. But
- 53:14when you didn't do that, and you asked people
- 53:16to support, you shouldn't cut and run. You should
- 53:19stick with it. And that's exactly what happened.
- 53:21He cut and run, and that's a tragedy, because
- 53:23now it's harder and harder to actually solve
- 53:25this problem. There's not going to be any consensus
- 53:27on this issue until we enforce our immigration
- 53:29law. That is abundantly clear. You are not going
- 53:32to be able to ram down the throat of the American
- 53:34people your approach. The only way we're going
- 53:36to be able to move forward after two migratory
- 53:39crisis with minors, after two unconstitutional
- 53:41executive orders, the only way forward... forward
- 53:44on this issue is to first bring illegal immigration
- 53:46under control. And until that happens, there's
- 53:48not going to be any consensus on this issue.
- 53:50Let's move on. Senator Cruz, when Senator Rubio
- 53:53proposed that bill creating a path to citizenship,
- 53:55you proposed an amendment. It would have allowed
- 53:58for legalization, but not citizenship. Yes, it
- 54:01would. Press last month on why you supported
- 54:04legalization, you claimed that you didn't, right?
- 54:06Like you just did. I saw that. You argued that
- 54:09this was just a poison pill amendment, basically
- 54:11something designed to kill the bill and not actually
- 54:14get it through. But that is not, however, how
- 54:17it sounded at the time. Watch. I want this bill
- 54:21to be voted down. I don't want immigration reform
- 54:23to fail. I want immigration reform to pass. I
- 54:27believe if this amendment were to pass, the chances
- 54:30of this bill passing into law would increase
- 54:32dramatically. I believe if the amendments I introduced
- 54:36were adopted, that the bill would pass. And my
- 54:38effort in introducing them was to find a solution
- 54:43that reflected common ground and that fixed the
- 54:49problem. If the proponents of this bill actually
- 54:51demonstrate a commitment not to politics, not
- 54:54to campaigning all the time, but to actually
- 54:56fixing this problem, to finding a middle ground,
- 55:00that would fix the problem and also allow for
- 55:05those 11 million people who are here illegally
- 55:07a legal status. with citizenship off the table.
- 55:12Was that all an act? It was pretty convincing.
- 55:15You know, the amendment you're talking about
- 55:17is one sentence. It's 38 words. Anyone can go
- 55:19online at tedcruz .org and read exactly what
- 55:22it said. In those 38 words, it said anyone here
- 55:25illegally is permanently ineligible for citizenship.
- 55:28It didn't say a word about legalization. But
- 55:31the bill allowed both. The bill you were amending
- 55:33allowed citizenship and legalization. But, Megan.
- 55:35The bill was a thousand pages. I introduced a
- 55:38series of amendments, each designed to fix problems
- 55:40in the bill. The fact that each amendment didn't
- 55:43fix every problem didn't mean that I supported
- 55:45the rest of the bill. And I'll tell you who supported
- 55:48my amendment. Jeff Sessions, the strongest opponent
- 55:51of amnesty in the United States Congress. And
- 55:54he did so because taking citizenship off the
- 55:56table was important. And it revealed the hypocrisy
- 56:00of the proponents of this bill who were looking
- 56:03for votes. Listen. We can solve immigration.
- 56:05We just heard an argument back and forth that
- 56:07we can't solve immigration. I have a detailed
- 56:09immigration plan that is on my website, tedcruz
- 56:12.org. It was designed with Iowa's own Congressman
- 56:15Steve King and Jeff Sessions. And we have the
- 56:19tools in federal law to do this now. We can build
- 56:23the fence. We can triple the border patrol. We
- 56:25can end sanctuary cities by cutting off funding
- 56:28to them. We can end welfare for those here illegally.
- 56:31And what is missing... is the political will
- 56:34because too many Democrats and sadly too many
- 56:37Republicans don't want to solve this problem.
- 56:39If I am elected president, we will secure the
- 56:42borders and we will end illegal immigration.
- 56:44Senator Paul, you know how Washington works.
- 56:47Do you buy that? I was there and I saw the debate.
- 56:50I saw Ted Cruz say we'll take citizenship off
- 56:54the table. And then the bill will pass, and I'm
- 56:56for the bill. The bill would involve legalization.
- 56:59He can't have it both ways. But what is particularly
- 57:01insulting, though, is that he is the king of
- 57:05saying, oh, you're for amnesty. Everybody's for
- 57:07amnesty except for Ted Cruz. But it's a falseness,
- 57:10and that's an authenticity problem that everybody
- 57:13he knows is not as perfect as him because we're
- 57:16all for amnesty. I was for legalization. I think,
- 57:19frankly, if you have border security, you can
- 57:21have legalization. So was Ted, but now he says
- 57:23it wasn't so. That's not true. Go ahead, sir.
- 57:26John Adams famously said, facts are stubborn
- 57:33things. The facts are very, very simple. When
- 57:36that battle was waged... My friend Senator Rubio
- 57:40chose to stand with Barack Obama and Harry Reid
- 57:42and Chuck Schumer and support amnesty. And I
- 57:45stood alongside Jeff Sessions and Steve King
- 57:48and we led the fight against amnesty. And if
- 57:51you want to know who's telling the truth, you
- 57:53should look and ask people like Jeff Sessions
- 57:56and Steve King and Rush Limbaugh and Mark Levin,
- 57:58all of whom say, as Jeff Sessions said, responding
- 58:01to these false attacks just recently in Alabama,
- 58:04he said, if it wasn't for Ted Cruz, the Gang
- 58:06of Eight Rubio Schumer bill would have passed.
- 58:09But because Ted stood up and helped lead the
- 58:11effort, millions rose up to kill him. Even Chuck
- 58:16Schumer, your co -sponsor of that bill, agrees
- 58:18with Ted Cruz on this. I understand, but let
- 58:20me respond. I was mentioned in this answer, and
- 58:23so I'm going to respond this way. This is the
- 58:25lie that Ted's campaign is built on, and Rand
- 58:28touched upon it, that he's the most conservative
- 58:30guy and everyone else is a rhino. The truth is,
- 58:34Ted, throughout this campaign, you've been willing
- 58:35to say or do anything in order to get votes.
- 58:37Ted, you worked for George W. Bush's campaign.
- 58:40You helped design George W. Bush's immigration
- 58:45policy. And then when you got to the Senate,
- 58:47you did an interview with CBS News that wasn't
- 58:50even part of the video where you said on the
- 58:51issue of people that are here illegally, we can
- 58:53reach a compromise. And then in the committee,
- 58:55you said, I want to bring people out of the shadows.
- 58:58Now you want to trump Trump on immigration. But
- 59:01we're not going to beat Hillary Clinton with
- 59:03someone who's willing to say or do anything to
- 59:05win an election. Go ahead, Senator Cruz. You
- 59:13know, I like Marco. He's very charming. He's
- 59:15very smooth. But the facts are simple. When he
- 59:18ran for election in the state of Florida, he
- 59:20told the people of Florida, if you elect me,
- 59:23I will lead the fight against amnesty. When I
- 59:25ran in Texas, I told the people of Texas, if
- 59:28you elect me, I will lead the fight against amnesty.
- 59:30We both made the identical promises. But when
- 59:33we came to Washington, we made a different choice.
- 59:35Marco made the choice to go the direction of
- 59:38the major donors to support amnesty because he
- 59:40thought it was politically advantageous. I honored
- 59:43my commitments, and as president, I will honor
- 59:46every commitment that I make to the men and women
- 59:49of this country. Go ahead, Governor Christie.
- 59:53I want to ask the people in the audience. I was
- 59:55standing here. I watched the video. of Senator
- 59:59Cruz. I watched the video of Senator Rubio. I
- 1:00:01heard what they said. And this is why you need
- 1:00:04to send someone from outside of Washington to
- 1:00:06Washington. I feel like—I feel like I need— I
- 1:00:12feel like I need a Washington to the English
- 1:00:14dictionary converter, right? I mean, I heard
- 1:00:17what they both said. I saw it on the video. And
- 1:00:19the fact is, this is what makes a difference
- 1:00:21when you're a governor. You can change your mind.
- 1:00:23Ted could change his mind. Marco could change
- 1:00:25his mind. It's perfectly legal in this country
- 1:00:27to change your mind. But when you're a governor,
- 1:00:30you have to admit it. You can't hide behind parliamentary
- 1:00:32tricks. That's the difference, and that's the
- 1:00:35kind of leader we need in the White House. Stop
- 1:00:36the Washington bull, and let's get things done.
- 1:00:43Let's get to a YouTube question. This is a question
- 1:00:45from a YouTube creator with over 2 million subscribers.
- 1:00:48Watch. I'm Dulce Candy, a YouTube creator who
- 1:00:56immigrated to the United States from Mexico when
- 1:00:59I was a little girl. Since then, I am proud to
- 1:01:01say that I served in the armed forces in Iraq,
- 1:01:04became a citizen, and I am now an entrepreneur.
- 1:01:06There are many immigrants who contribute positively
- 1:01:09to the American economy, but some of the comments
- 1:01:12in the campaign make us question our place in
- 1:01:14this country. If America does not seem like a
- 1:01:17welcoming place for immigrant entrepreneurs,
- 1:01:19will the American economy suffer? Dr. Carson,
- 1:01:23that one's for you. Oh, great. As I said before,
- 1:01:33we are a land of immigrants. But we have to be
- 1:01:36intelligent about the way that we form our immigration
- 1:01:41policies. And that's one of the reasons that
- 1:01:44I have called on us to declare war on the Islamic
- 1:01:48State. because we need to reorient our immigration
- 1:01:52policies and our visa policies for people who
- 1:01:56are coming into this country because there are
- 1:01:58many people out there who want to destroy us.
- 1:02:01Now, I recognize that the vast majority of people
- 1:02:05coming in here probably are not those kinds of
- 1:02:07people, but that's not good enough. If you've
- 1:02:10got ten people coming to your house and you know
- 1:02:12one of them is a terrorist, you're probably going
- 1:02:15to keep them all out. You know, we probably have
- 1:02:17to figure out a way to make sure that we keep
- 1:02:20America safe. I just, that beautiful young woman
- 1:02:27who's an entrepreneur who served in the military,
- 1:02:29first of all, is deserving of our respect for
- 1:02:31service in the military and the fact that she's
- 1:02:33an entrepreneur. And we should be a welcoming
- 1:02:36nation. Our identity is not based on race or
- 1:02:39ethnicity. It's based on a set of shared values.
- 1:02:42That's American citizenship. And Dulce Candy,
- 1:02:44pretty cool name actually, that is now an entrepreneur
- 1:02:47over the YouTube, is part of that American experience.
- 1:02:49And we should celebrate it as conservatives.
- 1:02:51That's what we believe in. You can deal with
- 1:02:54the threat of terror and also recognize that
- 1:02:57this country should be aspirational across the
- 1:02:59board. And I think that's the false choice in
- 1:03:03this whole debate about immigration. Of course
- 1:03:05we're going to be a nation of immigrants. By
- 1:03:06the way, no nation on earth is more generous
- 1:03:09than America is. Every single year, close to
- 1:03:11a million people immigrate to the United States
- 1:03:14legally. There's no nation on earth that comes
- 1:03:16close to that number. I think the only argument
- 1:03:18is, aren't we a sovereign country? Are we not
- 1:03:20allowed to choose who comes in, when they come
- 1:03:22in, and how they come in? And that's not what's
- 1:03:24happening now. I think the other problem is...
- 1:03:27We have a legal immigration system that's outdated.
- 1:03:29It is primarily based on whether you have family
- 1:03:31members living here. In the 21st century, it
- 1:03:34has to be more of a merit -based system. And
- 1:03:36that is why our legal immigration system is in
- 1:03:38need of modernization. And we will always celebrate
- 1:03:40legal immigration like Dulce's great story. All
- 1:03:42right, we're moving on. Gentlemen, we're going
- 1:03:44to turn now to what we call electability, issues
- 1:03:47that you're either facing in the primaries or
- 1:03:50issues that you're certainly going to face in
- 1:03:52a general election. So you may not be altogether
- 1:03:53unhappy if you're not included in this round.
- 1:03:57Senator Cruz, you pride yourself on standing
- 1:03:59up to the D .C. cartel, but as we've seen to
- 1:04:02a certain degree tonight, there's a price for
- 1:04:04standing up to the D .C. cartel. Thirteen Republican
- 1:04:07senators have endorsed other candidates. None
- 1:04:09have endorsed you. Twice last year, you asked
- 1:04:14for a colleague to second a motion, a routine
- 1:04:16courtesy. on the Senate floor, and no senator
- 1:04:19would do it. Top GOP officials worry that if
- 1:04:22you're at the top of the ticket, some officials,
- 1:04:24that not only will you lose the White House,
- 1:04:26but it will tank the ticket all the way down
- 1:04:29the line. Question is, does your style sometimes
- 1:04:31get in the way of your ability to get things
- 1:04:34done, sir? Well, Chris, you are exactly right
- 1:04:38that I am not the candidate of career politicians
- 1:04:41in Washington. And I'll tell you, the endorsements
- 1:04:47that I am proud of are the over 200 ,000 volunteers
- 1:04:51across this country who have signed up to volunteer
- 1:04:53for our campaign. The endorsements that I am
- 1:04:56proud of are leading conservatives like Iowa's
- 1:04:59own Congressman Steve King, who is a national
- 1:05:01co -chairman of my campaign. The endorsements
- 1:05:04that I'm proud of are conservative leaders like
- 1:05:07Dr. James Dobson. and over 700 ,000 contributions
- 1:05:11nationwide. People go onto our website, tedcruz
- 1:05:15.org. This is a grassroots campaign. And you
- 1:05:17know, when I ran for Senate in Texas, I told
- 1:05:20the people of Texas that I'm not going there
- 1:05:23to go along to get along. Washington is broken.
- 1:05:26And the people I have been accountable to every
- 1:05:28single day in the Senate are the 27 million Texans
- 1:05:31who I represent. And I made a promise to them
- 1:05:34that I make to you today, which is if I am elected,
- 1:05:37Every single day, I will do two things. Tell
- 1:05:39the truth and do what I said I would do. Thank
- 1:05:42you, sir. Governor Bush shows you running among
- 1:05:48the worst in your party against Hillary Clinton.
- 1:05:50Even Mitt Romney said that a Bush v. Clinton
- 1:05:52head -to -head would be too easy for the Democrats.
- 1:05:55Yet still, you and the super PAC supporting you
- 1:05:57continue to blanket the airwaves with cutting
- 1:06:00ads, not against Mrs. Clinton, but against your
- 1:06:03fellow Republicans, especially Senator Rubio.
- 1:06:06Do these attacks do more harm than good by targeting
- 1:06:09those candidates who appear to have the best
- 1:06:11chance of defeating Mrs. Clinton? First of all,
- 1:06:13I've seen polls where I'm beating Hillary Clinton
- 1:06:14pretty regularly, and I believe I can because
- 1:06:16I have a proven record. A record of accomplishment,
- 1:06:19a record of cutting taxes, of shrinking the government,
- 1:06:22of reforming education, of challenging the status
- 1:06:25quo, eliminating career civil service protections,
- 1:06:27shrinking the government workforce by 11%, but
- 1:06:30leading the nation in job growth. That's the
- 1:06:32record of accomplishment that should be taken
- 1:06:34to Hillary Clinton, who has no record of accomplishment.
- 1:06:36So I'm confident if I win this nomination, I
- 1:06:38will aggressively... go against her and beat
- 1:06:41her. As it relates to the super PACs, I have
- 1:06:43no control over that. And this is beanbag compared
- 1:06:46to what the Clinton hit machine is going to do
- 1:06:48to the Republican nominee. The simple fact is
- 1:06:50we all have a record. It all will be scrutinized.
- 1:06:53There's give and take. It's called politics.
- 1:06:55And that's the way it is. I'm running hard, and
- 1:06:57I believe I'll be the Republican nominee, and
- 1:06:59I'll be the one best suited to beat Hillary Clinton,
- 1:07:02who should not be president of the United States.
- 1:07:06Senator Rubio, first, before I ask you a question,
- 1:07:08any response to Governor Bush? Well, I believe
- 1:07:11and I know that if Iowa helps make me the Republican
- 1:07:13nominee, I will defeat Hillary Clinton. Hillary
- 1:07:16doesn't want to run against me, but I cannot
- 1:07:18wait to run against her. And I cannot wait to
- 1:07:20earn the opportunity to do it because she cannot
- 1:07:22be the president of the United States. She wants
- 1:07:24to put Barack Obama on the Supreme Court of the
- 1:07:26United States of America. She said that here
- 1:07:28in Iowa just two days ago. That would be a disaster
- 1:07:30for this country. So I hope and pray and cannot
- 1:07:33wait until this state and others give me an opportunity
- 1:07:36to serve this party as its nominee because I
- 1:07:38will defeat Hillary Clinton. Now, let's talk
- 1:07:40about electability, Senator. Time magazine once
- 1:07:43called you the Republican savior. Rush Limbaugh
- 1:07:46and others said you likely will be president
- 1:07:48someday. But if you look at the recent average
- 1:07:50of polls in your home state of Florida, you're
- 1:07:53in third, trailing Donald Trump by 24 points.
- 1:07:57If the people who know you best have you there,
- 1:08:00why should the rest of the country elect you?
- 1:08:03Well, let me be clear about one thing. There's
- 1:08:04only one savior, and it's not me. It's Jesus
- 1:08:07Christ who came down to earth and died for our
- 1:08:09sins. And I've always made that clear about that
- 1:08:13cover story. As far as the polls are concerned,
- 1:08:16Iowa, on Monday night, you're going to go to
- 1:08:18a caucus site, and you'll be the first Americans
- 1:08:20that vote in this election. You will be the first
- 1:08:23Americans that get to answer the fundamental
- 1:08:25question, what comes next for this country after
- 1:08:27seven disastrous years of Barack Obama? And let
- 1:08:30me tell you what the answer better not be. It
- 1:08:32better not be Bernie Sanders. Bernie Sanders
- 1:08:34is a socialist. I think Bernie Sanders is a good
- 1:08:37candidate for president. Of Sweden. We don't
- 1:08:40want to be Sweden. We want to be the United States
- 1:08:42of America. And Hillary Clinton is disqualified
- 1:08:47from being the commander -in -chief of the United
- 1:08:48States. In fact, one of her first acts as president
- 1:08:51may very well be to pardon herself. Because Hillary
- 1:08:54Clinton stored classified information on her
- 1:08:58private server. And Hillary Clinton lied. to
- 1:09:01the families of those four brave Americans who
- 1:09:03lost their life in Benghazi. And anyone who lies
- 1:09:06to the families of Americans who have died in
- 1:09:08the service of this country can never be Commander
- 1:09:10-in -Chief of the United States. Thank you, Senator.
- 1:09:15Governor Christie, two of your former top aides
- 1:09:20go on trial in May for fraud and conspiracy in
- 1:09:23the Bridge case, the politically motivated closure
- 1:09:26of lanes to the George Washington Bridge. Another
- 1:09:30former aide who has already pleaded guilty and
- 1:09:33will likely testify for the government as you
- 1:09:35know says that you knew about this whole deal
- 1:09:37Can the GOP take the chance of nominating you
- 1:09:41with this scandal still out there, sir? Sure
- 1:09:43because there's been three different investigations
- 1:09:45and proven that I knew nothing And the fact is
- 1:09:48that what I did do what I did do from the beginning
- 1:09:52Chris as soon as I found out about it I fired
- 1:09:54the people who were responsible and that's what
- 1:09:56you expect from a leader And I'll tell you something
- 1:09:58else. I inherited a state in New Jersey that
- 1:10:00was downtrodden and beaten by liberal democratic
- 1:10:03policies, high taxation, high regulation. And
- 1:10:06this year in 2015, New Jersey has had the best
- 1:10:09year of job growth that our state has ever had
- 1:10:11in the last 15 years. That's because we put conservative
- 1:10:14policies in place. And I'll tell you one other
- 1:10:16thing. You know why the Republican Party will
- 1:10:19want to take a chance on me? Because they know
- 1:10:21that Hillary Clinton will never be prosecuted
- 1:10:23by this Justice Department. And they're going
- 1:10:25to want to put a former federal prosecutor on
- 1:10:26the stage to prosecute her next September. And
- 1:10:29there is no one on this stage better prepared
- 1:10:30to prosecute the case against Hillary Clinton
- 1:10:32than I am. I will be ready. I will take her on.
- 1:10:34And when I take her on, I guarantee you one thing.
- 1:10:37She will never get within 10 miles of the White
- 1:10:39House. The days for the Clintons in public housing
- 1:10:41are over. Much more to come, including where
- 1:10:47the candidates stand on foreign policy. And once
- 1:10:50again, you can go to Google .com or open your
- 1:10:53Google search app and search Fox News debate
- 1:10:55to vote on which candidate you think is winning
- 1:10:58the debate tonight. We'll be right back. Gentlemen,
- 1:11:14almost 60 percent of Republican caucus goers
- 1:11:17identify themselves as evangelicals. So I'd like
- 1:11:20to spend a few minutes exploring social issues.
- 1:11:22Governor Kasich, you talk a good deal about your
- 1:11:25faith. In fact, you say it played a role in your
- 1:11:27decision to expand Medicaid. And you say that
- 1:11:29when you meet St. Peter at the pearly gates,
- 1:11:32he's going to ask what you did for the poor,
- 1:11:34not what you did to keep government small. Senator
- 1:11:37Cruz is on the opposite side of this issue from
- 1:11:39you. So does that mean that you're getting in
- 1:11:41and he isn't? No, you know, Chris, here's what
- 1:11:45happened with Medicaid in my state. We took the
- 1:11:47growth of Medicaid from over 10 percent in my
- 1:11:50second budget to two and a half percent without
- 1:11:52cutting off. one person or cutting one benefit,
- 1:11:55because we innovated the government. And now
- 1:11:58mom and dad can stay in their own home rather
- 1:12:00than being forced into a nursing home. And then
- 1:12:03we decided we could bring $14 billion of our
- 1:12:05money. I mean, Washington doesn't have any money.
- 1:12:07It was our money. We brought them back to tend
- 1:12:10to the mentally ill, because I don't think they
- 1:12:12ought to live in prison or live under a bridge
- 1:12:14to treat the drug -addicted so they're not in
- 1:12:17a— in and out of door policy out of the prisons
- 1:12:19and to help the working poor so they don't live
- 1:12:22in emergency rooms. How's it worked? Well, we
- 1:12:25have treated the drug addicted in our prisons
- 1:12:27and we released them into the community and our
- 1:12:30recidivism rate is less than 20%. That's basically
- 1:12:33bordering on a miracle because of our great prison
- 1:12:36director. The mentally ill, they've been stepped
- 1:12:39on for too long in this society and we are beginning
- 1:12:42to treat them. In terms of my faith, look. All
- 1:12:45I say is that when I study scripture, I know
- 1:12:48that people who live in the shadows need to have
- 1:12:50a chance. But I'm not deciding that anybody's
- 1:12:52got to make these decisions the way that I do
- 1:12:54on the basis of what I do, but what I will tell
- 1:12:57you this, the time has come to stop ignoring
- 1:12:59the mentally ill in this country and begin to
- 1:13:02treat them and get them on their feet, along,
- 1:13:05of course, with treating the drug addicted. Because
- 1:13:07we don't want them in and out of the prisons.
- 1:13:11Give people a chance. We talked about criminal
- 1:13:12justice reform. We've enacted it in our state.
- 1:13:15Look, the conservative message is economic growth.
- 1:13:18And along with economic growth goes opportunity
- 1:13:21for everybody in America. Everybody ought to
- 1:13:24have a chance to be able to rise to their God
- 1:13:27-given purpose. And that is what we have done
- 1:13:29in Ohio. We're running surpluses. We're up 400
- 1:13:32,000 jobs. And guess what? The formula is working.
- 1:13:35I'd suggest people take a look at it. Thank you.
- 1:13:38Gentlemen, we had a case study on religious liberty
- 1:13:42just this last summer. A county clerk in Kentucky
- 1:13:45named Kim Davis refused to issue marriage licenses
- 1:13:48to same -sex couples after the Supreme Court
- 1:13:51ruling, saying that it violated her religious
- 1:13:53beliefs. Governor Christie, you said that she
- 1:13:56must follow the law or be moved to another job.
- 1:14:00that would be in keeping with her conscience.
- 1:14:02But some conservatives say that that violates
- 1:14:05her religious liberty. Now, what I said, Chris,
- 1:14:07was that the law needs to be followed and that
- 1:14:09someone in that office has to do their job. So
- 1:14:11if Miss Davis wanted to step aside and get rid
- 1:14:13of her ability to be able to do that, there should
- 1:14:16be someone else in that office who didn't violate
- 1:14:18their conscience so they could follow the law
- 1:14:20of the state of Kentucky. I never said that Miss
- 1:14:22Davis should either lose her job or that she
- 1:14:24had to do it. But what I did say was that the
- 1:14:26person who came in for the license needed to
- 1:14:28get it. And so if there's someone in that in
- 1:14:31that organization and it turns out there was
- 1:14:33who was willing to be able to do that, that's
- 1:14:35what. we should do. But just as importantly,
- 1:14:37and I agree with what John said, you know, we
- 1:14:39all have our own individual interpretations of
- 1:14:42our faith. And here's the problem with what's
- 1:14:44going on around the world. The radical Islamic
- 1:14:47jihadists, what they want to do is impose their
- 1:14:49faith upon each and every one of us, every one
- 1:14:52of us. And the reason why this war against them
- 1:14:54is so important is that very basis of religious
- 1:14:57liberty. They want everyone in this country to
- 1:15:01follow their religious beliefs the way they do.
- 1:15:03They do not want us to exercise religious liberty.
- 1:15:06That's why as commander in chief, I will take
- 1:15:08on ISIS, not only because it keeps us safe, but
- 1:15:11because it allows us to absolutely conduct our
- 1:15:14religious affairs the way we find in our heart
- 1:15:17and in our souls. As a Catholic, that's what
- 1:15:19I want to do. And no matter what your faith is,
- 1:15:21that's what I want you to be able to do. Thank
- 1:15:24you, sir. Senator Rubio, during the last debate,
- 1:15:28you said Governor Christie had changed his position
- 1:15:32and his mind on gun control, on Common Core,
- 1:15:34and backing President Obama's nomination of Sotomayor
- 1:15:38to the Supreme Court. He said you're wrong on
- 1:15:41the facts and you can't, quote, slime your way
- 1:15:43to the White House. I assume in the last two
- 1:15:45weeks you've done some fact -checking. Do you
- 1:15:47want to take anything back? Yeah, I would encourage
- 1:15:50people to go on my website MarcoRubio .com and
- 1:15:52we'll put all the facts up there so people can
- 1:15:54see it for themselves. But you've just asked
- 1:15:56a very fundamental question about the role of
- 1:15:58faith in our country. And I think this is an
- 1:15:59important question. I think if you do not understand
- 1:16:02that our Judeo -Christian values are one of the
- 1:16:04reasons why America is such a special country,
- 1:16:06you don't understand our history. You see, why
- 1:16:08are we one of the most generous people in the
- 1:16:10world? No, the most generous people in the world.
- 1:16:12Why do Americans contribute millions of dollars
- 1:16:14to charity? It is not because of the tax write
- 1:16:16-off. It is because in this nation, We are influenced
- 1:16:19by Judeo -Christian values that teach us to care
- 1:16:21for the less fortunate, to reach out to the needy,
- 1:16:23to love our neighbor. This is what's made our
- 1:16:26nation so special. And you should hope that our
- 1:16:28next president is someone that is influenced
- 1:16:30by their faith. Because if your faith causes
- 1:16:32you to care for the less fortunate, it is something
- 1:16:34you want to see in your public figures. And when
- 1:16:36I'm president, I can tell you this, my faith
- 1:16:38will not just influence the way I'll govern as
- 1:16:40president, it will influence the way I live my
- 1:16:42life. Because in the end, my goal is not simply
- 1:16:45to live on this earth for 80 years, but to live
- 1:16:47an eternity with my creator. And I will always
- 1:16:49allow my faith to influence everything I do.
- 1:16:52Thank you, Senator. Senator Paul, in May, In
- 1:16:57May on the campaign trail, you said you didn't
- 1:16:59get into politics to fight about abortion. You
- 1:17:02said you were more concerned about the national
- 1:17:04debt. Your answer is to turn abortion back to
- 1:17:08the states the way it was before Roe v. Wade.
- 1:17:11Does that mean that if a liberal state, let's
- 1:17:14say, wants to make abortion legal, that you're
- 1:17:17OK with that? And what do you say to conservative
- 1:17:20voters who believe deeply that abortion is murder?
- 1:17:24You know, I think abortion is always wrong. I've
- 1:17:26supported a variety of solutions, both state
- 1:17:29as well as federal. In fact, just last week I
- 1:17:32introduced the Life at Conception Act, which
- 1:17:34would say that the 14th Amendment would defend
- 1:17:36an individual, even in the womb. But I think
- 1:17:39on the broader question of religion and politics—
- 1:17:42You know, I think liberty itself requires a virtue,
- 1:17:45requires a virtuous people. In fact, Washington
- 1:17:48said that democracy requires a virtuous people.
- 1:17:51Oz Guinness, the theologian, said that liberty
- 1:17:54requires restraint, but the only restraint consistent
- 1:17:57with liberty is self -restraint. There's a lot
- 1:18:00packed into that statement. But the bottom line
- 1:18:03is we must have virtue. We must have a religious
- 1:18:06bearing as a nation. But government's not always
- 1:18:09going to save us. And it's not always going to
- 1:18:10come from government. But if we don't know right
- 1:18:12and wrong, I think we have lost our way. I think
- 1:18:15we come unmoored. And I think without the religious
- 1:18:19foundation that guides us all, I think we have
- 1:18:22a great risk of going horribly in the wrong direction.
- 1:18:24Sir, just 30 seconds to answer my specific...
- 1:18:28Just 30 seconds to answer my specific question.
- 1:18:31Do you favor the idea that abortion should be
- 1:18:34a state's rights issue, and if a liberal state
- 1:18:36wants to make it legal, that that's their choice?
- 1:18:39No, both. Both a federal and a state approach.
- 1:18:43I have said that we could leave it to the states,
- 1:18:44but I've also introduced a federal solution as
- 1:18:46well. So the federal solution would be the Life
- 1:18:49at Conception Act, which is an act that would
- 1:18:51federalize the issue. But I've also said, for
- 1:18:54the most part, these issues would be left back
- 1:18:56to the states. So there might be an occasion
- 1:18:58if we did overturn Roe v. Wade. Roe v. Wade nationalized
- 1:19:01the issue. If you actually had the court reverse
- 1:19:03Roe v. Wade, it would become a state issue once
- 1:19:05again. I think it would be better the less abortion.
- 1:19:09we have. So the more states that we had that
- 1:19:11made abortion illegal, the better as far as trying
- 1:19:14to save and preserve lives. Thank you, sir. I'd
- 1:19:19like to ask a few questions about foreign policy
- 1:19:21broadly. Dr. Carson, many experts believe Russian
- 1:19:24leader Vladimir Putin has greater ideas, bigger
- 1:19:27designs for the region beyond Russia's actions
- 1:19:30inside Ukraine. Fast forward to February 2017,
- 1:19:34and it is President Carson and Russian ununiformed
- 1:19:38commandos cross the Estonian border, and they
- 1:19:40occupy a city in Estonia. Estonia, a member of
- 1:19:44NATO... Essentially invokes article 5 an attack
- 1:19:48on one is an attack on all what do you do? Well,
- 1:19:52first of all recognize that Vladimir Putin is
- 1:19:54an opportunist and he's a bully and we have to
- 1:19:58face him down and I would first of all face him
- 1:20:03down in that whole region, the whole Baltic region.
- 1:20:05I think we need to put in some armored brigades
- 1:20:07there. We only have one or two. We need much
- 1:20:09more than that. We need to be doing military
- 1:20:12exercises in not only Estonia, but Latvia and
- 1:20:16Lithuania. They're terrified by the saber -rabbling.
- 1:20:20I think we ought to put in our missile defense
- 1:20:22system. I think we ought to give Ukraine offensive
- 1:20:25weapons. And I think we ought to fight them on
- 1:20:27an economic basis because Putin is a one -horse...
- 1:20:32country oil and energy, and we ought to fight
- 1:20:35them on that level. We ought to be helping in
- 1:20:38terms of the technology for fracking, keeping
- 1:20:40the price low, quite frankly, because that's
- 1:20:43what's keeping him contained. So, yes, I absolutely
- 1:20:47would go in if he attacked, I think, Article
- 1:20:525 of NATO. We would definitely protect all of
- 1:20:54our allies. Gentlemen, you've all said that the
- 1:20:57Iran nuclear deal is a bad one. Senator Rubio,
- 1:21:00you're among the candidates who've said that
- 1:21:02you would tear it up on day one. But as you know,
- 1:21:05Iran has already received tens of millions of
- 1:21:07dollars, tens of billions of dollars in this
- 1:21:09deal and has quickly reestablished ties economically
- 1:21:13with Europe. The major concessions, in other
- 1:21:15words, are up front in this deal. So should you
- 1:21:18win, by the time you take office, the remaining
- 1:21:20parts of the deal would be the constraints on
- 1:21:23Iran. So why blow up those constraints? on day
- 1:21:25one. letting Iran off the hook? Well, let me
- 1:21:28first describe Iran, because they're not just
- 1:21:30a normal nation state, and we have no quarrel
- 1:21:31with the Iranian people. But the Iranian leader,
- 1:21:34their supreme leader, is a radical Shia cleric
- 1:21:36who has an apocalyptic vision of the future.
- 1:21:38He views himself not simply as the leader of
- 1:21:40Iran, but as the leader of all Muslims, all Shia
- 1:21:43Muslims on the planet. And they have a desire
- 1:21:45not simply to conquer the Middle East and to
- 1:21:47become the dominant power in that region, but
- 1:21:49ultimately to be able to hold America hostage.
- 1:21:52That is why they're building right now and developing
- 1:21:54long -range missiles. capable of reaching the
- 1:21:56United States, and that is why they're going
- 1:21:58to use those $100 billion to expand their conventional
- 1:22:01capabilities and to one day buy or build a nuclear
- 1:22:04weapon. When I am president of the United States,
- 1:22:07on my first day in office, we are canceling the
- 1:22:09deal with Iran, and nations will have to make
- 1:22:11a choice. They can do business with Iran or they
- 1:22:14can do business with America, and I am very confident
- 1:22:16they're going to choose America before they choose
- 1:22:18the Iranian economy. Governor Kasich, you've
- 1:22:20said that Marco Rubio is wrong, that Senator
- 1:22:22Rubio is wrong with tearing it up on day one.
- 1:22:25We don't know what's going to happen in 10 months.
- 1:22:27And if I were president of the United States
- 1:22:30right now, I'd be lining up our allies to say
- 1:22:32that if one cross T or one dotted I does not
- 1:22:35occur, they violate the agreement, we slap back
- 1:22:38on sanctions. We can slap on sanctions alone
- 1:22:41on day one, but it's not going to be anywhere
- 1:22:43near as effective. But the president needs to
- 1:22:46be laying the groundwork right now. for the ability
- 1:22:49to slap those sanctions back on worldwide. And
- 1:22:53I'll tell you what I'm worried about. I'm worried
- 1:22:55about money. You read about all the companies
- 1:22:58now that are doing business, about to do business
- 1:23:01in Iran. And if we don't get this settled now
- 1:23:04with other countries in the world about sanctions,
- 1:23:06then Iran could violate that agreement. And we're
- 1:23:09the only ones putting the sanctions on. We need
- 1:23:11to move aggressively now. But I would say this
- 1:23:14to you, Brett. Number one, if they violate it,
- 1:23:16We need to move against them. And number two,
- 1:23:19if we find out they're developing a nuclear weapon
- 1:23:21and we know how to get to it, we're going to
- 1:23:24go take it out. That is what we have to do. We
- 1:23:26cannot let things get farther down the road like
- 1:23:29we did with North Korea. But, Governor Kasich,
- 1:23:31you know that the most powerful sanctions are
- 1:23:33the multilateral ones. That's right. And these
- 1:23:35European countries are already reestablishing
- 1:23:37these ties. I know, Brad. They don't want— But,
- 1:23:39Brad, here's the problem. You take a look at
- 1:23:42Belgium. I talked to a diplomat from Belgium.
- 1:23:44I said, how's it going? He said, we have the
- 1:23:46military in the streets right now. We never dreamt
- 1:23:48we'd ever see it. See, I think there is an opportunity
- 1:23:51to bring the world together. The Turks are being
- 1:23:54threatened. We know about the French. We know
- 1:23:57about the Belgians. We know about the Brits.
- 1:24:00Everybody is under fire and under attack, and
- 1:24:02we have to stand together as an alliance. So
- 1:24:05actually, the opportunity is there. because of
- 1:24:09the threat to all of these countries to bring
- 1:24:11all of us together and say there is something
- 1:24:13more important than money. It is the future in
- 1:24:15the world and the future of our children and
- 1:24:18grandchildren. That's the kind of leadership
- 1:24:20this country needs. And it has not been in effect
- 1:24:22during the administration of Barack Obama. And
- 1:24:25that's only the beginning of the failures that
- 1:24:27they have committed, not only in the Middle East,
- 1:24:30but all over the world, including Russia and
- 1:24:32China. Governor, thank you. Governor Christie,
- 1:24:34Libya is the newest base for ISIS. Just today,
- 1:24:38Defense Secretary Ashton Carter said ISIS is
- 1:24:40consolidating their footprint there and also
- 1:24:43setting up training facilities. So if you were
- 1:24:45president, would you deploy U .S. troops to Libya
- 1:24:48to take out ISIS there? Brett, let me tell you,
- 1:24:51this is another one of those places where Hillary
- 1:24:54Clinton has so much to answer for and why she
- 1:24:56is completely unqualified to be commander in
- 1:24:58chief. In a previous Democratic debate, Martha
- 1:25:03Raddatz three times asked Hillary Clinton about
- 1:25:06the failure in Libya, a policy that she took
- 1:25:08credit for, and said, what is your measure of
- 1:25:11responsibility, Madam Secretary, for the failure
- 1:25:13in Libya? Three times she refused to answer the
- 1:25:17question. because she refuses to be held accountable
- 1:25:21for anything that goes wrong. If it had gone
- 1:25:23right, believe me, she would have been running
- 1:25:24around to be able to take credit for it. Here's
- 1:25:26what I'd do. This is about the bigger, broader
- 1:25:28war against ISIS. We need to bring together our
- 1:25:31European and our Sunni Arab allies, and we need
- 1:25:33to develop a strategy together to take on ISIS
- 1:25:36every place that it is around the world so that
- 1:25:39together... All of us can take ISIS out, destroy
- 1:25:42it, and then move on to come back to our country,
- 1:25:45protect our homeland security, and make sure
- 1:25:47that the American people are safe. As President
- 1:25:50of the United States, that is exactly what I
- 1:25:51will do. Thank you, Governor. We're not finished
- 1:25:55yet. More to come from the presidential debate
- 1:25:57live from Des Moines, Iowa, next. And remember,
- 1:26:00to see how the campaigns are responding to the
- 1:26:02debate in real time, go to Google .com or open
- 1:26:05your Google search app and search Fox News Debate.
- 1:26:10Welcome back to Des Moines. Let's resume the
- 1:26:13debate. Megan. Senator Paul, you have suggested
- 1:26:16that former President Bill Clinton's history
- 1:26:19with women is fair game in this campaign. How
- 1:26:22do you answer those who say you don't hold the
- 1:26:24sins of the husband against the wife? You know,
- 1:26:28I've never really brought this up unless asked
- 1:26:30the question, but I have responded to the question.
- 1:26:33I don't blame Hillary Clinton at all for this.
- 1:26:35I don't think she's responsible for his behavior.
- 1:26:38But I do think that her position as promoting
- 1:26:41women's rights and fairness to women in the workplace,
- 1:26:45that if what Bill Clinton did, any CEO in our
- 1:26:49country did with an intern, with a 22 -year -old,
- 1:26:5321 -year -old intern in their office, they would
- 1:26:55be fired. They would never be hired again. Fired,
- 1:27:05never hired again, and probably shunned in their
- 1:27:08community. And the thing is, she can't be a champion
- 1:27:11of women's rights at the same time she's got
- 1:27:14this that is always lurking out there, this type
- 1:27:17of behavior. So it is difficult. Of her husband's.
- 1:27:19Yeah, but I combine this also with the millions
- 1:27:22upon millions of dollars they've taken from regimes
- 1:27:24in the Middle East who treat women like cattle.
- 1:27:28We have another question from one of YouTube's
- 1:27:34top creators. Here it is. I'm Nabella Noor. I'm
- 1:27:42a Muslim American born and raised in the U .S.
- 1:27:45who creates beauty and lifestyle videos on YouTube.
- 1:27:49In 2015, the number of hate crimes against Muslims
- 1:27:52in the U .S. has tripled. And on social media,
- 1:27:55where I spend a lot of time, I've seen many attacks
- 1:27:58directed towards fellow Muslims. This culture
- 1:28:01of hatred is only driving ISIS to radicalize,
- 1:28:05recruit, and incite violence. As president, what
- 1:28:08would you do to address this toxic climate and
- 1:28:11promote increased tolerance in the United States?
- 1:28:14Governor Bush, how do you answer Nabila? Well,
- 1:28:17first of all, I think it's important that when
- 1:28:19we're running for the highest office in the land,
- 1:28:21that we recognize that we're living in dangerous
- 1:28:23times and we have to be serious about it, that
- 1:28:24our words have consequences. Donald Trump, for
- 1:28:27example, I'm glad I mentioned his name again,
- 1:28:29just if anybody was missing him. Mr. Trump believed
- 1:28:33that. in reaction to people's fears that we should
- 1:28:36ban all Muslims. Well, that creates an environment
- 1:28:39that's toxic in our own country. rising entrepreneur.
- 1:28:43She wants to pursue the American dream. She's
- 1:28:45an American citizen. She should not feel uncomfortable
- 1:28:47about her citizenship. She's not the threat.
- 1:28:50The threat is Islamic terrorism. We need to focus
- 1:28:52our energies there, not these broad blanket kind
- 1:28:55of statements that will make it harder for us
- 1:28:59to deal with ISIS. We need to deal with ISIS
- 1:29:01in the caliphate. We need a strategy to destroy
- 1:29:04ISIS there. You can't do that without the cooperation
- 1:29:06of the Muslim world, because they're as threatened
- 1:29:10as we are. And so I think it's important for
- 1:29:13us to be careful about the language we use, which
- 1:29:15is why I've been critical of Donald Trump, disparaging
- 1:29:17women, disparaging Hispanics. That's not a sign
- 1:29:20of strength. Making fun of disabled people? We're
- 1:29:23never going to win elections if we don't have
- 1:29:24a more broader, unifying message. Governor, thank
- 1:29:29you. Senator Cruz, change of subjects. You've
- 1:29:31called for an end to the renewable fuel standards.
- 1:29:35which mandate that refineries blend biofuels,
- 1:29:38including ethanol, into gasoline. As you well
- 1:29:40know, ethanol is a big industry in this state,
- 1:29:43$10 billion a year. Last week, Terry Branstad,
- 1:29:47the popular governor of Iowa, said that you're
- 1:29:57bankrolled by big oil and that Iowa voters would
- 1:30:01be making a mistake supporting you. Why should
- 1:30:05those voters side with you over the six -term
- 1:30:08governor of this state, sir? Well, Chris, I'm
- 1:30:11glad to discuss my views on ethanol and energy.
- 1:30:13I think God has blessed this country with enormous
- 1:30:15natural resources, and we should pursue all of
- 1:30:18the above. We should be developing oil and gas
- 1:30:21and coal and nuclear and wind and solar and ethanol
- 1:30:24and biofuels. But I don't believe that Washington
- 1:30:27should be picking winners and losers, and I think
- 1:30:29there should be no mandates and no subsidies
- 1:30:31whatsoever. And indeed, my tax plan that I've
- 1:30:35introduced, it's available on our website. It's
- 1:30:37a simple, flat tax for everyone. It'll produce
- 1:30:39enormous economic growth, and it eliminates every
- 1:30:42mandate, every subsidy, so there's no subsidies
- 1:30:45for oil and gas, no subsidies for anyone. Now,
- 1:30:48it is true that there are a bunch of lobbyists
- 1:30:50and a bunch of Democrats in this state spending
- 1:30:52millions of dollars trying to convince the people
- 1:30:54of Iowa that I somehow oppose ethanol. It's not
- 1:30:57true. I have introduced legislation that would
- 1:31:00phase out the ethanol mandate over five years,
- 1:31:03but that is in the context of having no mandates
- 1:31:05whatsoever for anyone. And I would note there's
- 1:31:08a much more important government regulation to
- 1:31:10ethanol, and that's the EPA's blend wall that
- 1:31:13makes it illegal to sell mid -level blends of
- 1:31:15ethanol and gasoline. I will tear down the EPA's
- 1:31:19blend wall, which will enable ethanol to expand
- 1:31:22its market share by up to 60 percent. all without
- 1:31:25mandates, all without any government mandates
- 1:31:28whatsoever through the marketplace. And I'll
- 1:31:30note finally, Chris, there is a reason that Iowa's
- 1:31:34Congressman Steve King, perhaps the fiercest
- 1:31:36defender of farmers in this state, is chairing
- 1:31:39my campaign because he understands that I'm committed
- 1:31:41to a fair and level playing field for every energy
- 1:31:44source without lobbyists and without Washington
- 1:31:47picking winners and losers. Dr. Carson, I'd like
- 1:31:52to ask you about exactly that issue. Where are
- 1:31:54you on the mandatory ethanol standard? And precisely
- 1:31:58this question, should government be in the business
- 1:32:00of picking winners and losers, or should it be
- 1:32:03left to the marketplace? Well, as anyone knows
- 1:32:06who's been listening to me, you know, I'm very
- 1:32:09much against the government being involved in
- 1:32:12every aspect of our lives. You know, we, last
- 1:32:15year... Last year, there was an additional 81
- 1:32:19,000 pages of government regulations. If you
- 1:32:23stack that up, it would be a three -story building.
- 1:32:25This is absolutely absurd. And they've insinuated
- 1:32:28themselves into everything. Now, as far as the
- 1:32:31renewable fuel standard is concerned, certain
- 1:32:33promises were made. Certain government contracts
- 1:32:37were issued, which extend all the way into the
- 1:32:40year. 2022. And I believe that it's probably
- 1:32:44unfair to withdraw the rug because people have
- 1:32:47invested money, people have invested a lot of
- 1:32:50energy into that. But, you know, we are blessed
- 1:32:53with tremendous energy in this nation. And we
- 1:32:56need to be talking about new sources of energy.
- 1:32:58Seventy percent of our population lives bi -coastally.
- 1:33:02What about hydroelectric power? We can develop
- 1:33:05that. You know, we have so much natural gas now,
- 1:33:09and we can liquefy it, and we can transfer it
- 1:33:11across the seas. We can make Europe dependent
- 1:33:13on us instead of Putin putting it back in its
- 1:33:15little box where it belongs. Those are the kinds
- 1:33:17of things that we ought to be doing. And, you
- 1:33:20know— Take advantage of the tremendous opportunities
- 1:33:22and energy that God has given us. Not get involved
- 1:33:26in these little petty arguments. And we can get
- 1:33:29a lot of them out if we get the government out
- 1:33:31of our lives. Doctor, thank you. Coming up, closing
- 1:33:34statements from the candidates as our debate
- 1:33:36continues live from Des Moines, Iowa. It is time
- 1:33:50for closing statements. The candidates each get
- 1:33:5330 seconds. And we begin with Kentucky Senator
- 1:33:55Rand Paul. Well, thanks for having me. It's great
- 1:33:59to be back. I'm an eye surgeon from Bowling Green,
- 1:34:06Kentucky. I miss doing eye surgery. Still get
- 1:34:09to do a little bit. Did a couple of cataract
- 1:34:10surgeries over Christmas holidays. Got to go
- 1:34:12to Haiti last year. I've gotten to do some incredible
- 1:34:15things. Got to be on the floor of the Senate.
- 1:34:17It's just been amazing to me. But the thing that
- 1:34:20is most important to me and caused me to run
- 1:34:21for office is I'm worried about the country and
- 1:34:24how much debt we're adding. And I am the one
- 1:34:26true fiscal conservative who will look at all
- 1:34:29spending, and that's the only way we'll ever
- 1:34:30balance our budget. Thank you. You know, one
- 1:34:44of our biggest national security issues is the
- 1:34:47world looks at us sometimes, and we look at each
- 1:34:49other and say, why can't we solve problems? I've
- 1:34:52got news for you. We can. We can, in fact, create
- 1:34:55jobs and provide job security. We can create
- 1:34:58a situation where wages begin to rise. We can
- 1:35:01create a situation for our children to be able
- 1:35:03to get a decent job to pay down their college
- 1:35:05debt. We can reassume our role in the world.
- 1:35:09But all this has to come together when we have
- 1:35:11a positive attitude, an optimistic approach,
- 1:35:13an ability for us to set the tune as conservatives.
- 1:35:16but to invite other people in to be part of that
- 1:35:18orchestra. You see, ladies and gentlemen, at
- 1:35:21the end of the day, I'm an optimist because I've
- 1:35:23seen so many things get accomplished in my lifetime,
- 1:35:26and we can do it again together, all of us, to
- 1:35:29strengthen this country, work together. Thank
- 1:35:32you. New Jersey Governor Chris Christie. On September
- 1:35:3711th, my wife was two blocks from the World Trade
- 1:35:40Center. When those buildings came down, she was
- 1:35:42trapped in her building, and I didn't hear from
- 1:35:43her for over six hours. We had three children,
- 1:35:46eight, five, and one, and I had to confront the
- 1:35:48possibility of being a single parent. Terrorism
- 1:35:51in this country scares everyone. And the fact
- 1:35:54is we need a commander -in -chief who not only
- 1:35:56understands how to protect us, but feels in here
- 1:35:59what it means to face the possibility of loss.
- 1:36:03I've faced it. I've prosecuted terrorists. I
- 1:36:06have made the decisions that need to be made
- 1:36:08as a governor to protect us. And as President
- 1:36:10of the United States, no one will keep this country
- 1:36:12safer than I will. Thank you, Governor. Former
- 1:36:17Florida Governor Jeb Bush. Governor. We desperately
- 1:36:20need a conservative leader as president of the
- 1:36:22United States. I have a proven record as governor
- 1:36:24of the state of Florida as a conservative leader.
- 1:36:26And I also had detailed plans to fix the mess
- 1:36:28in Washington, D .C. As president, I will restore
- 1:36:31and rebuild our military, restore the alliances,
- 1:36:34and keep us safe. And as our party's nominee,
- 1:36:37I will defeat Hillary Clinton in November. I
- 1:36:39ask for your support on the caucuses come Monday
- 1:36:42night, and I will make you proud as our party's
- 1:36:44nominee. Thank you very much. Dr. Ben Carson.
- 1:36:52I want to thank the people of Iowa for being
- 1:36:54so welcoming to me. Please think of our founding
- 1:36:57fathers as you listen. We the people of the United
- 1:37:01States. In order to form a more perfect union,
- 1:37:06establish justice, ensure domestic tranquility,
- 1:37:11provide for the common defense, promote the general
- 1:37:14welfare, and secure the benefits of liberty to
- 1:37:18ourselves and our posterity, do ordain and establish
- 1:37:24this Constitution of the United States of America.
- 1:37:27Folks, it's not too late. Enough said. Florida
- 1:37:34Senator Marco Rubio. The Bible commands us to
- 1:37:38let our light shine on the world. For over 200
- 1:37:41years, America's light's been shining on the
- 1:37:43world, and the world has never been the same
- 1:37:44again. But now that light is dimming a little
- 1:37:47after seven years of Barack Obama. And that's
- 1:37:49why Monday night, what will happen here in Iowa,
- 1:37:51is so important. I'm asking you for your vote.
- 1:37:55Caucus for me on Monday night, because if I'm
- 1:37:57your nominee, I will unite this party, and I
- 1:37:59will defeat Hillary Clinton. And when I'm president,
- 1:38:01America's light will shine again, and the 21st
- 1:38:04century will be a new American century. 93 hours.
- 1:38:14The media noise will soon be over, and it's now
- 1:38:17for the men and women of Iowa to decide. Our
- 1:38:20country's in crisis. We're worried the future
- 1:38:22of our children, and we've been burned over and
- 1:38:25over again. The central question in this race
- 1:38:28is trust. Who do you know? We'll kill the terrorists,
- 1:38:31defend the Constitution, and repeal Obamacare.
- 1:38:34Who do you know will stop amnesty and secure
- 1:38:37the borders? Who do you know will defend life,
- 1:38:40marriage, and religious liberty? Examine our
- 1:38:43records, pray on it, and I would be honored if
- 1:38:45you and your family would come caucus for us
- 1:38:47on Monday night. So much for being here tonight.
- 1:38:55We appreciate it greatly. And that does it for
- 1:38:57the seventh Republican primary debate of the
- 1:38:592016 presidential race. But we're not done. The
- 1:39:02Kelly file starts in a moment, and guess who's
- 1:39:04going to be there? Senator Ted Cruz. And don't
- 1:39:07forget, after all the talk, the first voting
- 1:39:09of the 2016 campaign happens in just four days.
- 1:39:13The first Americans to vote. The Iowa caucuses
- 1:39:16are Monday, and Fox News will have complete coverage.
- 1:39:19And we have you covered from Iowa all the way
- 1:39:22to the conventions and on to the general election.
- 1:39:25Thanks again for joining us. For all of us here
- 1:39:27in Des Moines, have a great evening. Tonight.
- 1:40:25A campaign season unlike any other takes a dramatic
- 1:40:28turn with a two -hour debate for the ages in
- 1:40:32Iowa. Before we get to the issues, let's address
- 1:40:35the elephant not in the room tonight. Donald
- 1:40:37Trump has chosen not to attend this evening's
- 1:40:40presidential debate. The last four questions
- 1:40:42have been, Rand, please attack Ted. Marco, please
- 1:40:45attack Ted. Chris, please attack Ted. Jeb, please
- 1:40:47attack Ted. Let me just say this. It is a debate,
- 1:40:52sir. Let me tell you who's not qualified to be
- 1:40:55president of the United States, Chris. Hillary
- 1:40:57Rodham Clinton did that to our country. She is
- 1:41:00not qualified to be president of the United States.
- 1:41:03That is the book where you changed your position
- 1:41:04on immigration because you used to support a
- 1:41:07path to citizenship. So did you. Well, but you
- 1:41:09changed the book and the book. So did you, Marco.
- 1:41:11As all but one of the Republican presidential
- 1:41:13hopefuls face off in Des Moines. Frontrunner
- 1:41:17Donald Trump, a last -minute no -show, offering
- 1:41:20the rest of the field an opportunity. to make
- 1:41:22their voices heard before the all -important
- 1:41:25Monday caucuses. I've had more 2 a .m. phone
- 1:41:29calls than everybody here put together making
- 1:41:32life and death decisions. I don't think you have
- 1:41:35to give up your liberty for a false sense of
- 1:41:37security. There's the establishment lane, the
- 1:41:39anti -establishment lane, and then there's the
- 1:41:41Kasich lane. If I'm our nominee, I will unite
- 1:41:44this party, and we will defeat Hillary Clinton,
- 1:41:46and we will turn this country around once and
- 1:41:48for all after seven years of the disaster that
- 1:41:50is Barack Obama. Thank you. The Republican candidates
- 1:41:54have made more than 300 trips to this state combined.
- 1:41:57And if history is any indicator, many Iowa votes
- 1:42:01are still up for grabs, making this night perhaps
- 1:42:05the most important visit of all. So who impressed?
- 1:42:08The caliphate of ISIS has to be destroyed. Get
- 1:42:11the lawyers off the damn backs of the military
- 1:42:13for once and for all. Have a no -fly zone in
- 1:42:16Syria. I will apologize to nobody for the vigorousness
- 1:42:20with which I will fight terrorism, go after ISIS,
- 1:42:24hunt them down wherever they are, and utterly
- 1:42:27and completely destroy ISIS. Barack Obama wants
- 1:42:30America to be more like the rest of the world.
- 1:42:32We don't want to be like the rest of the world.
- 1:42:33We want to be the United States of America. And
- 1:42:36that is why Hillary Clinton cannot win this election.
- 1:42:41Frank Luntz and his focus group of Iowa Republican
- 1:42:43caucus -goers are here. Plus, we'll speak with
- 1:42:46presidential candidate Ted Cruz, fresh off of
- 1:42:48the debate stage. And we have all -star analysis
- 1:42:51from Charles Krauthammer, Mark Thiessen, Chris
- 1:42:54Dyerwald, Howard Kurtz, and Bill Burton. The
- 1:42:58Kelly File starts right now.
