- 2:53the Shrine. Temple on Coyer Street in Charleston. So lots to get to,
- 2:57but I'm gonna start off with talking a little golf this morning. As
- 3:00in the short course at Coonskin. Dave Pope is with us, the golf
- 3:02chairman for the Kanaan County Parks Commission, Championship chairman for the Western Inia Golf
- 3:07Association for twenty five years. He joins us now in the Parmar Store studio.
- 3:10Dave from one day to another. Good morning, good mording, Dave,
- 3:13and thanks for having me, appreciate thank you for being here. Greg
- 3:15Carey has an end up story posted at WV Metro News dot com about this
- 3:20course that is all the rage among golfers in Kanaan County right now. So
- 3:24I'll give a little background here. If I have anything in correct, Dave,
- 3:27you can feel free to jump in. The Kanaan County Commission pledged more
- 3:30than one point two million in funding from the American Rescue Plan for this nine
- 3:35hole par three at Coonskin Park. Of course, the back nine and the
- 3:38course we're destroyed by flooding. Fast forward to today it's open and Dave,
- 3:42people seem to love it. Did you have the story right, so far,
- 3:46so good, and what has the reaction been to the course so far?
- 3:49West and great? Today we opened three weeks ago tomorrow, Friday before
- 3:54Labor Day, and we're averaging seventy five people sounds today and which is pretty
- 4:01good because the word is not really out yet. Um I was at a
- 4:05screen bar for the amateur ran into a lot of Charleston people passing out scorecards,
- 4:10talking the course of and a lot of them didn't know about it yet.
- 4:14So as they're catching on, they're they're they're coming out and most folks
- 4:16will come out and play nine holes and then go do a redo. So
- 4:20we're getting a lot of play for them for being open three weeks and the
- 4:25words not really well, that's why you're here today. We're gonna get that
- 4:28word out. And there was again there's a dead dead story on the website
- 4:30wv metro News dot com about it. Dave, what is the draw for
- 4:33the golfers here for this particular course, Well, we had this part three
- 4:38after and as you stated, we lost the back nine and we lost the
- 4:41old golf course. They're irrigation. We had a front nine, pancake flat
- 4:45greens. It wasn't really challenge. Great place to start out playing golf your
- 4:49wife or kids, but any accomplished golfer just wasn't wasn't. But boy wasn't
- 4:54a challenge boy. And so we came up with the idea, you get
- 4:59a hold Shoemate, who's the auganimist at Greenbor and he built the Ashford,
- 5:02which is a nine old course at the Sporting Club, and so I knew
- 5:09he could could know what he's doing. So went to him through actually three
- 5:12years ago and told him the idea of what we wanted to do was to
- 5:15read you the golf course, but make it different, make it with some
- 5:18iconic greens. So each hole has a story and concept behind it, and
- 5:25we go back to the golden era of golf, which was basically eighteen nineteen
- 5:30twenty when so many golf courses were built by so many great architects, and
- 5:34so we kind of used some concepts of each one. We didn't do a
- 5:38replica course. I've seen those in Houston and Florida where each holes like a
- 5:43replica of Amon Corner or whatever. We only did two like that. There
- 5:46was a punch bowl number nine and three dan number seven, and the other
- 5:51holes are just overviews of different architects of the of the era of early nineteen
- 5:59hundreds, and the scorecard has a listing of each hole and where we uh,
- 6:03where we got the idea, who we were using Kelly went above and
- 6:06beyond got we We saw to the greens and saw to the surrounds, and
- 6:12the greens were perfect. There's no poem and there's no bermuda. It's just
- 6:16brand new and the surrounds are us pretty thick, and so it makes for
- 6:23interesting It's only about one hundred yards long. Each hole has a run up
- 6:27or even as a child can running up and getting on the green, and
- 6:30your better golfer is going to hit the green. But that's where the challenge
- 6:32begins because the greens have a lot of movement, a lot of role,
- 6:36a lot of whole placements. So if you've hundred yards in end is the
- 6:43majority of everyone's score, probably eighty percent of scores from one hundred yards in
- 6:48and from there that you can really practice your game here and and get get
- 6:55better, get better. And if you go over to my Facebook page,
- 6:59day on the radio, what he he's referring to in these different holes.
- 7:00I actually posted it on Facebook in the description, the kind of little preview
- 7:04I do for the show on the nine of course layout from the whole number
- 7:09one of the park, the two, the turtle, the duel, the
- 7:11bell, the duel catchers met as you and you mentioned all those before.
- 7:15Interesting interesting names for some of those, Dave right and the like. I
- 7:17said, these are concepts from way back, whinn and there was no the
- 7:23Verdan and the punch bowl for example, you'll see it on number eight and
- 7:27number nine at O White and that was done by H. C. Donald
- 7:31Steth Rayner I think nineteen fourteen. It's still those two concepts are still used
- 7:38today. Architects are using us as they're using the others. So we just
- 7:41kind of took a overview all these different architects and what they what they were
- 7:46famous for, like the turtle, the turtles, like the turtle and and
- 7:50and that was used extensively by Donald Rosson at number two Pinehurst. If you've
- 7:56ever played there and watched the open there um all the greens kind of hunting
- 8:00bike. So there's smart and they look if you get off center, they'll
- 8:03world right off the brain. That's the concept, that's the turtle, but
- 8:09but it's it's it's worked out well. It's really as Kelly went above and
- 8:13beyond, uh way this works, Dave. You come in. We had
- 8:16a completely clean palette. All rocks, trees, everything are removed in the
- 8:20front nine. And then you come in and the shaper comes in and with
- 8:24Kelly the architect, and starts shaping the greens the way he wants them.
- 8:30He was coming down three and four days a week from from Oklahoma's County,
- 8:33and the shaper he'd come back and he would be exactly pretty much exactly like
- 8:37he liked it. So the shapers one of the best round and then the
- 8:41irrigation guy comes in. We irrigated it, of course, and the irrigation
- 8:46system basically state of the art. The superintendent can be at home on he's
- 8:52sloane and start the irrigation work. Say he wants to put fifteen minutes of
- 8:56rain. Couldn't do that back in nineteen fourteen, No, you couldn't.
- 8:58You have to rely on on the lord's rain. But you could. You
- 9:03could say that thing. It's save three am. You want to put fifteen
- 9:07minutes of rain or water on it. And we have an unknown pop up
- 9:11thunderstorm and saturates of course. Well, irrigation as systems built, the words
- 9:15will shut itself off, right, so we don't flodge the golf course.
- 9:18Amazing technology. Again, we're talking with Dave Pope, who was the golf
- 9:22chairman for the canal A County Parks Commission about this um of the short course
- 9:26that coons can have a question for you, David. Somebody texted in what
- 9:30is the cost for nine holes? Okay, nine holes is twenty dollars and
- 9:33it may seem will high, but we do have a million two dollars a
- 9:37million and me and two and golf course built. We need to maintain it
- 9:41and then redos or ten dollars fifteen and blow is a ten dollar initial fee
- 9:48and five dollars redo. And what a lot of people are doing coming in
- 9:52playing eighteen holes? You can play all day at ten dollars on the redo,
- 9:56So damn it at that point. But um, it's worthy, it
- 10:01really is. I mean we're getting seventy five golfers a day on average,
- 10:05which is not bad with three weeks in and no, I mean seventy five
- 10:09a day's pretty good. Talk about um. You know, you mentioned that
- 10:13it's a great place for those who maybe don't play regularly, or maybe just
- 10:16those just want to have a little fun or whatever. How are we looking
- 10:20as far as getting younger people involved in golf, because I know that I
- 10:24know that that that the PGA and other organizations have really had an effort to
- 10:28try to get different people to playing golf and trying to get out of the
- 10:33image it's you know, it's the old it's it's the old guy, old
- 10:35rich guy's game or whatever. They they've gotten done a lot with like inner
- 10:39cities, and they've done a lot with youth trying to get youth involved.
- 10:41This would be I would think a good course for for that sort of thing,
- 10:46for maybe a beginner to come out somebody just wants to have fun or
- 10:48young people. As you said exactly, Well, we can think Tiger was
- 10:52the surgeon general golf. He's uh, he's been a catalyst for golf for
- 10:56the last thirty years. Now we have a h at Coonskin. We have
- 11:01Weston Golf Association as golf house by the driving range. We have a driving
- 11:05range which is really nice. And then we got this golf course now,
- 11:09uh, First Tea of West Virginia is centrally located at golf house. And
- 11:13that is really the way for youngsters to get involved in some organization type of
- 11:18thing. And you can call the golf house called WGA. At golf House,
- 11:24get old Jeff Priest and he's a coordinator for First Tea And we've got
- 11:28Kyla Way Junior Tour. We've got a lot of junior golf going on in
- 11:33the state right now. First Team we're in thirty three counties. The first
- 11:37team were the phizzed. Part of it now involves golf. It's get some
- 11:43exposed to it at grade school level. Um, trying to get him early
- 11:46before they get into soccer. Soccer is your competition. But good I played
- 11:54baseball and played We could do more than one thing. But um, it's
- 12:00all right here in Charleston. And this is where you want to start with
- 12:03the kids. And like I said, the holes looking tim today, there's
- 12:07a lot of rough around them. They're real big or five thousand square feet
- 12:11each and but there's a run up where if you can't get it are born.
- 12:13But you can still run it up on the green. And all the
- 12:18holes six or nine or one hundred yards or less. It's not long.
- 12:22But the challenges once you get on the green how to text here it said
- 12:26driving carts are only walking. No, it's just walking. There's no room
- 12:30for cars. We're on film acres, and and plus we've got to protect
- 12:35the turf. At this point, we're not we're not even doing full carts
- 12:39because really, you go to play, you surely need five club stops,
- 12:43a couple of wedges, maybe a nine iron, and a butter turning in
- 12:46your hand. So we really don't want to get the horse to one.
- 12:52I know with pull carts out there, at some point there will be dragging
- 12:56across the green or across the tea and then we're we're gonna have a niche,
- 13:00Okay, all right, So that answers that if people want more information
- 13:03about this, you got a website to get a phone number they could call.
- 13:07You got Facebook working in and learn more about them, well, or
- 13:11just come out, just come out, just go. I'm a ludight,
- 13:13I don't do a lot of the Facebook, okay, all right, rry,
- 13:16I didn't know three and just come out with the new bridge was built
- 13:20four or five years ago. You could get from here to coon Skin and
- 13:22we're downtown in less than fifteen minutes. You can't beat that and like I
- 13:28say, it only takes an Iron fifteen to play has a situation last weekend
- 13:31looked like rain. Talked to my sister they were going to go play like
- 13:35one o'clock supposed to rain at three. Helly had no problem going out and
- 13:37playing eighteen holes and beat the weather. So that's another draw for it,
- 13:43is you go play eighteen holes of golf with your buddies you're looking at five
- 13:46hours was yeah, getting there, playing, finishing and getting them. This
- 13:50is something you play in Iron fifteen. Well, and again we've spent a
- 13:54lot of time on this show, Dave talking about sports travel and these travel
- 13:58teams that come in for these tournaments in this proposed sports complex, it's gonna
- 14:01happen to Charles. We've already seen what's going on in Shawnee. Where I
- 14:03could see this being a big tourism thing for people is when they come because,
- 14:07as I've said on the show before, if they have a soccer match
- 14:11at eleven, they may not play again till four o'clock the next day.
- 14:15Well, they're not gonna sit there and one soccer all day. I mean,
- 14:16they're gonna maybe scout the other team, but they're gonna go to the
- 14:18movies, they're gonna do whatever. This would be a great thing for them
- 14:22to go do something fun. Perfect And like I said, we got rental
- 14:24clubs. They don't have to bring it down clubs, and um, it's
- 14:30it's just a short time frame to play. And that's a secret. That's
- 14:33the beauty of it. See, you want to spend all day playing golf,
- 14:35you can get out there in the evening, out during the morning,
- 14:39whatever, and get in around of golf really challenging. Of course, all
- 14:46those short I said, fun begins once you green it. Let me ask
- 14:52you this about and then we got to let you go to move on.
- 14:52But someone texting and said, how long until golf courses get turf? In
- 14:56your opinion, like over it like we have over a gold Mark ball park.
- 15:01See that happening. I mean just turf, I guess. So it's
- 15:03some kind of synthetic us some kind of synthetic Oh okay, well, after
- 15:09we're hitting off mat a mat right now, state of the art match.
- 15:11Everybody's bragging about the mats will actually take a tea. Reason being we saw
- 15:16the greens in us around but the teas were were sprayed. It's a seasoned
- 15:22and uh the root prudencies and it's probably not even in stick. You take
- 15:26a divot out of those teas now there's nothing to put back. It's all
- 15:30sand. So we got to let that tea mature, all of them before
- 15:33we uh start hitting off grass. But but the match have worked well.
- 15:37We moved around every day and so forth. And also to finish up,
- 15:43there was we have a six thousand square foot pudding green and it was sat
- 15:48and it's just like the greens on the golf course. So the best way
- 15:50I would do is come out and maybe a half hour earlier. Yeah,
- 15:54sign up and spend time pudding because pubic golfers don't have any place to practice
- 15:58pudding. Yeah, and maybe you're playing game. It sounds like you got
- 16:04some good things going on at your day, all Dave Pope, I appreciate
- 16:08you. Signed by the studio. We'll talk again soon. Good luck with
- 16:11everything out there. Well, thank you for having me. I appreciate it.

- 19:45Dave. On a regular golf course, I shoot in the seventies.
- 19:48If it gets any hotter than that, I stay home. According to a

- 19:55Ma'm great? Dave? How you doing list? I'm doing fine. Have
- 19:57you been out the coon skim? Are you a golfer? Not much of
- 20:00a golfer, But I'll tell you what. The people that I know that
- 20:03play golf aren't much of golfer. Yeah. I got really frustrated with it
- 20:07early, so I give it up. But yes, I mean Coonskin,
- 20:08They've got a lot of good things going on out there. Yeah, a
- 20:11lot of good things and something I'm mentioned here. We're having an event that's
- 20:17going to end up there as well here in July. So i'll tell you
- 20:19about that in a little bit. But well, first I want to talk
- 20:22about some food. I want to talk about fish. You got your Fish
- 20:26Fry, their annual event going on tomorrow, correct at at at the Shrine
- 20:32building there on Courrier. Man, I was you and I were talking the
- 20:36other day and I actually put together a little commercial for you that I think
- 20:37they're airing on one of the other stations, and I was writing that up,

- 20:47Absolutely. So tomorrow we're going to start at four o'clock serving food, and

- 21:51parading and doing all those things that they do. This is like, really
- 21:53the clown's busy time. It is because you know, you're in all the
- 21:57different parades and summer festivals and things that ain't the entire shrine is busy.
- 22:02I mean we're I mean the Oriental band, the Highlanders, the clowns.
- 22:07They're out parading. It seems like every weekend we're at a parade or a
- 22:10festival or something going on, which is kind of awesome. But this is
- 22:14a really good fundraiser that it's always a fun time. A lot of people
- 22:18come and you'll you'll probably see more people there that you know that you don't
- 22:22being in this small town of Charleston. So it's a really great opportunity to
- 22:26help support the shrine the clowns, and also to come in and see our
- 22:33facility which we ran out to the public, which is an awesome thing,
- 22:36and come in and take a look and see what we're doing in there,
- 22:38and you know, grab a shriner or grab a clown, ask questions.
- 22:42It's a it's a good time, it really is. So again, that's
- 22:47tomorrow, four o'clock, one hundred Quarrier Street, fifteen dollars to play.
- 22:51All the proceeds are going to the Clowns and we'd love to see as many
- 22:55people come in as we possibly can. And here's something I want to bring
- 22:57up to you know, Friday and Charleston. It's kind of rocking anyway because
- 23:00you got live on the levee yes, you got festival going on, You've
- 23:04got to all these things going on. So here's the thing if you wanted
- 23:08to I'm just gonna kind of throw this idea. If you're somebody that works
- 23:11like in the downtown area or in the vicinity, and you wanted to go
- 23:15there and grab some some some dinner, you can you can actually eat there
- 23:18too, right, absolutely, So you could actually get your fish dinner and
- 23:22eat there and then go enjoy Live on the Levee or festival or all these
- 23:26other thing. You're already parked and the best parking lot in Charleston, so
- 23:30why not why not just kind of walk your way up to the boulevard.
- 23:33It's only a couple of blocks up and a couple of blocks down. Why
- 23:36not. Yeah, you know, it's a great opportunity. And and Fridays
- 23:40in Charleston, as I said in tomorrow, Chris Jim Starn will be on
- 23:41the show to talk about Live on the Levees he does every Friday during the
- 23:45summer season. This would be again a great thing to do while you're taking
- 23:49on all the other activities in Charleston, right, And plus it's for such
- 23:52a great cause. And if you've not seen this shrine. I'll talk about
- 23:56this every time I have Chris on the show. The Shrine Club building there
- 23:59on Coreyer Streets absolutely a beautiful facility. If you've got a party going on,
- 24:03you got a you know, a wedding, bridle, shower, shower.
- 24:07I know you just hosted some graduation parties probably there. Um I just
- 24:11mentioned that. Last a couple of weeks ago. I had my class reunion
- 24:17and it wasn't at that Shrine Club, but I had it at the one
- 24:19down in Logan and we just utilized the Shrine Club down there. And this
- 24:25building that you have here is absolutely fantastic. Plus you got the best,
- 24:29as you said, Chris, the best parking lot in Charleston. We do
- 24:32absolutely, and you know you can come in to use our parking lot for
- 24:36events, but we can we can accommodate any type of meeting, like you
- 24:41said, memorial services, reunions, weddings. We're having a wedding as a
- 24:48matter of fact, this coming month. At the end of the month,
- 24:51we have a wedding of three hundred and eighty five people, so we can
- 24:56do twenty people or people getting married that are going to attend this wedding.
- 25:02So it's a it's a big thing and uh so we're really excited about it.
- 25:06We do a lot of weddings and a lot of reunions, class reunions
- 25:10and family resions, you know, and our our cost is very competitive through
- 25:15out Charleston. So we do have a really great facility there. But there's
- 25:19one other thing that's coming up to it's really exciting that we're doing. Um
- 25:23it's in July. It's coming up July eighth, and it is going to
- 25:27be our first, hopefully annual Elk River paddle fests. So we're going to
- 25:33do a float down the Elk River and it starts at nine am on July
- 25:40eighth. We're going to start at the Blue Creek Boat Ramp, the new
- 25:45boat ramp, the D and R just put in, and we're gonna be
- 25:47floating down the river and we're gonna end at Coonskin Park. And that's what
- 25:51we were talking about us a second ago when we first come on the air.
- 25:56We're gonna have like a Shriner's village there. We're gonna have food venders
- 26:00set up where you can purchase some food at a very reasonable cost. And
- 26:03then we have a band called the Weekend Warriors. They're going to be playing
- 26:07at the Amphitheater afterwards, so we're gonna have like a little Shriner's after party
- 26:15type situation. It's a thirty five dollars per person registration fee, which you
- 26:19can register online at Bennie keat MWV dot us or on our Benny Keaton Facebook
- 26:29page and you could preregister. You get a shirt, a sticker with our
- 26:33logo on it. And also we're giving away whistles because a couple of years
- 26:37ago you have to have a whistle on every type of vessel on the water,
- 26:41whether it be motorized or not. So we thought a lot of people
- 26:45may not have those, so we got those printed out. Yeah, so
- 26:48it's going to be a really fun time. On the seventh of July,
- 26:52which the day before K and M construction, which is located right there just
- 26:57before Blue Creek, has a fenced in area and he has donated his lot
- 27:03so that you can drop off your boats the night before so you don't have
- 27:04to deal with it. We're gonna have transportation from Coonskin back up to Blue
- 27:10Creek, so if you if you bring your kayaks into the night before or
- 27:15that day, you come up, you get your kayaks up there, you
- 27:17go down and park at Coonskin. There's gonna be buses that will shovel you
- 27:22back up to the starting point. We'll get you launched, and it's gonna
- 27:25be a fun day. It's gonna be a great trip and we're really looking
- 27:27forward to it. And as we move through the years, we hope to
- 27:32add a watershed clean up program with it to help the people up there and
- 27:37help you in Glendon and and the river everybody that uses the river. So
- 27:41we're really excited about all that. But tomorrow, big day, Big Day.
- 27:47It always amazes me because I usually have you on about once a month.
- 27:48You need to come in to talk about the things going on, to
- 27:51try because it's an organization that I truly believe in. I've seen the work
- 27:53that you do, and I got a lot of good friends that are in
- 27:56the organization. But when I see it always amazes me when you come in
- 27:59and you like a laundry, Let's like you've got you know, a big
- 28:02long poster paper size, so that we get this going on. We got
- 28:04that going on, We get this going on. So if you need any
- 28:07more information about any of these things, because I know Chris those out a
- 28:10lot of information. You got to Facebook page Benny keatam on Facebook, and
- 28:14that you can also call or just stop by the office down there or the
- 28:18temple as it were on on Coreya Strae. All right, let's get back
- 28:21to the fish tomorrow. You're gonna start again at four four o'clock, four
- 28:26o'clock, and you'll go to how late till the fish runs out, Till
- 28:30the fish runs out? Yeah? Absolutely, I mean, what kind of
- 28:33fish were we talking about? Alaska pollo, Alaskan pollock? Really good fish.
- 28:36Did you catch us yourself in Alaska? I wish I had. I
- 28:38mean, honestly, I'd love to go to Alaska. Did you catch the
- 28:41hush puppies yourself? We caught them. They didn't move very fast, but
- 28:45we caught it. They they tend to congregate there around the amos plant.
- 28:48I think they do. You know. So basically you're gonna get You're gonna
- 28:52get, uh, you know, some fish. You're gonna of course,
- 28:55French fries, you know, the normal sides, fixines, coleslaw, corn
- 29:00on the cob, hush puppies. We're gonna have a cash bar. We'll
- 29:03have a lemonade and tea and water. But we'll also have a cash bar
- 29:07that you can take advantage of and that's that's to go, or you can
- 29:08eat in there with us, which you know, Hey, if you've got
- 29:11some extra time, come in and meet meet the Shriners, meet the clowns,
- 29:15and look at our beautiful facility. It's gonna be a lot of fun.
- 29:18It's absolutely an open house and we stick around for Live on the levee
- 29:22afterwards if you want absolutely that. I'm looking forward to it. I think
- 29:26it's gonna be a great time tomorrow. And again it starts at four o'clock.
- 29:30You have the full fish full fish fry thing going on there. And
- 29:33again if you do have to go home, because we know people work hard
- 29:36during the week, get you six or eight orders to go? Can they
- 29:40call in an order or do they just need to show up? If they
- 29:41want orders, they can just absolutely just pull in the parking lot, run
- 29:45upstairs. We'll put them in a clamshell for them and send them out.
- 29:49Not a pro. Go get you six or eight dinners. Absolutely, and
- 29:52all you folks that are gonna here's an idea too, because I'm gonna try
- 29:56to make you guys work as hard as possible. Here's an idea too for
- 30:00people that might be working second shift over one of the hospitals or something like
- 30:03that. You know, be a great thing for you to do. It's
- 30:06to get eight or ten dinners and take them to work. Take them to
- 30:08work absolutely, you know, and again we're going to be eight thinking that's
- 30:12your genius spell with a J. Yeah, right, that's right. So
- 30:15but no, seriously, if you do work second shift, absolutely let us
- 30:18know how many you need. We'll put them together and get them boxed up
- 30:22for you and take them to work. You know, there's folks that work
- 30:25at the hospitals or wherever it is. We'd love to to, you know,
- 30:29provide them with any kind of meals that they need. And again,
- 30:32all of the proceeds are going to a great cause. I mean, the
- 30:33clowns do so much down there at the temple and they're very active in everything
- 30:40that's going on in the community and bring you if this is a family of
- 30:44events, so if you do go home and you want to come back,
- 30:47we're going to be, you know, serving dinners for as long as we
- 30:49can, probably to at least eight, as long as the supply of fish
- 30:53holds out and I'll be honestly, I'd like to have that problem that we
- 30:57run out of fish because we bought a lot of a lot of fish.
- 31:00Nothing like it. Absolutely, Chris has always men's pleasure to talk to you.
- 31:04Which you the best things start the big fish Fry, you get fish
- 31:07fries, hush puppies, coleslaw, corn on the cotton. We'll have some
- 31:12dessert as well, and desert fifteen fifteen dollars. I mean, that's a
- 31:17bargain. And if you want to stick around there and tour the shrine facility
- 31:19and have Chris and the folks that show your round show what they have.
- 31:22If you do have something upcoming, like some sort of an event, you
- 31:25know whatever family reunion, wedding, whatever memorial service, whatever it is,
- 31:30you can take a tour of the facility. Their best parking out at Charleston,

- 34:53Jeff, good morning. Uh wow. I touched on this briefly yesterday,
- 34:59but that it was only the beginning talking about this thing with the Upshter County
- 35:01in the state school board. You have an in depth story post at wv
- 35:06Metronews dot com. Let's review because there's a lot to cover here, to
- 35:09kind of take it from the top how this whole thing happened the meeting yesterday,
- 35:15to take it take it from there, Okay, Dave, Yeah,
- 35:16So you know, during the pandemic school systems. You know, as part
- 35:21of the federal money that flowed to a lot of places, school systems,
- 35:25all school systems in West Virginia received certain amount of federal money, had to
- 35:30base on formuland different things. And Upshter County received over three years, they've
- 35:35received sixteen million dollars, okay, And so there's only certain ways you're allowed
- 35:39to spend that money, you know, there are certain guidelines. Now,
- 35:43the state Department of Education has an office and its hand has had an office
- 35:47you know, for years and years that reviews federal programs, Your reviews counties
- 35:53on you know, how they're spending federal money. Can get fed the money
- 35:57for a number of things, you know, in education. And and so
- 36:01this office actually took on when the federal money came down in relation to the
- 36:07pandemic to all fifty five counties. That was an added duty for this office
- 36:10to review how that was spent. I remember previous state school board meetings in
- 36:15months past, they would get a report from this office saying, yeah,
- 36:17we've reviewed so many counties and we're keeping an eye on it and you know,
- 36:21different type of things. So they were doing a review of Upster County
- 36:27late last year, the federal review program was within the state Department of Education,
- 36:30and some red flags started to be raised. And now that's where it
- 36:37gets Okay, so the state board wasn't really alerted. They say to the
- 36:46you know some of these issues. State school Superintendent David Roach was alerted to
- 36:52some of those, his assistant superintendent who or his deputy superintendent who had been
- 36:57the superintendent and Upster County when this spending took place, she was came out
- 37:04yesterday. She was involved in some of those review meetings. The Federal Office
- 37:08of Review person who gave their report yesterday said that was kind of an uncomfortable
- 37:13situation, you know, because they're talking about things that she had approved and
- 37:15she's in some of these meetings. So anyway, so that kicks in.
- 37:21So this federal review was posted on the state Partner of Education website in March.
- 37:25You know, all these reviews are posted in this particular review just from
- 37:29this office. Now this is not a special investigation at this point, but
- 37:32it was posted and you know, you saw some of the things the report,
- 37:37and then and then and then some citizens in Upstre County stepped up and
- 37:42they fade some things or you know, wondering why things hadn't taken the next
- 37:46step with some of these issues, and State Superintendent roach from the from information
- 37:52that came out yesterday. He informed the State Board of Education last month at
- 37:57the end of May that, you know, there are some problems here.
- 38:01The Deputy superintendent was going to be let go, moved on, and a
- 38:07special circumstances review was going to take place. So that kind of steps it
- 38:09up to the Department Educations Accountability Office because there are so many red flags.
- 38:15They so they go in, they make an unannounced visit to Upster County,
- 38:20they start reviewing some of these documents. The federal office has also reviewed obviously
- 38:23some of the documents, and then a report was made yesterday. So you've
- 38:27got got kind of two things here. One is or more yeah, exactly,
- 38:30one is the spending that took place, and the review that really is
- 38:35just kind of you know, they looked at they said yesterday only kind of
- 38:38one percent of the documents, you know, so there's a lot more to
- 38:42go here, but there was enough red flags and there was one percent of
- 38:45the documents to say was some of the stuff wasn't spent the right way,
- 38:50And so you've got that ongoing, and then you've got the controversy of when
- 38:54did David Roach know and how come he didn't tell the school board up front
- 39:00more about this the state school board. So that created some tension, big
- 39:04time tension between Roach and the school board. So you can feel the tension
- 39:07actually in the meeting yesterdays, the school board is getting this report. Roach
- 39:09is kind of you know, he's involved, but you know, you can
- 39:14tell some of the members are upset at Roach. And so they have an
- 39:17executive session. So they come out of the executive session and they announced they
- 39:22actually had a couple of executive sessions, but basically they come out yesterday afternoon
- 39:25to day, we're gonna take over. We're gonna ceize control of the Upster
- 39:30County school System. And the states dentists in the past and some counties Locan
- 39:34County, Lincoln County, other counties where they've seized control. But they seized
- 39:37control immediately of the system. Immediate, yeah, immediately of the system.
- 39:42Sent the state police over there, and so they appointed Steve Watching, who's
- 39:46a retired superintendent from Preston County, to be the new superintendent. Then I
- 39:51thought it was interesting because the motion that was approved by the State Board of
- 39:55Education, said that the deputy superintendent of schools, who it's not the former
- 40:01but now the deputy superintendent schools would be kind of in charge of all this,
- 40:06not the superintendent of the state superintendent school so Roach wouldn't be in charge
- 40:09of this. I'm thinking that's kind of interesting because informer takeovers, the state
- 40:14school superintendent oversees it all. Right, So now they said the deputist said,
- 40:17well, that goes to show that Roach is not in a very good
- 40:21standing with the board. They had a review of Roach. It was already
- 40:23on the agenda yesterday, a review of his performance after a year, because
- 40:27he came in last August. They came out of that and voted him satisfactory
- 40:31on a review. And then by about six o'clock or five thirty the right
- 40:36four six, I learned, we learn the news room learns that Roach is
- 40:40retiring, and they're going to accept his retirement in the meeting next Friday,
- 40:45the twenty third, and then then put a new superintendent in place. State
- 40:50superintendent. This is all happening, Jeff, in real time. Oh yeah,
- 40:52I mean, this was an all day meeting, and I and I
- 40:55talked about on the show yesterday. I even told you, I said,
- 40:58look if something breaks, just in the newsroom and talk about that. And
- 41:00then I jump in the vehicle yesterday and I'm driving and I'm listening to you
- 41:05and Hoppy and you're playing excerpts, and I'll say this about Paul Hardessey.
- 41:07You know, Logan guy, I've known Partisy literally my entire life. Hardesse's
- 41:13not want to be messed with. And he takes control of the situation.
- 41:15And the thing about it is he's got experience in doing this kind of thing
- 41:20because he was because of his time and down in Logan County when the Universtates
- 41:23sacred of the school. But this maybe something. I mean, I don't
- 41:27know. You've covered this a lot longer than I have. I don't know
- 41:30that I've ever heard of a situation like this where they say we're taking it
- 41:32now, sees the building basically secure the building, lock it out. I
- 41:37mean, I've never heard of anything like that. If you well, yeah,
- 41:43to do it that quickly, you know, you know, maybe not
- 41:46to go over that day and do it. But there's you know, and
- 41:51what the seizure does is that limits control of the local boards and the local
- 41:53school board. The elected school board up in Upstra County, now we can
- 41:57only do certain things and takes its power away the new development today. And
- 42:00Hardesty said this during the meeting yesterday that some of this looks criminal. Oh
- 42:05yeah, that's what that's according to Hardesty. Well, we've talked to Bill
- 42:08ellen Feld this morning, the US Attorney for Northern West Virginia, and he
- 42:14says his office has taken the lead on an invested criminal investigation into the spending.
- 42:20Now, you know, we've listed some of this. You can read
- 42:22actually the Special Review Report or the the Special Circumstances Report is linked in our
- 42:28story at wbmatrans dot com. But we also list some of the things the
- 42:30school We're talked about some of the spending U and you know it was money
- 42:35that was kind of additional salary that was paid to folks out of some of
- 42:38that federal money that that shouldn't been It was a you know, most of
- 42:44the things that got clicked on yesterday that you know that we tweeted were the
- 42:50the retreats at Stonewall Jackson Resort for food and beverages, uh, the retreat
- 42:54at Bed and Breakfast seven miles from the Board of seven months Johnson, It's
- 43:00not that it's like why do you why do you retreat twenty five miles from
- 43:05where you are? Yeah? And a restaurant too, Yeah, and at
- 43:08a restaurant CEJGEJ Maggie Yeah, several thousands of dollars. Uh so uh yeah,
- 43:15So those things just like you know, and so again the investigations,
- 43:21there's still a lot of documentation I think to go through. So this is
- 43:23going to be a long drawn out thing. Um. But now the state
- 43:27is in control of the school system, Steve watching will get in their former
- 43:30Preston County School superintendent. You'll get in there, see what the situation is,
- 43:35and start running the school system on a day to day basis. Wow.
- 43:37And but uh and I do want to say this that, uh,
- 43:39State author JB. Mccusky issued a statement yesterday about this basically I'm comparaphrasing basically
- 43:45saying, we're aware of this, so we're watching it too, because you
- 43:49know they're going to be involved in this probably at some point too. Before
- 43:51we let you go, Jeff, I want to talk about the death of
- 43:52Warren McGraw. What what an iconic figure in the world of politics in West
- 43:58Virginia. Well you think of House of Delhi, gats, State Senate,
- 44:01State Senate, President, Supreme Court Justice, Woming County prosecutor, Wyoming County
- 44:08Circuit judge. I mean, you know, you put him and his brother
- 44:13Darryl together and the influence that they had in political circles and also judicial circles
- 44:20in West Virginia, and it's a I mean, it's a fifty plus year
- 44:24career. He retired two years ago, uh, saying at the time that
- 44:30he suffering from Parkinson's and he just couldn't do the job anymore. And his
- 44:34last job was Wyoming County Circuit judge. And so yeah, so now he
- 44:39has passed. You can read more about at wv Metro news dot com.
- 44:44Here a lot of people think and Harvey Payton mentioned and you know a lot
- 44:46of people will remember probably the most high profile thing was the was the campaign
- 44:51against Brent Benjamin two four, yeah, two thousand and four and the racing
- 44:57rant, you know down at racing at at the John Slack Park. You
- 45:01know when we were there. I was there, Yeah, I was on
- 45:04Labor Day and that year and John Kerry was there that day presidential candidate.
- 45:08Um. But yeah, when he became very animated. Oh yeah yeah,
- 45:15and they used that animated about just people falling around on the campaign trail.
- 45:20Um and so. But anyway, war McGraw long again, long long history.
- 45:27Randolph his son used to be you know it was. You know it
- 45:29was in the legislature. It's an attorney, um so uh so, really
- 45:36an influential character, no, no doubt about it. All right, And
- 45:40the program we note here a hobby. He's going to spend some time talking
- 45:43about that today. He's gonna have on Rick Stayton, a former legislator who's
- 45:45been on this show in the past. Rick Stayton is a former legislator who's
- 45:49from Mi Wyoming County area, and he's going to talk about that coming up
- 45:52at teno so sometime during that talk, Jeff, I know you're really busy,
- 45:55man. I appreciate it. Thanks a lot for being here. Okay,
- 45:58sounds good man. Jeff Jenk in the newsroom. Five eighty Live,
