- 0:07Welcome to North Shore News and Interviews on
- 0:10Amherst Island Radio. Each week we keep you updated
- 0:14on newsworthy events, happenings and conversations
- 0:17that we've had with people in the local community
- 0:20and beyond. Loyalist Township Council voted 4
- 0:29-3 to table further discussion until 2027 on
- 0:33award boundary review. This decision came after
- 0:35the Ontario Land Tribunal repealed the previous
- 0:38ward reconfiguration bylaw from May of 2025.
- 0:42At that time, council passed the bylaw to establish
- 0:44a new ward boundary configuration. A notice of
- 0:47appeal was filed with the Ontario Land Tribunal
- 0:49in October of 2025, and on December 18th, the
- 0:52tribunal issued an order that repealed that bylaw.
- 0:55This means there are no changes to the existing
- 0:57council composition and ward boundaries for the
- 0:592026 municipal election. At their latest meeting,
- 1:02staff originally recommended receiving the report
- 1:04and increasing the review budget by $40 ,000.
- 1:08Deputy Mayor Nathan Townand added an amendment
- 1:10that would see further discussion left until
- 1:122027. Townand spoke about the need for adding
- 1:15the amendment and why he supported it. My intent
- 1:17with the amendment is it doesn't, you know, if
- 1:22we just take the motion as it stands today, you
- 1:24know, there's essentially nothing. We're agnostic
- 1:27about any future process. What this does is it
- 1:30ensures that whether the next council wants to
- 1:33do a ward boundary review or not, that it comes
- 1:36to that council for sure to be dealt with. It
- 1:39provides some degree of certainty for those who,
- 1:43you know, who might be upset with the fact that
- 1:45we are status quo for 2026. You know, this will
- 1:48be dealt with in the next term of council. Councillor
- 1:51Jake Ennis opposed the amendment. I'm not going
- 1:53to be supporting the amendment or the original
- 1:58motion. My view is that we should finish the
- 2:02ward review that we started and we should finish
- 2:05it as soon as possible. We should not stop or
- 2:09cancel the ward review before it's finished.
- 2:12The ward review will be finished when a change
- 2:16to the status quo is passed and it is not appealed
- 2:19or it survives an appeal. That's when the ward
- 2:22review will be over. So essentially if this amendment
- 2:25passes, it's going to shut down the debate. a
- 2:30bit. The township's own, our own expert Watson
- 2:33consultants found that the status quo awards
- 2:36to be problematic and that they do not ensure
- 2:41effective representation. All citizens have the
- 2:44right to effective representation and government.
- 2:46This is a democratic right enshrined in the Canadian
- 2:49Charter of Rights and Freedoms. And as spoke
- 2:51about a previous option, which he still supports.
- 2:54the OLT has taken one of the final options proposed
- 2:58by our Watson consultants, one of the final options
- 3:01for change off the table, but there was a second
- 3:04final option. And the OLT did also conclude that
- 3:07final option two was reasonable. So in my view,
- 3:12I would like to see, and it doesn't cost taxpayers
- 3:17any more money, that staff bring forward final
- 3:21option two. to council for consideration for
- 3:27adoption at a future meeting. The need for change
- 3:31to the wards hasn't changed. The reasons we undertook
- 3:34the ward review haven't changed. If anything,
- 3:37it's become more imperative to finish the ward
- 3:39review and be clear with the public. We should
- 3:42finish the ward review that we started. We should
- 3:44not delay it to a future council, and we should
- 3:47finish it as soon as possible. Councillor Lorna
- 3:49Willis pointed out the cost of the last appeal.
- 3:52If there's an appeal, the last one cost $53 ,000.
- 3:56So any new decision could likely be appealed
- 4:01and could likely cost that $53 ,000 again or
- 4:05more. Councillor Paul Proderick noted the money
- 4:07the Township had already spent on the review.
- 4:09having been to all the town halls and numerous
- 4:12events. And I don't hear in the community right
- 4:16now anyways, a big urge to move ahead with anything
- 4:20right now. And I'm looking at, if I read the
- 4:23report correctly. spent almost $125 ,000 on this
- 4:29and I don't think at this time anything more
- 4:32than receiving the report is appropriate. Mayor
- 4:36Jim Haganorn spoke about the upcoming election
- 4:38and additional staffing costs. Anything more
- 4:41than this during an election year I think is
- 4:43just going to be extremely confusing. It's going
- 4:46to muddy the waters and I always like to see
- 4:50a healthy lineup of candidates and I believe
- 4:54that The confusion alone may deter some from
- 4:59actually putting their name forward. I'm even
- 5:01more concerned that the electorate will have
- 5:03concerns and be confused during the election
- 5:07because we're going to finish a review. We'll
- 5:10come up with a with a response or a bylaw. It
- 5:14may be amended or sorry, it may be appealed.
- 5:18So just that significant confusion in the next
- 5:21length of 10 months. I think is just for one
- 5:25thing I don't think it's fair to the electorate
- 5:27that they would have to figure out in October
- 5:31what they're actually voting on. The other thing
- 5:34is you know related to cost, staff are already
- 5:38going to be working on an election. Staff that
- 5:41are working on the election would be the ones
- 5:43that would be administering the review and bringing
- 5:47it back to council so they can only work on one
- 5:51thing at a time. So in all reality, we probably
- 5:53would have to bring in an external source to
- 5:56be able to assist council through the remainder
- 5:58of this process. That is an additional cost.
- 6:01It's not in the budget. It would be over and
- 6:04above the budget that the taxpayers would be
- 6:06absorbing. Council passed the motion with the
- 6:09amendment in a close four to three vote. For
- 6:11Amherst Island Radio and the Local Journalism
- 6:14Initiative, I'm Ted Evans. This is North Shore
- 6:17News. BGC Southeast's first round of STEM field
- 6:29trips were a success, according to the organization.
- 6:33Between September and December 2025, over 500
- 6:36students from schools in Loyalist Township visited
- 6:39BGC's STEM and Robotics Center. Students from
- 6:42grades 5 through 12 were able to take part in
- 6:44free field trips funded by a community grant
- 6:47from Loyalist Township. Associate Director of
- 6:50STEM and Strategic Initiatives at BGC Southeast,
- 6:53Bruno Guarino Marais, explained how the Loyalist
- 6:56Township community grant helped them organize
- 6:58the field trips. We got a Loyalist Township,
- 7:01the community grant, which is how we were able
- 7:05to do this project. So yeah, we had never, never
- 7:09done it before, but I would say that normally
- 7:12we don't get 500 kids in field trips, but yeah,
- 7:15it was, it was very successful. I think having
- 7:18the Loyalist Community Grant be able to fund
- 7:21this, we were able to offer everything for free
- 7:24to all the schools. So We had the BGC bus. So
- 7:27we had transportation. We had all the staffing
- 7:30materials. So we arranged everything for the
- 7:33school. So everyone that we reached out to was
- 7:35really willing to and excited to come. We really
- 7:37wanted to reach everyone. So that was really
- 7:40nice that we were able to get a classroom Amherst
- 7:43Island. So they took the ferry and our bus met
- 7:45them at the ferry. and brought them to BGC and
- 7:47then dropped them off at the at the ferry again.
- 7:50So yeah, we were able to reach all the schools
- 7:53in Loyalist Township, which was just really,
- 7:55really nice to see. Guarino Marais talks about
- 7:57what the students experience on the field trips.
- 8:00It obviously varies a little bit depending on
- 8:04their age range. But really, we were doing like
- 8:07hands on workshops in robotics, coding, and 3D
- 8:12design and fabrication. So they varied a little
- 8:15bit. But most of them, they were using, well,
- 8:19they're these like Lego spike prime robotics
- 8:22kits. So they get to build robots and then they
- 8:25also get to do like coding to program the robot.
- 8:29And then they also got to do a CAD design session
- 8:32where they were designing their own key chains,
- 8:35for example. And then we were printing them off
- 8:38in our 3D printer and they got to go home with
- 8:42it as well, which was nice. And then just getting
- 8:45a tour as well of the STEM Center because a lot
- 8:48of the kids had never been here before. And even
- 8:51though, of course, it's a little bit far for
- 8:53Loyalist residents, it's still really nice that.
- 8:56They know that they have this resource available.
- 8:59Guarino Marais went on to note the interest from
- 9:01students and teachers. Afterwards we had some
- 9:04teachers reaching out wanting to book more field
- 9:06trips or you know then they learned that we have
- 9:09our after school evening STEM and robotics programs
- 9:11and so a lot of the kids wanted to know more
- 9:14about that and some of them even signed up. So
- 9:17it was just really nice for them to learn about
- 9:19this resource in the community. Teachers were
- 9:21sending us like emails after the sessions like
- 9:24completely unprompted like odd. the kids were
- 9:27like singing on the bus back to school and things
- 9:29like that. So that was just really, really heartfelt
- 9:33when, you know, we don't, we're not asking for
- 9:35testimonials. They're just kind of thanking us
- 9:37and giving us some praise. So it just, you know,
- 9:40it helps us keep going. Guarino Marais talks
- 9:41about the importance of funding going forward.
- 9:44The constraint is really just, just the funding.
- 9:46We would love to do it for free, but finding
- 9:49that sustainable source of funding is important.
- 9:51I think with the Loyalist Township grant. We
- 9:54definitely are looking forward to applying for
- 9:57it again, at least next year. But in the time
- 9:59being, we saw how successful this was and how
- 10:01much the kids enjoyed it and learned from it.
- 10:03So we're looking at other opportunities. I mean,
- 10:06we obviously can't offer the... We do field trips
- 10:09for a small class where parents can pay a little
- 10:12bit for their kids to come. But then it obviously
- 10:16becomes a bit of an obstacle, but that is always...
- 10:18option until we find more this for Amherst Island
- 10:48minor hockey matchups, and the annual historic
- 10:51hockey game, recreating Kingston's very first
- 10:54game. There will also be a chance to skate with
- 10:56the Kingston Front Knacks. Thursday, January
- 10:5922nd from 6pm to 8pm, it's the Greater Kingston

- 11:05to 8 p .m., you can enjoy Ringette. Then on Saturday,
- 11:08January 24th from noon to 2 p .m., it's Kingston's
- 11:11historic hockey game. Later that afternoon from
- 11:144 to 5 p .m., it's your chance to skate with
- 11:16the Kingston Frontenacs. And finally, Sunday,

- 11:48has announced the launch of recycling depot services
- 11:51at Violet Landfill in Odessa. The service will
- 11:53be running Tuesdays, Wednesdays and Thursdays
- 11:55from 8am to 4 .30pm. This service change is a
- 11:58response to the loss of access to recycling drop
- 12:01-off services previously available at the Kingston
- 12:03Area Recycling Centre. The change is due to updates
- 12:06to provincial recycling regulations and the absence
- 12:08of long -term funding through circular materials.
- 12:11Violet Road Landfill is located at 1346 Violet
- 12:14Road in Odessa. This service is available to
- 12:17Loyalist Township residents only and is intended
- 12:19for bulk recycling items. All visitors must check
- 12:22in at the scale house upon arrival. Valid identification
- 12:25is required. For more information, visit Loyalist

- 12:46as winter sets in, stormwater ponds are not safe
- 12:49for any type of winter recreation. These ponds
- 12:52have constant water movement, incoming runoff
- 12:54and fluctuating water levels that prevent ice
- 12:57from forming evenly or safely. Ice may look solid
- 13:00but can be extremely thin in hidden areas. Snow
- 13:03can cover weak or unstable spots and winter salt
- 13:06applications entering the ponds can weaken ice
- 13:08and speed up melting, even during very cold temperatures.
- 13:12The township reminds parents and guardians to
- 13:14take a moment to speak with your children about
- 13:16the dangers of walking, playing, or skating on
- 13:18stormwater ponds. Loyalist Township does not
- 13:21permit recreational activities on or near stormwater
- 13:23ponds at any time of year. These facilities are
- 13:26designed for water management, not recreation,
- 13:28and can be hazardous, especially in winter. For
