Two 16-year-olds are on the run after fatally shooting 22-year-old Penn State student Billy Schmidt in South Philadelphia. Authorities, including the U.S. Marshals, are offering a $25,000 reward for tips leading to their arrest — $5,000 from the Marshals alone.
