- 19:12towing concerns raised during Whitley County Whitley Fiscal Court meeting
- 19:17by Macy Swafford Williamsburg. Concerns over two local towing companies
- 19:22being removed from the Whitley County Sheriff's Department towing list
- 19:26were brought before the Whitley County Fiscal Court during its
- 19:30regular meeting Tuesday. Jim Foley with Quality Care Towing and
- 19:35Marty Gilly with Bow's Toes address the court during the
- 19:39guest Comments, saying they had been removed from the sheriff's
- 19:43towing list without being given a direct reason. My reason
- 19:48for being here, you guys may have heard we've been
- 19:52removed from the sheriff's calling list post election, fully said,
- 19:57my purpose was to address the sheriff and ask him
- 20:00for a reason. We've never been given a reason. Gilly
- 20:04also told the court he had been on the towing
- 20:07list for several years and said he believed the decision
- 20:11would affect local businesses. Sheriff wins an election takes me
- 20:17and Jim Foley off the list with no reason, Gilly said.
- 20:21My question to you all is can you help us
- 20:24with this? County Attorney Robert Hammonds explained that while the
- 20:28Fiscal Court can review county policies, the sheriff is the
- 20:33constitutional officer whose office operates independently of the Fiscal Court.
- 20:41The compliance the wrong venue, the complaints the wrong venue.
- 20:45Hammonds told the towing operators, we don't have control of
- 20:49other constitutional officeholders. Whitley County Sheriff Bill Elliott was unable
- 20:56to attend Tuesday's meeting, but later provide comments saying the
- 21:01towing list is reviewed annually and the towing companies are
- 21:07required to submit updated paperwork each year. Commercial vehicle tags,
- 21:14like on records, they expire March thirty, first of every year.
- 21:18Elliot said, by policy, they're supposed to have that stuff
- 21:24turned in by April one of each year. Billy with
- 21:29bose Toes stated that at the meeting that neither of
- 21:32them were provided with a written or verbal statement saying, Wow,
- 21:36they got dismissed from the towing list. I'm trying to
- 21:40get it fixed like this. If you all can help
- 21:43two local businesses in town, that's what we're crying out
- 21:47for you to do, said Gilly. We've done nothing wrong,
- 21:51absolutely nothing wrong. Judge Executive Pat White Junior recommended to
- 21:57the two towing companies to talk to Sheriff Eliot directly.
- 22:02The Sheriff's policy states that each record service must provide
- 22:06an updated KSP twenty five forms and registration receipts by
- 22:12April one annually. The police further states the failure to
- 22:17provide the required information by that date will result in
- 22:22the record service being removed from the record log for
- 22:26the year. Neither one of them has called me. Eliot
- 22:31said they've expressed no concern. I have had no calls
- 22:35from either one of those record services requesting to be
- 22:39on the list for this year. Eliott also said he
- 22:42would be willing to allow the possibility for the companies
- 22:46to reapply. The court also approved the second reading of
- 22:51the county's fiscal year twenty twenty six twenty seven budget.
- 22:56The budget includes approximately thirteen point eight million in the
- 23:01general fund, five point three million in the road fund,
- 23:06and four point five million in the jail fund, along
- 23:10with funding for ongoing county projects. White said the budget
- 23:14also includes a two percent pay raise for county employees.
- 23:21The court also approved the renewal of the county's contract
- 23:24with the Whitley County Board of Education for school resource
- 23:28officers for the twenty twenty six twenty seventh school year.
- 23:32Officials said the program had been successful and that the
- 23:35county hopes to expand the school's safety efforts through a
- 23:39federal cops hiring Grant. Whitley Slash Laurel County Emergency Management
- 23:45Director Jerry Rains also gave his monthly report, noting that
- 23:50a life jacket station had been installed at Ballard Ford
- 23:54Boat Ramp and that the jackets are being used and returned.
- 23:59Rains reported four search and rescue calls for the month,
- 24:03as well as thirty nine missing person cases for Whitley
- 24:07and Laurel Counties combined during May. Rain said as of
- 24:11June first, there were nine people still missing, with a
- 24:15year to day total of one hundred three missing person cases.
