- 0:07Welcome to North Shore News and Interviews on
- 0:10Amherst Island Radio. Each week we keep you updated
- 0:14on newsworthy events, happenings and conversations
- 0:17that we've had with people in the local community
- 0:20and beyond. Loyalist Township held its second
- 0:28of three budget meetings, and saw the proposed
- 0:31residential tax rate increase drop to 3 .64%.
- 0:35The first meeting saw a proposed 4 .93%, but
- 0:38members of the committee said they wanted to
- 0:40see it under 4%. The Township's Director of Finance
- 0:43and Treasurer, David Clasey, explains how they
- 0:45came to the new number. We've been made aware
- 0:47of some additional supplementary assessment through
- 0:51MPAC. And as well, we have also received the
- 0:54final 2026 assessment rule. at the end of last
- 0:58week. So in conjunction with that new assessment,
- 1:02that will generate an additional 165 ,000 in
- 1:06new taxation revenue, which has the potential
- 1:10alone of decreasing our tax requirement by 0
- 1:13.7 of 1%. So when you basically... put those
- 1:17all together, that has a net reduction in the
- 1:22tax levy requirement of $303 ,000. We're now
- 1:25looking at a revised tax, residential tax increase
- 1:28of 3 .64%. So that results in a 24 .457 million
- 1:34of tax levy requirement. And again, the amount
- 1:38of debt and the contributions to capital is unchanged
- 1:41from the previous day. The township's third and
- 1:45final 2026 budget meeting will take place December
- 1:482nd. For Amherst Island Radio and the Local Journalism
- 1:52Initiative, I'm Ted Evans. This is North Shore
- 1:55News. Habitat for Humanity has proposed building
- 2:06two four -dwelling units in Bath by 2030. The
- 2:09units would be affordably priced through an affordable
- 2:12mortgage structure with the organization. According
- 2:14to their report, the organization's preliminary
- 2:16cost estimate excluding the land would be $1
- 2:19.4 million per fourplex. Funding is to come from
- 2:23government grants, land asset contributions,
- 2:26revenue from the organization's restore location
- 2:28in Kingston, donations and fundraising events.
- 2:31Mortgage payments are set at 25 % of the household's
- 2:34gross income and families are not required to
- 2:37make a down payment. As part of the agreement,
- 2:39Habitat for Humanity retains a portion of the
- 2:41home's equity and upon resale, both the homeowner
- 2:44and organization share in any market appreciation.
- 2:47Homeowners would also have to contribute 500
- 2:49hours of volunteer work. If plans move forward,
- 2:52the company would be asking Loyalist Township
- 2:54for rezoning and site plan approvals, as well
- 2:57as exemptions for building permit fees, development
- 2:59charges, and impost fees. Construction of roads
- 3:02and services to the property line would need
- 3:04to take place, along with land transfers as well.
- 3:07The company noted these builds often involve
- 3:09community volunteers and student programs. These
- 3:12partnerships help reduce construction costs and
- 3:15provide training opportunities. CEO of Habitat
- 3:17for Humanity for the Kingston and Limestone area,
- 3:20Gary Lees, explained the timeline and what the
- 3:23company is looking to contribute. Subject to
- 3:25municipal terms and conditions of land transfer,
- 3:28timelines to build permits, et cetera, one fourplex
- 3:31in 2027. We've built this before. We feel confident
- 3:35we can pull the build off. It's so nice to build
- 3:38something that we've already built. It just makes
- 3:41life a little bit easier. So we could pull that
- 3:43off in 2027. I'm confident of that. In the second
- 3:46fourplex, we're doing 2028, 2030. We'd want to
- 3:50work with needs a little bit as well for permitting
- 3:52and some of those things. Site servicing, of
- 3:55course, is important. Connection to municipal
- 3:58water and sanitary and sewer services. Offsite
- 4:02storm. water management. All of those things
- 4:05need to get in place, of course, but we'll hustle
- 4:07and do our part with Build. We will enlist volunteers
- 4:11to help us with the project, try to keep the
- 4:13costs down. Lee spoke about the need for affordable
- 4:16housing. Affordable mortgage structure, no down
- 4:19payment. It's a big stumbling block for folks
- 4:21out there is coming up with that down payment.
- 4:24When we're paying high rent and then we need
- 4:27to save so that we can put a down payment on
- 4:30a home. it's a daunting task and Canadians are
- 4:33losing hope and vision of actual affordable home
- 4:37ownership. 80 % of renters out there right now
- 4:41wish they owned their own and that's a wish that's
- 4:44becoming very difficult. So the more equity that
- 4:48we can create in the home by keeping costs down
- 4:50by donated product using volunteers. Anything
- 4:54that we can do to keep those costs down, we reinvest
- 4:58in building more affordable home ownership. And
- 5:01that's an investment in this country, this township,
- 5:05and our vicinity, our whole area. It's one I'm
- 5:08very proud of as well. Lee spoke about the materials
- 5:11he has available now and the investment they'll
- 5:13be making in Loyalist Township. I have containers
- 5:16of insulation right now. I have 400 sheets of
- 5:19drywall I need to get out of Home Depot's inventory.
- 5:22I've got stuff to build homes right here in Loyalist.
- 5:26And we just want to tap into that and keep the
- 5:28costs down so that when we sell the home to the
- 5:32family and then hold that mortgage at zero or
- 5:34a portion of the mortgage at zero, we can create
- 5:37as much equity as we can so we can reinvest in
- 5:41Loyalist and keep this ball rolling with affordable
- 5:44homeownership. Lise speaks about the restore
- 5:46location in Kingston and a new one opening in
- 5:49Napanee. So our restores are social entity that
- 5:52generate revenue and we pump that revenue back
- 5:56into our home build programs. We are opening
- 5:59a second restore in Napanee that opens on January
- 6:021, will soft open on January 1 as well. So we're
- 6:06going to book and loyalist and you'll know where
- 6:10to go for your product either in Kingston or
- 6:13Napanee. For Amherst Island Radio and the Local
- 6:16Journalism Initiative, I'm Ted Evans. This is
- 6:19North Shore News. Loyalist Township Council heard
- 6:27from Carbon Free Technology, an Ontario -based
- 6:29company looking to build a new solar project
- 6:31in Millhaven. The company presented plans to
- 6:34council noting the project would include a community
- 6:36benefits agreement. It would also look to increase
- 6:38local tax revenue and contribute to the province's
- 6:40grid reliability. The project looks to use up
- 6:43to 20 acres of fenced -in land that is over one
- 6:46kilometer away from residences. Before moving
- 6:48forward, the company is looking to engage with
- 6:50the public and local groups. VP and legal for
- 6:53the company Emma Coyle explained the company's
- 6:55next steps going forward. We've begun neighborhood
- 6:58camp scene. We have a public meeting on November
- 7:0124th. The First Nation Partnership, we do have
- 7:04the support of the Mohawks of the Bay of Quinte.
- 7:07We don't yet have the official resolution from
- 7:09them, but we fully expect for that to be finalized.
- 7:14On November 26th, there will be a staff report
- 7:17to council with respect to the project. And on
- 7:20December 9th, we'll be coming back with... request
- 7:23for a municipal support resolution with respect
- 7:25to this project. VP in engineering and special
- 7:27projects for the company, Meghadsami, noted the
- 7:30different approaches they're taking in community
- 7:32engagement. Through the website, we've already
- 7:34received a comment or a query and we've engaged
- 7:37with that party already and had a few phone calls
- 7:42and we've been trying to arrange a longer discussion
- 7:47as well. So it might take a few different approaches.
- 7:51Carbon -free technology has projects worldwide
- 7:53and has worked on projects locally as well. In
- 7:562015, the company was a development partner to
- 7:58Samsung for Kingston Solar. For Amherst Island

- 9:15excited that our organizations in our community
- 9:18are stepping up and being part of this. wonderful
- 9:23community center that we're building. Councilor
- 9:25Paul Prodereck spoke about the significance of
- 9:27the company's donation. We've had several meetings
- 9:29with Latham over and tour there that appreciate
- 9:32their commitment given the current economic downturn,
- 9:36I guess I would say in many communities and it's
- 9:39every little bit helps. Latham will also be recognized
