- 0:00Speaker 1: President Trump's peace plan for Gaza, hitting a snag Israel.
- 0:06Speaker 2: Israel rejects the fifteen point plan. I heard that there
- 0:09Speaker 2: were those who said, you didn't say it, but we
- 0:11Speaker 2: did say it, and here I am saying it again.
- 0:15Speaker 1: So Israel's Prime Minister Benjamin Natannae, who demanding the full
- 0:18Speaker 1: disarmament of Hamas before his troops withdraw from the Strip.
- 0:21Speaker 1: It's a risky move in an already fractured relationship, breaking
- 0:25Speaker 1: with Trump in a time where support for Israel is
- 0:27Speaker 1: already dwindling in the US. I want to bring in
- 0:30Speaker 1: CNN's Jeremy Diamond in Jerusalem, and Jeremy, let's just start Natanna,
- 0:35Speaker 1: who is facing reelection this October. Why do you think
- 0:40Speaker 1: he spoke so forcefully on this now?
- 0:44Speaker 2: Well, if you just look at what happened in basically
- 0:47Speaker 2: the ten days between when President Trump announced this as
- 0:49Speaker 2: a historic, kind of monumental step towards establishing peace and
- 0:52Speaker 2: security for the region and when the Israeli Prime Minister
- 0:56Speaker 2: said he rejected this plan out right. What you saw
- 0:58Speaker 2: in between was pret t widespread rejection of this disarmament
- 1:02Speaker 2: plan by various corners of the Israeli political spectrum. But
- 1:05Speaker 2: in particular the right wing members of Netanyahuo's own government,
- 1:09Speaker 2: including the National Security Ministry Tamar Benvir his Finance minister Battalosmotrich,
- 1:14Speaker 2: who both said very clearly that they wanted to bring
- 1:17Speaker 2: this up for a vote, that they wanted this plan
- 1:18Speaker 2: to be rejected out of hand. And then you have
- 1:21Speaker 2: the Israeli Prime Minister at a meeting of his government
- 1:23Speaker 2: yesterday saying those very same words, saying Israel rejects the
- 1:28Speaker 2: fifteen point document, that is this road map that was
- 1:31Speaker 2: agreed to between the Board of Peace and Hamas that
- 1:33Speaker 2: would lay out a pathway for Hamas to ultimately be
- 1:36Speaker 2: disarmed as long as Israel also takes certain steps, including
- 1:40Speaker 2: stopping its strikes in the Gaza Strip, moving its troops
- 1:43Speaker 2: back to the Yellow line as agreed to back in October,
- 1:46Speaker 2: and then eventually having a phase withdrawal of Israeli troops.
- 1:49Speaker 2: Now Hamas has responded to this Basena I am a
- 1:52Speaker 2: member of Hamas's political bureau, saying that we expect the
- 1:55Speaker 2: mediators and the American guaranteur to pressure Netanyahu and his
- 1:58Speaker 2: government to adhere to the roadmap and not obstruct the
- 2:01Speaker 2: process for internal political and electoral reasons, but it is
- 2:06Speaker 2: important to note that it is not completely black and white,
- 2:08Speaker 2: and that's because we've learned of already and we've seen
- 2:11Speaker 2: some changes already in Gaza in terms of Israeli strikes
- 2:15Speaker 2: that have significantly decreased in Israeli source had told us
- 2:18Speaker 2: that now targeted killings need to be approved at the
- 2:20Speaker 2: highest levels of Israel's military in order to move forward,
- 2:25Speaker 2: and a Board of Peace official is echoing some of that,
- 2:27Speaker 2: saying that while politics are certainly accentuating things right now
- 2:31Speaker 2: in Israel, that we are quote seeing cooperation behind the scenes.
- 2:36Speaker 2: That from a Board of Peace officials, suggesting that while
- 2:39Speaker 2: Israel is publicly rejecting this, they're at least cooperating with
- 2:42Speaker 2: certain aspects behind the scenes. Audi.
- 2:44Speaker 1: Okay, that's Jeremy Diamond from Jerusalem. Thank you so much.
- 2:47Speaker 3: Joining us now is David Sanger, CNN politics and national
- 2:51Speaker 3: security analysts and author of New Cold Wars, China's Rise,
- 2:56Speaker 3: Russia's Invasion, and america Struggle to Defend the Way. David,
- 3:00Speaker 3: It's so good to see you. Thank you for joining us. First,
- 3:03Speaker 3: want to ask you about with you Israel has yeah
- 3:07Speaker 3: on Israel topic, Dujoor has rejected America's latest peace proposal.
- 3:12Speaker 3: Gaza under a ceasfire remains very dangerous, a very violent place.
- 3:17Speaker 3: So what is the next step to deliver a peace deal?
- 3:20Speaker 3: And what a rift between Trump and then Yahoo.
- 3:23Speaker 4: Get in the way.
- 3:26Speaker 5: You know, this is a pretty remarkable rift because they
- 3:29Speaker 5: go out of their way to make the case that
- 3:33Speaker 5: they are fully in sync, and yet on Gaza they
- 3:37Speaker 5: really have not been since the day when the President
- 3:41Speaker 5: went out to sign the initial accord that got the
- 3:45Speaker 5: hostages back and ended that conflict, or at least ended
- 3:50Speaker 5: that stage of it. And the President declared that, you know,
- 3:53Speaker 5: a new.
- 3:54Speaker 6: Age had arrived and so forth, and he had to
- 3:57Speaker 6: drag Benjamin Netanyahu, the Prime Minister of Israel to that. Now,
- 4:02Speaker 6: mister Nanya, who was engaged in a pretty tough re
- 4:05Speaker 6: election campaign. He's trying to sew up the right wingers
- 4:10Speaker 6: who have supported his government, and he basically just said, no,
- 4:15Speaker 6: this does not annount to what he called a real disarmament.
- 4:19Speaker 7: For more on this, I want to bring in Mairov Zunshein.
- 4:22Speaker 7: She is a senior Israel analyst with the International Crisis Group.
- 4:26Speaker 7: Good morning, First of all, to you, thank you so
- 4:28Speaker 7: much for being on. I'm so interested in understanding Prime
- 4:33Speaker 7: Minister Natanya, who's calculus here in saying that Israel would
- 4:37Speaker 7: not agree, would not abide, would reject that fifteen point
- 4:42Speaker 7: road map that has been laid out by President Trump.
- 4:45Speaker 7: He was obviously under a great deal of domestic pressure,
- 4:47Speaker 7: but it's a hugely unusual move to break, of course
- 4:52Speaker 7: with his most important ally. How did he come to
- 4:54Speaker 7: this decision.
- 4:58Speaker 4: It's good to be with Isama. I mean, we should
- 5:01Speaker 4: look at what has happened since Trump Forces ceased fire
- 5:04Speaker 4: on Natanyahu and Gaza in October twenty twenty five. Natanyahu
- 5:09Speaker 4: hasn't actually, he hasn't embraced the Trump twenty point plan.
- 5:15Speaker 4: He hasn't implemented the obligations that Israel is under in
- 5:18Speaker 4: the first phase. I mean Hamasbury's gave back the hostages,
- 5:22Speaker 4: and Israel was supposed to start allowing aid to go in.
- 5:25Speaker 4: Now Israel constantly boasts that aid, the aid that's going
- 5:28Speaker 4: in is enough, but Gaza is still closed and the
- 5:31Speaker 4: humanitarian situation there is horrible, and so Israel hasn't even implemented.
- 5:35Speaker 4: So that's the reality on the ground of what's happening now.
- 5:37Speaker 4: When Nataya who says, as you say, can suit his
- 5:40Speaker 4: political domestic needs at the time. So certainly, as long
- 5:44Speaker 4: as he's Prime Minister, I don't think we're going to
- 5:46Speaker 4: see any kind of withdrawal of troops in Gaza. Israel
- 5:50Speaker 4: currently controls over fifty percent of Gaza, and then it
- 5:53Speaker 4: has extended that control to something like seventy percent. And
- 5:57Speaker 4: so Natanya was trying to say, I'm not going to
- 5:58Speaker 4: be forced to do any of this, and I think
- 6:00Speaker 4: the US knows, and I've spoken to officials on the
- 6:03Speaker 4: ground here who say, we don't expect Natanya who to
- 6:06Speaker 4: do anything as long until he's until the election. So
- 6:10Speaker 4: what they're saying, what Natanyahu is saying, what Trump is saying,
- 6:12Speaker 4: is quite different than what's happening on the ground. On
- 6:14Speaker 4: the ground, for example, we do see that there has
- 6:17Speaker 4: been a scaling back of strikes in Gaza. That doesn't
- 6:20Speaker 4: mean that it's come to a complete halt, but Israel
- 6:23Speaker 4: has been doing many targeted assassinations and those have been
- 6:26Speaker 4: scaled back in the last few days. So even though
- 6:28Speaker 4: the Natiyahu will say that he's not adopting the plan,
- 6:31Speaker 4: I think in reality there are there is a certain
- 6:34Speaker 4: amount of US pressure to scale back strikes.
- 6:39Speaker 7: So you say that you don't believe or you don't
- 6:42Speaker 7: see Naaniell who actually pulling back from Gaza while he
- 6:45Speaker 7: remains in office. But if he's not going to go
- 6:48Speaker 7: with the Board of Peace plan, what is the alternative
- 6:51Speaker 7: end game for Gaza? Does as you just mentioned that
- 6:53Speaker 7: occupation continue of Israeli troops just furthermore or is there
- 6:58Speaker 7: a plan here?
- 7:01Speaker 4: I mean, I think for Natanyahu, it's clear that he
- 7:05Speaker 4: promised a total victory over Hamas. He promised that Hamas
- 7:08Speaker 4: would no longer exist in Gaza, and his right wing
- 7:12Speaker 4: flank in the government has promised that Gazans would be
- 7:16Speaker 4: what they call voluntary immigration but in reality forcible expulsion,
- 7:20Speaker 4: that they would build settlements in Gaza. And so this
- 7:22Speaker 4: is the line. This is between the status quo that
- 7:25Speaker 4: we have now and much further aggressive tactics to get
- 7:28Speaker 4: them to leave. I don't see Israel relinquishing his power
- 7:33Speaker 4: unless forced to, certainly in this government, possibly also in
- 7:37Speaker 4: a different government after the election. So this is the situation,
- 7:41Speaker 4: and it's similar to what's happening in Lebanon. The US
- 7:43Speaker 4: force israelative ceasefire. There are troops in South Lebanon. They've
- 7:47Speaker 4: kind of frozen the situation. They're trying to keep it
- 7:50Speaker 4: as under control as possible, but they're not actually forcing
- 7:53Speaker 4: Israel to do that much the same here, Israel is
- 7:57Speaker 4: basically being forced to kind of just be quieter about
- 8:01Speaker 4: it but not actually take any real meaningful steps. And
- 8:04Speaker 4: if you notice what happened with the Board of Peace
- 8:06Speaker 4: in recent days, there was this announcement of a Hamas
- 8:09Speaker 4: disarmament plan. There was an expectation that certain Israeli troops
- 8:13Speaker 4: withdrawal would start to happen in parallel to certain actions
- 8:17Speaker 4: by Hamas. But then all of a sudden, Ladenov met
- 8:20Speaker 4: with Theyahu, Trump met with Naho, and now we don't
- 8:23Speaker 4: hear anything about a withdrawal being required before Hamas fully disarms.
- 8:29Speaker 4: And I think anybody who understands anything about decommissioning weapons
- 8:32Speaker 4: understand that this is a long process and it's not
- 8:35Speaker 4: going to be that Tamas is going to disarm tomorrow
- 8:37Speaker 4: and all of a sudden everything will be fine.
- 8:39Speaker 8: Israel has rejected President Trump's plan when it comes to Gaza.
- 8:45Speaker 8: You know, Israel is saying, look, the Hamas has to
- 8:48Speaker 8: completely disarm before they pull out Jimas is saying you
- 8:51Speaker 8: have to pull out before we disarm, and he is
- 8:53Speaker 8: stuck with these two factions still going at it. What
- 9:00Speaker 8: in this scenario do you think is the best way
- 9:03Speaker 8: to end this and what is your concern about how
- 9:06Speaker 8: the President has been dealing with what has been going
- 9:10Speaker 8: on in Gaza between Israel and Gaza.
- 9:14Speaker 9: Well, you correct, You're correct, Sra, and he's doing it
- 9:17Speaker 9: with an October election in the offing, so that I
- 9:21Speaker 9: think this is going to be a real difficult situation.
- 9:23Speaker 9: I think the fifteen point plan President offered was really
- 9:27Speaker 9: dead on arrival. From the start. There wasn't buy in
- 9:30Speaker 9: from Israel. There wasn't buy in from Hamas. And ultimately,
- 9:33Speaker 9: what these things have to do to be resolved is
- 9:36Speaker 9: what he didn't do in the beginning. We've got to
- 9:38Speaker 9: bring in partners in the region. We've got to bring
- 9:41Speaker 9: in people internationally to come and enforce anything that's going
- 9:46Speaker 9: to be agreed upon. But right now, there's no expectation
- 9:52Speaker 9: that Hamas will really give up all their weapons. There's
- 9:54Speaker 9: no expectation that Israel will unilaterally see that territory they've had,
- 10:00Speaker 9: particularly with the elections coming
