Sam: Hey, welcome to 7 Minute Books. I'm Sam, and today we're talking about Failed States by Noam Chomsky. Sophie, I have to ask, when you hear the phrase failed state, what's the first country that pops into your head?
• 0:14
Sophie: Hey there Sam. Honestly, my brain goes straight to the evening news version of that phrase. You know, Somalia, Afghanistan, somewhere the central government has just dissolved. And that's exactly the assumption Chomsky wants to mess with in this book, because he says the term gets applied very selectively by the powerful.
• 0:35
Sam: Right, and that's the hook for me. He basically says, fine, let's actually define what a failed state is, and then let's measure everybody against that definition. And spoiler, the country that fails the hardest is us.
• 0:49
Sophie: Okay, so what's actually going on here is he sets up four metrics. Internal security, democratic governance, economic welfare, and adherence to international law. And he walks through the American record on each one. It's not a rant, it's a documented case.
• 1:08
Sam: The security one hit me hardest. His argument is that the most basic job of any state is to protect its own people, and he says the U.S. failed catastrophically at that with Iraq in 2003.
• 1:21
Sophie: Yeah, and not because of some external enemy. Because of our own choices. He calls it a war of aggression, which the UN Secretary-General condemned at the time, and the pretexts, the weapons of mass destruction and the Al Qaeda link, were known to be bogus or deeply shaky even then.
• 1:39
Sam: So the state manufactured a threat that didn't exist, spent trillions, destabilized a whole region, and helped create the conditions for ISIS. That's the opposite of providing security. That's producing insecurity on purpose.
• 1:56
Sophie: Exactly. And then he pivots to democracy, and this is where he really pushes. He says the U.S. has drifted into an oligarchy, where policy is written by a tiny wealthy elite and corporations, and the preferences of ordinary people basically don't move the needle.
• 2:12
Sam: Which sounds like a hot take until you remember 2008. The banks blew up the economy, and the government bailed them out with taxpayer money while millions of people lost their homes. You don't have to be a radical to look at that and go, huh, who is this state actually serving?
• 2:30
Sophie: Right, and he traces that back further, to the Reagan and Clinton years. Deregulation, NAFTA, privatization, the dismantling of the welfare state. He says those policies were broadly unpopular, and they got enacted anyway. That gap between public will and actual policy is his evidence.
• 2:50
Sam: Then there's the economic welfare piece, which honestly just felt like reading the last forty years of American life. He contrasts the postwar period, strong unions, high marginal tax rates, a growing middle class, with the neoliberal era starting around 1980.
• 3:06
Sophie: And the result is stagnant wages, the highest inequality in the developed world, crumbling infrastructure, a for-profit healthcare system that leaves tens of millions uncovered, and the largest prison population on earth. He calls that last one a modern form of debt peonage and social control.
• 3:25
Sam: That's the line that stopped me. Debt peonage. You know what I mean? It reframes mass incarceration as an economic function, not just a criminal justice problem.
• 3:36
Sophie: Yeah, and here's the thing he keeps insisting on. None of this is the system malfunctioning. He says it's the system working exactly as designed, a conscious choice by the ruling class to walk away from the social contract.
• 3:50
Sam: Which brings us to the fourth metric, international law, and this is where Chomsky is at his most scathing. He points out that the U.S. basically wrote the postwar rulebook. The UN Charter, Nuremberg, the Universal Declaration of Human Rights. And now it's the primary violator of all of it.
• 4:11
Sophie: He runs through the list. Iran in 1953, Guatemala in 1954, Vietnam, Cambodia, Latin American dictatorships, and Iraq again. Plus refusing the jurisdiction of the International Criminal Court and vetoing UN resolutions critical of Israel. He says that's rogue state behavior, not leadership.
• 4:33
Sam: And the war on terror chapter is brutal. He argues it's a propaganda framework built to justify expanding state power and a global campaign of violence, and that 9/11 was blowback from decades of intervention, not some random act of evil.
• 4:50
Sophie: That's a hard sentence to sit with, right? And then he goes further, into what he calls threats without enemies. Nuclear war and climate change aren't coming from a rival state, they're coming from the structure of the system itself, a system the U.S. dominates and keeps propping up.
• 5:07
Sam: So the U.S. blocks meaningful climate agreements, modernizes its own nuclear arsenal, and threatens to use it against non-nuclear states. Chomsky's point is that a state that can't protect its own people from the most obvious existential threats has failed by definition.
• 5:25
Sophie: And I want to be fair to the book here. He's not saying the U.S. looks like Somalia. He's saying it's a failed state in a deeper sense, because the elite abandoned the core functions of a legitimate state, both at home and abroad.
• 5:39
Sam: Which is a much more uncomfortable claim, honestly. It's not about collapse. It's about a superpower that quietly stopped doing the job and nobody noticed because the flag still looks fine.
• 5:51
Sophie: The last section is where he turns from diagnosis to hope, and it's the part I didn't expect. He says the only way out is a revitalized citizenry. Labor movements, civil rights, anti-war movements, they've all forced real change before.
• 6:07
Sam: Yeah, and he's not prescribing a policy fix. He's saying we have to rethink what a state is even for. Reject the idea that markets solve everything, and insist the state has a real role in security, welfare, and justice.
• 6:23
Sophie: And then he ends on a warning, which is very Chomsky. Internal oligarchy, external aggression, refusal to face existential threats. He says that combination is a recipe for disaster, and the consequences don't stop at our borders.
• 6:40
Sam: That's the part that lingers for me. The fate of the planet is tied to whether the most powerful state on earth can pull itself back from this. That's a heavy place to leave a reader.
• 6:51
Sophie: It is. And I'll say, the book isn't perfect. Some of the historical sections move fast, and he's clearly writing from a strong point of view. But the central inversion, that the accuser is the failed state, is genuinely hard to shake.
• 7:07
Sam: The one thing I'm taking away is that the label failed state isn't a description of somebody else. It's a question you have to ask about your own country, honestly, and on a regular basis.
• 7:19
Sophie: And if you want to go deeper, by the way, the whole library is over at 7minutebooks.com/app, with more than 6,000 fiction and nonfiction titles you can read or listen to in any language. It starts at 2.99 a month, 9.99 a year, or 19.99 once for lifetime access.
• 7:40
Sophie: The whole point of this book is that a state's first job is to protect and provide for its own people, and by that standard, the most powerful country on earth has some serious accounting to do. We'll see you in the next one.
