Transcript
- 0:00Speaker 1: Compulsory building warranties. Government's moving on this. They say they
- 0:03Speaker 1: want to protect us from cowboys. So renovation work costing
- 0:07Speaker 1: more than one hundred thousand dollars, you'll need a compulsory warranty,
- 0:10Speaker 1: Thank you very much. All new houses under four stories
- 0:13Speaker 1: you'll need a compulsory warranty, Thank you very much. Malcolm
- 0:16Speaker 1: Fleming is New Zealand Certified Builders CEO joining us now. Hey, Malcolm, good.
- 0:21Speaker 2: Morning, Ryan, good move, Yes, very positive move. This has
- 0:25Speaker 2: been some industry has been caring or for as long
- 0:27Speaker 2: as I've been in these sort of roles, and that's
- 0:29Speaker 2: over a decade.
- 0:30Speaker 1: How many properties are being built right now that don't
- 0:33Speaker 1: have warranties?
- 0:35Speaker 2: I look at the membership in his own Certified Builders.
- 0:38Speaker 2: Even though one hundred percent of our twenty three hundred
- 0:40Speaker 2: members can offer a guarantee, only about forty two percent
- 0:45Speaker 2: of our building contracts have a guarantee attached to them.
- 0:49Speaker 2: So that's sort of magnitude.
- 0:51Speaker 1: How much extra will it cost to add that to
- 0:53Speaker 1: the contract?
- 0:55Speaker 2: What depends on the size of the project. At the
- 0:58Speaker 2: very low level of two undred thousand dollars, it's about
- 1:01Speaker 2: zero point fourty percent. One just sort of get into
- 1:05Speaker 2: sort of closer millions, like zero point one three percent.
- 1:08Speaker 1: What does it cover?
- 1:11Speaker 2: It covers defects for a year and also structural structure
- 1:16Speaker 2: for ten years, so it's a ten year quite comprehensive guarantee.
- 1:19Speaker 1: What are defects?
- 1:21Speaker 2: Defects are those sort of issues that need to be
- 1:24Speaker 2: sort of tidied up close to the completion of the
- 1:29Speaker 2: build well structure are more deep bedded ones, for example,
- 1:34Speaker 2: water ingress, all of the bees movement in the actual
- 1:37Speaker 2: structure itself.
- 1:39Speaker 1: Why haven't you say only forty percent of certified builders
- 1:43Speaker 1: actually put this into their contracts. Now, why wouldn't they
- 1:45Speaker 1: the rest of them put them in do you think?
- 1:47Speaker 1: Is it just because they want to be as competitive
- 1:49Speaker 1: on cost as they can be.
- 1:51Speaker 2: So, just to be really clear, this is a product
- 1:54Speaker 2: that a homeowner pays for they're a builder, so there
- 1:58Speaker 2: isn't that it's not going on to all the contracts.
- 2:01Speaker 2: Is that either the builder is not offering it to homeowner,
- 2:05Speaker 2: so that's certainly part of it, or it is offered
- 2:07Speaker 2: to homeown the homeowner saying no, I won't pay that
- 2:10Speaker 2: additional thousand dollars or whatever it might be, depending on
- 2:13Speaker 2: the cost of the project. I'm going to spend that
- 2:15Speaker 2: somewhere else.
- 2:17Speaker 1: So your advice would be, if it's not offered to you,
- 2:20Speaker 1: ask for it.
- 2:22Speaker 2: Very much so the moment and what was announced yesterday
- 2:25Speaker 2: that once the regulation is in place and there's a
- 2:29Speaker 2: timeline of that which looking probably abound twenty twenty seven
- 2:33Speaker 2: for us to be in place, that'll be mandatory for
- 2:37Speaker 2: a homeowner for the side type of projects we talked
- 2:39Speaker 2: about earlier, to have a home warranty product of some
- 2:44Speaker 2: type in place.
- 2:45Speaker 1: And until then ask for it. That's the advice. Appreciate
- 2:48Speaker 1: your time this morning, Malcolm. Thank you Malcolm Fleming, and
- 2:51Speaker 1: you said on Certified Build as CEO.
