A speedboat driver in New York Harbor, Manuel Hernandez-Umana, a 46-year-old undocumented Salvadoran citizen, has been arrested for causing a fatal crash that killed a mother and her infant. He allegedly lied about his citizenship, operated an overcrowded vessel without a Coast Guard license, and had no life vests for children. The boat was illegally chartered through Zeus Luxury Rental Inc., which also had a fire incident last year.
