Carnies
Most likely you are familiar with carnies, the type of people who work at carnivals and other menial jobs who are known for being opportunistic criminals as well as hedonists. They live hand-to-mouth and take whatever they can find, regardless of the consequences to others.
Carnies make themselves unpopular because wherever they go petty crime increases. Leave anything unsecured, and it goes away. They are different from full-blown criminals because they are opportunists, not actively seeking to participate in crime (but not averse to it either!).
