- 0:55Speaker 1: of sex trafficking rings and ways for the federal government
- 0:58Speaker 1: to effectively combat them, the ways in which mister Epstein
- 1:01Speaker 1: and miss Maxwell sought to curry favor and exercise influence
- 1:05Speaker 1: to protect their legal activity, and potential violations of ethnic
- 1:09Speaker 1: rules related to elected officials. Can the witness, please state

- 3:43Speaker 1: I do, Miss Brignac. Although you are here voluntarily, you're

- 4:38Speaker 1: Do you understand, mister Black, I do, Miss Brignac. Is

- 5:15Speaker 1: of testimony or appearance. Do you understand, mister Black, I'm sorry.
- 5:20Speaker 1: Can you repeat the last clause? Brignac? Yes. Sixteen SEE
- 5:24Speaker 1: one states for the Chair to consider assertions of privilege
- 5:28Speaker 1: over testimony, your statements witnesses or entities must clearly state
- 5:32Speaker 1: the specific privilege being asserted and the reason for the

- 5:40Speaker 1: Do you understand, mister Black, Yes, Miss Brignac. Ordinarily, we
- 5:45Speaker 1: take a five minute break at the end of each
- 5:47Speaker 1: hour of questioning, but if you need longer or a
- 5:50Speaker 1: break before that, please let us know and we'll be
- 5:52Speaker 1: happy to accommodate. However, to the extent that there is
- 5:55Speaker 1: a pending question, we would ask that you finish answering
- 5:58Speaker 1: the question before we take a break. Do you understand,
- 6:01Speaker 1: mister Black, I do, Miss Brignac, Do you have any
- 6:04Speaker 1: other questions before we begin? Mister Black, The only question
- 6:08Speaker 1: I have is the questions that are addressed to me
- 6:11Speaker 1: will only be by the people at the table, or
- 6:14Speaker 1: not everybody here. I'm a little hard of hearing. That's
- 6:17Speaker 1: only so if people can speak up. I have hearing aids,
- 6:19Speaker 1: Miss Brignac. Absolutely, mister Black, thank you. Miss Brignac, will
- 6:24Speaker 1: do our best to accommodate that. Thank you, mister Black.
- 6:27Speaker 1: Thank you. Okay, and now mister Grant Johnson, and we've
- 6:31Speaker 1: had a couple of additional members join us. Could they
- 6:33Speaker 1: please introduce themselves for the record. Melanie Stansbury, New Mexico,
- 6:38Speaker 1: Dave min California. Miss Brignac, I understand, mister Black. You
- 6:43Speaker 1: have an opening statement that you'd like to read into
- 6:45Speaker 1: the record. You can do so now, mister Black, thank
- 6:48Speaker 1: you very much Chairman, Comer, ranking member GARCIA, committee members,
- 6:53Speaker 1: and Committee staff. I come here today voluntarily to set
- 6:56Speaker 1: the record straight about my relationship with Jeffrey Epstein, and
- 7:00Speaker 1: in particular why I paid him the money that I did.
- 7:04Speaker 1: I knew Epstein for eighteen years before I paid him
- 7:06Speaker 1: a dime. When I first met Epstein in the mid nineties,
- 7:09Speaker 1: he was on the board of Rockefeller University, the greatest
- 7:12Speaker 1: scientific research institution in the world, and also on the
- 7:16Speaker 1: boards of the Council on Foreign Relations and the Trilateral Commission.
- 7:22Speaker 1: His network included respected luminaries such as David Rockefeller, Alhud Barrock,
- 7:27Speaker 1: who had been Prime Minister of Israel, Larry Summers, George Mitchell,
- 7:31Speaker 1: Bill Richardson, and As Greenberg. By the time I first
- 7:34Speaker 1: paid Epstein in twenty thirteen, I knew him to possess
- 7:38Speaker 1: an unrivaled network of relationships with individuals in finance, academia, science, politics,
- 7:44Speaker 1: and more, including Deepak Chopra, Tom Barrock, Tom Pritzker, Reed Hoffman,
- 7:49Speaker 1: Kathy Rumler, who had been President Obama's personal attorney, Elon Musk,
- 7:54Speaker 1: ser Ge Brynn Bill Gates, President Bill Clinton, Peter Thiel,
- 7:58Speaker 1: Steve Bannon, R. Beyond the rothschild Eric Handell, who's a
- 8:02Speaker 1: Nobel Prize winner, Leon Botstein who's the head of Bard College,
- 8:06Speaker 1: and numerous eminent scientists as well with many financial institutions.
- 8:13Speaker 1: I also knew him to possess a remarkable acumen about tax, insurance,
- 8:17Speaker 1: and trust and estate matters. I paid Epstein for his
- 8:20Speaker 1: bona fide advice on these matters, in addition to helping
- 8:23Speaker 1: to manage and improve the operation of my nascent family office.
- 8:28Speaker 1: With the benefit of hindsight, I now know, so does
- 8:31Speaker 1: the world, that Epstein engaged in horrific, sordid activities. I
- 8:35Speaker 1: feel terrible for Epstein's victims. I want to state clearly
- 8:39Speaker 1: that I did not know about his nefarious activity until
- 8:42Speaker 1: Epstein was charged with trafficking in July of twenty nineteen.
- 8:47Speaker 1: I did know that Epstein pleaded guilty in June of
- 8:49Speaker 1: two thousand and eight to stay charges relating to prostitution
- 8:53Speaker 1: involving a minor. Epstein had told me that it was
- 8:56Speaker 1: an isolated incident resulting from a fake id. Years after
- 9:00Speaker 1: his conviction, I gave Epstein a second chance, as did
- 9:03Speaker 1: many others. I wish I had not. With that context,
- 9:08Speaker 1: let me state unequivocally that I have never abused a woman.
- 9:13Speaker 1: I have never been with an underage woman. I have
- 9:16Speaker 1: never engaged in sex trafficking. I have never paid Epstein
- 9:19Speaker 1: for access to women. I was never black veiled by Epstein.
- 9:23Speaker 1: I was not involved with, and had no knowledge of,
- 9:25Speaker 1: any of Epstein's heinous conduct. My background. I'm almost seventy
- 9:29Speaker 1: five years old. I'm a husband, a father, and a grandfather.
- 9:33Speaker 1: I am proudly Jewish. My father was a rabbi before
- 9:36Speaker 1: becoming a businessman. My mother was a school teacher and
- 9:40Speaker 1: also an artist. My sister was a school teacher. From
- 9:44Speaker 1: my family, I found much inspiration and resilience. There are
- 9:48Speaker 1: things that I've shared with my children and now my grandchildren.
- 9:52Speaker 1: I'm also a business builder, an investor, an art connoisseur,
- 9:56Speaker 1: and a philanthropist. I'm a self made businessman who's expl
- 10:00Speaker 1: sperienced much good fortune, and I have personally paid billions
- 10:03Speaker 1: of dollars in taxes on the federal, state and local level.
- 10:07Speaker 1: When the first news accounts called out millions I had
- 10:10Speaker 1: paid to Epstein, I was chairman and CEO of Apollo
- 10:13Speaker 1: Global Management, which I had founded and built for thirty
- 10:16Speaker 1: years I'm proud of the work that I did with
- 10:20Speaker 1: many others at Apollo to invest in support companies in
- 10:23Speaker 1: America and the world. I helped to create numerous businesses
- 10:27Speaker 1: that are responsible for providing hundreds of thousands of good,
- 10:30Speaker 1: well paying jobs that American families depend on to pay
- 10:33Speaker 1: their bills and realize their dreams. Apollo also invested hundreds
- 10:38Speaker 1: of billions of dollars in the American economy, including billions
- 10:41Speaker 1: of dollars for labor union pension funds, which returned billions
- 10:45Speaker 1: of dollars to fund the retirements for millions of workers.
- 10:50Speaker 1: The reason that I'm here today is because of my
- 10:52Speaker 1: unfortunate connections to Epstein, a man we all know now
- 10:56Speaker 1: to be reprehensible. I severed my connection to de abstoe
- 11:00Speaker 1: Stein in twenty eighteen after more than a year of
- 11:02Speaker 1: increasing turmoil in our professional agreements. After Epstein's arrest in
- 11:07Speaker 1: twenty nineteen, we all came to know more about the
- 11:10Speaker 1: demonic life that he was leading. It was a life
- 11:13Speaker 1: I knew nothing about. In twenty twenty, I asked for
- 11:17Speaker 1: and fully cooperated with an independent investigation into my relationship
- 11:22Speaker 1: with Epstein because I had nothing to hide. Well, respected
- 11:26Speaker 1: former prosecutors from the Southern District of New York who
- 11:29Speaker 1: were at the Decorate Law Firm, spent three months examining
- 11:33Speaker 1: sixty thousand documents in interviewing over twenty thousand people. They
- 11:36Speaker 1: had no limitations, no restrictions, and full access to all
- 11:40Speaker 1: financial records and correspondence. There are questions on behalf of
- 11:45Speaker 1: an independent committee of Apollo's board of directors answerable to
- 11:49Speaker 1: the shareholders and limited partners of Apollo were straightforward. How
- 11:53Speaker 1: much should I pay Epstein? What did Epstein do on
- 11:56Speaker 1: my behalf? Did he work for Apollo at my behest?
- 12:00Speaker 1: Did I know about the behavior that led to Epstein's
- 12:02Speaker 1: arrest in twenty nineteen. The Decert Law Firm issued a
- 12:06Speaker 1: report in twenty twenty one that answered each of these questions.
- 12:10Speaker 1: The report was filed by Apollo as a public securities disclosure.
- 12:15Speaker 1: The fact of the matter is that I am the
- 12:16Speaker 1: only person in Epstein's orbit, including all the individuals who
- 12:20Speaker 1: have been called to appear before this committee, who have
- 12:23Speaker 1: been the subject of an independent investigation made at my request,
- 12:27Speaker 1: wherein the results were made public. The Decer report concluded
- 12:31Speaker 1: that I had paid Epstein one hundred and fifty eight
- 12:33Speaker 1: million dollars, and Deckert examined the services Epstein rendered and
- 12:37Speaker 1: determined that Epstein performed highly valuable and legitimate tax and
- 12:41Speaker 1: estate planning services for my family office, that the tax
- 12:45Speaker 1: work was responsible for billions of dollars in savings, and
- 12:48Speaker 1: that all of Epstein's work had been vetted by reputable
- 12:51Speaker 1: law and accounting firms. Deckert also found that Apollo never
- 12:56Speaker 1: retained or did business with Epstein. The Decert report also
- 13:00Speaker 1: determined that I had no awareness of or involvement in
- 13:04Speaker 1: any of Epstein's criminal activities. The rank speculation about me
- 13:08Speaker 1: was proven to be just that rank speculation. As I
- 13:12Speaker 1: said earlier, I knew Epstein. I knew about his plea deal,
- 13:15Speaker 1: which appeared to me and most other observers, and consistent
- 13:19Speaker 1: with a relative lenient sentence, to have involved an isolated incident.
- 13:24Speaker 1: Epstein appeared to me and so many others to have
- 13:26Speaker 1: redeemed himself. He served on several prestigious boards, hobnobbed with
- 13:31Speaker 1: leading people in academia, the arts, business executives, and numerous
- 13:35Speaker 1: world leaders. And Epstein solved a massive estate problem for
- 13:39Speaker 1: me that none of the experts and lawyers I consulted
- 13:42Speaker 1: with had been able to solve it was a problem
- 13:45Speaker 1: that would have destroyed enormous value for my family and
- 13:48Speaker 1: also in Apollo, the company I had founded. Epstein also
- 13:52Speaker 1: told me that the fees I was paying him were
- 13:54Speaker 1: tax deductible sixty cent on the dollar, which I only
- 13:57Speaker 1: learned years later was not true. What I believe to
- 14:00Speaker 1: be ninety five million of net fees paid to him
- 14:03Speaker 1: over five years was actually one hundred and fifty eight million.
- 14:07Speaker 1: But at the time I was led to believe by
- 14:09Speaker 1: Epstein that I was paying sixty cents on the dollar.
- 14:13Speaker 1: That assurance was subsequently proved to be false. With hindsight,
- 14:17Speaker 1: I now see that Epstein exaggerated and bellish, manipulated and
- 14:20Speaker 1: outright lied prolifically and without concern for me or my family.
- 14:25Speaker 1: And now I see that as deceit was not limited
- 14:27Speaker 1: to me, but also extended to numerous highly sophisticated individuals.
- 14:33Speaker 1: Epstein took credit for other people's ideas. He falsely claimed
- 14:36Speaker 1: to have been involved in decisions and my decisions about investments.
- 14:42Speaker 1: He asserted that he had influence over me. He said
- 14:45Speaker 1: false and vicious things about my wife and children. He
- 14:47Speaker 1: duped and deceived, and he did so repeatedly. In short,
- 14:51Speaker 1: with the Epstein files release, I now appreciate the full
- 14:54Speaker 1: extent to which Epstein was a despicable individual and an
- 14:58Speaker 1: invertinate liar. This was the side of him I did
- 15:02Speaker 1: not know. I knew Jekyl, I didn't know Hyde. Ultimately,
- 15:06Speaker 1: in twenty eighteen, I fired Epstein after growing tired of
- 15:09Speaker 1: his relentless pursuit of more and more money from me
- 15:12Speaker 1: for a professional service, his mistruths and misrepresentations regarding the
- 15:19Speaker 1: sixty cent fee payments, and his failure to repay most
- 15:22Speaker 1: of the thirty million dollars demanded loan that I had
- 15:24Speaker 1: made of him. I would have expected that the conclusion
- 15:28Speaker 1: in the Decorate report would have definitively answered the questions
- 15:31Speaker 1: about my involvement with Jeffrey Epstein, but that has not
- 15:34Speaker 1: been the case, and the release of the Justice Department
- 15:37Speaker 1: files has only added fuel to the burning conspiracies and
- 15:41Speaker 1: falsities that are at the core of speculation about Epstein.
- 15:45Speaker 1: I understand that, and I understand why people are upset,
- 15:48Speaker 1: But I don't understand why people, including members of this committee,
- 15:52Speaker 1: would accept baseless speculation about me with regard to the
- 15:55Speaker 1: facts and spend such ugly and vicious narratives that are
- 15:59Speaker 1: demonstrably false. I've been very publicly sued three times by
- 16:03Speaker 1: a single law firm by three women claiming ties to
- 16:06Speaker 1: Epstein and making horrific allegations about me. This law firm,
- 16:10Speaker 1: the Whigdor Law Firm, brought these allegations in Manhattan to
- 16:15Speaker 1: the DA and the Department of Justice. I'm told that
- 16:17Speaker 1: there are intake forms that appear in the Justice Department
- 16:20Speaker 1: files with heinous, fabricated allegations generated by this firm about me.
- 16:25Speaker 1: The media race to cover these sensational allegations, taking them
- 16:29Speaker 1: at faith value, without conducting any investigation or undertaking even
- 16:33Speaker 1: minimal diligence. As a result of this torn of lies
- 16:37Speaker 1: and misrepresentations, I have received death threats in my family.
- 16:40Speaker 1: Now feels unsafe for the first time in my life.
- 16:43Speaker 1: I've had to deploy a bodyguard. But those lawsuits were
- 16:47Speaker 1: demonstrably baseless and those allegations were entirely fabricated. Of the
- 16:52Speaker 1: three lawsuits that were filed, the first two have been
- 16:54Speaker 1: dismissed with prejudice that means those lawsuits can never be
- 16:58Speaker 1: brought again. As the first plan never met Epstein, and
- 17:01Speaker 1: her claims were wholly without merit. I never even met
- 17:05Speaker 1: the second plaintiff in the third lawsuit, A Democratic federal
- 17:08Speaker 1: district judge appointed by President Biden last month issued a
- 17:12Speaker 1: remarkable seventy six page ruling sanctioning the plaintiff, the lawyer,
- 17:16Speaker 1: and the law firm in question for outright lying and
- 17:19Speaker 1: submitting false and fraudulent evidence. The plaintiff in that case
- 17:23Speaker 1: had testified under oath incredibly that she gave birth to
- 17:26Speaker 1: four of Epstein's children, three of whom were kidnapped at birth.
- 17:30Speaker 1: She fabricated a journal where she made a fantastical claim
- 17:33Speaker 1: that she was raped by fifty different men when she
- 17:36Speaker 1: was in high school, including a former president and multiple
- 17:39Speaker 1: cabinet members. She claimed to be sixteen year old autistic
- 17:43Speaker 1: woman with mosaic Down syndrome. Meanwhile, the law firm in
- 17:47Speaker 1: question was expressly warned about filing that she was a
- 17:51Speaker 1: fraud by class Council, but they still proceeded to rely
- 17:54Speaker 1: on her claims, knowing that they were entirely manufactured. Another
- 17:59Speaker 1: federal judge has found on the record that the plaintiff
- 18:01Speaker 1: is not credible. To be clear, I categorically deny the
- 18:05Speaker 1: baseless and it fabricated allegations in that case and in
- 18:09Speaker 1: the other two lawsuits that were filed against me and
- 18:11Speaker 1: that have now been dismissed. Today, one of the lawyers
- 18:15Speaker 1: at that firm who spearheaded this malicious campaign to destroy
- 18:19Speaker 1: me has been retired in quotes, and the firm has
- 18:22Speaker 1: been sanctioned. But the media coverage of the dismissals has
- 18:26Speaker 1: been dwarfed by the initial baseless and salacious coverage. Meanwhile,
- 18:30Speaker 1: extraordinary damage has been done to me and my family.
- 18:34Speaker 1: In conclusion, I wish I never met Epstein. I regret
- 18:37Speaker 1: ever doing business with them, my association with them, the
- 18:41Speaker 1: frivolous but destructive litigation, the endless rumor mill have created
- 18:45Speaker 1: a toxic environment for my wife and family, which I
- 18:48Speaker 1: deeply regret. I will not add to that toxic environment today.
- 18:52Speaker 1: I'm here voluntarily to answer questions about the work that
- 18:55Speaker 1: Epstein did for me and for the services for which
- 18:59Speaker 1: I paid them. I'm not here to answer questions about
- 19:01Speaker 1: my personal life, which would be hurtful to my wife, children,
- 19:04Speaker 1: and family. And I will not speak about the personal
- 19:07Speaker 1: lives of adult women who have chosen and do not
- 19:10Speaker 1: deserve to be connected by me or anyone else to Epstein.
- 19:15Speaker 1: This is an opportunity for me and for my family
- 19:18Speaker 1: to move forward with the productive and beneficial work that
- 19:21Speaker 1: should be consuming us. Our commitment to advance worthy causes
- 19:25Speaker 1: for society. We have made more than half a billion
- 19:27Speaker 1: dollars in philanthropic gifts in several key areas, including funding
- 19:32Speaker 1: health research, highlighted by the Melanoma Research Alliance, of which
- 19:36Speaker 1: we are the founders and largest donors. The MRA has
- 19:40Speaker 1: been at the vanguard of the immunotherapy revolution that has
- 19:44Speaker 1: energized the entire field of oncology and created a new
- 19:47Speaker 1: paradigm for how over thirty cancers and millions of patients
- 19:50Speaker 1: are treated. We also support organizations that help women in need.
- 19:55Speaker 1: We support veterans and a program for loan forgiveness for
- 19:58Speaker 1: mental health care workers in New York York City Public
- 20:01Speaker 1: Health System. Also of importance to us is our support
- 20:04Speaker 1: for Jewish causes and the effort to end the scourge
