- Hey, welcome to VoraPrep Audio. So, picture this. You've just been promoted to Chief Audit Executive. You walk into your first meeting with the new audit committee chair, and she looks at you across that big mahogany table and says, "I've read our internal audit charter. It mentions these new 'Global Internal Audit Standards.' All my previous board work was under the old framework. What exactly changed, and how does this make us stronger?" That's not just an exam question. That's a real conversation happening right now, and how you answer it defines your credibility from day one. So let's make sure you have that answer down cold. The big change is that the Institute of Internal Auditors, or the IIA, replaced the old rulebook—the International Professional Practices Framework, the IPPF—with something new, called the Global Internal Audit Standards, or GIAS. And it's been mandatory since early 2025, so for your exam, GIAS is the only game in town. Think of the GIAS framework like a blueprint for a well-built house. It’s got a clear structure. At the very top, you have the big picture stuff: the Five Domains. These are the main sections of the blueprint, like 'Foundation,' 'Framing,' 'Electrical.' They organize everything. Underneath those Domains, you have the 15 Guiding Principles. These are the core rules of good construction, like 'use quality materials' or 'ensure structural integrity.' They're foundational. And then at the base level, you have the Standards themselves. These are the specific, mandatory instructions. The nitty-gritty details, like the exact type of screw to use or the wiring gauge required. And sometimes, for specialized jobs like a smart home system or solar panels, you might pull in what they call Topical Requirements. These are extra mandatory rules for specific kinds of audits, like cybersecurity or ESG. So, let's walk through those five big domains. The first one is simple: Domain I, the Purpose of Internal Auditing. This is the 'why.' Why do we even exist? The answer is to enhance and protect organizational value. That’s it. We do that by providing risk-based and objective assurance, advice, and insight. It’s our mission statement. Next up is Domain II: Ethics and Professionalism. This is all about *how* we do our work. It’s built on the IIA’s Code of Ethics. You’ve got principles in here like Integrity, being honest and straightforward. Objectivity, which means not letting your personal biases or conflicts of interest sway your judgment. For example, if you found out one of your auditors owned stock in a company you were about to audit... which principle is shot? Objectivity. Right. This domain also covers being competent, using due professional care, and keeping things confidential. Now, Domain III, Governing the Internal Audit Function, is huge for the exam. This is all about our authority and our place in the organization. The principles here are about being authorized and overseen by the board, and—critically—being positioned independently. This domain is where the internal audit charter lives, and we’re going to come back to that in a minute because it’s that important. Then you have Domain IV, Managing the Internal Audit Function. This is the operational side. It's the Chief Audit Executive’s world. The principles here are about planning strategically, managing resources effectively, communicating well, and making sure the department’s work is high-quality. And finally, there's Domain V: Performing Internal Audit Services. This is the actual work. Planning the engagement, doing the testing and analysis, and then communicating what you found and following up to make sure problems get fixed. So you see how it flows? From the high-level 'why' down to the 'how' and the actual 'what.' Let's go back to Domain III and talk about that charter. The internal audit charter is basically the constitution for the internal audit department. It’s a formal, written document that is absolutely essential. It’s what gives you power. It has to be approved by the board, and it lays out your purpose, your authority, and your responsibility. It's the document that says you have the right to get full, free, and unrestricted access to any records, any person, any physical property you need to do your job. It's your badge. Without a strong, board-approved charter, you’re just making suggestions. With one, you have authority. The charter also helps define the scope of your work, which generally falls into two buckets: assurance and advisory services. The exam loves to test this distinction. Assurance services are what most people think of as a classic audit. It’s an objective look at the evidence to provide an independent assessment. In an assurance engagement, there are always three parties: you, the auditor; the process owner you're auditing; and the user of your report, like the board or senior management. You determine the scope, you do the work, you issue an opinion. Advisory services, on the other hand, are more like consulting. The goal is to provide advice and help improve things. Here, there are usually just two parties: you, the auditor, and the client who asked for your help. The scope is mutually agreed upon. Maybe you're helping a department design better controls or facilitating a risk assessment workshop. You're still objective, but you're a partner, not a judge. Okay, so how do you use all this to answer a tough exam question? Let’s try a framework. When you see a scenario, first, identify the core issue. Is it about ethics? A fight over access? A planning problem? Second, map that issue to a GIAS Domain. A conflict of interest? That’s Domain II, Ethics. A dispute with a vice president who won’t give you data? That screams Domain III, Governing. Third, pinpoint your source of authority. For almost any question about independence, access, or your right to be there, the answer is the internal audit charter. For ethical questions, it's the Code of Ethics. And fourth, always choose the action that upholds independence. The correct answer on the exam is almost never the one where you quietly compromise on a major issue. It’s the one where you stick to the standards and escalate the problem to the people who can solve it—usually the board or audit committee. Let's apply this. Say you're auditing a pharmaceutical company. Your team plans to review the data integrity controls for a huge clinical trial. But the head of R&D blocks you. He says the data is proprietary and you’ll slow them down. What do you do? Step one, the issue is a scope limitation. Management is denying access. Step two, this maps directly to GIAS Domain III: Governing. It's about your authority and independence. The principles about being 'Positioned Independently' and 'Overseen by the Board' are in play. Step three, what’s your source of authority? Your internal audit charter. You pull it out, and it says you have "full, free, and unrestricted access." That's your mandate from the board. You can also cite Domain I, the Purpose of Internal Audit. You can explain that providing assurance over this high-risk data is central to your mission to protect the organization. So step four, what's the right action? You don't just back down. You don't negotiate a smaller, less effective audit. The right answer is to formally escalate the scope limitation to senior management and the audit committee, citing the authority given to you in the charter by the board itself. That’s how you uphold your independence. The trap answer is always the one where you compromise with the VP. Don’t fall for it. Now, trying to remember these domains on exam day can be tough. So here's a little mnemonic: Purposeful Experts Govern, Manage, and Perform. One more time: Purposeful Experts Govern, Manage, and Perform. That’s Purpose for Domain I, Ethics for Domain II, Govern for III, Manage for IV, and Perform for V. One last thing to watch out for. The exam writers know some people studied under the old IPPF framework. So they might throw in distractors that mention "Attribute Standards" or "Performance Standards." If you see those terms, just know they are from the old system. They are almost always wrong answers. Focus only on GIAS: the 5 Domains and the 15 Guiding Principles. And when you're in the exam and you see a question about conflict with management, your brain should immediately go to GIAS Domain III: Governing the Internal Audit Function. That's where the rules of engagement are defined. That's where you'll find your answer. So, to bring it all together... GIAS is the only standard that matters for your exam. Its structure is logical: Domains, Principles, then Standards. And your authority, your power, comes from the internal audit charter, which is grounded in Domain III. Your independence is everything, and you have to protect it by communicating up to the board when it's challenged.
