- 0:47Hello, and welcome to the Becker's Health Care
- 0:49podcast. I'm joined today by Edward Jung, chief
- 0:51quality officer at Inland Empire Health Plan. Edward,
- 0:54can you take a brief moment to, tell
- 0:56us a little bit about your background and
- 0:58your organization? Sure. Happy to. Again, my name
- 1:00is Ed Jung. I serve as chief quality
- 1:02officer at Inland Empire Health Plan, often referred
- 1:05to as IHP.
- 1:07IHP is a large Medi Cal or Medicaid
- 1:11organization serving about 1,500,000
- 1:14members
- 1:14in the Inland Empire, which is made up
- 1:16of Riverside and San Bernardino counties. Just to
- 1:19give it a little context,
- 1:21the Inland Empire is very large. It's about
- 1:2327,000
- 1:24square miles, making us larger than 10 states.
- 1:26And so we work really hard to ensure
- 1:29that our members receive the highest quality of
- 1:31care in our region.
- 1:33So from improving member experience and expanding value
- 1:36based care, to controlling fair costs,
- 1:39care executives have ambitious growth goals for the
- 1:41rest of the year and next year. In
- 1:43your role, what would you say is your
- 1:44top priority, and, how are you planning on
- 1:46getting there? Well, I think for us, our
- 1:48top priority is focusing on quality outcomes for
- 1:51our members and ultimately doing the right thing
- 1:53to ensure that these members get those quality
- 1:56outcomes that they deserve.
- 1:58For us, whether it's in focusing on how
- 2:00to support our providers
- 2:02to better enable them to provide these high
- 2:04quality services or walking alongside our members to
- 2:08provide them their needs, I think that's something
- 2:10that our entire organization
- 2:12is rallying and focusing on. For example, internally
- 2:15within our organization, we have a quality starts
- 2:18with me campaign
- 2:19because we recognize that every interaction is an
- 2:21opportunity for us as a health plan to
- 2:24do what's right for our members.
- 2:26At an industry level, how would you describe
- 2:28the biggest barriers to effectively serving and engaging
- 2:31members?
- 2:32And, what opportunities are you currently seeing for
- 2:35large scale improvements, and how are you implying
- 2:37all this in your current strategies?
- 2:39Well, I think
- 2:40a barrier,
- 2:42for example, in our region is our low
- 2:45provider to patient's ratio.
- 2:49For us,
- 2:51our opportunity
- 2:52is to find ways to bring more providers
- 2:54into the region to care for the most
- 2:56vulnerable.
- 2:57So I think the provider to patient's,
- 3:00ratio is one thing. Definitely, that's an opportunity.
- 3:04We also recognize that access and access to
- 3:06care is an opportunity. I think that stems
- 3:08from,
- 3:09the opportunity for us to bring on more
- 3:12highly qualified providers
- 3:14into our region,
- 3:15to serve our members.
- 3:18Keeping up to, with today's
- 3:20dynamic health care landscape is challenging.
- 3:23You know, with your experience, what would you
- 3:24say are some of your top pieces of
- 3:26advice for other peer leaders, in in your
- 3:29in your industry right now? I think one
- 3:31of the things that we always have to,
- 3:34keep our minds focused on is the member.
- 3:37At the end of the day, there's a
- 3:39lot of data out there. There's a lot
- 3:41of analytics out there. But for us at
- 3:43IHP,
- 3:45these numbers represent people, families, and communities. And
- 3:48for us to always remember that
- 3:51the work that we do is a privilege.
- 3:53It's an honor in service to serving some
- 3:56of the most vulnerable people.
- 3:58And so for us to always keep that
- 4:00in mind and not be distracted by some
- 4:03of the other things that might come with
- 4:05that. Mhmm. Mhmm.
- 4:08In an ever evolving
- 4:09regulatory
- 4:10environment, you know, what are some of the
- 4:12tools and strategies that have helped your organization
- 4:14improve quality and clinical outcomes for members that
- 4:16are staying compliant with this regulatory change?
- 4:19Well, I think for us, it's,
- 4:21as I shared before, finding ways
- 4:24to walk alongside our providers to ensure that
- 4:27that they're meeting,
- 4:29some of the requirements that are
- 4:31asked from us as health plans, whether it's
- 4:35finding ways to support,
- 4:36their clinical practice, whether it's billing, coding, or
- 4:40workflow opportunities,
- 4:41whether it's finding ways to improve the way
- 4:43that we engage with our members and how
- 4:45they experience care,
- 4:47whether it's the way that we outreach to
- 4:49them, whether it's the support services we provide.
- 4:52I think, we really focus on all those
- 4:55pieces and everything in between.
- 4:57I also think it's important for us to,
- 5:00never lose the sight of the fact that
- 5:02we always have to evolve and get better
- 5:05and do better and be better
- 5:07for the people that we serve, whether it's
- 5:10leveraging
- 5:10new tools and technologies,
- 5:13such as AI, machine learning, whether it's finding
- 5:16ways to leverage things such as automation.
- 5:20I think just finding the right tools at
- 5:22the right place is really going to be
- 5:24important for us as an industry to move
- 5:26forward, again, to better serve the people that
- 5:29we have an opportunity to serve and deliver
- 5:31the high quality outcomes that we want for
- 5:33them.
- 5:34You talked about some of these emerging technologies
- 5:36such as AI.
- 5:37How are they playing a role in your
- 5:39organization's growth strategies? And can you elaborate a
- 5:42little more on maybe a couple examples?
- 5:44Sure. So one of the things that we
- 5:46actually did as an organization,
- 5:49over the past couple years
- 5:51was focused on how to be better stewards
- 5:54of our data.
- 5:55With all the big push for big data,
- 5:57predictive analytics, AI, machine learning, we recognize that
- 6:01there was an ethical stewardship of that piece.
- 6:05So one of the things that we've done
- 6:06is actually conducted
- 6:07algorithmic bias audits
- 6:10on our care management algorithms
- 6:12to ensure that the outputs
- 6:15were, being
- 6:17appropriately,
- 6:19assessed and evaluated
- 6:20to minimize and mitigate to the extent possible
- 6:23any biases
- 6:25and unintended biases that might have been generated
- 6:27by the algorithms themselves. It's a continual process
- 6:30that our teams are, working on, but I
- 6:33know that we were ahead,
- 6:35of starting that process,
- 6:37about a few years ago.
- 6:39Ed, I really appreciate all your insights today.
- 6:41But before I let you go, do you
- 6:42have any final thoughts for our audience?
- 6:45Again, I think for us, especially for us
- 6:47at IHP,
- 6:48you know, for us, our mission is to
- 6:50heal and inspire the human spirit, and our
- 6:52vision is to do the right thing for
- 6:55our members.
- 6:56And just to keep that
- 6:58at the forefront of everything that we do,
- 7:00I think, is gonna be critically important with
- 7:02everything that's going on. Because at the end
- 7:04of the day, it's about our members. It's
- 7:06about their health, and it's about their quality
- 7:08outcomes.
- 7:09Perfect. Thank you again for joining us today
- 7:11on the Beckers Healthcare Podcast. I really appreciate
- 7:14it. Thanks so much for having me. I
- 7:15think you have a lovely rest of your
- 7:16day. You too.
