- 0:00Welcome to "the Hoover Daily Report". Ideas Advancing
- 0:03Freedom. It's Friday, May 15th, twenty twenty six .
- 0:06This Friday, Hoover celebrates renowned economist John B. Taylor with a new book
- 0:10examining his impactful and multifaceted career; Joshua Rauh speaks with House
- 0:14members about the urgency of improving America’s fiscal situation; and a new
- 0:19book by Rose Gottemoeller pushes back on revisionist narratives to remind readers
- 0:23that following the Cold War, the United States and Russia successfully
- 0:27collaborated on a number of important security issues.
- 0:30Honoring John B. Taylor’s Contributions to Economics and Monetary Policy.
- 0:34Few have had an impact on the world of economics and monetary policy equal to
- 0:39that of John B. Taylor. A professor of economics at Stanford University and a
- 0:44Hoover Institution Senior Fellow Emeritus, Taylor has made influential
- 0:49contributions in monetary policy, public service, and academia across five
- 0:54decades. A Celebration Honoring John B. Taylor’s Contributions to Economics and
- 0:59Monetary Policy is based on a conference held May 8, 2025, at the Hoover
- 1:04Institution to honor Taylor’s life and career. Many of Taylor’s colleagues and
- 1:09students past and present, other monetary experts, and family and friends came
- 1:14together to pay tribute and share insightful anecdotes of his character and
- 1:19dedication. Reflecting the conference proceedings, this volume shares the
- 1:23presentations and vivid discussions around Taylor’s role as a leading
- 1:28economist, from his development of the influential Taylor rule—an important tool
- 1:33of monetary policy—to his laudable public service in the US Treasury and on the
- 1:38Council of Economic Advisers under Presidents Ford, Carter, and George H. W.
- 1:43Bush.
- 1:44Reducing the National Debt by Tackling Waste, Fraud, and Overregulation.
- 1:47Yesterday, Senior Fellow Joshua Rauh testified in front of the House
- 1:51Subcommittee on Economic Growth, Energy Policy, and Regulatory Affairs, during a
- 1:56roundtable on “Reducing America’s National Debt: Rooting Out Federal Waste,
- 2:00Fraud, and Overregulation.” You can view today's online HDR for a video of the
- 2:04roundtable.
- 2:05Rauh argues that the federal budget is under
- 2:07“severe immediate pressure,” with net interest outlays accounting for
- 2:1025% of federal revenue (excluding Social Security revenue) last year.
- 2:14Under current law, Rauh notes based on his research, this figure will grow
- 2:19significantly over coming decades. To preserve spending and borrowing
- 2:23flexibility in the event of a major crisis, Rauh says, the nation’s current
- 2:27fiscal problems demand immediate and serious attention.
- 2:30New Book Details How Washington and Moscow Forged a Framework for Security
- 2:35After the Cold War.
- 2:36A new book by Hoover Institution Research Fellow Rose Gottemoeller offers an
- 2:41insider’s account of how leaders in Washington and the newly democratic
- 2:45Russian government forged a working relationship that advanced international
- 2:50security and cooperation in the years after the collapse of the Soviet Union.
- 2:55In Security Through Cooperation: Space, Nuclear Weapons, and US-Russia Relations
- 3:00after the Cold War, published this year by Stanford University Press,
- 3:04Gottemoeller challenges the view held by some contemporary Russian officials and
- 3:09commentators that the United States sought to weaken or isolate Russia during
- 3:13the turbulent post-Soviet transition of the 1990s. According
- 3:17to that narrative, the United States was primarily focused on expanding NATO and
- 3:23undermining Russian influence.
- 3:25Declining Industry and Public Trust at the Local Level: Elizabeth Elder on
- 3:29America’s “Company Towns”.
- 3:31The United States is a nation dotted with so-called “company towns,” or population
- 3:35centers where a single business or industry dominates not only the local
- 3:39economy but local government and the community ethos as well. But what happens
- 3:43when a town and an industry in decline part ways, leaving it to local government
- 3:48and civic leaders to take up the slack? On a new episode of Matters of Policy &
- 3:52Politics, Hoover Fellow Elizabeth Elder discusses what has transpired in those
- 3:57portions of America (particularly Appalachia and the Midwest) once
- 4:00dominated by since-diminished industries, and the lack of institutional confidence
- 4:05that followed.
- 4:06The conversation builds on Elder’s interviews, polling, and data chronicled
- 4:10in her new book, Company Towns: Industry Power and the Historical Foundations of
- 4:14Public Mistrust.
- 4:14Xi's “Thucydides Trap” Warning Is So 2010, Is China Out of New Ideas?
- 4:20In an appearance yesterday on the RealClearPolitics podcast, Distinguished
- 4:24Research Fellow
- 4:24Michael Auslin
- 4:25said that “Chinese leader Xi Jinping invoking the ‘Thucydides Trap’ during
- 4:31meetings with President Trump is ‘not good history’” and amounts to a “sign of
- 4:36weakness.” Auslin argues that Xi uses this phrase “because it's a tool to
- 4:42freeze the Americans in place by raising the fear that we're going to stumble into
- 4:48war.” Auslin further explains that Chinese diplomats have deployed this
- 4:53concept “for a very long time over economics." As he notes, the idea of the
- 4:58Thucydides Trap is invoked by Chinese officials to try to scare their American
- 5:04counterparts away from calling out abuses of Uyghurs, coercive trade practices, or
- 5:10aggression against states like Taiwan or Japan. The historian adds that the
- 5:15success of US operations against Iran have heightened Chinese military
- 5:20insecurities,
- 5:22as Xi and his generals understand that they lack similar power projection
- 5:26capabilities.
- 5:26Featured Research Initiative: Emerging Markets & Developing Economies.
- 5:30Using a practical, fact-driven approach, the Emerging Markets & Developing
- 5:34Economies research program at the Hoover Institution jointly convenes high-level
- 5:38public- and private-sector decision makers and researchers to address some of
- 5:42the biggest challenges to inclusive and sustained high growth in developing
- 5:45economies, diagnosing problems and discussing feasible solutions.
