- 1:00:01Welcome to the City Center
- 1:00:02podcast from West Palm Beach.
- 1:00:04The following is Mayor Keith A. James'
- 1:00:06address as delivered
- 1:00:07during the State of the City
- 1:00:09Breakfast, January 30, 2025.
- 1:00:15And now, it is my distinct pleasure to
- 1:00:18introduce a dedicated leader who has
- 1:00:20played an instrumental
- 1:00:22role in shaping the
- 1:00:23city of West Palm Beach.
- 1:00:25Mayor Keith James has been a tireless
- 1:00:27advocate for our city,
- 1:00:29working to foster growth, enhance
- 1:00:31the quality of life, and ensure that West
- 1:00:33Palm Beach remains a vibrant and thriving
- 1:00:35community for residents,
- 1:00:37visitors, and businesses alike.
- 1:00:41Please join me in welcoming to the stage
- 1:00:43the Mayor of West
- 1:00:44Palm Beach, Keith James.
- 1:00:55The Mayor is here.
- 1:01:02Good morning.
- 1:01:08Ooh, y'all look good out there.
- 1:01:11I understand we have a sold-out crowd.
- 1:01:14I told the two Michaels that all of you
- 1:01:18are here because of them.
- 1:01:21Anyway, before we get started, however, I
- 1:01:23think we have all
- 1:01:23heard about the unfortunate
- 1:01:26incident that happened out of Reagan
- 1:01:30Airport this morning.
- 1:01:32A number of lies were lost, so we could
- 1:01:33just have a short moment
- 1:01:35of silence for the family
- 1:01:37and friends of those who
- 1:01:38did not survive, please.
- 1:01:50Thank you very much.
- 1:01:56Thank you to the Chamber of Commerce of
- 1:01:58the Palm Beaches for
- 1:01:59hosting this annual State
- 1:02:01of the City Breakfast.
- 1:02:03My sixth is Mayor of this great city.
- 1:02:07Six times we've met to review where we
- 1:02:09are and more
- 1:02:10importantly where we are headed.
- 1:02:12Thank you Chamber CEO Michael Zeph,
- 1:02:16Chamber Board Chairman
- 1:02:16Michael Davis, and the entire
- 1:02:18Board of Directors of the Chamber of
- 1:02:19Commerce of the Palm Beaches.
- 1:02:22Since 1913, the Chamber has worked to
- 1:02:25advance our community's
- 1:02:26civic, economic, and commercial
- 1:02:28interests.
- 1:02:29West Palm Beach is indeed a better city
- 1:02:31because of your efforts.
- 1:02:34I want to extend my gratitude to all of
- 1:02:36today's sponsors,
- 1:02:37including the presenting sponsor
- 1:02:39of Good Samaritan Medical Center.
- 1:02:41Congratulations also
- 1:02:42to the Gunster Law Firm.
- 1:02:44After 100 years of providing legal
- 1:02:46services in West Palm
- 1:02:47Beach, thank you for your lasting
- 1:02:49impact on our great city.
- 1:02:54A special thank you is also owed to all
- 1:02:55the servers working
- 1:02:56hard behind the scenes.
- 1:02:58Can you give them a
- 1:02:58round of applause, please?
- 1:03:04And I certainly owe a very special debt
- 1:03:09of gratitude to my
- 1:03:10partners in leadership, the
- 1:03:12West Palm Beach City Commission, for
- 1:03:14their immeasurable level
- 1:03:15of service they provide
- 1:03:17to the residents and businesses in our
- 1:03:23city, beginning with
- 1:03:25Commission President Kathleen
- 1:03:26Ward of District 1, Commissioner Shalanda
- 1:03:33Warren from District
- 1:03:342, Commissioner Kristie
- 1:03:39Fox from District 3, Commissioner Joe
- 1:03:45Paduzi from District 4,
- 1:03:49and Commissioner Christina
- 1:03:51Lambert from District 5.
- 1:03:59They all certainly deserve all of your
- 1:04:01applause and recognition.
- 1:04:05But I would be remiss if I did not
- 1:04:07acknowledge Congresswoman
- 1:04:08Lois Franco, who is here with
- 1:04:09us this morning.
- 1:04:16Lois is my political mentor.
- 1:04:22I would not be here if Lois hadn't made
- 1:04:24that phone call in
- 1:04:26December of 2010, saying that
- 1:04:29I should run for city commission.
- 1:04:32I tried my best to say no, but if you
- 1:04:34know Lois, you know she
- 1:04:35doesn't take no for an
- 1:04:36answer.
- 1:04:37But Lois, thank you for your life of
- 1:04:39service and dedication to the city.
- 1:04:41You were mayor, but you also have been a
- 1:04:44tremendous friend to the
- 1:04:45city during your service in
- 1:04:48Washington, D.C.
- 1:04:48So thank you, Lois, for
- 1:04:49all that you do for the city.
- 1:04:54And I want to give a special and
- 1:04:57deserving acknowledgment to my life
- 1:04:59partner and inspiration,
- 1:05:01the First Lady of West Palm Beach, my
- 1:05:03lovely wife, Lorna James.
- 1:05:07She is being presented with a bouquet of
- 1:05:16flowers, which is a surprise.
- 1:05:19And I'm delighted to share that
- 1:05:21presenting those beautiful
- 1:05:22flowers is Camille, the owner
- 1:05:24of Camille's Flowers and Gifts.
- 1:05:26Thanks to a CRA initiative, Camille's is
- 1:05:33open and doing
- 1:05:34business at the Styx Promenade
- 1:05:36in the historic Northwest neighborhood.
- 1:05:40And to the 1,800 employees of the City of
- 1:05:46West Palm Beach, thank
- 1:05:48you, thank you, thank
- 1:05:49you from the bottom of my heart for your
- 1:05:52hard work and dedication
- 1:05:54out on the front lines,
- 1:05:56delivering the services and help that
- 1:05:58people need every day.
- 1:06:00You employees have done so much for so
- 1:06:02many and remain the
- 1:06:04unsung heroes in a story so
- 1:06:05many others want to
- 1:06:06learn, farm and emulate.
- 1:06:09Yet as much as we have accomplished and
- 1:06:11the list is long, the
- 1:06:13mark of any great city,
- 1:06:15our city, lies not in achievements made
- 1:06:18today, but in our
- 1:06:19aspirations for the many tomorrows
- 1:06:21to come.
- 1:06:23That graceness is submitted not just in
- 1:06:25the courage to dream
- 1:06:26big, but in the heart to
- 1:06:29deliver big.
- 1:06:30So everyone has an opportunity to be a
- 1:06:32part of our success.
- 1:06:35Everyone.
- 1:06:37That is a greatness that's only achieved
- 1:06:39when we work together.
- 1:06:42Together we create safer neighborhoods
- 1:06:44where families thrive.
- 1:06:46Together we repair and revitalize our
- 1:06:49streets, connecting
- 1:06:50every corner of our city.
- 1:06:53Together we fortify our city's
- 1:06:55infrastructure, building a foundation for
- 1:06:57generations to come.
- 1:07:00Together we offer educational
- 1:07:01opportunities, enabling our children to
- 1:07:04reach higher heights.
- 1:07:06This morning we will embark on a
- 1:07:08conversation that I like to
- 1:07:10say, if I had a title for this
- 1:07:13State of the Union, and I know we don't
- 1:07:15usually give them titles,
- 1:07:16but it would be transformation
- 1:07:18through togetherness and elevation
- 1:07:20through collaboration.
- 1:07:25I'm going to borrow a
- 1:07:31little something from the church.
- 1:07:35Turn to your neighbor and say, "Together,
- 1:07:41transformation through
- 1:07:42togetherness, and elevation
- 1:07:48through collaboration."
- 1:07:52Thank you.
- 1:07:53As you say that, hopefully it
- 1:07:54reverberates in your spirit.
- 1:07:58But it's a vision that
- 1:07:59speaks to our shared unity.
- 1:08:02You know, we are five years into this
- 1:08:04decade, a decade that
- 1:08:07unfolded with a global pandemic
- 1:08:09that brought uncertainty into people's
- 1:08:11lives and changed the way
- 1:08:12people see their government.
- 1:08:15The last few years have brought a certain
- 1:08:17amount of
- 1:08:17unpredictability that has spread
- 1:08:18across the country.
- 1:08:21It has been, and still is,
- 1:08:23a difficult time for many.
- 1:08:27The challenges of the last five years
- 1:08:29have taught us that the
- 1:08:30old ways of doing things
- 1:08:32are no longer going to cut it.
- 1:08:35As the politics of the world
- 1:08:36changes, one thing is clear.
- 1:08:39The role of municipal government is more
- 1:08:42important than ever.
- 1:08:45Cities will have to be nimble and
- 1:08:46creative to address the
- 1:08:48needs of their residents.
- 1:08:51No matter the turbulence of the times, no
- 1:08:55matter the political
- 1:08:56atmosphere, cities must
- 1:08:59always continue to deliver services.
- 1:09:04Now everyone in this room knows that the
- 1:09:06city of West Palm Beach
- 1:09:07has turned challenges and
- 1:09:08opportunities and that we have
- 1:09:11experienced
- 1:09:11record-breaking years recently.
- 1:09:15People and businesses from across the
- 1:09:16country and in some cases
- 1:09:18around the world are now
- 1:09:19focusing on West Palm Beach.
- 1:09:22Watching us as we build coalitions,
- 1:09:25studying us as we find
- 1:09:27new ways to serve residents,
- 1:09:29learning from us as we, by all measures,
- 1:09:32set an example how to
- 1:09:33effectively manage an innovative
- 1:09:36city.
- 1:09:38For all that we have endured, for all the
- 1:09:41hard work that lies ahead, know this, our
- 1:09:45city stands tall,
- 1:09:47resilient, and thriving.
- 1:09:50The state of our city reflects the
- 1:09:53boundless potential of its people.
- 1:09:55We are strong and getting stronger.
- 1:09:59With the local economy on the rise, a
- 1:10:02bustling business environment, vibrant
- 1:10:05growth in infrastructure
- 1:10:06and innovation, and a population that is
- 1:10:09growing larger and
- 1:10:10trending younger, it is
- 1:10:12up to us to decide the city we want to be
- 1:10:14in the decades to come for ourselves, for
- 1:10:18our children, and for our grandchildren.
- 1:10:23Do we want to be a city where everyday
- 1:10:24people can't pay their rent?
- 1:10:27Or will we continue finding innovative
- 1:10:29solutions and breaking
- 1:10:30ground on affordable housing
- 1:10:31units?
- 1:10:33Do we want to be a city that sees us as
- 1:10:35challenges as one-dimensional?
- 1:10:37Or will we continue to build coalitions
- 1:10:40and partnerships to
- 1:10:40pioneer new ways to solve
- 1:10:42problems for our residents?
- 1:10:45Do we want the dreams of up-and-coming
- 1:10:47entrepreneurs to die on the vine?
- 1:10:49Or do we want to provide skills training
- 1:10:51and create a robust
- 1:10:52entrepreneurial ecosystem
- 1:10:54right in our own backyard?
- 1:10:57The good news is it's entirely up to us
- 1:11:00to create a strong,
- 1:11:02competitive future that
- 1:11:03lifts all boats.
- 1:11:06The advances made in West Palm Beach are
- 1:11:08far-reaching and
- 1:11:09impressive, which is why this morning
- 1:11:12I'm going to focus less on a checklist of
- 1:11:14accomplishments and
- 1:11:15more on the choices ahead.
- 1:11:18Let's start with the economy.
- 1:11:21A robust, fully-functioning economy is
- 1:11:24one where people feel secure,
- 1:11:26have access to opportunities,
- 1:11:28and can achieve their dreams, whether
- 1:11:30that's buying a home,
- 1:11:32renting a place they love,
- 1:11:34or pursuing personal growth.
- 1:11:36But what does this look like in practice?
- 1:11:39Let me share the story of someone who
- 1:11:40rolled up her sleeves and
- 1:11:41found that there's a place
- 1:11:42for her in this city, too.
- 1:11:44Her name is Valerie.
- 1:11:47Only a few years ago, she began thinking
- 1:11:49deeply about her place
- 1:11:50in this world, curious
- 1:11:52what someone like her could
- 1:11:53offer a demanding society.
- 1:11:56After all, Valerie grew up in an early
- 1:11:58age in the foster care
- 1:11:59system and felt that the
- 1:12:00deck was simply stacked against her from
- 1:12:02the very beginning of her life.
- 1:12:05That was before she joined
- 1:12:06my mayor's jumpstart academy.
- 1:12:08Learning the basic skills of
- 1:12:10entrepreneurialism and inspired by what
- 1:12:12she learned, Valerie
- 1:12:13hit the ground running.
- 1:12:16Armed with the $5,000 grant from the
- 1:12:18city, she bought the
- 1:12:19tools and equipment needed
- 1:12:21to ensure her poor maintenance business
- 1:12:22not only survived, but prospered.
- 1:12:26After graduating from the mayor's
- 1:12:27jumpstart academy in just
- 1:12:29a year's time, Valerie got
- 1:12:31married, saved enough money to purchase
- 1:12:33her own home, and
- 1:12:35managed a successful, growing
- 1:12:36business.
- 1:12:39Valerie and other graduates of the
- 1:12:40mayor's jumpstart academy
- 1:12:42exemplify the philosophy
- 1:12:44of paying it forward, coming back to
- 1:12:46mentor new cohorts who
- 1:12:48will pave the way for others.
- 1:12:51As the saying goes, don't remove the
- 1:12:53ladder once you're done with it.
- 1:12:55Leave it for others to climb, too.
- 1:12:58Here in West Palm Beach, we are working
- 1:13:00to give Valerie and
- 1:13:01others not just a ladder,
- 1:13:03but the whole toolkit.
- 1:13:05This is the power of a resilient and
- 1:13:07innovative city, of an
- 1:13:10economic ecosystem that empowers
- 1:13:12everyone to be the best they can be.
- 1:13:15Now none of this would have been possible
- 1:13:16without the contributions to the mayor's
- 1:13:18jumpstart academy from the Unum
- 1:13:19Foundation, the related
- 1:13:21philanthropic foundation, and
- 1:13:23other donors.
- 1:13:25So on behalf of Valerie and so many
- 1:13:26others, you've helped
- 1:13:27thank you donors for caring
- 1:13:29enough to do more to
- 1:13:30serve this community.
- 1:13:33[applause]
- 1:13:37Stories like Valerie's remind me that
- 1:13:41economic opportunity
- 1:13:42begins with a strong foundation,
- 1:13:45whether that is skills training, support
- 1:13:47systems, or the
- 1:13:48resources to start a business.
- 1:13:51But there's another critical foundation
- 1:13:52to create an
- 1:13:53environment where people thrive.
- 1:13:56That's a place to go home.
- 1:13:59For too many families, the dream of
- 1:14:01stable housing feels out of reach.
- 1:14:04The need for affordable housing touches
- 1:14:06all corners of our country.
- 1:14:08And in this city, we recognize that
- 1:14:11waiting for others to
- 1:14:12solve this pressing problem
- 1:14:13simply is not an option.
- 1:14:17When the African American Mayor's
- 1:14:18Association visited West
- 1:14:19Palm Beach this past December,
- 1:14:21I shared with them a guiding principle of
- 1:14:23my administration,
- 1:14:25harnessing the power of
- 1:14:27partnership and collaboration.
- 1:14:30These are not just ideals.
- 1:14:32They are the foundation of my vision to
- 1:14:34drive transformative
- 1:14:35changes in our city and to
- 1:14:37create a community of
- 1:14:39opportunity for all.
- 1:14:42There's no secret when my administration
- 1:14:43has set some aggressive
- 1:14:45goals for the development
- 1:14:46of affordable and workforce housing.
- 1:14:48When I became mayor, I set a goal of 300
- 1:14:51affordable and workforce housing units to
- 1:14:53be completed or under development in the
- 1:14:55ensuing three years.
- 1:14:57We quickly surpassed
- 1:14:59that goal in the first year.
- 1:15:01As a result, last year I
- 1:15:03raised the bar even higher.
- 1:15:06So I announced that by the end of my
- 1:15:07tenure as mayor in 2027,
- 1:15:09we would have 1,400 new
- 1:15:12affordable and workforce housing units
- 1:15:14either completed or under development.
- 1:15:17I'm proud to announce that we are on
- 1:15:19track to exceed that goal as well.
- 1:15:22[applause]
- 1:15:29Since 2019, 815 housing units have been
- 1:15:32completed or under development.
- 1:15:35In the 2024 calendar year alone, 263
- 1:15:39units came under construction and 269
- 1:15:42went to pre-development
- 1:15:43stages.
- 1:15:45This progress reflects not only our
- 1:15:46commitment, but also the
- 1:15:48strength of our partnerships
- 1:15:49with the private sector.
- 1:15:52There's even more than that.
- 1:15:54Each of those 815 units created since
- 1:15:572019 represents a
- 1:15:59family holding onto the basic
- 1:16:00desires that we all have, that we could
- 1:16:03tuck our children in at
- 1:16:04night knowing they are
- 1:16:04fed and clothed, that there is a roof
- 1:16:07over their head and
- 1:16:08they are safe from harm.
- 1:16:11Our collaboration with the private sector
- 1:16:13has given us projects such as the Spruce,
- 1:16:15an 8111 South Dixie,
- 1:16:17which broke ground last year.
- 1:16:20The Spruce, the single largest private
- 1:16:22investment in Northwood Village's
- 1:16:24history, is a groundbreaking
- 1:16:26development that will add 117 affordable
- 1:16:29and workforce housing units to our city.
- 1:16:32This transformative project is powered by
- 1:16:35an unprecedented,
- 1:16:36innovative, philanthropic
- 1:16:38funding model designed to redefine
- 1:16:40affordability and address
- 1:16:41our community's housing needs.
- 1:16:45And the 8111 South Dixie project will
- 1:16:48bring to life a site that
- 1:16:49has been vacant for over
- 1:16:50a decade by delivering 90 affordable and
- 1:16:53workforce housing units.
- 1:16:56These developments exemplify the power of
- 1:16:58dynamic public-private
- 1:17:00partnerships made possible
- 1:17:01through city-supported tools such as
- 1:17:03density bonuses, grant funding, tax
- 1:17:07increment financing,
- 1:17:08and other strategic incentives.
- 1:17:12By aligning resources and vision, we have
- 1:17:15created a framework that attracts private
- 1:17:17sector investment while advancing our
- 1:17:20shared commitment to progress.
- 1:17:23I want to extend my gratitude to our
- 1:17:25private sector partners
- 1:17:26for not only recognizing the
- 1:17:28potential of West Palm Beach, but also
- 1:17:30embracing our vision of
- 1:17:33transformative, inclusive growth.
- 1:17:37Their collaboration has been instrumental
- 1:17:39in bringing these
- 1:17:40ambitious affordable housing
- 1:17:41projects to life.
- 1:17:45Equally important to housing
- 1:17:47affordability is the community's safety.
- 1:17:51You know, I study linguistics, and it is
- 1:17:56amazing to me how sometimes
- 1:17:57the most simple statements
- 1:17:58can be the most powerful and can pass
- 1:18:01from generation to generation.
- 1:18:03When I was a young kid, my grandfather,
- 1:18:06who had a sixth-grade
- 1:18:07education, used to tell
- 1:18:09me from time to time, "Keep the main
- 1:18:12thing the main thing."
- 1:18:14That sounded pretty good, and it guided
- 1:18:17me as I went through life.
- 1:18:19I had occasion to turn on the TV
- 1:18:21recently, and I saw a young
- 1:18:24African-American gentleman.
- 1:18:26I think he was about 25 or 26.
- 1:18:27He was being interviewed by the media,
- 1:18:30and he said those
- 1:18:31exact same words, "Keep the
- 1:18:32main thing the main thing."
- 1:18:35Now, it turned out that young man was
- 1:18:39Jaylen Hertz, who
- 1:18:40happens to be the quarterback
- 1:18:41for the Philadelphia Eagles.
- 1:18:46It also turns out that the Eagles are
- 1:18:50going to the Super Bowl next week.
- 1:18:55Yes, I did just insert the Philadelphia
- 1:19:00Eagles into my State of the City speech.
- 1:19:02I'm so proud of myself.
- 1:19:05Fly Eagles, fly.
- 1:19:09All right, but there is a connection.
- 1:19:12There is a connection.
- 1:19:15The statement, "Keeping the main thing
- 1:19:17the main thing," is
- 1:19:20exactly what I try to do
- 1:19:22as mayor.
- 1:19:23As you all know, since my first day as
- 1:19:25your mayor, I've
- 1:19:27stated that public safety is
- 1:19:29job number one.
- 1:19:32Why is that important?
- 1:19:34Because if people live in fear and dwell
- 1:19:36on fear, nothing else we do matters.
- 1:19:41The main thing is public safety.
- 1:19:44In West Palm Beach, we recognize that a
- 1:19:46safe environment
- 1:19:47encourages families to settle
- 1:19:49down, helps businesses flourish, and
- 1:19:52motivates a community to
- 1:19:53replace fear with freedom.
- 1:19:57My administration's commitment to public
- 1:19:58safety is unwavering.
- 1:20:01The most recent public
- 1:20:02safety numbers bear that out.
- 1:20:05This past year, our city made significant
- 1:20:07strides, including a
- 1:20:0812 percent decrease in
- 1:20:10overall crime.
- 1:20:11That isn't just a statistic.
- 1:20:14It represents safer neighborhoods for our
- 1:20:16families and our children.
- 1:20:19Our neighborhoods themselves are
- 1:20:20experiencing a drop in residential and
- 1:20:22commercial burglaries,
- 1:20:24a drop in auto burglaries and auto theft,
- 1:20:26and a decrease in weapons offenses.
- 1:20:30Violent crime continues to trend downward
- 1:20:31in our city as well.
- 1:20:34In 2023, we saw an 8.2 percent reduction
- 1:20:37in violent crime, and in
- 1:20:382024, we saw an impressive
- 1:20:4114 percent reduction in violent crime.
- 1:20:45Additionally, you could clap for that.
- 1:20:48That's good news.
- 1:20:53To address quality of life concerns, our
- 1:20:57police department
- 1:20:57conducted 14 prostitution
- 1:20:59operations in 2024,
- 1:21:01resulting in 111 arrests.
- 1:21:05These trends are the direct result of the
- 1:21:07investment we are
- 1:21:07making in our public safety
- 1:21:09professionals.
- 1:21:11This past year, we approved a new
- 1:21:12contract with the Fraternal Order of
- 1:21:14Police that included
- 1:21:1522 percent pay increases for officers,
- 1:21:19sergeants, and lieutenants,
- 1:21:20as well as increased pension
- 1:21:27contributions and additional
- 1:21:28benefits to police employees.
- 1:21:32Prioritizing public safety is helping us
- 1:21:34retain dedicated
- 1:21:36individuals and invest in advanced
- 1:21:38technology.
- 1:21:41Our investments in public safety are
- 1:21:42comprehensive and wide-reaching.
- 1:21:46Our fire department responded to over
- 1:21:4830,000 calls last year
- 1:21:50and transported over 13,000
- 1:21:53patients to the hospital.
- 1:21:56Last year, our fire department invested
- 1:22:03in a new tiller, or
- 1:22:05ladder truck, as it's commonly
- 1:22:07referred to, and provided specialty
- 1:22:09driver training to over 36 firefighters.
- 1:22:12You may have noticed this truck as you
- 1:22:13were walking in this morning.
- 1:22:16How is it Fire Station
- 1:22:17One in our city's downtown?
- 1:22:19This state-of-the-art lifesaver has
- 1:22:21amazing navigation capabilities.
- 1:22:24It can even do a U-turn and a cul-de-sac.
- 1:22:28No other fire department itself would
- 1:22:29have a truck like this.
- 1:22:37That's the difference between saving
- 1:22:39lives and possibly not,
- 1:22:42but between a city that's
- 1:22:43good and one that's great.
- 1:22:46Over and above that, though, cutting-edge
- 1:22:48equipment alone won't build a safer and
- 1:22:51healthier community.
- 1:22:52We know that.
- 1:22:54The most critical ingredient is listening
- 1:22:56to and hearing directly from residents, a
- 1:22:59sentiment my
- 1:22:59administration takes very seriously.
- 1:23:02Last month, through direct engagement
- 1:23:04with our neighborhoods, our police
- 1:23:06department initiated
- 1:23:07Not On Our Block, an operation resulting
- 1:23:11in the arrest of 16
- 1:23:12individuals with a significant
- 1:23:14criminal history.
- 1:23:16These career offenders were dealing drugs
- 1:23:17near community parks
- 1:23:18where our children play.
- 1:23:20Well, not anymore.
- 1:23:22Do not expect to break the law and put
- 1:23:24our children's future
- 1:23:25in jeopardy and get away
- 1:23:26with it.
- 1:23:27Not as long as I'm
- 1:23:28mayor of this great city.
- 1:23:35Through community engagement and working
- 1:23:36together, we have made
- 1:23:37our neighborhoods safer.
- 1:23:40To demonstrate this commitment, look no
- 1:23:42further than our Juvenile
- 1:23:43and Community Engagement
- 1:23:44Unit, which has excelled in strengthening
- 1:23:46public safety and community trust through
- 1:23:49diverse outreach initiatives.
- 1:23:51Our impactful programs, including youth
- 1:23:53engagement, support for vulnerable
- 1:23:55populations, and collaboration
- 1:23:57with local organizations highlight their
- 1:23:59exceptional commitment to fostering
- 1:24:01inclusivity and positive
- 1:24:02relationships across the community.
- 1:24:05The community has to see the men and
- 1:24:08women in blue as
- 1:24:10allies and not adversaries.
- 1:24:14Now, I realize that not all
- 1:24:16success comes without setbacks.
- 1:24:18My administration is committed to
- 1:24:20ensuring that our police
- 1:24:21department adheres to the
- 1:24:22highest standards.
- 1:24:24Last year, I learned that those standards
- 1:24:26simply were not being met.
- 1:24:29This past October was brought to my
- 1:24:31attention that members of
- 1:24:32the police department's top
- 1:24:33command staff were allegedly involved in
- 1:24:36financial and proprieties.
- 1:24:38Additionally, there was an incident
- 1:24:40involving West Palm Beach
- 1:24:41police officers in Borton
- 1:24:43Beach that reflected a gross disregard of
- 1:24:47professional judgment.
- 1:24:50These events demonstrated that the
- 1:24:51leadership of the
- 1:24:52department was not aligned with its
- 1:24:54mission.
- 1:24:56Restoring trust demanded decisive action.
- 1:25:00So I took that action by
- 1:25:01replacing the then police chief.
- 1:25:04I share with you a reminder of these
- 1:25:06setbacks because I
- 1:25:07sincerely believe public safety
- 1:25:10begins with public trust.
- 1:25:14In spite of any setbacks we may have
- 1:25:15encountered, the success of these
- 1:25:17departments has been
- 1:25:18no accident.
- 1:25:20It's a result of a collaborative,
- 1:25:21partnership-driven approach to ensuring
- 1:25:24the safety of our residents.
- 1:25:27These partnership-driven strategies are
- 1:25:29reinforcing our desire to
- 1:25:30establish public trust as our
- 1:25:33guiding vision for the future.
- 1:25:37One example of how we are utilizing the
- 1:25:39power of collaboration
- 1:25:40is how we are addressing
- 1:25:41mental health challenges in this city.
- 1:25:44To meet these difficulties head on, we
- 1:25:45partnered with the Health
- 1:25:47Care District of Palm Beach
- 1:25:48County to launch a
- 1:25:49groundbreaking pilot program.
- 1:25:52This initiative provides critical
- 1:25:54assistance to individuals
- 1:25:55who do not meet the threshold
- 1:25:56for a Baker Act intervention, but they
- 1:25:58still require some support.
- 1:26:01To date, 55 people received the help they
- 1:26:03need through this pilot program.
- 1:26:06As this initiative evolves, we aim to
- 1:26:07someday establish a
- 1:26:08one-stop facility to address
- 1:26:10a range of quality of life issues.
- 1:26:12Thank you, County, for donating some
- 1:26:14money to that effort.
- 1:26:16By offering comprehensive support, we
- 1:26:17create lasting positive
- 1:26:19impacts that improve individual
- 1:26:21lives and strengthen
- 1:26:22our community as a whole.
- 1:26:25I recognize that public safety isn't only
- 1:26:27measured in the number
- 1:26:28of units that we could
- 1:26:30put on the street or the amount of money
- 1:26:31we invest in police and fire.
- 1:26:34But it's by how you feel while enjoying
- 1:26:37the many amenities our city has to offer.
- 1:26:41I will do everything in my power.
- 1:26:44The city will do everything in its power
- 1:26:46to make sure that
- 1:26:47experience is joyful and fulfilling.
- 1:26:51Now, every day I see with my old eyes and
- 1:26:55I hear directly from
- 1:26:56residents about homelessness.
- 1:26:59It is an issue that can't be remedied
- 1:27:00simply by changing policy.
- 1:27:03It requires a level of empathy,
- 1:27:06understanding that the
- 1:27:07government alone cannot provide
- 1:27:10the answer.
- 1:27:12Instead, it requires all
- 1:27:13of us working together.
- 1:27:16We must ask ourselves and each other,
- 1:27:18what kind of people do we think we are?
- 1:27:23Let that answer be a people
- 1:27:25that helps the least of us.
- 1:27:28That's what members of our homeless
- 1:27:29outreach team exemplify
- 1:27:31each and every single day.
- 1:27:34When I first came into office, we had one
- 1:27:35person on the homeless outreach team.
- 1:27:38Within my first term of office, we
- 1:27:40increased that number of
- 1:27:41one to ten full-time employees
- 1:27:45whose job it is to go out each and every
- 1:27:47day and interact with
- 1:27:48the homeless where they
- 1:27:49are because people are
- 1:27:51homeless for different reasons.
- 1:27:54Drug abuse, mental health issues, or
- 1:27:57sometimes they are just hit
- 1:27:58upon an economic disconnect
- 1:28:01in their life.
- 1:28:02But we can't address their individual
- 1:28:04problems unless we interact with them.
- 1:28:06We have ten full-time employees whose job
- 1:28:09is to go out and
- 1:28:12interact with the homeless.
- 1:28:19In the same way that we provided Valerie
- 1:28:21with the tools for her small business to
- 1:28:23succeed, we gave MJ a second chance to
- 1:28:27pursue an opportunity.
- 1:28:29Originally from Gainesville, Florida, MJ
- 1:28:31had dreams of breaking
- 1:28:32into the Miami entertainment
- 1:28:34industry.
- 1:28:36But like so many people, she faced some
- 1:28:38challenges when she went down to Miami.
- 1:28:41Soon she had to begin the long journey
- 1:28:42from Miami back to her hometown.
- 1:28:46Having spent her last nine, MJ's journey
- 1:28:48from Miami to Gainesville was cut short.
- 1:28:51Unfortunately she soon found herself in
- 1:28:53downtown West Palm Beach,
- 1:28:55homeless and short on hope.
- 1:28:58A medical emergency brought MJ to JFK
- 1:29:00Medical Center where she
- 1:29:02met members of our West Palm
- 1:29:03Beach Homeless Outreach Team.
- 1:29:05Working closely with our police
- 1:29:06department and hospital
- 1:29:07social workers, our homeless
- 1:29:09outreach team members
- 1:29:11quickly devised a solution for MJ.
- 1:29:14They contacted a local shelter in
- 1:29:15Gainesville, made the necessary
- 1:29:17arrangements, and MJ was
- 1:29:19safely returned to her hometown.
- 1:29:22Now MJ didn't choose homelessness.
- 1:29:25Circumstances that became overwhelming
- 1:29:27forced her into a life of homelessness.
- 1:29:31The scope of the homeless
- 1:29:32situation is substantial.
- 1:29:35It's huge.
- 1:29:36But that doesn't discourage me as the
- 1:29:38mayor of this city from
- 1:29:39confronting this challenge
- 1:29:40head on.
- 1:29:42But we're making some progress.
- 1:29:45While the progress
- 1:29:45seems slow, make no mistake.
- 1:29:49Progress is not about
- 1:29:50speed, it's about direction.
- 1:29:53I'd like to celebrate our homeless
- 1:29:54outreach team for another effective year.
- 1:29:59Their tireless efforts result in a
- 1:30:00successfully housing or sheltering 302
- 1:30:04chronically homeless
- 1:30:05individuals, reconnecting 75 individuals
- 1:30:08through the city's
- 1:30:09Homeward Bound Program, providing
- 1:30:11156 homeless individuals critical mental
- 1:30:15health and substance abuse services, and
- 1:30:17overall conducting 2,743 engagements
- 1:30:20through city parks,
- 1:30:22neighborhoods, and other targeted
- 1:30:24locations.
- 1:30:26Our work to combat homelessness is the
- 1:30:28base of a broader vision
- 1:30:29to increase our safety,
- 1:30:31strengthen businesses, and create a city
- 1:30:34where everyone has a place to call home.
- 1:30:39That vision has mirrored first in our
- 1:30:41investments in
- 1:30:41infrastructure and public services, which
- 1:30:44lead to groundwork for a connected,
- 1:30:46sustainable, and thriving
- 1:30:48future, and second in a city
- 1:30:50that emphasizes economic development as a
- 1:30:53catalyst for progressive growth.
- 1:30:56You don't have to look forward to seeing
- 1:30:58the investments we're
- 1:30:58making in our city's
- 1:30:59infrastructure.
- 1:31:01Last year, our City Engineering
- 1:31:02Department completed 35
- 1:31:04capital projects with a total
- 1:31:06value of $30.1 million and invested $2.3
- 1:31:10million to repave our
- 1:31:11sidewalks and upgrade
- 1:31:13pedestrian safety throughout our city.
- 1:31:17In the Roosevelt Estates Neighborhood
- 1:31:18alone, a neighborhood in the
- 1:31:21historically black community
- 1:31:23in our city that had been ignored, quite
- 1:31:25frankly, for years, in
- 1:31:27that neighborhood alone, they
- 1:31:28received $4.8 million in infrastructure
- 1:31:31investments that included
- 1:31:32improvements to the sanitary
- 1:31:34sewer and drainage system, as well as
- 1:31:36road and sidewalk repaving with
- 1:31:38additional infrastructure
- 1:31:39improvements to come in 2025.
- 1:31:43That is inclusivity,
- 1:31:44ladies and gentlemen.
- 1:31:50We also continue prioritizing climate and
- 1:31:52sustainability as a matter of conscience,
- 1:31:55as well as common sense.
- 1:31:57Each day, literally 375 employees of the
- 1:32:00Public Utilities Department
- 1:32:01work to ensure the delivery
- 1:32:02of safe drinking water to our city
- 1:32:04residents and the
- 1:32:05customers we serve in the town of
- 1:32:07Palm Beach and South Palm Beach.
- 1:32:10And I'm pleased to announce that we've
- 1:32:12sourced water to supply our
- 1:32:14growing city and customers
- 1:32:15drinking water for the next 50 years.
- 1:32:19Yes?
- 1:32:22Some of y'all may be
- 1:32:22here and get thirsty.
- 1:32:24The Flooding and Aquifer will serve as a
- 1:32:26new underground source
- 1:32:27of water for West Palm
- 1:32:28Beach.
- 1:32:29With that achievement, we're
- 1:32:30investigating new water treatment
- 1:32:32possibilities for the
- 1:32:34city's water supply.
- 1:32:40As our population grows, we need to
- 1:32:43ensure that we make our city more
- 1:32:44connected, exploring
- 1:32:46ways to move people and not just cars.
- 1:32:50You see, I know that at times traffic
- 1:32:51congestion gets bad.
- 1:32:53Believe me, I get the
- 1:32:54emails, I get the phone calls.
- 1:32:57But the only thing that concerns me is
- 1:32:59that there are senior
- 1:33:00citizens in some of our neighborhoods
- 1:33:02who don't have access to a vehicle,
- 1:33:04making it nearly
- 1:33:05impossible for them to pick up their
- 1:33:06prescription medications
- 1:33:07or go to the grocery store.
- 1:33:10So we need to think about their
- 1:33:12transportation needs as well.
- 1:33:13So through initiatives like our Ride WPB
- 1:33:15Mobility Pilot Program, we
- 1:33:18are officially moving thousands
- 1:33:19of people across our city.
- 1:33:22A while back, I heard the story of Ms.
- 1:33:24Soles, who lives on Tamron Avenue.
- 1:33:26She's extremely grateful to know that she
- 1:33:28can call to get a
- 1:33:30ride to Publix to pick up
- 1:33:31her necessities and sometimes even pick
- 1:33:34up a couple lottery tickets.
- 1:33:37She obviously hasn't won because I
- 1:33:38haven't gotten that call yet.
- 1:33:39But anyway, because of Ride WPB's
- 1:33:42success, I'm happy to share
- 1:33:44that we will be advertising
- 1:33:46a proposed permanent transportation
- 1:33:48system, one that will
- 1:33:49significantly expand access
- 1:33:51to transportation and mobility to over
- 1:33:5395,000 people across our city.
- 1:33:58And with the – yeah, that's a big deal.
- 1:34:02Those are people who don't have to use
- 1:34:04cars to get to where they need to go.
- 1:34:07And with the completion of our bike
- 1:34:08infrastructure projects, we're not only
- 1:34:11enhancing our city's
- 1:34:12mobility, but also creating connections
- 1:34:15that bring areas
- 1:34:16outside of downtown closer to
- 1:34:19the heart of our city.
- 1:34:21Now, ladies and gentlemen,
- 1:34:22some would say, "Why bikes?
- 1:34:24Why bikes?"
- 1:34:24Bicycles are an equity issue.
- 1:34:30There are some people who don't have
- 1:34:31cars, but they need
- 1:34:32bicycles to move from their
- 1:34:34house to work and back.
- 1:34:37So we cannot ignore the fact that an
- 1:34:40efficient, effective bicycle
- 1:34:43infrastructure helps the
- 1:34:45inclusivity it helps equity in our city.
- 1:34:55To ensure we are implementing the safest
- 1:34:57infrastructure possible that
- 1:34:58encourages more users, we are
- 1:35:00updating our bicycle and mobility plans.
- 1:35:04Our city is taking significant steps
- 1:35:05toward achieving a
- 1:35:06transportation mode of shifting
- 1:35:09away from single-occupant vehicles.
- 1:35:14By prioritizing connectivity, we're
- 1:35:16creating a thriving,
- 1:35:18inclusive city with safe streets
- 1:35:20and enhanced mobility.
- 1:35:23Early this year, we found ourselves at a
- 1:35:25junction of possibility.
- 1:35:29With the county as our partner, we
- 1:35:31created a ripple effect
- 1:35:32that will benefit this city
- 1:35:34for generations to come.
- 1:35:36And today, I want to reinforce the
- 1:35:38essential and critical
- 1:35:39nature of that choice, and while
- 1:35:41supporting Vanderbilt University by
- 1:35:42donating our respective
- 1:35:43lands was and is the right
- 1:35:46choice and a transformational
- 1:35:47opportunity, an investment
- 1:35:49in our future that will yield
- 1:35:50far more than any
- 1:35:51short-term financial gain.
- 1:35:54Vanderbilt's programs in artificial
- 1:35:55intelligence, data science, and business
- 1:35:59are not just educational
- 1:36:00offerings.
- 1:36:01They are the foundation of what once
- 1:36:03tomorrow's workforce will be built.
- 1:36:05The Innovation Hub Vanderbilt Proposers
- 1:36:07will contribute to the
- 1:36:08ecosystem of collaboration
- 1:36:10for which we have laid the groundwork,
- 1:36:13bringing our local
- 1:36:13entrepreneurs together with cutting-edge
- 1:36:16academic research.
- 1:36:19Imagine a future where underserved
- 1:36:22communities are uplifted
- 1:36:23through the initiatives that
- 1:36:24Vanderbilt University will
- 1:36:26bring to Palm Beach County.
- 1:36:29Welcome Vanderbilt.
- 1:36:39Consider the economic growth and the
- 1:36:40thriving workforce that we
- 1:36:41result from that partnership.
- 1:36:43But Vanderbilt isn't the only renowned
- 1:36:44institution with its eyes on our city.
- 1:36:47Cleveland Clinic will be the first
- 1:36:48non-profit research
- 1:36:50hospital and the first new hospital
- 1:36:52in our downtown area in over a century.
- 1:36:56Cleveland Clinic's expansion into West
- 1:36:57Palm Beach will
- 1:36:58transform care for our community
- 1:37:00through a new hospital and outpatient
- 1:37:02clinic providing a
- 1:37:03broad range of specialties.
- 1:37:06Aiming to meet the present and future
- 1:37:08needs of our community,
- 1:37:10our philanthropic community
- 1:37:11is raising millions of dollars to invest
- 1:37:14in services for our
- 1:37:15children, a direct investment
- 1:37:18in the future.
- 1:37:20Let me give you a few examples.
- 1:37:23Take the Cox Science Center and Aquarium.
- 1:37:26Recently the museum broke ground on a
- 1:37:28$115 million expansion
- 1:37:30with nearly $100 million
- 1:37:32raised through the private sector.
- 1:37:35The project will double the size of the
- 1:37:36campus and expand
- 1:37:37student engagement from 150,000
- 1:37:40to 350,000, 70% of those being minority
- 1:37:44population and 50% of those being Title I
- 1:37:47students, reflecting
- 1:37:48a bold commitment to STEM
- 1:37:50education and equity in our city.
- 1:38:00The new Boys and Girls Club in Dreher
- 1:38:01Park is another example
- 1:38:02of transformative work
- 1:38:05and a collaboration between the
- 1:38:06philanthropic sector
- 1:38:07and the youth of our city.
- 1:38:10To be built on city designated land, the
- 1:38:12$13 million project will
- 1:38:14serve approximately 800
- 1:38:15children a year, ages 6 to 18.
- 1:38:19Remarkably, 100% of that $13 million was
- 1:38:23raised through charitable donations.
- 1:38:26The facility will provide academic
- 1:38:27support by certified
- 1:38:28teachers, mental health and hunger
- 1:38:31relief programs, as well as career
- 1:38:33readiness programming.
- 1:38:36Their location provides for extraordinary
- 1:38:38opportunities with the Cox Science Center
- 1:38:40for STEM programming and
- 1:38:42teen employment opportunities.
- 1:38:45Then there's the park, a
- 1:38:48former municipal golf course.
- 1:38:51The foundation that was established in
- 1:38:52connection with the park
- 1:38:53raised over $55 million to build
- 1:38:56a world class golf course.
- 1:38:59But it's not just
- 1:39:00golf, ladies and gentlemen.
- 1:39:01They have a program called The Path.
- 1:39:04The Path supports families with after
- 1:39:06school programs, homework
- 1:39:08assistance, financial literacy
- 1:39:10workshops and more, turning recreational
- 1:39:13spaces into hubs for
- 1:39:16community development.
- 1:39:18We remain focused on
- 1:39:19students even after high school.
- 1:39:21The Related Together initiative launched
- 1:39:24with an $8.2 million commitment,
- 1:39:27guarantees tuition-free
- 1:39:29post-secondary degrees for high school
- 1:39:31graduates with a focus on
- 1:39:32students from the historic
- 1:39:34northwest, Coleman Park and Pleasant City
- 1:39:36communities through a
- 1:39:38partnership with Palm
- 1:39:38Beach State College.
- 1:39:46After omitting this effort, the emerging
- 1:39:48Scholars Summer Academy engaged over 250
- 1:39:52middle and high school students in
- 1:39:53planning their
- 1:39:54educational paths, fostering a sense
- 1:39:56of belonging and preparing them for high
- 1:39:59wage and high demand careers.
- 1:40:02These efforts showcase the power of
- 1:40:05collaboration, innovation and
- 1:40:08investment in our community.
- 1:40:10I guarantee you that of all those donors,
- 1:40:12I'm sure many of you
- 1:40:13are here in this room
- 1:40:14for any of those
- 1:40:15projects I just identified.
- 1:40:18You didn't do it for
- 1:40:18your kids or your grandkids.
- 1:40:22You invested in the future of the
- 1:40:25children in the city
- 1:40:27for generations to come.
- 1:40:29And I thank you.
- 1:40:32When we come together to support
- 1:40:41education and opportunity,
- 1:40:42we lay the foundation for
- 1:40:43a remarkable future
- 1:40:44for generations to come.
- 1:40:46Clearly our story is attracting the
- 1:40:48highest in excellence and
- 1:40:50is uplifting the best our
- 1:40:51community has to offer.
- 1:40:53But I wanted to take it a step further
- 1:40:55and ensure that we as a
- 1:40:56city are intentional about
- 1:40:57how we market ourselves.
- 1:41:00Recently my team welcomed the Chief
- 1:41:01Marketing Officer to help tell our story.
- 1:41:04And what are we learning?
- 1:41:06As our new tagline states, and you'll be
- 1:41:08hearing more about it
- 1:41:09later, there is more to West
- 1:41:10Palm Beach.
- 1:41:12But don't just take my word or our word,
- 1:41:15this month it was
- 1:41:15announced that West Palm Beach
- 1:41:17is a top winner in the prestigious 2025
- 1:41:20Trip Advisor Traveler's
- 1:41:21Choice Best of the Best
- 1:41:22Awards for Destinations.
- 1:41:31This award is the highest honor Trip
- 1:41:32Advisor bestows and serves
- 1:41:34as a testament that there
- 1:41:35is more to see and more
- 1:41:36to do in West Palm Beach.
- 1:41:39Our city offers exceptional experiences
- 1:41:41to every visitor, and
- 1:41:42that recognition underscores
- 1:41:43the unique charm and vibrant spirit that
- 1:41:46makes our city a top
- 1:41:47destination for travelers from
- 1:41:49around the world.
- 1:41:50But it's not just visitors
- 1:41:51who are telling our story.
- 1:41:53The public art popping up around our city
- 1:41:55is also telling our story.
- 1:41:58Take Fred Everesley's incredible work
- 1:41:59Portals, for example.
- 1:42:02Located in Julian Able Park, Portals
- 1:42:04creates a dynamic
- 1:42:05intersection between history and
- 1:42:06art, embodying the way to the past while
- 1:42:09envisioning the possibility of tomorrow.
- 1:42:13This installation accomplished through
- 1:42:14collaboration with the public
- 1:42:15and private sector pays homage
- 1:42:17to the architect Julian Able, an
- 1:42:20African-American architect
- 1:42:21who designed the first Church of
- 1:42:23Christ scientist.
- 1:42:25But because he was black, he couldn't put
- 1:42:27his name on the plants.
- 1:42:30Nearly a century later, Portals breathes
- 1:42:32new life into this
- 1:42:33historic site, honoring the
- 1:42:34past, but points a
- 1:42:36steadfastly toward a bright future.
- 1:42:40As our city grows, we have unique
- 1:42:41opportunities to work with
- 1:42:43our private sector partners to
- 1:42:45broaden public access to the arts and
- 1:42:47attract more
- 1:42:47internationally recognized artists.
- 1:42:51So as I close, ladies and gentlemen, I'm
- 1:42:54proud to report that our
- 1:42:55city, your city, is stronger,
- 1:42:59healthier and more
- 1:43:01prosperous than ever before.
- 1:43:03For my part, I commit to continue doing
- 1:43:05those things that make us
- 1:43:06proud to stop things that
- 1:43:08aren't working and launch those that do.
- 1:43:12The people I meet in our community know
- 1:43:14that hard work and
- 1:43:15collaboration make us not just
- 1:43:17a better city, but better people.
- 1:43:20We are connected as one, bound by the
- 1:43:24shared success of our city.
- 1:43:26Our city is living proof that hope is
- 1:43:29alive, that humanity
- 1:43:31thrives, and that opportunity
- 1:43:33for all is within reach.
- 1:43:35That is what great cities do.
- 1:43:38As your mayor, I will continue to work to
- 1:43:41ensure others see us
- 1:43:42as we truly are, a city
- 1:43:44defined by our commitment to live well,
- 1:43:48lead boldly, and do what's right.
- 1:43:52Today we celebrate what makes our city
- 1:43:53extraordinary and its people remarkable.
- 1:43:57Let us seize this great
- 1:43:58moment, born of great opportunity.
- 1:44:01Together we create safer neighborhoods.
- 1:44:04Together we connect
- 1:44:06every corner of our city.
- 1:44:09Together we fortify a strong foundation.
- 1:44:13Together we offer a future
- 1:44:15of boundless possibilities.
- 1:44:18This is our time.
- 1:44:20Let's lead with vision.
- 1:44:22Let's move forward with purpose.
- 1:44:24And together let's
- 1:44:26build the future we deserve.
- 1:44:27That's my goal.
- 1:44:28I hope it is yours too.
- 1:44:30Thank you to everyone here.
- 1:44:31I appreciate you.
- 1:44:32God bless you.
- 1:44:37Thank you.
